Fire districts tout benefits of CPR, defibrillators Emergency services build network of AEDs to fight cardiac events

It takes emergency responders between four and six minutes to respond to a 9-1-1 call, said Jeremy Metz, division chief of EMS at West Metro Fire Rescue.

In the event of a sudden cardiac arrest, where the heart unexpectedly stops beating, those four to six minutes are crucial to a person’s odds of survival. Most people who experience sudden cardiac arrest die within minutes, according to the National Institute of Health.

That’s why local fire districts are working to better equip the public for just such an emergency. First, they encourage people to receive CPR training. The quicker someone receives CPR during a cardiac event, including the minutes before paramedics arrive, the better the odds of a good outcome.

There’s also a second line of defense — automated external defibrillators, or AEDs. In addition to CPR, the devices help save lives by sending electric shocks into the heart to restore its natural rhythm.

Denver metro fire districts and departments have sought to raise awareness around the use of AEDs in recent years.

“I’m seeing a dramatic increase of people installing AEDs in their businesses and public areas,” Metz said.

“Just the AEDs side of things alone has made a profound difference in public safety and saving lives.”

This awareness effort includes the North Metro Fire Rescue District, which in 2000 received a grant that helped the district place AEDs in Broomfield and Northglenn recreation centers, and in police patrol cars. In 2015, the district began offering free CPR courses as well.

“Since the program’s inception, we have trained hundreds in our community on CPR and AED use,” said Sara Farris, a spokeswoman for the district.

WHAT IS AN AED? According to the American Red Cross, sudden cardiac arrest is one of the leading causes of death in the U.S. The condition, in which the heart suddenly stops beating, can happen at any age with no warning signs in otherwise healthy people. Most people who experience cardiac arrest die within minutes.

Calling 9-1-1 and administering CPR as soon as possible is the best way to improve a victim’s odds of survival, but coupling that with the use of an automated external defibrillator, or an AED, can further improve the chance of survival.

In short, an AED is a portable medical device that analyzes the heart. When necessary, such as during a cardiac event, it sends shocks into the heart to restore its natural rhythm.

Although it’s encouraged, formal training isn’t required to use an AED. The devices come with instructions, and are often found in public places.

Although CPR training is strongly encouraged, she added, the public doesn’t need special training to use an AED. “The great thing about the AED machines is that they instruct bystanders through each step of CPR and how to use the AED. If the victim doesn’t need to be defibrillated, then the machine will let the bystander know so the victim will not be erroneously shocked,” Farris said.

At the community level, AEDs are often found in public places, like malls or businesses. In the south metro area, Castle Rock serves as one example.

The Castle Rock Fire and Rescue Department recently provided the Outlets at Castle Rock with two new AEDs and trained the security staff how to use them.

That adds to the already plentiful supply of the devices across town.

Castle Rock has placed AEDs in all town buildings, recreation centers, county buildings and in each police car, Fire Chief Art Morales said.

That could be right in their office building, or across the street, if they’re close to a town facility, he said.

Farris recommended employers who provide an AED for their office make sure staffers know where to locate the device and how to use it.

“There wasn’t a big distribution of them around,” Morales said of AEDS in previous decades. “It’s probably in the last 10 years that AEDs have really caught on.”

AEDs may be prevalent in local communities, but departments are also utilizing technology to ensure the public knows doesn’t just know where an AED is located, but also when an AED is needed.

West Metro Fire Rescue, and three other agencies use an app run

by PulsePoint, according to Metz.

PulsePoint’s goal is to build the most comprehensive registry of AEDs, although it isn’t available in all Denver metro areas.

Residents who do live in a PulsePoint service area can upload a photo and the location of public AEDs to the app, which the district verifies, Metz said.

The app displays each AED on an interactive map so residents can pinpoint the closest AED to them.

The app is also connected to their dispatching software, Metz said. Users trained in CPR can receive a notification when there is a cardiac event in a public place within a quarter-mile of them, so they can hopefully provide immediate help.

Overall, emergency personnel need community support, Metz said, to help improve survivability rates for cardiac arrest.

“Finding someone in cardiac arrest is a scary and high-stress event.

Anyone who is going to act to help someone should first consider their surroundings to ensure that they are not entering a harmful environment, potentially becoming another victim,” Farris said.

“However, early CPR is the best chance a person has to survive a cardiac arrest and good Samaritan citizens are key in this link of the survival chain.”

Gotto thanks citizens for years he spent on city council Outgoing District 3 member reflects on infrastructure wins, harrowing 2016 shooting

Mark Gotto, who has lived in Centennial for close to 10 years, is the city councilmember from District 3 nearing the end of his first term. He chose not to run for re-election. Gotto is a consultant for call-center operations and a former member of the Centennial Gotto Council of Neighborhoods (CenCON) for Homestead Farm II, the neighborhood where he lives. Here, he looks back on his tenure on the Centennial City Council. The new city council will begin Jan. 8, with new members sworn in that day.

What do you feel is your best accomplishment in your time on city council?

I am proud of being a part of the East Arapahoe Road widening from South Waco Street to South Himalaya Way. I receive calls from citizens, daily, thanking me for expanding the lanes. Also, leaving the city debt-

free with a healthy fund balance is something all councilmembers can be proud of. A major accomplishment (was) when council approved an additional $3 million for road improvements and an additional $1 million for snow removal.

It takes a detailed process to take a citizen’s suggestion and make it policy. Using that process, I was able to make Centennial part of LiveWell Colorado’s HEAL Cities initiative ... ensure speed limits were accurate and fair, and fund additional safety officers in our schools.

What’s a story about a citizen you met or interacted with that touched you?

Anything that stuck with you?

The neighborhood shooting that happened in Centennial in April 2016 had a major impact on me.

Centennial citizen Dr. Kenneth Atkinson gave his life to protect his neighbors from another neighbor shooting at them. Since then, I have gotten to know his wife, Jeanne, and their daughters. You could not find a more generous and brave family. The night council honored Atkinson with the Carnegie Medal of honor, I shared a few words about how valuable the Atkinson family is to our community and that they are an example to all citizens. The sheriff ’s words on how this was the single most brave action he has ever seen by a citizen will stick with me forever.

What did you learn about your city during your tenure that you might not have known before?

An eye-opening experience was learning how much infrastructure costs! The cost of road construction, bridges, maintaining parks, stop lights, sidewalks, snow removal (and so on) are huge expenses. I encourage all citizens to attend budget meetings and their district meetings simply to learn what it costs to maintain a strong city infrastructure.

What was your most challenging moment on council? What do you think is the biggest upcoming challenge for the next council?

The most challenging moments are when you have a land-use case in which you are weighing the property rights of a developer with the concerns of surrounding neighbors. It was very challenging voting in favor of something citizens did not support.

Disappointing constituents with decisions you felt were best for the city is the most difficult part of this position.

Affordable housing is going to be a challenge the next council faces in the next few years. Coming up with creative ideas on how policy combined with working with developers can help solve this issue will be key. The obvious challenge for any city right now is traffic congestion. I do feel Centennial is most prepared for future traffic with their investment in smart technologies to make it more efficient

What would you like to say to your constituents?

It was an honor serving District 3 and the City of Centennial. By electing me, you handed me a huge responsibility to take care of your tax dollars, to make educated and informed decisions, and to follow up on your concerns. I did that with the very best of my ability. You deserve the very best from your elected officials because you are the very best of people and neighbors. My decision not to run for office again was based solely on timing. My young kids are now in school full-time, and it is time for a career change. The experience I gained through being a councilmember will forever make me a better person, so thank you.

Commissioner Sharpe focuses on planning ahead Traffic congestion, courthouse burden on radar of board chair

Nancy Sharpe is in her second term as an Arapahoe County commissioner, and is currently the board’s chair. She talked with us about the board’s plans for 2018.

What is Arapahoe County Sharpe doing right?

Definitely we are listening to our citizens about their priorities and meeting them in a fiscally responsible way.

There are three goals we have in our Align Arapahoe program: quality of life, fiscal responsibility and a servicefirst mindset. We have a really good team of people both at the elected level and employees that are really focused on doing a good job.

We’re trying to work and collaborate with cities to solve problems together.

A good example is our crime lab.

Arapahoe and Douglas counties and Aurora have gotten together and formed a crime lab. The problem was

that DNA was sometimes not collected in crimes because after being sent to the Colorado crime lab, it could take years to get back.

When our crime lab opens in 2018, we’ll be able to process DNA really quickly. If we get DNA from a breakin, that could help us solve other crimes.

We’re also working well collaboratively with our partners on transportation and congestion. We want to bring our limited resources to that problem.

What challenges does the county face in 2018?

We have formed a long-range budget committee to look at how we finance the mandated services we provide.

Road maintenance in the unincorporated parts of the county is challenging. On the capital side, how do we go forward with the impacts of a growing population on our courthouse and jail? Our courthouse is 31 years old, and we’re putting a lot of money into maintenance there. There might be an opportunity for a book-and-release center that could relieve some of the pressure on the jail.

We keep expanding the courthouse.

We need to look ahead to see how we’ll handle that.

