‘Fueling a fire’ in Centennial against racial inequality Crowd listens to black experiences amid nationwide protests

Among the most direct signs at a march for racial equality in Centennial was one that read: “Stop killing black people.�

At an unlikely site for social unrest, more than 100 people — from young children to seniors — marched for racial equality June 8 at Willow Creek Park in west Centennial. “I think it’s really sad that a man’s life had to be taken for us to face reality,� a young girl told the crowd after it marched in a loop around the park.

She stood among many with signs decrying racial inequality that echoed the message, “Black lives matter.�

The neighborhood event came amid ongoing protests in downtown Denver following the killing of George Floyd, a black man, by a white Minneapolis police officer, an incident that sparked nationwide unrest.

At the quiet suburban park nestled in a sprawling residential area, the Centennial event was billed as a “family friendly walk for justice,� as a social media post called it.

As community members took turns speaking in the mostly white crowd, a theme emerged: listening. “Listen to what the leaders of Black Lives Matter are saying� and support the movement, “not hijack it,� one young man said. One person in the crowd held a sign that read, “I will never understand, but I still stand� — a message that has become popular among people who acknowledge that white individuals don’t have the same experiences as black individuals, but still want to support them.

The downtown Denver protests have featured messaging aligned with the Black Lives Matter movement, which opposes “state-sanctioned violence� against black people, along with “anti-Black racism,� according to its website.

She said she learned to monitor how she acted when she went to people’s houses, to keep her hands out of her pockets so people won’t think she was stealing, and to “show utmost respect� to police when pulled over on the road, she said. “And I never realized that other people didn’t have the same fears until really recently,� Midcap said. “It was pointed out like, this is what we’ve dealt with for decades — centuries — of how to be around white people and, especially, law enforcement. And it’s eye-opening when my husband who’s white says that he never had these conversations with his parents.�

She told the crowd to keep hearing stories and learning. “It’ll fuel a fire,� Midcap said. “And what I told one of my friends was: I may be igniting the fire, but you guys are all fanning it into flames. So keep doing what you’re doing.�

Arapahoe County seeks relaxation of some pandemic limits Request would affect mall, gyms, eateries, houses of worship

Pointing to a slowing rate of added COVID-19 cases per day — and what the county called “ample hospital capacity” — Arapahoe County has asked the state public-health department for permission to tweak the state’s pandemic-fueled restrictions on gyms, houses of worship and restaurants.

The request also seeks to allow the Town Center at Aurora, the county’s only indoor mall, to reopen its doors, a news release announced.

The county board of commissioners submitted the request June 10 to the Colorado Department of Public Health and Environment, which sets the state’s restrictions in public health orders, such as the previous stay-at-home or current safer-athome orders. County commissioners make up the governing body of a county, somewhat similar to city councils.

The push to allow for larger crowds and to open the mall garnered four “yes” votes June 10, and the only other member, Commissioner Nancy Jackson, was absent and excused, according to the documents attached to the request.

What could change The county aims to adjust Colorado’s statewide rules under the safer-at-home order in regard to businesses in Arapahoe. Among many other specifics, the state’s rules include these: • Restaurants, as of late May, can host up to 50% of their posted oc-

cupancy limit, with no more than 50 patrons total — whichever is less — for indoor dine-in service. For indoor and outdoor seating, different groups must remain a minimum of 6 feet apart, and all employees must wear face coverings.

• As of early June, worship houses can open to 50% of the posted occupancy limit indoors not to exceed 50 people — whichever is less — per room, while meeting the 6-foot distancing requirements between non-household members.

• Also as of early June, gyms can hold up to 25% capacity, or 50 people — whichever is fewer — per room, as long as people can stay 6 feet apart.

Arapahoe County seeks to raise the crowd limits as follows: • Allow restaurants to offer food or beverage for on-premises consumption up to 50% of the posted occupancy code with patrons spaced 6 feet apart between seats at different tables.

• Allow houses of worship to open to 50% of the posted occupancy code per room, with people spaced 6 feet apart, ensuring a minimum of 28 square feet per person.

• Allow gyms to open to 50% of the posted occupancy code with people spaced 6 feet apart, ensuring a minimum of 28 square feet per person.

Bringing mall back Under Colorado’s safer-at-home order, indoor malls may not open to the public for entry, although retailers operating in indoor malls that have their own entrance from the outside may allow the public inside.

The county proposes to allow its only indoor mall -- the Town Center at Aurora, near East Alameda Avenue and Interstate 225 -- to open with a slew of precautions.

Indictment offers closer look at 2009 Graham murder Document describes calculated tracking of man shot to death

After more than a decade since a Centennial man was found shot dead in a quiet suburban neighborhood, authorities in March arrested the man they allege is the shooter — and his case shed new light on the case that had been shrouded in mystery for years.

