MY NAME IS worked at the Sports Information Department … I’d do hockey stats, deliver press releases, drop off releases at both papers — the Rocky and Denver Post.

I thought I’d apply to University of Northern Colorado’s sports information director job (but they had hired someone else).

The Rocky, that was my first reporting job. They sent me everywhere.

I went to cover the Nuggets vs.

Detroit at the McNichols arena. It was just another game, I was told. It went triple overtime. It was the highestscoring game in NBA history … You never know what you’re getting into.

I was at the Super Bowl in Miami, just doing what’s left over. It was Denver and Atlanta. The Monday-afterSuper-Bowl press conference, that’s when John Elway officially came out and said he’s retiring. You’ve always got to be prepared.

Backyard dreams I worked at Rocky Mountain News 41 years. I always say, “If you’ve got to go to work, you might as well go to a game.”

I got into writing in the Lincoln Log — the (Denver) Lincoln High School paper — and I’ve been doing it ever since … The old neighborhood paper, Barnum News, I wrote a few stories for them.

I’d like to say I played everything — I did in the back yard. I played baseball for two years in high school and youth baseball, too, before then.

I can remember clipping box scores out of the paper and going out in the back yard, pretending like I was an announcer.

I worked at the Clarion newspaper at the University of Denver. I’ve sort of always been in the business.

School sports over decades It has a changed a lot because high school kids follow other major sports in town … best thing is, they are more under control at least in high school — you don’t get the celebrating in the end zone. Athletically, with these Colorado Community Media spotlights — you say, “Are you in high school?”

They look older. They’re much more athletic.

In the old days, 200 pounds was a big offensive lineman — now, you can’t be — 280-290 is what it is today. You used to be able to show up and be on the team.

Set on sports reporting Boy, if there was any other dream I had, I couldn’t tell you. If that Rocky job hadn’t come up, I don’t know what I would have done. I just knew it’d be something like that or in sports information.

LPS to pull cash from savings as budget cuts loom Faced with $4.2 million shortfall, school district to cut 17 positions

Facing a $4.2 million budget cut, Littleton Public Schools will pull $1 million out of its savings to help soften the blow, the board of education decided unanimously Jan. 16.

The move comes as LPS looks to cut 17 positions across the district, through a combination of layoffs, retirements and canceling unfilled positions.

The one-time cash infusion will help extend several staff positions for one more school year, and maintain a fund that helps offset staff cuts, said Superintendent Brian Ewert.

“The cuts will be painful no matter what,” Ewert said at the meeting. “This is about how to make the most impact to our system Ewert during this difficult time.”

The district may go before voters this fall to ask for a mill levy override, said board chair Jack Reutzel, though Ewert said the district won’t begin public polling on a possible ballot measure for a few more months.

The budget shortfall is partly the result of dwindling funds from a mill levy override passed in 2009, according to district documents.

The rest of the shortfall is the result of a combination of factors, according to a district news release: First, an ongoing withholding of state education funding called the “negative factor.”

The withholding, an outgrowth of budget woes during the Great Recession, has shortchanged LPS by $110 million over the past eight years, according to the news release, including $9 million in the 2020-21 school year.

Other factors include rising costs in health care, special education, transportation and employee retirement funding; maintaining competitive teacher pay; and flat enrollment rates causing stagnant per-pupil funding, according to the district.

Though voters in 2018 approved a $298 million bond, that money can legally only be used for capital projects like school construction or upgrades, Ewert said. Marijuana tax revenue is not nearly as fruitful as popularly believed, he said, and currently pays the salary of one substance abuse counselor.

The 17 positions to be cut include six retiring employees, nine who will be laid off, and two vacant positions that

won’t be filled, according to an email provided by Ewert.

The retiring employees include the director of learning services, the coordinator of the gifted and talented program, a special education instructional coach, an executive administrative assistant, an assistant superintendent and the coordinator of Career and Technical Education.

The employees who will be laid off include the district’s chief information officer, a tech support specialist, a special assignment math teacher, two administrative assistants, a data submission specialist, a wellness coordinator, a terminal manager and a carpenter.

The vacant positions that won’t be filled are a human resources specialist and literary specialist.

The money pulled from the district’s savings account, which leaves more than $11 million in reserves in two funds, allows the district to maintain the salary of a special assignment health teacher, maintain some middle school and high school coaches and school deans at part time, and maintain a pool of money used to mitigate funding challenges that arise through the year due to changes in enrollment.

The board settled at the $1 million plan after being presented with a range of scenarios to pull money from reserves, ranging from $571,000 to $1.3 million.

Reutzel said he was concerned a one-time cash infusion was “destined to break hearts down the road.”

“We’re talking about a bridge,” Reutzel said. “This is getting us one more year to the idea that this community might support a mill levy override, or something miraculous happens.”

Reutzel said he had more faith in local voters approving a mill levy override than the state coming to the rescue.

Board member Kelly Perez argued in favor of going for the highest amount, saying the budget items that could be supported were too important to shortchange. The $1.3 million plan included more money for coaching and a higher amount allocated to the offset fund, called “pool points.”

“If we’re going to do it, if we’re going to bridge the gap, all that is extremely important,” Perez said.

Board member Carrie Warren-Gully expressed trepidation over spending reserves at all, saying she worried a bigger need might come along.

“The reserves are in place for a very good reason, because there are a lot of unknowns,” Warren-Gully said. “You need to have reserves in order to claw back the money your budget was built on.”

Q&A with former Centennial City Councilmember Ron Weidmann Council veteran who stepped in to fill District 4 vacancy takes a bow

Ron Weidmann grew to be known as the “sage” of the Centennial City Council.

That’s what the former councilmember, who served District 4 from 2006-14 and again starting in 2018, says when looking back at his long history in office.

Mayor and former District 4 Councilmember Stephanie Piko’s election to the mayoral seat in 2017 left one of the seats for that district vacant, and Weidmann prevailed as the council’s choice to fill the seat after several residents applied for the position.

District 4 is the northeastern part of the city, mostly in the vicinity of East Smoky Hill Road.

Weidmann has served on numerous local boards, governmental districts and community organizations, including the Centennial Land Use Commit-

tee, Arapahoe Park and Recreation District, the South Metro Denver Chamber of Commerce Legislative Action Committee and the Smoky Hill Homeowners’ Association.

