Heading West CHS performs ‘The Trail to Oregon’ live this weekend

It’s irreverent, a little inappropriate and definitely interesting — and the cast and crew of the Conifer High School musical “The Trail to Oregon” are having a great time performing the comedy.

The interactive show — where the audience selects the names and occupations of the cast members during each performance, for example — will be performed live this weekend. The entire cast is thrilled to be in front of a live audience.

“It’s exciting (to be performing in person),” said senior Justice Steele, who plays the mom. “That’s how you get all your energy. You need the laughter, the gasps and the other reactions to keep you going.”

Senior Shalon Anwar, who plays the daughter, agreed, adding, “It’s good to see all the faces in the audience.”

The seniors said after last year’s spring musical was canceled after only one performance and the fall play was scrapped thanks to the pandemic, it was nice to have one final high school play to look forward to.

On April 16, the cast and crew had their first dress rehearsal, making notes of things to fix and figuring out how to move scenery to make scene changes work. A country rock SEE OREGON, P15

Inter-Canyon pushes timeline for new fire stations Construction expected to start in 2022 rather than this year

It looks like the Inter-Canyon Fire Protection District will wait until 2022 to rebuild two fire stations.

Fire Chief Skip Shirlaw said while he hoped to get the stations built this year, the process was taking longer than expected. He hopes the fire district can host community meetings early this summer to get the public’s input on the plans for Station 1 on South Turkey Creek Road and Station 3 on U.S. 285 across from Mountain High Chapel.

Shirlaw isn’t sure whether those meetings will be in person, which is preferable, or virtual.

“Ideally we want to have the opportunity to meet in person with the public with large-scale renderings and drawings, so people can look over them versus a virtual screen where the detail is skewed,” he said.

“I would love to see us break ground in early fall, but I don’t want to rush it,” Shirlaw said. “We have a good year’s worth of construction.

They are big projects. I don’t see them happening quickly, and I want to do it right. I always had an aggressive timeline in my head, so I’ve

had to temper it.”

Battalion Chief Dan Hatlestad suggested at the April 14 fire board meeting that the existing metal structure at the U.S. 285 station could be moved and repurposed as the first part of a training center.

Hatlestad said depending on the cost of moving the building, it could be a better use rather than tearing it down.

The two new fire stations will provide more space for firefighters, equipment, trucks and the community.

The nearly $5 million price tag for the two fire stations will be funded thanks to a mill-levy increase approved by voters in 2018, fire district savings and loans. The district also is applying for a $1 million Department of Local Affairs grant. It has $2.2 million in capital reserves for the projects.

While all Inter-Canyon stations need upgrading, the district chose Station 1 because it is centrally located in the district with quick access to U.S. 285 and Deer Creek Canyon. The station will go from 3,500 square feet to about 4,500 square feet, Shirlaw has said.

The remodeled Station 3 on U.S. 285 will be about 6,000 square feet and will include the administration offices, with space for equipment, crew quarters, community meetings and more. A separate training facility is also planned.

Making living with bruins bear-able Evergreen group touts benefits of bear-resistant trash cans

The bears are awake, and a new group in the foothills wants to encourage more residents to have bear-resistant trash cans.

Bear Aware hopes to create an awareness campaign to take to homeowners associations and schools, explaining the issues with bears getting into trash. Bears that get into trash become emboldened to get into homes to find food, and that kind of behavior leads to them being euthanized.

According to Colorado Parks & Wildlife, one study showed that simply putting trash out the morning of pickup cuts the chances of a bear visit from 70% to 2%.

CPW tracks bear incidents by area, and Clear Creek, Park and western Jefferson counties are considered Area 1. In 2020, Area 1 logged 334 bear reports compared with 182 in 2019, and nearly half of them were bears getting into trash.

Barbara Gertz, who lives in Wah Keeney Park and heads up Bear Aware, said bears visited her neighborhood at least five nights a week last summer.

Evergreen Fire/Rescue briefs Looking for volunteer firefighting recruits

Evergreen Fire/Rescue is searching for area residents to become volunteer firefighters.

The fire department is hosting open houses to explain the steps to become a firefighter from 1-3 p.m.

Saturday, April 24 and May 8, at the department’s administration building, 1802 Bergen Parkway.

Department officials are putting recruiting on the front burner, so to speak, because the pandemic made recruiting more difficult last year and because nationally, recruiting volunteers has become more difficult. EFR has 67 volunteer firefighters and seven recruits, who will graduate from the fire academy next month.

Board member John Porter said at the April 13 board meeting — and others agreed — that he’d like to see the number of recruits in the August fire academy in double digits, noting that he wants the department to create a comprehensive recruiting strategy.

Most volunteer fire departments have two types of firefighters: those using the department as a stepping stone to a full-time job and those who live in the community and want to remain volunteers.

District wants more CodeRED signups

Only about 30% of families in Jefferson County have signed up for CodeRED, the reverse emergencynotification system, and area fire districts would like to improve that number.

Evergreen fire officials want to make it easier for residents to sign up for CodeRED such as hosting information booths and discussing the program when department officials speak at homeowners association meetings. They suggested providing information about CodeRED to schools to get to parents and to those getting COVID-19 vaccines during

Signing up for CodeRED is one of several steps residents can take to be prepared in case of a wildfire.

“I get asked all the time,” Chief Mike Weege told the board on April 13, “‘How are you going to evacuate all of us in case of a wildfire?’

My answer: `What have you done to be ready to evacuate?’ We need our message to be that the community needs to be ready first.”

He said people, in addition to getting the emergency notifications, must have evacuation routes planned, go bags ready and important items ready to be grabbed at a moment’s notice. Then, they need to follow orders from emergency personnel to get out safely.

