Wild Game submits rezoning request Separate El Rancho development meeting set for May 19

The owners of the Wild Game and the Evergreen Mercantile properties in Bergen Park have submitted their formal rezoning request to add residential units on the seven acres.

The owners, Dave Wilson and Sean Lynch with Bergen Investors LLC and 1232 Bergen Parkway LLC, want to retain the existing commercial uses that the properties are already zoned for and add up to 250 residential units.

It will likely be months before the rezoning request goes before the Jefferson County Planning Commission, which will make a recommendation to the Jefferson County commissioners, who will have the final say.

Actors at Evergreen High School want to take you back to 1920s New York City when gambling, gangsters and girls combine to create the musical comedy “Guys and

Dolls.”

A musical classic, the show was selected primarily because EHS wanted the ability to perform a livestreamed version, according to EHS choral music teacher and show director Sara Garza. In addition, the performers are doing the shorter concert version, which uses a narrator to move the plot along.

Garza decided to offer the show virtually because she has a few cast members who have been in school remotely, and she wanted to make

January 29, 1935 - April 24, 2021

Patricia Agnes (Symalla) Lofgren was taken into the arms of God on April 24, 2021.

Born on January 29, 1935 to Ralph Vincent Symalla Sr. and Bernice Mazurkiewicz.

Her mother passed away when she was a baby and she was raised by her father and stepmother Elinor. She was known by many names, Pat, Patsy, Mom, Aunt Pat, and her favorite, Grandma. Family was the beat in her heart. In 1956 she graduated from Patrick Henry High School. Her high school years included lots of dancing and going to Bass Lake. She was proud to have worked many years as a young lady at Shell Oil Company. It was during this time that she met the love of her life, Robert Lofgren. They married on May 19, 1956 and shared 65 years of life and love together. When they welcomed into their family son Robert in 1964 and daughter Michielle in 1966 she became a stay-at-home mom. They moved to Evergreen, Colorado in 1970 to raise their family. She enjoyed weekends on the ski slopes in the winter and hiking the mountains in the summer. Yearly car rides were a must to see the changing colors of the Aspen trees. As her love of

dancing continued, they joined a square-dancing club with her sister and brother-in-law. Being handy with a sewing machine she enjoyed making her own dresses and petticoats. She was also quite skilled with crochet hooks and knitting needles. Visiting family was very important, traveling often to Minnesota to enjoy yearly summer vacations. Her flower garden in Evergreen was a labor of love, she always had a green thumb. After 25 years retirement brought them to Las Cruces, New Mexico. She loved being a Grandma, she even became a “bonus” grandma to many over the years. Recently you could find her doing her word search puzzles on her favorite spot on the couch, always ready with a smile.

Pat was a spunky, feisty, ball of fire and she will be greatly missed by all who knew her.

She was preceded in death by her parents Ralph Symalla Sr., Bernice Symalla and Elinor Symalla, brother Ralph Symalla Jr., and sister Audrey Lawson.

She is survived by her loving husband Robert G. Lofgren, children Robert O. Lofgren and Michielle Read, grandchildren Ashley Burns, Megan Read, Mandy Read and Luci Live, brothers Robert Symalla, Austin Symalla, Dennis Symalla, sister Jackie Tiner and many nieces and nephews.

Eileen M. Sharkey of Evergreen, Colorado passed on April 19th. Eileen was born in Leeds Yorkshire, England to John and Nellie Sharkey. She and her husband Jim Darling have lived in the Evergreen area since 1984.

Eileen was active in many organizations in the Evergreen area. From local book club to the Evergreen Parkinson’s Association Chapter and many more.

Scott Verrill of South Deer Trail in Evergreen passed away on May 6 in his home. He had survived cancer for some time and had made plans for his beloved dog Zeus to live with his friend Andy of Jefferson. Scott is

survived by his mother Peggy Verrill of Pomona, CA and brothers Todd and Charles, also of California.

Keeping the community in Colorado Community Media

ast week in this space you were able to hear from Ann and Jerry Healey, who have entrusted their collection of 24 community newspapers to us at the newly formed Colorado News Conservancy.

This week, as the new owners and operators of this newspaper, we want to give you an opportunity to hear directly from us and learn about our plans.

With an eye toward retirement, grandkids and new adventures, Ann and Jerry sold Colorado Community Media to the Conservancy.

The Conservancy is a partnership between the National Trust for Local News and The Colorado Sun, a local digital news organization that some of you may already know.

We were aided by a network of Colorado organizations who share our commitment to keeping newspapers in local hands and to ensuring that you continue to benefit from the unique, hyperlocal coverage that you have come to expect from this newspaper and the others in the CCM family.

Genesee author tackles race, young love in seventh YA novel A career change Before I had kids, I was a high school English teacher and so I was well acquainted with young adult books mainly because of teaching them but also studying them in college, and just being a fan in general.

But then I had kids and we had also moved a lot and so I knew that I wasn’t going back to teaching. But I missed the interaction that I had with my students.

I had never written anything before in my life and had actually avoided all the creative writing classes in college out of fear. But one day I kind of on a whim looked at my husband and said `I think I want to try writing books and I think I can write stories that will resonate with teenagers and people in general because that time in our lives resonates with all of us.’ I think when we think of young adult books we really narrow it down and say these are books for teenagers but they’re really not, they’re just books about teenagers that a wide range of people read, me included.

Rough start I sat down and wrote my first book and it was terrible. But it was a great learning experience because I made so many mistakes with it and just really worked on it for almost two years. I kind of looked at it as my test subject on novel writing in terms of how to write, what not to do and how to maneuver the business.

But it totally bombed and never got picked up, it was rejected so many times and eventually I had to put it away and start a brand new project. And that second project ended up being my first book I published, “Playing Nice” in 2014.

Writing about race I found that teen readers appreciate as much honest as you can give them in a story and that is what resonates with them. They’re looking for something that represents their experience, especially in contemporary fiction which is what I write. And so that naturally leads into heavier topics because teens deal with heavy topics every day and they are immersed and bombarded with so many heavy issues at a really young age from social media and from carrying tablets and phones and having such easy access to information.

Last month in this column, I reviewed Silas Marner by George Eliot – a one-hundred-and-sixty-year-old classic about blessings, second chances, and the myriad consequences that one person’s actions can have on others. Gabrielle Zevin’s book The Storied Life of A. J. Fikry is a reimagining of Silas Marner, taking the same basic plotline and themes, transplanting them into the modern day, and reexamining them through the lens of modern sensibilities.

This style of retelling has become increasingly common in the last couple of decades. The format has much to recommend it: for those who dislike older books because they struggle to connect with the characters or find nineteenth-century attitudes frustrating, these reinterpretations provide a way to experience the excellent storylines that have enabled classics to endure for as long as they have in a more accessible way.

