Study: Police force would bring tens of millions in new costs Report details price for Centennial to have own department

For the first six years, a Centennial police department would cost the city about $29 million more than continuing to contract for law enforcement service with the Arapahoe County Sheriff ’s Office.

That’s according to a study submitted by former Arapahoe County Sheriff David Walcher to the City of Centennial that examined how feasible it would be for the city to cut ties with the sheriff ’s office and form its own police force.

The study, available on the city’s website and to be discussed at the city council’s June 3 meeting, came about after leadership at the sheriff ’s office changed following the November election.

That’s when Democrat Tyler Brown took the sheriff ’s seat from Walcher, a Republican with more than three decades of law enforcement experience. Brown has worked as an officer in Northglenn, Aurora Public Schools and the small Town of Mountain View near Interstate 70 and Sheridan Boulevard.

While county sheriffs are elected, chiefs of police departments are generally appointed by city officials.

Allison Wittern, Centennial’s spokeswoman, said in February that the city has received more questions about its law enforcement service since the election.

Centennial’s contract with the sheriff ’s office allows city council time to “evaluate the leadership and policing philosophies of the person charged with managing that service,” Wittern has said. “It’s a (multiple-year) contract, and the makeup of city council can change

during that period. The council seated when there is a transition in leadership with any service contract should have the right to review.”

Citizens had asked about the city’s model of law enforcement periodically before the election, too, and the city hasn’t decided to create a police department, Wittern has said.

Walcher, a sheriff ’s office spokeswoman and Wittern could not immediately be reached for comment for this story.

The study, which was expected to be submitted in early March but was not finalized until at least late April, shows that the costs to form a police force would likely require the city to pay millions in debt service for a 30-year funding mechanism.

That’s because the city would likely need to construct a new building as a police headquarters, the study said.

It’s expected that a large number of deputies would need to transition to a Centennial police department. But on top of that, Centennial would need to add about 20 new city staff members — spread across areas such as finance, human resources and the Centennial Municipal Court — as well as an addition of a few top-level law enforcement positions.

Cherry Creek sends grads ‘on their way’

herry Creek High School’s graduating class could have been a small school of its own, with 850 students taking the final step toward their diplomas at the school’s May 22 graduation.

Seniors heard their fellow students perform the heartfelt song “Home” by Edward Sharpe and the Magnetic Zeros, and “Send Me on My Way” by Rusted Root during the ceremony at the school’s stadium on campus in Greenwood Village.

Endeavor is Cherry Creek School District’s alternative education high school, which offers a more individualized approach and smaller classes than traditional schools. Endeavor’s “program provides a structured, personalized learning environment where discouraged learners gain the `sense of belonging’ essential to their development,” its website says.

Recently, according to the site, the school’s enrollment sat at about 330 students.

rapahoe High School’s class of 2019 has already faced its fair share of challenges.

“It was a hard year to be a Warrior,” said Board of Education member Robert Reichardt, addressing the graduates at the University of Denver’s Ritchie Center on May 25, referencing two members of the class who died by suicide last fall. “We remember these tragedies with a heavy heart, but this is a day of celebration.”

Principal Natalie Pramenko called a moment of silence for the students, and two others who died by suicide the year before.

“We’ve experienced loss and tragedy,” Pramenko said, adding that members of the class of 2019 are forged by fire. “I have no doubt you will accomplish many great things.

You are special and I will never forget you.”

Moving on from challenges is vital, said graduate Brooklyn Schelhaas, who said she spoke at her father’s memorial service only nine days earlier, after losing him to cancer.

“We can’t sit around and wait to make a difference,” Schelhaas said. “Whether we like it or not, our struggles have shaped us.”

‘Final countdown’ over for Smoky Hill grads

moky Hill High School’s graduation kicked off with students presenting about two dozen flags representing the diversity of the class at the school’s May 24 ceremony.

The crowd heard its fellow students perform the hopeful song “Rise Up” by Andra Day — and others gave a rendition of “The Final Countdown” by 1980s band Europe during the event at the University of Denver Ritchie Center.

Littleton High grads share life lessons

T

oss away the platitudes about building bonds and the memories students will never forget — Littleton High School’s students spoke with passion about making sense of life itself.

Some think of smarts or success as what makes a person important, but it’s the small moments that impact others, said Emma Slenkovich, student body president, at the May 25 graduation ceremony. She recounted a conversation with someone who barely knew her but showed her compassion when she needed it.

“What if the easily forgotten thing you did yesterday could impact someone?” Slenkovich asked the crowd at the University of Denver Ritchie Center. “You have no idea how important you are to people.”

Student Ceilidh Zokaitis-Hill delivered a poem about navigating the trials of growing up and of being comfortable with the journey not being orderly.

“We are learning what it means to be irresponsibly responsible,” Zokaitis-Hill said. “We are being asked, `What do you want to be, what do you want to be, what do you want to be?’

Well how about this: Who the hell knows? … I don’t know. But I know it’ll change the world.”

Heritage grads reminded to be authentic

eritage High School’s class of 2019 went off into the world with a reminder: you’re not perfect.

In the age of social media, it’s important to remember life isn’t always as great as we portray it online, Principal Stacey Riendeau told the graduates.

“We struggle with the notion of selfie perfection,” Riendeau told the class, as they bopped beach balls and an inflatable flamingo

around the University of Denver’s Ritchie Center on May 25.

“Every one of you has talents, quirks and flaws,” Riendeau said.

“Never sacrifice yourself for the selfie version of yourself.”

Homicide case from 2009 still awaiting trials Suspects in Andrew Graham’s death have had court dates pushed back

The three remaining defendants accused in the fatal shooting of a 23-year-old man in the idyllic Centennial neighborhood of Willow Creek were set to face trial, more than nine years after Andrew Graham’s death.

The schedule called for trial dates in early 2019, but they got pushed back to later in the spring.

They’ve been pushed back again.

One suspect is set for a July trial, another for a September trial and the third awaits new potential dates, lengthening the timeline to nearly 10 years since the 2009 slaying unsettled a community.