He last worked as a commercial security and disaster planner in the commercial and federal sectors.

Weidmann is retired but still sits on the board of the Southeast Metro Stormwater Authority.

Weidmann has lived at the same address in Weidmann what’s now Centennial for 40 years. His term ended earlier this month. Here are his reflections on his tenure.

What’s a story about a citizen that stuck with you?

I received many calls from citizens concerned about a multitude of things, mostly street repairs, and ice removal in the colder years. One person did want me to shovel his driveway and yes, I declined. Mostly, citizens wanted to understand issues and wanted to be part of the solutions.

What do you feel is your best accomplishment on council?

After serving 10 years as a councilmember, I brought a historical

perspective to council meetings and the reasons why decisions were made.

Council called me the “sage,” and I also like to have the last word. My best accomplishment was fighting for funding and building of our great Centennial Center Park. When our park opened, it was a golden moment in the city’s history.

What did you learn about Centennial that you didn’t know before?

My learning curve started in 2003 and lasted until I finished this year.

Our city staff helped me understand every issue that came before city council. I learned something every council meeting that helped me make the best decision possible at the time. The main thing I took away from city council was majority rules — “the wisdom of five” — which usually made the best outcome for the citizens.

What was your most challenging moment on council?

I was challenged and fought hard to establish funding for Centennial Center Park along with several other councilmembers. Now we know it turned out to be a great gathering place for everyone. It is an award-winning jewel for the City of Centennial.

We still improve our park and trail system every year. Another challenge

I believed in was Centennial being represented in the National League of Cities. Thanks to Mayor Piko, the city has established us as active members in NLC. It is a big step forward for our city.

What do you think is the biggest upcoming challenge for council?

I believe that keeping the city debt-free is a monumental challenge.

When citizens and councilmembers demand more services from the city, it will inevitably take more money to meet the increase in services. The city was formed as a limited government, which is a unique challenge and worth preserving for future generations.

Also, redevelopment of aging shopping centers will be a great challenge for citizens and councilmembers. If developers can’t build or redevelop in Centennial, our city will decay and taxes will diminish. Change is inevitable.

What would you like to say to your constituents?

Thanks for tolerating my humor, but make no mistake, the City of Centennial’s well-being came first. I loved and cherished my time in serving the citizens of Centennial. I hope I was worthy.

Lawmakers aim to divide 18th Judicial District More than 1 million residents live in current four-county jurisdiction

The start to a new legislative session has reignited plans to split up the state’s fastest-growing and most populous judicial district — the 18th Judicial District. Or, what one lawmaker called a “monstrous” chunk of Colorado crammed under a single district’s oversight.

In short, lawmakers say the district is pressured by rapid population growth and increasingly diverse communities with different individual needs.

“It has become monstrous, so to speak. Just a very large judicial district compared to all the others,” said State Rep. Kevin Van Winkle, RHighlands Ranch, a bill sponsor.

Colorado state lawmakers on Jan. 8 introduced House Bill 20-1026, which would create a 23rd Judicial District by splitting the 18th in two. The district today serves more than 1 million people and comprises Arapahoe, Douglas, Elbert and Lincoln counties.

The next largest, Colorado’s 4th Judicial District, serves fewer than 750,000 people.

If passed, the bill would leave Arapahoe County in the 18th Judicial District and place the remaining three counties into another, creating Colorado’s newest judicial district in decades.

The state has operated 22 judicial districts for the past five decades despite growing in population by more than 3.5 million people in that same time, the bill states. Colorado had four districts at statehood.

Creating a 23rd requires a twothirds vote by the general assembly.

State Rep. Mike Weissman, D-Aurora, considered introducing similar legislation last session and is one of the bill sponsors. It’s scheduled to go before the House Judiciary Committee, on which he sits, this month.

State Sen. Rhonda Fields, D-Aurora, and state. Sen. Bob Gardner, R-Colorado Springs, also are sponsoring the legislation.

“Grateful to have bipartisan support in both chambers,” Weissman said. “I think it’s a recognition that there’s some good sense in the bill.”

A ‘unique’ district Van Winkle said putting Arapahoe County — which has a population of roughly 650,000 people — into its own district and leaving Douglas, Elbert and Lincoln in another will allow the counties to customize a district to their local needs. Particularly as Arapahoe and Douglas have created a “somewhat separate culture and political trend,” he said.

“The voters of each Douglas and Arapahoe county should be able to elect a district attorney that reflects their hometown values,” Van Winkle said.

For 18th Judicial District Attorney George Brauchler, a Republican, ideological differences alone aren’t good enough reason to split the district.

Redistricting can make a significant difference for hot-button issues, he said, naming the death penalty as an example. Every person on death row in Colorado comes from the 18th Judicial District.

“I think there are people out there who want to upend the criminal justice system,” he said. “What’s the best way to do that? Change out who the decision maker is.”

Douglas, Elbert and Lincoln counties all lean Republican while Arapahoe County voters have supported Democratic candidates in recent election cycles, he said. Placing Arapahoe County into its own district could open the door to electing a district attorney who opposes the death penalty, although capital punishment could be repealed altogether if Senate Bill 20-100 is successful.

“If we’re going to the point of, how to draw district attorney lines merely or purely to accomodate political interests, I think we’re making a huge mistake,” he said.

That’s not the case with the bill to create a 23rd district, he said. To Brauchler, the 18th’s growth and some budgetary concerns add legitimate reasons to consider redistricting it now.

“Where else do you see a multicounty jurisdiction where one of the counties has exploded the way Doug-

las has?” he asked.

The county’s population has more than doubled since the 2010 Census, according to Douglas County’s population estimates from January 2019.

Brauchler said he supports the bill, although he believes the judicial district could continue operating “in its current configuration.”

“I think it’s probably something that is overdue and important for this jurisdiction, but really only this jurisdiction,” Brauchler said. “We’re so unique and we’ve grown in such a unique way.”

Douglas County Commissioner Lora Thomas said splitting up the districts would give counties the freedom to create specialty courts needed at the local level. Her priority is mental health courts.

Arapahoe County Commissioner Nancy Sharpe said the county supports the bill, but officials will keep a close eye on impacts to the county budget.