The popularity of the recent books which take their inspiration from classics also serves to illustrate just how timeless and unchangingly relevant their stories are.

The story of Silas Marner and A. J. Fikry, for example, is one that could never be unwelcome. The importance of love, community, hope, and accountability in our lives does not change or fade with the passing decades – but the surrounding details do. Where Silas looks at these topics as weighty and complex, A. J. takes a more straightforward and humorous approach. Peppered with comedic scenes, snappy dialogue, and the kind of “adult content” unheard of in the literature of George Eliot’s day, A. J. makes for an altogether quicker and

lighter read than its predecessor.

But that’s not the only way in which The Storied Life of A. J. Fikry distinguishes itself from Silas Marner. Silas is a weaver, but A. J. is a bookseller, and with that change in the protagonist’s profession comes a unique thread running throughout the book.

Each chapter is named after one of A. J. Fikry’s favorite short stories and mirrors or references that story in some way. Other literary allusions and discussions about favorite books appear on almost every page, making this not only a book for those who want to see a new take on an old story, but one for lovers of stories of all kinds.

You can enjoy this fun and modern novel on its own, read both books and compare them yourself, or stick to the original – there’s no right or wrong way to encounter the story.

However you come to it, may you find meaning and hope in it to carry with you into the summer months ahead.

Keeping traffic moving through the construction has been a concern for board members, who have asked for an in-depth discussion about the options. Construction is expected to start as early as November, and the yearlong project will entail about three months of detours, maybe longer if there are weather delays.

“We are still working through the exact details with CDOT, Jeffco and EPRD about how all that construction is going to happen and detours,” Chris Vogelsang with OV Consulting, the project manager, said at the April 27 EPRD board meeting. Board meetings begin at 5 p.m. and are virtual.

The trail construction will take place about nine months before Jefferson County plans a one-year project to reconfigure Highway 73 from Buffalo Park Road to Plettner Lane. That project will entail widening Highway 73, adding a bike lane and parking.

The Evergreen Lake north trail project now is expected to close one lane on Evergreen Parkway near the traffic light in downtown Evergreen.

Traffic headed north would be detoured through downtown Evergreen and onto Meadow Drive, while traffic headed south would stay on the one open lane of Evergreen Parkway.

Brent Kaslon, a resident along Douglas Park Road, said he and his neighbors were concerned that motorists would use their road rather than Meadow Drive to get through what will likely be snarled traffic.

He said it happened regularly when there was an accident in downtown Evergreen.

He asked whether the rec district would have meetings to get the public’s input on the detour routes before anything is implemented, and board members said they would consider the suggestion.

If the entire road is blocked off, necessitating all traffic moving on Meadow Drive and through downtown Evergreen, the work could be done in less time and save about $100,000, Vogelsang has said.

Tim and Lynda Heublein celebrate their 50th wedding anniversary Tim and Lynda (Gates) Heublein were married 50 years ago on may 16, 1971 in the chapel at Colorado Women’s College in Denver, Colorado. Their life together started on a blind date when a friend said “there will be a good band at this party and i think you’ll like this guy”.

Tim is a graduate of the US Air Force Academy class of 1970 and Lynda is a graduate of Colorado Women’s College class of 1971. They married in Denver and the next day were on their way to Enid, OK where Tim was in pilot training. They next moved to Merced, CA for 4 months while Tim learned to fly the b-52 bomber. They then moved to Dyess AFB in Abilene Texas. Tim did 3 tours of duty flying in southeast asia from Guam and Utapao air base in Thailand.

Tim was assigned to instructor duty at Carswell AFB in Ft. Worth, TX in 1977. In 1978 he was hired by American Airlines as a commercial pilot where he flew the boeing 727, the 767 and md-80. He retired in December 2003.

Lynda graduated with a degree in art and art history. She was lucky enough to be a stay-at-home mom until their children Chris and Melissa started school. She began her long teaching career at Trinity Lutheran School in Ft. Worth and continued at Wilmot Elementary and Elk Creek Elementary after the family moved to Evergreen in 1985. She also taught art at the Monart School and was on the Evergreen Artists Association board for several years.

Tim and Lynda have been blessed to have good health and wonderful friends and family. Their two children and eight grandchildren will celebrate with them in May and June . . .

wanted estimates on how a one-lane or two-lane closure would affect the length and cost of the project, while board member Don Rosenthal asked whether the contract could include incentives for the work to be completed early and penalties if construction is delayed.

The rec district will fund the project with $3.76 million in grants it has received from the Denver Regional Council of Governments and Colorado the Beautiful.

Looking for grants just in case Evergreen Park & Recreation District officials are looking for additional grant money in case the Evergreen Lake north trail project comes in over-budget.

The project to build a two-tiered walkway on the north side of the lake between Upper Bear Creek Road and the dam was expected to cost $3.4 million, and funding has been identified for about $3.76 million, leaving some room for cost overruns.

However, Chris Vogelsang with OV Consulting, the project manager, said at the EPRD board’s April 27 meeting that construction material costs have increased, and “we’re a little concerned though not in panic mode, so we are exploring all our options.”

“We are just trying to be thoughtful in predicting any potential need for funding in the future,” Cohen said.

Marshdale students to use fields While Marshdale Elementary School is rebuilt, students will be able to have recess at the neighboring Marshdale fields.

The Evergreen Park & Recreation District board is signing an intergovernmental agreement with Jeffco Public Schools to allow the use of the rec districts fields and playground while a new elementary school is built between next month and August 2022. The new building, which will be south of the existing school, will demolish the current playground.

Board member Monty Estis said at the April 27 EPRD board meeting that he wanted to make sure the school didn’t get priority use over existing patrons, noting that the tennis and pickleball courts were busy.

Board president Peter Lindquist countered there were plenty of other places in the park that could be utilized for other recess and physical education activities.

Board members decided to make the courts off-limits to the students.

Agreement renewed for Alderfer house, barn The Evergreen Park & Recreation District board expects to enter into an agreement with Jeffco Open Space to continue managing and using about three acres of Alderfer/3 Sisters Park including the Alderfer house and barn.

The rec district will have access to less land because Jeffco Open Space plans to move and increase parking on the west side of the park.

The district is using part of the barn to store lake equipment, and the remainder can be rented for small events, EPRD Executive Director Ellen O’Connor said. The rec district receives revenues for barn and house rentals.

