Sunroad Enterprises paid $71 million, or $351,485 per unit, for the Portola at SouthGlenn, sold by Alberta Development Partners, according to the Colorado Real Estate Journal.

Alberta controls nearly all of The Streets at Southglenn, the outdoor mall located at East Arapahoe Road and South University Boulevard.

The 202-unit complex at SouthGlenn — built in 2009 — features upscale apartments, and other high-end housing might be in store in the coming years.

Developers want to revitalize the mall, which has fought recent vacancies and is facing the expectation that Macy’s could close in coming years. Because the developers want to change the mix of types of properties allowed, their plans need the city’s approval.

The recently closed Sears property at SouthGlenn is owned by Northwood Investors, which wants to add apartments there. Alberta wants to put apartments and office space, and possibly retail and entertainment establishments, where Macy’s stands.

The units Alberta adds could be 10% to 20% higher in price than the current Portola apartments, where a one-bedroom’s lowest price range is $1,538 to more than $2,000.

Residents nearby largely see the proposal as adding unwanted density and traffic to a mall that already abuts one of the busiest intersections in the city.

The plans have also elicited a potential petition effort to steer the vision in a different direction, although a petition had not formally materialized as of late January. The Centennial City Council’s vote on the plans, after the plans are submitted to the city, is expected later this year.

The sale of the Portola apartments didn’t appear to affect developers’ plans for redevelopment at SouthGlenn.

“We are continually evaluating our portfolio and selectively selling. It’s

a common business discipline we’ve exhibited for my entire career,” said Donald Provost, founding principal with Alberta.

Regarding the redevelopment plans, Provost said Alberta is discussing alternatives with Northwood and intends to revisit the plans over the next few months.

Under the proposal, more than 1,000 new residential units could be added, including 148 that are currently allowed but not yet built, according to the city.

Meanwhile, the Bar Louie location at SouthGlenn announced on Jan. 27 its involvement in a Chapter 11 bankruptcy sale, according to a company news release. Bar Louie will continue to operate more than 90 locations across the country.

Bar Louie filed voluntary petitions for relief under Chapter 11 protection of the U.S. Bankruptcy Code, according to the release. In advance of the filing, the company closed what it called “underperforming locations” to strengthen its financial position.

Provost asserted that Bar Louie “manipulated the bankruptcy laws to their corporate advantage.”

“The store performed well and always has,” Provost said. “We have several great operators interested in replacing them, and we aren’t concerned at all.”

With bars across the United States, Bar Louie serves “shareable” food with craft cocktails, martinis, beer and wine, the release said.

“Bar Louie is a profitable business focused on long-term growth with new investors,” Tom Fricke, CEO of Bar Louie, said in the release. “The sale through Chapter 11 will help us to focus on our profitable core locations and expand in areas that have a proven track record of success.”

The lease for Macy’s at The Streets at SouthGlenn was recently extended through early 2022, a Macy’s corporate representative recently confirmed.

What to know about Colorado’s primary elections

Contest among presidential hopefuls falls on ‘Super Tuesday’ in March

Colorado is gearing up to hold the state’s first presidential primary in 20 years, and it falls on what political junkies call “Super Tuesday” — when the largest number of states and territories hold a presidential primary or caucus.

This year, it’s March 3. Steve Hurlbert, spokesman for the Colorado Secretary of State’s Office, said there’s “no question” that Colorado holding its contest on that date will give the state a bigger spotlight in the primary season.

“Where we fall on the calendar is really important,” said Hurlbert, whose office oversees elections. “Also, the nature of what Colorado is: We’re definitely a purple state and (one) that both parties see as up for grabs.”

Here are some important things to know before the primary elections, which will choose parties’ nominees to compete in the November general election.

Ballots were to be mailed out for the March primary the week of Feb. 10.

Back in vogue Colorado’s last presidential primary happened in 2000 — since then, presidential nominees were voted on at caucuses, which are overseen by political parties.

In primary elections, voters submit ballots in favor of their chosen candidate. A caucus is a system of local gatherings where voters decide which candidate to support — engaging in discussions at places such as high-school gyms — and select delegates that will ultimately cast votes at conventions to nominate candidates.

Hurlbert, referencing the recent news of a chaotic Iowa caucus marred by technological issues, argued the primary system has advantages.

“A primary system is run by the state election officials and not through a political party,” Hurlbert said. “That’s the key thing — they’re done by people who do this for a living and are some of the best at it in the country.”

Unaffiliateds can participate In 2016, Colorado voters passed two initiatives, Propositions 107 and 108, which established a presidential primary system and allowed unaffiliated voters to participate in primary elections.

In the typical caucus — and some other states’ primaries — voters are

limited to the contest of the party with which they are affiliated.

Colorado’s unaffiliated voters — those not registered to a political party — will receive both parties’ ballots in the mail.

They can only vote and return one ballot, though — if they return both, neither will be counted, Hurlbert noted.

Unaffiliated voters who vote in a party’s primary will remain unaffiliated. However, the primary they in which vote — but not who they voted for — will be a public record.

If there is a minor party contest — for parties other than Democrats and Republicans — those affiliated with that minor party can vote for those candidates.

17-year-olds good to go An interesting aspect of Colorado’s elections this year, Hurlbert said, is that it’s the first year that 17-year-olds who turn 18 by the November election will be able to vote in Colorado’s two primaries (the one for presidential candidates and other in June for more local races).

Voter service and polling centers will be open for the March 3 primary starting Feb. 24.

The state also allows sameday registration, so if voters haven’t registered by March 3, they can register and vote on that day.

Two primaries and a caucus On June 30, the state will hold this year’s other primary election, which selects candidates for offices such as U.S. Senate, U.S. House, state Senate and House, and other regional or local races such as for district attorneys and University of Colorado regents.

There will be an indication of front-runners in those races before June, though: the caucus, which takes place March 7. Parties will still hold local caucus gatherings to gauge support before the June primary.

The presidential race will not have a caucus, though — only the March 3 primary.