What are the board’s plans for 2018?

We’ll be holding a workshop at the end of February to look at our man-

dated services and our priorities. We’ll be looking at funding very closely.

There are always things going on with transportation and human services, and working with our partners in the private and nonprofit sectors to address things like mental health and the opioid crisis.

We had two opioid town halls last year.

We’re trying to make sure we’re doing everything we can to educate the public. We’re getting the Tri-County Health team involved. It’s a major health issue in the country and we want to make sure it doesn’t get worse in Arapahoe County.

We’ll be working with the Denver Regional Council of Governments to divide up transportation dollars among subregions. We’ll be looking at how to prioritize projects to work together on.

We have a robust open space program and we’ll continue to work with our cities to make that better.

Playgrounds, trails, open space — all those things our residents enjoy and appreciate.

What issues need more attention than they’re getting?

We’re one of eight counties out of 64 in the state where our general fund is subject to the Taxpayer’s Bill of Rights, or TABOR. I see that as a good thing — it forces you to prioritize.

We’re focused on how to spend our

dollars most effectively, and we have to discuss issues thoroughly with our voters. Budgets are challenging and resources are limited.

Mental and behavioral health and affordable housing are areas where we need to keep working with cities. Law enforcement and creating safe communities are always priorities. That can mean protecting children and seniors from abuse and neglect. We’ve worked with District Attorney George Brauchler to ensure we have adequate resources to prosecute people convicted of those crimes.

What is the board’s approach to dealing with growth?

It has to be careful and responsible.

We have to pay attention to where growth is happening and its effects on traffic. About 15 percent of our citizens live in the unincorporated parts of the county.

The rest of the growth issues are largely dealt with by cities, but we want to work in cooperation.

Growth is on everybody’s mind.

Too much density is, too. People like Arapahoe County because of our diversity of housing options. We need to balance the need for growth with quality of life.

I am really proud of Arapahoe County, and our employees and officials. We step up in so many leadership roles across the state. I’m proud of our collaborative approaches.

Media company’s plans could hinge on stopping trash facility Redbarre’s much-touted announcement of 70-acre campus could be yanked

spokeswoman said.

In short, it’s not a done deal that Redbarre is coming to Parker.

“The building of the (trash) facility would have a significant impact on our decision,” said Andy Boian, CEO of Dovetail Solutions, which handles public relations for Redbarre. “We have taken every opportunity to work with our neighbors, but this one will cause a problem. They (Mountain Waste and Recycling) claim the facility will be fully enclosed and that people in the neighborhood just don’t understand what they’re going to build. I respect his opinion, but our research says otherwise. This facility is exactly what neighbors think it is.

“We are not opposed to recycling. All of us here would encourage recycling.

But having them next to our campus is not ideal.”

Opponents of the trash-transfer/ recycling facility have cited increased truck traffic, unwanted odors and the possibility of attracting large numbers of birds to the area. The facility would be located west of Chambers Road, north of Grasslands Drive and just southeast of Dove Valley Regional Park.

Mountain Waste and Recycling CEO Scott Eden purchased the land in 2016, after consulting with the Douglas County Planning Commission to determine which zone districts would allow a trash-transfer facility.

On Dec. 21, Parker officials announced the town had filed a lawsuit

Media and technology company Redbarre says if a trash-transfer/ recycling facility is built at a site in northern Douglas County, it could interfere with the company’s plans to build a 70-acre campus in Parker.

In a plan that was met with much fanfare over the summer, Redbarre announced intentions to build a $1 billion digital media and technology campus in Parker. Redbarre held a news conference at the state Capitol in August — with Gov. John Hickenlooper in attendance and touting the plan — to announce the development, which the company claims would bring 4,000 jobs to the area.

The campus would focus on feature film, television and digital media production.

Redbarre is eyeing the Compark area near E-470, about a mile south of the trash-transfer/recycling facility that Mountain Waste and Recycling plans to build in unincorporated Douglas County.

As of Dec. 28, Redbarre had not filed site plans with the town, a Parker

against Douglas County in an effort to prevent the facility from being built.

Mayor Mike Waid said Douglas County is in violation of an intergovernmental agreement between the county and Parker that was established in 2002, which includes a Comprehensive Development Plan, agreed upon by both parties, regarding future development.

Parker officials claim the town master plan and the county master plan do not allow general industrial uses at the location proposed for the facility, and allowing the project to go forward would have negative effects on the residents of Parker. Douglas County officials have not commented on the lawsuit.

On the heels of Redbarre’s comments, Waid responded to a request for comment but did not specifically address the Redbarre situation, instead reiterating his position against the trash facility.

“Aside from not being a permitted use in this specific area based on the intergovernmental agreement between the Town of Parker and Douglas County, the extremely heavy industrial use and excessive truck traffic that will be created from this type of trash transfer facility would represent a significant negative impact on existing public roads, residential neighborhoods, private commercial operations and educational institutions that are permitted in this area,” Waid wrote in an email.

Amid opioid epidemic, six proposals could fight trend Supervised-injection facility, Medicaid and private insurance changes among suggestions

When state Rep. Brittany Pettersen was a child, her day started with finding and hiding her mother’s keys, pouring out her alcohol and pills, and then going to school. She’d get home, and she’d do it all over again.

“It took me probably, maybe being 9 years old, to recognize that my mom was very different from most parents,” said Pettersen, a Democrat representing the Lakewood area.

She was concerned about her mom, but she didn’t know what to do.

Her after-school routine grew to include checking to see whether her mom was breathing.

Pettersen’s mom, Stacy, had an opioid addiction from the time she was about 33. After being overprescribed for her back pain, she developed a dependency that escalated to heroin use when another doctor cut her prescription. After several recent trips to the ER from overdosing, she finally asked for help — the words Pettersen said she waited 29 years to hear.

She was far from alone in her fears.

Colorado saw 108 opioid-related deaths — involving prescription drugs, heroin or both — in 1999, according to the Colorado Department of Public Health and the Environment.

In 2016, in that same category, the state saw a death count of 504.

Now, Colorado legislators are putting forth six bills to make sure opioid substance abuse doesn’t progress that far. Spearheaded by Pettersen, the Opioid and Other Substance Use Disorders Interim Study Committee aims to tackle the problem from all sides: in the medical world, the law-enforcement field, the health-care industry and — perhaps most directly — where people inject drugs.

Safe place amid the stigma The most visible effort, if passed, would allow a pilot project for a supervised injection facility — where people with substance-use disorders can safely inject drugs — in Denver.

No other place in the United States has such a facility, according to the Colorado Legislative Council Staff, but there are 100 of them in 66 cities among nine countries, said committee member state Sen. Cheri Jahn, D-Wheat Ridge.

Health professionals would oversee the facility, making sure to reverse overdoses if they happen, Pettersen said. They’ll also be able to refer people to resources to beat their substance-use disorder.

“This is about keeping people alive today, bringing them out of the shadows and increasing the likelihood they’ll get treatment,” Pettersen said.

In part, the bills would: • Bill A — Direct a research center at the University of Colorado Anschutz Medical Campus to design training for health professionals, law enforcement and at-risk communities for safe opioid prescription, treatment and overdose prevention. Also would create the Opioid and Other Substance Use Disorders Study Committee as an ongoing year-round entity through July 1, 2020, to continue work on the issue.

• Bill B — In many cases, require medical professionals to check a database about their patients and medications before writing refill prescriptions.

• Bill C — Allow supervised-injection facilities and allow for a pilot program for such places, where people with substance-use disorders can safely inject and be referred to treatment.

• Bill D —Bolster financial help for health-care professionals who choose to work in underserved areas through the Colorado Health Service Corps program.

• Bill E — Expand access to inpatient and residential — also called live-in — substanceabuse treatment, adding it as a benefit under the state Medicaid program.

• Bill F — Speed up requests for medicationassisted treatment for substance-use disorders under Medicaid and private insurance so patients don’t go back to using opioids while waiting for treatment.

Interim committees meet while the Legislature is not in regular session, the part of the year when it passes bills. The group unianmously voted for all bills to move forward — aside from Bill B (9-1 vote) and Bill F (7-3 vote) — to the Legislative Council, another group of lawmakers that reviews them before they can be introduced to be considered by the state House and Senate.

That council approved the bills to move forward Nov. 15.

The regular session starts Jan. 10.

“You and I are never going to go do heroin (just) because this place exists,” she added.

The Prescription Drug Monitoring Program collects information submitted by pharmacies about prescribing and dispensing medications, and about patients. Such a statewide database exists in nearly all states, according to the PDMP Training and Technical Assistance Center, but it’s not mandatory for doctors in Colorado to check it before writing prescription refills.

It would answer questions like, “Do we have someone at risk of addiction, or are they addicted? Are they doctorshopping?” Jahn said, using a term for when patients go to multiple doctors seeking more drugs.

For initial prescriptions, people with acute conditions — getting a tooth pulled, or other short-term issues — would be limited to a seven-day supply of pills for one prescription, in most cases. Chronic, or long-term, conditions would be among the exceptions, Jahn said.