“I am reserving judgment at this time,” said Cyndi Gelston, Graham’s mother. “No matter the outcome, there are no winners.”

‘Traumatic event’ Allen Deshawn Ford, Clarissa Jae Lockhart, Kendall Adam Austin and Joseph Martin were arrested after a grand jury in Arapahoe County called in 2016 indicted the four in connection with Graham’s death.

They were arrested in January 2017.

Graham was walking home from a light-rail station near the Willow Creek area shortly before midnight on Nov. 5, 2009. On the way home in the early-morning hours of Nov. 6, he was fatally shot, according to authorities. He was found at about 5:30 a.m. on East Phillips Place in Centennial, a few blocks from home.

Graham’s body was found about two blocks south of some of his belongings. Credit cards and a cellphone were found in his bag there, according to authorities. His money was still in his wallet when his body was discovered.

Nearly a decade later, Gelston

doesn’t hear from neighbors about the case, she said.

“But I am sure anyone living in Willow Creek at the time remembers,” Gelston said. “It was a traumatic event for a community unaccustomed to such happening.”

Multiple charges Ford, Lockhart and Austin face charges of first-degree felony murder, as well as conspiracy under the Colorado Organized Crime Control Act, in the case, according to the 18th Judicial District Attorney’s Office. Ford and Austin were also accused of committing a pattern of racketeering under that law, which

is referred to as COCCA. Martin pleaded guilty to aggravated robbery and in February of last year received a 10-year prison sentence and three years of mandatory parole, according to the state judicial branch.

The DA’s office could not confirm details of the cases against any of the suspects with Colorado Community Media, citing that the cases are still suppressed — no documents or further information are available for release.

Previously, the defendants were to face trial in February, March and April. Trial dates were pushed back, awaiting what defense attorneys in December said would be input on whether at least one suspect falsely confessed. It was not clear from an April 2018 proceeding which charges may have been confessed to, or by whom.

Multiple defendants in the case were charged in Denver on suspicion of involvement in incidents in which groups of young black people attacked white and Hispanic men in downtown Denver in 2009.

Ford was convicted of two 2009 cases and was connected to that rash of crime in Denver by law enforcement, a defense attorney said Dec. 19 in court.

Area schools boast their Street Smarts Streets at SouthGlenn awards $12,000 to 15 neighboring elementary schools STAFF REPORT

Schools that participated in the Street Smarts program during the 2018-19 school year were awarded gift cards totaling $12,000 from the Streets at SouthGlenn.

According to a news release, the May 16 ceremony marked the 10th year of the community program, and donations from SouthGlenn to neighboring schools for the life of the program has reached $131,250.

Participating schools’ parents, teachers, friends and family earn 5 points per dollar spent at SouthGlenn shops, eateries and services between Aug. 15, 2018, and April 30, 2019. At the end of the school year, points are totaled and all participants received between $350 and $2,500 in SouthGlenn gift cards.

“We’re proud to demonstrate our longterm commitment to our community through the Street Smarts program,” Tom Gendreau, senior asset manager for Alberta Development Partners, said in the news release. “Schools can spend their gift cards to purchase much-need-

LPS, South Suburban offer free breakfast, lunch to kids Meals available for no charge five days a week at three sites

They say there’s no such thing as a free lunch, but kids in Littleton might see things differently.

Littleton Public Schools will provide free breakfast snacks and hot lunches to kids under 18 at three sites this summer, five days a week until July 26.

Kids can stop by Field Elementary School for free breakfast or lunch from Monday through Friday, or East Elementary School from Monday through Thursday, or come for a free

The number of lieutenants or commanders focused on Centennial would increase from four to seven between now and 2021, the study estimates. The number of patrol sergeants would also increase from nine to 12 in that time. The number of top-level personnel, such as a sheriff, chief or captains, would rise from one to three. Currently, the funding for the county’s sheriff, undersheriff and public safety bureau chief are not billed to Centennial, although a portion of their time is dedicated to the city, the study notes.

Overall, the number of sworn officers would increase from 144 to 166 between now and 2025, the study estimates. Within that number, patrol officers would rise from 75 to 86.

Centennial pays a large portion of its budget to the sheriff ’s office, which also provides law enforcement service for unincorporated Arapahoe County areas.

The city in its 2019 budget allocated $29 million for the sheriff ’s office.

Start-up costs for a transition to Centennial’s own police department would run anywhere from $7.3 million to $8.5 million for the first year, 2020, depending on how much personnel the city would be able to hire from the county. The low end of that range is based on a scenario in which the city hits what the study calls an ideal number: 75% of personnel for Centennial hired from the county.

“However, many factors may influence the ability or desire of current Arapahoe County employees to move to a City of Centennial Police Department,” the study read.

In all, calculated separately from that first-year budget, about $7 million would need to go toward equipment alone, although the contract between the city and sheriff ’s office stipulates that the city’s financial contributions to the sheriff ’s office’s equipment must be taken into account if the city decides to cut ties with the office. It’s unclear how much Centennial would be compensated if the city decided to form its own department.

A more imposing cost would be to establish a police headquarters.

Leasing space in the sheriff ’s office building — located in Centennial — or from a private provider wouldn’t

be recommended, the study said.

It suggests the city either purchase an existing structure or build from the ground up. For example, it says, Centennial could buy and remodel a building like 7150 S. Fulton St., near where South Havana Street curves into East Dry Creek Road. That would run the city $10 million in current funds along with $15 million in certificates of participation, a type of financing that would require paying $925,000 per year in debt service for the 30-year funding mechanism.

The city’s overall fund balance in general — money the city will have saved up after its spending in 2019, not accounting for a possible police department plan — totals $57 million.

Constructing a police headquarters from scratch could cost $10 million from current funds and about $20 million in either bonds or certificates of participation, requiring about $1.2 million per year in debt service in a 30-year plan.

All told, in the short term, the study provides an estimate of how much more the city would stand to spend on a police department compared to the sheriff ’s office from the year 2021 through 2025. Across the years, the difference ranges from about $3.5 million to $5.6 million.

Together with the 2020 start-up costs, the total through 2025 would be $29 million in additional costs.

