Brighton scraps municipal Eagle Ridge advances water, sewer rates City to pay same for water as commercial customers

Brighton eliminated municipal water and sewer discounts for city uses at the March 1 City Council meeting, agreeing to pay the same rates as other commercial water users.

“The city paying for city water is something that has been discussed almost as long as I’ve been around the city --- a long time,” Councilor Clint Blackhurst said. “This is the first council and staff in all those years to come up with a way we can honestly say we are paying for the water we are using at a comparable rate.”

It will make a dent in the city’s budget, however. Kayla BarberPerrotta, Brighton’s budget and performance manager, said the change means the city will now pay the water enterprise fund $920,953 more this year, mostly from the city’s general fund and from the wastewater fund.

Brighton’s current water rate structure and sewer rate structure were both adopted in 2019.

Residential rates won’t change under the plan councilors voted on March 1.

No change for residential, commercial rates For water for residential use which includes drinking, bathing, cooking, irrigation and other uses - residents pay a base rate of $14.72 per month and then an additional $2.58 per 1,000 gallons for the first 3,000 gallons they use each month. The rates increase the more water they

use.

Those that use up to 20,000 gallons per month pay $4.73 per 1,000 gallons above 3,000 gallons; Those that use 30,000 gallons pay $5.10 per 1,000 gallons above 20,000 gallons, and those that use up to 40,000 gallons pay $5.52 per 1,000 gallons above 30,000 gallons. Residents that use more than 40,001 gallons pay $6.44 per 1,000 gallons above 40,000 gallons.

An average American household, based on estimates from the Environmental Protection Agency, uses about 300 gallons per day and about 9,300 gallons per month. A Brighton residential water customer would pay about $52.26 per month if they used that much water each month.

Apartments pay different rates.

They pay $5.17 per 1,000 gallons per month for the first 40,000 gallons and $6.44 per 1,000 gallons for anything more. That would amount to about $62.80 per month for households in an apartment, based on EPA estimates.

For sewer charges, residents pay $4.54 per 1,000 gallons they send down the drain each month for both apartments and singlefamily residences.

City paying commercial rates Businesses, schools and offices pay a flat $4.90 per 1,000 gallons for indoor use or $6.21 per 1,000 gallons for mixed indoor-outdoor use. They pay $8.42 per 1,000 gallons if they only use treated drinking water for irrigation.

They pay a flat $5.58 per 1,000 gallons per month in sewer fees.

Jewel Dean (White) Miller

September 15, 1932 - February 22, 2022

Jewel Dean White was born September 15, 1932, near Belle Arthur, North Carolina. Jewel was the fourth of five children born to Eugene McKinnon and Verna White. The family relocated to Dighton, Massachusetts when she was a toddler. Upon graduation from Dighton High School, she worked for a short time before marrying Charles Jamieson in March 1952. At that time the couple relocated to Fort Smith, Arkansas, for Charlie’s military service at Fort Chaffee.

The couple raised four children. When Charlie transferred to the United States Air Force, the family was assigned to Shaw Air Force Base in Sumter, South Carolina.

During his year-long deployment to Vietnam, the family relocated to New England to bunk with aunts, uncles and grandmothers.

Subsequent postings were back to Sumter, to Langley AFB in Virginia, and finally Lowry AFB in Denver.

Jewel was an accomplished seamstress, and in addition to clothing her family, she also made bedspreads, curtains, slipcovers and braided rugs. She was a volunteer par excellence, and was quick to say “yes” to help her community through literacy coaching, food banks, and physical labor. An active member of United Methodist Women, she received several awards over her lifetime for making a difference in the mission and work of the church. As her children progressed through school and scouting programs, she was a Den Mother for the Cubs, camped with the Girl Scouts, organized Pinewood Derby feasts, and helped a lot of kids earn their merit badges. A lifelong Methodist, she loved to sing, participating in many choirs, and had a servant’s heart.

In addition to sewing, Jewel enjoyed being creative. She knitted, quilted, crocheted, needle-pointed and cross-stitched; she created beautiful oil and porcelain paintings, and took guitar and organ lessons. In her mid 40’s, she completed a new challenge and went to school to be a dental assistant. She found the work rewarding, and when the last dentist she worked for retired, she began volunteering at the Brighton hospital. That turned into the job from which she retired.

Perry Miller and Jewel married in April 1977 and began a new adventure together. Perry’s certification as a private pilot allowed the two of them to visit different parts of the country, often joining friends for cross-country and local jaunts. Before she was 50, Jewel had soloed in a private plane.