Long list of candidates The Democrats on the presidential primary ballot are (including some who have dropped out of the race): Cory Booker, Pete Buttigieg, Tulsi Gabbard, Bernie Sanders, Elizabeth Warren, Amy Klobuchar, Roque “Rocky” De La Fuente III, Michael Bennet, Marianne Williamson, Deval Patrick, Michael Bloomberg, Robby Wells, Andrew Yang, Joe Biden, Tom Steyer, Rita Krichevsky and John Delaney.

Impeachment elevates Crow’s profile in election year Prosecuting president thrusts 6th District Democrat into nationwide spotlight

The seven U.S. House Democrats who made the case for President Donald Trump’s removal from office during his Senate trial included wellknown party leaders and members of committees that led the impeachment inquiry.

And, unexpectedly, Jason Crow.

The freshman Democrat from Aurora made for something of an anomaly on the team that acted as prosecutors against the president in the Senate impeachment trial, which weighed whether the House’s impeachment of Trump — akin to an indictment or formal charging of a crime — would result in the president’s removal from office.

Aside from one lone Republican voice in favor of removal — Utah Sen. Mitt Romney — the Senate voted along party lines Feb. 5 to acquit the president, or find him “not guilty,” on both charges: abusing his power in pressuring Ukraine to investigate a presidential election rival, and obstructing Congress’ probe into that matter.

“I did my duty, both constitutional and to uphold my oath and represent my country, and again, to stand up and make sure we’re maintaining the rule of law and checks and balances, and pushing back on abuses of power,” Crow said in a Feb. 7 phone call.

Crow, a former Army Ranger who served in Afghanistan and Iraq, brought “a certain gravitas” to the Democrats’ arguments with his military experience, said Floyd Ciruli, an independent pollster and well-known political analyst in the Denver area.

One angle Crow lent the Democrats was to describe in dire terms Trump’s withholding of previously approved military aid from Ukraine

around the same time that he asked that country to investigate former Vice President Joe Biden, who is among the front-runners in the Democratic nomination for this year’s presidential race, and his son.

“I’m kind of cynical — I don’t think that anything the House managers did was going to sway any Republicans,” Ciruli said. But if anything stood a chance, focusing on military arguments was the ticket, he added.

Although Crow’s performance didn’t move the needle among Senate Republicans, it established the lawyer Crow as an “up-and-coming” Democrat, Ciruli said.

But the results aren’t likely to be positive across the board in the 6th Congressional District, a sprawling, backward C-shaped slice of the south, east and north Denver suburbs that includes conservative strongholds such as Highlands Ranch, decidedly blue Aurora, and rural stretches near Brighton and farther east, among other areas.

Steve House of Brighton — a former Colorado Republican Party chair and Crow’s top opponent in this year’s election — argued that some thought Crow reflected poorly on the military.

“Vets said they don’t know why he questioned the commander-in-chief,” House said.

Crow said that, by and large, that isn’t the response he’s hearing and that he’s received positive feedback from veterans, both from those who are friends of his and who are from his district.

Congress is “not a branch of the White House,” Crow said. “We are not rubber stamps of the commander-in-chief — a very critical role is for us to hold the president accountable.”

Veterans speak out For Brad Sindt, an Aurora resident and member of a local veterans’ organization, the impeachment process gave him a worse opinion about the Democratic Party in general.

Regarding Trump’s alleged hold-up of aid to pressure Ukraine to investigate the Bidens, Sindt said: “Some of it might be lies or not true, so I’m just going to say you know … I wasn’t there — I didn’t hear it.”

Sindt, who voted for Trump in 2016 and plans to vote for him again, said he doesn’t care much for Crow, whom he didn’t support in 2018.

Donny O’Connor, a Centennial resident who served in Vietnam, wasn’t familiar with Crow relating his own military experience to the situation surrounding Ukrainian aid, but he waxed skeptical of the argumentative strategy.

O’Connor, 74, believes Trump wanted to make people aware of potential improprieties surrounding Biden’s son, who served on the board of an energy company in Ukraine.

O’Connor doesn’t think the president wanted to use information against anyone.

And “if it’s true that he withheld some money, I’m not sure he withheld it long enough to make any difference,” O’Connor said.

In Highlands Ranch, Vietnam veteran Ray Ross said he supports Crow and that tying in his own military experience in discussing Ukraine “really struck home with me.”

Ross, 71, said he has had conversations with some who believe the president pushed for investigations out of concern for corruption in Ukraine. He disagrees and said Trump violated the law by delaying the funding.

“I worked in the government my whole adult life, and no one would ever survive — they’d be booted out — for doing the things he’s doing” in terms of defying standard procedures, said Ross, who said he worked at the county, state and federal levels.

During a Jan. 21 debate on the ground rules of the impeachment trial, Crow invoked his military service.

“Although some years have passed since that time, there are still some memories that are seared in my brain. One of those memories was scavenging scrap metal on the streets of Baghdad in the summer of 2003 that we had to bolt onto the side

of our trucks because we had no armor to protect us against roadside bombs,” Crow said. “So when we talk about troops not getting the equipment they need when they need it, it’s personal to me.”

As House, the Brighton Republican, gears up in hopes of running for the 6th District seat this fall, he argues that a single package of aid being held up temporarily isn’t a problem.

“I thought it was really out of context,” House said.

Ross felt the impeachment process was necessary and was proud of Crow, he said.

Ciruli, the pollster, noted that Crow garnered much media coverage. “He was seen,” Ciruli said. “It’s both good for him and, in a way, good for Colorado.”

Wait and see Crow’s prosecution of the president is likely to draw the Democrat more negative attention, Ciruli said.

But “the tradeoff to him was more than worth it,” said Ciruli, adding that the Republican base in Crow’s district has diminished in recent years. And “the tradeoff is worth it, frankly, with unaffiliateds.”

Although approval of Trump among voters in Crow’s district is likely “upside-down” — lower than Trump’s disapproval — the president has seen a recent uptick in support nationally, said Dick Wadhams, political strategist and a former chair of the Colorado Republican Party.