The study doesn’t say much, if anything, explicitly about whether a Centennial police force would provide more effective or efficient law enforcement service compared to the sheriff ’s office, aside from identifying additional top-level and patrol personnel that would likely be hired.

The study says all costs are estimated at the “highest, reasonable amount.” It also notes that the estimated costs don’t account for additional revenue the city may receive. For example, if ticket revenue increases back to levels seen in recent years, the city could receive additional revenue of about $679,000, compared to 2018 revenue. If the municipal court changes what kinds of actions it hears, the city could also see more money coming in, the study adds.

But the study also assumes some money from the city’s fund balance — its current saved-up money — would be used to finance a police headquarters. If it isn’t, the added debt-related costs would largely cancel out the additional ticket revenue.

But seriously. While I was waiting for my prescripQUIET tion to be filled by DESPERATION the pharmacist, I waited in a small area that was shelf after shelf of remedies, ointments, potions, lotions, candles, salts and emollients.

One display had a palette of what are called “essential Craig Marshall oils.”

tial” intrigued me, because it means “absolutely necessary,” and I realized at that moment I might have been neglecting my essentials.

Harry and Jennifer are my primary essentials. After that come music, painting and black-and-white films, like “The 39 Steps.”

My car considers oil an essential.

Likewise, my lawn mower. But me? No. Oh, well, there’s olive oil, and peanut and sunflower, and I appreciate them, but I could live without them.

When I got home, I looked up “essential oils” and saw the word “aromatherapy,” and held on to the armrests of my chair.

That word scares me.

One site (aromatherapyassociates.

com) says, “Find a moment to yourself to create the perfect therapeutic ambiance with a bath and shower oil and enjoy a moment of mindfulness to find balance. Experience the full ritual with other aromatherapy products such as candles or pure essential oils on a burner to create perfect surroundings.”

Then it adds, “We use cookies to make your experience better.”

Here’s a thought: Forget all that other claptrap, and just bake some cookies, and you will have all the therapy you need.

Modern life is saturated with alternatives to simply relying on given instincts and abilities to subsist. I know.

I have tried: alcohol, caffeine and pie.

The starts and stops of life deserve attention

lthough the summer doesn’t officially begin until June 20, we often talk about Memorial Day weekend as the unofficial start of the summer.

Parties, barbeques, picnics, and all sorts of outdoor activity quickly move us from thinking about winter WINNING and spring and WORDS launch us right into summertime.

Unofficial starts are good, any “start” is good.

Even companies launching a new product, or a startup company may do something called a “soft launch” prior Michael Norton to bringing their products and services to the market.

Again, any kind of “start” or “soft launch” is good, it gets us started, gets us going, energizes everyone involved.

Here we are celebrating the unofficial start of summer, in October and November, depending on snowfall, we get excited over the unofficial start to winter as the first lifts open and we get back on the hill.

It’s fun, its energizing, the “starts” in life motivate us and inspire us as we look forward with great anticipation to what is coming next.

What about the unofficial stops in life? The soft stops? Those pauses where we say or believe that we just need to take a short break from our goals or projects?

In most cases we know what happens don’t we? Those unofficial stops and soft stops turn in to official stops and hard stops.

We never intend for this to happen, we just seem to run out of gas, or our interest fades, or we move on to the next new thing in our path or life.

Where unofficial starts and soft launches are both really good, we have to be aware and careful of those unofficial stops and soft stops. We start a new workout and commit ourselves to the program.

We are doing a really good job, getting there on the days we committed to being there, we are feeling really good, and then all of a sudden we think we should take a day off, then a second day, and then a third and before we know it, our soft stop or temporary break from the gym becomes a hard stop and we are done.

For kids, it’s never ‘just playing’

ecently, the Arapahoe County Early Childhood Council held its annual Quality Forum, a day of learning and professional development for early childhood. GUEST This year, we focused on the impor- COLUMN tance of play in a young child’s life.

When young children play, they are never “just playing.” They are building social skills, learning how to communicate, and pushing Gretchen the limits of their Davidson imagination and creativity.

Most of our essential brain and neural development occurs in the

first three years of life, before children ever enter the formal education system. Two-year-olds can’t exactly study emotional regulation in a classroom, but, in play, they learn how to cooperate, follow rules and develop self-control. When kids learn these fundamental life lessons at a young age, they are far more capable of overcoming future hardships in life. Letting kids play sets them up with success.

As Fred Rogers once said: “Play is often talked about as if it were a relief from serious learning. But for children, play is serious learning.

Play is really the work of childhood.”

ACECC’s keynote speaker this year was Jim Gill, a nationally recognized musician and child development specialist. Jim’s talk, “A Joyous Way to Learn,” was all about

And a start is good, a start is powerful, and nothing happens until we start.

No matter what time of year it is and whatever unofficial start it might be, it’s time that we start to dream, start to imagine, start to take action, and start to live out all that we want to be, do, and have in this world.

Recently, new findings came out around the 1960s Perry Preschool Project. In the original project, children from low-income households were enrolled in high-quality preschool programs. Researchers found that these kids came away with a host of social and economic benefits. They had better social and emotional skills, they were more likely to earn a high school diploma, they had less trouble with the law, they earned more money, and they even had more stable long-term relationships. Now, many of these children are in their mid-50s, and

we can see their own children reaping the benefits of their early childhood programs.

Quality early childhood programs teach through play, offering nurturing and enriching environments for kids to grow. This is why we chose to focus on the importance of play at our Quality Forum this year.

or adventurers, Colorado offers fourteeners, national forests and famous sand dunes, but if you live in the Denver metro area and aren’t fond of hours-long drives, the state is still home to many places where you can escape city life.

“It depends on what you’re looking for,” said Lauren Truitt, Colorado Division of Parks and Wildlife spokeswoman, about state parks. “With Cherry Creek, you forget there’s city all around you. Roxborough has that stunning, vista-style view that looks over Denver and south to Castle Rock.”

And Barr Lake, up north near Brighton, is still less than an hour away from much of the rest of the metro area — out on the eastern plains but still boasting a “phenomenal view of the whole northern mountain range,” Truitt said.