Soon after, the Arapahoe County District Court made public the January 2017 indictment that led to the arrest of four other co-suspects in the murder. The indictment lends a closer look at what led up to the shooting of 23-year-old Andrew Graham in November 2009.

Graham, a University of Colorado graduate who was headed to grad school, was found shot dead at about 5:30 a.m. on Nov. 6, 2009, in the front yard of a home in the Willow Creek neighborhood of Centennial near East County Line Road and South Yosemite Street, an area that sees little violent crime.

A few hours earlier, just before midnight, video surveillance captured Graham riding an RTD light rail train and exiting at the station near Park Meadows mall in Lone Tree. Graham had been making living arrangements in Boulder that day and would often walk from the station to his parents’ house in nearby Willow Creek a couple miles away, his mother told Colorado Community Media at the time.

Statements to authorities from other suspects in the case going back to 2009 have pointed to Terrell O’Neil Jones as the shooter, according to a March 10 affidavit that an Arapahoe County Sheriff ’s Office investigator submitted to request a warrant for his arrest. Jones was arrested that day, KCNC-CBS4 reported. Jones was 16 years old at the time of the shooting.

Jones’ four co-suspects — also teenagers at that time — were arrested in January 2017 after they were indicted by a grand jury.

Among the revelations in the indictment: The suspects had a method of robbing victims and distributing the proceeds to whoever had the least money in the group or who did the crime. According to what a suspect told authorities, Graham was followed on the RTD light rail to the area where the confrontation occurred, according to the indictment.

On those details and a few more, the indictment provides more insight than the arrest affidavit.

An arrest affidavit is a document that lists the alleged facts surrounding an arrest. An indictment is a charge, or accusation, of a serious crime in cases brought by grand juries. Grand juries are sometimes used to decide whether authorities have enough evidence to charge a

As of press time, Jones was set to appear in court for a preliminary hearing on Oct. 26.

Here’s a look at what the indictment adds to what is publicly known about the events that led to Graham’s death.

Targeted and followed Graham got a ride from his father to the light rail station near Dry Creek Road and Interstate 25 in the afternoon on Nov. 5, 2009, according to the March 10 affidavit. According to his father, Graham planned to ride the train to downtown Denver and transfer to a bus to Boulder to meet with a former roommate to discuss living with him again.

After eating with his then-current roommates at a Boulder restaurant, Graham got dropped off at a nearby Park-n-Ride location to catch a bus to Denver.

At about 11:40 p.m., video surveillance captured Graham riding the light rail and exiting at the station near Park Meadows mall in Lone Tree, near Centennial. Nearby parking lot surveillance footage shows him walking west through the lot and down County Line Road until he was out of sight on the recordings. He walked with a satchel that authorities later found. A police dog later tracked Graham’s path a short distance into the Willow Creek

neighborhood nearby, north of County Line, the affidavit said.

Joseph Martin, one of Jones’ co-suspects who testified before the grand jury, said he and a group he was with saw Graham near the light rail and followed him to Park Meadows. It’s unclear where they first saw Graham; the suspects commonly spent time in downtown Denver and planned to “probably head back downtown” after taking Graham’s bag, according to the indictment.

Martin was 17 at the time Graham was shot.

The group that followed Graham included Martin and Jones — and Allen Deshawn Ford, Clarissa Jae Lockhart and Kendall Adam Austin, Jones’ other three co-suspects, according to Martin’s account. Also in the group was another individual whom Martin did not recall, according to his account. Ford, Lockhart and Austin were 18 at the time.

Lockhart and Austin followed Graham on the light rail, and the rest followed in a vehicle, keeping contact with Lockhart and Austin by phone, according to Martin’s account.

Video surveillance showed a vehicle matching that vehicle’s description in the Park Meadows parking lot around the time the light rail arrived at the nearby station, according to the indictment.

Report: Deputy justified in fatal shooting Authorities release review quicker than usual

A woman who appeared to be the girlfriend of a man fatally shot by an Arapahoe County Sheriff ’s Office deputy told an investigator that the man would have “definitely shot the cop if he had the chance to do it,” according to the formal investigation into whether the deputy’s use of force was justified.

Steven Edward Ferguson, 31, pointed a CO2 pistol, or “air” gun, toward Deputy James Stiltner.

That’s according to Stiltner’s account, his body-worn camera and a person who was with Ferguson at the May 28 scene, the report says.

The evidence supports that Stiltner reasonably believed he was in imminent danger and that the use of deadly force was justified, John Kellner wrote for the 18th Judicial District Attorney’s Office in the report, dated June 12.

