A NEW TREE IN FOUNDERS PLAZA

The city of Brighton erected a new Christmas tree for the community to enjoy in Founders Plaza, located in the heart of downtown Brighton. Heavy winds in June uprooted the old tree in front of Historic City Hall. The old tree was at least 80 years old and the main fixture at the Holiday Festival of Lights Parade. City officials said it will mark a new holiday tradition in coming years, but it won’t be a fixture of the Holiday Festival of Lights Parade this year. Legislature eyes smallbusiness, housing relief Lawmakers also plan support for child-care providers, broadband access for remote school

As Gov. Jared Polis announced a new round of coronavirus-related restrictions that harken back to the kinds of orders Coloradans saw near the start of the pandemic, the governor announced he would call state lawmakers back to the Capitol in hopes of providing economic relief for Colorado residents and small businesses.

Lawmakers were to come to the Capitol “in the near future” as part of a “special session” of the Legislature called by Polis, according to a Nov. 17 news release. The Legislature’s regular session — the roughly four-month period in which bills are passed — typically begins in January.

The final specifics of what the state Legislature will work on were still in the works, according to the news release, but the bills are expected to include the following items: • Small-business assistance, including “direct aid and tax relief.”

• Housing and rental assistance.

• Support for child-care providers.

• Expanding broadband access for students and school staff.

Colorado’s new level red of coronavirus-related restrictions is sure to put a strain on the state’s economy: Among the new changes are a shut-

down of indoor dining at restaurants, a ban on indoor events, and a tightening of capacity limits at some officebased businesses and gyms.

The new round of restrictions comes on the heels of Colorado’s COVID-19 hospitalizations hitting the highest levels ever recorded during the pandemic. Colorado’s previous record, or “peak,” of COVID-19 patients was 888 in April. As of Nov. 9, more than 1,000 people were in the hospital statewide for COVID-19.

In the absence of new federal action to bring businesses and workers relief, state lawmakers must fill a gap, state House Speaker K.C. Becker, D-Boulder, said in the news release.

“With COVID-19 cases reaching daily new records and winter just around the corner, Coloradans can’t wait any longer for Congress to provide relief — they need us to act now to help small businesses, families and students get through the challenging months ahead,” Becker said.

Rep. Alec Garnett, D-Denver, the incoming state House Speaker who will take the helm in January, echoed Becker in the news release.

“We need an economic recovery where every Coloradan has a fair shot, but this can’t happen if restaurants and bars close, families lose their homes, students can’t get online and day care centers shutter,” Garnett said in the release. “We need to act now to bridge the gap where Washington has failed, or our economy will falter.”

Adams County Buildings Closed in December to Combat COVID

Most Adams County offices and buildings will close Dec. 1 and remain closed through the end of the year in an effort to limit COVID-19 exposure.

All county buildings will be closed to the public except in certain circumstances. Those operations — the Colorado Air and Space Port, Coroner, District Attorney, Human Services, Justice Center and Probation, Riverdale Animal Shelter, and Sheriff — will continue to provide essential services.

Ten Brighton police officers test positive for COVID-19

Ten officers and three administrative staff in the Brighton Police Department have tested positive for COVID-19 since mid-October.

On Nov. 3, state health officials designated the department an active

outbreak after several employees tested positive in late October. The status hasn’t changed because more employees have tested positive after the outbreak designation.

Of the ten officers, one is a commander and two are sergeants. In an email, City Manager Jane Bais-DiSessa said that detectives are staggering

shifts, as are other teams.

Brighton PD has also reduced the number of administrative staff by instructing them to work remotely, instead of at police headquarters. In addition, the department is spraying patrol cars with ionizer, sanitizes shoes, screens people who enter the headquarters and cleans the building

through fogging.

Bais-DiSessa said, “While we have been impacted by Covid, all aspects of PD operations continue to function.

Response times have not been significantly affected.”

Council makes way for Ridgeline Vista City Council approves subdivision master plan and annexation of a small, yet significant piece of land

Brighton City Council unanimously approved the master plan for a new subdivision in town.