SHERIFF’S CALLS B movie CONIFER – Somebody, he told officers, put a nasty ol’ scratch in the side of his black 2018 Hyundai sedan, and he had a notion JCSO could help him find out who. That very morning, he explained, he’d backed his car into a parking space in front of a local retailer. When he came out a couple of hours later, he found his driver’s door abrased and contused. He figured the crime was probably caught on store surveillance tape, and he just needed a deputy to sponsor a viewing. After dutifully watched the rather plotless, pointless, and largely characterless feature, the officer offered a scathing review contending that while the complainant was busy shopping nobody had come within a country mile of his car. Perhaps more interestingly, the complainant could be observed climbing back into the vehicle and driving away without sparing so much as a glance for his paint job. Informed that the tapes didn’t contain a single action scene, the complainant professed perplexity. “That’s

weird,” he said. “I thought it happened there.” Upon further deliberation, he thought it not impossible that the scratch occurred while the car was parked for a week at DIA. Holding no jurisdiction on airport grounds, the deputy drew down the curtain on the case.

BOLO for Kermit EVERGREEN– Taking her daily constitutional, Vigilant Citizen was strolling along a peaceful paved pathway when she chanced to spy an adorable frog-shaped lawn ornament lying by the way. Thinking to claim the charming metal prize for her own, Vigilant stooped to pick it up and was horrified to see the faux frog spattered with what she feared to be blood. “The other day,” she explained to officers, she’d seen “spots of something that may have been blood” spattered on the sidewalk nearby, and she was “extremely worried” that the darling decoration had been somehow involved in a violent crime. The deputies were unaware of any violent crimes recently perpetrated in that vicinity,

but obligingly took the aluminum amphibian into evidence.

Supplemental income BERGEN PARK – Theft is imminent!, the manager hissed to JCSO dispatch. Send help at once! According to Manager, the shifty character sidled into the Green grocery at about 1 p.m. on Apr. 4 and started packing his re-usable shopping tote with high-dollar nutritional supplements. As similar circumstances at sister stores had resulted in costly losses, Manager suspected that Shifty was a serial shoplifter.

Approached by deputies while still ambling the aisles, Shifty assured officers that he fully intended to pay for the pricey products pending a “price check” on a few of the more “expensive” nutriments. As it happened, Shifty didn’t have any products concealed on his person, or any identification, either, although a little digging revealed that he’s on parole for trafficking in stolen property in Florida and wanted on a non-extraditable warrant out of that state. Manager asked that deputies

formally trespass Shifty from the premises. Shifty decided that he didn’t need the healthful haul after all.

My Space EVERGREEN – Tenant was ticked. On the afternoon of Apr. 15, she watched through her living room window as Absentee Landlord tore down the “No Parking” sign she’d attached to the front of her deck and stuck in on the windshield of her car. Tenant didn’t want to press charges, but she did ask JCSO deputies to have a stern word with the presumptuous property owner. In his own rather lame defense, Landlord explained that he’d de-signed Tenant’s mezzanine because he was peeved that she’d parked her car in a spot he considered reserved for himself, alone.

Officers advised Landlord that the law was on Tenant’s side, and that he could consider himself lucky that she wasn’t making a criminal case out of it. Landlord promised to call JCSO the next time he got riled at his renter.

The wheel turns and the times change

he big wheel keeps on turning.

As the big wheel of John Fogerty’s riverboat continues to turn, not much stays the same. As we roll down the river of our lives, change occurs each day.

The changes in America since this song was written in 1969 are mind Jim Rohrer boggling. Then there was no internet, no computers, no social media, and politicians didn’t hate each other. We got our news from three trusted sources, and they would never have brought us fake news.

I started to think about change the other day when I was on my favorite Facebook location. It is a Facebook group that deals with the history of my hometown. I love the site as I can reconnect with friends from our growing up years.

Members often bring up people and places that represent sweet memories.

The post that caught my attention

A

was a picture of the recently closed mall. The post accused the mall of causing the death of the downtown. I thought about how retail has changed, and I believe it is not that simple. The poster was in a blaming mode, but my thoughts are that changing customer shopping patterns drove the changes.

Prior to 1925, retailing was primarily done by mom-and-pop stores often called general stores. These stores tried to carry everything and often extended credit to help their customers and to increase customer loyalty. Sears catalog could supply those items the local stores didn’t carry. In 1925, Richard Sears saw that the widening ownership of cars supported stores to which customers could drive. He opened seven stores in Chicago that year, bringing the idea of a large store near you to reality.

Sears continued to build stores.

In 1959 it founded Homart Development Co., whose mission was to develop America’s malls. The formula was simple. Sears anchored one corner, J.C. Penney anchored another, and the third anchor was the most successful department

store of that town.

In between the anchors were smaller merchants who specialized in all sorts of merchandise. They could be jeans stores, woman’s fashions stores, or sellers of specialty merchandise, toys, or sporting goods. Whatever you wanted would be at America’s malls.

The business model worked for all the merchants and the customers flocked to the malls. Later theaters and food choices were added, which made the mall “the” place where young people hung out. Malls had a 25-year run from the late ‘60s until the early ‘90s.

But change came again. Walmart and Target saw the opportunity to introduce lower prices. They put their stores in locations away from the malls and generally more convenient to their target customers.

Home Depot also developed stores specializing in homes and home improvement projects.

These new competitors pulled volume from mall stores and gave customers new shopping patterns.

Now female shoppers were in the work force more often, meaning they had less time to shop the

mall. Malls began to see foot traffic decline, and the three anchors were hit hard with sales difficulty.

As the traffic deteriorated, the smaller stores begin to struggle as well.

In 1994 enter Amazon. This new company did a wonderful job making online shopping fast, efficient and highly appealing. The pandemic made on-line shopping and grab-and-go shopping for food the only way to go.

As the pandemic ends, the degree to which we will continue the online experience is unknown. What is clear is that as the big wheel keeps on turning, change will come again. Maybe you hate change or maybe you think it makes life more interesting ... it doesn’t matter ... it’s coming.

Bipartisan plan to hopefully finish redistricting state

fter the census in both 2000 and 2010, the redistricting process in Colorado was broken. After the legislature was unable to pass legislation to create new legislative districts either time, the issue was thrown to the courts to establish district boundaries.

Those failures, coupled with public mistrust that politicians would gerrymander district lines, led to the passage of Amendments Y and Z in 2018. The amendments created independent commissions to draw congressional and legislative district lines.

The processes established are very prescriptive and include details about the criteria to follow, how the public is able to participate and timelines to make sure new district boundaries are in place by the end of the year the

census is released. The resolutions that referred the measures to voters passed the GREG legislature unaniROMBERG mously and were approved by voters overwhelmingly. It looked like Colorado would have the gold standard for a public process that would remove partisan politics from the process of deterColumnist mining boundaries for congressional and legislative seats.