“This is true even though the gun was later determined to be a CO2 pistol because there were no markings on the gun to make it

appear like a CO2 gun. Indeed, the gun appears designed to look real in every aspect, including being loaded with what appear to be real bullets,” wrote Kellner, the chief deputy district attorney. The 18th Judicial District includes Arapahoe, Douglas, Elbert and Lincoln counties.

The afternoon of May 28, Ferguson and his girlfriend, according to the report, checked into the Days Inn in central Centennial at 2:29 p.m.

Deputy Draper — likely Deputy Kelly Draper, whose police dog, Kilo, was at the scene — was on routine patrol in the area of the Days Inn at about 3:16 p.m. and saw a white Jeep Cherokee in the parking lot, suspecting it was stolen due to a missing plate, the report says. Draper checked the vehicle identification number, confirming the vehicle was stolen. Stiltner responded to assist Draper.

The two deputies then noticed the Jeep was moving, and they parked their cars immediately in front of and behind the Jeep to block it, the report says.

Ferguson put the Jeep in reverse and backed over the hood of Stiltner’s vehicle, and Ferguson then got out of the Jeep. Stiltner got out of his patrol car, and Ferguson began

to run and grab for his waistband, according to the report.

Stiltner reported seeing Ferguson point a gun toward him; what appears to be body-camera images show Stiltner holding something in his hands. Other photos in the report show the CO2 gun the report says Ferguson held.

Ferguson’s companion said she saw Ferguson exit the Jeep, take two steps, pull out a gun and point it at the deputy, the report says.

Stiltner fired his weapon three times, striking Ferguson in the upper torso. Draper’s police dog, Kilo, was released from Draper’s vehicle at about the same time as Stiltner engaged Ferguson, and Kilo bit Ferguson on the back of his head and neck as Ferguson fell forward, according to the report. The bites were non-fatal, and Draper is heard on the body-worn camera ordering Kilo to stop once it appeared Ferguson was no longer a threat, the report says.

Stiltner began “lifesaving efforts,” but Ferguson died at the scene, the report says.

The Days Inn sits at 9719 E. Geddes Ave. in Centennial near Interstate 25 and East Dry Creek Road.

“Although Ferguson’s gun was revealed to be a CO2 pistol, there is no reasonable way either deputy

could have known that at the time Mr. Ferguson pulled the gun.

Moreover, the CO2 pistol appears designed to be unmistakable from a functioning firearm,” the report says.

A used hypodermic needle was located in Ferguson’s pants, and in his wallet were two buprenorphine and naloxone sublingual films — commonly known as Suboxone, a medicine used to treat opiate addiction, the report says.

The witness with the redacted name who appeared to be Ferguson’s girlfriend told a DA’s office investigator that she recalled Ferguson say, regarding the police, that, “If they get me, I’m shooting it out with them.”

She also said Ferguson uses methamphetamine and believed he had been using “all day” on May 28, the report says.

Ferguson was in “escape” status with an active warrant from the U.S. Marshals Service after running away from a halfway house in Denver, the report says.

Ferguson was criminally sentenced in 2017 to four years after pleading guilty to burglary of a building. Ferguson was serving the end of his federal sentence at the Independence House in the Denver area.

The tweaks Arapahoe County is seeking are called a “variance” from the state’s rules.

Variances allow counties that are not experiencing a high rate of COVID-19 transmission to tailor

The mayor of Centennial and the city manager of Sheridan wrote letters included in Arapahoe County’s application to modify social distancing rules for certain businesses; the letters included some identical parts.

Arapahoe County and the communities in it represent the third most populous county in Colorado and one of the most diverse, the letters noted.

“Our local businesses are critical economic engines for metro Denver and the state,” wrote Centennial Mayor Stephanie Piko. “Safely reopening the county in a phased manner, guided by local data and monitoring systems, is critical to ensure the emotional and economic health of our communities.”

The county discussed proposed changes with mayors and received general support, the county said in a statement. policies to local conditions, according to the state public-health department.

The county’s request for malls came with restrictions similar to Jefferson and Douglas counties, according to an Arapahoe County

news release. Jefferson and Douglas — along with numerous other counties statewide — have been granted variances.

For a county’s plan to be considered, the area’s local public health agency must endorse the plan, local

hospitals must verify that they have capacity to serve all people needing their care, the county commissioners must vote to adopt the plan and counties with sovereign tribal nations must obtain a letter of support from tribes.

Although Arapahoe County has one of the highest COVID-19 case counts in Colorado, it has seen a declining trend in daily case numbers since hitting a peak in early May, the news release notes.

The county has implemented local measures to contain the virus, including increased testing and contact tracing in partnership with the Tri-County Health Department, the public health agency for Arapahoe, Adams and Douglas counties.