In approving the master plan, the city annexed a sliver of land that the Ridgeline Vista development needed for its completion. The new acquisition is minor, but some councilors said it’s significant because it butts against land that Brighton and Lochbuie previously argued over.

“I can’t say more about this development agreement and how important it is for us to do this and go towards annexation because of where the land is and what this really means,” said Mayor Pro Tem Matt Johnston at a Nov. 17 meeting.

The development still needs the City Council to approve a final plat before it can proceed.

Altogether, Ridgeline Vista will be home to 220 single-family detached lots, a single lot designated for future single-family attached dwellings and one lot for duplexes. It’s located north of I-76, east of 60th Avenue and south of Baseline Road.

Designated as medium and highdensity residential, the subdivision will be between the Brighton East Farms and Lochbuie Station subdivisions to the west and east, respectively.

It’s the latest development in town to move forward since the council approved the plat for a 1,000-plus unit subdivision in August.

Though the council discussed the prospect of 220 new homes in Brighton, they were more excited about annexing the .388 acres in the subdivision’s northeast corner.

“You’re developing up right next to what is now Lochbuie on the Adams County side,” Mayor Greg Mills said at the meeting. “Brighton was going to annex that area, but then Lochbuie kind of swept in and got it,” he added.

Mills was alluding to a territorial dispute in the early 2000s when Lochbuie annexed land that allegedly belonged to Brighton. An intergovernmental agreement between the two cities designated land south of Baseline Rd. as Brighton’s, Assistant City Manager Marv Falconburg said in an email. The family who owned some of the land south of Baseline, however, sold to Lochbuie.

“Brighton opposed this. Lochbuie annexed. Brighton pursued legally, but the IGA did not contain enforceable legal provisions to prevent the annexation,” Falconburg said in the email.

That turf is now Lochbuie Station.

Given the closeness of Ridgeline Vista and the .388 acres to this other controversial parcel, the new annexation offered a little recompense.

Mills said at the meeting, “It’s really nice to identify that you’re in Brighton. I’m friends with a lot of people in Lochbuie, but we want to identify as Brighton, not our neighbors. That’s what is important.”

Exhaustion, uncertainty hit schools amid pandemic Opinions vary on best approach as quarantines, shutdowns play havoc with plans

Superintendent Scott Siegfried can look at his meticulous charts and see a day in early November where his suburban Denver district “broke.” On the graph, it’s marked “operationally impossible to continue in-person.”

Dozens of new COVID cases among students and staff were being reported every day, each one triggering quarantine requirements that sent dozens more people home for 14 days.

In the first weeks of November, the 53,000-student Cherry Creek district sent out more than 100 letters notifying the community of positive COVID cases in schools and associated quarantines.

“We had so many positive cases coming into schools that we were running schools without principals, without office managers, without entire groups of teachers,” he said. And without substitutes, there was no one to fill those gaps. “You can’t keep up.”

State quarantine rules have been the price students, parents, and teachers paid to hold school in person. Now, as a growing number of school districts move to fully remote learning, many superintendents are pointing to widespread quarantines and associated staffing shortages as key factors. Some

district leaders are calling for public health officials to give them more flexibility about who to send home when students or staff members test positive.

There is no consensus on whether the current rules should change, especially as hospitals around the state feel the strain of a COVID surge, and data that would inform a change is in short supply. District leaders are under immense pressure from parents and advocates who want more inperson learning, on the one hand, and teachers and their unions who worry that safety will be compromised, on the other.

‘Nothing smooth about quarantine’ Since Colorado students returned to classrooms in August, thousands of teachers and tens of thousands of students have had to abruptly enter quarantine after learning they had been exposed to COVID. Thousands more have had to learn from home due to “operational closures” when so many adults were out that it was not possible to run the school safely.

