Financial gaps widen between school board campaigns

Slate candidates have raised more than $20,000; competitors, less than $1,000

This year’s four school board candidates filed their latest reports of contributions and expenditures Sept.

30, which saw the financial margins between competing campaigns widen as Election Day, Nov. 5, draws closer.

Two of five seats are up for election, with Rob Applegate and Stephanie Schooley running in District 3 and Joan Chávez-Lee and Susan Miller running in District 4. Each candidate is campaigning for the board for the first time.

Applegate is a board member for multiple education organizations, including the Colorado Military Academy. Schooley serves as executive director of higher-education nonprofit Campus Compact of the Mountain West.

In District 4, Chávez-Lee is a former Jeffco teacher and principal. Miller has served on a number of Jeffco PTAs, including as the former president of the Wheat Ridge High School PTSA. Chávez-Lee and Schooley are running as a slate, while Miller and

Applegate are running independently.

As of Sept. 30, Schooley had raised $21,720 in contributions, and $115 in non-monetary contributions. Her competitor, Applegate, had raised $994.57.

Chávez-Lee had raised $21,613, and Miller had raised $799.

Who’s contributed?

Chávez-Lee is one of the leading contributors to any Jefferson County school board campaign this year, having donated $6,000 to her own campaign so far.

For Schooley, many of her contributors have been close friends, she said.

Schooley and Chávez-Lee have also received financial contributions from a number of past and present Jeffco leaders.

Current board members Ron Mitchell and Amanda Stevens and former members Jill Fellman and Lesley Dahlkemper have all donated to both campaigns. Board member Ali Lasell has also contributed to Schooley’s campaign.

Miller, running against Chávez-Lee, suggested that some current Jeffco leaders have contributed to those whose plans align with theirs. She said that she would like to reexamine some current school board approaches.

Namely, Miller believes the district should change its approach to promoting student achievement, as standardized test scores have “remained stagnant” for more than a decade, she

said. “Why do you want to keep the status quo when our children are losing ground?”

Union endorsement Both Schooley and Chávez-Lee were also endorsed by the JCEA Small Donor Committee, made up of union members representing educators, support professionals and administrators.

The group provided $10,000 to each campaign, nearly half of what each candidate has raised.

JCEA has endorsed school board candidates for decades and holds interviews to determine which candidate to endorse, said committee chair Jon Cefkin.

Following the 2013 election, the committee greatly increased its financial support for candidates because “we realized we needed a bigger voice,” Cefkin said. Further, the group wanted to stay on-par with donations made to candidates whom the unions did not endorse, he said.

This year, Applegate, Schooley and Chávez-Lee filled out the committee’s questionnaire and interviewed with the JCEA. Miller said she was unsure whether she would go for the endorsement and did not return the questionnaire before the JCEA made its decision, though she plans to upload her responses to her campaign website.

Schooley and Chávez-Lee “had answers that aligned with our beliefs and had obviously thought about how they could support our students and teachers,” Cefkin said.

In the 2015 and 2017 elections, the JCEA endorsed Susan Harmon, Brad

Rupert and Ron Mitchell, all of whom were elected in 2015 and reelected in 2017.

The three candidates raised more than $45,000 in 2015 and more than $50,000 in 2017. All three raised more than ten times what their competitors did in each election.

But it isn’t unheard of for the candidate with lesser funds to win a Jeffco school board election. In 2013, election winners Julie Williams and John Newkirk raised approximately $7,000 each, and District 5 winner Ken Witt raised about $11,000. The candidates won over their competitors, all of whom raised $25,000 or more.

Covering the costs As of yet, this year’s campaign donation amounts are lower than previous campaigns; Applegate said one reason may be a growing reliance on digital communication, as is the case with his campaign.

He hasn’t felt the need to raise money for yard signs, he said, instead relying on his campaign website and Facebook ads. These methods are more informative and reach more people than hard-copy materials do, and his roughly-$1,000 fund has been enough to cover the costs, he said.

Even still, in a countywide race for the votes of more than 180,000 people, fundraising is an essential part of a campaign, Schooley said.

“It’s a little bit of a barrier for people. There’s a question around who has the privilege of running,” she said. “I’ve been very grateful for the people investing in me.”

25 additional locations near the August sample were tested, Dixon said, with each new sample analyzed using two different methods. The new results primarily ranged from about 0.1 pCi/g to 3 pCi/g, with the highest reading in the corridor weighing in at 3.67 pCi/g, she said.

The study originally started with several entities, including Jefferson County and the Jefferson Parkway

Public Highway Authority (JPPHA), which sought to confirm the area was safe for construction projects, including the Jefferson Parkway.

Parkway planners have routed the proposed road alongside the former Rocky Flats site near Indiana Street; the August hotspot sample was found in the parkway’s proposed path.

The JPPHA said it has no statement about the new samples. JPPHA leaders have said they are waiting on the completion of the entire study, which will include approximately 250 samples, and direction from the CDPHE, before determining next steps.

Testing is scheduled to run through the end of the year.

Meet Bob Fifer, city council at-large candidate

Bob Fifer’s road to city council started from inside a children’s toys and games shop, which he ran in Olde Town for three years. Local government wasn’t on the agenda.

But running a business led to sponsoring the Arvada Festival Commission, and getting involved with the festivals led to joining other community groups, like the food bank, now Arvada Community Table.

By 2011, Fifer found himself running for city council. Having been elected to the at-large seat in both 2011 and 2015, the Arvada resident is running for his third term this November.

Over the past eight years, Fifer has worked with council to implement many changes in Arvada, he said.

He has facilitated better communication between the city and its partners, such as the Apex Park and Recreation District, and he was part of the shift to community policing, which reduced fuel consumption and created better connections between officers and citizens, he said.

