City, chamber eye new deal for vacant depot Chamber hopes to make Bridge Street space home to events

Chamber of Commerce President Natalie Cummings said she imagines the Taste of Brighton festival of food returning and moving to the area east of 4th Avenue on Bridge Street, taking over the parking lots surrounding the Anythink Brighton Library and the Armory Performing Arts Center - with the historic depot right at the center.

“We’d like to utilize the indoor space at the depot as well as the outdoor space as a venue with the armory, taking over the parking lot that connects the two,” Cummings told City Councilors at the Jan. 11 study session. “We’d bring in food trucks and possibly live music to bring that event back. The idea is that it would continue to grow.”

But the chamber needs to be in control of the depot first, and the chamber and the Brighton City Council made some progress on that front.

The City Council said they were fine with a lease for the depot during their Jan 11 study session. City Manager Michael Martinez said councilors should see the lease on their Jan. 18 consent agenda.

The proposed 36-month lease would see the city charge the chamber $9 per square foot for the upper portion of the historic train depot, located at 269 E. Bridge St. - about $18,00 per year. Under the proposed agreement, the city would waive the first three months of rent, with the first $1,500 monthly payment coming due on May 1.

The lease covers the upper portion of the depot, roughly 2,000 square feet. The lease allows the chamber to use the basement as storage.

The City and the Brighton Chamber of Commerce are once again close on a lease plan to use the city’s historic depot on Bridge Street, just west of Anythink Library in Brighton and southeast of the Armory Performing Arts Center.

Councilor Mary Ellen Pollack said she is skeptical about the depot and the chamber’s intentions there.

“What happens now, do we give you three months free, and then you’re gone again?” Pollack said. “The chamber has not exactly earned my trust. It’s not just for me, but for the residents. And when you make a commitment, why don’t you keep it?”

City Manager Michael Martinez said it’s a different chamber now than it was in 2019.

“One thing to be cognizant of is that there are all new players involved now, including Natalie and the chamber board,” Martinez said. “You have all new staff. And at the time, the lease presented just didn’t sound like it was actually doable.”

Council colleague Tim Watts said he does have doubts, but said the chamber is more active now than it was in 2019.

“I can see both sides of the argument and I agree with Councilor Pollack, but this is a different chamber than before,” Watts said.

Vacant space It’s not the first time the city has made plans for the depot, and not the first time the city and the Chamber of Commerce have been close on using the depot.

The building was used as a train depot for Union and Pacific Railroad for most of the 20th century, before being decommissioned in 1970 and moved to the current site in 1980. It had housed restaurants, offices and a bike shop until the city purchased it in 2018, approving

“Before I was on council, I didn’t see a ton of activity from our chamber and now we have more businesses coming in, which gives the chamber more to do.”

The chamber’s Cummings said they have big plans for the site. They’re eager to have more parking and look forward to hosting a visitors bureau there.

“The building itself will be a gathering space,” Cumming said. “The caboose would be a semi-private office and one end would be our conference room. And inside, we want to promote what Brighton has to offer at a visitor’s center.”

In addition to the Taste of Brighton, Cummings said she’d love to make the occasional visits by the Big Boy train - the massive 1941 steam locomotive that drove up the through Brighton - and right past the depot - in September more of an event.

“We missed a huge opportunity this year,” she said. “I went out and watched it and everybody was there and chatting. We should have had a pancake breakfast. We should have sold train whistles and T-shirts with the year on them.

There was a ton of opportunity we missed that would have had people coming back.”

27J’s graduation rate increases for a fourth year STAFF REPORTS

The graduation rate in 27J Schools increased for a fourth year in a row, according to a press statement.

The rate increased two percent to 88.2 percent, an all-time high, said the district.

“This is proof positive that our efforts to keep kids in school and on track to graduate on time are working,” 27J Schools Superintendent Chris Fiedler said in the statement. “Earning that high-school diploma is critical to any student’s success whether they decide to go to college, to a trade school or immediately enter the workforce. It’s the key to more and better opportunities.”

The district’s statement said 27J Schools has the highest graduation rate among Adams County school districts. The statement also said it posted gains among its Hispanic and white students. Hispanic students netted an increased graduation rate of nearly 4 percent to 86.7 percent, which earns 27J Schools the highest

The school had a better than 90 percent graduation rate, a trend for Prairie View and the other high schools in the Adams FILE PHOTO County 27J School District.

Hispanic student graduation rate in the Denver metro area. White students also increased their graduation rate 2.3 percentage points to 90.6 percent. The district’s graduation rate exceeds the state average in every ethnic group, the statement said.

School – earned graduation rates of more than 90 percent, the district said. These schools, plus the district’s alternative high school, Innovations and Options, all saw improvement over last year’s graduation rate. The district’s newest high school, Riverdale Ridge, posted its first graduation rate at 93.8 percent this year.

27J Schools’ graduation rate now has exceeded the state average for four consecutive years.

“Improving a large system like ours takes a lot of teamwork and dedication. I have to thank the class of 2021, their parents and all of Team 27J for this historic accomplishment,” Fiedler said. “This is the highest graduation rate in the district’s history.”