EFR to choose Station 1 contractor

Evergreen Fire/Rescue is narrowing the list of contractors to determine who will design and build a new Station 1.

The department received 13 responses to its request for proposals that has been winnowed to four, Chief Mike Weege said at the April 13 board meeting. Next week, a committee made up of board members and district officials will interview the final four.

Weege hopes to bring the fire board its contractor choice at the May 11 meeting.

The new building will replace the existing Fire Station No. 1 on Highway 73 near downtown Evergreen that is more than 50 years old. The new building is expected to cost around $8 million. The district already has spent about $1.5 million to purchase land.

The new station will have about a dozen truck bays, office and meeting space, crew quarters, and parking for paid and volunteer staff, according to the request for proposals.

He explained that people who are new to mountain living don’t understand bear issues, and simple things like bird seed, hummingbird feeders, fruit trees and decaying pumpkins in the fall can attract bears.

“Any time we can get people to think about bears, that’s great,” Peterson said. “Bears are just being bears. They go to the easiest food source available.”

The last day of the skiing season is perhaps a little like the last day of school.

Some are more than ready for summer, while others are reluctant to say goodbye.

Either way, skiers and snowboarders were eager to get in as many runs as possible Sunday morning during Echo Mountain Resort’s final day.

Between the fresh powder, blue skies and occasional sun peeking out of the clouds, skier Kirk Moyer remarked: “We couldn’t ask for a better last day.”

Echo Mountain, which sits along Highway 103 between Evergreen and Idaho Springs, typically closes in March, but last month’s snowstorms helped extend the season.

Despite the recent snowfall, the resort wasn’t able to keep its runs open any later because staff members were moving onto other jobs,

General Manager Fred Klaas said.

However, the resort plans to continue tubing operations on the weekends through May 2.

Given the weather and the pandemic, the 2020-21 season was both challenging and incredible, he stated.

In the fall, Echo Mountain wasn’t sure whether it would be able to open because of COVID-19 restrictions, Klaas described. Fast forward to mid-April, and the resort is capping off its longest season ever.

“We’re a young resort; we’re trying to figure out what operations can look like,” he said of staying open later in the season.

Kirk and Kim Moyer, who recently moved to Clear Creek’s Echo Hills neighborhood, said they appreciated that the resort was able to extend its season.

Quick tips on how to prepare your finances

• Read and understand your insurance policy. The typical homeowner’s policy covers damage caused by wind, fire and lightning. Comprehensive auto insurance generally covers damage or destruction to a vehicle from a fire.

• Review your insurance policy regularly with your insurance company or agent. If you have recently remodeled or built an addition onto your property, be sure to increase the amount of protection to cover the upgraded materials or expanded square footage. Talk about types of insurance policies and learn the

difference between a replacement cost policy, which generally provides for the repair or replacement of damaged covered personal property items, and an actual cash value policy that will only provide reimbursement for the depreciated value of the covered personal property item.

• Create and keep an inventory of your personal items and photograph or videotape them for documentation and claims purposes. Be specific: document how many TVs, computers, sets of towels and sheets, and other items you have. The more detail you record, the easier recovery will be. Keep receipts for major purchases and keep records of the age, current value, make, model

and serial number of your personal property. Keep your inventory and a copy of your insurance policy at another location. How to get your political career off the ground Editor’s Note: This is part two of a two-part column on how and why to run for local office.

Last month I explored some of the decision process that goes into becoming a candidate. This month I want to review fundraising for a campaign, the path to nomination and then the path to election.

Money is the mother’s milk of politics in that nothing gets accomplished without it. That makes fundraising one of the more difficult tasks in politics. To successfully accomplish it requires persistence and patience.

Call your family members and tell them of your plans to run for office.

Then ask them for a contribution.

Have a website set up for easy abil-

ity to make contributions.

Once they contribute, thank them via a personal note mailed to their home. Thanking people for money donated is essential. Donating Joe Webb money to your own campaign is an effective way to garner donations because it shows you have a stake in a campaign.

Once you finish asking relatives, repeat the same process with friends. When you are at a community meeting, bring envelopes so that people who do not know you

can mail in a donation. Be aware of limits. There is no contribution limit for public officials of county races. State legislative candidates are limited to $400 per election cycle.

Getting the nomination requires that you win the primary. If you are unopposed for the nomination, then you should focus on getting as many people to vote for you in the primary as you can.

The more people who vote for you in the primary is a positive harbinger for the fall. Make the case in public appearances and by going door to door and campaigning. If you have a contested race that will be more difficult.

Two paths exist to get the nomi-

nation. One is to petition onto the primary ballot. At a cost of $10 a signature, this route is costly.

Multiply that $10 by the number of signatures your office requires to placed onto the ballot, and you will have an idea of what this process will cost.

The cheaper alternative is to get at least 30% of the votes of an assembly in your legislative district or county. The way to do that is to phone delegates to the legislative assembly or county assembly.

You will need to consider what you say carefully because as the nominee for your office, you are part of the team your party fields for office. Anything ill-considered

or poorly advised in terms of comments or actions will not just reflect on you but the whole team as well.

Running for office is a marathon, not a sprint. I could elaborate at greater length, but I hope that you as a reader have at least a thumbnail sketch of what it takes to run for office in Colorado.

Student OpEd: Free up spring sports Schools are not letting kids play sports because of the pandemic. kids should be able to choose whether it’s safe to play sports.

Athletes are losing scholarships to colleges because they can’t have the schools see them play. Kids are also going bored and crazy because they are lacking exercise and socialization. Parents are stressed because their kids aren’t working as hard as they used to when they had sports

and now they only sit inside and do nothing or spend all of their time on their electronics.