The census to be released in 2020 became delayed in ways no one could have anticipated. Former President Donald Trump suggested changes about who would be counted that were blocked by the courts and slowed the process. COVID

concerns further delayed the count.

Final numbers that were intended to be delivered to states in March are now not likely to be received until September. All of a sudden, the Colorado deadlines, which are constitutional and can’t be changed without a vote of the people, can’t be met.

Bipartisan legislative leadership has introduced a bill to allow the independent commissions to begin their processes and produce initial maps based upon preliminary census data and then true up final maps after the final census is released. Because of questions about the constitutionality of this approach, final approval of the bill is on hold as the legislature has asked the Supreme Court to review the bill and provide guidance if the provisions in the bill are constitutional.

Given the alternatives, the proposed legislation seems to be the only way to move forward and get new lines drawn in time for candidates to mount campaigns for 2022. It’s hard to imagine what will happen in the Supreme Court rules the independent commissions cannot move forward as the proposed legislation suggests.

What this dilemma shows us more than anything is that entirely too many things that should be in statute are in Colorado’s constitution.

While there is comfort that having things in the constitution precludes the legislature from overriding public wants and desires, we’re better served when problems can be solved without a vote of the people.

Mirada heading down the hill Mirada Fine Art, an award-winning gallery in Indian Hills since 2009, is moving.

The gallery’s last day will be May 23; then it will be closed for about six weeks while it moves to its new location in LoDo. The new Mirada will be in a building constructed in 1878 that was originally a saloon and dancehall.

“We’re excited about the move,” said owner Steve Sonnen, who isn’t revealing the new location’s address yet. “We have looked at our sales figures over the years, and 80% to 85% of our business comes from Denver, and we’ve been debating about expanding our space.”

The current Mirada is in the former Indian Hills Trading Post on Parmalee Gulch Road, built in the 1920s. Sonnen and his wife Jenni sold the building in August — though the gallery continues to operate there — and were looking for new space.

“We love the building and enjoyed being here, but this is a natural transition to move from the foothills into downtown Denver.”

Kings Valley interchange still in the works The Kings Valley interchange on U.S. 285 will get a makeover as soon as fall 2023.

Jana Spiker, resident engineer with CDOT,

said at a Conifer Area Council town hall meeting that CDOT believed it had the funds to move forward with the project. The 2019 cost estimate for the project, including a flyover ramp, was $30 million.

Spiker said the Kings Valley project’s scope and timeline will be defined this summer when preliminary results of an environmental study will be available. She expected CDOT to conduct meetings this summer to show the community what the new interchange would look like and how it will alleviate unsafe turns at the intersection.

She noted that widening U.S. 285 from Richmond Hill Road to Shaffers Crossing is in CDOT’s 10-year plan, but the project has no funding.

Emmi arraignment postponed The arraignment for Jennifer Emmi, the Evergreen attorney accused of conspiring to kill her estranged husband’s girlfriend, has been postponed until June 14.

Emmi, who waived her preliminary hearing in April, was supposed to enter a plea at an arraignment on May 7.

Emmi, also known as Jennifer Edwards, is an animal rights attorney, who began The Animal Law Center and is a media celebrity for her work helping animals. She has been charged with conspiracy to commit firstdegree murder, retaliating against a victim or witness, domestic violence, violation of a

mandatory protection order and three counts of stalking, according to an affidavit filed Jan. 25 by the Jefferson County Sheriff ’s Office.

Emmi’s defense attorney told the judge in March that the allegations that Emmi tried to solicit someone to kill her estranged husband’s girlfriend were blown out of proportion, and she had no intention of acting on the idea. She was simply a mom frustrated about the pending dissolution of her marriage and another woman in her children’s lives.

Conifer man accused of assault now in custody The Conifer man accused of assaulting and strangling his wife was taken into custody on May 9.

Nathan Gustafson, 44, is accused by the Jefferson County Sheriff ’s Office of assaulting and strangling his wife on April 19. The victim sustained petechial hemorrhaging in her eyes and throat, and on her ears as a result of strangulation that almost resulted in death, according to a news release.

After the assault was reported, Gustafson left the country on a planned vacation before a warrant for his arrest was issued, and he did not return when originally scheduled.

Gustafson is wanted on a warrant with nationwide extradition for criminal attempt to commit murder in the second degree, two counts of assault in the first degree, and two counts of assault in the second degree among other charges, the release said.

SPORTS Scaling to Higher Heights

EHS’ Ceri Evans excels at sport of rock climbing

Not many 16-year-olds can say they’ve been involved in their sport for 13 of those years.

Ceri Evans, a sophomore at Evergreen High School, has been a rock climber since her parents took her to the Buchanan Rec Center climbing wall when she was 3. She began climbing competitively at age 9, and last month, she took third place out of a field of 63 girls in the American Scholastic Climbing League High School State Varsity Championships in Eagle.

“I really like the physical aspect of it,” Ceri said. “I’ve never really liked team sports, but I don’t like being completely alone. With climbing, I can be on a team for a gym but be ranked myself.”

She also likes the variety because no two climbs are the same.

She is not only an indoor and outdoor rock climber, but in December, Ceri took on ice climbing. And last spring, she participated in the “American Ninja Warrior Junior” TV competition.

Ceri and Dale Evans, her coach and dad, hope that with Ceri’s success and a little promotion, they might be able to put together a team at Evergreen High School next year.

Ceri would like to be more than a team of one representing her school.

Dale called Ceri very self-motivated.

“My wife Cindy and I laugh all the time that she has no idea what she can truly accomplish,” Dale said.

Climbing is a family affair, with Ceri and her parents routinely driving to Earth Treks Golden to climb, both as practice for Ceri and as a good workout for Dale and Cindi.

The competitions The American Scholastic Climbing League was formed in 2018, with Colorado divided into four regions.

This past year, a few small meets were held before the state competition.

Ceri explained competition climbing: “As the (climbing) route difficulty increases, feet holds get smaller or disappear with a similarly greater reliance on smaller handholds that can be reduced to small pinches or one finger holds.

The challenges emphasize weight distribution, balance, planning and technique to address the route-specific geometry.

“Each route uses a defined scoring system with the harder routes being associated with the highest point totals, thus the highest points determine the top finishers.”

Ceri explained that the high school climbing world is small.

Climbers get to know each other, and they help each other by providing pointers to get through difficult climbs.

community is so nice,” she said.

Dale added: “In a lot of cases, they get to see each other in the gym.

They’re rooting for each other.”

Competitive climbing can be for everyone, Ceri noted, from novices to experienced — and it’s a great full-body workout.

Dale added that he thinks competitive climbing is also important for its social aspects since climbers talk as they wait for their next climb.