27J Schools includes the city of Brighton, and parts of Thornton, Commerce City, Lochbuie, Aurora, Broomfield and Weld County. The district’s statement said new families are moving into the district at a record pace, and student enrollment numbers are increasing by about 500

to 800 students per year over the last five years alone.

In 2000, the district served 5,000 students while today, it has about 20,300 students enrolled. That number represents a diverse student population, according to the district -- 57.7 percent Hispanic students, 42 percent white students, 3.2 percent Asian students, 2.1 percent black students, 3.6 percent students of two or more races, 0.3 of 1 percent American Indian students and 0.2 of 1 percent native Hawaiian students.

“We’re doing a much better job of helping students find skills and subjects that really interest them and linking them to STEM and technical education.

In those programs, students can do internships in the community and get hands-on training to explore their interests and see how they can make a career out of what they truly like to do,” 27J Schools Chief Academic Officer Will Pierce said.

“That’s a powerful incentive to stay in school when you see career options you’d really enjoy.”

Rec center eyeing outdoor fitness court

The Fort Lupton Recreation Department has its eyes on a new, outdoor fitness park in Railroad Park, Fourth Street and Pacific Avenue,

across the street from the recreation facility on South Harrison Avenue.

Rec center Manager Julie Seedorf said the total cost was $140,000; however, a grant from the National Fitness Camp pared the cost by $25,000.

During a Fort Lupton council study session Jan. 11, she said there would be $40,000 in costs on top of equipment fees. Those totaled $25,000 for installation and $15,000 to put in a 38-x38 concrete slab to house the equipment.

“It being so close to the rec center allows us to go out there and show people how to use it,” she said. “It’s part of a healthy fitness campaign to push healthy lifestyles.”

Council didn’t make a decision because it was in a town-hall format.

United Power EV Charger Expansion EV driver will have more access to chargers

United Power expanding its accessible electric vehicle charging on highway corridors throughout the county in partnership with the National Electric Highway Coalition, according to a press release.

“United Power serves more than 100,000 members living in some of the fastest-growing communities in the country,” said Mark A. Gabriel, United Power’s President, and Chief

Executive Officer. “We also serve several transportation corridors running through those areas. We have seen a proliferation of electric vehicle owners in our territory and Colorado in recent years. Joining the National Electric Highway Coalition reinforces the cooperative’s commitment to its members and the changing nature of the electric industry.”

United Power and the National Electric Highway Coalition have the ambition by 2023 to provide more EV charging stations to its infrastructure, according to officials.

This past year United Power installed its second EV fast charger in Keenesburg at the Market Street Mart off North East of Denver 1-76 on May

11, 2021. In 2019 at the Coal Creek office United Power installed its first EV charger.

“The Carbon Valley EV fast-charger is scheduled for installation in the first quarter of 2022. There will be one fastcharger and two dual-port level two chargers available for public use along 1-25, “ said Joel Danforth, United Power New Business Director.

According to officials, by 2030 there would be about 22 million electric vehicles on the roads so they could be a need for more than 100,000 fast chargers to accommodate the electric vehicle drivers.

The National Electric Highway Coalition speaks for the largest electric utility companies to meet its goals for

EV charging infrastructures. Fortyseven states with more than 50 electric utilities have partnered with the coalition for the expansion, according to officials.

United Power is a member-owned, notfor-profit electric cooperative, delivering electricity to homes, farms, and businesses throughout Colorado’s northern front range. The cooperative is one of the fastest-growing electric cooperatives in the nation, and in June joined the elite ranks of cooperatives serving more than 100,000 meters. The 900 square mile service territory extends from the mountains of Coal Creek and Golden Gate Canyon, along the I-25 corridor and Carbon Valley region, to the farmlands of Brighton, Hudson, and Keenesburg.

Wastewater improvements come into focus

After an hour-plus presentation, Fort Lupton City Council has an idea of the cost of mandatory improvements to its wastewater plant and the best route to transport the material to Metro Wastewater Reclamation District.

During a Jan. 11 town hall, public works Director Roy Vestal pegged the price tag at $31 million; when discussion started a year ago, the price tag was $38 million. The Colorado Department of Public Health and Environment is requiring the upgrades to cut down on the amount of nitrogen

and phosphorus in wastewater.

The easiest route for the anticipated six-mile pipeline from the plant to Metro Wastewater is U.S. Highway 85.

Ryan Brong, a staff civil engineer with Burns and McDonnell, said the Colorado Department of Transportation was on board.

“We expect the work to be as far off the road and onto the pavement as possible,” he told council. “We expect most of the construction to be done without impacting traffic on the road.”

As for potential problems with landowners on the west side of U.S. 85, Brong didn’t anticipate the necessary work to encroach on property

lines.

“We expect the work to be along the CDOT right of way,” Brong said.

“Our work wouldn’t be on anyone’s property line. The fact that CDOT is a partner? That’s a big win. Negotiations with each of the property owners could be very difficult.”

The plan is to have about 60 percent of the design work done by June.

Groundbreaking is set for June 2023, and the deadline to complete the repairs is the summer of 2024.