Committee member state Sen. Jack Tate, R-Centennial, said the problem in his district is a latent supply of opioids.

“My sense is we don’t have as high an addict population as many (areas),” Tate said.

The proposals are expected to direct a research center at the University of Colorado Anschutz Medical Campus in Aurora to develop best practices for training medical professionals how to safely prescribe drugs, as well as how to disseminate that training, Jahn said. That research center for substance-use disorder prevention at that campus was green-lighted by Senate Bill 17-193 in May — Pettersen and Jahn were main drivers — but this proposal reiterates its goals, Jahn said.

Filling treatment gaps About a year and a half ago, Stacy Pettersen, 63, experienced a string of trips to the emergency room from overdosing and ended up in the intensive-care unit, her daughter said.

Stacy finally asked for help with her condition, but was told that Medicaid doesn’t cover treatment.

“We’re spending tens of thousands of dollars keeping people alive and then denying them the help they need to get better,” Brittany Pettersen said.

“So that was devastating and I think highlighted for me the enormous gap we have in our system.”

In 2015, at least 87 of Colorado’s overdoses from prescription opioids alone — not including heroin — happened to Medicaid recipients, according to state data. That makes getting Medicaid recipients residential, or live-in, treatment a priority for the lawmakers.

“Residential means that (you’re) going to go into a facility and stay there — could be anywhere from two to four weeks,” Jahn said. They “get the intense counseling, the therapy: How do I live with my disease once I leave here? How do you put me back into the real world?”

Generally, Medicaid covers some care for substance-use disorders in Colorado, including counseling and medications to help treat them, but that doesn’t work for everyone, Pettersen said. Lawmakers’ proposals would add inpatient and residential treatment as more widely covered.

Death toll creates urgency in fight against opioid abuse

One Coloradan died approximately every 27 hours on average from a prescription opioid-related overdose in 2015, according to Colorado Department of Public Health and Environment data. While that death toll dropped by 9 percent in 2016, the number of heroin-related overdose deaths increased 43 percent.

“Right now, we’re seeing about 60 percent of overdose deaths due to pills, with about 40 percent due to heroin,” said Robert Valuck, director of the Colorado Consortium for Prescription Drug Abuse Prevention.

“Heroin is making a comeback.”

“Overdose deaths across the nation have doubled in the past 15 years,” said Lindsey Myers, the Colorado Department of Public Health and Environment’s violence and injury prevention branch chief.

The increase in deaths over the long term has led lawmakers in all states to examine ways to combat the problem.

Colorado’s legislative Opioid and Other Substance Use Disorders Interim Study Committee recently voted to move forward with a six-bill package of legislation, aimed to help treat, prevent and intervene if possible when opioid addiction occurs.

Will the legislation help? The following is a look at what some area healthcare professionals have to say.

• One bill proposes to “create training programs for health professionals, law enforcement and at-risk communities for safe opioid prescribing, medication-assisted treatment and overdose prevention.”

the wealthy or people with good insurance plans,” Jahn said.

Another arm of the proposals would make insurance plans more cheaply cover alternatives to opioid drugs for pain — physical therapy, chiropractic care and acupuncture — to make sure patients aren’t unnecessarily pushed toward opioids, Kennedy said. It would also bar “step therapy,” a requirement that patients try opioid medications before receiving non-opioid drugs, for both private insurance and Medicaid.

“Even if a drug is covered by Medicaid or an insurance company, that doesn’t mean you can actually (get it),” said Kennedy, who is spearheading the proposed insurance changes.

He’s also pushing to change the requirement that patients get “prior authorization,” a green-light from an insurance provider, to know that medication-assisted treatment will be covered. That involves a combination of psychotherapy and drugs that help fight opioid addiction, he said.

The proposal aims for quicker response times from both Medicaid and private insurers to requests for medication-assisted treatment. Currently,

According to Valuck, physicians and health-care providers could benefit from learning more about medicationassisted treatment and utilizing that treatment with their patients.

• Another bill would limit most opioid prescriptions to a seven-day supply for acute conditions, and, in many cases, mandate that medical professionals check the Prescription Drug Monitoring Program database before writing prescription refills.

Dr. John Douglas, executive director of the Tri-County Health Department, which serves Adams, Arapahoe and Douglas counties, said restricting prescriptions for acute conditions could be effective.

“If you’re an addict that says, ‘I’m ready to seek treatment,’ and someone says, ‘OK, wait seven days please,’ there’s a high risk that you might return to heroin to avoid withdrawal symptoms,” Kennedy said.

The part of the bill that would require medical professionals to check the PDMP database could pose a problem, according to Myers. Pharmacists are required to update the system every time they fill a prescription for narcotics, so in theory every physician could pull up their patient and assess their history.

In reality, the current PDMP system is underutilized by physicians because it is cumbersome and takes too much time to deliver the information, Myers said.

“I think providers want to use the system, but it’s underutilized in Colorado,” she said. “The main reason is it is a system that lives outside the workflow of providers. But we are pilot testing ways to make the system easier to incorporate into records.”

• A third bill would pave the way for a pilot project for a supervised injection facility in Denver.

Offering a safe place, supervised by medical professionals, for addicts to inject may seem radical, but according to Valuck, such places work.

“Supervised injection facilities work, we are in support of them,” he said. “First and foremost, these are human beings. Everyone knows someone with a substance use disorder. Secondly, SIFs decrease the spread of disease, such as HIV and hepatitis.

These diseases put first responders and physicians at risk.”

Tri-County Health already supports

a syringe-access facility in Aurora, which has served about 150 clients within its first year. The program is a street-based program, and those with substance-abuse disorders can exchange dirty needles for clean ones, Douglas said.

• Another of the bills proposes to expand the Colorado Health Services Corps program. The program currently includes financial incentives for health care professionals who agree to work in underserved areas. Historically, the program has only included physicians.

“It would now include substance abuse counselors through Colorado Health Services Corps,” Myers said.

“The new bill would expand program to incentivize people to move and work in areas where there are not addiction counselors.”

• A fifth measure would significantly increase access to residential treatment to qualifying people with substance-use disorders.

One of the biggest problems is a lack of treatment for substance-abuse disorders, Valuck said.

“We are at about an 85 percent treatment gap,” Valuck said. “The state would have to come up with money to help pay for residential treatment.”

• The final bill would improve “prior-authorization” standards to ensure insurance companies and Medicaid give timely approval for medicationassisted treatment. This bill also aims to reduce copays for physical therapy, acupuncture and chiropractic alternatives to narcotics.

“This is really a good start,” Valuck said. “We have to shift the language, and the way we think of people with substance-use disorders.”

The Adams County Sheriff ’s Office expressed support for creating training programs for law enforcement regarding the opioid epidemic.

“By creating a training system for all, it helps us identify and recognize those in need,” said Jim Morgen, spokesman for the sheriff ’s office. In “the rural parts of Adams County, we arrive minutes before medical (support) is able to, and we have to be able to recognize somebody having opioid reactions (including) an overdose. These minutes are crucial in potentially saving lives.”

Lawmakers’ proposals include directing the Anschutz Medical Campus’s research center to create training for officers on how to better use naloxone — Narcan is its brand name — in responding to overdose situations.

Jahn also said she believes crime would be reduced by creating supervised injection facilities because more people would have access to treatment.

A person “would not have stolen all these goods if (they) didn’t have an addiction (they) needed to feed,” Jahn said, speaking hypothetically.

Law enforcement officials in Wheat Ridge, other Jefferson County areas and Denver have told her that increases in property crimes have been tied to substance-abuse disorders. Police in Englewood and Littleton have made

similar observations, referencing opioids. “If they were able to get it more easily, or get it at all, we have a better chance,” Jahn said. “People don’t want to live like this.”

End of a journey Stacy Pettersen’s lack of Medicaidcovered care left her daughter with few options.

People Brittany Pettersen worked with to address the state’s opioid issue recommended an involuntary commitment process — by which she’d receive a court order for her mother to be taken to paid-for treatment. Stacy Pettersen recently began a program at a rehabilitation center after two months in a program where she underwent detox.

In early 2018, she’s expected to complete her rehab program, and Pettersen said her mom is learning to live again.

At a dinner with family, relatives went around the table and said what they were grateful for, and everyone said they were thankful for her.

“It was very emotional,” Pettersen, 36, said. “To have her there and sober and be alive, and how every day is the best day ... it’s like she’s been frozen for 29 years. That’s a lot to deal with, the years that have been lost, but she’s thankful to be alive.

“For the first time in 29 years,” Pettersen said, “I have my mom in my life.”

Q&A with state Sen. Jack Tate Q&A with state Rep. Cole Wist Centennial Republican touts tax credits for affordable housing Jack Tate is a small-business owner involved in helping other companies and organizations with decision-making in capital investments.

A Republican, Tate lives in Centennial and serves state Senate District 27, which includes Foxfield, Centennial and unincorporated Arapahoe County areas Tate adjacent to Centennial.

He previously served in 2015 as the representative for state House District 37, which is an overlapping and similar area to his current Senate district. He has served three sessions in the state Legislature.

What is the most important issue for the Legislature to tackle this session, and what needs to be done?