More getaways sit in your backyard. Here’s a look at nearby state, federal and local stops and the kinds of eclectic activities they offer.

Cherry Creek State Park The massive park located between Aurora, Denver and the Centennial area isn’t just about its reservoir.

The park also allows camping, a shooting range and even rides on horses that parkgoers can rent, Truitt said. Enthusiasts can also fly model airplanes there, and, of course, the reservoir is open for fishing, she added.

Cherry Creek State Park is located along Interstate 225 and along South Parker Road.

Chatfield State Park South of Littleton along C-470 and South Santa Fe Drive, Chatfield also offers fishing, model-airplane flying and camping.

Horses are available for rent, and riding lessons and hayrides are also part of the fun, Truitt said.

Barr Lake State Park Northeast near Interstate 76 and E-470 sits Barr Lake State Park, where you can try your hand at archery.

It’s important not to take young kids on outings that are too grueling, Truitt said.

‘It’s all about community’

One by one or in groups, cyclists coasted down a hill on Highway 83 and descended into Castle Rock and the finish line June 2 during the annual Elephant Rock Ride.

The easy ride into Franktown was a chance for the cyclists to catch their breath and enjoy the view of Pike’s Peak on a cloudless morning. About eight more miles along 86 and they would finish before some rolled out of bed on the Sunday morning.

“The best part of this are the views you get,” said Jack Cyrus, a 63-year-old from Castle Rock.

From Elephant Rock in Monument to the Douglas County Fairgrounds in Castle Rock, cyclists took over the roads throughout El Paso, Douglas and Elbert counties.

The 30-year-old event drew more than 5,000 riders for one of the biggest cycling events of the year in Colorado.

Participants could choose to ride from three road courses of 40, 58 and 100 miles, two gravel routes of 27 and 60 miles and an 8-mile family ride. As riders finished at the fairgrounds, they enjoyed beer, food and music at the riders-dream expo.

“It’s all about community,” said Rodger Hauch, 27, of Centennial.

“It’s a chance for riders to celebrate the season with each other.”

Strikes for Kids plans the sixth annual Orange and Blue Bowling Bash to raise money for the organization’s backpack giveaway program, which provides backpacks filled with school supplies to famlies in need.

Broncos safety Will Parks will be njoined by some of his teammates at the event, which takes place from 5:30 to 8 p.m. Tuesday, Aug. 20 at Main Event Entertainment Center, 64 Centennial Blvd., Highlands Ranch.

Check-in and registration begins at 5:30 p.m. and bowling takes place from 6-8 p.m. A silent auction and 50-50 raffle will take place from 7-7:45 p.m.

Registration cost is $200 and includes two hours of bowling and shoe rental for up to six bowlers, a pizza and pitcher of soda, two hours of

all-you-can-play arcade game cards, an event shirt and swag bag, a group photo with Will Parks, and raffle and silent auction participation.

In addition to providing 250 backpacks to the Boys and Girls Clubs Denver Broncos branch, Strikes for Kids will invite 75 kids out for an evening of arcade games and food while handing out backpacks.

The Strikes for Kids backpack program, presented by Dollar Days, provided about 2,000 backpacks will with school supplies in 2017 and 3,500 packs in 2018. In 2019, the goal is to provide more than 4,000 backpacks nationwide.

Strikes for Kids is a national charitable organization that organizes bowling, softball and golf events. The organization partners with professional athletes to allow fans to mingle with professional athletes for an afternoon of fun while supporting a charitable cause.

Roxborough guest is kind of a big deal Big Foot hopes to make impression about leaving no trace

Word has it that Big Foot will walk about in Roxborough State Park on June 8 (10 a.m. to 3 p.m.) on a mission to remind visitors to “Leave No Trace” at this gorgeous nearby spot in Douglas County.

Volunteers Mike Thomas of Centennial and Sally Anderson, interpretive services manager Angel Tobin and others have joined forces to share the principles of the Leave No Trace movement, which started as an effort to convince backcountry users to leave a place as clean as they found it. The emphasis has moved to all open space, everywhere (aka “Front Country”).

Thomas, an optimistic and positive man, next hopes to spread the idea to other state parks and eventually to all parks — everywhere … (The legendary Big Foot leaves only footprints in the landscape.) Leave No Trace Center for Outdoor Ethics is a nationally recognized organization established in Boulder.

Volunteers hope the program will minimize the negative impacts on Roxborough’s unique geology, with rock formations that include up-

Big Foot, Sasquatch, Yeti, Skunk Ape, the Grassman are all legendary types who inhabit the imaginary worlds where Big Foot originates.

We greatly enjoyed a recent golf cart tour with Thomas and Anderson on the Fountain Valley Trail at Roxborough, which is a day-use-only site with a program of hikes, bird walks and events that emphasize the park’s truly unique geological features. hike, but access the trails if possible — they vary in length and are really special.

Nine different routes are shown on the park map, ranging from easy through moderate to strenuous.

Wildlife includes a variety of birds, mule deer (we noted them contentedly grazing near the entrance), black bears, mountain lions, bobcats, golden eagles and more. A flock of turkey vultures circled above a high red rock wall as we drove by. Birdsongs were numerous and varied.

Roxborough is a designated Colorado Natural Area and National Natural Landmark, with its 300 million-year-old red sandstone Fountain Formations that tilt at a 60-degree angle.

Thomas recommends that if all possible, readers plan their visits during the week, since weekends become quite crowded.

Theater lights began to dim on May 17. First, Town Hall Arts Center’s board president Denise Kato introduced new THAC executive director Sharan Wilson to an enthusiastic first-night crowd and introduced the production staff and show director — a nice way to start the evening — these essential ingredients in every production are not adequately recognized in general.

Then it was time for the opening performance of the musical “Sister Act,” with music by Alan Menken, lyrics by Glenn Slater and book by Cheri Steinkeller and Bill Steinkeller — with additional book material by Douglas Carter Beane. The musical is based on the 1992 movie that starred Whoopi Goldberg in the Deloris part.