He also worked to increase spending on road maintenance from approximately $3 million per year in 2011 to today’s figure of roughly $10 million.

“We tightened out belts down to find the money,” he said. “Now, we’ve got to get to $16 million.”

If reelected, he would like to put resources toward easing traffic congestion, potentially through adaptive traffic signals, new RTD options or a ride-share service partnership with Lyft or Uber.

The Jefferson Parkway could also alleviate traffic, he said. The planned toll road will run through northwest Arvada and the former Rocky Flats site.

The Jefferson Parkway Public Highway Authority has run tests this year to determine whether the Rocky Flats land, previously cleaned up for plutonium contamination, is safe to build through. So far, testing has shown varying results and is scheduled through December.

Fifer “If we can safely assume the soil samples are coming out fine, then I support it moving forward,” Fifer said. “Regional traffic should not be on our local roads.”

Fifer would also encourage thoughtful growth throughout the city. He said that over the past eight years, council has often been asked to approve the rezoning of commercial areas to residential districts, but he has advocated — and would continue to advocate — for the preservation of commercial zones.

Perhaps his biggest focus will be the issues of homelessness and attainable housing, he said.

Raised by a single parent, “we’ve been close to these situations of homelessness,” and he’s always hoped to help people connect with the resources they need, he said.

If reelected, he would ask the city to focus its resources on the “invisible homeless,” or those who may live in their cars or with friends, but do not have a stable place to live.

“We can partner with entities like the Community Table to make sure those folks don’t fall further down into homelessness,” he said.

Just as important to him is promoting community safety.

“We need to adhere to the laws and ensure the respect of the community is upheld,” he said. “I want everyone to feel safe and respected, on both sides.”

Meet Jeff Cannon, city council at-large candidate

Jeff Cannon has never been one to limit his options: “Still I wonder what I’m going to do when I grow up,” said the Arvada resident, who attended multiple colleges including CU Denver, CU Boulder and MSU Denver, and has worked in real estate, then marketing, then real estate again.

But throughout these educational and professional changes, one thing has remained the same: Cannon has stayed in Arvada, where he was born and raised.

To him and those around him, “Arvada feels like home,” he said. “We like the comfort of that small-town feeling, and we’re a community that cares about our people.”

Having spent decades getting involved in that community, including as city planning commissioner and board member for the Arvada Chamber of Commerce, Cannon is running for the at-large seat in the 2019 city council election.

Cannon became interested in running as he helped plan this year’s Harvest Festival and Parade, he said.

He was bothered by several complications in the plans, including a parade route change that he felt was unnecessary.

He remembers planning the festival in the ‘80s, and he’d like to see the event restored to its former glory.

“I feel like the city has participated in a small way, but other cities go all out for their festivals,” he said. “The festival just needs an advocate on council.”

If elected, Cannon would also prioritize gathering resident input to learn how council can better support citizens and local businesses, he said.

To ease traffic congestion, he sug-

gested allocating funds to road-widening projects and moving forward with the Jefferson Parkway, after testing to prove construction is safe.

Some residents have said they doubt the safety of the project, which will run through the former Rocky Flats site. Contamination testing has shown varying results, with state ofCannon ficials saying that recent results suggest the area is safe, but testing will continue through December.

“I would like to see a realignment of the parkway around the north side of the Rocky Flats reserve,” which would reroute the road from potential contamination and Arvada neighborhoods, Cannon said. He would also like to explore whether additional on/off ramps could be built along the parkway.

He plans to advocate for better strategies to connect homeless individuals with resources, especially mental health help and job placement resources. He said that, rather than divide the homeless into two groups — those who are homeless as a “lifestyle choice,” and those who are incidentally homeless — he believes the city should work to help every homeless individual.

He aims to focus on creating a localized site at which those in need of attainable housing can access all available local, state and national resources. He added that he would be in favor of creating new high-density housing complexes, but only if they remain at a height comparable to the buildings around them.

“It’s about making sure we look out for our citizens,” he said. “I want to preserve the history, because this is us.”

I started working at 14, and went to Mines where I earned a PhD in Applied Physics. I have two kids in Jeffco schools; middle school and preschool. Similar Applegate to the Pleasant View parents in that community, my mom would not have been able to attend “save our school” meetings. PV was the only school closed, because it didn’t have the same resources.

What makes you the best person for the job?

My background in education, nonprofit board experience, and involvement in the community. I am the board chair for Think 360 Arts for Learning, sit on the steering committee for the Denver Museum of Nature and Science, and the board treasurer for the Colorado Military Academy.

What are your top three priorities if elected?

Academic excellence is always the top priority — ensuring students are prepared for the world, no matter how different it is from the day they start school.

Balanced governance is also a priority. We need to hear from not only the loudest voices, but also the parents working two jobs who can’t always make meetings.

Focusing on children and the community as a whole is the third. I’ll listen to students, teachers, administrators, and the 70% of households who have no kids in school.

How do you feel the district could better achieve equal access to opportunities for low-income students?

The district needs to work for better equity in access for low-income students. Jeffco is a school choice district, but not all students have equal choices.

I’m open to creative solutions in increasing access for low-income students. If a child can’t physically get to a school that best suits their needs, the district should work to give that student equals access, whether through specialists and support staff, greater training for staff, or even virtual access to programs.

I bring a focus on educational equity across all Jeffco schools and a priority around community engagement to push the work of the district and board of education forward. I want to retain effective teachers and support staff in classrooms. I want to focus resources in schools and in support of the Jeffco Generation plan so that all students see their future in Jeffco through high-quality college, career, and community readiness.

How do you feel the district could better achieve equal access to opportunities for low-income students?