Wadhams argued the impeachment process “backfired on the Democrats” but also pointed to the health of the economy as factors that explain Trump’s bump.

“I think it’s conceivable that Trump is in a better position in the 6th Congressional District than he was in 2018, but we have no numbers to show that yet,” Wadhams said.

House generally doesn’t like to campaign negatively and said he’s met Crow and had civil conversations. He wants to keep focus on Trump’s economy, feeling it’s a winning strategy with voters.

“I want to focus on the economic possibilities,” House said.

In Arapahoe County, 911 emergency dispatchers will now be classified as first responders, giving them the same status as police, fire and emergency medical personnel.

The new classification gives dispatchers the opportunity for better pay and mental health benefits that

were not available to them before because the jobs were considered administrative instead of life saving. The move was supported by the Arapahoe Board of County Commissioners and the Arapahoe County Sheriff ’s Office.

“We’ve always considered our dispatchers as the first, first responders,” Arapahoe County Sheriff Tyler Brown said in a news release. “They are the calm voice in chaos, the guiding light for deputies, and the lifeline that can provide life-saving instructions over the phone. Without them, our deputies couldn’t do their jobs.”

Arapahoe County is the second county in Colorado after Pitkin

County to classify telecommunicators as first responders.

“The Arapahoe County Board of County Commissioners is pleased to support this new classification for 911 emergency dispatchers,” the board said in a joint statement. “Given the vital and stressful work these dedicated professionals do every day, and the critical role they play in responding to life-and-death situations, it’s only fitting that they should have access to similar benefits as other first responders.”

Members of Congress introduced the 911 SAVES Act in 2019 that, if passed, would give the nation’s 100,000

public safety communicators more resource and benefits. In September, a new law took effect in Texas that raised the status of dispatchers to first responders and gave them more benefits and training.

In 2019, dispatchers managed 317,810 calls and 911 texts. In 2018, they managed 323,000 calls. Arapahoe County Sheriff ’s Office dispatchers provide service for unincorporated areas of Arapahoe County and Bennett, Bow Mar, Centennial, Cherry Hills Village, Cherry Creek State Park, Columbine Valley, Deer Trail, Foxfield, Sheridan, South Suburban Parks and Recreation District and specialized task forces.

Columbine Valley mayor chosen newest state rep Richard Champion says he’s ready to push back against Democrats

Columbine Valley Mayor Richard Champion was selected as Colorado’s newest state lawmaker on Feb. 8, and he says he’s ready to push back against Democrats at the Capitol and fight to hold on to the seat.

“I will enjoy being your representative, and I can’t wait to start going after the bad guys in November,” Champion told a Republican Party vacancy committee.

Champion was selected by a committee consisting of precinct captains in House District 38, which covers much of Littleton, west Centennial, Bow Mar, Columbine Valley and parts of unincorporated Jefferson County.

The vacancy arose when Susan Beckman, who was reelected to the seat in 2018, stepped down in January to become the new regional director for the federal Department of Health and Human Services.

Champion took 38 of the committee’s 55 votes, while Arapahoe County Republican Party vice chair Brenda Stokes, a former Littleton City Council candidate, took 17.

Champion’s opponent for the House seat, Stokes, cited her long career in project management and consulting as giving her a window into how laws affect business and life.

Stokes recalled growing up one of nine children of a widowed mother in New Mexico, whom she said never

took government assistance.

“My mom taught me five important values,” Stokes said. “Follow God’s lead, never be a victim, never give up, always do what’s right and never depend on the government for assistance.”

Champion won’t have much time to get comfortable in his new role before election season. Beckman won reelection by just 374 votes in 2018, a year that also saw incumbent Republicans ousted in Arapahoe County offices.

Democrats hold majorities in the state House and Senate.

The demographics of the district are changing, said Kathleen Conti, an Arapahoe County commissioner who represents the Littleton area, claiming Democrats from Denver and California are moving in.

“Stand with me and as we talk to our friends about why these Democratic values don’t work,” Conti said. “The Democrats are more than motivated to turn around HD38 once again. We’ve got to pick up the energy.”

The current Democratic frontrunner for the seat, David Ortiz, has already raised nearly $34,000, according to state records.

Colin Larson, a Republican who represents House District 22 in Jefferson County, said the stakes are high.

“We are up against a sophisticated, ruthless machine,” Larson said. “The Democrats are smart, organized, and agenda-driven. (House District 38) is absolutely at the top of their hit list.”

‘He loved our community’

For decades, reporter told Englewood’s stories through words and photographs

Tom Munds captured high school football games on camera. He dutifully took notes at virtually every city council meeting in his time. He put a spotlight on community events.

He wrote stories other media outlets didn’t care to tell.

For several decades, if it happened in Englewood, Munds was there.

Munds’ passion for the city and its people was evident to Englewood Mayor Linda Olson, who met the Denver resident a decade ago when she first ran for city council.

“He loved our community, even though he didn’t live in it,” Olson said.

“He really liked Englewood, liked our kids, cared about our athletics and our schools. I think that’s kind of unusual to have that depth of care for the community even when you don’t live in it.”

In his heart, Englewood was home for Munds, who died Feb. 6 after a battle with cancer. He was 82.

Munds’ career covering Denver-area communities spanned more than 40 years — most of them spent with his ear to the ground in Englewood — and he loved that city just as much as it came to love him back.

“There are communities, people I met, that if I don’t live next door to you, I wouldn’t know your name,” Munds said in his final weeks. “Englewood is like an old-fashioned community where — not everybody, but particularly the older families — they have that neighborly thing. A lot of them know each other’s name.”

REMEMBERING TOM MUNDS A memorial service for Tom Munds is expected to take place at Fort Logan National Cemetery, 4400 W. Kenyon Ave., in Denver, likely in May, but plans are still being solidified.

Charitable donations in memory of Munds can be made to the nonprofit Casa Unida Foundation, which works with people in Nicaragua to mitigate poverty in that country. Munds went on several mission trips there through Casa Unida.