The most important issue this session is Colorado’s public pension system, known as PERA (Public Employees’ Retirement Association). Depending on the discount rate used for analysis, the plan is somewhere between $30 billion and $100 billion underfunded. This unfunded liability presents long-term stability and solvency issues that jeopardize retirement security for many thousands of Coloradans as well as the fiscal health of the state. To keep our promises to retirees as well as current workers, comprehensive pension plan reform is essential. We also need to recognize that new workers value retirement plan flexibility and transportability differently than earlier generations. Overall, this really should not a partisan issue, as it is

just a complicated math problem …

The size and scope of the liability is so large that any permanent reform, one that shores up long-term risk and assures funding for present and future retirees, will affect everyone.

What are two pieces of legislation that you plan to sponsor, and why?

As chair of the Senate’s Business, Labor and Technology Committee, I tend to work on commercial and financial legislation. Two areas of focus for me beside PERA are the relatively high costs of both housing and auto insurance for Coloradans as compared to other states … We have unique economic and legal factors here in Colorado that drive these differences. While we continue to monitor the new supply of forsale condominiums following last session’s passage of the first step of construction litigation reform, we also see rental-unit pricing surging higher. I will be sponsoring the renewal and expansion of affordable housing-tax credits that incentivize the private development of housing aimed toward lower-income Coloradans.

I am also sponsoring a bill that will close loopholes by which improper lawsuits against auto-insurance companies cause all of our rates to be higher than they should be. My daughter’s car insurance went up 20 percent when she had it transferred here to Colorado. Same person, same car!

For this session to be deemed a success, what must happen?

In an election year, it is always difficult to get meaningful, bipartisan legislation passed on big topics. A successful session will address PERA, housing, various insurance markets, the local economies of rural Colorado and the opioid crisis, for which I am sponsoring solutionoriented legislation as well.

Roads and bridges need funding, Centennial Republican says Cole Wist, an attorney who’s practiced law in Colorado since 1991, is the state House assistant minority leader. He’s a Republican who represents House District 37, an area that includes Foxfield, Centennial and parts of unincorporated Arapahoe County adjacent to Centennial.

Wist This will be his third session representing his district since 2016. Wist and his wife have lived in what’s now Centennial since 1997.

What is the most important issue for the Legislature to tackle this session, and what needs to be done?

During the 2018 session, the top priority for the Colorado General Assembly must be to prioritize and set aside an adequate revenue stream for our deteriorating roads and bridges. For years, funding for our state’s most important economic driver, our infrastructure system, has taken a back seat to just about everything else in the state budget. We now sit in miserable traffic jams and drive on roads that are in terrible condition. If Colorado is to remain an economic leader, this must change. This upcoming fiscal year, the General Assembly will have between $747.9 million to $962.7 million of additional funds to spend or save in the general fund. This choice must reflect our priorities and presents a prime opportunity to make a sizable down payment on Colorado’s $9 billion deficit in funding for roads and bridges.

What are two pieces of legislation that you plan to sponsor, and why?

This session, I will be sponsoring a bill to reform victim notification when an inmate is placed in the Interstate Corrections Compact. Currently, the Department of Corrections can assign an inmate into the compact and have the inmate transferred to a correctional facility in another state with no consultation or notification provided to crime victims in Colorado.

This unacceptable outcome leaves our victims in the dark, unable to the have the closure they need and deserve. I will be working to … require that the Department of Corrections provide a transparent process that respects crime victims and their families.

With society’s growing dependence on technology, cyber security is a critical component to public safety.

This session, I will be sponsoring a bill to increase protection of personalidentifying information and empower the attorney general’s office to prosecute those engaged in cyber crime … the citizens of Colorado need to know the General Assembly is taking every reasonable step to protect (their) information.

For this session to be deemed a success, what must happen?

The General Assembly must revise the way it balances the state’s $30 billion-plus budget. Currently, the General Assembly utilizes a joint budget committee made up of three representatives and three senators. In a few months’ time, these six individuals are expected to balance a massive state budget taking in consideration all the state’s needs. Even for the most talented individuals this task can be daunting. There are 94 other members … whose talents and expertise are critical to the responsible use of our taxpayers’ money and to setting budget priorities. Our budget process needs to be reformed and updated to better serve our state.

The most important issue for the Colorado Legislature to tackle this session is prioritizing additional revenue for roads and highways.

Colorado’s latest economic and revenue forecast is positive. It shows that the state’s general fund will have an additional $850 million this year, and in future years, to spend on priorities set by the Legislature. For the past 10 years, the Legislature has ignored infrastructure and has focused almost exclusively on budget increases for Medicaid and Human Services. This year we must prioritize our efforts to serve all Colorado. Deputy killed, six people wounded in Highlands Ranch Suspect dead after what Douglas County sheriff called ‘an ambush-type of attack’

One deputy was killed and four other law enforcement officers were wounded in what Douglas County Sheriff Tony Spurlock called “an ambush-type of attack” the morning of Dec. 31 in Highlands Ranch.

Authorities have identified the suspected gunman as Matthew Riehl, 37.

Riehl had barricaded himself inside a bedroom in an apartment near County Line Road and Colorado Boulevard and fired at least 100 rounds of ammunition at responding officers, Spurlock said. The suspect was later shot to death by members of a regional SWAT team.

Two civilians, who were not in the apartment, sustained non-life-threatening injuries during the incident at Copper Canyon Apartments, 3380 E. County Line Road.

“Just regular people trying to live their life,” Spurlock said at a news conference at the sheriff ’s office’s Highlands Ranch substation.

The sheriff ’s deputy who died was Zackari Parrish, 29. Parrish is survived by a wife and two young children, Spurlock said. He had been with the sheriff ’s office for seven months and had previously served more than two years with the Castle Rock Police Department.

Spurlock described Parrish Parrish as someone who smiled a lot and was eager to serve.

“His wife told me he loved this job more than any he ever had,” Spurlock said. His eyes welled with tears as he described holding the hand of Parrish’s wife earlier that morning.

“They had many hopes and dreams ...”

Castle Rock Police Chief Jack Cauley said Parrish served the department with “honor and dignity.”

“He truly loved being a police officer and embodied everything it is to be one. He was an excellent officer, a good friend and a committed husband and father,” Cauley said.

Gov. John Hickenlooper ordered flags be lowered until sunset on Jan. 2 in honor of Parrish.

“The call to protect and serve too often leads to this ultimate sacrifice.

We are grateful for the service of Deputy Parrish, his fellow deputies and that of the Castle Rock police officer,” Hickenlooper said in a statement.

“We pray for their and their families’ strength and resolve in the days and months ahead.”

The four injured officers were taken to area hospitals and were in stable condition. All but one was released from the hospital by the night of Jan.

1. The wounded officers are Deputy Michael Doyle, 28; Deputy Taylor Davis, 30; Deputy Jeffrey Pelle, 32; and Tom O’Donnell, a Castle Rock police officer. Pelle remained in the hospital the morning of Jan. 2, but O’Donnell was expected to make a full recovery, according to the sheriff ’s office.

Riehl did not have a criminal record but was known to authorities, Spurlock said.

He said the first four of the officers to arrive “were shot very, very quickly.”

“They all went down almost within seconds of each other, so it was more of an ambush-type of attack on our officers,” Spurlock said. “He knew we were coming.”

All of the officers who were shot were wearing bulletproof vests but were hit in areas of their body not protected by the vest, Spurlock said.

Officers first responded to the residence at approximately 3 a.m. after reports of a “verbal disturbance.”

No crime was committed at that time and officers cleared the scene at 3:44 a.m., according to a release from the Douglas County Sheriff ’s Office.

Noise complaints and reports of a possible domestic disturbance again brought officers to the apartment about 5:15 a.m. Riehl and a male roommate lived at the apartment, Spurlock said. The surviving roommate was cooperating with authorities, the sheriff said.

Officers were let into the apartment by the roommate and engaged in conversation with the shooter before he barricaded himself in a bedroom and began firing with a rifle — the specific type of firearm has not been disclosed.

The four deputies were shot, and three were able to pull themselves from the apartment while still under fire from the suspect, but because of their injuries were unable to pull out the fourth, unconscious deputy, who was Parrish, Spurlock said.

The suspect, later identified as Riehl, was killed by SWAT officers at approximately 7:30 a.m., almost two hours after the shooting began, Spurlock said. O’Donnell was shot and injured by Riehl shortly before Riehl was killed, authorities said.

Officers were able to enter the apartment and recover Parrish’s body. After speaking with Littleton Adventist Hospital, Spurlock learned doctors wouldn’t have been able to save Parrish.

“The physician said that he had no ability to survive the injuries,” Spurlock said. “He was hit multiple times.”

Caution tape blocks the entrance to the apartment building in Highlands Ranch where the man who shot five law enforcement officers and two civilians lived. The suspect, Matthew Riehl, was shot and killed after a nearly two-hour standoff at Copper Canyon Apartments.

ALEX DEWIND what prompted Riehl to open fire on authorities, but said body cam footage would help determine how the situation escalated.