The district needs to invite community members, parents, educators, and other interested parties into a dialogue about how we ensure that low-income students, ELL students, and special education students are not left behind academically. I look for efforts like All Hands Raised in Portland, for ways in which communities can come together to innovate and collaborate to narrow achievement gaps between students.

I’m concerned for Jeffco children: 55% of 3rd graders didn’t meet literacy standards on the 2019 CMAS, 65% of sixth-graders didn’t meet state math standards, 62% of eighth-graders didn’t meet science standards, and SAT scores are falling. We need to do a much better job or Miller our kids, employers, and housing values will all suffer.

What makes you the best person for the job?

In addition to my professional experience, I’ve had four children go through Jeffco neighborhood schools and was very involved

as a volunteer. I’ve chaired the Wheat Ridge High School Accountability Committee, been president of its PTSA, and served on district committees. I currently serve on a charter school board. For six years I was president of Jefferson Association for Gifted Children, advocating for gifted and twice exceptional special education students at local and state levels.

What are your top three priorities if elected?

Achievement. Children must be proficient in reading, writing, math, and science to learn more complicated skills like critical and innovative thinking.

Financial clarity. How activities relate to costs and results. With a billion dollars in tax revenue, our annual budget process shouldn’t just focus on how to allocate incremental funding.

CTE programs. Colorado employers have middle skill jobs that they can’t fill today. We need to do a better job preparing our children for them.

My 34 years running a large nonprofit required understanding both the private and government sectors. It involved bringing together diverse parties for mutually acceptable, pragmatic solutions. Community – Rapid growth and infrastructure and transportation woes threaten the unity in our community. Transparency – Clear communication about what will impact residents means listening to them and considering input before decisions are made. Health and Safety- In addition to important issues like police and fire, this means addressing the health and safety concerns related to Rocky Flats and the Jefferson Parkway.

Arvadans deserve safe, affordable housing.

Section 8 doesn’t support workforce housing for teachers, firefighters, police, service workers, seniors, and our kids. Consider: zoning encouraging “starter” homes and affordable units; reductions in certain fees; expedited permitting; tax-incentive financing for affordable housing; expectations for developers to build a percentage of affordable units. It is crucial to our well-being, economic prosperity, and sense of community to retain existing affordable housing and create more.

Are there still blighted areas in Arvada in need of attention from the Urban Renewal Authority? Why, or why not, does the city need these renewal efforts?

Urban renewal can be beneficial when conditions of blight exist. Its tools can support community needs like affordable housing or development of community services. Most serious blight has been eradicated from Arvada, but we have areas that meet Colorado’s definition of blight. I support urban renewal that addresses true needs – like affordable housing – in areas where blight exists, for projects that could not be done without it, under closer City Council oversight.

I’m a lifelong Arvada resident that has firsthand experience with plutonium at Rocky Flats, a dozen years’ experience in finance and insurance, 6 years homeless on the streets both here and L.A. I’ve managed low income/multi-family housing including section 8, and I have over 20 years as an Arvada small business owner in the IT industry. I am on the board of Directors of the Arvada Historical Society, and I Volunteer with the Harvest Festival.

1. Fixing our roads, without an increase in taxes by allowing highly regulated retail marijuana sales in Arvada and then using the revenue for this one single purpose— Pot for Potholes 2. Respecting citizens, by empowering citizens with the creation of an ombudsman and making it easier to get initiatives on the ballot 3. Shutting down Urban Renewal, there’s no slum and blight and it’s being used as the development arm of the city.

NO. Section 8 housing will never keep pace with demand. As long as there is taxpayer money available there will be a market for a handout. Living in Arvada is a privilege that our citizens have worked a lifetime to attain. To take taxpayer money from those that built this into the greatest city in the Front Range is just wrong. No one “deserves” to live in Arvada”, it must be earned.

Are there still blighted areas in Arvada in need of attention from the Urban Renewal Authority? Why, or why not, does the city need these renewal efforts?

The Urban Renewal Authority has served its purpose; The slum and blight in Arvada is all gone. It is now being used, according to Director Maureen Phair, as the development arm of the city which is totally outside the scope permitted in State law.

I have a proven track record of leadership at the local, regional and statewide level. Our City Council and team functions well under my leadership. My peers selected me to be President of the Colorado Municipal League and as the current Chair-elect of the Metro Mayors’ Caucus. 1. I will continue to work locally and regionally on transportation issues, including increased funding for both local and regional roads and supporting our Gold Line. 2. As I have over the years, I will work with our team to ensure Arvada remains a financially responsible City with healthy financial reserves.

We are working with the State, County and Non-profits on other funding options for income restricted housing. We are also working with Habitat for Humanity, and exploring lower cost micro-housing. Through my efforts with the Metro Mayors’ Caucus testifying at the Capital, and with the support of City Council, we have obtained legislation encouraging condo and townhome development. I support first time homeowners’ assistance programs.

Why, or why not, does the city need these renewal efforts?

The Arvada Urban Renewal Authority has been very successful remediating blight in Olde Town, south of Olde Town, Kipling Ridge, and Ralston Creek. There is still work to be done in the current Urban Renewal areas that is appropriately the focus of AURA. In addition to remediating blight, the redevelopment of these areas has brought significant jobs, shopping and entertainment opportunities, and tax revenues to Arvada.

What are your top three priorities if elected?

Promoting better traffic solutions — fix existing roads and develop more capacity. Keeping competition alive — no monopolies like the single hauler trash initiative. We need to support those volunteers who help make Arvada great, by doing the selfless things they

do like help the homeless, promote our businesses, sponsor our sports and cultural projects. Most of these people volunteer their time for free and ask nothing in return — first responders, soccer moms, civic participants.