The couple was well-known in the Van Aire neighborhood in Brighton, which they called home for over 40 years. The Miller’s home was the site of many years of happy holiday and family get-togethers with the evergrowing family, which included the spouses and children and an assortment of friends.

In their retirement years, Jewel and Perry enjoyed their families and each other, but with aging needed additional help. After successfully recuperating from a stroke, Jewel was treated for cancer with tremendous support from her church, PEO sisters, and neighbors. Following Perry’s death in 2017, Jewel made her home in Arapahoe County during the final years of her life.

Her family is grateful for Jewel’s influence on their lives. She was kind and generous, a woman who loved well and fought fair.

She provided a moral compass and focus for life that has benefitted those whose lives she touched.

She is survived by her children, Gary Jamieson (Margo); Diane Boehringer; Cindy Jamieson, David Jamieson (Deborah Weeks-Jamieson), and Nancy Miller (Michael Biglen). Grandchildren include Lindsey Jamieson (Shane Hamilton), Logan Daly (Mallory Baskin), Royce Weeks-Jamieson (Sarah Bolin), Spencer Weeks-Jamieson, Case Densmore (d. 2000), Mark Densmore (Dawn), and Dean Densmore (Angela Gattuso).

A memorial service will be conducted later this year, and Jewel’s ashes will be interred at Wyuka Cemetery in Lincoln, Nebraska. In lieu of flowers, donations may be made in her name to Brighton United Methodist Church, 625 South 8th Avenue, in Brighton, Colorado 80601.

Eugene Benjamin Hagans

January 10, 1929 - February 20, 2022

Eugene B. Hagans passed away at 93, on Sunday, February 20, 2022. He joined his beloved wife, Alta, in heaven who passed away in 1994. Gene was born in Lander, WY on January 10, 1929, to Verne and Grace Hagans. His father worked in the oil fields. Gene was the youngest of three siblings, Bessie (Hagans) Dowdy and Elwin Hagans. At age 10 the Hagans family moved back to the Fort Lupton area to run the family farm northeast of town.

Gene met the love of his life, Alta, on a blind date, in 1954. The couple wed in June of 1955. They produced three children, Neena, Gary and Laurie. Gene was active in the Mountain Empire Dairy Association, the Fort Lupton Lions Club and the Fort Lupton United Methodist Church. He and his brother Elwin bought the family dairy farm from their parents and continued on with it until selling out in the 1980’s. Gene went on to work at The House of Smoke in Fort Lupton. His final career choice was to drive a fuel truck for Don Imhof, in Fort Lupton, delivering fuel to farmers and oil rigs.

Gene enjoyed fishing, camping and going to church. He has four grandchildren: April (Hagans) Burns of Evanston, WY, Levi Hagans of Loveland, CO, Jacob McCartney of Evans, CO and Kelsey McCartney of Kersey, CO. He also has one great granddaughter, Hailey. Gene was preceded in death by his parents, Verne and Grace (Peckham) Hagans; sister, Bessie (Hagans) Dowdy of Thermopolis, WY; brother, Elwin Hagans of Fort Lupton; and his beloved wife, Alta (Douglas) Hagans. He is survived by his daughters, Neena Hagans of Fort Lupton and Laurie (Bill) McCartney of Kersey; son, Gary (Pam) Hagans of Hudson; four grandchildren and one great granddaughter.

Services will be at the Fort Lupton United Methodist Church, 306 Park Ave, in Fort Lupton, CO 80621, on Saturday, March 19, 2022 at 10am. A reception will follow the service. In lieu of flowers, donations can be made in Gene’s name to the church.

Elizabeth Leona Stephenson June 8, 1930 - January 25, 2022

Elizabeth “Betty” Leona Stephenson 91 passed away on January 25, 2022, at her home in Brighton, Colorado.

Betty was born on June 8, 1930, at the family farm near Lafayette, Center Point, IA. She was the daughter of Spencer and Clista (Schmickle) Stephenson.

Betty attended the country school near her home and graduated from Alburnett High School. She was active in sports and 4-H.

Betty attended Iowa State University graduating with a bachelor’s degree in Home Economics. She was absent from graduation as she was on a ship going to England and Wales through the International Farm Youth Exchange Program. This was the beginning of yearly reunions that took her to places around the world making many friends. She would never miss the time spent with the IFYE organization and her friends.

After graduating she taught at Williamsburg, IA then to Colorado at Lakewood Area and Gunnison. Betty then moved to Brighton, CO where she taught High School Home Economics for 32 years.