Randy Penn, a former Englewood mayor who coached sports at Englewood High School for decades, admired Munds’ relentlessly personal touch as a reporter.

“He makes a personal effort to get to know all of our kids and find out what their stories and their lives are about — not just the athletics,” Penn, who knew Munds as a friend, said in 2004.

Today, memories of Munds are still fresh around the city.

Joe Jefferson, another former mayor and lifelong Englewood resident, remembers as a youth watching Munds in his mother’s Chinese restaurant — Twin Dragon on South Broadway — taking photos and snagging quotes in the crowd at Chinese New Year events.

“It made it feel like a smaller town,” said Jefferson, Englewood’s municipal judge. “I realized he made us feel a little bit special and part of the community, and I realize we weren’t the only ones he made feel that way.”

‘Banner years’ Munds was born and raised in Portsmouth, Virginia, where a strained family dynamic with his father led his mother to move with Munds to Miami, where his half-sister lived, in his teen-

Tom Munds was a “hands-on” reporter. age years. He graduated in 1955 from Miami Senior High School and almost immediately enlisted in the U.S. Air Force, with dreams of becoming a pilot.

Munds ended up going to military tech school in Mississippi, eventually listening to Russian radio transmissions in Morse code and copying them in Alaska.

He spent 21 years in the Air Force, including service in the Vietnam War. He eventually landed as a public information officer at Lowry Air Force Base in Denver, writing for the base’s newspaper and freelancing for the Sentinel newspaper chain.

He retired from the service in late 1976 and went on to complete his journalism degree at Metropolitan State University of Denver.

In 1977, the Sentinel chain hired him to report on and take photos of high

school sports at nine schools, including Englewood High. The beat was eventually pared down to schools in Englewood and neighboring Littleton.

In 1986, he was assigned to cover the entire community of Englewood, which he did for the next 30-plus years.

He spent most of that time working for the Englewood Herald. His articles appeared on the pages of the Herald and sister papers as recently as spring 2019.

“It was so much fun,” Munds said in January. “My years with the paper were banner years for me.”

Chris Rotar, managing editor of Colorado Community Media, which owns the Herald, worked with Munds for 12 years.

“To many people in the community, Tom was the Englewood Herald,” Rotar said. “But Tom was more than an old-school newspaper reporter. He was a humanitarian, a historian, a father and a friend.”

‘Heart was full’ Munds loved reminiscing about his wife, Alva, who died on Feb. 3, 2011.

He met her in May 1958 on a Greyhound bus as a young Air Force Airman First Class, when she climbed aboard as a group of rowdy men also walked on. She asked if she could sit with Munds.

“I found out that her grandma lived two blocks from my grandma in Portsmouth — we knew all kinds of people that each other knew,” Munds said in January.

They were engaged 10 days later, and married on Aug. 18 of that year in Mobile, Alabama.

“We were married 53 years until she passed away,” Munds said. ‘’She was a marvelous woman.”

MUNDS Martha and Thomas. Martha Munds died about a decade ago. Gayle Munds remained a close presence in her father’s life and remembers his playful side: When she was young, her father dressed up as Santa Claus, and she and her siblings didn’t know it was him. His wife kissed Santa, which shocked the kids — and Munds and his wife laughed about it all.

“It was a loving home,” Gayle Munds, 60, said. “Whenever I got in trouble or needed help, he was there.”

She went with her father on trips to Nicaragua, where Munds traveled for mission trips through the nonprofit Casa Unida Foundation, helping to build a school and giving away gifts such as wooden toys and baseball gloves.

“A kid in Nicaragua, that was the first personal toy that was his — he was 6 years old ...,” Munds said.

“When that little boy stood against the wall crying because that’s the first toy he had ever owned personally, my heart was full.”

Even near the end of his life, he still planned to give back.

“Lord willing ... I want to see if there’s a way I can continue to help others in some small way,” Munds said.

“We almost instantly became friends,” Penn said. “We went out and ate together, and he traveled with us on the (football) team bus and sometimes the track bus.”

Munds became such a fixture in EHS sports that he’d chat with Penn about strategy before games and would go out to eat with the team afterward — he even rode with the team to faraway parts of the state such as Alamosa and Palisade, and he’d chat with the kids.

Munds also covered Penn in a different role, as a watchdog reporting on the Englewood City Council. Munds’ personal approach allowed him to get closer to the story.

“He’d call sometimes (after council meetings) and find out who are some of my contacts to talk to, why I chose the way I did, what were some of the big points and where the direction of the council was leading,” Penn, mayor from 2011-15, said.

Munds sat in the council chambers so often that he came to be known as the “eighth member of council,” with the seven-member body jokingly referring questions to him during meetings.

“Because he was there every single night without fail, we’d sometimes turn to him and say, ‘Do you remember that, Tom? We can’t remember — do you remember?’ “ laughed Olson, who lauded Munds as “a real handson kind of journalist.”

answer: “Mean, grouchy and hard to get along with. Same as usual.”

Truth is, he did not have any problems making friends.

Colorado Community Media arts and entertainment columnist Sonya Ellingboe counted Munds as a friend since the Littleton Independent and Englewood Herald became part of the same company in the 1990s, said Ellingboe, who traded personal stories with Munds.

“His stories ranged from early military days and his marriage and kids to what was happening now on our beats,” Ellingboe said. “He was a wealth of knowledge on local history and politics and seemed to know everyone related and so enjoyed tracking after the latest bits of information about the community he really loved.”

Behind the scenes, Munds simply was “a good man with a good heart,” said Jerry Healey, Colorado Community Media’s publisher, who knew Munds for about 30 years.

“His late wife, Alva, baked our daughter’s first birthday cake,” he said. “He was always bringing in homemade chocolates that he and Alva had made. And he always had a hug and a smile ready.”

Always looking for the next adventure, Munds talked about getting on the phone to do some reporting even as he lay recently in hospice, said Ann Healey, who has served as an editor and columnist for CCM. “Despite the battle against the illnesses of the past few years,” she said, “his energy, joy and excitement for life — and people — never waned.