Even earlier in the year, when most districts were holding classes in person, managing quarantines was a challenging job. Many school districts had to do the bulk of their own contact tracing and communications because public health agencies didn’t have the resources. Some teachers worried these efforts weren’t thorough enough to keep everyone safe. People who tested positive sometimes found themselves the target of resentment for exposing others and sending them home.

idly switch from in-person to online instruction and back again. Everyone lived with uncertainty about daily changes.

“There is nothing smooth about quarantine,” said Sydney Slifka, a Jeffco elementary teacher who has had to quarantine twice due to exposure from the high school volleyball team she coaches. As a remote teacher, students were constantly coming in and out of her online classes due to quarantine. “It is abrupt, unplanned, and extremely disruptive to the flow of curriculum and instruction for students.”

“My students and I had just gotten used to in-person routines and had just started making progress,” said Denver second-grade teacher Lindsay Knickerbocker, who was back in school for 10 days before getting an exposure notification. “Many kids seemed defeated coming back to class online the next day. I felt defeated as well.”

Many teachers describe quarantine as stressful and wondered how well people who potentially had been exposed were being tracked. In particular, educators who work across classrooms and cohorts — art, music, and drama teachers, school psychologists, behavior specialists, special education providers — worry that they’re more exposed and at risk of exposing others.

“My admin doesn’t know where I am at any given moment because I might get called in to deal with something,” said Devani Lemmon, who helps resolve student conflicts at Bear Creek High School in the Jefferson County district. “Now I’m counting on teachers who are dealing with all this other stuff to tell me if I was in the room with a sick kid.”

Each call about a positive case has provoked a feeling of, “Oh no, here we go again,” said Westminster Superintendent Pam Swanson. “We all have that dread.”

Westminster’s first positive cases and quarantines came the same week buildings opened in August. At least one outbreak traced back to students socializing outside of school. Next spring, the district will ask students who play sports to switch to remote learning during their season so cases on athletic teams don’t also take down academic classes.

A big job Each positive case requires a school district to convene a team to figure out where the person was in the previous 48 hours, whether they rode the bus and where they ate lunch, whether they participated in any sports or received special services.

Cherry Creek’s team includes four people, said Siegfried, the superintendent, down from 15 to 20 in the beginning.

Many public health departments — including Tri-County Public Health, which supports more than a dozen school districts, and Jefferson County Public Health — have teams to assist school nurses but not enough staff to follow up on every case associated with a school. Instead, they advise school districts on how to do contact tracing, an additional task for school nurses, building principals, and others.

Lori McCarty, health services coordinator for the Greeley-Evans district, said school nurses have gotten little outside help.

Over the summer, Gov. Jared Polis promised rapid response teams would

respond to school-based outbreaks.

But when McCarty asked if one of these teams could help her district with tracking a growing number of COVID caes, she was told there was no one available.

“There aren’t enough bodies anywhere to do this work,” she said.

A Polis spokesman said that the rapid response team assisted with 20 school-based outbreaks but are not currently helping on any.

The sheer size of the task has meant that sometimes people slip through the cracks.

“Sometimes you find out the kid rode the bus 12 days into the quarantine,” McCarty said. “It’s kind of late to quarantine at that point, but you can track those kids, at least.”

When the Greeley-Evans district moved to remote learning in mid-November, the district had 160 confirmed cases among students and staff, one confirmed outbreak, numerous suspected outbreaks, and more than 3,000 people in quarantine.

Evolving rules Colorado’s case and outbreak guidance for schools, which runs 22 pages, initially required anyone to stay home for 14 days if they were in a class, on a sports team, or in an after-school program with a person who tested positive or had COVID-like symptoms and a known exposure.

In school districts that don’t maintain careful cohorts — particularly at the middle and high school level where students change classes more frequently and have more exposure — a single case could send hundreds of students home.

State officials made a significant change in early October to allow schools in counties with lower levels of transmission to take a more targeted approach. If they maintained detailed seating charts and made sure students stayed in those seats, only close contacts — people who were within 6 feet of the COVID-positive person for more than 15 minutes — would have to quarantine.

The number of people sent home dropped. As recently as late October, many Colorado superintendents said the quarantine system was working.

