Brighton eliminated municipal water and sewer discounts for city uses at the March 1 City Council meeting, agreeing to pay the same rates as other commercial water users. “The city paying for city water is something that has been discussed almost as long as I’ve been around the city --- a long time,” Councilor Clint Blackhurst said. “This is the first council and staff in all those years to come up with a way we can honestly say we are paying for the water we are using at a comparable rate.” It will make a dent in the city’s budget, however. Kayla BarberPerrotta, Brighton’s budget and performance manager, said the change means the city will now pay the water enterprise fund $920,953 more this year, mostly from the city’s general fund and from the wastewater fund. Brighton’s current water rate structure and sewer rate structure were both adopted in 2019. Residential rates won’t change under the plan councilors voted on March 1. No change for residential, commercial rates For water for residential use which includes drinking, bathing, cooking, irrigation and other uses - residents pay a base rate of $14.72 per month and then an additional $2.58 per 1,000 gallons for the first 3,000 gallons they use each month. The rates increase the more water they
use. Those that use up to 20,000 gallons per month pay $4.73 per 1,000 gallons above 3,000 gallons; Those that use 30,000 gallons pay $5.10 per 1,000 gallons above 20,000 gallons, and those that use up to 40,000 gallons pay $5.52 per 1,000 gallons above 30,000 gallons. Residents that use more than 40,001 gallons pay $6.44 per 1,000 gallons above 40,000 gallons. An average American household, based on estimates from the Environmental Protection Agency, uses about 300 gallons per day and about 9,300 gallons per month. A Brighton residential water customer would pay about $52.26 per month if they used that much water each month. Apartments pay different rates. They pay $5.17 per 1,000 gallons per month for the first 40,000 gallons and $6.44 per 1,000 gallons for anything more. That would amount to about $62.80 per month for households in an apartment, based on EPA estimates. For sewer charges, residents pay $4.54 per 1,000 gallons they send down the drain each month for both apartments and singlefamily residences. City paying commercial rates Businesses, schools and offices pay a flat $4.90 per 1,000 gallons for indoor use or $6.21 per 1,000 gallons for mixed indoor-outdoor use. They pay $8.42 per 1,000 gallons if they only use treated drinking water for irrigation. They pay a flat $5.58 per 1,000 gallons per month in sewer fees.