We should all live like Tom.” Munds shared stories even in his final weeks: The time he took more than 1,000 photos on safari in Africa, marveling at the wildlife. Chronicling the demolition of Cinderella City, the massive indoor mall that closed an economic chapter in Englewood history with its fall in the late 1990s.

“I’d like to go to the Englewood Tavern and see people that I knew,” Munds said in January.

Showing love News of Munds’ passing drew dozens of comments and at least 100 shares on Facebook of a CCM profile on Munds published in his final days — and community members shared their stories.

“He did an article on us back in the early ’90s with our boyscout troop,” one comment read.

“This man interviewed me numerous times in high school; he was a class act,” a post read.

“He was a part of Englewood, no event felt right unless he was there.

He definitely left his mark,” said another post, echoing the sentiments of others.

Munds loved reminiscing about his favorite Englewood restaurants, the big high school sports games and the tougher stories — but perhaps above all, the familiar faces.

He recently expressed his gratitude for being a member of the community.

“Tell the people of Englewood,” Munds said, “that I love them.”

John Castillo, father of Kendrick, said the plea deal may have minimized some of the family’s pain because they will not have to endure two trials. “Made life a little bit easier on families,� Castillo said. “So, we can move on to the other perpetrator.�

The family is now mentally preparing for the trial of Devon Erickson, who was 18 at the time of the attack. Erickson is accused of helping

McKinney carry out the shooting and pleaded not guilty to 43 felony charges in January.

Eighteenth Judicial District Attorney George Brauchler said the plea deal inched victims closer to receiving justice. “I’m satisfied with the direction this portion of the case has taken,�

Brauchler said.

He noted the sentencing range is wide and discussed a program that could parole McKinney sooner than 40 years.

By state statute, juveniles sentenced to anything can apply for a three-year program in the Department of Corrections that would allow them to be paroled at 20 to 25

years. The program could be available to McKinney even if he receives the maximum sentence, Brauchler said.

McKinney’s last appearance was a reverse-transfer hearing spanning roughly one week. Attorneys sought to transfer his case back to juvenile court, which could have changed the type of sentence he received if convicted.

McKinney’s mother offered four hours of testimony about his childhood, describing years of abuse.

Douglas County Sheriff Tony Spurlock said the plea deal brought some closure for victims but also brought up painful emotions. Momentum is game changer for success

shift in momentum is usually extremely palpable.

Sometimes the momentum swings in our favor, and sometimes it feels like we have lost it, and lost it quickly. In both cases, we know exactly when it happened.

And when momentum does shift, we feel it. I mean it’s either this WINNING massive surge of WORDS energy, or it feels like a gut punch.

Here’s what I have learned about momentum, it’s tied to our effort and our attitude. Momentum is a success game changer and the good Michael Norton news is that we are the ones who can have the greatest impact on that momentum when it comes to our success.

In business, especially when I am working with or speaking with highly motivated and super successful selling professionals, I often hear stories of how they move from winning one opportunity right into winning their next one. Even if

they had been in a bit of a slump previously, as soon as they get one or two new wins, the momentum energizes them, and they continue to pursue their next opportunity with even more excitement and greater enthusiasm.

A winning attitude, fueled by a belief system of success begets success, has propelled many salespeople and businesses to meet and exceed their goals.

In our personal lives, as we pursue our individual goals, momentum plays a huge role for us too. Whatever goal or dream we are working toward, once we start meeting with a little bit of success, oftentimes we tend to ramp up and amp up our effort and allow our positive and winning attitude to drive us forward.

In sports, sometimes it seems as if all the momentum is going in one team’s direction. And then, suddenly, a freak play happens and there is a shift or change in momentum.

One minute it looks like the team will move on to an easy win, and before they know it, they are the team trying to make a comeback or

Wait must end for statewide transportation solution

ransportation infrastructure is an essential ingredient to the quality of life in our state.

We require safe, accessible roads and bridges to drive our kids to school, commute to work, to move products and food to our stores, and to access the recreational amenities that make Colorado one of the best places to live, work and raise a family.

And yet our transportation infrastructure is literally crumbling around us. According to one recent study, 70% of the roads in Colorado are rated “poor or mediocre and over 500 bridges around the state are rated as structurally deficient.” This deteriorating state of our infrastructure is no longer an abstract concept but has become a real kitchen table issue for our residents in Centennial and around the state. According to a 2018 study conducted by TRIP, a national

transportation research nonprofit, “the average Colorado motorist will lose $2,306 per year to car repairs and to time lost in traffic GUEST congestion.” That is real money impactCOLUMN ing the quality of life for all Coloradoans.

John Jones Centennial Bill would help families I am an early learning education specialist with more than 30 years of experience. I am also a Save the Children Action Network (SCAN) volunteer. In these roles, I witness the importance of early childhood education and care. I also see how many families in our state cannot find quality, affordable child care for their babies and children.

This is why I testified recently before the Colorado General Assembly’s House Education Committee in favor of Supports for Early Childhood Educator Workforce bill (HB20-1053). This bill sets out to help bring more early education professionals into early learning settings. It makes becoming a qualified, credentialed early education professional possible for more people interested in this field.

Currently, 51% of Coloradans live in a child care desert. They cannot find quality care for their children.

This is not good for parents who must work, or for children who can benefit from structured child care and early education.

Testifying before the House Education Committee was a positive experience for me. I was able to interact with state legislators, Republicans and Democrats alike, who are making an effort to develop and support legislation that helps families and children in Colorado.

HB20-1053 is an important step toward developing child care options that work for families, and help children get the right start in life. I hope to see the full General Assembly vote to advance the Support for Early Childhood Educator Workforce bill this legislative session.

Together we are assessing the feasibility of an Intelligent Transportation System (ITS) made up of traffic vehicle sensors, signal controllers and a central management system that can track changing traffic patterns in real time and make modifications when needed. Although the project is still in its early stages, we are seeing very positive results that we believe will go a long way toward substantially reducing congestion in our communities.