Virtual Juneteenth Music Festival will be celebration of freedom STAFF REPORT

A full day of online programming that includes panels, performances, a marketplace and the Dream Big awards will make up Denver’s newly imagined virtual Juneteenth Music Festival.

The 2020 online festival will take place June 18 on www.JuneteenthMusicFestival.com.

According to a news release, the goal of the festival is to educate the larger population about the American milestone and mobilize to make Juneteenth a national holiday.

The Dream Big awards honor individuals who have set high standards for achievement in business, education, arts, and service, as well as community activists, leaders and entrepreneurs who dream big enough to have a

positive impact on their communities and the African American community as a whole, the release said.

This year’s recipients include Joy Ann Reid, of the “Reid This Reid That” Podcast and MSNBC; Tiffany Aliche, “The Budgetnista”; Chanel Turner, founder of The Black Owned Wine and Spirits Festival; and John Burns, founder of Icon Talks.

Centennial Farmers Market back amid social distancing Spot across from Arapahoe High sees merchants with precautions

hoppers can still make room for natural products in their hectic lives amid the pandemic — just browse from a distance.

“I have to have two tables in front of me to create the 6 feet,” said Merisa Trujillo, a 20-year-old vendor at the Centennial Farmers Market.

Trujillo, a Lakewood resident, bounds from market to market in the Denver area, wearing a mask and selling botanical products.

Compared to a farmers market on South Pearl Street in Denver, “This feels like more of a neighborhoodspecific farmers market,” Trujillo said of Centennial’s gathering.

For vendor James Sims, 37, the diversity of the market stands out — including Middle Eastern food, smoked salmon and fresh herbs, Sims said.

Last year, Centennial Farmers Market first popped up just steps away from the former Albertsons at South University Boulevard and East Dry Creek Road. Before, its organizers had a farmers market at the Lutheran church near East Arapahoe Road and University Boulevard for about four years, but they needed a new space.

The market runs from 10 a.m. to 2 p.m. on Wednesdays through the end of October at 7424 S. University Blvd.

It kicked off for the year June 3.

C-470 express lanes now open across south metro Project took 4 years; finished a year late

The newly built tolled express lanes on C-470 across the south metro area are now open for testing, during which motorists can use the lanes for free.

The opening along a 12.5mile stretch of the busy freeway comes four years after work began on the $276 million project -- and a year after the originally forecast completion period of spring 2019.

The project added two westbound toll lanes between Interstate 25 and South Colorado Boulevard across Lone Tree, Highlands Ranch and Littleton, and one westbound lane from Colorado to South Wadsworth Boulevard, near Chatfield Reservoir in Jefferson County.

Eastbound, a single lane was added from west of the South Platte River near Santa Fe Drive to I-25.

DAVID GILBERT off-ramps, widened or replaced bridges, added soundbarrier walls and straightened some curves, among other improvements.

The project was conceived as a way to address chronic commute-period traffic jams on the route, especially on the eastern stretch near I-25.

In 2016, when work began on the project, the Denver Regional Council of Governments said more than 100,000 vehicles were using the Wadsworth-to-1-25 segment of C-470, and those numbers

were forecast to grow 40% by 2035.

At the eastern end, the route connects with the E-470 tollway.

As of June 14, the lanes in both directions were open for free use. The test period is expected to extend into midAugust, at which time tolls will be charged on the new lanes.

The existing C-470 generalpurpose lanes -- two in each direction -- will continue to be free to use, but the Colorado Department of Transporta-

tion projects that travel on the new tolled lanes will be faster during congested periods.

Tolls will range from 65 cents to $3.60 along various segments of the route, depending on how far a driver travels and the time of day.

Motorists who don’t already have an ExpressToll account are encouraged to get a pass at expresstoll.com before tolling begins in August. Tolls will automatically be deducted from the ExpressToll account when a driver uses the toll lanes.

Drivers without an ExpressToll account will be billed at a higher toll rate -- 40% higher or more, CDOT says. Cameras will snap images of drivers’ license plates to identify who’s using the lanes for billing purposes.

On C-470, there will be no free carpool use of the express lanes. But motorcyclists can ride free, CDOT says.

Motorists can enter and exit the express lanes only at designated entrances and exits marked with a dashed white line.

According to CDOT, the project was financed in part with $110.6 million in state and federal funding, and $10

million from Douglas County.

The rest comes from loans to be repaid through tolls, the agency said.

The project was designed and built by a partnership of Broomfield-based Flatiron Construction Corp. and Los Angeles-based AECOM. Two years after work began, the state and the contractors agreed to extend the completion date from spring 2019 to August of that year. When the new deadline arrived, completion was delayed again, with the contractors citing bad-weather challenges and CDOT at one point holding the contractors in default, citing what it called misleading statements.