‘Things have changed’ If passed, both the 18th and 23rd districts would elect their own district attorney in November 2024.

The winner would assume office in January 2025, also when the 23rd is planned to be up and running.

The change needs to revolve around district attorney elections, Weissman said, which take place every four years in conjunction with the presidential election.

Weissman noted judicial districts are typically set up in one of three ways.

The first approach is letting a populous county comprise its own judicial district, like Boulder or Denver. The second is pairing one populous county with smaller ones, and the final

is clustering rural or less populous counties together.

“The 18th is the only district that consists of two of the most populous and fastest-growing counties in the state,” Weissman said.

Thomas said she’s eager to see the bill passed.

“Things have changed. Populations have changed. The needs of the communities have changed, and by getting this done, Arapahoe County will be better able to focus on the needs of their community and our three counties can really focus on our needs.

Which is huge,” Thomas said.

Van Winkle commended Brauchler, a Parker Republican, for his management of the diverse district.

“He has some extremely rural parts in the district, in terms of Elbert and Lincoln counties. He has Douglas, which is mixed, and of course pieces of Aurora and all of Arapahoe County,” Van Winkle said.

Brauchler, who was elected in 2012, is serving the final year of his second term as DA and cannot seek reelection in the district. District attorneys are allowed to take a term off and then run for election again, a spokesman for the Colorado Secretary of State’s Office said.

Brauchler has not ruled out a run for district attorney in 2024 or a future political career, but he’s not sure what his plans are once his term ends this year.

“I’m not being coy here when I say I don’t know,” Brauchler said. “I think I’ve got a lot more in the tank to give to the community. I just don’t know what that looks like yet.”

Keeping watch Brauchler stressed a judicial hasn’t been created since the 1960s. Setting up a new district will be difficult.

“There’s no playbook for this,” he said.

The bill requires the judicial department to report its progress in creating the new district, with input from the counties, at hearings held under the State Measurement for Accountable, Responsive and Transparent (SMART) Government Act. During those, departments present performance plans that detail their operations and budget requests to the Joint Committees of Reference.

“There really has to be ongoing attention to the transition process,” Weissman said. “We can’t pass a bill and forget it.”

A final report is due at the hearings in 2026 detailing the entire transition process.

The report must address what went well in creating the new district and what aspects of the transition caused trouble. Plus, recommendations to legislators for smoothing the process for future changes to judicial districts.

“So, the next time a judicial district needs to be created, we already know what that wheel looks like. That district isn’t going to have to recreate a new wheel,” Thomas said.

The department is required to budget for any costs associated with creating the district through the 2025 fiscal year.

The SMART hearings, or oversight of the transition, are crucial in Arapahoe County’s stance on the bill, Sharpe said. Arapahoe’s support is “contingent upon the financial interests of our constituents being protected by the bill,” she said, and ensuring the transition is well-planned.

The county’s revenue is limited by TABOR, and officials anticipate one day outgrowing the county’s justice center. That could mean needing more courtrooms, judges, support staff and space. The county appreciates having four years to prepare for a new district, so it can learn more about impacts to the county and prepare, Sharpe said, including the financial impact.

“Those are all things that we have been talking about, not only with our jail but with our justice center,” she said.

Costs associated with setting up a new district remain unknown, Van Winkle, Weismann, Sharpe and Thomas said.

Thomas doubts expenses will incur before 2023 or 2024. Van Winkle said they should be minimal. Weissman believes allowing ample time to set up a new district will spread costs over several years, making them easier to absorb.

“We’re giving kind of a long glide path, a long landing slope,” Van Winkle said.

Years in the works Talks about dividing the district have gone on for years, but plans swung into full motion in the 2019 legislative session as Weissman carefully considered introducing a similar bill.

“It’s something that I have been thinking about for years, just reflecting on the large population of the current 18th, the fact that it’s growing quickly,” Weissman said.

Growing interest from prospec-

tive bill sponsors and local officials caught his attention last year, he said. But Weissman changed course following a Jan. 30, 2019 meeting with various stakeholders, including county commissioners and judicial department staff.

Douglas County commissioners urged swift action to alleviate pressures on the district, particularly with a 2020 election around the corner, what would have been the next opportunity to elect a 23rd district attorney.

A memo from the office of then Secretary of State Wayne Williams stressed if a bill wasn’t introduced in 2019, a new district attorney wouldn’t likely be elected until 2024. Any bill introduced after 2019 wouldn’t leave enough time for district attorney candidates to get on the ballot, according to the memo.

Thomas helped spearhead the county’s efforts to split the judicial district in 2019.

The county compiled a report finding it was paying roughly 33% of district costs while accounting for less than 25% of felony crimes. About 81% of serious felonies and 70% of all felonies were occurring in Arapahoe County. Counties’ contribution to the budget is based on population, but felony crimes require more resources and manpower.

Brauchler said it’s fair for the counties to question the cost-sharing and if Douglas has been subsidizing Arapahoe’s crime, but he wondered how Arapahoe County will make up for the budget shortfall as its own

judicial district.

“That’s going to be tough,” he said.

Not everyone urged immediate action. Arapahoe County commissioners pleaded with stakeholders in the January 2019 stakeholder meeting to slow down.

Waiting for 2024 would provide an adequate study period to figure out how to set up a new district, they said, and how to fund the transition.

Weissman, heeding those warnings, decided against introducing a 2019 bill at the meeting’s end.

“It became clear that was too much too quickly,” he said.

‘Creating history’ Weissman didn’t stop working on the issue after deciding against 2019 legislation.

“I’ve had a lot of conversations over the last year,” he said.

Talks with the four counties, the state judicial department, public defenders and district attorneys informed the bill, he said.

Thomas initially preferred passing a bill in 2019 so that new district attorneys could be elected in 2020.

She was excited by the prospect of splitting the district, and confident it would be good for her community, she said.

Now, Thomas says she’s grateful they have four years to take on the task, should the Legislature pass the bill. She understands the desire to take a transition slow and do it well, she said.

“Let’s face it,” Thomas said. “No. 1, we are creating history here.”