I personally did cross-country in the fall and we had to wear masks

when we were near people running but we were allowed to take them off when we were running away from people. I also had to quarantine at the beginning of the year because someone on my team got COVID-19.

I’m glad that now our school is letting more kids play sports and giving more opportunities instead of sitting at home.

Schools should allow kids to choose whether or not they want to

play sports. Let sports get back to normal, without masks, and have spectators. Administration should allow kids to play sports to help their immune system and help kids get healthier. Students have already suffered enough during this pandemic.

A flurry of goals Evergreen boys soccer buries Lobo rivals in snowy battle

Hard to say if the home turf gave the Evergreen boys soccer team much of an advantage in the 7-0 win against Conifer on April 15. There wasn’t much turf to be seen, since inches of snow piled up quickly throughout the course of the game.

While mere snow flurries postponed soccer games down the hill, the mountain kids of the Evergreen/ Conifer area played on amid a snowstorm that would end up shutting down several area highways by the end of the night.

It was the first athletic event held at Evergreen High School under the newly installed stadium lights, not that the heavily-falling snow made visibility very easy. Facility members struggled during timeouts and halftime to clear off the out-ofbounds and midfield lines, even as the players struggled to keep their footing in the swiftly accumulating white stuff.

The Cougars also swiftly accumulated goals. Senior Cody Couch led the blizzard of offense with two goals and an assist. Gavin Stevens,

Evan Brown, Blaine Watkins and Kimball Boyle also scored a goal apiece for the Cougars. Junior Landon Freeman scored a goal and had an assist. Senior Cully Freeman also contributed with an assist.

Evergreen senior goalkeeper Logan Freer played the duration of the game and earned the shutout win with four saves.

Five of those goals came in the first half. In the waning four minutes of the first half though, the

Lobos did keep things interesting.

Evergreen’s back line was caught flat footed at one moment, setting up a decent shot on goal. Freer saved it, but a sliding tackle from behind gave the Lobos a second try in the form of a free kick. Freer stayed solid though, ensuring the only thing making it into his net was more snow.

The Cougars reasserted their offensive onslaught immediately after though, but freshman Lobo goal-

keeper Trace Avery made a very nice save in the last two minutes of the half.

In the second half, Evergreen would score once in the opening minutes, and once in the closing minutes, to close out the dominant performance, even as the worsening weather conditions made it increasingly tough to maintain footing.

Evergreen (6-3-1) would go on to lose its final game of the season the following day, 3-1, against Wheat Ridge, ending the season ranked third in the 4A Jeffco Conference.

For Conifer (2-8), the lopsided loss to rival neighboring EHS adds to a rough list of defeats this season.

The Lobos finished out the season with a 2-1 win against the similarly struggling (1-9) Dakota Ridge on Saturday.

More parking planned at Alderfer/3 Sisters JCOS to double spaces, provide more signage by 2023

Additional parking is planned for Alderfer/3 Sisters Park in the next two years to alleviate some of the parking woes at the popular recreation area.

Jefferson County Open Space, which owns the property, is planning to increase parking in the lots at the two entrances on Buffalo Park Road to 150, doubling the current number of available spaces.

Couple that with 39 spaces available at Wilmot Elementary School when school is not in session and potentially keeping 46 spots available along Buffalo Park Road, and the park would come much closer to accommodating the high volume of people coming to the park, officials said.

Jeffco Open Space hosted a virtual community meeting on April 14 attended by about 65 people to discuss its plans for improving the 1,123acre park that has 16 miles of hiking trails.

The west parking lot is expected to be redesigned this year with construction in 2022, and the east parking lot would be designed in 2022 with construction in 2023.

Indoor ice rink, fields proposed at south rec center Developers host kickoff meeting to answer questions about private facility

The U.S. 285 corridor could get a privately owned recreation center.

At least that’s the plan for two couples who propose a 100,000-squarefoot building on 19 acres on Settlers Drive near Inter-Canyon Fire Station 3. They foresee an ice rink, indoor turf field and an indoor tennis/multisport area, plus rooms for fitness and yoga classes, a snack bar and more, though the designs are conceptual at this point.

They are calling it the MEC Collective. MEC stands for Morrison, Evergreen and Conifer.

Chris and Georgina Lewis of Evergreen and Ken and Amy Holtschlag, who live in The Homestead in Morrison, conducted a kickoff meeting on April 14 to inform the community about the project. About 80 people listened in on the virtual meeting, and many were curious about what the proposal would entail.

They expressed concerns about pricing for programs, parking, and noise and lights at night but most importantly about traffic along US. 285 and in the neighboring subdivision.

intended to be very inclusive project.

That’s the goal.”

He noted that a rec center on the south end of the foothills would stop families from driving down the hill to participate in programs not offered here.

The project would be financed privately, so no tax dollars would be used to build or operate the facility. Conifer residents have turned down proposals to create a recreation district funded by property tax dollars numerous times in the last 10 years.

The property is zoned Suburban Residential 2, though there’s a provision for recreational uses, Lewis said, and in response to a question, he said the developers had looked at other properties, too.

“What this property presents is access to a major roadway,” Lewis said. “(U.S. 285) is designed for increased volume of traffic.”

The property has four available taps for water that The Homestead would provide. Lewis said the building would conserve water by collecting it from sinks, toilets and more, and recycle it for the ice rink. The lack of water is the reason they are not considering a pool because it would be nearly impossible to fill. An eight-lane Olympic size pool holds 660,000 gallons of water.