There are many federal, state and local programs out there, but not everyone knows about them. We need to utilize all the resources and make them available to everyone. The city’s comprehensive plan could also designate areas for more affordable housing.

I believe the Urban Renewal authority should be under the auspices of the city government. This way we can make sure they are doing what council directs and making sure we address the problems we have under council’s control.

I believe there are areas that need some help, not necessarily “blighted”. I believe that Urban Renewal will not be needed as it is today, it may need to reimage itself.

The City and our Economic Development Teams have done a fantastic job on achieving goals that City Council has set. I believe the City Teams can also achieve improvement of these areas through normal means like Code Enforcement or Grant programs to improve the property.

I think my youth, and practical, pragmatic approach to issues is well-suited for City Council. While highly attuned to both national and local politics, in the end I am what elected officials should be: representatives of our communities, with no strong affiliation or connection to politicians or special interests.

First, Jefferson Parkway: Assuring the project is handled appropri-

ately. Second, increasing community involvement and enhancing transparency in Council matters. Third, effectively managing affordable housing projects, while protecting current residents from tax increases.

expense of current residents who may not look favorable upon some affordable housing decisions.

I believe in general the city has done a good job of restoring blighted areas in Arvada. That being said, I also believe the definition of “blight” may need to be revisited, and in the same note I don’t believe AURA is as necessary for such projects. I believe local regulations as well as traditional conversations with communities and developers are adequate for any more renewal efforts within the city.

The top three issues facing Arvada are the construction of

The Jefferson Parkway is a public health risk and an environmental disaster-in-waiting. My opponent has a history of voting for it; this is a judgment issue and I will provide better judgment that creates safer, better deals.

Arvada is unaffordable for too many. Millennials like myself, our elderly, teachers, firefighters, and many others cannot afford the increasing housing prices of Arvada. Worse yet, affordable housing options are limited and non-existent in District 4, which is devoid of apartment options.

I will advocate for development projects that offer affordable housing and advocate for zoning changes so that anyone can afford to call Arvada home.

No there are not. I believe AURA needs more regulation and oversight, and Arvada voters should have greater input over AURA’s actions so that we can end the practice of give-away land deals.

I’d like to encourage all residents of Arvada to invest in their community and Speak up, Pitch In, and Reach Out! What makes you the best person for the job?

I’ve had a variety of leadership experiences from being the CEO of a successful Arvada business and on various nonprofit boards. I’ve invested a lot into Arvada personally and professionally and have spent the last four years working for the people on issues important to them. I’ve worked hard to be available to residents with open town hall meetings, lots of phone calls and attending community gatherings across our great city.

What are your top three priorities if elected?

Supporting our infrastructure with all the recent growth, including our roads; Providing more diverse housing options, especially for seniors and working families; Continuing to address homelessness and food poverty.

The Arvada Housing Authority currently has 198 families on the housing waiting list, have issued 69 vouchers and housed 53 families through the Section 8 program in Arvada. City Council is open to exploring every available option to encourage more Section 8 housing inventory, including new development. It is critical that council continue to look for options to encourage a diverse housing stock here in Arvada for this federal program to meet the need.

Because of the work of AURA, there is not a lot of blight left in Arvada. City Council has directed AURA to work on affordable housing for seniors and families. One location is the K-Mart site on 58th, and a tiny homes community across from Lutz field. I’m not sure what the future is for AURA. Instead I wonder, what can we do today to avoid blight in the future?

We need to continue to identify what and where the opportunity gaps are in the district. These gaps may be items like subject matter content classes or extracurricular activities such as the arts or sports. It is then important to identify ways that our students can gain access to the identified gaps such as through on-line learning or grant funded after-school activities.

The most recent CMAS scores are concerning. They are also one measure of student performance at one moment in time. I believe the Jeffco Generations skills, including content mastery, are the right ones for our kids and that district resources can be focused on providing educators and school leadership the professional development and support they need to make Generations take root.

Yes. We should use zoning to allow development of density housing that includes units that are priced obtainably. We should also closely look at other creative solutions — such as tiny home or “dorm-style” communities — as well as what we can do locally to reduce barriers to condominium development, which is often the entry point for young professionals into homeownership.

Yes, there are, but they’re not in Olde Town. They’re in areas like southeast Arvada, which has not seen the same attention and investment as other parts of the city. I want that to change, and I support Council assuming an increased oversight role of AURA to ensure: 1) projects remain focused on this core mandate of removing blight, 2) serve the public interest (for instance, utilizing TIF to help build a hospital), and 3) support our local businesses.

We choiced our four children into Wheat Ridge High School, where 37% of students are Latinx and about 50% are eligible for free and reduced lunch. I’ve seen WRHS deliver strong achievement growth and innovative CTE programs for all its students. It means focusing more resources on students with the greatest needs, coordination across multiple organizations to help meet the challenges they face, and an innovative, high performance school team of administrators, teachers and staff.

How can the district better ensure student learning meets state standards?

That is primarily the role of management, not the board. Providing strong governance is what the board can do to improve achievement results. This includes setting goals and critiquing and approving the strategy for achieving them, ensuring a billion tax dollars in revenue is efficiently used and allocated to implement that strategy, monitoring risks to the strategy’s success, holding the Superintendent accountable for performance, and accurately presenting the district’s results to our many stakeholders.

What you need to know about voting in Jefferson County

Election Day falls on Nov. 5 this year. In Jefferson County, voters have a few options on how to register and vote.

Register The first step to voting is to make sure you’re registered and that your registration is up-to-date with your current address. This can be checked and updated online on the Colorado Secretary of State’s website.