Man gets 20 years in connection with fatal shooting With end of Allen Ford’s case, one defendant’s trial remains in 2009 Andrew Graham slaying

The mother of a 23-year-old Centennial man who was fatally shot more than a decade ago stood in court and painted a picture of her son as a selfless and naturally caring person — even as a child.

When his young sister broke eggs in the kitchen, Andrew Graham looked his mother in the face, took his sister by the hand and “hid her upstairs� until their mom was no longer upset.

At a competitive event, when Graham won a medal, he instead gave it to his opponent, whom Graham felt was the true winner because his skills were sharper and Graham had won on a technicality.

The night Graham died, he had stopped to buy sandwiches to share with a homeless man — something he did often, his friends told his mother. “I love my son and miss him greatly.

He is the kind of person we should all try to be,� said Cyndi Gelston Graham, his mother. “I am very grateful that my last words to my son were ‘I love you.’ �

Suspects’ varying outcomes Gelston Graham’s address to the court Jan. 17 came shortly before Allen Deshawn Ford was sentenced to 20 years in prison, three years after he was arrested in connection with Graham’s death along with three other

suspects.

Ford, Clarissa Jae Lockhart, Kendall Adam Austin and Joseph Martin were arrested after a grand jury in Arapahoe County, called in 2016, indicted the four.

Graham was walking home from a light rail station near the Willow Creek area of Centennial shortly before midnight on Nov. 5, 2009. In the early morning hours of Nov. 6, he was fatally shot, according to authorities. He was found at about 5:30 a.m. on East Phillips Place, a few blocks from home.

Graham’s body was found about two blocks south of some of his belongings. Credit cards and a cellphone were found in his bag there, according to authorities. His money was still in his wallet when his body was discovered.

Lockhart, Austin and Ford were charged with first-degree felony murder, as well as conspiracy under the Colorado Organized Crime Control Act, in the case, according to the 18th Judicial District Attorney’s Office. The district includes Arapahoe, Douglas, Elbert and Lincoln counties.

Ford and Austin were also accused of committing a pattern of racketeering under that law, which is referred to as COCCA. Ford, who is in his late 20s, chose to address the court at the Jan. 17 hearing. In quiet, low tones, he thanked his attorneys for their time on the case and said he was sorry for Gelston Graham’s loss.

None of the four defendants are allegedly the person who shot Graham, according to defense attorneys for Austin.

As is often the case, Ford is expected to serve less than his full 20-year sentence. It’s possible he may ultimately serve as little as seven years, said Gelston Graham, who consistently has attended court hearings for the defendants.

Ford’s sentencing comes after he took a plea agreement in November.

It was unclear from the Jan. 17 hearing to which charge he pleaded guilty, although Judge Michael Spear mentioned that two of the three counts were to be dismissed. The sentence includes five years of mandatory parole.

Ford’s defense attorney said he could not confirm the details of his plea agreement or comment on how many years Ford is ultimately expected to serve.

Martin pleaded guilty to aggravated robbery and in February 2018 received a 10-year prison sentence and three years of mandatory parole, according to the state judicial branch.

The DA’s office moved to dismiss all of the charges against Austin on Oct. 2 after deciding it no longer had “a reasonable likelihood of success at trial,� according to Austin’s defense attorney.

The DA’s office also cited a general lack of forensic evidence against him, according to the defense.

Lockhart recently was set for a pretrial conference on Feb. 27, according to the DA’s office.

The DA’s office said it could not confirm details of the cases against any of the suspects with Colorado Community

Media, citing that the cases are still suppressed — no documents or further information are available for release.

After his death, Graham’s friends, along with faculty who knew him as a student at the University of Colorado, wrote glowing letters to his mother about their appreciation for him.

CU’s ultimate Frisbee team, for which Graham played, retired his number after his death. He played the sport calmly and with tenacity, but without swagger, earning the respect of his teammates, according to his mother, who read from their letters in court.

A letter from the university’s engineering department called Graham a passionate and committed student, and the department renamed a graduate fellowship in his honor.

Another letter called him “truly one of the most caring, humble and intelligent people� the writer knew, Gelston Graham said.

Said another letter writer, recounting how Graham carried himself through challenges of his sport: “He had his own style. It wasn’t that he didn’t care, he just didn’t seem to be affected,� Gelston Graham read. “I admired that about him. He was an individual. He was unique.�

Legislator steps down for job with Trump administration STAFF REPORT

State Rep. Susan Beckman has resigned to take a position with the Trump administration, according to a spokesman for the Colorado House Republicans.

Beckman, R-Littleton, could not immediately be reached for comment. It was not immediately known what position she would be taking with the administration.

A GOP vacancy committee will be responsible for filling the state House post that Beckman has left, but details were not immediately available.

On Twitter Jan. Beckman 17, state Rep. Patrick Neville, R-Castle Rock, called the move a “huge loss for us but a huge gain for the country.�

Beckman was elected to the state House District 38 seat in 2016 and reelected in 2018.

She succeeded Republican Kathleen Conti, who ran for and was elected to the Arapahoe County Board of Commissioners.

Beckman served on the Board of Arapahoe County Commissioners from 2001-13. From 1999-2001, she was a member of Littleton City Council.

Beckman’s campaign had already raised $12,708 in her bid for a third term in the House. A pair of Democratic candidates, however, have raised a combined $41,000.

HD 38 was one of the area’s most competitive districts in 2018, with Beckman defeating Democrat Chris Kolker 50.4% to 49.6%.

The district includes most of Littleton and part of west Centennial, among other areas.

Friends of teen murder victim celebrate her life with vigil Mile High Academy hosted the event in Highlands Ranch

Friends, fellow students and teachers of a recently slain teen celebrated the girl’s life during a candlelight vigil at Mile High Academy in Highlands Ranch on Jan. 16.

Mya Pena, 17, was a student at the school before she was killed Jan. 14 in what is being investigated as a murder-suicide.

During the vigil, students spoke to the crowd about Mya’s personality and their favorite memories with her.

“I knew Mya since the first grade,” one student said. “She was probably one of the toughest people I ever met.”

Many students broke down in tears as they talked about when they first

met Mya and the impact she had on them.

“She was so supportive, she was always there for me,” a classmate said.

One friend spoke about a time when the two of them got lost in the woods together and she became panicked. Mya told her to stop crying and said “let’s keep moving,” the friend said.