“A pool is a money loser, a water drainer, and it costs way too much,”

Lewis said. “If the community wanted to be taxed … a pool would be viable.”

They expect it will take 18 months to get the property rezoned and the building constructed. They expect a parking lot for about 300 cars with possibly an overflow dirt lot.

Resident concerns

The developers say they still had a lot of work to do regarding traffic, but they believe cars would primarily turn left from U.S. 285 into the property with a right turn out, since they believe most patrons would be coming from Conifer and south Evergreen.

They said they would use signage to keep people from driving through the subdivision to get to the facility.

Ken Holtschlag has collected statistics on accidents along U.S. 285, and few of them have been because of left-hand turns.

Participants at the meeting said having cars headed for the rec center especially on weekends when U.S. 285 traffic is heavy would create more problems, plus children wanting to access the rec center, on their bikes, for example, but needing to cross U.S. 285 would be problematic.

“If you do not address traffic more realistically, you won’t get support,” one resident said. “You didn’t alleviate concerns on traffic. You have to address the issue. You tell us it will get better, and no one believes you.

Sheriff’s Calls War of nerves

CONIFER – JCSO dispatch doesn’t get many calls more serious than the one it received on the afternoon of Mar. 21. Camouflage-clad combatants were at that moment training rifles on his home from adjacent high ground, the caller said, and his household would remained locked, loaded and barricaded inside until reinforcements showed up. While the dispatcher tried unsuccessfully to persuade the caller to disarm and stand down before deputies arrived, officers raced to the scene. Approaching the alleged sniper’s nest cautiously, the deputies found no gunmen, nor any tracks in the snow that might indicate hostiles had recently occupied the hill. Informed of their findings, the caller and his compatriot, who struck the officers as “nervous and jittery,” weren’t ready to be relieved, suggesting that the murderous sharpshooters might have seen cops coming and moved to an even more commanding perch on the very roof over their heads. After a thorough search of the structure

failed to locate the elusive assassins, or any evidence that they existed, the panicky pair were forced to admit that they might simply be a touch “paranoid” because “previous tenants” had threatened to “come back and kill us.” Deputies marked their file “suspicious” and retired from the field.

Explosive allegation

CONIFER – Deputies are not often dispatched on more hazardous purpose as they were on the morning of Mar. 22, when a caller reported that explosives had been placed on his property. Knowing the way, officers raced to the scene of a previously reported and unsubstantiated rifle ambush to learn that “several people” had placed “propane tanks” under the front porch, a lethal cache that, the caller believed, constituted a “bomb.” Examining the deadly deposit first-hand, officers identified only “two couch pillows” that “appeared to have been in that spot for some time.” Not even a little convinced, the reporting party handed

of Mar. 22, the pastor was puzzled to perceive a perforation in one of the church’s peerless panes. Unable to remember anyone blasting away at her basilica, Pastor asked deputies to bear witness to the desecration.

Discovering a large ball bearing under the corrupted casement that perfectly matched the unholy hole, officers determined that the irreverent round originated within the sanctuary itself. Pastor decided to forgive the transgression, merely asking that officers observe the iniquity.

While the cast will perform live in masks, the show also will be taped.

Audiences will be limited to 50 and seated in family groups. Archer plans to have photos taken of different parts of the show to create additional memories for the cast.

“There are a lot of really amazing shows that I will plan to do, but for this year, we wanted to do something silly, out of the box and funny,” Archer said, adding that there are four seniors in the cast and five seniors in the band. “This show is really for them.”

Meet the new Jeffco Public Schools superintendent Tracy Dorland takes charge of state’s second biggest district

The position of superintendent for the Jeffco Public Schools district can be harrowing. It is a that invite public scrutiny of your every action.

It is a position that is often a lightning rod for criticism from all sides — parents, teachers, the media and even from the very school board that chooses the person for the position.

Tracy Dorland is grateful for the opportunity.

Despite student attrition, a nearly billion-dollar, complicated capital improvement program and over a year of COVID disruption in schools, the newly selected district superintendent says she is ready to get started.

“I grew up in Jeffco, I raised my family in Jeffco and it’s my home,” she said. “I didn’t apply anywhere else. I wanted to be a superintendent someday, but it was really more about finding a district where I could have the opportunity to make a difference and really dig in.”

Dorland said she knows it’s a difficult job that some people would run away from, but for her, Jeffco, which she called near and dear to her heart, fit the bill.

“I have been Dorland passionate about public education since I was at CU Boulder as an undergrad and made the decision to become a teacher. I will always be passionate about public education,” she said.

“One of the ways that I feel like I can give back in my life is to provide support and leadership for school districts.”

Dorland said one of the things she knows to be important based on her previous job as deputy superintendent in the Adams 12 District is making sure that on the front end of really important work and decisions, that the right systems and structures are in place to collaborate and make sure people understand their voice can be heard. She said it’s important when clear decisions are made for people to understand why they were made, and in some cases, why some-

thing wasn’t able to be done.

She describes herself as a collaborative leader who wants to bring voices to the table, while acknowledging it can be tough to get everyone on the same page for every decision.

“But I do believe that if you can process the work in the right way, you can get to decisions that while people might not all agree, most people can accept and understand it.”

Another thing Dorland brings to the table that could help her hit the ground running is experience with a large bond project.

“I worked establishing processes and procedures to manage the Adams 12 bond,” she said. “I’m so grateful to the Adams 12 community for approving that bond, and I’m so excited that I’m coming into a district where our community has approved a huge investment in capital for us.

I can bring my experience from that work at Adams 12 to Jeffco, and I’m excited about that.”