“This is going to be a several-day investigation as you can imagine, so I ask the community to have patience with us,” Spurlock said.

Major roads in the area were closed for hours following the incident.

An emergency shelter was set up at the Eastridge Recreation Center, 9568 University Blvd. in Highlands Ranch, for anyone displaced from their home by the shooting. Neighbors were later allowed back into their homes except for those in the immediate location of the shooting.

Susan Drum, a Copper Canyon resident who sheltered at the rec center, said she heard gunshots about 6 a.m., though at first she believed them to be the sound of a car backfiring.

“You don’t think right away that, oh, wow, that was a gunshot,” Drum said.

Cops, university warned of suspect before deadly shooting Matthew Riehl frequently took to social media to complain about law enforcement

As the investigation continued into the New Year’s Eve shooting that left one sheriff ’s deputy dead and four officers and two civilians injured, details about the suspect emerged.

Douglas County Sheriff Tony Spurlock at first did not name the gunman who killed 29-year-old deputy Zackari Parrish, a husband and father of two, only saying he was known to law enforcement during a Dec. 31 news conference.

The coroner officially identified the suspect as 37-year-old Matthew Riehl later that day. Riehl was shot to death by SWAT officers after authorities say he unleashed at least 100 rounds on officers at a Riehl Highlands Ranch apartment complex early that morning. He did not have a criminal record prior to the event.

Riehl exchanged gunfire with law enforcement for nearly two hours before he was shot and killed inside the

apartment, according to the sheriff ’s office.

Riehl was a veteran who served in Iraq and a law school graduate in Wyoming who made a slew of posts on social media to complain about local law enforcement in the months leading up to the shooting.

Deidre Forster, a spokeswoman for the Wyoming National Guard, said Riehl entered the Army Reserve in 2003 and the Wyoming National Guard in 2006. He was deployed to Iraq for a year in 2009 and was honorably discharged in 2012.

Chad Baldwin, a spokesman for the University of Wyoming, confirmed Riehl was a 2010 graduate of the university’s law school. Riehl became the subject of an investigation by school police after Baldwin said he made “alarming” social media posts mentioning the university’s law school and some of its employees.

University police opened an investigation into the posts in the fall, which included communication with Colorado law enforcement, Baldwin said.

The school also increased security for the law school and warned students, faculty and staff about Riehl’s behavior.

In a Nov. 6 email from Assistant Dean Lindsay Hoyt, students were asked to notify university police if they saw Riehl or his vehicle near the law school.

The afternoon of Dec. 31, law enforcement officials continued to investigate the shooting that left a deputy dead and four law enforcement officers and two civilians injured at the Copper Canyon Apartments in Highlands Ranch.

Drawing closer to the Dec. 31 shooting, numerous videos were posted to a YouTube account belonging to Riehl.

In the posts, mostly uploaded in November and December, he frequently grinned at the camera, making most of his commentary from dimly lit rooms on topics ranging from Google Chromecast to video games, and including a five-minute video of him practicing with a yo-yo.

In one YouTube post, he shared a tutorial for sharpening knives, where several can be seen on a tabletop, and in another, alleged that law enforcement officers drive “stolen” Dodge vehicles.

But Riehl also used his YouTube account to call out members of the Douglas County Sheriff ’s Office and the Lone Tree Police Department by name.

In one instance, Riehl wears an Iraqi Freedom veterans cap while lambasting Spurlock, claiming he planned to run against Spurlock for sheriff, and calls one deputy a “pimp.”

Riehl also filmed himself playing body camera footage he obtained from a November incident in which a Lone Tree police officer stopped him for speeding.

In one of the videos he uploaded about the traffic stop, he displays the body camera footage on a projector screen while he explains his version of events. He describes the officer as “harassing” him, lying to him and calls for the officer to be fired. He also called the cop “dirty” in a video title.

Sgt. Tim Beals with the Lone Tree Police Department confirmed the authenticity of the body camera footage and said the police department conducted an investigation into the traffic stop in response to Riehl’s complaints. They found no wrongdoing by

the officer.

“Per his request, we actually provided that to him,” Beals said of the body camera video. “We responded with the information he wanted as far as the body camera footage, which he has a right to have. We had some interaction via emails and he just wasn’t satisfied with the answers we provided.”

Beals said in the past several weeks, Riehl contacted him and city courts and reached out to the agency through social media in hopes of getting the ticket dismissed. Riehl also missed a court appearance scheduled in recent weeks, Beals said.

“We were aware that he wasn’t happy with the Lone Tree Police Department and internally we had sent out some information to our officers to exercise caution should they come into contact with him,” Beals said.

In a statement released Jan. 1, the police department said once Riehl’s behavior escalated, they alerted the sheriff ’s office.

“At that point, the Lone Tree Police Department immediately contacted the Douglas County Sheriff ’s Office to investigate given that a Lone Tree police officer was being targeted by the suspect’s harassing communication,” the statement said.

Beals said the police department is “fully supporting” the Douglas County Sheriff ’s Office following the incident.

“It’s just tragic,” he said.

“Regardless of the information leading up to these events, the outcome is just absolutely tragic, and you know as an agency our hearts just go out to the families of those involved.”

An investigation into the shooting, including what motivated Riehl to open fire on officers, is ongoing. The 18th Judicial District’s Critical Response Team is leading that investigation, according to the Douglas County Sheriff ’s Office Facebook page.

A man suspected of involvement in a fatal hit-and-run on Christmas in Centennial turned himself in at the Arapahoe County Sheriff ’s Office the morning of Dec. 26, the sheriff ’s office said.

Douglas County Commissioner Lora Thomas also spent time at the shelter to support residents.

“This is just heartbreaking,” said Thomas, who served for decades in law enforcement. “With my state patrol days, it just brings back that law enforcement is a family.”

Messages of condolence for the deputies also poured in on Twitter.

“If you are heading to church this morning, please say a few prayers for the officers battling in the hospital and the friends, families and coworkers of the fallen Officer.

“We can’t thank you enough for your service and sacrifice,” the Parker Police Department said on Twitter the morning of Dec. 31.

“Our thoughts and prayers are with our DCSO family. We are heartbroken by this morning’s incident,” Littleton Fire Rescue tweeted.

The suspect’s name and other information are not available, Brooks said.

The Arapahoe County Coroner’s Office will release information on the victim.

No further information was available from the sheriff ’s office due to the ongoing investigation.

Spurlock, who is dealing with the first death of a deputy in the line of duty under his tenure, said there were too many agencies who aided in the event to name, but that he was grateful for the support from the community and neighboring law enforcement.

Parrish’s body was transported from Littleton Adventist Hospital to the Douglas County Coroner’s Office in Castle Rock in a procession that included dozens of law enforcement vehicles.

“This is a tragic day,” Spurlock said, “and a tragic day we’ll be feeling for a long time.”

I know these people. You know these people.

They clip their nails at the office, and change their pants in their cubicle.

They litter. They hum in elevators.

They say, “At the end of the day,” and “With all due respect.”

They say, “Everything happens for a reason.”

What’s the reason for leaving a shopping cart at a bus stop?

If you have to take a cart to the bus stop, how are you going to get your groceries on and off the bus?

“Just a minute, driver. This will take a while.”

Send them to Cañon City. Or at least make them watch an Adam Sandler marathon.

Have them learn the words to “Dust in the Wind” and sing it to some Hells Angels.

There are still a few of us left. The ones who say, “Yes, please,” and “No, thank you.” Who say “Liberace and I,” not “Me and Liberace.”

All around, I see small failures

to follow the written and unwritten codes of good form and polite behavior.

Which way does the blade face when you set your knife on your plate?

Do you walk on the inside or on the outside of a woman?

The answer is simple. You don’t walk on a woman at all.

But it reminds me of a Groucho Marx joke.

“One morning I shot an elephant in my pajamas. How he got into my pajamas, I’ll never know.”

ell here we are again, the very first week of the year. Many of us have been filled with great anticipation as we awaited the arrival of the New Year. Something WINNING new to look forward WORDS to, a shedding of the past, new goals, new people and a new attitude. It’s awesome, it’s wonderful, and we just can’t wait to get started. So let’s go.

And there are others of us who have Michael Norton had anticipation of the coming year as well. However, instead of great anticipation, they were filled with anxious anticipation. Cautiously optimistic, hoping for anything better than last year, and nervous about the changes that are to take place. They too look forward to the shedding of the past, however there is still a piece of them that is almost dreading the new goals, new people, new job or other “new” thing that they have aspired to for the coming year.

So, is it dread or is it anticipation?

Could sound something like this, “I am so excited for this year, this is the year I am going to get back into shape, lose some weight and eat right. I can’t wait to get started.”

And then the alarm goes off, “I am dreading going to the gym. There has to be an easier way.”

Or maybe it sounds a little like this, “I have been happily anticipating my new role for the last two months, this change is going to be terrific, new job, new people, bigger responsibilities. This will be my year.” And then, “I am dreading this new commute. Why did I agree to take on these extra responsibilities? This is terrible. What was I thinking?”