Commonalities emerged as the students told their stories, painting a vivid image of who Mya was and what about her stood out the most: her unwavering smile, her competitive spirit, her independence and her support of friends.

A former coach told a story about Mya’s intensity on the soccer field but pointed out she had another side as well.

“She had this contrast of this toughness yet this tenderness all at the same time,” he said.

At some points, students spoke directly to Mya’s family, expressing sorrow for what happened and offering support.

“I’m so sorry this happened to you,” one student said through tears.

“She was an amazing person who cared about everyone around her.”

Mya was killed after she got into a car with Samuel Hoffman, a longtime friend, after school on Jan. 14, Sheriff Tony Spurlock told reporters in a recent news conference. Investigators believe that within 15 minutes, Hoffman had killed her.

Later that night, law enforcement found Hoffman’s car and when they made contact with him, the 18-yearold took his own life.

Hoffman, from Centennial, had been placed on an emergency mental health hold in the past and was being investigated in Aurora for a domestic violence incident involving a different girl.

The apparent murder-suicide is still under investigation by the Douglas County Sheriff ’s Office.

As of Jan. 17, a GoFundMe created to support the Pena family and verified by them had raised more than $25,000.

Another of the four teens suspected of driving to a Cherokee Trail High School student’s home the night of May 8 in an incident that ended with his death has had his original case dismissed and now has a juvenile

court case.

Dominic Jarrod Stager, who is 17 or 18 based on sheriff ’s and court records, now has a chance at a more lenient sentence, if convicted.

Juliana Alexis Serrano, 17, already had her criminal case dismissed and was also transferred to juvenile court before Stager.

Lloyd Alvin Chavez, 18, was fatally shot at his east Centennial home during what was planned as a robbery of vaping products he sold, according to arrest affidavits. All four were originally being prosecuted as adults.

The four all were initially charged with first-degree felony murder, aggravated robbery, conspiracy to

commit aggravated robbery and two “sentence enhancers” related to violent crime with a weapon and causing death, which apply if the case ends in a guilty plea or verdict, according to the 18th Judicial District Attorney’s Office.

The details of juvenile cases are not available for release to the public.

Kenneth Alfonso Gallegos, who turned 18 in mid-December, had an arraignment set for Jan. 13, but the court moved that hearing to Feb. 24.

The court, on Oct. 25, denied a motion to have Gallegos’ case transferred to juvenile court.

The fourth suspect, 17-year-old Demarea Deshawn Mitchell, has a pre-

liminary hearing set for Feb. 18 and a reverse transfer hearing — where a judge hears arguments for whether to transfer to juvenile court — on March 17.

Serrano and Stager were students at Cherokee Trail, and Gallegos was a Grandview High School student who had recently transferred from Cherokee Trail. Mitchell was identified in photos provided by a Cherokee Trail school resource officer.

According to the affidavit, here’s how the incident unfolded: Chavez had sold vape products in transactions arranged over Snapchat.

Governor touts preschool expansion Polis stumps for early childhood ed in Littleton, but funding concerns remain

Gov. Jared Polis and two state lawmakers visited Littleton’s Village Preschool on Jan. 17, touting the benefits of a proposed preschool expansion on the heels of a full-day kindergarten program rolled out this year.

Polis was joined by state Sen. Jeff Bridges, D-Greenwood Village, who sits on the state Senate’s Education Committee, and state Rep. Meg Froelich, D-Englewood.

Polis is seeking $27.6 million in his 2020-21 budget request to add 6,000 new slots to the Colorado Preschool Program, according to Chalkbeat.

“Every kid should be able to go to preschool,” Polis said. “It’s an important part of their future success, and it saves taxpayer money — it lowers crime rates, rates of grade repetition and need for special education.”

Parents are eager to get their kids into preschool, said Village director Tracy Hansen.

“The district phone is ringing off the wall about preschool,” Hansen said. “Parents know it’s important,

The governor’s visit came a day after the Littleton Public Schools Board of Education voted to pull $1 million out of district reserves to soften the blow of $4.2 million in budget cuts that will see 17 positions eliminated district-wide.

The cuts are driven in part by state money withheld from school districts since the Great Recession, according to a district news release. Some Littleton school board members said not to expect the Polis administration to make great strides toward paying down the so-called “negative factor” in school funding, as the governor’s administration stays focused on expanding kindergarten and preschool access.

Polis said his administration has worked hard to pay down the negative factor as much as possible while ensuring young children have access to important resources.

“Education is our top funding priority,” Polis said. “We delivered record funding for public schools last year, and we look forward to continuing that.”

Bridges said while Colorado still needs substantial boosts of investment in public schools, preschool and kindergarten can make an outsize difference.

“When you talk about making sure we create a level playing field for kids, there’s no better dollar we can spend than early childhood education,” Bridges said.

The district shouldn’t expect too much help battling budget issues from the administration of Gov. Jared Polis, Warren-Gully said, saying the governor’s priorities are clearly on expanding kindergarten and preschool.

of Rights, or TABOR, and other state laws restrain Colorado education spending, but said proposed legislation to boost mill levy overrides could help pay down the negative factor.

“Our schools are doing amazing things with less and less, while we ask more and more of them,” Froelich said. “There are conversations moving about how to address this. I do think early childhood education pays off in the long run.”

Littleton Public Schools Superintendent Brian Ewert said preschool is a worthy investment.

“If you want to change the trajectory of a kid who comes from a difficult situation or poverty, getting them in preschool early is the best bang for your buck,” Ewert said.

Still, Ewert said he’s concerned about how to pay for it all.

“Whatever we can do to further early childhood education, it can’t be at the expense of K-12 education,” Ewert said. “There’s only a limited pot of money, and if we start diluting that, it will destroy K-12. I applaud that early childhood is the big initiative, if the state can come up with ongoing money to pay for it. I think we’d better go slow to make sure we get it right.”

“There are so many things on the table that bring value to the system that I’d have a hard time saying those need to go,” McCrary said.

Board member Robert Reichardt said while he agreed with Warren-Gully that maintaining robust reserves is important, he was confident that the remainder was sufficient to deal with “the vagaries of life.”

“We’ll still have more than $10 million in the bank, which I feel is a reasonable, appropriate cushion,” Reichardt said.