Dorland says most of her background is in instructional leadership. She says she was able to help improve literacy rates and contribute to the improvement of graduation rates. She said she has focused on priority-improvement Title 1 schools and getting them out of that

priority-improvement status. There are also important conversations to be had around equity in the district, she said.

As for learning loss or disruption due to COVID, Dorland says she’s interested in looking at the data.

“I believe the pandemic has changed the way we educate kids and changed the way they’ve learned for the last year and a half” she said.

“And I know that there are impacts from that. But I believe for us to make really meaningful decisions about how to support students as we emerge from the pandemic, we really need to be taking a close look at the data.”

She said looking at data from endof-year assessments for this year and beginning-of-year data from fall assessments will be a good start. She thinks district-level data will play a role. She also referenced an upcoming meeting about summer learning opportunities for students who need them.

“My No. 1 priority is to be visible and get to know our schools,” Dorland said when asked about her first priority after officially starting on April 19. “That’s the bottom line. Just getting to know people and beginning to build relationships will be No. 1 for me.”

On April 15, Novak lead the first of two scheduled community meetings at which she debuted the draft of the plan and sought input from residents across the county.

That plan consists of an overarching vision statement which is followed a list of strategic outcomes to support that vision that are further defined with what she called a definitional or directional statement.

Novak said once the plan is finalized the county will start developing steps that it can take to make those

outcomes happen.

“Part of that is aligning the things the county already does that contribute to success in these areas and then perhaps there is new things, new capital projects, new open space acquisitions and those types of things that become the to-dos that contribute to the outcome.”

Jeffco lays out two-phased plan for return to normalcy County will move to dial Level Blue this week

COVID-19 restrictions just got looser in Jeffco as the county charts what it hopes will be a path out of the pandemic and back to pre-COVID normalcy.

On April 13, JCPH announced via its website that it had “issued a new public health order through the recovery phase of the COVID-19 pandemic and back to a full reopening.”

According to the announcement, the order was issued in anticipation of the state retiring the COVID-19 dial and associated public health order that have dictated COVID-19 policy in the state’s counties for much of the pandemic.

Last month, the state announced that it would repeal the dial on April 16 and pass a new public health order granting county governments greater control over whether to enforce restrictions.

Phase 1

Under the new order, which took effect on April 16, Jeffco will move into Phase 1 of the reopening plan laid out by the order. In Phase 1, both businesses and individuals will be able to operate under the rules and restrictions of the current dial’s Level Blue.

MASK ORDER Under the new reopening plan phases, JCPH’s local mask order, Public Health Order 20-008, remains in effect. Under that order, all residents and visitors must wear a face mask in indoor spaces when six feet of social distancing cannot be maintained. However, that order includes exceptions for situations such as sitting in a restaurant or receiving a personal service such as a facial where removing the mask is necessary to receive that service. gyms can operate at 100% capacity with six feet of distance between parties while offices can operate at up to 75% capacity. Bars can also reopen at 25% capacity. Jefferson County has been operating in Level Yellow, the next most restrictive level after Level Blue, since April 9 after the county announced its COVID-19 metrics had exceeded the threshholds for remaining in Level Blue.

The new order states that Jeffco will operate in Level Blue for 30 days and there will be no adjustment of restrictions during that period.

Phase 2

Then, on March 15, the county will move to Phase 2 of its reopening plan and start operating in what the statement calls “a new dial level” called Level Clear. In Level Clear, all business will be able to operate in 100% capacity with no restrictions.

However, the county says indoor mask requirements may still apply.

During Phase 2, which JCPH is

billing as an observation period, JCPH will closely monitor hospitalizations as a metric to measure how many severe COVID-19 infections there are in the county. Phase 2 will last until Aug. 15.

The health order lays out criteria for how JCPH will then be able to move the county to more restrictive levels of the current COVID-19 dial if hospitalizations increase beyond certain thresholds.

For example. Jeffco will return to Level Blue if it sees more than two COVID-19 hospital admissions per 100,000 county residents in a 14-day period. It will then move to Level Yellow if it sees more than three COVID-19 hospital admissions per 100,000 people in a 14-day period.

During Phase 1, the Five Star program, which allows approved business to operate at one level below the county’s current level on the COVID-19 dial, will be suspended.

However, Five Star-approved businesses will be able to operate at one level lower if the county ever has to move beyond Level Clear in Phase 2.

According to JCPH Executive Director Dawn Comstock, Jeffco consulted with leaders from other Denver metro area counties, to determine the path forward following the state’s retirement of the dial.

“We are confident this brief phased approach will allow our community to work to get our recent increase in COVID-19 transmission back under control, while we race to quickly vaccinate as many people as we can and prevent another surge

driven by more-contagious variants,” Comstock said in a statement.

“At the same time, our local businesses can better plan for the near future.”

Several of those other metro area counties, including Adams and Arapahoe counties, will also adopt the same two-phased approach.

However, the county commissioners in Douglas County, which is part of Tri-County Public Health along with Arapahoe and Adams counties, voted unanimously on April 13 opt their county out of following the Tri-County order establishing the phased approach and instead proceed with no restrictions.

Recently, Jefferson County has seen increases in its COVID-19 seven-day case incidence rate and test positivity rate. During April 5-11, there were 891 cases of COVID-19 (152.8 per 100,000) in Jefferson County, and the test positivity rate during the same time period was 5.0%. That seven-day case number grew to 171.8 by April 15.

According to the release, the two phased approach was developed in part because of advice from the Colorado School of Public Health Modeling Team to Governor Polis stating that it has concluded that delaying policy changes in Colorado until mid-May will prevent large numbers of deaths and hospitalizations.

However, the release states that JCPH expects vaccine coverage to be sufficient to control COVID-19 transmission in Jeffco by late May.