New voters with a Colorado driver’s license or ID card may register online. Those who don’t have a driver’s license or Colorado ID, or for those who prefer to fill out a paper form, a printable version can be found on the Colorado Secretary of State’s website.

Once the form is completed and signed, it needs to be submitted to the Jefferson County’s Clerk and Recorder. Voter registrations are also accepted at driver’s license offices in Jeffco and the Jefferson County Elections Division.

Vote There are a couple of ways that Jeffco residents can cast their vote this election — by mail, drop off or in-person.

Those who are up-to-date with their registration will receive a ballot in the mail. Those ballots were sent out Oct. 11. If you haven’t received one yet, check with the Clerk and recorder.

The most important thing to remember is to get your ballot turned in on time. All ballots must be received by 7 p.m. on Election Day, Nov. 5.

Mail — Make sure to include

adequate first-class postage. It is recomended to mail your ballot at least seven days prior to Election Day to ensure that it reaches the polls in time.

Drop off — There are a number of drop off locations throughout Jefferson County. These can be accessed 24 hours a day from Oct. 14 to Nov. 5, but polls close at 7 p.m. on Nov. 5.

Other than the Jeffco courts and admin building, 100 Jefferson County Parkway, these include city halls in Arvada, Golden, Lakewood, Wheat Ridge and Edgewater. Some public places such as libraries, Department of Motor Vehicle locations and rec centers also have drop off boxes.

In person — There are many Voter Service & Polling Centers located throughout the county. They can also be found on the above-mentioned website.

The thing to note with voting inperson, prior to Election Day, are the hours of operation. The Voter Service & Polling Centers are open from 8 a.m. to 5 p.m., Monday through Saturday, Oct. 28 to Nov. 4.

There are also a number of locations throughout the county where you can vote in-person on Election Day. Hours will be 7 a.m. to 7 p.m.

Science Chat You can carry on a science conversation about attributes like kind of tree, color and shape. Explain why leaves change colors. The leaf ’s main job is to make sugar food for plants to live and grow. They use part of the air called carbon dioxide, sunlight, and green color in the leaves. There are many

excellent library books and free online videos to help children understand the process of photosynthesis and vocabulary. This sugar food is carried by the trunk to the roots and stored. As sunlight hours become shorter in autumn the work slows down and a cork wall forms across the base of each leaf closing it off from the tree. The water supply is stopped so a leaf dries and dies. As it dies, green color fades so red, yellow, orange and other colors that were there all along show up.

Eventually leaves turn shades brown.

Older children will enjoy “leaf pigment experiments” found online to show the different hidden colors.

We trust Jeffco enough to say yes to 1A

efferson County has been doing us a favor.

For 18 years, the county has been collecting less property tax money from residents than it could have. This was largely a preemptive move to ensure the county complied with the Taxpayer’s Bill of Rights (TABOR). Thanks to a good economy, Jeffco’s leaders have chosen to lower those tax bills, instead of wasting the staff ’s time and lots of postage to send us all smallish checks year after year.

This purposeful restraint on the county’s part is no longer sustainable.

For many years now, the county has been dipping into savings to make up the difference. Now, that well has run dry. For 2020, the county estimates a $16.1 million shortfall in just trying to maintain the services and staff it currently has.

The county, particularly Sheriff Jeff Shrader, says that level of budget cutbacks would be disastrous for all of Jeffco, affecting our safety and security. Shrader says the cuts would force the closure of part of the jail and force him to release people from custody whom he does not want running free.

Jeffco’s Ballot Issue 1A is the county’s proposed solution. It doesn’t add new taxes, but it would allow the county to take the full tax amount it would have been able to collect if not for TABOR’s revenue limits.

OUR VIEW This raising of revenue limits on property tax is not permanent, sunsetting in seven years. It also does not mean the county will automatically take the full amount it is allowed to. In the first year the county will only take half of its missing share, enough to cover that $16.1 million.

Beyond 2020 the county says the extra funding, estimated at about $32 million, will go primarily toward public safety needs, including the sheriff ’s office, the DA’s office and the road and bridge department.

Critics say this request is only happening now because Democrats have a 2-1 voting majority in the county for the first time in a long time. Undercutting this argument is the fact that Republican county commissioner Libby Szabo voted to put 1A on the ballot. Szabo’s pro-business conservative bona fides are strong, so her vote, when she could have easily ducked the issue and let her two Democratic county commission colleagues carry forward, speaks volumes. The county sheriff and DA, both Republicans, say it is needed. The leadership board of Jeffco GOP opted not to come out in opposition to the measure either.

roposition DD, the legalization and taxation of sports betting in Colorado, is the result of a May 2018 Supreme Court ruling that repealed the federal government ban on sports gambling. Since then, 11 states have legalized sports gambling.

Proposition DD taxes net sports proceeds for those Colorado casinos that are granted a license, with the vast majority of that money going toward a plan to preserve Colorado’s water future. If passed, tax revenues are projected to ramp up from a partial first year revenue of about $1.4 million to at most $10.4 million in fiscal year 2020-21. Which we think is a rosy forecast based on the projection that

OUR VIEW up to $1.5 billion will be wagered on sports in Colorado for 2020-21. The $29 million stated on the ballot is simply a maximum amount of annual revenue generated before the need arises to go back to the taxpayers to keep the overage and not the revenue projections.

Net sports proceeds for that $1.5 billion are estimated at 7% of bets, which is the difference between those bettors losing and those winning. It’s tricky here. The casinos win when the bettor loses. So for the 7% to come true, more bettors have to lose than win.

lic safety and roads, instead of the less-universally supported functions of Jeffco government, like human services, building code inspections and administrative office re-carpeting?