“We’ve actually got a good system down,” Siegfried said in late October, when in-person learning still seemed feasible. “We understand the health guidance and health metrics, and we’re able to do the right thing, not go too far and not do too little.”

Polis also praised the quarantine rules for limiting transmission in Colorado schools.

“Outbreaks have been contained early,” he said at an October press conference.

In the middle of an experiment The dramatic rise in COVID cases over the last month and a half meant many school districts lost the ability to do targeted quarantines. State rules require districts in communities at higher levels of restrictions to quarantine entire classrooms or cohorts.

While Colorado school districts are allowed to offer in-person learning even under the tightest restrictions, school leaders say the staffing shortages and disruption make it impossible to keep school buildings open.

“The disruptions are getting to the place where it is impacting our ability to deliver a quality education,” said Jeffco school board President Sue Har-

Fred was born in Jamaica, New York, to Frederick Hillmann and Anne Cardos Jan. 3, 1947. He was an only child and primarily raised by his grandmother, Cardos. He graduated from Hicksville High School in Hicksville, New York, in 1964. Following high school, he attended Nassau Community College for two years.

A year after graduating high school, Fred began dating Maureen Shafer, a neighbor from across the street. Fred and Maureen dated for three years before marrying Feb. 24, 1968.

Fred was drafted into the U.S. Army Dec. 4, 1968, and trained in Columbia, South Carolina, and Fort Leonard Wood, Missouri. Fred was transferred to fight in Vietnam, where he was stationed in Pleiku and Ankhe. He received a Bronze Star for exemplary service and was then honorably discharged from his military service Oct. 2, 1970.

Fred Leonard Hillman Hillmann Jr., was born March 4, 1970, in Syosset, New York. Their second child, Daniel Adam Hillmann, was born Aug. 24, 1973, in New York City, New York. Their third child, Christine Jennifer Hillmann, was adopted when she was 5 years of age Aug. 1, 1986, in Denver.

When Fred returned from the service, he returned to his job at T&S Plumbing as a shipping foreman. In 1975, Fred and Maureen and their two boys moved to Colorado, where Fred began working at Great Western Sugar factory as a carbonation supervisor until the company closed in 1977.

When Great Western Sugar factory closed, Fred got work as truck driver for Halliburton, followed by NCRA. When NCRA moved out of the state of Colorado, Fred started working for DCP Mainstream as a line locator and continued working there until his retirement in July 2013.

ing, photography, traveling, fishing, listening to classical music and dining out; however, his favorite pastime was spending quality time with his family.

Survivors include his wife, Maureen; children, Fred Jr., Dan, and Christine; and eight grandchildren.

Manhole work The city of Brighton’s utility department started work on a nearly $400,000 manhole rehabilitation project.

It includes the rehabilitation of 214 manholes. The project takes place west of 11th Avenue, from Bromley Lane to WCR 2. The manholes are estimated at 50 years old which, over

time, need to be rehabilitated to secure structural integrity.

Work includes patching deteriorated concrete, putting a barrier on the manholes so they can’t deteriorate and placing a multi-layer polymer on the manholes for structural integrity.

The new product is expected to last 100 years.

The work will take place primarily in neighborhood streets, with some work on major roadways like Bromley Lane and Bridge Street (traffic control will be present on those roads).

Notifications will be sent to residents who will be directly impacted by the project. No service disruptions are anticipated.

The project is expected to be complete on Wednesday, Dec. 31.

A good match leads to good book Pair of Westminster authors combine to promote wearing masks

It was 4 a.m. on an August 2020 morning when Terrie Kahl awoke with an idea for a children’s book churning inside her mind - a way to convince the youngest that wearing a mask is a good thing.

“It was a bit of an epiphany,” Kahl said.

She pondered the idea for a few days and decided to pester her good friend and writing buddy Susan Finger. Finger thought the idea was brilliant.

By October, “I Wear A Mask”, their children’s book about normalizing mask-wearing during the COVID-19 global pandemic, launched on Amazon.

