Facing the possibility that the current COVID-19 surge could breach Colorado’s hospital capacity, the public health agency for Adams and Arapahoe counties has issued a new indoor mask-wearing mandate, effective Nov. 24 through at least the end of the year.

The Nov. 22 mask order from the Tri-County Health Department’s board echoed those from health authorities in Jefferson County, Denver and some other counties, while Douglas County leaders signaled Nov. 23 they don’t plan to require the wearing of masks.

Hospital demand was the driving force behind the action by the board of Tri-County Health — which serves Adams and Arapahoe counties and provides certain services in Douglas County — to approve the new mask mandate.

With rates of new coronavirus cases reaching levels not seen since last December — and daily deaths among those with COVID-19 recently hitting numbers higher than they did during the first wave in spring 2020 — coronavirus hospitalizations in Colorado may soon overtake last December’s peak. That mark was 1,847 confirmed COVID patients on Dec. 1, 2020.

Health has estimated a 48% chance that hospital demand exceeds 2,000 beds in the next several weeks if coronavirus trends remain on their current trajectory, John Douglas, executive director of Tri-County Health, cited during the Nov. 22 meetiong of the agency’s board.

Hospital bed capacity in Colorado is now at an “all-time low” compared to other times during the pandemic, Douglas’ presentation said. That’s partly due to patients hospitalized for conditions other than COVID-19, although COVIDspecific hospitalizations themselves have been on the rise for months.

The mask order applies to all people 2 and older in all public indoor spaces in Adams and Arapahoe counties with certain exceptions.

Douglas mentioned recent requests to the state public-health department to institute a mask mandate — pleas that have gone unanswered.

unwilling to act, metro-wide action” could help alleviate the hospital crisis, Douglas said during the meeting.

Also on Nov. 22, the Jeffco Public Health board voted 4-1 to institute a mask mandate for people 3 and older.

“This is (an) action that really should have been taken a while ago,” Jeffco health board chair Greg Deranleau said during the video meeting, referencing guidelines from the federal Centers for Disease Control and Prevention that strongly recommend mask wearing in high-transmission areas.

Denver followed suit with a mask order a day later. Boulder and Larimer counties already had issued mask mandates in recent months.

Douglas County officials are not considering a mask mandate there, a county spokesperson said. And at a Nov. 23 meeting, county commissioners -- two of whom are also board of health members -- sounded unconvinced that a mask order was needed in the county.

“We are seeing breaking points in other systems around the state and the metro area,” Douglas County Commissioner George Teal said in the meeting. “I have an appreciation for the system here in Douglas County being stressed. There’s a big difference between a system being stressed versus a system breaking.”

He was preceded in death by his parents, Bill and Maria Archuleta, former spouse Shirley Sanchez, and sister Cecelia Tapia. He is survived by his children, Anita(Richard) Griego, Elena(Frank) Solis, thirteen grandchildren, nineteen great

grandchildren, and two great great grandchildren, siblings, Mike (Arlene) Salazar, Pauline Wagner, Jerry Archuleta, Josie Delmonico, and Julian Salazar.

Being ready to help key for CASA volunteers

The first time Larry Varys heard the term “CASA”, it was from a student in his class at Regis University.

“I thought she was speaking Spanish to me,” the now semi-retired teacher remembers with a chuckle.

But Varys soon learned that CASA was an acronym for a Court-Appointed Special Advocate.

Court-appointed special advocates are volunteers who spend time with youth and children with active court cases in truancy or abuse and neglect. They need someone who will provide not only a stable connection but speak on their behalf.

CASA does that, based on the program definition listed on the Colorado CASA website: “A CASA is a trained community member who acts as an agent of the court.

They work directly with the professionals on the case to make sure that the best interests of the children and youth they serve are always front-and-center.”

Varys appreciates the purpose of the CASA organization. He and his wife adopted two kids in the early 1980s without this additional sup-

port.

“We became CASAs because of our kids,” he says.

“We knew the value.”

That was 10 years ago.

Since his introduction to the organization, Varys’ volunteer efforts as a CASA have included working with caseworkers, Guardian ad Litem’s, judges, and of course, the kids.