As we try and avoid all of that negative self-talk, we can use our great anticipation and even anxious anticipation to create positive energy. And we can use that positive energy to fuel and drive our new initiatives, use it to pursue our wildest dreams, and leverage that positive energy to reach every goal we set for ourselves.

It’s when we lose the nervousness or get too complacent or too comfortable with what we are doing that we

Patty was born on March 21, 1941 in Larimore, Grand Forks County, North Dakota to Willard and Blanche Cowan. She was the eighth of ten sisters. Patty was educated at St. Dominic’s Grade School and later graduated from Annunciation High School in Denver, Colorado in 1960. She also completed Math & Accounting for Business at Ohlone College, Fremont, California. Pat loved God with all her heart, the mountains and the foothills, gardening, crafts, writing poetry, reading, traveling, her family and life. She was an expert Scrabble player. We all have moments of cultural delinquency. Blame it on age or the Sudafed.

purposing the open-space sales tax to pay for new justice facilities. When that tax expires in 2023, it will have provided nearly $500 million toward developing parks and green space. Rather than raising new taxes, this tax could be repurposed in part to build new jail and courtroom facilities if needed.

Arapahoe County provides important services at a reasonable cost to taxpayers, and the CBC will continue to reinforce responsible budget leadership.

As CBC chair, I implore citizens and taxpayers to get involved.

Too often, we focus on nationaland state-level issues when much more direct impacts are felt at our city and county level such as potential new taxes. With more than 600,000 residents, the input of 15 citizens is not enough to represent the entire county. Talk to your commissioner. Share concerns with your county-wide elected officials: treasurer, sheriff, clerk, coroner and assessor.

New senior housing complex coming to Englewood

A seven-story, 130-unit senior housing complex will soon find a home just south of Swedish Medical Center in Englewood.

Less than a block south of what locals call Old Hampden — where U.S. Highway 285 curves south of East Hampden Avenue — the new complex, called Atria Englewood, will offer a mix of assisted living and memorycare apartments when it opens in summer 2019.

Demolition is underway at the site, located at 3555 S. Clarkson St. The area has a need for more senior housing, said Ben Burke, president of the Chicago-based company behind the project, in a news release.

“The surrounding south Denver neighborhoods of Washington Park, Platt Park and Harvard Gulch (area) began to flourish in the years follow-

ing World War II, and many residents have remained in the area over the years,” said Burke, president of CA Senior Living. “As home values continue to rise in these sought-after neighborhoods, seniors are selling their homes” and gravitating toward supportive housing.

The development at 3555 S. Clarkson St. will offer 24 apartments connected with what Atria Senior Living calls its Life Guidance memory care program.

Residents will receive care that draws on each of their personal histories, a news release about the complex said.

The care program features “memory boxes” with personal pictures and mementos outside rooms to help residents find their way back to their apartment, said Mike Mejia, a senior vice president with the Atria company, which will operate the overall housing community. Staff members in the Life Guidance program receive extensive training in dementia-related

care, he added.

We “believe a person with dementia can continue to lead an engaging and meaningful life,” Mejia said. The program includes physical activity, social engagement, and discussion with the resident and their family to make sure each resident’s circumstances are considered in their care.

The other 106 units will be assistedliving apartments ranging in size from 380 to 1,200 square feet, with studio, one- and one-bedroom-and-den layouts when the complex is complete.

Atria Englewood will also feature a rooftop terrace with fire pits and a “sky lounge” with mountain views, separate dining and activity spaces for assisted-living and memory-care residents, and common spaces with monthly events centered around learning, fitness and other interests based on resident preferences.

Also included: “cutting-edge” technology such as wearable devices that

monitor residents’ participation in activities, as well as their safety and well-being.

The project bills itself as addressing demand for “upscale housing and social connectivity” for seniors.

“The explosive growth of many cities in the western U.S. has led to an increased need for senior housing. The Englewood area is underserved due to barriers to entry such as scarcity of land,” Burke said.

Atria Senior Living operates housing for independent living, assisted living and memory-care communities in about 200 locations in 28 states and seven Canadian provinces, the news release said. Two locations sit in the Denver area, and a third in Longmont, the release said.

There are many reasons why so many people have been moving to Colorado over the years, but one is certainly the plethora of opportunities for outdoor recreation.

The activity options seem to be ever-diversifying, and for 41 years, the Denver International Sportsmen’s Exposition has been growing with the times.

“The state has been going through major changes, and while we still feature booths and information on hunting and fishing, we’ve had to grow,” said John Kirk, director of communications with International Sportsmen’s Expos. “The businesses that come here have had to develop new strategies and customers, and we want to showcase them.”

This year’s expo is Jan. 11-14 at the Colorado Convention Center, 700 14th St. in Denver, and features more than 530 companies, from travel and RV companies to fishing and hunting retail and camping gear.

“We’ve been setting up at the expo for 27 years,” said Chuck Prather, with the Wheat Ridge-based Rocky Mountain Angling Club, which provides members exclusive access to about 45 catch-and-release sites in Colorado, New Mexico and Wyoming. “It’s a chance to meet our members and put names to faces.

A lot of friends come by.”

In addition to all the booths, there will also be classroom clinics, a wilderness camp, archery tag, casting ponds, and Colorado Parks and Wildlife Outdoors Pavilion.

“Many of the new people who move to Colorado want to know what kind of activities they can do, how they can do them, and where,” Kirk said. “We want the expo to be a jumping-off point for everyone who comes through.”

It’s also important for the event to promote conversation and stewardship of open spaces and wildlife,

‘Vacation’ series is fanciful take in 12 paintings Hartman’s works are on display in Littleton’s Stanton Gallery

About a year ago, we met Don Hartman’s six quirky boys in “On Vacation” in an exhibit at Town Hall Arts Center’s Stanton Gallery in downtown Littleton. They were the start of a series, we now learn, as we anticipate “Wait a minute, I think I’ve seen these before.”

Hartman said that at that time, he had started working on girls on vacation to complete his envisioned series of “On vacation with the boys and girls.” The 12-painting series is now complete, he says, and the group will return to liven up Town Hall’s gallery from Jan. 8 through Feb. 16. Onstage at Town Hall will be a sort of delightful fantasy: “Peter and the Starcatchers.”

“Imagine otherworldly critters on vacation with family and friends taking selfies and vacation snaps and then sharing them. That is the show you see today …” says painter Hartman. “I transfer the sketch onto a canvas.”

He said there is no planned reception, but he will be present at the opening night of “Peter and the Starcatcher” on Jan. 12 to visit with people in the gallery. He will also have photos of his process as he painted these distinctive characters. (Boys on white

“Starting with a simple sketch (of a clearly-envisioned critter that has sprung from Hartmann’s fertile imagination), I transfer the sketch to canvas, making minor changes in design and space layout,” he said.

“I then fill in the canvas with color on what I call a `block out.’ In this sitting I fill the canvas with paint, not worrying if it’s the right color or not. The goal of the `block out’ is to cover the white gesso primer with color and design and begin to envision the painting’s first breath. The next step is refinement of both color and design. Typically, my paintings take eight to 10 sittings to finish.

These sittings can be anywhere from four to six hours each with total time to complete a painting being 40-50 hours.

“The handmade frames are of my design and construction. Crafted from redwood and poplar, with a natural finish, the frames are intended to evoke memories of knotty pine walls in club basements, decorated with family photos.”

Hartmann, a native of Baltimore, studied arts and photography at The Maryland Institute College of Art. His daytime job is developing affordable housing for the homeless. He has developed affordable housing in Maryland, Arizona and Colorado. He also developed “American Style Homes” in Takamatsu, Japan. When asked when he finds time to paint, he replies that he generally finds time on Saturday and Sunday mornings.

Coloradan immersed in world of performing arts Stephanie Little graduated from Arapahoe in 1989 and now lives in New York

In the late 1980s, when Stephanie Little was enrolled in Frank Early’s drama classes at Arapahoe High School in Centennial, she was so in love with theater that she once spent a Friday night amongst the props after rehearsals were over for the day.

(She and a friend had each told their mom that they would be spending the night with the other.) Her friends were in theater classes — all budding storytellers, she remembers. She says she still uses Early’s voice patterns to warm up for performances. When she graduated in 1989 at 17, she almost immediately headed to Los Angeles to launch her career. She enrolled at the Groundlings Theatre and School.

She has since attended numerous L.A classes, had private coaching and a summer intensive in London at the Royal Academy of Dramatic Art. In 2008, she moved to New York City, although she says she is back and forth almost every six weeks.

That career now includes acting in a digital series called “The Other F Word,” now in a second series and available free on Amazon. It is about

Stephanie Little directs a film shoot in Central Park. a group of 40-something moms whose kids are grown to the point that the mothers feel a need to reinvent their own lives. Many women can relate to this storyline.

“It has a great female element,” Little says. (Although the industry views women of 45 as a “tough demographic,” according to online discussion of the series.) Shot in suburban Ridgewood, New Jersey, and in New York City’s Central Park, it has attracted more than 80,000 viewers, although Little would like to see it land network exposure. One approach is for women across the country to host a viewing party of one or more segments.