During the lengthy construction period, motorists had to contend with narrow, twisting lanes and, in some cases, fast merges into freeway traffic from shortened on-ramps. Media accounts reported complaints of gravel on the roadway.

Much of the construction work took place at night, and residents of neighborhoods adjacent to the route could hear beeping equipment and other noise as the project progressed.

The ‘new normal’ just might become old hat

T

he world may never resume the same level of normalcy as prior to COVID-19. Therefore, we need to define what FINANCIAL the “new normal” STRATEGIES is and what that means for investors.

It may help to determine what is temporary and what is likely to last indefinitely. Perhaps social distancing and temperature taking is temporary, but no handshaking and Patricia Kummer increased online shopping are likely here to stay for a long time.

n no time in history has it been more important to follow the guidance of choosing our words wisely. And I am not making that statement lightly or in reference to the sensitivity and divisiveness happening locally, nationally, or even globally right now.

My belief has WINNING always been that WORDS we should choose our words wisely.

And regardless of whom we are speaking with, make each word that we use a winning word.

There are also many industries benefiting from more people staying at home. Internet entertainment, online shopping, gaming and streaming services are all increasing. Home office supplies, computers, cameras and inhome cooking items have all profited from us staying at home more.

Many of these are already obvious, but travel, sporting events, concerts and large gatherings remain unknown. According to Yale School of Medicine, as long as the virus exists, even at low levels, normal consumer behavior will be compromised. This leads to another perhaps silver lining in economic growth, through biotech, health care, testing, contact tracing and the race to create a vaccine.

Investors have a lot to process based on the level of uncertainty. What

of the economy.¹ Therefore, our spending habits on travel, entertainment and shopping will have a big impact on what our recovery looks like.

Recent stock market activity appears to be anticipating a healthy recovery. However, if that is not sustainable due to longer-lasting impacts of the economic shutdown, volatility will most likely continue.

One good example is working from home. Forty percent or more of workers could remain working from home, even after social distancing bans are lifted.² This equates to eating out less, lower car costs and little need for new apparel. The domino effect of that could be consolidation in retail stores and restaurants and higher gasoline prices due to lower demand. The true ripple effect can’t yet be determined.

Here is the hard question, if we are free to choose our words, why aren’t we choosing winning words when we speak with one another?

Even before the pandemic, the recession, or the issues raised by the Black Lives Matter movement, we seemed to be working ourselves up into a frenzy with our quick responses and heated replies. Building winning relationships within our families, our circle of friends, at work, across political aisles, and within society will never happen SEE NORTON, P13

will stick forever? What will contact tracing and surveillance testing do to consumer behavior? What good changes will improve our world? We have already seen pollution virtually disappear and family dinners become the norm. McDonald’s CEO Chris Kempczinsi recently stated, “The world is going to look different coming out of this crisis, and we expect that many of those changes are going to be enduring.” I suspect that digital transformation across every industry is not going to stop. Education, entertainment, sports and religion will forever be available at your fingertips.

Overused words are, like, totally overused

Lake Superior State University, located in Sault Ste. Marie, Michigan, has hosted an annual List of Banished Words from the Queen’s English for Mis-use, Overuse and General Uselessness QUIET the past 45 years. I DESPERATION for thought it was about time we had one around here.

You submitted “no problem,” “usual suspects,” “new normal,” “social distancing,” “tone deaf, “influencer,” “essential,” “synergy,” “these ones,” “marginalized,” Craig Marshall “outlier,” “rightSmith sized,” “down-sized,” “vibe,” “Seriously?,” “I know, right?,” “it is what it is,” “if memory serves,” and “snollygoster.”

Although “snollygoster” isn’t truly misused or overused, the history lesson Ann McWhite, Arvada, provided warrants a mention. “German immigrants

described a mythical beast said to carry off children and poultry.” She added Harry Truman used the word “derogatorily” in reference to “politicians who make a show of public prayer.”

And, Bill O’Reilly “had a fondness for the word.”

“Literally” not only topped Lake Superior State’s list this year, it topped ours too.

I promised her I would include it, even though Baldwin p acknowledged “whatnot” is a useless t Michigan word that hasn’t made it to t Colorado. i Iris Henderson, Lone Tree, cringes w every time she hears “cringeworthy.”

Correspondences with Maureen 2 Kasperek, Castle Rock, enlightened me about the French word “forte” and the Italian word “forte.” Spelled the same but pronounced differently.

Kasperek wrote, “The Italian word ‘forte’ (pronounced ‘for-tay’) should only be used as a term in music. The French

Healing and winning relationships can never take place with competing sources of media who seem to have very different agendas and priorities.