As a member of the public health staff team working to ensure the distribution of vaccines is as equitable as possible in Jeffco, part of Marius Nielsen’s job is to hone in on the county communities where people are being vaccinated at lower rates.

“We’re trying to see who is being left behind,” Nielsen said. “And then we work with organizations to say “in your community where’s the best location and how do we reach people and what is the best approach to distributing the vaccine here?”

At this point in the vaccination effort, no Jeffco community has bee left behind more than the Sheridan Boulevard corridor in Lakewood, which Nielsen said has some of the lowest vaccination rates not only in Jeffco but nationwide.

Nielsen said that statistic is the result of many challenges, including a large number of residents who lack health insurance and thus experience with the medical system.

The area also has a high number of residents who don’t speak English.

“There’s also lots of language barriers which come into play because a lot of the information that has been put out about the vaccine is going out in English,” said Nielsen.

“And so what a lot of folks have access to is what they are seeing on social media, which creates hesitancy.”

Few people know more about the reality of those challenges and what it takes to break through them than Sandie Weathers, who lives in the area and has been closely involved with helping its Spanish-speaking residents access food and other resources during the pandemic as a volunteer with the Conectando

community organization (formerly Adelante Jeffco).

For months, Weathers has been hoping to help organize an event that would literally break down those barriers by bringing vaccines directly into her community.

On April 14, that vision became a reality as Weathers and Conectando collaborated with JCPH to hold a vaccine equity clinic in the Alameda Crossing Shopping Center that put 1,000 Pfizer shots in the arms of area residents who didn’t even have to get out of their cars.

While the parking lot of a busy shopping center might seem a surprising place to give out vaccines, Weathers and Nielsen both said that choice of site was no accident.

“This is the community,” Nielsen said. “This is where people live, work and play and we wanted to

meet people where they are and make sure they can get vaccinated in a place where they are comfortable and with people they are comfortable with.”

The location also made sense given the intention of the clinic to be highly targeted to reaching residents of the neighborhood. To do so, Weathers and other volunteers hit the pavement to talk to people at nearby businesses and get them signed up for the clinic.

Conectando also reached out to the many area residents who have accessed services through its Community Navigators Warmline to get as many of them as possible signed up.

Among the 1,000 people to receive a shot was Josselin Medrano, who works at a new Mexican restaurant in the shopping center.

Medrano said she signed up for the clinic after Weathers came in to tell the staff about the clinic.

The restaurant’s owner, meanwhile, volunteered to donate burritos for the site’s volunteers, a move that Weathers said underscores the communal nature of the clinic and the effort that supported it. Weathers, in turn, distributed goodie bags containing the cards of businesses that helped support the event to those that came to the clinic.

“We were appreciative of the publicity that (the clinic) was going to give us and wanted to give back,” said Josselin through Weathers’ translation.

As Weathers visited various businesses to sign people up for the clinic, she was struck by the number of people who expressed concerns not about the vaccine but how much it would cost them.

“People don’t even know that it’s free,” she said.

one of several that have taken place in Jeffco in recent days as both the state and county increase their focus on getting vaccines into harderto-reach communities.

Gov. Jared Polis said the state has so far partnered with local organizations such as Firefly Autism and the Queen of the Vietnamese Martyrs to put on nine equity clinics focusing on different communities in Jeffco as of April 15.

Polis told Colorado Community Media that while the state is able to provide vaccines and help with logistics, the success of those clinics rests with the community partners that are involved.

“It really takes a community partner that has the trust of the community and the ability to help communicate and organize people to get vaccinated,” said Polis.

“That’s really what we look for and we’d love to partner with anybody through our equity partnership team to do that.”

Polis said Jeffco residents can expect to see even more equity clinics in the coming weeks, plus the county’s first visits from the state’s mobile vaccination units, a bus that can “pull up and provide up to 500 vaccines at a time.” That’s because the state is projecting vaccine

supply will soon outstrip demand across the Denver metro area.

“We’ll be there with supply exceeeding demand in the Jeffco region within two weeks,” he said on April 15. “And that mans it’s not so much that people don’t want the vaccine, they do, but people are vaccine lazy or hesitant and we have to reach them where they are. They don’t want to do an online booking and they don’t want to look for it but if it’s available and easy for them in a setting they trust with community members they will go in to protect themselves.”

But Polis said the state still has work to do to reach people in Jeffco’s non-English speakers.

“Jeffco is a very diverse county and so there are a lot of folks that we are doing that cultural specific outreach to,” he said.

The governor also said that he is hopeful those ongoing efforts, and the inroads and connections with those communities that result, are serving as a catalyst for change that will endure after the pandemic ends.

The increasing prominence of telemedicine is one example of how innovations resulting from the pandemic will save people money and increase convenience over the longterm.

“I think we take the learning from the last year and we need to be able to utilize new ways of doing things that might work better and be more efficient,” he said.

Residents respond

After hearing about the proposed vision, Jeffco resident Marcia Brenowitz said she was glad to see the word safe included in it because she has noticed a significant increase in crime in her area recently, including an increasing in break-ins and car and mail theft.

“I never worried about being home in the evening and now I do and I am sorry that I do have to because it was wonderful for the decades it wasn’t a concern,” Brenowitz said.

Perhaps unsurprisingly, the proposed strategic outcome that seemed to generate the most discussion was

the one dealing with diversity and inclusivity.

“I’d like to see that statement about inclusive approaches be even stronger,” said Debra Bogar. “Something that to speaks you being really out there trying to make these inclusive approaches happen.”

Commenter John Hermanus questioned whether inclusiveness includes affordable housing and how the county would balance between housing affordability and “responsible growth.”