“Sister Act” runs through June 16 at Town Hall Arts Center in downtown Littleton.

Music kicked in promptly — in gangster Curtis’ nightclub, with “Take Me to Heaven.” Action also kicked in with a murder, witnessed by a group that included Curtis’ girlfriend, Las Vegas singer Deloris Van Cartier (Sheryl Renee). Local police, led by Lt. Eddie Souther (Ben Hilzer) — who remembers Deloris from high school days — immediately see the need for witness protection for Deloris, to keep her safe from gang reprisal …

What location could be safer than a quiet, disciplined convent?

We soon arrive at Queen of Angels Cathedral in San Francisco, where stern Mother Superior (Maggie Lamb) is very much in charge of the convent and immediately clashes with brassy Deloris, who will henceforth be Sister Mary Clarence, named for the patron saint of prisoners … Deloris is a product of Catholic schools, but does not have happy memories of “those nasty old nuns.” And she’s accustomed to

doing things her way, rather than taking orders.

On the other hand, “It’s Good to Be a Nun,” sings Sister Mary Martin-ofTours (Suzanne Nepi of Highlands Ranch, in her first Town Hall appearance), as the sisters gather to welcome the sassy singer.

Mother Superior tells her to pretty much stay in her room, except for meals. Lamb sings “Within These Walls” and tries to maintain order within the order.

Then it occurs to her that perhaps the singer could help with the nuns’ choir, which sings badly at poorly attended Sunday services. She can help indeed — and soon the church is packed on Sundays — and we have a chance to get acquainted with the Monsignor (Brian Trampler), shy novice Sister Mary Robert (Bella Hawthorne) and more characters, including altar boys and additional singing, dancing nuns, cops and gangsters in a cast of 21 — a large cast for Town Hall’s limited stage space. (Blocking and choreography are very precisely planned!) There’s a contrast between the tough guys singing “Take Me to Heaven” and the nuns’ sweet rendition, which is fun. Watch for other amusing disparities.

Sheryl Renee pretty much commands the stage when she’s on and brings decades of experience.

She makes it look easy! A career highlight for her is performing the national anthem for President Barack Obama. And offstage, she is a children’s safety advocate and web designer. This is her first time to work with director Bob Wells — who is also a local legend.

While at Town Hall, visit the art exhibit, “Unorthodox Art,” featuring work by Danielle Quigley, Carmella Fogt and Gabrielle Gracine, which runs through June 16.

Stampede brings rockin’ rodeo thrills Elizabeth will be home to traditional Western entertainment June 6-9

Summer is almost here, and with it comes warmer temperatures, picnics, barbecues and Elbert County’s biggest party of the year — the Elizabeth Stampede Rodeo.

Dozens of volunteers are spending their Saturdays preparing for the big Professional Rodeo Cowboys Association event, which draws thousands of spectators each year to the professional rodeo and festivities that run from June 6 to June 9 at the arena at Casey Jones Park in Elizabeth.

“The rodeo started as a local gathering in the 1920s,” said Jace Glick, president of the Elizabeth Stampede Rodeo Organization. “It went on and off, but has really been running nonstop since the boys returned back from World War II. Now we’re the big league as a PRCA rodeo — we’re where all the cowboys want to be competing.”

The Elizabeth Stampede is among the few professional rodeos that are self-funded, according to Glick, which means they rely on ticket sales and partners to be able to put the event on each year.

Festivities are run completely by volunteers, and their enthusiasm is part of what makes the rodeo so successful.

“The people in our community are amazing,” said Glick. “They all show up on Saturday, they’re not getting paid anything, and they work hard.

We’re truly a rodeo family, and when you come to the rodeo you’ll be treated like family by everyone you interact with. You’ll hear a lot of `yes ma’am’ and `yes sir.’”

June 7, when cowboys match their riding skills against animals weighing 15 times more than they do, during the Xtreme Bulls competition. The Elizabeth Stampede is one of only a handful of PRCA rodeos that qualify to host an Xtreme Bulls competition, and at the end of the rodeo season the top riders will compete for the tour

championship.

June 8 will include performances at 2 p.m. and 7 p.m., with the crowd favorite “Mutton Bustin’,” as well as barrel racing, steer wrestling, team roping and saddle bronc riding.

The Slack performance, held June 9 at 10 a.m., is free to the public. Slack performances allow all riders the chance to get in their two allotted rides. Results of the slack performances count in the overall competition, and in 2015 barrel racer Meghan Johnson set an arena record during her Saturday morning slack run.

Spectators are treated to all the excitement of any rodeo contest, without an admission fee.

Members of the military can attend the Red White and Blue Rodeo June 9 at 2 p.m. for half-price admission. The performance includes a ceremony honoring veterans who served in any conflict and in any service. Local military personnel will be recognized.

Throughout the three rodeo days, attendees can learn about the life of a rodeo cowboy at the Rodeo Experience Booth, hosted by the PRCA Hall of Education. The booth allows fans to interact with rodeo cowboys, rodeo queens and volunteers, and try their hand at roping a model steer. You can also learn how rodeo producers and stock contractors keep valuable rodeo animals safe.

Fire Muster bigger and better this year Annual parade and demos to feature South Metro gear

Littleton’s annual Fire Muster will host some cool new gear this year, courtesy of South Metro Fire Rescue.

The annual fire truck parade and firefighting demonstration event on June 15 will feature rigs like South Metro’s tracked vehicle, a snowcat that was famously used to extract stranded drivers in March’s “bomb cyclone” blizzard.

South Metro’s high-tech gear will appear alongside organizer Mile High Hook & Ladder’s beloved antique firetrucks, according to a news release.

The parade, which will begin at 9 a.m. at Bannock Street and Littleton Boulevard, will be led by a 1914-vintage Federal Chemical Truck, which long served as a symbol of the now-defunct Littleton Fire Rescue.

The parade, which includes firetrucks large and small, old and new from around the Denver metro area, will wind up in Arapahoe Community College’s north parking lot at 10 a.m.

IF YOU GO The 34th annual Fire Muster begins with a parade down Main Street in Littleton, beginning at Bannock Street and Littleton Boulevard at 9 a.m. June 15.