Producer Caytha Jentis, an indie film director, hired a cast including Little, who plays Amy; Holly Cate (Orly); Reiko Aylesworth (Trish); Lee Ann Hutchison (Diane); Steve Guttenberg; Judy Gold; Michael Boatman; and many more. Gold, she says, is 6-foot-3 tall and a well-known NYC comedian, who is especially fun to work with. She especially recalls shooting a scene with Gold driving in Harlem.

whether a third series will be in the works — depends on Jentis.

In California, Little worked, enrolled in acting classes and made lifetime friends, then returned to Colorado, at her mom’s invitation, to live at home for a while and try to get caught up financially.

When we met for coffee at Solid Grounds in Littleton, she often mentioned how very supportive her mother, Judy Kendall of Highlands Ranch, has been — even sending her groceries in Los Angeles! While back in Denver, she married and moved to Arizona. (Drove three hours to L.A. for acting classes.) Divorce and a return to L.A. found her in a co-op film group, where members paid $50 a month and took turns writing, directing, acting and sending resulting films to festivals nationwide. “I learned a ton … Most are still friends and are still in Los Angeles,” she says.

Now that she writes, directs, produces and films her own stories, she always includes a part for Kendall in each one. She has two pieces out, making the festival rounds, and has writ-

ten a full-length feature film she hope to shoot in New York next summer.

Central Park, always filled with characters to inspire stories, is just beyond Little’s front door (she lives in a 238-square-foot apartment in West Manhattan) and a great place to shoot films, she says. One of Little’s pieces is the comedic “Killing the Apologetic Girl,” the 22-minute first part of a proposed series, which she hopes to see as a network show. It has landed a spot on a digital network called “Funny or Die.” As an illustration of how technology has opened up her world, she says Domnik Johnson, the composer for “Killing the Apologetic Girl,” lives in London. He saw her post-production project hosted on “Funny or Die” and contacted her. The film, she said, “is an examination of my heighted selfin-process — I became less apologetic — trying to take more command.”

A composer in Rome found her film, “The Small,” on an IMDB site for postproduction films and contacted her.

Shot in Central Park, “The Small” is a “quirky, dark comedy about a young woman who can access the departed for five minutes.” The idea came from people who say “if only I had five more minutes with her/him” about someone who has recently passed away. This character meets people in Central Park who become clients.

Little has shot a supporting part in “Furlough,” a movie with Melissa Leo, and will play a wife to Christopher Stanley (“Mad Men”) in a Scott Adsit digital series, “Kick.”

She has an agent in New York to connect her with commercial jobs and a manager in Los Angeles who is in touch about possible film parts. One can produce an audition bit almost anywhere, she says — and send it off.

5 things to know about NASH liver disease Englewood medical office one of few places to get non-invasive screening

Fatty liver is a condition that’s misunderstood too often, one doctor in Englewood says — and that’s a deadly misunderstanding to make.

Marcelo Kugelmas, a doctor with an office at Englewood’s Swedish Medical Center, helps detect problems before it’s too late. His office, a South Denver Gastroenterology location, is one of the only places where patients can get a fibroscan — a non-invasive procedure that can help detect NASH, a kind of liver disease that’s estimated to affect 3 percent to 5 percent of the United States population.

Here are a few things to know about the disease.

What is the disease?

NASH is a term for non-alcoholic steatohepatitis, a severe form of fatty liver disease, which stems from a buildup of fat in the liver that causes inflammation. (“Steato” means fat, and hepatitis is liver inflammation, Kugelmas said.) It usually doesn’t cause symptoms until a person has experienced advanced liver damage — the disease can progress for years without a person knowing they have it.

Left unchecked, it can lead to liver scarring, liver failure, cancer or death. And a similar condition to NASH is also rampant in the country.

“There’s a condition called nonalcoholic fatty liver disease,” Kugelmas said. “It results from accumulation of fat in the liver in people who don’t drink enough alcohol to cause that problem (just) from the alcohol drinking.”

Known as NAFLD, it’s the more general form of the disease — NASH is its more aggressive form, and about one in four NAFLD sufferers may have it, Kugelmas said.

Is this new?

No, but it has become more common over the years. It wasn’t recognized 50 years ago, Kugelmas said.

“Most people think you only get liver disease from drinking too much or from having (viruses) that cause hepatitis, but there are many other reasons for chronic liver disease,” Kugelmas said. “NAFLD and NASH will become, over the next decade or two, the most common cause for liver disease for liver cirrhosis (or scarring), for liver cancer, for patients undergoing liver transplantation and from people dying from liver disease.”

What are the risk factors?

Major risk factors for NASH are Type 2 diabetes, prediabetes, obesity, high cholesterol and high blood pressure. NASH affects Hispanics and men more than other ethnic and gender groups.

Fatty liver disease and NASH can also affect kids, and people who develop it early are likely to end up with more aggressive diseases at a younger age, Kugelmas said. Treatment plans can include lifestyle modifications or the possibility of participating in clinical trials, which help researchers determine if certain treatments are effective.

“You can cure fatty liver — you can get rid of all fat and inflammation, and the scarring depends on each particular individual,” Kugelmas said. Younger livers respond better than old ones, and there is a “point of no return” beyond which doctors can’t make it better, he added.

To do that, they need to check you out.

How does the machine work?

The imaging test, called a fibroscan, is a painless test that’s done with very little preparation — you just need to show up after fasting for three hours.

“There’s no risk,” Kugelmas said.

It assesses the degree of fatty infiltration in the liver and the degree of scarring a person might have. It’s seen by many as equal to a biopsy, which, on the other hand, is invasive, carries some risk and is much more expensive, Kugelmas said.

The fibroscan machine his office uses regularly is one it’s only had for a few months, Kugelmas said.

The machines are usually only found at academic institutions, and very few private practices — and only those in urban areas — offer it, Kugelmas said.

Aside from the VA Eastern Colorado Health Care System in Denver, Kugelmas’ office at 499 E. Hampden Ave. is the only place in the Denver metro area that offers the scan technology, based on website information from Echosens, the company that provides the machines. A location in Colorado Springs is the only other place in Colorado at which to get the scan.

How can I prevent liver disease?

Cut out excess calories and processed carbohydrates, Kugelmas said — extra calories get stored as fat. Exercise is key, too, and one hour per day six days a week is recommended, but it varies personto-person.

“If today is better than yesterday, and tomorrow is better than today, you’re in the right direction,” Kugelmas said.

said Leo Lopez, one of the owners of Northglenn-based LCL Hunting, which sells custommade hunting and kitchen knives. “We bring out products to our booth, which people can buy right there.”

Englewood’s 1 Shot Gear, which sells premium hunting gear, including clothing, optics, bags and other gear, also has found tremendous success setting up a booth at the expo.

“We’ve gone for the past four years, and are always very, very

busy,” said Zach Snoke, warehouse manager for 1 Shot. “We all have a passion for hunting, and it’s a great community event for everyone at the expo.”

The name of the expo has become a kind of misnomer, as a result of International Sportsmen’s Expos’ efforts to grow the scope of its community, Kirk said.

“Before these activities were mainly focused on men, but we’re seeing more women, couples and children looking to get started in many of these activities,” he said. “Coming here is like a treasure hunt, where everyone can explore and find something that interests them.”

A front row seat to the Fetterman Fight Many may not have heard of the Fetterman Fight, but it was one of the biggest losses suffered by the U.S. Army in the 1800s.

History buffs can learn more about the battle thanks Dr. John H. Monnett’s Eyewitness to the Fetterman Fight: Indian Views. The event will be from at 4 p.m. on Saturday, Jan. 6, at the Lone Tree Hub, 8827 Lone Tree Parkway in Lone Tree, and at 6 p.m. on Sunday, Jan. 7, at The Fort Restaurant, 9192 Highway 8 in Morrison.

The fight occurred on Dec. 21, 1866 — during Red Cloud’s War, which was between the Lakota, Northern Cheyenne and Northern Arapaho tribes and the United States in Wyoming and Montana territories from 1866 to 1868.

An organized force of 1,500 to 2,000 Oglala Lakota, Northern Cheyenne and Arapaho warriors annihilated a detachment of seventy-nine infantry and cavalry soldiers—among them Capt. William Judd Fetterman.

There were no U.S. Army survivors, so Monnett’s lecture culls information from Lakota and Cheyenne participants.

GOCO awards grants to Sheridan, South Suburban STAFF REPORT

Great Outdoors Colorado awarded a $1.7 million Inspire Initiative grant to the City of Sheridan for its Sheridan Inspire program, which works to get kids and families outdoors by addressing barriers such as lack of awareness, language barriers, cost, safety and lack of transportation.

With the grant, Sheridan Inspire can implement plans that have been developed for two years and build on the momentum started by a coalition working to improve the lives of Sheridan youth and families. Those partners include the Sheridan School District, South Suburban Parks and Recreation, Mile High Youth Corps, Earth Force and Groundwork Denver.

The coalition is working to create places and programs that improve education, health and economic opportunities in the community, while growing youth civic engagement, stronger families and an appreciation for the outdoors.