As Colorado continues to struggle against the pandemic, the book lends a sense of normalcy in a world completely abnormal for kids. The illustrations show children playing on playgrounds, engaging in school, and being with family members — all while wearing masks.

Terrie Kahl and Susan Finger are Westminster residents who connected during a water aerobics class at their neighborhood recreation center. After class one day, they struck up a conversation and discovered they both enjoyed writing.

What began as a friendship developed into a partnership.

“Around the time I met Terrie, I had written a children’s book and sent it off to an agent,” Finger said. “Then I asked Terrie to read it, and she was the only one who actually gave me constructive feedback!”

Kahl, who has her Bachelor of Arts in Art Education, describes her connection with Finger, who has her Master of Arts degree in English, as “a good match.”

The duo’s compatibility is showcased in their book. It is written in rhyme, a joint effort on both their parts. Once they had the words down, Utah-based illustrator Monico Williams stepped in to create the drawings for the book.

“It was the exact look we wanted,” Kahl said. “We show diverse children doing all these wonderful, fun things in life and wearing their masks. We wanted kids to embrace it.”

One drawing is of a child riding his bike and the rhyme around him says, “Even though you wear a mask, you still can go and play, riding on your favorite bike and with your friends all day.”

Wearing a mask is a proven safeguard against spreading the highly contagious virus. The book communicates to children—and the adults reading---that masks help stop the spread.

“We want to prevent children from getting this disease and carrying it home to parents and grandparents,” Finger said.

Kahl and Finger chose the path of self-publishing with TKSF Books because they wanted the book to be available to the public as soon as possible “We were lucky the book was published so fast,” Kahl observes.

“Originally, the publisher said it could take months.”

Kahl and Finger believe the message of the book is what pushed it to the top of the publisher’s list. Now published, book reviews are already trickling in from Amazon, including a review from a doctor. “The book is physicianapproved!” Finger laughs.

Kahl and Finger hope the book finds its way into the hands of many children as the holiday season approaches.

They have also donated copies to local libraries in the Metro area as they understand the financial hardships faced by families right now.

“Children, in general, inspire me,” Kahl says with a smile. “They have been going through tough changes with the virus - all the back and forth with school yet finding creative ways to learn.”

Creatively communicating the directives of the Centers for Disease Control and Prevention is exactly what Finger and Kahl have done with this tiny book. Wear a mask, keep your distance, wash your hands—what was at risk of becoming mundane recitations from medical professionals is now rhymed, illustrated, and primed for sharing.

“We just want everyone to see it,” Kahl says.

Coaches push Riverdale’s Waddle to Chadron State Chance to improve led softball standout to Nebraska

There was one factor that prompted Riverdale Ridge High School softball player Nikki Waddle to choose Nebraska’s Chadron State College as her next education/athletic stop.

“I initially was drawn to Chadron because of the coaching staff,” she said. “They were so supportive and I could see myself growing in a program like this. After I got to work with the team, I knew that this was the school for me. I loved the energy on the field and with the other girls.

“When I initially met the coaches I knew that they were going to help me reach that next level on the field,” she said. “I never felt pressured that I had to be the absolute best. Instead, I felt that I could be myself and still play at

my best. The girls were the same way.

They welcomed me and made me feel like I belonged there. I loved the group and the energy that they carried.”

Waddle played in all 18 games for the Ravens this season. She finished with a batting average of .421. Five of her 24 hits were for extra bases and she drove in 23 runs.

“I was able to come down and do a skills camp with the team back in October, and I had a great time,” she said. “Although there were still (COVID) cases during this time, the school and the coaching staff took proper measures to ensure everyone’s health and safety. Amidst the pandemic with the proper safety procedures, I was lucky enough to have the opportunity to visit the campus and get a feel for the school environment.”

She met some of the team and the coaches during her skills camp.

“When I first worked with the coaching staff I instantly knew that I wanted to be a part of their program,” she said. “When I went to the campus, I felt right at home. I instantly saw

this as my home for the next four years. There was no question about it.

I didn’t feel super scared or nervous, but rather excited and ready to start the next chapter of my life.”