Firefighters and first responders will “muster” at Arapahoe Community College’s north parking lot at Church Avenue and Santa Fe Drive from 10 a.m. to 1 p.m.

Food and drinks will be available for purchase.

Visitors can get up close and personal with vehicles like the Arapahoe County Sheriff ’s Office’s Mobile Command Post and Bearcat vehicles. Activities include a Jaws of Life demonstration, chances to put on bunker gear and shoot firehoses, and a helicopter landing — circumstances permitting.

More than just fun, the event is a chance to educate people on fire safety, said Division Chief Jerry Rhodes, who is South Metro’s liaison to the event.

“If we can teach people to prevent fires and accidents, everybody’s a lot safer,” Rhodes said. “How often do you get to hang out with firefighters, check out their gear and ask questions?”

Longtime Centennial resident Bill O’Melia was awarded the Ripple Award at the 2019 National Drowning Prevention Alliance conference in New Orleans for his work in expanding awareness of water safety and drowning prevention nationally.

Bill and Melissa O’Melia co-founded Drennen’s Dreams Foundation after losing their O’Melia son Drennen to drowning in 2010. The organization’s mission is to honor Drennen’s legacy by teaching and training lifeguards and aquatics professionals, equipping and supporting managers and owners to maintain the highest safety standards, according to a news release.

The organization reaches more than 320,000 lifeguards and managers annu-

ally via presentations, videos and webinars. By raising vigilance, confidence and best practice standards, tens of millions of children and families enjoy safe, fun water activities, the release said.

“I am honored to receive this award.

It is due to the efforts of the Drennen’s Dreams Foundation Board, our supporters, stakeholders and partners,” Bill O’Melia said in the release.

Since 2014 Drennen’s Dreams Foundation has expanded its training presentation outreach. Last year Bill led 49 presentations nationally.

There are approximately 3,600 fatal drownings in the United States each year. Drowning is the leading cause of accidental death for children age 4 and under and the second leading cause for youths age 5-15, the release said.

As we move into the summer swimming season parents are reminded to create layers of protection during water activities. Layers of protection means securing pools, hot tubs and space with fencing or barriers, warning devices and adult supervision.

The park includes trails for horses, but visitors must bring their own, Truitt said. Fishing is also allowed.

Roxborough State Park Located a few minutes south of Chatfield, Roxborough offers trails for every level of hiker, according to Colorado Parks and Wildlife’s website.

“It’s got that beautiful red-rock formation that goes straight through the park,” Truitt said. Distinct plant life, as well as wildlife ranging from black bears to mule deer, add to the atmosphere.

And while the park is “extremely well-visited,” it’s one of the few state parks in the nation that has a gold standard recognition by the Leave No Trace Center for Outdoor Ethics, Truitt said. That organization encourages visitors to leave natural areas “as good or better” than they found them, according to its website.

“The park feels remote,” Truitt said.

Castlewood Canyon State Park East of Castle Rock near Franktown sits Castlewood Canyon State Park, where climbers and hikers can get their fill of another area along the Cherry Creek.

The park “has great hiking trails,” Truitt said. “It’s busy, but not as busy as Cherry Creek or Chatfield.”

In the middle of the city If you’re looking to stay even closer to home, Crown Hill Park in the Wheat Ridge area typically has decent bird-watching opportunities, said Rosemary Dempsey, spokeswoman for Great Outdoors Colorado.

“I just discovered Cherry Knolls park,” said Dempsey, whose organization oversees a state trust fund to protect Colorado’s natural areas. “It’s

got a trail going through it, but the most awesome thing is the creek with plenty of sandbars for the kids to splash around in.”

Cherry Knolls is located in west Centennial near South University Boulevard. And in the middle of Denver proper, City Park — not far outside downtown — offers views of the mountains and city buildings, Dempsey said.

Tour brings world’s largest bounce house to area Douglas County site will host inflatable attractions STAFF REPORT

Three massive inflatable attractions will bounce into Denver’s south metro area in June at the Big Bounce America tour at Meridian Park in northern Douglas County.

The world’s largest bounce house, according to Guinness World Records, is the featured attraction. The bounce castle includes a basketball court, a giant slide and a massive ball pit, and at the center is a DJ splaying nightclub-quality sound and lights.

Making its 2019 tour debut is The Giant, a 900-plus-foot-long inflatable obstacle course designed with all ages in mind. The Giant offers more than 50 obstacles that will have participants weaving in and out of barriers, hurdling over inflatables, crawling through tubes and climbing walls before descending the final slide at the finish line.

Meal kit companies face rough, uncertain road Competition, price among factors making future look grim

Meal kit companies face an ultimatum: Adapt or die.

The business is still in its infancy, with the biggest players — Blue Apron and HelloFresh — less than a decade old. But they’re facing serious challenges from restaurant and grocery delivery services, smaller niche players and even home chefs.

The struggle intensified May 20, when Blue Apron announced that it could be delisted from the New York Stock Exchange because its closing share price has been lower than $1 since early May. The company’s share price closed down 8% on May 20 to 68 cents.

New York-based Blue Apron said it will try to raise its stock price with a reverse stock split, which will be subject to a vote of its shareholders at the company’s annual meeting on June 13.

Subscription-based meal kit companies face numerous problems. For one, they appeal to a small population.

NPD Group, a consulting firm, estimates that just 4% of U.S. consumers have tried them.

“Meal kits are a more expensive but less convenient option for busy people who do not have time to cook,” said Cara Brosius, a market research analyst with Packaged Facts.

Brosius said meal kit customers have also complained about limited menu selection, poor quality of ingredients and too much packaging.

Blue Apron hasn’t made a profit since its 2017 IPO. It’s been losing customers, who quickly tire of its relatively high prices — $9.99 per serving for a two-person plan — as well as its subscription plan, which forces them to be less spontaneous. Blue Apron’s customer base fell 25% to 557,000 between 2017 and 2018.