The city and Metro have an unsigned contract as of Jan. 11. The only thing left was a potential cost.

BRIEFS Brighton introduces new aquatics hotline The city of Brighton’s aquatics department responded to the increasing number of COVID cases and resulting staffing issues with a new aquatics hotline .. 303-655-2251.

The city said it will alert visits of the most current modifications to operating hours and swimming.

The city will take registrations for Session B swim lessons (Feb. 14 to March 12) on a provisional basius.

According to a press release, this means a wait-list registration at no cost, pending a decision whether the center can conduct the lessons.

The statement said emails will be sent to the registrants for Session B Monday, Jan. 31. Registrations for Sessions C and D will take place Thursday, Feb. 24.

ValenSign’s Day returns to Carmichael Park Share your message of love this Valentine’s Day. The city of Brighton is bringing back ValenSign’s Day for the second year to Carmichael Park, 650 E. Southern St. The city is looking for personalized messages printed on heart-shaped signs that will be placed at the park for visitors to see.

“ValenSign’s Day was a huge hit last year. It brought so much joy to the community in the midst of the pandemic,” said Gary Montoya, events and downtown initiative manager. “We are excited to bring it back again.”

Signs will be at Carmichael Park the week of Feb. 7, prior to Valentine’s Day. COVID vaccination clinic The city of Brighton teamed up with Tri county Health to offer free vaccination clinics at the Brighton Recreation Center, 555 N. 11th Ave. They are available from 6:30 a.m. to 3:30 p.m. Mondays, Jan. 24, 31 and Feb. 7. Appointments are not necessary.

Mayors/commissioners youth awards Adams County mayors and the county commissioners are looking for nominations for this year’s youth awards.

It focuses on teenagers who have triumphed over great odds and serve as an inspiration and role models for their peers, according to a statement.

The statement also said this program provides businesses, the community and civic leaders an opportunity to actively demonstrate their support for the young people in our community and recognize them for their accomplishments. Businesses may also help by making a monetary or in-kind donation.

The nominations are open to sixththrough 12th-graders. The deadline for nominations is Monday, Jan. 31.

Youth summer job launch The city of Brighton’s youth services department will be hosting its annual Growing Grads Summer Job Launch from 10 a.m. to 4 p.m. Saturday, Feb. 19, at City Hall, 500 S. Fourth Ave. It’s a chance for youngsters interested in interning or work-

ing for the city over the summer to build resumes, get tips and tracks for obtaining summer jobs and find out more about what the city has to offer during the summer.

Attendance at the summer job launch is a must to be eligible for a paid summer internship with the city.The paid internship program gives participants ages 14 to 21 the opportunity to work for various city departments for 15 to 20 hours a week for eight weeks.

Trash Bash dates for 2022 in place The city of Brighton announced its dates for Trash Bash in 2022. It’s a chance for residents to get rid of large items.

The first chance is the weekend of Friday, April 29. The second is the weekend of Friday, Sept. 23. Both will take place from 9 a.m. to 5 p.m. at the Brighton Wastewater Treatment Facility, 325 N. Kuner Road. Those with special needs can call the city for pick-up service April 27 and 28 and again Sept. 21 and 22.

Acceptable items include furniture, cabinets, appliances (not refrigerators/freezers), bicycles, cut-up carpet, doors, stereos, lawn/yard equipment, mattresses/box springs and bundled branches less than 5 feet in length.

Legal self-help clinic The Access to Justice Committee hosts a free, legal self-help clinic from 2 to 3:30 p.m. the first Tuesday of every month. The program is for customers who don’t have legal representation and need help navigating through legal issues.

Volunteer attorneys are available to discuss such topics as family law, civil litigation, property and probate law.

American Legion meets in Brighton American Legion Post 2002 meets regularly on the second Thursday of each month, and all veterans are invited to attend. Meeting are

Water payment assistance Brighton residents who need help in paying their water billss can apply for the new Low Income Household Water Assistance Program, a federal program through the Colorado Department of Human Services.

Requirements include a completed LEAP application, a copy of a water bill and directly paying a water provider for either drinking water and/ or sewer and waste water.

To apply for LEAP and LIHWAP go to colorado.gov/PEAK. Call 1-866-HEAT-HELP (1-866-432-8435).

There are no minimum or maximum benefits for LIHWAP. This program is first-come, first-serve. Deadline is ongoing until LIHWAP funds run out.

Tree program Trees are available for purchase through the city of Brighton’s 2022 Tree program at brightontreeprogram.com. The idea is to encourage tree planting, species diversity and water conservation within the city, according to a statement.

Thirteen species are available through the program: American Linden, Chinkapin Oak, Cleveland Pear, Osage Orange, Thornless Hawthorn, Ohio Buckeye, Box Elder Maple, Discovery Elm, English Oak, Bur Oak, Hackberry, Northern Catalpa and Hotwings Maple. Each tree costs $75 (maximum of two trees per household).

This program is for Brighton residents only. Ordering is available until all trees are sold out. Trees will arrive in the spring. Participants are responsible for maintenance.

Purchased trees have to be planted within the city limits.