While it is contingent upon every local government across the state to do their part to improve our road conditions, we must also be committed to a comprehensive statewide solution to solve our infrastructure challenges — not just here in metro Denver but throughout Colorado.

But in order resolve the gridlock that is clogging our city streets we

must first eliminate it from our political discourse that is at the core of our difficulties.

The State of Colorado could learn from the common-sense approach of municipalities like Centennial and countless others that have invested in innovative solutions or identified new funding sources to help support transportation improvements at the local level.

Our state has not raised the gas tax since 1991 and we simply do not have the resources to maintain our current transportation system without a new dedicated source of revenue.

Moreover, Colorado’s population is expected to grow by a million people over the next 10 years — adding further congestion and wear and tear to our streets and highways. The time to act is now.

Environmental benefit, vintage popularity boost interest in thrift stores

rvada resident Eddie Marin has a passion for finding vintage items, and he shops at thrift stores at least twice a week. He looks for vintage sports T-shirts, old VHS tapes, hats, sweaters and more. Marin has found Star Wars lunchboxes from 1980, original Wheaties cereal boxes that feature Michael Jordan and vintage golf cleats from the early 1990s.

He’ll keep some of the items he’ll find at thrift stores, usually Denver Nuggets and Jordan apparel, or he’ll sell them at ThriftCon, a vintage clothing and collectible convention that takes places in Denver.

“Every vintage T-shirt or piece of clothing is unique. Nowadays, everyone uses the same designs and same material for their items,” said Marin.

“Everything (from) back in the day feels much better, I think.”

Marin’s passion for vintage apparel and items is an example of why thrift stores have become more popular, according to Elena Karpova, a professor at the University of North Carolina at Greensboro’s Department of Consumer, Apparel and Retail Studies.

apparel being trendy, Karpova says there’s another drive for interest in thrift stores — helping the environment.

“You continuously hear about climate change and people realize, in my opinion, that we should do something about it. While few of us are able to make big sweeping changes in regulations, all of us as consumers and citizens can do some small changes in our daily lives that will help us to be more sustainable,” said Karpova. “Food and clothing are things we use daily. We can make a big impact and people realize that more and more.”

Social media has charged consumers to purchase new and cool trendy items, Karpova says in the book she helped co-author “Going Global: The Textile and Apparel Industry.” The demand for those items has led to fast fashion — cheap clothing made by

mass-market retailers responding to what is trendy. Think of stores like H&M, Forever 21 and others.

The result of fast fashion leads to clothing becoming disposable like plastic bags, plastic utensils and paper plates, and according to the Ellen MacArthur Foundation, a charity that works to accelerate the transition to a circular economy, one garbage truck of clothes is burned or landfilled every second.

“What is fashionable? Our perception has to change,” said Karpova. “If being sustainable and environmentally friendly becomes fashionable, it will completely change the consumption patterns. Just shopping secondhand isn’t going to solve it, but if I’m not buying new and I’m buying secondhand instead, I prevent clothing from going to the landfill.”

Thrifting to connect and make a difference You never know what you’re going to find at a thrift store. At Treasure Trunk Community Thrift Store in Wheat Ridge, which supports the human-services organization Family Tree, a pair of vintage handmade spurs came in this month, according to Rebekah Hawthorne, the store’s manager. The spurs were made in Colorado and featured a woman’s leg, complete with crosshatched fishnets.

Treasure Trunk Community Thrift Store put the spurs for sale on eBay, and they sold for $500.

“Beyond the benefits of reducing

and reusing, being involved in your local thrift store is a great way to connect with your community. Donating items you no longer need is a very direct way to help your neighbors and frees up your space in a positive way,” said Hawthorne. “Plus, it’s fun to see your stuff get new homes.”

Becky Watson, manager of Global Thrift in Arvada, says she sees familiar faces walk through the store’s doors regularly, making the location more personal.

“It’s their own community thrift store, and that’s kind of special,” said Watson. Global Thrift is operated by volunteers and benefits Global Refuge, an organization that carries out international projects for refugees.

“When it’s a thrift store that has a mission behind it, the community comes together, and it becomes a special place for the community as well,” she said.

Watson said she has seen books, tools, records, furniture, purses, toys and more come through Global Thrift.

Instruments like guitars, organs and pianos have also been donated to the store.

“It’s always interesting when you have someone’s personal things. I think a lot of people are trying to simply their life and their spending as well,” said Watson. “(People) realize you don’t always have to buy a brandnew item when you can buy something at a lower cost. It’s reusing and being wise with your finances.”

His wife, violinist Nadia Hill, also

teaches at the studio and performs.

They are able to contemplate buying a house, with a business established.

Both perform locally much of the time.

They plan a summer festival, “Mountain Area Chamber Music,” in Evergreen for young string players and singers and will probably rent a school to teach in. “It will cost $300 for the week and we’ll pay the teachers,” Hoffman said — probably in late June — the date is not firm yet.

The Guild, founded in 1965 with the objective of encouraging and supporting young singers, ages 23-32, offers a step up as they launch into professional careers. Available money comes from an annual fundraising gala (on June 4 at Mile Hi Church this year) as well as ongoing events, such as a sale of member-donated jewelry. Thousands still waiting for disability program DD Medicaid waiver program doesn’t hit 2020 goal, but advocates welcome progress

Like most people in their 20s, Brennan Froehlke wants to move out of his parents’ house and share a place with friends.

His parents, Margaret and Bob Froehlke, have been meticulously planning for the day for more than 12 years. That’s how long ago they signed up for a developmental and intellectual disabilities program — called the DD Medicaid waiver — that would provide 26-year-old Brennan, who has Down syndrome and autism, with 24/7 care and would enable him to live with the support he needs outside the family home.