Others have struggled. Meal kit company Chef ’d closed its doors last

July. And some have been swallowed up. Alberton’s grocery chain, for instance, acquired the Plated brand in 2017 while Kroger acquired Home Chef last year.

Darren Seifer, a food industry analyst with the consulting firm NPD Group, said the meal kit market feels like the dot-com boom of the late 1990s.

“It’s a very crowded space, with a lot of companies not paying too much attention to the bottom line,” he said.

He expects consolidation, which is already happening. HelloFresh bought organic meal kit provider Green Chef last year, for example.

Packages Facts says the U.S. meal kit market grew 22% to $3.1 billion in 2018, but it expects that growth to decelerate over the next five years because of competition. UberEats, for example, will deliver a restaurant meal for $3.99 plus a service fee. Chefs

for Seniors promises a visit from an in-home chef, 12 meal servings and clean-up for $99 plus groceries.

Seifer said there is a place for subscription-based meal plans. They have a lot of appeal for people with specific dietary needs, he said.

But he thinks the most successful companies will also branch out into grocery stores or delivery, offering on-demand meal kits. Seifer’s research has shown that up to 60% of Americans don’t know what’s for dinner at 4:30 p.m. They want easy options they can pick up on their way home.

HelloFresh started selling meal kits at Stop & Shop and Giant grocery stores last year. Blue Apron has teamed up with Jet.com to offer sameday meal kit delivery in New York. It also had a six-month trial with Costco, but that ended last year. Amazon is selling meal kits at some Whole Foods and Amazon Go convenience stores.

In a report on the industry late last year, Packaged Facts suggested other opportunities for growth. Some companies are specializing in niche diets.

Purple Carrot, for example, serves vegans and targets athletes through its partnership with Tom Brady. One Potato designs its meals for families with kid-size portions.

Meal kit companies could also focus on on-demand delivery instead of subscription services, and on specialoccasion meals, like Thanksgiving or Valentine’s Day, when consumers are looking for help and inspiration.

New diabetes cases fall as obesity rates on the rise

The number of new diabetes cases among U.S. adults keeps falling, even as obesity rates climb, and health officials aren’t sure why.

New federal data released May 28 found the number of new diabetes diagnoses fell to about 1.3 million in 2017, down from 1.7 million in 2009.

Earlier research had spotted a decline, and the new report shows it’s been going on for close to a decade. But health officials are not celebrating.

“The bottom line is we don’t know for sure what’s driving these trends,” said the lead author of the new report, Dr. Stephen Benoit of the Centers for Disease Control and Prevention.

Among the possibilities: Changes in testing and getting people to improve their health before becoming diabetic.

The report was published by the

journal BMJ Open Diabetes Research & Care. The statistics run through 2017.

Last year’s numbers are not yet available, Benoit said.

Diabetes is a disease in which sugar builds up in the blood. The most common form is tied to obesity, and the number of diabetics ballooned as U.S. obesity rates increased.

But other factors also might have pushed up annual diabetes diagnoses from 2000 to 2010, and they may partly explain why the numbers have been going down since, some experts said.

First, the diagnostic threshold was lowered in the late 1990s. That caused more people to be counted as diabetics, but the impact of that may have played out.

“We might have mined out a lot of the previously unrecognized cases” and so new diagnoses in the last several years are more likely to be actual new illnesses, said Dr. John Buse, a University

of North Carolina diabetes expert.

Doctors also are using a newer blood test to diagnose diabetes. It’s much easier than tests that required patients to fast for 12 hours or to undergo repeated blood draws over two hours.

The American Diabetes Association recommended the new test, known as the hemoglobin A1C blood test, for routine screening in 2010.

Because it’s easier to do, it would be expected to lead to more diagnoses. But some experts say it may miss a large proportion of early cases in which people aren’t showing symptoms.

Another possibility: More doctors have been diagnosing “prediabetes,” a health condition in which blood sugar levels are high but not high enough to hit the diabetes threshold.

Physicians typically push such patients into exercise programs and urge them to change their diet.

The new report is based on a large

national survey conducted by the government every year. Participants were asked if they had been diagnosed with diabetes, and also if the diagnosis was made in the previous year.

It found the rate of new diabetes cases fell to 6 per 1,000 U.S. adults in 2017, from 9.2 per 1,000 in 2009. That’s a 35 percent drop and marks the longest decline since the government started tracking the statistic nearly 40 years ago, according to the CDC. The decrease was mainly seen among white adults, the researchers said.

Meanwhile, the overall estimate of how many Americans have diabetes — whether the diagnosis is recent or not — has been holding steady at 80 per 1,000 U.S. adults. That translates to about 21 million Americans.

Diabetes has continued to become more common among young adults and people who are black and Hispanic, the report noted.

Graduating seniors in the Colorado Community Media coverage area are among those named 2019 Boettcher Foundation Scholars, according to a news release from the foundation.

“The Boettcher Foundation invests in the promise of Colorado and the potential of Coloradans, and these students represent the very best of our state,” Katie Kramer, president and CEO of the Boettcher Foundation, said in the release. “We are delighted that they have committed to attending Colorado universities.”

Established in 1952, the Boettcher Scholarship program annually awards scholarships to graduating high school seniors in Colorado.

The four-year scholarship includes virtually all expenses to attend the Colorado school of the recipient’s choice: full tuition, fees, a book allowance and an annual stipend for living expenses.

Entire groups of family and friends get in on the cosplay act at Denver Pop Culture Con on June 1.

Though this year the name changed to Denver Pop Culture Con, comics are still the keystone of the annual event. As day two gets underway, early shoppers at one of the many comic vendors search out new books for their collections.

The name might have changed this year, but Denver Pop Culture Con was as brash and big as ever. Taking place at the Convention Center from May 31 through June 2, thousands of geeks, nerds, collectors and fans turned out to honor the writers, artists, actors and creators who have brought geek culture into the mainstream.

Famous onscreen performers from Doctor Who, “Guardians of the Galaxy,” “The Magicians” and “Back to the Future” were on hand to take photos and sign autographs, and hundreds of booths allowed for shopping, collecting and connection with fellow fans.