She pursued more education at University of Colorado where she got a master’s degree in Education, Psychology and Counseling.

Through the years she served on many committees in her church, college and IFYE programs. After retiring from teaching Betty worked with senior citizen programs. She won many awards for her accomplishments.

Betty took great pride in her yard, the

church flower beds and especially her roses. Her yearly trips to Iowa included working on the landscape of her farm.

She enjoyed time with her family and meeting her many nieces and nephews. Betty enjoyed golfing and it was special to golf with family.

Betty was an outstanding person and made many new friends throughout the years. Her plan was to move back to Iowa, but God had another plan. Her family and friends mourn her passing but know she is in a better place.

Betty’s farewell words to us would have been “I go in Peace and Love One Another”.

Betty is survived by a sister, Lois Martin of Marion, IA two brothers, Howard (Donna) Lea of Woodburne, OR Harold (Donna Mae) of Center Point, IA and ninety-six nieces and nephews.

Betty was preceded in death by parents, a brother Wayne and wife Kay of Georgia a brother-in-law Loyd Martin of Marion, IA & nephew Chase Martin of Springville, IA. The body was cremated per her wishes.

Services were at the 1st Presbyterian Church in Brighton, CO on Saturday, February 26, 2022 and a later date will be set in Lafayette, IA where she will be buried.

Memorials may be directed to Brighton 1st Presbyterian Church, 510 South 27th Avenue, Brighton, CO 80601 or charity of your choice.

gallons for all uses - cheaper even than the lowest residential rate. For used water sent down the drains, the city paid $4.56 per 1,000 gallons. Now, the city will pay the same as commercial rates.

“We will charge the city for usage based on the category we are using it for,” Finance Director Catrina Asher told councilors.

“So if it’s irrigation, we will pay the higher irrigation rate. If it’s for indoor use, like here at City Hall, we’ll pay the indoor commercial rate.”

Councilors voted unanimously in favor of the change.

“I really think we should run a flag up the pole or something to let people know this is the first time we are doing that, having a level playing field with all of our residents and consumers,” Blackhurst said.

Councilman Peter Padilla said the change is a requirement if Brighton hopes to sell municipal bonds going forward.

“One of the funding requirements for funding and bonding is to make sure we are not paying a municipal rate,” he said. “We cannot have our own discount rate for water.”

Service Center work included To make the change happen, councilors first had to amend the 2022 budget, adding the $920,953 water transfer to the city’s spending plan. Barber-Perrotta said that increase would be offset by not replacing some turf fields this year.

Councilors also agreed to pay an additional $4.3 million to accelerate work on the new municipal service center as part of the budget amendment. The center is planned for 15.5 acres the city owns northwest of Main and Denver streets, surrounding the Tractor Supply store. It replaces the facility at Fourth and Longs Peak. The new building will serve as new home for most public works functions, becoming Brighton’s base for streets maintenance, fleet maintenance and parks and utility maintenance functions. It will also have a space for Brighton Police Substation.

Barber-Perrotta said the money for that will come from Brighton’s capital fund and other project funds.

Blackhurst was pleased about that change, too.

“It’s something that should make our employees more efficient and able to do more with less,” Blackhurst said. “I’m excited that we’ve done it and got it moving even faster.”

After a one-year hiatus, Fort Lupton’s Chamber of Commerce will be hosting its second annual celebration of local food and restaurants.

“It’s a wonderful dinner of samples of the very best food available Fort Lupton,” said Chamber Executive Director Cody LeBlanc.

The chamber debuted the festival on March 12, 2020.

“And if you remember 2020, March 13

was the day the world ended and everything shut down for COVID,” LeBlanc said.

“There were conversations about canceling because they saw what was happening.

But they decided no, they would go ahead.

We need to do this and bring our community back together for one last public event before everything ends.”

The chamber had hoped to host the second annual festival in March 2021 but that was too soon.

“So, we are very excited to bring everyone back and then we’ll see what happens,” he said.

Elementary school poster contest The city of Brighton is part of the annual Arbor Day Fifth Grade Poster .contest, open to public, private and home-schooled students. . This year’s theme is “Celebrating Trees In Our Community” and is an opportunity for students to show their creativity to raise awareness of trees and the important role they play in the environment and our quality of life, according to a city statement.

Trash Bash dates for 2022 in place The city of Brighton announced its dates for Trash Bash in 2022. It’s a chance for residents to get rid of large items.

Awards will be given in two categories, People’s Choice and Best Presentation.

Any chamber member is able to present at the event. Restaurants that are chamber members can purchase a $35 Friend of the Chamber membership.