“There are not many sports where you can do three hours of intense physical effort, but it’s low pressure and you’re socializing,” Dale said.

“It’s a really unique sport in that respect.”

Moving forward Ceri and Dale hope to inspire others to join Ceri on the climbing wall, with Dale having big dreams to organize practices including weight training, running and climbing.

then the students participating remotely recorded songs, and Garza melded them together.

“I’m happy we can keep those remote kids included,” Garza said, noting that the cast, crew and orchestra put the show together in a scant six weeks. “(The students) are happy they are getting to do a show at all,” she said. “They’re working their tails off to get everything learned.

This is a really motivated group of kids.”

She said while performances could be live because COVID-19 restrictions have opened up, “but I was not willing to compromise on including our remote students.”

The actors, many of whom have been in several EHS musicals in the past, are thrilled that they are getting to perform. Last year, they were told that the school was closing because of the pandemic during intermission of the spring musical “Curtains,” so they only performed that show once.

Senior Paige Montgomery, who plays Adelaide in “Guys and Dolls” and choreographed some of the dances, enjoys the show’s family aspect because the students are tight-knit.

“The show is a nice representation of what people should be,”

Montgomery said.

Senior Claire Killian, who plays Sarah Brown, said her senior year has been bittersweet, noting how different this school year has been.

“I had a lot of expectations about my senior year and the senior show,” she said. “(This show) is definitely different than I thought it would be.”

She said she likes acting because it allows her to portray someone else, and the show has been fun simply because she’s been with the rest of the cast.

“We appreciate it so much more,” she added. “The absence of (performing) makes it more important now.”

Senior Zane Larson said playing gambler Skye Masterson has allowed him to stretch his acting skills. He called filming the show different because scenes weren’t done in chronological order.

“When you’re on stage, you have live feedback, but when you’re recording, you just put it out there and hope they like it,” he said.

Montgomery added that being filmed rather than having a live audience has been weird, though she understood the push to include students who couldn’t be at the school in person.

Larson said everyone was happy to be back on stage after a year of being sad.

“I hope (this show) doesn’t go unseen,” he said. “It’s amazing that it’s all coming together so well.”

Jeffco schools struggle to stay open due to rising COVID counts

With the finish line so clearly in sight, Jeffco Public Schools officials are arguing for schools to be able to finish the year, even if it means tolerating certain levels of COVID-19 spread.

The last day of school for all students in Jeffco Public Schools is scheduled for May 27.

That is the current situation in Jefferson County, where overall countywide COVID)-19 numbers are starting to look better following a recent surge in cases. Among younger demographics though, particularly in area high schools, outbreaks are continuing.

As of May 5, COVID-19 case rates in Jeffco were highest among those 20-29 years old with those 10-19 years old now having the second highest rate of cases. The high rate of cases among school age children corresponds with what Jefferson County Pupblic Health Executive Director Comstock called “a large and growing number of outbreaks in Jeffco schools” during a meeting held on May 5.

Comstock said that situation has proven challenging for JCPH and the state to handle as Jeffco Public Schools and other districts have made “loud and clear that schools are just desperate to keep in-person learning and activities through the end of the year” leaving health authorities to try to balance that desire with the need to ensure they are doing so safely.

Those tensions came to a head on April 29, when JCPH had to notify the administration at Columbine High School that the school would need to close for 14 days because five cohort or classroom outbreaks had been recorded at the school over the preceding 14 days.

However, Comstock said that JCPS Superintendent Tracy Dorland made clear that she would not voluntarily close the school. Instead, Dorland reached out to the state health department, which agreed to allow Columbine to participate in a pilot program

MASK ORDER UPDATED

Unlike at several other district schools, Jeffco Public Schools facilities in Conifer and Evergreen have seen only sporatic cases in recent days.

In the last week there have only been two confirmed cases in the Conifer articulation area, one at the high school and one at West Jefferson Middle.

In the Evergreen area over the same time frame, there has been one case at the high school, one at Evergreen Middle and one at Bergen Meadow Elementary.

At the start of May, Gov. Jared Polis extended the state mask order that allows fewer restrictions on mask wearing in certain circumstances. On May 5, Jeffco updated its mask order to align with the state.

The updated mask order includes the following changes: Masks are required in public indoor settings where 10 or more unvaccinated individuals or individuals of unknown vaccination status are present.

Masking is not required in indoor public spaces if 80% or more of the individuals present are fully vaccinated (two full weeks after obtaining all required doses of a vaccine) and can provide proof of vaccination.

Masking is not required in indoor public spaces if there are 9 or fewer individuals who are not fully vaccinated or whose vaccination status is unknown.

Masks continue to be required in Pre-K-12 schools, public areas of county or municipal government facilities, congregate care facilities, prisons, jails, medical and healthcare settings, during travel (per CDC requirements) and personal service settings regardless of the vaccination status of the individuals present.

Face coverings are required for all individuals in a mass indoor gathering (more than 100 unvaccinated people or people whose vaccination status is unknown gathered in a room indoors).

Jeffco’s mask order is now set to expire on June 6, but may be extended or modified.

that would allow the school to remain open if every student was tested and the overall positivity rate for the student body came back at 5% or less.

Over the weekend, students were given at-home rapid tests and told they could not return for in-person instruction unless they could prove they had tested negative, had been vaccinated or had tested positive for COVID-19 in the last 90 days but were no longer infected.

Comstock said about half of families declined to participate in the pilot, which meant their students would not be able to participate in in-person learning and activities for 14 days.

However, among the half that did participate, the test positivity rate came back at “approximately 3%.”

“That is not quite as high as CDPHE expected but it was much, much higher than the school expected,” said Comstock, who said she believed that if the full student body were to be tested the positivity rate would’ve come back at higher than 5%.

In a written statement, Jeffco Schools Public Information Officer Cameron Bell, said the Distict is monitoring case counts and working closely with JCPH and CDPHE to take as many actions as possible to avoid school building closures.

“At Columbine, we implemented a testing protocol last weekend and into this week for all students and staff.

With these steps, we hope to keep the case count under control and keep the building open these last couple weeks of school,” her statement read.

But even as Columbine was able to remain open (although it could close if the positivity percentage goes above 5% after a second required round of testing that was set to occur later in the week), Comstock said the situa-

“I know how frustrated everyone is because we have end-of-the-year events, sports playoffs and graduation,” Comstock said. “But I think that that 3% test positivity in the first round when less than half of students participated in testing is very telling.

And that’s just indicative of how widespread COVID transmission is in our middle and high school students.”

After about a month of steady increases to Jeffco’s rate of new COVID-19 cases and other key measures for the severity of the pandemic, things seem to tentatively be heading in the right direction once again.