Sure, but squeezing $16.1 million out of the county ensures the pain will legitimately hit across the board. We believe county government has been largely frugal and responsible with our money — there is not $16.1 million in frivolous bloat in this budget that could be trimmed without hurting the systems and services that many of us rely upon.

We like that 1A sunsets in seven years, something we think should have been added to the state’s Proposition CC. Though, critics are right to highlight that Jeffco 1A will permanently remove the TABOR limits on the county’s grant and fee revenue.

This will be something to watch closely, to ensure it isn’t abused by future county commissioners, who may try to ratchet up fees on us. To date though, the county’s track record is positive. The Planning Department’s current policy is to never charge more than 25% of its actual costs in fees.

Another thing to watch if Jeffco 1A passes, is to see if some of that traditional Jeffco fiscal restraint is kept.

The county commissioners say they will may not need to take the entire,

estimated $32 million in extra revenue in 2021 and beyond if it isn’t needed.

We would be pleasantly surprised if Jeffco did leave that money on the table, but only time will tell.

If the worst were to come to pass, that fees are punitively raised, and the commissioners spend every extra penny we give them in less-than-wise ways, then we’ll have the option to course correct, by voting in a new board majority in 2020.

That additional money will come out of our pockets. For most homeowners, it will only amount to a few extra dollars a month. For businesses, however, the hit will be four times greater. Those costs will naturally trickle down into the rents of our favorite businesses, and through them, into the prices we pay for goods and services. But again, this is money that we would already be paying in most counties. Only now that the county is down to the bare minimum in its savings account, does it ask for this TABOR reprieve.

Any loosening of TABOR by us, the voters, indicates a level of trust in our elected officials and government. In abiding by the restrictions of TABOR this long, far longer than virtually every county in the state, and by structuring 1A to include a sunset, we believe that Jeffco has earned enough trust to warrant a yes vote.

Proposition CC is tempting but comes up short

t’s a very intriguing proposition.

Vote to forgo a relatively small tax refund and allow the state to spend that money on much-needed programs for K-12 education, higher education and transportation in Colorado.

Conceivably, forever.

It’s primarily the permanency of Proposition CC — along with a few other concerns — that has us recommending you vote no on this measure.

CC asks voters to allow the state to keep money collected above the limit established by the Taxpayer’s Bill of Rights, commonly called

OUR VIEW TABOR. That amount is estimated to be $310 million during the 202021 budget year and $342 million the following year, according to an analysis by the General Assembly’s Legislative Council Staff.

That would mean on 2020 and 2021 tax returns a typical single filer would give up a refund ranging from $26 to $90. Estimates in this analysis were not made available beyond two years, and it should be stated that there would not be any

LETTERS TO THE EDITOR Bad reviews for short term rentals On Oct. 21, the Arvada City Council will have a public hearing on a new ordinance regulating shortterm rentals (for example, Airbnb, VRBO, HomeAway). The draft ordinance does not go far enough in protecting the safety of our neighborhoods.

For the past two years, my family has lived next door to an active short-term rental. Living next to a short-term rental is like living next to neighbors who always party but who you never get to know.

Safety is a key concern, especially when recreational drugs are in the mix. Visitors are often from out of state and are not familiar with Colorado’s laws. On half a dozen occasions we have watched as guests smoked pot and then got into the driver’s seat of a car and drove away.

Many hotels do not allow the use of recreational marijuana and therefore those from out of state seeking to use often turn to shortterm rentals.

In our experience, the intensity of recreational drug use for short-term renters is very high compared to regular neighbors.

Beyond recreational drug use, other safety issues exist, such as registered sex offenders.

We have asked City Council to amend the ordinance to prohibit the use of recreational marijuana at short-term rentals and include limits on the number of incidents that impact safety in the neighborhood.

Owens expressed that the addition of one recreation center and two parks [in district 2] “make the city a great place to live.” I see this as short-sighted at best.

East Arvada’s best chance to reverse years of neglect is to elect candidates that recognize our needs and have the vision and understanding to balance new growth while investing in our older neighborhoods.

As mayor, Harriet Hall will work to achieve this balance. Lauren Simpson will bring voice to our district 2 residents while offering fresh ideas for revitalizing our quadrant of the city.

Judy Strasbaugh, Arvada Vote no on 1A and Prop 66 I’m urging a no vote for both Jeffco 1A and Prop 66. On 1A and 66 we are literally writing the county and state a blank check to go over budget and not be accountable. The county tells us that more people in the county means less services.

Why? Wouldn’t more people mean more taxes into the system? My property taxes have gone from $1,375 a year in 2012 to $2,375 now. A 57% increase! And the county is telling me they don’t have money? They say it will be for schools, roads and the jails.

Didn’t we just have a school tax increase? The last report had only fourth-graders proficient, why?

Back when the state legislature doubled our car registration fees remember they said it would be used for roads? Guess again, check out the list of where you money goes on your car registration paper.

The same can be said for Prop 66.

They again say schools and roads. Remember the marijuana tax was supposed to go to schools and many cities bought recreation centers with it?

Charles Dean Atkinson 1949-2019

Chuck (Charlie to his family) passed away of natural causes on August 18, 2019, at his home in Arvada.

Born March 7, 1949 in Denver, he was the third child and only son of Frances J. (Kaiser) and Charles S. Atkinson.

He graduated from Arvada West High School in 1967, and attended Colorado State University for two years before enlisting in the Army in 1969 and proudly serving his country as a Military Policeman in Saigon during the Vietnam war. Upon his return, he completed his accounting degree at CSU and obtained his CPA license. His exceptional intelligence and math skills served him well and he had a long and interesting career with the IRS. Chuck was always motivated to do the right thing in every situation.

When his father became ill, he moved back to Colorado to help his parents.