“We have worked hard to make a plan for Brennan, but we can’t act on it until we get the waiver,” said Margaret Froehlke, Brennan’s mother and primary caregiver. “We can’t set a timeframe or goal. We have no answers, and we don’t know if we are planning for a pipe dream. It’s very frustrating.” “… I haven’t lost hope. I know a lot of families have, maybe I should, too,” she added. “But I believe that the state is going to come through because it’s the right thing to do.”

Six years ago, Colorado lawmakers set 2020 as the year the state would clear the waitlists for all Medicaid waiver programs for people with disabilities. That didn’t happen.

In 2014, when lawmakers crafted the plan, analysts predicted it would cost $190 million per year for five years to end the waiting. The legislation, however, did not come with automatic funding. At the time, a combined 10,862 children and adults were wait-

Today, there are still 4,213 people waiting for a waiver — 2,895 of them for the DD Medicaid waiver, the most intensive program for adults.

Average wait falls to eight years The average wait time is now eight years for that waiver — down from 15 in 2014, when the law was passed.

The number of people waiting for the waiver almost doubled in the same period, to 2,895 people from 1,454.

But, in good news, as the waitlist has grown, so has the number of adults enrolled in the program. Today, 6,029 individuals with developmental or intellectual disabilities receive the DD waiver, up from 4,848 six years ago.

“The developmental disabilities waiver, because it is so comprehensive in terms of providing residential support, is especially important in terms of providing families with the security that their loved one will be cared for into the indefinite future,” said Ellen Jensby, public policy director for the disabilities advocacy group Alliance Colorado.

The adult, round-the-clock program is the most expensive of all the waiver programs, with an expected cost of $507 million this fiscal year.

“The DD waitlist is an issue that’s been a problem for a very long time.

It’s the most fundamental service the state should provide for our most vulnerable population,” said Rep. Alec Garnett, D-Denver, who helped draft the bill in 2014.

“The (Joint Budget Committee) has shown a willingness to dig in to put a pact in place to address this issue. I’m

hopeful that we will get to a place this year to make it happen.”

It would cost $315 million to eliminate the DD waiver waitlist within six years, by 2026, according to a recent presentation to lawmakers by the Colorado Department of Health Care Policy and Financing. The department’s budget request for next year includes a $35 million increase in program funding, in part so people with the most severe needs can continue to jump to the head of the line.

“This has been a longstanding priority for the disability community in Colorado, going back to 2008, but even earlier than that,” said Josh Rael, executive director of Alliance Colorado.

“I hope that this is the year.”

Service reach grows, and so does waitlist Every year, the state Department of Health Care Policy and Financing reports the progress it has made in decreasing the waitlist for the DD Medicaid waiver, which is funded by state and federal dollars.

This year, more than 400 people — almost all wearing blue shirts with the words “End the Wait” printed on the back — packed into a crowded committee room to listen and give testimony about the status of the waitlist.

Brennan Froehlke was one of those who testified, along with his parents.

When he started talking, his mother said, people started listening.

“I don’t understand why that doesn’t translate to finding the money to support this. We pay taxes to support the most vulnerable among us,” she said.

“We are supposed to look after each other. This shouldn’t be a political problem.”

Since 2014, Colorado has cleared the waitlist for four waiver programs. The two that still have waitlists are the DD waiver and the family supportive services waiver, for parents raising children with disabilities.

The Medicaid waiver programs, part of a national effort beginning in the 1970s and 1980s to serve people with

disabilities within the community instead of institutions, are called “waivers” because people are eligible for Medicaid funding to live in a hospital or facility but would rather live in the community.

About 86% of those waiting for the DD waiver are receiving services through one of the other Medicaid programs, most often a program called supportive-living services, which includes personal care, transportation and life skills training, and costs on average about $17,000 per year per person. That compares with $79,500 per year for people in the adult developmental disability program, which includes 24/7 care in a group home or a family home.

Brennan Froehlke currently receives the supportive-living services waiver, which helps pay for his day programs at the Wellspring Community in Castle Rock.

“A lot of families have not made plans for their loved ones because of the uncertainty of the DD waiver as a resource,” said Margaret Froehlke.

“And it’s hard to think of not having the resources our adult children will need well beyond our lifetime. It’s really hard, and I can’t imagine what it would be like with just one parent.”

Program sees more signups as list moves One reason the waitlist has grown is because more people have signed up for it after realizing the list has actually been moving, unlike in past years when Coloradans were told the wait was decades long, said Bonnie Silva, director of the Office of Community Living at the Colorado Department of Health Care Policy and Financing, which includes the Medicaid program.

tality for people and their families.

“What has historically happened is that as soon as a child is identified as having an intellectual or developmental disability, families are encouraged to put them on the waiting list, so that a decade down the road or however long, they can be closer to the top of the list to get one of the waivers once they reach adulthood,” Jensby said.

Some recent changes to the waitlist aim to make the process more equitable, and meet the needs of the most vulnerable individuals first.

The department used to let new people in the program just once a year.

Now, thanks to better budget forecasting, a new person is added when someone in the program dies or moves away. The department also set new rules to allow individuals to skip to the front of the line.

Children who are in the most intense program, with in-home support services, instantly move into the adult program when they turn 18. In the past, those children had to join a waiting list that was years or decades long.

Others who can jump to the front of the line include children with disabilities who age out of the foster care system at 18 and people who otherwise would face homelessness. The department can also authorize immediate enrollment for adults whose parents are growing too old to care for them.

Before the rule changes, Colorado didn’t “have a way to be responsive to this crisis until it was full-blown,” said Silva, with the Medicaid program.

The waitlist of 2,895 does not even include everyone who is eligible. The department keeps what state officials call a “safety-net list,” which now has 4,221 names of those who are eligible for the program but are not yet on the waitlist.

“The 2,895 number is not the entire landscape of people who need those services,” Silva said.

Program needs more money, providers Rep. Daneya Esgar, a Democrat from Pueblo who is chair of the Joint Budget Committee, said lawmakers are drafting a bill to address the waitlist.

She was not ready to give specifics.

“In 2014, the legislature asked the state to come up with a plan to move people off the waiting list,” Esgar said in an email. “Our bill is following through on that promise.”