“There are commonalities to each case—mainly, kids need to be valued,” he said.

This idea of value drives Varys’ concerted efforts on behalf of the kids. He writes regular reports to the court, updating judges on the child’s progress in school, or therapy interventions, or how placement in a foster home is progressing.

“There is a lot of input into a case,” Varys said. “You have to build trust with the team. Overcommunicate.

Sometimes foster parents think a CASA is butting into parenting. Sometimes a caseworker will think you aren’t needed. But you are.

You have value.”

More than 2,200 volunteers serve as CASAs for more than 4,500 children, according to the organization’s Annual Report.

A former caseworker with Jefferson County, who asked

that her name be withheld, said she had worked with more than 12 CASA volunteers.

“Every experience has been amazing,” she said.

“To have another positive role model in kids’ lives and another adult showing up for them is an opportunity to heal from trauma. I have seen CASA’s show up for kids during their hard times and their good times. They are an incredible resource to caseworkers and have the ability to make a significant change in a child’s life.”

Most of the time Varys feels deeply appreciated in his role as CASA. “Jefferson County treats us like professionals—like we are paid experts.”

He knows that his input into a child’s life matters.

The relationship they build together through his visits lasts long after he is dismissed from a case. He keeps in contact with his “kids,” calling them or taking them for bike rides or the occasional ice cream. He believes this connection remains vital because “…you don’t want to be another statistic in a child’s life, so they say, ‘Well, there’s another person who didn’t stick with me.’”

always seeking more volunteers, so Varys encourages participation.

“It’s a roller coaster of emotion. But if you are mature and stable, this work is wonderfully rewarding,” he says. The most important factor for a fresh volunteer to consider is the time commitment to a case. Volunteers must spend time with their assigned child, be an active part of the caseworker’s team, and write court re-

ports.

The organization is broadening its scope of services to children, though, so soon, volunteers will have other options, like tutoring a child or helping in office work.

“We had to create a hierarchy to meet the needs,” Varys explains. “The needs of children are huge.”

More than thirty kids wishes came true and found permanent families through the annual Nov. 19 “Adoption Day” that was established by the Weld County Board of Commissioners, according to a Weld County press release.

“Every child deserves a safe, loving, and permanent family,” said Perry Buck, Commissioner Coordinator for the Department of Human Services (DHS). “It’s important that people know our adoptive families are valued tremendously for all that they do and support. There is an ongoing need for foster and adoptive

families.”

Weld County Department of Human Services DHS celebrated the finalized adoptions virtually with the kids and their new families at the Weld County Courthouse on November 20th. The adoption red tape process was from January through October 19th, according to officials.

“It’s a true team effort — starting with our intake caseworkers who deal with the initial investigation, to our permanency caseworkers who work with families to strive for reunification, and if that is not possible, we then work towards permanency with the adoption caseworkers. After adoptions are finalized, our post-adoption caseworkers work hard to support our adoption families along the way,” said Jamie Ulrich, Weld County DHS Director.

Weld County is looking for families to sign up to adopt over 60 youths that need homes.

There are about 105 active foster

homes in Weld County as of November 2021. Since then, some of the foster homes have closed because the kids are adopted. The DHS team conducted an evaluation and needs about 25 more active foster care homes for the youths in Weld County, according to DHS. According to officials, the children and teens in the Welfare system the foster family adopts them. Weld County DHS will be holding a foster care orientation on Wednesday, Dec. 1st from 4:30 to 6:00 p.m. at the Weld County Humans Services building A, Greeley, CO. What to know about early IRA withdrawals An IRA is designed to help you save for retirement. But should you ever tap into it earlier?

Ideally, you should keep it intact until you retire. However, life is unpredictable, and you may encounter situations in which you’ll consider taking money from your IRA. In most cases, though, if you touch your account before you turn 59½, you’ll face taxes and a possible 10% penalty. If you have a Roth IRA, rather than a traditional IRA, you can always withdraw your contributions without taxes or penalties, but the earnings may be taxed and penalized if you’re younger than 59½.

You could at least avoid the penalty under some circumstances, such as when you use IRA withdrawals to pay for college, or for a first home, or to cover unreimbursed medical expenses.