Healing and rebuilding relationships of any kind occur when we use words of love, grace, mercy, kindness, gentleness, hope, encouragement, inspiration and forgiveness. And remember, we have free speech and the freedom of expression, and that we get to choose our words and how we express ourselves.

Whether we use those words or expressions in an email, in a text, over the phone, in a virtual meeting, in a social media post, at the local coffee shop, in a column or from a podium, we own our word choices and the effect and impact that they have on others, and in the

A word bank that is filled with words that speak to solutions, opportunity, benevolence, charity, generosity, positivity, justice and goodness.

The times we are living in call for each one of us to choose our words and choose them wisely. It is a time to be direct, authentic, and just. It is a time to stand behind our convictions, and I stand behind the conviction that the words we use can tear us apart, or they can be used to rebuild any relationship and even a society that is hurting, hurting as badly as our society is right now.

ndependence Day is still on the calendar for July 4 -- but this year’s holiday marking the nation’s birth won’t look like past celebrations.

Many of the usual community Independence Day celebrations have been canceled across the Denver metro area due to the state’s public health orders banning large gatherings of 10 or more, among various ongoing precautions to prevent the spread of COVID-19.

For that matter, communities have canceled most large events scheduled through the end of summer. Some remain hopeful late-summer events will return by August.

But that doesn’t mean that Independence Day will fizzle this year.

Here’s what to expect on the Fourth in several of the area’s communities, with plans subject to change on short notice.

Arvada: Porch Fest The City of Arvada is working with the National Porch Placemaking campaign, an effort encouraging people to decorate the fronts of their houses during the COVID-19 pandemic.

The city is asking residents to adorn their front porches and driveways with patriotic decorations.

Residents can compete in an online competition using the hashtag #ArvadaPorchFest on social media or by emailing neighborhoods@arvada. org. The winner will be awarded a prize.

Golden: Virtual festival Golden lost this year’s edition of its beloved, longstanding Buffalo Bill Days due to the COVID-19 pandemic, but the Golden Lions Club is determined to hold its annual Fourth of July Festival — albeit virtually.

The Golden Lions announced via Facebook it will be holding a Facebook Live event to give residents a show from the comfort of their homes.

The virtual Fourth of July Festival will begin at 9 a.m. Lions Club members will talk about projects they’ve done in the community over the years. Live bands will play and those tuning in can participate in virtual contests.

Local participating restaurants will be serving special dishes and Lions Club members will be at those restaurants handing out items for kids. The all-day affair ends with a recorded firework show from a previous year.

Parker: Porch Party The Town of Parker is hosting a porch party July 4. Residents are encouraged to bring their lawn chairs, grills, fire pits and picnic necessities to the front porch for a town-wide outdoor party. The event was created to celebrate while social distancing.

Residents can participate in their front lawns, driveways, porches or balconies to socialize while being socially-distant minded.

Various contests will take place throughout the Parker Porch Party Series. Residents can participate by taking a photo or video of their party and sending it to the town by 8 a.m.

Parker’s Porch Party Series began May 18 to celebrate high school graduates. The next porch party the town has organized is for the first day of summer, June 20. Two other parties are scheduled, one for the last week of July and a second welcoming the new school year.

Lone Tree: Stay tuned City of Lone Tree officials canceled its annual Fourth of July celebration at Sweetwater Park due to limitations on group gatherings, budget constraints and safety concerns.

The city announced June 8 in a news release that the Independence Day fireworks display and celebration are canceled.

City officials are coming up with alternative ways to celebrate Independence Day, according to the release, and the city will notify residents and businesses once plans are final.

What about fireworks?

According to a June 8 post on the town Facebook page, Castle Rock still plans to stage a fireworks show on July 4 at about 9:30 p.m., weather permitting. The town website says the fireworks will be launched from Santa Fe Quarry Mesa, located south of The Meadows, above Red Hawk Ridge Golf Course. “This year, we recommend viewing the fireworks from your home or neighborhood if possible,” the website says. That makes Castke Rock an outlier in the metro area. According to a list compiled by KUSA-9News and updated June 11, these area communities have canceled their usual July 4 fireworks shows: Arvada, Aurora, Boulder, Broomfield, Denver, Englewood, Greenwood Village, Highlands Ranch, Lafayette, Lakewood, Littleton, Lone Tree, Louisville, Northglenn, Parker, Thornton, Westminster.

2020 primary: Republican candidates for CU regents, District 6 District includes south, east and some north Denver suburbs

Two Highlands Ranch Republicans are facing off in the party’s June 30 primary for the University of Colorado Board of Regents seat that represents the 6th Congressional District.

The board consists of nine members: one from each of Colorado’s seven congressional districts and two from the state at large. It oversees CU’s four campuses — Boulder, Colorado Springs, Denver and the Anschutz Medical Campus in Aurora — and controls their budgets.