“After a very disturbing series of weeks where we were going up, now we are finally seeing a downturn [in new cases],” said Comstock. “I am very hopeful that will be a continued downturn rather than a plateau.”

The seven -day new case rate reached its highest level since early January on April 26 when it was 204.1 cases per 100,000 in population. It then started a period of decline and reached 177.5 per 100,000 on May 3.

The county’s seven-day test positivity rate also declined significantly in recent days, going from 6.5% on April to 5.6% on May 2.

“It’s still higher than we’d like, we want to see it below 5% but at least it’s no longer 6.5%,” Comstock said.

Meanewhile, the now all-important measure of the 14-day rate of new hospitalizations in the county, which JCPH will use as the basis for any changes in COVID policy beginning on May 15, was at 1.19 hospitalizations per 100,000 in county population.

Anything under two hospitalizations per 100,000 in county population will be enough to keep the county in the new Level Clear, in which most business and residents will be subject to no COVID-19-related restrictions apart from mask mandates, once it makes the planned transition to Level Clear on May 15.

Comstock also said that based on the county’s current metrics, she has “every intention” of moving forward with that planned move to Level Clear.

But even with those metrics again dropping and Jeffco primed to remove most COVID-19 restrictions, Comstock said residents should not lose sight of the fact that “this is not over,” as she put it.

“The reason we are still doing all these public health and mitigation orders is we are still having people die from COVID,” she said. “I do know that since I updated the Board of Commissioners yesterday we’ve had one more community member die of COVID-19.”

In recent days, Jeffco crossed a sober death milestone when it recorded its 800th death from COVID-19. As of May 6,the death count stands at 805.

Jeffco teachers rally for equity, new contract District’s union reps join forces to demand more inclusion and higher pay.

Cars honked, signs waved and a large banner was draped above a westbound stretch of I-70 as a boisterous group of Jeffco teachers and support staff rallied outside of the Jeffco Public Schools’ Golden location May 6 to bring attention to a host of issues.

“What’s Disgusting? Union Busting!”

Those issues included fair pay for Jeffco educators, having the school board recognize the union for the unlicensed pre-K staff and asking for district buy-in to Article 22, which is the Joint Commitment to Racial Educational Equity.

Cory Bissell teaches music at Hackberry Hill Elementary. Through the loud chants of fellow attendees, he said he was there to support colleagues and demand fair pay for all educators in Jeffco.

“That includes teachers, special service providers, custodians, bus drivers, kitchen staff — you name it,” he said. “We’re here to demand fair professional wages and a strong collective bargaining agreement that protects the rights of all of those individuals.”

Union for pre-K licensed staff Hannah Mauro, an early childhood educator instructional partner at Rose Stein Elementary, had a slightly different agenda.

“I’m out here with a group of pre-K educators, and we are pushing for the district to recognize us as JESPA (Jeffco Education Support Professionals Association) members,” she said. “Currently, the unlicensed pre-K staff is not recognized as a union even though a majority of the people in our work group want to be recognized.”

She said the district started using more licensed pre-K teachers a few years ago — changing from a model of two unlicensed teachers per room, to a model of one licensed and one unlicensed teacher per room.

Mauro said one of her main concerns is that the new model has displaced a lot of unlicensed pre-K teachers.

According to Chesca Smotherman, UniServ & communications director for the Colorado Education Association, school boards in Colorado have sole decision-making power about whether workers are allowed to join a union.

She said JESPA has been trying to get a meeting with the district in hopes of getting them to approve union membership for pre-K workers, allowing them to collectively bargain over wages and working conditions.

“What do we want? Fair pay! When do we want it? Right now!”

“Our people work like two or three jobs, and a lot of them have lost their second or third job during COVID. So, what the district pays people may be their only income, and the cost of everything is going up,” she said. “We went to fact-finding, impasse and mediation (with the district) and what we uncovered was that they did have money for pay increases last year, but they refused to honor them.”

Asked what message she would like to give new Jeffco Public Schools Superintendent, Tracy Dorland, Center said her message would be that the district needs to invest in its human capital.

“We’re the people taking care of your kids,” she said. “We’re the people getting kids back to school, so parents can get back to work. We’re understaffed, and the district doesn’t pay enough to overcome what the private sector is paying people.”

Article 22 The biggest rallying cry of the evening was focused on racial equity and the adoption by the district of contract language known as Article 22 or the Joint Commitment to Racial

Educational Equity.

On Feb. 25, the Jefferson County Education Association members brought Article 22 to the bargaining table in contract talks with the District. Among other things, Article 22 calls for increased diversity and inclusion, the establishment of a Racial Equity Leadership Council, a systemwide Racial Educational Equity Plan and policy improvements.

According to Smotherman, in the 70 days between the delivery of the document to the district and the May 6 rally, there’s been no response from management at the table.

In her speech to the crowd, JCEA President Brooke Williams said the union needs the new equity language in the collective bargaining agreement as a commitment from the district to address issues of equity and promote the success of all students and educators in Jeffco. She said it’s also a way to hold the district

accountable for doing the work (of equity).

“The district needs to eliminate institutional and structural practices and policies that further the inequities among underrepresented groups,” Williams said. “It is unacceptable — and I’m going to cry when I say this — that we only have six African American teachers in our schools. It is unacceptable that we have 30% students of color and only 10% of our educator force are people of color. We want equity in our collective agreement now!”

Williams said JCEA has become tired of the district’s definition of collaboration and wants a true partnership, a seat at the table and to be on district committees.

“JESPA and JCEA are standing together today to tell management it’s time to commit to your educators the way our educators are committed to our students,” she said.

100 days of DA King’s reign DA touts early accomplishments around conviction review and pay equity

Last year, Alexis King promised voters she would make big changes in the district attorney’s office if they made her the first Democrat to lead that office in recent history.

Voters apparently liked what they heard as they elected her by a nearly 10-point margin over Republican candidate Matt Durkin. Now, just over 100 days into her term, King said she is already making good on several of those promises despite taking office amid a pandemic that has left her office with a dramatic backlog of cases.

In addition to getting attorneys back in the courtroom in February after a two-month suspension of jury trials, King said she is proud to have launched what she said is “the first conviction integrity unit with full-time staff in the state.”

Addressing injustice King said the goal of that unit is to review and investigate claims that convicted people are actually innocent as well as past sentences that are “unjust, inequitable or dis-

proportionate to the crime.”

Referrals come to the unit through several avenues, including defense lawyers, CU-Boulder’s Innocence Project and even law enforcement officers, and King King said the project has already received cases to review from all of them.