“Sometimes goal require tradeoffs with other goals,” he wrote. “Example: Stricter zoning and building codes, sustainability and open space can increase costs to build desired housing. Density of zoning restrictions can increase costs for rental units.”

to ski. She appreciated the variety of visitors’ experience levels and the friendly atmosphere.

Kirk said the two of them will be back next season.

“It feels like a little gem to have this mountain,” he continued.

Evergreen’s Condojani family was likewise enjoying the final day of the season, with dad Marc saying, “It’s beautiful — a perfect snow day.”

Because of the pandemic, Marc said the only time he really leaves the house is to buy groceries. The big exception has been this season’s 15 or so trips to Echo Mountain, which he said is a great outlet and a safe way to be outdoors.

Even though the family plans to start mountain-biking soon, Jordan Condojani said Sunday was about getting in as many runs as possible.

While the Condojanis and others were finishing their ski season, Boulder’s Gen Golsch and Elliot Robles were just getting started.

The two had been wanting to ski all season, but hectic schedules prevented them from going earlier. When they saw it was Echo Mountain’s last day, they decided to make time.

“I haven’t been skiing since I was 12,” Golsch said. “ … It’s really freeing.”

The two appreciated the resort’s proximity to the Denver area and its affordability, and plan to return next season.

Denver’s Katy Irani and her 2-year-old son Zane Lambert were also visiting Echo Mountain for the first time Sunday. Irani said she heard good things about the resort’s beginner area and wanted to bring Zane so he could experience outdoor skiing after attending an indoor class.

While she hadn’t gotten to ski much this season either, Irani said of Echo Mountain: “It’s got good energy. … We will be back.”

Supporters research options to save Jeffco Fairgrounds Renewed call for county to consider second ”deBrucing” measure

A little over a year after the Jefferson County commissioners broached closing the Jeffco Fairgrounds in response to budget cuts, the decades-old facility has reached what Jeffco County Manager Don Davis says is a sustainable level of service.

However, members of a new county board tasked with preserving the agricultural, equine and youth activities the facility has long hosted say doing so has come at the cost of making severe cuts to the facility’s offerings and left it in a precarious long-term position.

“The whole revenue piece has got to change somehow because it’s got us in a stranglehold,” said Lisa Stavig, a member of that board, about provisions of the state TABOR law that have the effect of severely limiting the amount of money the county can spend on the fairgrounds without having to make cuts to other programs. “They’ve cut and cut to the bare bones, and there is nothing else they can cut there unless we close.”

The impact of TABOR on county operation and the fairgrounds came to the forefront last year when County Manager Don Davis announced that the county would need to cut $12.5 million from its budget for 2021 to comply with a TABOR rule limiting how much property tax revenue the county can collect each year.

Complying with that rule creates particular challenges for the county when it comes to the fairgrounds because any revenue generated there counts against the overall TABOR cap on the amount of revenue the county is able to collect. That meant that plans to simply increase the amount of revenue generated by the fairgrounds would only force the county to not collect or reimburse tax revenue, not fixing the budget problem, Davis repeatedly said.

Ultimately, the commissioners voted to approve the plan directing county staff to maintain the aspects of the fairgrounds facility and its operations that are most instrumental to preserving the agricultural, equine and youth activities that take place there, while putting an end to operations that do not support that purpose.

One year later, the county has managed to successfully do just that, Davis said. However, he also said that means the fairgrounds will have to offer much more limited programming than it has in the past without much possibility of adding

new programs.

Given the limitations of that level of “sustainability,” Stavig and the other members of the Youth, Equine and Agriculture activities board told the commissioners on April 14 that the county needs to consider taking steps to allow the fairgrounds to increase its budget without impacting that TABOR cap.

To that end, members of the board told the commissioners during an April 14 presentation that they have begun researching different possibilities to accomplish that.

During the meeting, several possibilities were presented, including creating a special district to provide services at the fairgrounds that would not be subject to the same TABOR restrictions as the county is or turning the fairgrounds over to a nonprofit that would operate the fairgrounds.

Other possibilities include turning the fairgrounds over to Jefferson County Open Space, reducing costs by cutting back on landscaping and energy use, or creating advertising and sponsorship opportunities at the fairgrounds for businesses that would generate more revenue.

However, members of the board acknowledged that many of those possibilities would present challenges of their own. For example, JCOS’ charter limits what the properties it manages can be used for, which would likely preclude it from taking

over the entire fairgrounds.

That’s why Stavig said the best solution might be to go back to the voters with a ballot measure that would remove the TABOR cap on county revenue collection. In 2019, 54% of Jeffco voters voted against 1A, a ballot measure that would have done just that.

“I think going back to the voters and saying let us keep all the revenue at the fairgrounds is probably the strongest and best thing we can do,” Stavig said, “because then it opens us up, and we can start looking at revenue generation and that kind of thing.”

While the board said all of the possibilities mentioned will likely require more research and consideration, Commissioner Lesley Dahlkemper said they represented “a good list of ideas as we look forward.”

However, she also warned that the situation at the fairgrounds is a likely harbinger of things to come for the county as it continues to navigate how to operate under TABOR’s limitations.

“I think the stranglehold you talked about and that your board is working through could be the story of other departments throughout the county,” she said. “Those are issues that we will be looking at across the board in future years.”

Casa Bonita parent company files for bankruptcy Chapter 11 may not be the end of Lakewood restaurant

Summit previously filed for Chapter 11 protection in 2011, after they were unable to agree on terms for payment of a legal judgment against the company but continued to operate Casa Bonita without closing.