Centennial affirms acceptance of refugees After local decisions, federal court halted Trump order that required localities’ consent

The Centennial City Council voted unanimously to continue to allow refugees to be resettled in the city in response to a presidential order that was later placed on hold by a federal court.

“Federal law has long provided for the resettlement of qualified refugees within the U.S.,” Mayor Stephanie Piko said. “The city sought to maintain continuity with refugee resettlement policy that was already in place.”

The council’s Jan. 6 decision doesn’t change the requirements for refugee resettlement in Centennial, and it offers certainty to the agencies that assist service providers — such as school districts, health providers and faith-based organizations — that they are free to help resettle refugees in Centennial, Piko added.

The vote comes in response to Executive Order 13888, signed in September by President Donald Trump, which mandates that refugees fleeing violence or oppression in their home countries can only be resettled in communities that have explicitly consented.

That means if a state, city or county doesn’t give the green light, refugees can still choose to live there, but they would not receive assistance from federally contracted refugee resettlement agencies that connect them to resources and help them adjust.

That includes making sure they’re housed, familiarizing them with the community and U.S. cultural norms, setting up health screenings according to Centers for Disease Control and Prevention protocol, and helping them plan for economic self-reliance, said Jennifer Wilson, executive director of the International Rescue Committee in the Denver area.

That system of assistance is “also intended to support the communities where refugees are resettled,” said Wilson, whose organization is one of three resettlement agencies operating in Colorado.

The agency routinely works with community fixtures such as schools and police departments to make sure they understand differences

between U.S. and refugees’ cultures, Wilson added.

“They could choose to be separated from their loved ones and receive support, but (we) don’t feel that’s a choice people should have to make,” Wilson said.

In Colorado, more than 80% of refugees have ties to family here, according to Wilson.

To be granted refugee status, a person must demonstrate he or she faces persecution due to race, religion, nationality, political opinion or membership in a particular social group.

Agencies such as Wilson’s had until Jan. 21 to submit letters of consent from states and localities to the federal government to determine their funding for the 2020-21 fiscal year.

Cities waded into uncharted territory in offering consent for refugee resettlement activity, which has its origins in the Refugee Act of 1980.

“The executive order was unprecedented and not well understood or known about by municipalities statewide,” Piko said.

Many local cities and counties consented to continue resettlement in January, including Denver, Arvada, Littleton, Golden and Arapahoe County, among others. Gov. Jared Polis signed a statewide consent let-

ter in mid-December.

Amid localities’ rush to pass consent actions, a federal judge in Maryland blocked enforcement of the executive order, according to national reports. U.S. District Judge Peter Messitte’s ruling could be appealed, though, as Wilson noted.

“Even if the executive order is struck down, our state and counties in metro area (and) most cities have decided to stand with refugees and affirm that they welcome them, and that’s very important,” Wilson said.

Centennial does not see many newly arriving refugees, Piko noted — the city has had zero cases of resettlement in refugees’ first 90 days in the country in the past two fiscal years — but the city knows refugees who are being resettled “are eager to contribute to the community,” Piko said.

Refugees are vetted through the U.S. Refugee Admissions Program and go through a process that includes interviews, background checks, medical screenings and classes to ensure they’re able to resettle — a process that usually takes up to 36 months, Piko said.

A 2017 study by the Colorado Department of Human Services found that for every dollar invested in refugees, the state receives a $1.23 return in tax revenue.

Maybe syllables governed the world in the 17th cenQUIET tury, but lately they have been treated DESPERATION with impudence and disrespect in the name of convenience.

There are those who think as Selden did and quite a few of them are within the sound of my voice: namely the “Quiet Desperation” readers Craig Marshall who entered my annual haiku contest.

Smith This column highlights some of the best entries.

While I encouraged a wide range of themes, the majority of the haiku I

received focused on the new year, and it was understandable. Last year was not Miss America, particularly in the final weeks during the impeachment hearings.

Then, guess what? The new year starts off with a bang, as it were, in Iran and international tension is on high alert.

Seventeen-syllable poems might seem like butterflies in a tornado right now, but I think they are reminders of the sustenance in human creativity.

pique my interest and I think they are very cool. What I am referring to are the disruptors out there who are thinking differently and very strategically, and before anyone else does.

Some of my favorites to follow on social media are the new and emerging thought leaders around disruption.

Just visit any of the sites and search on disruption or disruptors, futurists, changing the conversation, and other similar tags and you will find some amazing thinking, disruptive thinking. The kind of disruptive thinking that could lead to domination and success.

And what do I mean by domination?

Domination is not just for big companies, professional teams, or individual performers. Domination could be for every size company and for each one of us too. Dominating a local market by being a bit disruptive. Breaking a bad habit, through a disruptive and new or better habit. Dominating other poor practices that we follow and want to change by stretching the boundaries of our thinking. We all have the capacity to make new decisions based on new information, and maybe our input

t all started with a state parks pass.

Areli Alcazar, a teacher at Kenton Elementary School in Aurora, stopped by the Schlessman branch of Denver Public Library a couple years ago, where a librarian told her DPL checks out passes to Colorado State Parks.

Before long, Alcazar and her family were hitting the trails in Roxborough and Chatfield state parks for the first time, toting a library-provided knapsack filled with binoculars, field guides and other gear.

“The pass gave us an incentive to be adventurous,” Alcazar said.

When she dropped off the pass at the library, she asked what else the library had to offer. The answers are still unfolding, and Alcazar is hooked.

An avid biker, Alcazar uses the library’s bike repair kits. Her desk is scattered with keepsakes and doohickeys she’s 3D-printed at Denver library makerspaces. She learned to sew LED lights into clothing. She helped her mom test the efficiency of her home appliances with a power check meter.

She and her friends check out passes to local museums. Now, when she’s bored, Alcazar said she drops into a library and asks what they can teach her today.

“If it’s all at our disposal,” Alcazar said, “why not try it out?”

‘The sky’s the limit’ Across the Denver metro area, libraries are redefining themselves, with innovative offerings meant to expand minds and lives.

“When people say libraries are obsolete, we say, ‘Are they? Let’s find out,’ ” said Anthony White, the manager of web systems for Arapahoe Libraries, which operates eight branches in Arapahoe County.