The unit also had one of its first major successes when it successfully petitioned the court to reduce the 24-year sentence for a now 56-yearold person convicted of passing a fraudulent $163 check. That person, who had already served six years, was eligible for immediate parole.

But had they served their original 24-year-sentence, the cost to taxpayers would’ve been $952,824.

“The unit is staffed by a former public defender community as well as a 30-year major case investigator who started his career with Arvada police and then we have an intern and victim advocates assigned to those cases,” said King, who said the unit also connects people who want their case reviewed to attorneys in the community, so they also have an advocate on their side. “So we have staffed it well to do good work.”

Earlier this year, King became one of the three district attorneys from across Colorado to be named to a state task force headed by Attorney General Phil Weiser that is investigating the unprecedented spike in fraudulent unemployment claims that have resulted from the COVID-19 crisis with a focus on largescale offenders.

She said the task force is currently “in investigation mode,” but there will likely be more for the First Judicial DA’s office to do eventually.

King, the First Judicial District’s first female DA, said one of her other big initial efforts has been to initiate what she calls a “comprehensive analysis of pay” within the DA’s office to “determine whether inequities exist.”

Following the completion of that analysis, King said in a press release that she then took “swift action on advised adjustments to pay ranges and individual pay” and “instituted a transparent, fair and equitable pay structure that her constituents will be able to rely on for the remainder of her time as DA.” While King said she could not discuss specifics about individual adjustments, she thinks they lay a good foundation for those in the office to feel it is doing right by them and adhering to Colorado’s new pay equity law.

“We made adjustments for individuals to make it more reflective of experience in multiple parts of the office, and the new structure

is going to be able to reflect more merit based work as we move into the fall,” she said. “What I really hope for the staff is long-term they have a better understanding of how our evaluation process and therefor our pay structure work and so they know they can really rely on it and it will be transparent moving forward.”

Ongoing issues During the interview with King, Colorado Community Media also asked her about the status of the investigation into the records that Jefferson County Republican Party chair Denise Mund suggest that as many as 3,000 people were potentially ineligible to vote when they cast ballots last November.

King responded that “she could not discuss pending investigations.”

But even as she has been quick to make changes where she can, King’s biggest challenges remains one she has limited control over: the massive backlog of cases resulting from the COVID-19 pandemic.

However, King’s take on that subject is that “as long as we can go to trial we are in better shape then when we can’t.”

“Right now we are just staying the course in trying to work through the most high-priority trials, which often involve folks that pose the most significant safety risk and are the trials that are the most difficult for victims,” she said.

About two-and-a-half years ago, Loveland’s Morgan Boltz was visiting the Dumont area for a ziplining daytrip when, on a whim, she and her friends stopped by Charlie’s Place just to look around.

Boltz ended up adopting Sophie, a 4-year-old cattle dog mix.

On Saturday, the two returned to Charlie’s Place for the first time to participate in the Canine on the Creek fun run.

The annual event raises funds for Charlie’s Place — the animal shelter for Clear Creek and Gilpin counties — and the Clear Creek Metropolitan Recreation District’s youth programming. This year, the event

Economic report shows Jeffco added jobs in 2020 despite pandemic Expert says pandemic’s impacts uneven but many industries added jobs

Given that the last 14 months have been dominated by a major pandemic that resulted in Colorado reaching the highest unemployment rate (14.4%) ever recorded in April 2020, one might naturally assume that the last year has been a bad one for job growth in Jeffco.

But the latest county economic data profile produced by the Jefferson County Economic Development Corporation paints a different picture.

According to the 2021 JCEDC Economic Profile, published at the end of April, Jeffco ended 2020 with 273,863 jobs, which was up from the 270,223 jobs the county ended 2019 with according to the 2020 report.

That gave the county a job growth rate of about 1.34%, which means the number of jobs grew faster than the population, which is estimated to have grown by about 0.06%.

Yet, unemployment was up too, increasing from 2.4% at the end of 2020

Jansen Tidmore, the president and CEO of the JCEDC, said those numbers reflect the uneven nature of the pandemic’s economic impact, which devastated some industries but barely impacted others including major primary employers, such as the aerospace, IT and beverage production industries.

“While the service and retail and restaurant industry got hit so hard, a lot of those primary industries really had great years,” he said. “I know that is really hard to wrap your head around, it was for us as well.”

Among those local industries that had strong years are the aviation, energy, engineering, bioscience and advanced manufacturing industries. Those fields, along with the aforementioned beverage, IT and aerospace industries, make up the six “target industries” the JCEDC is currently targeting many of its growth efforts toward growing. In 2020, Jeffco added 1,850 jobs in those although it was Cole’s first 5K. As a big proponent of pet adoption and as someone who adopted from Charlie’s Place, Kochevar explained that she wanted to support the shelter and spend quality time with her son.

“I’m thankful the weather held out,” he continued. “The kids wanted to see the dogs.”

Of those industries, it was the IT and Telecom industry that experienced the most dramatic grow. That sector added 21,981 jobs (a 27.6% increase from 2020) while the county added 246 new telecom and IT companies.

Other industries, however, were not as unfortunate. The office and administrative support job category was listed as having 32,972 jobs at the end of 2019 in last year’s report.

However, in this year’s report, that number had dropped to 29,639 jobs.

The sales and related positions category also saw a decline, albeit a smaller one. It ended 2019 with 30,624 jobs and 2020 with 29,639.

Another industry that the reports say defied expectations by growing slightly in 2020 was the food preparation and serving, which went from 24,720 jobs at the end of 2019 to 25,096 jobs at the end of 2020.

When it comes to weathering challenging economic times, it helps to have a diversified economy, which Tidmore said Jeffco increasingly does. According to the labor anaylytics firm EMSI, Jeffco’s economy was ranked 207 out of the nation’s 3,142 counties for economic diversity in 2020, up from 507 in 2019.

That diversity, coupled with other trends measured over the last year, have Tidmore feeling even more optimistic about 2021.

“I think Jefferson County is very unique and very fortunate to be in a position where we have a strong primary employer basis in aerospace and bioscience and beverage production and all these sectors that really allow us to come out of this pandemic stronger than ever, because our industries, when the world was shutting down, a lot of ours were working 24/7,” he said.

“And because of the type of industry that we have we know that we are poised to come out and bring our community up along with that,” he said.

Tidmore said those trends are also exemplified by the high number of expansion and attraction projects that were announced last year.

Expansion and attraction projects are projects that the JEDC works on that bring new jobs, companies and investment to Jeffco. Among the expansion prohects last year are the massive plant expansion at the MolsonCoors brewery and the addition of new aerospace and bioscience companies that located some of their operations in Jeffco for the first time.