Best known for its cliff divers, mariachis, sopapillas, and unmistakable pink facade, the restaurant has become a must-see attraction for generations of Coloradans.

The restaurant obtained pop-culture cult status in 2003, when it was featured on an episode of Cartoon Network’s South Park.

Casa Bonita’s website currently has a bulletin at the top of the home page saying, “Casa Bonita is re-

Meanwhile, a GoFundMe fundraising effort, launched by a group of self-described Casa Bonita super fans not directly affiliated with the restaurant has been running since before the bankruptcy announcement. So far, the campaign has raised more than $39,000 of a $100,000 goal.

The group has also launched an informational website, www.savecasabonita.org, to drive donations and raise funds through selling Casa Bonita-themed merchandise.

Immigrant group’s cookbook seeks to bridge differences ‘Together at the Table’ celebrates global value of good meals with good friends

The tastes of dozens of countries are collected in “Together at the Table,” a new cookbook from Littleton nonprofit Immigrant Pathways Colorado (IPC).

With recipes like hummus from Lebanon, mojitos from Peru, stew from Ethiopia and egg rolls from Vietnam, IPC board members say they hope the cookbook conveys the diverse backgrounds represented in America — but also commonalities.

“It reflects that common element we all share: sitting down to share a meal with family and friends,” said IPC board member Connie Shoemaker at an April 13 book launch event. “The table is a place of memory, where we become aware of who and what we are. That’s bound up in the food we eat — it’s a way of preserving past and heritage.”

Proceeds from the cookbook go to IPC’s One-Immigrant-At-A-Time program, which provides selfdevelopment grants to immigrants, refugees and asylees who are in the country legally and live below the poverty line. Grants can be used for activities like English classes, applying for citizenship, green card

renewal and seeking professional training. Proceeds will also go toward scholarships to attend Arapahoe Community College.

The cookbook includes 171 recipes from 66 contributors from 43 countries on nearly every continent. Included in the book are eight dividers printed with the stories of immigrants and their descendants, who share how food is woven into their cultural heritage.

Among those is Nisren Hussein, whose family’s experience inspired the creation of the IPC. Hussein and her husband Raad are Kurds, a long-persecuted ethnic minority in Iraq. Growing up, Hussein’s family of nine had little access to fruit, fresh vegetables and meat as a result of war and economic sanctions.

Hussein recalled her mother spending hours every day making flatbread to sell, often leaving her hands cracked and broken, aching to the point that Hussein had to lift the oven cover for her mother.

Hussein later married Raad and had two children, but was forced to flee Iraq after anti-coalition forces discovered Raad was working as an interpreter for American troops.

Army Col. Joe Rice, a Littleton resident, arranged for the Husseins to come to his hometown, and tasked IPC founder Susan Thornton and friends with setting the family up with a place to stay, jobs, and money to get on their feet.

The experience inspired Thornton and others to create IPC after realizing that small grants could make

For Hussein, who contributed a recipe for Iraqi-style stuffed grape leaves to the cookbook, settling in Littleton was a blessing.

“The air smelled beautiful when we walked out the door our first morning in Colorado,” she recalled in her segment in the cookbook. “It was like breathing life.”

Shoemaker said she hopes the cookbook furthers IPC’s goals: “To bridge the gaps between cultures through education, sharing stories and learning about one another.”

Ask a Therapist: Anxiety Q: I have anxiety and recently it’s been worse. Between work, parenting, and the pandemic, I feel like I’m always stressed out. Everything is overwhelming, and I’m exhausted.

What can I do to help with this?

A: It does sound like you’re juggling a lot and that can feel overwhelming. Everyone experiences anxiety in their lives, but different factors and situations can influence how often you feel anxious and how intense it feels. Learning to cope with difficult, stressful situations — whether they are short-lived or don’t have an obvious endpoint - is a great tool in being able to cope in healthy ways.

Here are some ways to approach anxiety when it shows up in your life.

Identify Your Warning Signswhen you feel anxious you might get racing thoughts and find them hard to stop. Knowing what started the racing can help you recognize when you need to take a step back or what kind of support you might need.

Prioritize Exercise- exercise helps support positive mental health by increasing endorphins which can improve mood and reduce stress.

Go for a walk, get outside and move your body in a way that feels good to you. When you’re very anxious, this is often a valuable first step before trying the next two (breathing and mindfulness).

Take Some Deep Breaths grounding exercises are a common technique used to reconnect the

This person will be responsible for keeping all common areas clean, maintained, and safe. Duties include but are not limited to: mopping floors; cleaning windows; cleaning wood work; cleaning bathrooms; vacuuming rugs and hallway carpets; keeping bathroom supplied with paper towels and toilet paper; emptying trash; cleaning elevator to include the doors, walls and the tracks; identify and replace or report burned out light bulbs; clean guest suite and keep ready for guests; keep mechanical room clean and organized; keep garages, parking lots and sidewalks swept and clear of debris; spot clean carpets; remove snow from walks and any areas people may walk and behind cars; watering plants in common areas and outside where no sprinkler system waters; monitoring the irrigation system to make sure it is working correctly; keep gardens tidy, clean and weeded; help with landscaping projects as needed; mow and trim lawn areas; clean light fixtures in hallways; communicate problems to manager and keep manager informed of needed repairs, upkeep and supplies. Repair and troubleshooting of 1224 Volt Electrical systems. Welding experience- preferred, but not required. CDL/Class B required, Class A is preferred. Last year, Evergreen experienced a significant fire with the Elephant Butte Fire, and Colorado experienced three of the biggest fires in history. NOAA is predicting a very dry summer and fall, with precipitation levels like 2002, when the Hayman Fire occurred.