One project of the coalition is improved signs and maps that will help Sheridan residents access and enjoy nearby outdoor places, including River Run Park, Carson Nature Center, Bear Creek Natural Areas, and Bear Creek Lake Park. In addition, the coalition will invest in creating inspiring outdoor spaces at Alice Terry Elementary School and Fort Logan Northgate.

Programs to teach self-reliance through engaging, hands-on, outdoor activities will focus on family participation (for youth ages 5-14), adventure (for youth ages 10-18), and jobs (for youth ages 13-24). Programs will connect families with resources, teach youth how to get

to nearby outdoor places, and educate families on how to access Colorado’s great outdoors.

Youth will also be exposed to experiences such as volunteer activities, skills training, and job opportunities that could inspire future careers in natural resources.

Sheridan Inspire’s work will create 162 youth jobs and three additional community jobs and will impact more than 7,200 youths.

The grant to Sheridan is one of nine Inspire Initiative implementation awards given, with $14.125 million awarded in all. Inspire invests in places, programs, and pathways to get Colorado kids and their families outside. The program is being looked at as a national model in connecting youth with the outdoors.

The funding brings GOCO’s investment in Inspire to more than $29 million, including a $4 million grant from the Colorado Health Foundation, a $75,000 grant from the Boettcher Foundation for rural communities, and a $50,000 donation from DaVita.

Separately, South Suburban Parks and Recreation received an $18,000 Youth Corps grant from GOCO to remove invasive plants at South Platte Park in Littleton.

The Youth Corps grant is given through the Colorado Youth Corps Association, a statewide coalition of nine accredited youth corps that train youth, young adults and veterans (ages 14-25) to work on land and water conservation projects.

Corps members earn a stipend for their fulltime service and an AmeriCorps education award to use toward college or reducing existing student loans. The organization serves 1,700

young people annually.

With the help of GOCO funding, South Suburban will employ crews from Mile High Youth Corps to remove saplings of invasive Russian olive trees around the lakes in South Platte Park.

Crews will also remove common buckthorn that has become a dense infestation in the park.

Both plants crowd out native plants, where wildlife species live and get their food. Removing these invasive plant species will also benefit visitors with a more aesthetically pleasing park and better wildlife viewing opportunities.

Youth Corps projects also include educational and professional development opportunities for corps members. This project will help corps members learn about weed and water management in urban areas as well as career opportunities in natural resources.

To date, GOCO has invested $29.7 million in projects in Arapahoe County and has conserved more than 1,500 acres of land there. GOCO funding has supported multiple phases of the High Line Canal, Triple Creek Greenway, and South Platte River Trail, among other projects.

Great Outdoors Colorado invests a portion of Colorado Lottery proceeds to help preserve and enhance the state’s parks, trails, wildlife, rivers, and open spaces. GOCO’s independent board awards competitive grants to local governments and land trusts, and makes investments through Colorado Parks and Wildlife. Created when voters approved a Constitutional Amendment in 1992, GOCO has since funded more than 5,000 projects in all 64 counties of Colorado without any tax dollar support. Describe two pieces of legislation that you plan to sponsor.

My first bill concerns appropriate disciplinary actions that the Colorado Department of Human Services, or CDHS, can take when an employee is found to have mistreated a vulnerable person. CDHS manages the employees at the state institutes across Colorado including veterans’ nursing homes and state mental health hospitals.

Responsible managers and executives need to be able to discipline, and if necessary fire, employees who injure, mistreat or fail to care for these residents. My second bill is legacy legislation that will modernize existing laws within the Alzheimer’s/dementia framework so that better treatment and care is authorized for seniors suffering memory loss and other demen-

tia-related disabilities. In HD 38, and in many communities throughout Colorado, residents are reaching an age where major life concerns include being able to stay in their homes and living a quality life.

This legislation will expand opportunities and provide additional support for our seniors.

For this session to be deemed a success, what must happen?

A successful session will be one in which the Legislature and governor come together and finally accept the challenge to create a strategic plan for the improvement of Colorado’s roads, highways and bridges. We must commit to a multi-year dedicated funding source identified from revenue in the existing Colorado budget. Coloradans already provide enough taxes to allow such a plan to be carved out of the budget. This plan must be flexible to meet the needs of both rural and urban Colorado, and to make our roads cleaner, better and safer. That is what the taxpayers deserve.

First-year challenges are nothing new for hockey coach

any years ago, I wrote a paper about the value of experience.

This is another tale about lessons than can be learned from experience.

Chaparral has a first-year OVERTIME hockey team competing in the Colorado High School Hockey Association’s Pinnacle Conference and has a coach in Ryan Finnefrock who knows what it is like to be included in an infant program.

Finnefrock played hockey for Ralston Valley when the program was getting started and Jim Benton now is in charge of launching the program for Chaparral.

“I played for Ralston Valley from 2006-10,” said Finnefrock. “I was part of the four straight Final Four runs and two losses in the state championship games. I was a freshman when it first started.

“I learned a lot from John McKibbon, my head coach in high school. Even today through the process of getting a team started I call him for advice.

He’s been a great help.”

Finnefrock played hockey at St. John’s University. He is now a social studies teacher at Chaparral and the hockey coach for the first-year program which draws players from the Parker schools of Chaparral, Legend and Ponderosa.

“You have to have a lot of tools in place,” said Finnefrock. “Our athletic director, Rob Johnson, did a good job of supporting us in the beginning and we had a lot of interest and support from parents, and then the three coaches out here helping me out (Chuck Jones, Mike Koutecky and Tim Walsh) have seen these players since they were 5 years old.

“These kids play for Parker and get a chance to wear a uniform that supports their community.

They all played for Arapahoe (youth) growing up and we were happy to get it going.”

Chaparral was ranked in the top 10 early in the season but entered the holiday break with a 4-3-0 overall record and a 3-3-0 mark in the Pinnacle Conference.

“We have a lot of work to do, but the potential is limitless for this team,” said Finnefrock. “If we buy into what we are preaching you’ll see some things come February that will surprise a lot of teams. We have the get a lot of guys to buy in right now.

“We have great senior leadership. John Fulton and Alex Walsh are two kids that grew up playing with each other. They are the right guys to lead this team. They know we have a lot of work to do.

They know there are going to be some bumps in the road for a beginning-year team. When we get people to buy in, it’s going to be special.”

Fulton, a senior who attends Ponderosa, played last season for Castle View and was the 2017 Colorado Community Media South Metro Player of the Year.

In seven games so far this season, Tyler Johnson leads the Wolverines in scoring with 14 points on 10 goals and four assists. Fulton has 13 points with six goals and seven assists.

“It’s different to be on a first-year team but it’s special because we have something to prove,” said Fulton. “No other team knows us, so when we go out there it is a challenge. We want to prove we can compete with anybody and I think we can. It’s a process to get going. We have some stuff to work on and that shows, but the harder we work the more we are going to surprise people.

“This year is more special because it’s the Park-

er schools. Before it was like Parker and Castle Rock. This is a little more like my team in a way.”

Woodland Park is the other new team in CHSAA hockey this season and the Panthers are 0-6-0 to start their initial season.

Best teams, overall record-wise, heading into the post-holiday schedule are Monarch at 7-0-0, Regis Jesuit at 6-0-0, Crested Butte at 5-0-0, Valor Christian at 6-1-0 and Cherry Creek at 5-1-0.

Steamboat Springs, Standley Lake and Fort Collins are 4-1-0.

State basketball leaders In an effort to stay informed, I figured it was time to check the individual basketball leaders as teams resumed play Jan. 3.

There were many players from local teams among the state front-runners so to save space, just the state leaders will be mentioned.

In 5A girls, Cherry Creek’s Jana Van Gytenbeck leads the state with 7.1 assists per game and Castle View’s Madison Hema leads with 3.5 blocks per game. Brandon Romero of Mountain Range has made 35 3-pointers to lead the state’s 5A boys while Caden Sehr of Legacy is tops with 4.1 steals a game.

Golden’s MaKena Prey leads 4A girls in scoring with a 24.9 average and Savannah Martin of Standley Lake is the top rebounder with 12.8 per game. Izzy Hren of Holy Family is averaging seven assists a game to lead the state and Alameda’s Angel Bernard is the steals leader with 6.3 per game.

Need: Volunteers to care for pregnant cats, dogs and their litters, as well as homes for cats and dogs that require socializing or that are recovering from surgery or injuries.

In Colorado, refugees are from Afghanistan, Burma, Bhutan, Somalia, Iraq, Eritrea and D.R. Congo, among others.

Need: Volunteers to teach English. Tutoring takes place in the student’s home.

Refugees live throughout Denver, but the largest concentrations are in Thornton, near 88th Avenue and Washington Street, and in east Denver/Aurora, near Colfax Avenue and Yosemite Street.

Other Details: Tutors do not need to speak the student’s language. Most participants are homebound women and small children, adults who are disabled, and senior citizens. Many are not literate in their first language, and remain isolated from American culture.

Requirements: Volunteers must attend training at Emily Griffith Technical College in downtown Denver. Sessions take place every 6-8 weeks. Go to www. refugee-esl.org for information and volunteer application.