Waddle said the recruiting process was “severely different” because of coronavirus.

“This past summer was supposed to be the time when I visited schools and went to camps, but most places were shut down,” she said. “I was worried that, because I lost a big part of my season, I wouldn’t get recognized. I worked really hard to reach out to schools to try and get recognized, but it was hard to get seen when I wasn’t playing. I feared that this loss of crucial time might result in me not getting recruited.”

Science figures, too Waddle loves science, so it figures her major would be in chemistry and her minor would be in biology. She wants to pursue a career in prosthodontics. It’s the part of dentistry that deals with the design, manufacture

and fitting of artificial replacements for teeth and other parts of the mouth, according to denverrestrorativedentistry.com.

“I am a very artsy and hands-on person, and I feel that it is a perfect career for me. It’s a balance of science and hands-on work,” she said. “Chadron will help me gain the foundation I need in order to pursue this career.”

Riverdale Ridge advanced to the quarterfinals of the state 4A softball tournament this season. RRHS won 15 of its 18 games.

“I am more than excited for this next chapter of my life. However it’s a big change so it’s normal to have some doubts,” she said. “I’m nervous about leaving, my family and being truly independent for the first time in my life. I feel that this will be a big step for me. Even if it gets hard, I know that I will push through it and it will all be worth it in the end.”

“I am so blessed to have this opportunity, and I can’t wait to start this journey.”

Holy Family dominates Evergreen

BROOMFIELD — One by one, be it underclassmen or coach, they hugged, shook hands and thanked Evergreen High School’s football seniors on Friday night at Mike G. Gabriel Stadium.

Seniors such as Noah Martens, the warrior running back with his right leg iced up, limping noticeably at the game’s end. Seniors such as Carter Cassin, who kneeled at midfield after the game consoled by teammates and foes alike.

The 41-6 quarterfinal loss to No. 2 Holy Family wasn’t the way the Cougars wanted their return to the 3A state playoffs to end after a one-year sabbatical, but it was the reality.

“It’s a hard way to go out losing in the playoffs, but I’m really proud of the senior class, really proud of the entire team that we got this far,” senior Marcus Shields said. “It means the world to me that I got to play my last game with my buddies.”

Second-seeded Holy Family (7-0) took control from the game’s first play — an 80-yard TD strike from quarterback Michael White to a wide-open Oscar Sena — and never looked back.

“Our goal this entire week was to set the tone, come out with intensity, but I mean, these games are won in the trenches. Our O-line, D-line, defense and our running backs, we just played a great game overall. I’m really proud of these guys,” said White, who threw for a career-high four touchdowns, including two to Sena. Liam Gray also scored twice for the Tigers. “It feels great to have set the tone that early.

We tapered off a little bit, but we got it back and that’s all the mattered.”

He transferred back from Hillgrove High School in Powder Springs, Ga., earlier this season when CHSAA reinstated the fall football season after initially postponing it until the spring.

In his place, sophomore Kyle Solawetz made his first career start and subbed in and out alongside Nash Carroll. Both prepared all week to play, according to first-year head coach Matt Van Praag.

“We thought that we could come in here and play them and go with the hot hand,” Van Praag said. “They knew this was an opportunity for them. I didn’t think that at any point they were overwhelmed by the moment.”

Maybe not, but the cog to Evergreen’s offense was Martens, who

spent as much time in the training room as he did on the practice field this week, Van Praag said.

“He’s a warrior. I can’t say enough how much that kid needs to be recruited. He needs to be playing at the next level,” Van Praag said. “He’s a hard-nosed kid. He will do whatever it takes for us.”

Like he’s done all season just to get Evergreen to this point. Martens scored the Cougars’ lone TD on a 6-yard run just before halftime. But it wasn’t nearly enough to keep Ever-

green from its fifth straight playoff since, ironically, a 40-8 win over Holy Family in the first round of the 2015 postseason.

The Tigers, who forced five Evergreen turnovers, pulled away in the second half with three unanswered touchdowns.