The two Republican contestants are Priscilla Rahn and Richard Murray. The winner will face incumbent Democrat Ilana Spiegel in November’s general election. Regent John Carson, a Highlands Ranch Republican elected in 2014, is not seeking a second term. Ballots were being mailed to voters starting June 8.

The 6th Congressional District includes Centennial, Aurora, Highlands Ranch, Littleton, Greenwood Village, Brighton and northern Thornton, among other nearby areas.

Colorado Community Media submitted these questions to the candidates.

Priscilla Rahn City, town or area of residence: Highlands Ranch Profession: Teacher, small-business owner Campaign website address: www.rahnRahn forcuregent.com What makes you the best choice for this office?

As a nationally recognized 26-year veteran teacher, principal, athlete, coach, adjunct faculty and smallbusiness owner, I have the experience to support teaching, learning, academic and sports culture. My master’s degree in education administration equipped me to manage education systems. My mother is Korean, and my father is black and an Army vet. I grew up living all over the world, and I understand the diversity of constituents living in CD6 because of the large immigrant population and military base.

Finally, as a major supplier of thousands of students to CU, I know what it takes to prepare high schoolers for the rigor of college.

What single issue do you think should be at the top of the CU Board of Regents’ agenda in 2021?

The issue that should be at the top of the CU Board of Regents’ agenda is how to safely and affordably deliver the same high-quality instruction to all students. Remote learning

does not give students the same level of instruction as in-person learning.

Students attend CU because they want a traditional college experience and they want to have access to the best level of instruction and resources. They also want to build strong relationships with their professors who should, in turn, build a bridge between students’ graduation and a great job.

If elected, what must you accomplish for you to consider your term a success?

Focusing on meaningful, measurable results is a CU Regent Guiding Principle that I am committed to supporting. I would work with K-12 school districts to increase postsecondary access to CU and to support the (Colorado Department of Higher Education) and (CU) President Mark Kennedy’s goal to decrease the graduation gap by increasing the graduation and retention rate of minority and low-income students and increase credential completion to 66% by 2025. I would also feel successful if we could increase educator-preparation credentialing while simultaneously ensuring that the education preparation experience is current and relevant to meet the needs of students in Colorado.

What’s one recent CU Board of Regents decision that you disagreed with, and why?

Colorado is experiencing difficult financial decisions, and we want students to afford tuition at CU. I’m glad the CU Board of Regents decided to freeze tuition for the second year in a row, but I would be in support of lowering tuition and fees. I think it’s important for the regents to be open to taking a second look at tuition costs if we see that students need more help. John Carson has made great decisions during his tenure on the board, and I would continue to work hard to make great financial decisions on behalf of CU and our students.

How do you hope to make a difference in the everyday lives of students on all CU campuses?

My first priority is the safety of all students on campus. Second, students should receive a high-quality and rigorous academic experience.

Finally, I want to ensure students’ freedom of speech is protected and that they have the opportunity to think and share ideas in a stimulating way. When I was a college student at TCU, I was president of Kappa Delta Pi (Education Honor Society) and an officer in the Texas State Student Association. Clubs, organizations, student boards and sports provide students with social connections, develop community awareness and increase pride in their college.

Experience. I know CU, and I know how it works. I am a twotime alumnus of CU Boulder, where I earned my underMurray graduate and law degrees. While at CU, I served as student body president of the entire campus. I worked closely with the administration on key issues facing students and CU. I have kept strong ties to CU and currently chair the CU Law Alumni Board, working on issues of tuition costs, scholarships and job placement. As the product of public education, I understand the importance of, and will fight for, high quality, affordable and accessible public education.

What single issue do you think should be at the top of the CU Board of Regents’ agenda in 2021?

In the face of COVID-19, the financial well-being of the CU system and the financial impact on its students should be the highest priority for the 2020-21 school year. Fortunately, tuition costs will remain flat for a second year for most CU students, but the COVID-19 pandemic could cause CU to lose more than $1 billion in revenue. The board needs to work closely with the administration on solutions to weather this

storm so CU comes out more innovative, more efficient and stronger.

I’ve overseen multimillion-dollar budgets and I am prepared to get to work on day one.

If elected, what must you accomplish for you to consider your term a success?

CU provided me with the foundation for everything I am today. But, like most universities in the U.S., it came with a significant price tag.

Although tuition is not increasing next year, it will naturally need to be adjusted as time passes if measures are not taken to address fiscal inefficiencies in the system. As a regent, I will roll up my sleeves and work to identify areas where savings can be made to ease the financial burden on the next generation of our students.

Also, the Buffs winning the Rose Bowl is an achievement I want to happen.