The district now features three recording studios outfitted with green screen walls and video and audio editing software. The Koelbel branch has a 39-seat theater available for plays, films and performances. The Castlewood branch will reopen in April with a purpose-built makerspace, featuring 3D printers, laser cutters, a ceramic kiln and more — double the size of the old makerspace, housed in a repurposed conference room.

“We really want to explore all the roles a library can play in a community,” White said. “The sky’s the limit.”

For some, that can mean learning skills that are otherwise out of reach.

Colorado residents can get library cards for most of the state’s library districts for free. Most require a photo ID and proof of address.

The vast majority of library services, including state parks passes, museum passes, access to makerspaces and nontraditional items, are available for no charge. Some libraries may impose time or quantity limits on items like 3D printers that use consumable materials.

Numerous local library districts offer a wide array of services, including personalized book and movie recommendations, access to research databases, streaming movies and documentaries, classes, clubs and connections to other community services.

Many local library districts are now finefree, meaning they only impose fees for lost or damaged materials. Fine-free library districts include Jefferson County Libraries, Arapahoe Libraries and Denver Public Library.

“I think there’s a beautiful thing that happens when you learn to do something yourself,” said Kazyaka, amid a hum of activity in the Central Branch’s IdeaLAB. “People can come in here and learn to sew on buttons or fix their cell phones. We’ve even had people experiencing homelessness who come in and 3D-print replacement parts for their backpacks. The ability to solve problems can translate into bigger things in people’s lives.”

At a nearby sewing machine, Markie Arendelle sat at a sewing machine, repairing a rip in his winter coat.

“This place is empowering,” said Arendelle, a singer and DJ. “I’m selfemployed, and here I can print my stickers and iron-on patches — it saves me so much money.”

Libraries can also give people a chance to try out tech and toys they might not otherwise have access to, said Andrea Wyant, a collection devel-

opment librarian for Douglas County Libraries.

Wyant heads the district’s “nontraditional items” collection, where patrons can check out items ranging from high-end digital cameras, virtual reality headsets and karaoke machines to digital projectors and retro video game consoles.

“We can give people access to things they can use and return without cluttering up their houses or unnecessarily duplicating things,” Wyant said.

“Sharing is caring. How much stuff do we all need in our lives?”

Looking to the future A wide range of new offerings doesn’t mean libraries are skimping on the reading material, said Donna Walker, the executive director of Jefferson County Libraries. In fact, she said, they’re exploring new ways to deliver that, too.

She bought $15 worth of raw wool online, then headed to Castlewood Library to process it on a drum carding machine.

“I could invest $15 to learn something new,” Roberts said. “What I couldn’t do was invest $300 in classes and studio time. The library staff walked me through it — there’s only so much you can learn from a book.”

For others, it can mean a welcome reprieve when life throws them a curveball.

Anthony Montoya, a tax attorney in Castle Rock, found himself jobless when his law firm laid off his division.

“I was on my own all of a sudden, and everybody said I needed a commercial,” Montoya said. “Studios wanted to charge a lot of money, but the library in Parker had a green room, cameras and editing software.”

A Douglas County librarian gave Montoya and his wife a crash course in the equipment, and over a couple visits, he produced his own commercial.

“Another attorney told me recently they really liked my commercial, and asked who I hired to make it,” Montoya said. “I was pretty tickled by that.”

“During the recession, libraries faced a lot of hardships,” Walker said. b “Hours were cut. Positions were cut. a Our job is to manage our growth and our finances, and build relationships. t r Libraries are an essential service.

They’re part of the bedrock of democ- D m racy.”

The big picture, Walker said, is that p a libraries are expanding beyond the t buildings they’re housed in.

“We talk about the library being everywhere,” Walker said. “Libraries s can be in your pocket. We can come to i you.”

“People are paying for this through their taxes,” Walker said. “You might s C as well use what you’re paying for.”

The band plays Hawaiian tunes, lilting and full of steel guitar.

“It’s happy music, it’s soothing music — it’s beautiful music,” said Jeff Scott, 80, a member of the band.

The group often plays at retirement homes, churches and nursing homes and brings liveliness to Alzheimer’s patients, Scott said.

The band, which has been together for 14 years, enjoys practicing together as much as performing on stage, Scott said.

“If we can entertain people and bring a smile to their face, that’s an added bonus,” Scott said.

Through the roughly five years, the church’s concert series has raised almost $40,000, according to DeeDee Atwood, the church’s communications director. It’s free to the public, but donations are encouraged to benefit the varying causes the program supports.

“We label ourselves the concert series with a heart,” Atwood said.

The four suspects intended to steal Chavez’s “juice” in a plan that began a day or two before he was shot, Serrano told an investigator.

The four suspects pulled up to Chavez’s home near East Smoky Hill Road and South Picadilly Street, where he walked up to a window of the car and received cash from Serrano, court documents say. The documents allege that Chavez walked away without giving them the product, Serrano said, and Mitchell got out of the car and questioned Chavez about it.

Chavez threw Mitchell onto the lawn, according to Serrano’s account, and that’s when he was shot. Vape products were later found on Chavez’s lawn and in his room.

The four suspects sped away and were in shock because they didn’t intend to shoot Chavez but, rather, threaten him with the gun if he didn’t give them the product, according to Serrano’s account.

Serrano eventually said she didn’t actually see the gun in anyone’s hands but described it as a “smaller gun” and saw a laser on Chavez around the time he was shot.

Colorado Horse Park says it plans to continue operations Facility near Parker has eliminated boarding, is looking for new show director

The Colorado Horse Park recently issued a news release in an effort to dispel rumors that it is shutting down for the 2020 season, but the park has yet to find a replacement for its show director and announce its summer schedule.

The release, issued in mid-December, said the facility “will continue to operate as a horse park in 2020 despite recent rumors to the contrary.”

The park has announced some changes to the nationally renowned equestrian facility in unincorporated Douglas County, south of Parker. Its show director resigned after two seasons. Long-term boarding serivices have been eliminated.

In the long run, the park may have plans to become a resort like its sister locations on the East Coast, said Michael Stone, president of the Colorado Horse Park.

The summer schedule will be released by the end of the month, a few weeks later than usual, Stone said.