“2020 saw the most announced projects ever in Jeffco’s history — $842 million in new projects — and that tells us we are going to have the strength to help our whole resident base recover over the next five years.”

What did we really accomplish this past year? We’ve had time, certainly, with all these lockdown days, weeks and months, to do any number of things.

After reviewing my year of COVID, I realize that I could have done so much more, had I only known just how long “flattening the curve” was actually going to take.

Appliances still draw a bit of power when not in use but plugged in. * Fasten buttons, zippers and other closures before laundering a garment. MAY 5, 2021 CLEAR CREEK COUNTY REQUEST FOR DEVELOPMENT PROPOSALS (RFDP) FOR THE PURCHASE AND REDEVELOPMENT OF 445 WEST DUMONT ROAD TO INCLUDE AFFORDABLE HOUSING

Introduction Clear Creek County is inviting qualified for-profit or not-for-profit developers to submit development proposals for the purchase and redevelopment of property at 445 West Dumont Road (Parcel 5), currently owned by Clear Creek County. These proposals must include an affordable housing component.

Background In 2015 Clear Creek County purchased 445 West Dumont Road (Parcel 5) with the intent of developing the property, or selling the property to a developer, in a way that advances the public good, supports the goals of the Community Master Plan, with a particular interest in providing affordable housing.

Purchase and Redevelopment Parameters The County is interested in selling the land at 445 West Dumont Road (Dumont, CO) contingent upon project proposals that will accomplish the following goals: • Provide permanently affordable housing • Satisfy the interests of the local community • Support the fiscal stewardship responsibilities of the County • Elevate the quality of life of our residents and the residents of the proposed project.

• Reflect the culture of the community and the aesthetic and environment of the location of the property Site Overview - 445 West Dumont Road (Parcel 5) Dumont, CO 80436 The Property is located on the south side of Dumont, south of I-70 and Clear Creek. Access from the east or west is off the Dumont exit on I-70 or directly from Dumont Road.

Basic Information about the Property • Purchased by the County in 2015 for $450,000 • Estimated improved value in 2021 is $915,000 • Approximately 4.6 acres • Existing building (Built 1976, 3,600 SF, well maintained) • Existing paved parking lot • Commercial well • Sewer – Central Clear Creek Sanitation District • Surrounded by Open Space/County property and private home owners • Current Zoning is MR-1 for single-family residential development but the County is amenable to rezoning.

Proposal Requirements Proposals should include: 1. Cover Letter summarizing the prospective purchaser’s interest in the property and planned use.

2. Background summary of the developer submitting the proposal - services provided, experience (design, construction, and operation), personnel (include resumes), capacity. Please include examples of prior projects, particularly experience with the type of project(s) being proposed.

Clear Creek County is looking for developers with significant experience in affordable housing and/ or complex development projects.

3. Description of the proposed development of the property. Prospective purchasers are encouraged to submit schematic or conceptual renderings of the proposed development, site plans, floorplans, site access, parking, landscaping, elevations and supporting market analysis, etc. to aid Clear Creek County in its review.

4. Summary of the economic benefits of the project, including the following: a. Total project investment b. Other direct economic impacts 5. Summary of the community impact of the project, including the following: a. Number of new residents and/or daily workers b. Publicly accessible space c. Other community impacts related to the goals of the project (see Purchase and Redevelopment Parameters, above) 6. Financials: a. Proposed purchase price for the property b. Preliminary pro forma c. Financing plan for the project d. Any request for public assistance in developing the site including proposed property tax abatements, TIF’s, historic tax credit applications, or other public financing requests 7. Infrastructure analysis and needed infrastructure improvements for the development, including estimated costs and proposed funding sources

Proposals may be discussed specifically or generally at one or more town hall style meetings concerning the future development of the property.

Those town hall(s) will likely occur in early July 2021, and responders to this RFDP may be invited to have a representative appear to discuss their respective proposal. No final selection decision will occur before input is received from members of the Clear Creek County community.

Interviews by a Clear Creek County RFDP selection committee may be scheduled; but, the timing of those interviews, should they occur, has not been determined and may occur before or after the aforementioned town hall(s).

NOTE: Proposals, correspondences, and other information submitted as a part of this Request for Development Proposals to Clear Creek County may be subject to the Colorado Open Records Act. Colorado Revised Statutes establish certain exemptions from disclosure of public records; please specify in writing if any information submitted should be exempt from public record requests and the basis for the requested exemption.

To ensure a fair process, copies of submitted proposals will not be made available until Clear Creek County has reviewed all proposals. All questions regarding the RFDP or the site shall be submitted via email only and the responses will be shared with other responders and the public, such as via a FAQ page on Clear Creek County’s website. Clear Creek County will not engage in any discussions with responders outside of this public forum.

Clear Creek County reserves the absolute right to accept or reject any and all proposals submitted, and the County’s final acceptance of any proposal will be based upon the negotiation of terms that are acceptable to Clear Creek County.

Clear Creek County may require the recording of deed restriction and execution of an agreement to perform the proposed work. The deed restriction will allow Clear Creek County to inspect the project and revert ownership of the site if the buyer fails to complete the project.

This managerial and hands-on position is responsible for Water and Wastewater infrastructure including a Water Treatment Facility and a Wastewater Treatment Facility, with a major improvements and expansion project underway. Responsibilities include water supply, treatment and storage, wastewater collection and treatment, and coordination with the Public Works Department regarding operations and maintenance of distribution and collection mains.

The City’s Water Treatment Facility utilizes three state-of-the-art skid-mounted Evoqua Memcor CMF-L low-pressure ultrafiltration membranes to produce high-quality effluent water. The Water Treatment Facility has a firm capacity of 1.53 MGD and a total capacity of 2.28 MGD. The City’s Water Resource Reclamation Facility (WRRF) is nearing completion of significant upgrades to increase capacity to 0.995 MGD and produce an exceptional effluent. Once complete, the WRRF will be operating the second, independent, full-scale NeredaTM aerobic granular sludge (AGS) facility in the United States. The improvements include a new headworks with mechanical bar screen and grit removal, influent equalization and pumping, AGS reactors, tertiary filtration, UV disinfection, aerobic digestion, and screw press dewatering.

High School Diploma or GED and three or more years of supervisory experience in a related field. Bachelor of Science in Environmental Science or Civil Engineering preferred. Must possess and maintain current Colorado Class B level Water and Wastewater Operator Certification or higher and Colorado Class II or higher Water Distribution and Collections Operator Certification. Ability to obtain Colorado Class A level Water and Wastewater Operator Certification as may be required.

This is a full-time, exempt position. The salary range is $86,709-$125,393/year plus health, dental, vision, life, deferred compensation, and retirement benefits.