What’s one recent CU Board of Regents decision that you disagreed with, and why?

The board recently made significant progress on civics education, requiring an annual report on civics literacy. However, the board held back on making civics a graduation requirement. Our republic needs its citizenry to be well-educated on civics and the rights of the people, and how our republic should operate.

“The group in the truck waited, ready to ‘hop out, take the bag, and go on that day,’” Martin said, according to the indictment.

“It was supposed to be just an average just grab-and-go, man, and one thing led to another,” Martin said, according to the document.

He described the confrontation with Graham as taking place near stores, with houses less than a mile away. Martin expected that Graham would just give them the bag, but Graham fought back, “which shocked him,” the indictment says.

Graham had said “stop” to the group, the document adds.

Austin testified in an earlier 2011 grand jury that Ford told him that Jones pulled out a pistol and tried to rob Graham but Graham wouldn’t let him, so Jones shot him, according to the affidavit.

Jones — identified in the indictment as “Testifying Witness #9” — hit Graham, and Graham dropped the bag and ran, the indictment says.

A previous grand jury called in 2011 stated that it lacked enough evidence to recommend trial of any suspects in the case after about 18 months that saw testimony from 63 witnesses and more than 100 exhibits of evidence, including photos, transcripts and recordings.

Martin told authorities that in 2009, he was “bag-snatching” for money — he would take a purse and worked with a group of people he met in the downtown area, and they would collectively get two or three bags, the indictment says.

The general practice in the group was to share proceeds from a bag theft, and whoever had the least money or took the bag would get a larger share, the indictment says.

“It was understood that the same sharing of profit would be done after snatching the bag carried by Andrew Graham based on their regular practices,” the indictment says.

Ford, Lockhart, Austin, Martin and Jones were an “enterprise” that committed robbery for financial gain and the benefit of members of the group, usually targeting white people who were alone or in a small group, the indictment says.

Jones and three other suspects are African-American. One suspect, Martin, is listed as American Indian on the state Department of Corrections website.

Martin told authorities that the group saw Graham had a bag and thought he might have a laptop, according to the indictment and affidavit.

Golf coach ready to get in the swing of things Burdick hopes players are taking advantage of courses being open

Littleton High School boys golf coach Kevin Burdick hopes his players are taking advantage of the fact that golf courses around the Denver area are open.

“I’ve had contact with players, it’s difficult, but I’ve seen a couple players at the golf course with their dad or whoever,” said Burdick. “All the courses are open, some are fully open, some you can’t go into the pro shop and there are restrictions, but golf courses are now open so they should be out there.

“You can do that fairly safe with social distancing and maintaining your space from other people with minimum touching of things. So hopefully they are out there playing. The email I sent out to them and their parents was obviously with their permission, and mom and dad, if they think it is safe, get on out and hit some balls and start playing.”

Burdick, who is also coach of the Lions’ girls golf team and a teacher at the school, has been dealing the COVID-19 pandemic since last spring.

“We haven’t seen anything like this since the 1918 Spanish Flu pandemic,”

Littleton golfer Emmett Loomis was the team’s best golfer last season as a sophomore and coach Kevin Burdick expects Loomis to be the team’s ace again this season if the golf season starts as scheduled.

“The district is putting together plans as we speak. They should have ideally at least three different game

plans for starting school, as normal, online, or some kind of hybrid mix.

I’m not sure what it will look like.”

He can’t say for sure what high school golf will look like if it starts in August.

“You saw CHSAA (Colorado High School Activities Association) put sports together in tiers,” he said.

“Golf is in a tier one category, meaning that we might be able to start golf on time because again of the social distancing and it is less likely to spread illnesses than, say, football or basketball with physical contact.

“I’m going to send an email out to the kids and parents updating them on `here’s the latest from CHSAA so let’s prepare to start on time Aug. 4.’ But things can change tomorrow with the state of this illness.”

Burdick, who had a young boys team last year, is looking forward to this season if golf gets the OK to tee it up.

“This is something beyond our control so we should follow the safety guidelines, avoid big crowds and try to make the best that we can out of this mess,” he said. “The CHSAA can come up with all the plans they want, but if school districts aren’t going to have in-class sessions, that puts a kibosh on their sports plans, I assume. There are a lot of unknowns and things can quickly change.”

Burdick will have a more experienced team this season with three seniors, a junior and a bunch of sophomores, plus freshmen who plan to try out for the team.

Keegan Gore, Tanner Cikaluk and Anders McCarthy are the Littleton seniors and junior Emmett Loomis returns as the team’s No. 1 player from a year ago.

“Hopefully we will be more competitive than last year’s young group of guys,” said Burdick. “I’m looking so much towards the season.”