After his father died and his mother lost most of her eyesight, he lovingly cared for her for 20 years until she passed at the age 98. His favorite daily caretaking “duty” was telling Mom a joke to make sure she laughed every single day.

Chuck had a quick mind and quirky

sense of humor. He delighted in delivering dumb jokes based on smart wordplay.

He was famous for deadpan delivery and feigned surprise when his listener didn’t “catch on” right away. He loved all sports and played baseball and golf until his body said it was time to quit. Days spent on the golf course with his buddies were some of his favorite times.

He was a diehard Denver Broncos Fan, and with two sisters living in Boise, he became an ardent Boise State University Broncos fan. Chuck could not carry a tune (according to everyone who heard him sing) but we will truly miss his annual birthday phone call and painfully off-key rendition of Happy Birthday.

Charlie is remembered with love by his sisters: June (Art) Smith, Anne Chambers, and Janet Atkinson (Pat Flaherty), his nephews/niece: Scott Shook, Tom (Adelaide) Shook, Kacie (Travis) Blake, his great nephews/ nieces: Charlie, Samantha, Corbin, Alexandria, Beau, Isabella and Benjamin, his former wife: MaryAnn, with whom he remained friends, his golfing buddies/good friends: Phil, Scott and Maury. That commit- ATTRACTIONS ment to elevating new talents and taking creative risks has been a part of Lakewood’s Benchmark Theatre from the beginning and continues in its third annual Fever Dream Festival.

Clarke Reader A celebration of science fiction, fantasy, horror and all related genres, the festival serves as a chance for innovative stories to be told through a

series of performative readings. The Festival opens Thursday, October 24, and runs through Sunday, Oct. 27 at the company’s theater, 150 Teller St. in Lakewood. Sessions will be held at 8 p.m. on Thursday, Friday and Saturday and 3 p.m. on Saturday and Sunday.

This year’s Fever Dream includes 13 plays - four full-lengths, three one-acts and 6 10-minute shorts, all in the performance reading format. This means performers will be reading directly from the script and the physical side of their performances will be limited.

Playwrights like Julie Blauvelt, Jim Moss and Natalie Sacks will all get a chance to show audiences what they’re capable of creating.

Directors and actors in the performances include many names that

will undoubtedly be familiar to local theater aficionados - artists like John Hauser, Ryan Goold, Chloe McLeod and Jenna Moll Reyes.

Created by Haley Johnson and Rachel Bouchard in the summer of 2015, Benchmark has made telling stories with a fantastical or sci-fi element a key part of their annual season. Just last season Thomas Gibbon’s “Uncanny Valley,” made its regional premiere at the theater.

“This isn’t really your typical science fiction `robot’ play,” explained director Rachel Rogers at the time.

“It’s much more philosophical, dealing with the questions of the accountability of the creator for the creation, what it means to be conscious and human, and how to treat synthetic beings. In many ways, it’s an update on

the Frankenstein story.”

additional revenue if the economy takes a dive.

The proposition would divide excess revenue equally among three segments: public schools, public higher education, and state and local highway and transit projects. The Legislative Council Staff ’s analysis estimates each segment would receive $103 million in 2020-21 and $114 million in 2021-22. An independent financial audit of the spending would be conducted each year.

In the spring, the state Legislature referred CC to the ballot, having garnered the vote of only one Republican — state Sen. Kevin Priola, of Adams County — along the way.

As can be expected when TABOR is involved, CC has been politically divisive. Some Republicans contend the measure is intended to test the waters for future tax increases and a possible push to repeal TABOR, which has been in force since it was approved by voters in 1992. Democrats insist that’s not the case, that this measure is actually in the spirit of TABOR in that it lets voters decide what will be done with their tax money.

For the sake of this argument, we’ll focus on the more-narrow scope of what this ballot question is asking, rather than the larger TABOR picture.

Prop CC is indeed addressing crucial funding concerns. While Colorado’s economy is booming and the annual state budget is in the tens

Once one gets beyond regulating and allowing Colorado sports gambling, the question becomes what to do with the tax revenues.

First, as of this writing, no casinos oppose DD. Second, the first fiscal year tax projections of $10.4 million is not a lot of money for most state needs. But, everyone can get behind protecting our water future. It’s why this passed the Colorado House of Representatives with 90% voting yes and the Colorado State Senate with

of billions of dollars, this is amid the backdrop of explosive population growth. About 5.7 million people now call the state home, a roughly 13 percent increase since the 2010 Census. That certainly has put a strain on the state’s transportation infrastructure and public education system.

We don’t buy the argument that state leaders are simply mismanaging the money they already have at their disposal. The state must find ways to increase revenue, particularly to fund segments like education and roads.

But what CC asks for from voters is something of a leap of faith.

The proposition mandates that public schools would receive money on a per-pupil basis and that the funds can only be used for nonrecurring expenses. The bill that established the funding allocation formula for CC, House Bill 19-1258, mentions things like books, technology and “initiatives that help attract and retain educators” — those could be bonuses, for example. Raises for teachers, however, are excluded, since they are recurring expenses.

In a state where teacher pay is sorely lagging, that can be seen as a big omission.

On the transportation front, according to HB 19-1258’s fiscal note, 60% of the money would go to the State Highway Fund “for use for the state’s strategic transportation project investment program”; 22% to counties for projects; and 18% to municipalities for projects. No doubt this money would be helpful to an extent, but we’d like to see it tied to more specific projects. After

the money is divvied up, we’re not sure what would get done — or if the amount of money available would be enough to get much done at all.

What about higher education?

Little information is available on how this one-third would be spent.

Perhaps most concerning, though, is that CC doesn’t sunset. We’d rather see a more focused measure, outlining very specific ways your tax money would be spent over a specified period of time, perhaps three to five years.