Some smaller shows may be axed, but the bigger shows are still planned, said Stone, who is based in Florida.

The news release states Marion Maybank, the park’s show director of two years, resigned and that the park is searching for her replacement.

The Colorado Horse Park is 150

acres of competition and boarding space. Prior to eliminating boarding late last year, the park housed as many as 100 horses per year, according to its website, chp.coth.com. It typically hosts 20 weeks of United States Equestrian Federation-rated hunter, jumper, dressage and three-

day eventing competitions, including its Summer in the Rockies circuit and other international and national competitions. There are 11 arenas and 300 permanent stalls for use during competition.

Marion Maybank, the park’s director of two years, resigned at the end of the year. Now, the park is “evaluating the different events and leadership needed for a strong 2020 season,” according to the news release. The park also announced it would no longer offer boarding services at Colorado Horse Park, a decision consistent with the park’s sister facilities in Florida and North Carolina.

Mark Bellissimo, an equestrian real estate mogul from Florida, bought the Colorado Horse Park, at 7522 S. Pinery Drive, in 2014 for $9 million, according to property records. Bellissimo owns and operates two other world-class horse parks in Wellington, Florida, and Tryon, North Carolina. Last year, Bellissimo’s group invested $250 million into Tryon International Equestrian Center to convert the park into a resort destination, similar to that of his world-famous facility in Florida, Palm Beach International Equestrian Center.

Bellissimo brought the World Equestrian Games to his North Carolina location and hosts the Winter Equestrian Festival and Global Dressage Festival in Florida, a 12-weeklong show.

Grandview’s Lian Ramiro looks to big goals beyond high school ball

ian Ramiro describes himself as “shifty,” and he’s proud of it.

His idol among high school basketball players is Trevor Dunbar, who went on to play for Washington State University.

“He was also Filipino, so I looked up to him. He started his own movement called ‘Shift Team.’ I kind of brought that to Colorado,” Ramiro said. “It’s kind of like a style of play.

“People say people are smooth on the court — people see me, they say I’m shifty,” Ramiro said.

The Grandview High School senior and point guard has a calm swagger

that shows in his goals: He transferred to Grandview after a freshman year at Manual High School in Denver, where his team was expected to win the state championship. If Manual were to come up short, Ramiro had planned to leave, and when the team failed to get the banner, he followed through on that exit plan.

After a childhood of also playing baseball and football — and even, later, taking up boxing — he decided to dedicate all his time to basketball.

“My dad used to play basketball, so I guess you could say it’s in my blood,” Ramiro said. “I just found more love and passion for basketball than any other sport.”

COACH’S TAKE: ‘(What stands out is) his work ethic. He’s consistent on game day and in practice. He’s one of the hardestworking, if not the hardest working, kids.’

Q&A with Ramiro Who is your favorite athlete?

Kyrie Irving. I just like his style of play, playing the same position as him. I study him.

What would be a perfect performance for a point guard?

Zero turnovers, five or more assists and getting the win, obviously. I think it’s not always about scoring, but double-digit scoring (could be a component).

Leading your team in the right way.

What’s your favorite class?

I just find more interest in English than any other class.

What do you feel people don’t understand about basketball?

I feel like with basketball, people really

care about rankings (for individual stats) and all that, but at the end of the day, once you get into the next level — college — rankings don’t really matter. I was ranked, but I didn’t really pay attention to that.

What are your plans after graduation?

I’m going to Colorado State University Pueblo to play basketball. I’m trying to go pro too — after college or, if I think I’m ready, after two years (I’ll) go overseas. I’ll study business management. I want to start my own clothing brand and open up a store and be an entrepreneur at the same time. If not, I want to stay in the basketball industry, so I could be an agent (with the business skills).

here seems to be a culture that has developed around unified sports programs in the state.

Unified sports programs join youngsters with and without intellectual disabilities on the same team. Unified is a division of Special Olympics.

Legend, Chaparral, Regis Jesuit and Smoky Hill were among the OVERTIME eight Colorado high schools to be named 2019 National Banner Unified Champion schools.

Legend has 15 disabled athletes, and the able-bodied kids Jim Benton that volunteer to help are called partners. Legend has five unified sports (soccer, basketball, flag football, bowling and track and field) and hopes to add cheerleading to the list Shelly Boyd is the unified coach and Significant Support Needs teacher at Legend, and has two assistant coaches in Karen Forbes and Jeremy Dorr.

“We get partners through word of mouth,” said Boyd. “Jeremy and I started with no partners and then we went to five and we have 60 now. Sometimes we feel like we don’t have enough sports because we have so many partners.

“It has just turned into a beautiful program. It’s just the culture we have in the building.

In the classroom we call them peer aides, so some of them are peer aides and partners, they get to know the kids and fall in love with the kids. We are blessed that we have a school that supports us. We are treated like any other sports program at the school.”

Larry Bull is the Cherry Creek district athletic director, and all the district schools have unified programs.

“I believe unified sports has changed the cultures at schools,” said Bull. “It’s just the excitement for everybody involved, the happiness, the kindness and inclusion.

“It’s a difference maker. It’s one of the best things we do.

“When you start talking unified sports, take it out into the hallway, where you see kids walking down the hall high-fiving kids with disabilities because of the unified programs.”

The Colorado High School Activities Association will sanction unified bowling as a sport next year and the CHSAA has matches, races and games at many of its events.

“People are recognizing there are kiddos within their schools that can participate on different levels and are going out and seeking them,” said CHSAA Assistant Commissioner Jenn Roberts-Uhling.

And Boyd points out that all participants are rewarded.

“They (disabled players) love it and the parents love it,” she said.

“The parents are just so thankful.

The students with disabilities want to be just like every other kid out there. When they get to be around partners, they are just their friends, they don’t see a difference.

“We think the neurotypical kids are helping the kids with disabilities. It turns around where the disability kids have helped them become better people.”

Athletes of the Year Anna Hall and Cohlton Schultz will be honored at the Colorado Sports Hall of Fame induction banquet on April 23.

Hall, of Valor Christian, is the high school girls Athlete of the Year.

She won two individual medals plus ran on two title relay teams at last spring’s state track meet and earlier

set a national high school heptathlon indoor record. She is now on the track team at Georgia.