Finding workers is challenge for program She says the bill, which she expects to be introduced in late February or

early March, will also look to increase the pay for the service providers who provide in-home care or operate group homes for people with disabilities and are paid by Medicaid. Part of the reason the waitlist is so long is that there aren’t enough providers.

For years, providers have complained about low reimbursement from Medicaid. The state has invested $65 million in the past five years to boost those rates.

Minimum wage increases and inflation have made it harder for Medicaid providers to recruit and retain employees, said Jensby, of Alliance.

“Our members compete with the same employment pool as fast-food restaurants or other minimum-wage employers, but the job duties of these direct-support professionals are so much more complex and come with a much higher degree of responsibilities. They are literally protecting the health and welfare and life of the person they serve,” Jensby said.

Any plan to eliminate the waiting list should come with pay increases for workers in the disability community, she said.

It’s hard for Margaret Froehlke, 61, to imagine the day when Brennan finally receives the waiver that would allow him to live on his own. She said she feels conflicted. But she knows that she and her husband won’t be alive to take care of their son forever.

“I want to know that Brennan will be in a stable and healthy living situation when we are gone,” she said. “But it’s going to be very hard … to not have him with me. It will be hard, but it will be an absolute relief.”

Arapahoe County residents and business owners can make their voices heard by serving on one of many county boards and committees.

To qualify for one of these posts, applicants must be either a resident or a business owner of real property in Arapahoe County. Additional requirements depend on specific committees’ needs. These positions are appointed by the Arapahoe County Board of Commissioners.

own plan for how we will respond when something or someone attacks our momentum. That’s where our effort and our attitude must work together. When the shift in momentum seems to be going against us, one or the other will suffer first. Sometimes it’s our effort, we just give up and give in a little. And before we know it, our poor effort drags our positive attitude down with it. And other times it’s our attitude, and as soon as that happens, our effort slows and eventually stops.

egan Deevy has been busy before the Colorado state swim meet.

Deevy, a breaststroke swimmer and sprint freestyler, is one of the senior captains for the Heritage swimming team, which will be competing in the Class 5A state swimming championship meet on Feb. 13 and 14.

“It is the biggest meet of the year,” said Deevy. “The week before state we did an activity every day after school, on Sunday we had a breakfast and it just was getting everybody encouraged. We also tapered the week before, so practices weren’t as hard so we are better rested.

“We feel real good. We were ranked third in the state, which was real encouraging.

I’m excited for that. This team is real special because we all have a special bond. We’re really close and we’ve been close since my freshman year. My best friends are swimming.”

Kara Lynn Joyce. She was an Olympian in the 50 free and I actually met her once and she gave me tips on my stroke when I was younger.

What or who motivates you most to excel in swimming?

My coach, my parents and my teammates. Even though swimming is an individual sport, I want to swim for other people.

What is your favorite class in school and why?

AP environmental science and just science in general too.

I want to study environmental science in college and it has really opened my eyes like we could really have a healthy environment.

What do you like to do away from swimming and school?

I am a big hiker so I like to hike a lot and like a lot of outdoor activities.

What are your plans after high school?

I will be swimming in college but I have not decided on a college yet. I’ve looked at DI, DII and DIII schools. I plan on swimming somewhere in California. I want to study environmental science and marine biology.

What is your favorite TV show?

“Friends.” Whatever type of mood you are in, you can find an episode to cheer you up. It is a really funny show as well.

I like to watch it before I go to bed because it is a happy show.

It’s an agreement that Nonemacher made with his Englewood boys basketball team and it appears that he might have to let his players shave his head.

Some of us are losing hair without having it shaved off, but at least Nonemacher will be able to regrow hair.

“We have a bet OVERTIME with the team if we get to 13 wins, they can shave my head,” explained Nonemacher. “I thought at the beginning of the year we could get to 13.

We don’t have Jim Benton too much further to go on that one. These guys are tough. These guys have a winning mentality.”

Englewood defeated Alameda 88-64 to raise this season’s record to 11-2 on Feb. 4 and as of press time, had a game scheduled against Arvada on Feb. 7. Barring a schedule change due to weather, the Pirates’ regular season finale was set for Feb. 13 against Fort Morgan.

The 3A/4A Colorado 8 League tournament starts on Feb. 18.

“After the season, I will take some time to enjoy the wins but right now it’s just how can we maximize what we do right now,” said Nonemacher. “We’re hungry and we want to stay hungry. We can get that number.

“We can score. We like to play fast and we like to have fun.

We give up too many points but that is a lot like we want to play.

We want to score about 70 each game and see what happens after that.”

The 11 wins ties with the 2010-11 and the 2007-08 teams for the most wins in a season since the 2000-01 squad won 16 games.

Junior Nate Gravagno, the team’s leading scorer with an average of 17 points per game, had his sights set on more wins than last season, but because of Nonemacher’s challenge he has raised his expectations.

“At the beginning of the year my goal was just to get 12 wins,” said Gravagno.

ACC faculty member honored for teaching with technology STAFF REPORT

An economics faculty member at Arapahoe Community College is the recipient of the 2020 Jerome Wartgow Teaching with Technology Award from the Colorado Community College System.

Joan Anderssen, who also was named the 2019 eLearning Educator of the Year by the eLearning Consortium of Colorado, has presented at economics and technology conferences throughout her career, including the American Economic Association Teaching Conference.

Criteria for the award includes positive impact on student learning, innovative use or adaptation of technology and contribution to the

campus academic unit and overall campus goals to enhance teaching and learning with technology.

The focus of the award is on the teaching and learning process, with technology incorporated as an effective tool to stimulate, enhance or expand the learning experience for students. The award recognizes one full-time faculty member from across all 13 CCCS institutions.

Anderssen earned her bachelor’s degree from Carleton College, her MBA in finance from the University of Denver and attended the CU Graduate School of Banking. She will receive a $500 cash award, as well as recognition at the 2020 CCCS Employee Recognition Ceremony on March 11 at the Governor’s Mansion.