In any case, if you can put away several months’ worth of living expenses, you may be able to avoid touching your IRA early. It’s there for your retirement – so give it a chance to grow.

“Your efforts have sacrificed the economy (and) destroyed education,” said McGough, one of roughly a dozen who spoke against the mandate at the meeting. He added: “Let us get back to the pursuit of life, liberty and the pursuit of happiness.”

Douglas dismissed the idea that TriCounty took the step of a new mask mandate “because we enjoy exercising tyranny and power.”

“We didn’t undertake this to win a popularity contest,” Douglas said. He added: “We undertook this because our reading of the situation is that there are substantial downsides that are going to (occur) if we breach hospital capacity and have to ration care.”

“Rationing care” is a term that means deciding which patients do — and don’t — receive certain types of care in situations where hospitals are stretched too thin.

Douglas touched on the question of why Colorado saw such high COVID surges last year despite the state’s now-defunct mask mandate being in effect at the time.

“The answer is masks are not perfect,” Douglas said, calling masks one part of a larger set of strategies to fight the virus. “Frankly, things (in terms of virus spread) didn’t completely shut down when we locked down last spring.”

He noted the “counterfactual,” or what would have happened if Coloradans didn’t have a mandate.

Evidence “suggests that in at least a short period of time, … masking does appear not to be perfect but to help make a difference,” Douglas said.

Melissa Rawsky, of Adams County, said during the public comment period: “I have no question in my mind that if we didn’t have a mask mandate last year, the cases (in the holiday season) would have been much worse.”

Board of health members Julie Mullica, Rosanna Reyes, Julie Schilz, Jan Brainard and Kaia Gallagher voted “yes” in favor of Tri-County issuing the mask mandate, and Thomas Fawell, an Arapahoe County representative, voted “no.”

Tied to hospital capacity The public health order will remain in effect through Jan. 2 — and further after that until staffed intensive-care unit bed capacity reaches 10% or greater for 14 consecutive days.

The 10% ICU capacity mark was to be considered at a regional level because “no county is an island in terms of its hospitals,” Douglas said.

Currently, staffed ICU bed availability in the North Central Region that covers Adams and Arapahoe counties is 5.8%, according to a news release from Tri-County Health.

Hospital capacity remains extremely tight, with ICU bed utilization at 93% in Adams County and 100% in Arapahoe County, according to the health agency’s release.

As of Nov. 22, Adams County’s seven-day rate of new infections was 346 per 100,000 people, and up to that point in November there had been 232 persons hospitalized with COVID-19 and 40 deaths, according to the release. In Arapahoe County, the case rate as of late November was 303 per

Statewide, Colorado has a growing crisis in hospital capacity — there are more than 1,500 individuals currently hospitalized with COVID-19, and hospitals are at about 95% capacity including non-COVID-19 patients, according to the release. Of the COVID-19 hospitalizations, 82% are unvaccinated, according to the release.

The order allows owners, operators and managers of public indoor spaces who have implemented vaccination requirements for all individuals entering their space — such as employees, visitors and customers — to request an exception to mask wearing requirements for people in their indoor spaces.

Businesses can choose, but are not required, to implement a vaccine requirement.

Such a policy must require proof of vaccination and result in 95% or more of people in the space being vaccinated, according to the Nov. 22 meeting presentation.

Eligible spaces would include

one-time events such as weddings or trade shows, a gym or other class held at a certain time of day, a single building or a single organization operating across multiple buildings, or a bar, restaurant or office.

On Nov. 14, the Colorado Department of Public Health and Environment ordered that anyone who attends certain public, indoor events with 500 or more people in Arapahoe, Adams, Denver and three other metro-Denver counties be vaccinated against COVID-19.

Brainard, one of the Tri-County Health board members, harked back to when public health measures in Colorado were much more severe.

“We’re not closing bars, we’re not closing restaurants, we’re not closing schools. We’re trying to keep them open,” Brainard said.

Restrictions that took effect in November last year in metro Denver and other areas of the state banned private gatherings and indoor dining at restaurants, and it tightened capacity limits at some types of businesses.