“We were focused on us the whole week. It’s the only thing we can control,” White said. “We knew at the end of the day no matter what happens, if we play our game we can beat anybody.”

Some of them want the state to change its rules again to keep more flexibility. Parents who want kids to stay in school through the pandemic are also pushing for modified quarantine rules.

“Schools are going to have to figure out how to keep operating regardless of what is going on in the community,” said Cindy Myers, a nurse and Denver parent who is part of a coalition calling for a return to school.

It’s an idea that alarms many teachers, who already question whether current rules are adequate.

“Any changes to the guidance should be based on science and not driven by other reasons,” said Amie BacaOehlert, president of the Colorado Education Association, the state’s largest teachers union. “We believe low spread in schools is because they are strictly implementing the guidance.”

What the science says about how much quarantine is enough is still evolving. While children are at lower risk of serious illness from COVID, they can get sick and can infect others, said Elizabeth Carlton, an associate professor at the Colorado School of Public Health at Anschutz and an environmental epidemiologist who runs the state’s COVID modeling team.

Quarantine is part of a multilayered approach to stop transmission in schools, she said.

“Quarantine is really frustrating for people who are put in it, and one of the struggles is to get buy-in, but it can be a really powerful tool for shutting down transmission,” Carlton said.

School quarantine practices around the country range from keeping anyone exposed out of school for a full two-week quarantine to telling people to wear a mask and monitor for symptoms while continuing to go to school, said David Rubin, a professor of pediatrics and director of PolicyLab at the Children’s Hospital of Philadelphia.

Schools are so critical to children’s well-being that Rubin supports more limited quarantines when community rates are low or moderate, but the rate of COVID in Colorado raises questions about whether it’s safe to be in schools.

Colorado public health officials have said they are not looking at any changes to the rules, and some local

public health officials said they don’t believe a more targeted approach is appropriate when community spread is so high.

“It leaves school communities vulnerable to increased COVID-19 transmission when there is a large prevalence of disease in the community,” Melanie Rogers, a nurse epidemiologist with Jefferson County Public Health, in an email. “When the prevalence decreases, then that opens up additional infection control options.”

Little data has been collected that would help answer the question of which quarantine policies strike the best balance.

“We’re in the middle of this national experiment,” Rubin said. “We need that data desperately.”

Testing the limits Colorado doesn’t collect information on individual cases in schools, how many people have had to quarantine, and how many of them or their household members later test positive.

Siegfried has been collecting data from Cherry Creek and 34 other school districts, asking them every week how many students and staff were in quarantine after being exposed and how many of those people later tested positive. Out of 29,160 students who had to quarantine, 142 — 0.5% — later tested positive. Out of 5,196 staff members, 118 — or 2.3% — tested positive.

To Siegfried, this is evidence that schools are not major drivers of transmission, especially for children. There is a limitation, though: Not everyone in the groups was tested.

The information Siegfried collected also shows the impact of rising cases in the community: More people are getting exposed at school and entering quarantine, and the percentage of those people who test positive is inching up, from just 0.6% in the second week of October to 1.3% — 91 new cases — in the second week of November.

In another sign that transmission may be increasing in schools, the number of confirmed outbreaks reported by the state doubled in the second week of November to 189. Outbreaks occur when two or more people in a cohort — or a larger number of people across a school — who are not part of the same household test positive in a two-week period.

Managed wildlife is often transplanted out of an overly consuming region. For those on the big and small game hunting list, the bag limit will be adjusted

or limited to assure there is a safe and healthy pray populations.

If the state can control the population of elk, deer, rabbits, pheasants or waterfowl should not they control the population of a highly consuming predator such as a wolf ? Emotion and politics need to be put aside and the Division of Parks and Wildlife should be supported in immediately establishing a plan that manages the wolf population along with other state wildlife to assure healthy big and small game populations and that includes managing wolf populations as we manage all other wildlife.

That wildlife management plan with inclusion of the changing Gray Wolf population numbers needs to be in place before the first pack of gray wolves are introduced into Colorado.