As is always the case, one of the main draws was cosplayers, who impressed with tributes to expected characters and series - plenty of Doctor Who, Star Wars, Game of Thrones and Marvel - as well as some delightful surprises like some choice “Big Lebowski” characters, several different species of dinosaurs and Barf from “Spaceballs.”

Dusty and Shaun Pack and Katrina Kendall came all the way from Wyoming to enjoy the con and showed off some seriously impressive Dragonball Super cosplay.

“Last year was around Father’s Day and this year’s con is right at the end of the school year,” Dusty said. “It’s a great way to celebrate.”

Three-year-old Greyson Cabrera from Aurora had his first cosplayer experience at Denver Pop Culture Con on June 1. He also had the chance to meet some of his favorite heroes, like Spider-man.

Regis Jesuit won its first Class 5A state baseball championship since 2011 thanks to pitching depth.

The Raiders defeated Cherry Creek 8-3 in the championship game on June 1 at All City Field.

“Our pitching has been outstanding,” Regis coach Matt Darr said.

“It was the same thing in the title game. When you have good pitching, you have a shot in every game.

It was typical of our whole year.

“It’s been four seconds in championship games until this year, especially to Creek. That was big and it feels great.”

Cherry Creek, seeking its ninth state title, was making its 14th appearance in a state championship game.

The state title was the third for Regis and the first since 2011, when the Raiders beat Cherry Creek 15-10 in the final.

“The state title is well deserved,”

said junior rightfielder Ethan O’Donnell. “We worked real hard for this one. Regis historically has had some of the best talent but we’ve been cursed in the postseason but here we had a special group of guys and a special pitching staff was exceptional this year.”

Junior shortstop and starting pitcher Jacob Thompsen and relievers Chase Allen and Alec Willis contained the Bruins and prevented another Creek comeback.

Thompsen, who didn’t allow an earned run in 17.2 postseason innings, limited the Bruins to four

hits in 4.2 innings.

Regis, which lost to Creek early in the season, held a 3-0 lead when the game was stopped for an hour and 55 minutes because of a lightning delay.

Cherry Creek, with a thin pitching staff that was extended since the Bruins had to come back through the loser’s bracket, lifted sophomore starter Zack Herrick to begin the fourth inning and Regis scored four times to expand its lead to 7-0.

es, it seems like the fall 2018-19 Colorado High School Sports Association sports season started just a couple weeks ago, but the spring campaign OVERTIME is now over. Some teams and individuals were left with unforgettable experiences, others with disappointments, and some hold onto hope for next season.

So I figured it Jim Benton was time to come up with some type of overall success ranking for the teams in the Colorado Community Media circulation area.

State championships are the goal of most teams and should be rewarded.

So we’ll give those teams 10 points, but getting there is a challenge and should be credited, as opposed to teams that don’t make the playoffs or get bounced in the first round.

So a runner-up finished will earn seven points and a final four appearance gets five points in the tabulations that include all sports ranging from field hockey to ice hockey.

There wasn’t time to wait for the finish of the baseball playoffs, so I gave semifinal teams Regis Jesuit, Mountain Vista, Cherry Creek, Grandview and Lutheran five points.

Just give the team that wins the state championships five additional points and the runner-up three points, but it won’t make a difference.

Cherry Creek garnered 52 points this spring thanks in part thanks to girls state tennis, boys lacrosse, and boys swimming state titles, plus second-place finishes in girls lacrosse and a fourth place in girls track, golf and a Final Four baseball appearance.

The Bruins, who also won the girls 5A state basketball title, finished with 95 points to outdistance Regis Jesuit with 62 points. Regis garnered maximum points for state titles in field hockey, boys tennis and ice hockey.

Valor Christian was third with 55 points. The Eagles won state championships in football, volleyball, and boys and girls track. Grandview wound up with 44 points, Lutheran 39, Arapahoe 32 and Mountain Vista 27.

Catching up Getting up to date on some news that might have been overlooked: • Allan Dyer, coach at Cherokee Trail from 2003-2017 who led the Cougars to a 5A state championship, is the new baseball coach at Rock Canyon. He replaces Garrett Duman, who compiled a 26-21 record in two seasons.

It has been said that everyone can have a bad day, and Smoky Hill sophomore Valerie Negin is smart enough to cope with that thought.

“I have good days and I have bad days,” she said. “Some days are bad and some days are better.”

Negin didn’t have any bad days, at least on the tennis court, this season.

She completed a 17-0 season by winning the CHSAA Class 5A singles champion and become the first Smoky Hill player to win a singles title in since Patti Urban in 1987.

Negin has been named the 2019 Colorado Community Media South Metro Girls Tennis Player of the Year.

“She is a special player and a great team-

mate,” said Smoky Hill coach Jeffrey Davis.

“She was voted our team captain as a sophomore this season.

“She participates in the IB (International Baccalaureate) academic program at Smoky Hill, which can be very difficult to balance with tennis. Valerie is an outstanding student and athlete and excels in the classroom as much as she does on the court.”

This season’s state tournament was reduced to two days and Negin had to win a tough three-set semifinal match and come back to face Fairview’s Sophie Pearson in the finals.

After losing the second set, she had two service breaks and broke Pearson’s serve to love in the eighth game to finish off a 6-4, 4-6, 6-2 championship victory.

“I had to suck it up and play because it was the finals,” she said. “After the second set, I just said `Valerie this is it, whatever happens, happens. Blood, sweat and tears on the court.’

“It was crazy. The last match was my best match.”

Legend senior Caden Meis is a football player who excels on the lacrosse field.

He averaged 5.6 points, 3.6 ground balls and was the leading scorer among Class 5A lacrosse midfielders this season with 57 goals. In Douglas County League games he had a hat trick or better against every opponent and had a 4.6 average of goals per game.

“This year I went into not worrying about anything or putting anything on my shoulders,” said Meis. “I just went in having fun and giving it everything I got. I had a lot of fun. I feel I improved on a lot of things I worked on and I really think my confidence grew over time.

“A lot of goal scoring is your mental stability, your confidence and not worrying about missing the cage. You just have to take a chance and trust yourself.”