There’s a risk that if CC passes,

education and transportation will be thought to have been “taken care of,” so to speak, by lawmakers and voters. But those segments are in need of billions of dollars in the coming years, not speculative infusions of money that fluctuate with the economic performance of the state.

The way we see it, a vote of no on CC isn’t saying the need doesn’t exist. It’s saying the need is so important it demands a more thorough, well-thought-out approach.

And that’s something the Legislature can work on next year.

Jeffco 1A pro/con statements written by same household ‘Against’ comment written by husband of Yes on 1A campaigner

Last week all voting households in Jefferson County were mailed a gray booklet containing the ballot language of Jeffco 1A, along with comments both for and against the measure.

But the first comments under both the “For” and “Against” section came from the same household.

The pro-1A comment was written by Rebecca Winning, who has led the Yes on 1A campaign.

Half of the comments listed under the con-1A argument were written by John Gill, who is Winning’s husband.

“While he’s a conservative Republican, both he and I have been appalled at the misinformation we’ve been hearing from the opposition to 1A,” Winning said when asked about the statement.

“We were afraid the con statement would include some of that misinformation, and we wanted to make sure it included some key facts.”

The booklet is required by the Taxpayers Bill of Rights for any upcoming ballot measure changing taxes or tax revenue in Colorado, and is designed to help inform voters ahead of the 2019 General Election.

Mail ballots for that election were being sent out beginning Oct. 11.

The anti-1A statement begins: “The country doesn’t need more revenues; it can balance its budget by making further cuts to public safety, roads, bridges and other county services.”

The curious language certainly caught the attention of Natalie Menten, who was spearheading the “No Jeffco Tax Hike” opposition campaign to 1A. “I feel personally insulted,” Menten said. “People are reaching out to me, and asking who the heck wrote this.”

In fact, Menten’s campaign partner Mike Donahue wrote a statement in opposition to 1A, one much more in line with the talking points that their side of the campaign have been using, but his comments were emailed to the county clerk and recorder 10 minutes later than Gill’s had been. And so, Gill’s comments appear first in the statement.

A flawed process Anyone who is a registered voter in a county or municipal area affected by a tax or revenue issue on a ballot in Colorado can submit a comment to be included in a TABOR statement, which is then mailed to every home address where there is at least one registered voter.

The law does not require any fact checking, or even spell checking. In fact, Jeffco Clerk and Recorder George Stern says that as long as a bill statement doesn’t contain profanity or clear

libel, and is 500 words or less, he’s obligated by law to publish it.

“By the letter of the law I’m not allowed to assume any sort of intent,” Stern said.

Using official voter rolls, Stern said he confirmed that Gill and Winning both shared an address, but under the law, that didn’t invalidate Gill’s statements.

Found out Menten says she began fielding calls as soon as the gray Jeffco 1A booklet started arriving in the mailboxes of people she knew, angry at the less-thanconvincing tone of the “Against” comment. She filed an open records request of the Clerk and Recorder’s office to find the author. Through the voter registration rolls, and through the metadata in the emailed statement document, Menten discovered the connection to her campaign opponent, Winning.

“The simple issue is that George (Stern) should have never of accepted the (Gill) comment,” Menten said.

Specifically, Menten points out that law requires that any ballot comment “shall include a signature and an address where the signor is registered to vote.”

In the case of Gill’s anti-1A statement, no physical address was given. Stern says he had to compare Gill’s name and email address against the voter rolls to certify that he was indeed a registered Jefferson County voter. Meanwhile, both Winning’s pro-1A statement, and Donahue’s anti-1A statement emails to

the clerk and recorder included their home addresses. Winning said it was a simple oversight to not include Gill’s address in his submission.

Stern for his part says he did not do anything wrong. He said in talking with other county clerks, and from his Jeffco predecessors, it is common to have TABOR statements submitted online. The author’s email address and name is often sufficient to establish their voter registration, and meets the spirit of the law he said.

“The strictest interpretation of TABOR would have had us reject all three statements,” said Stern, since none of them included a physical signature.

This is not the first time the TABOR statement system has been used in questionable ways. Memorably, in 2008 an Arvada man submitted a “supporting” statement for a school district property tax increase that talked about plans to give beginning teachers “six-figure salaries” and suggesting part of the extra tax revenue be used to reeducate seniors on a fixed income how to relocate to smaller homes, or to move out of the area if they could not afford the new tax.

Menten has filed a complaint with the Secretary of State’s office regarding Gill’s statement.

While Stern maintains he followed the law, he readily admits to the weakness in the current system.

“This case and others have shown that if anyone can submit almost anything, that this process doesn’t work.”

‘Suicide affects all of us’ Suicide Prevention Summit draws more than 55 community members

“We all have a role to play in suicide prevention, whether we know it or not,” said Sophie West, the injury and violence prevention coordinator at Jefferson County Public Health, because “suicide affects all of us.”

On Oct. 8, about 55 people representing a variety of different sectors in the community participated in a day-long summit to have a community-wide discussion on suicide prevention.

The event was put on in partnership with Jefferson County Public Health and the Jefferson Center, a nonprofit, community-focused mental health care and substance use services provider.

“Today is all about reviewing local, available data, identifying community priorities and arranging opportunities for region-wide collaboration,” said Sam Taylor, the youth suicide prevention coordinator at Jefferson Center.

Registration is open for the Arvada Chamber’s first-ever Business Summit, open to all members of the business community interested in improving their marketing, hiring, leadership and general businessrelated skills.

The event will be Oct. 30, in the Arvada Events ballroom at the Arvada Center, 6901 Wadsworth Blvd. Tickets cost $125 for the day, which will include a variety of sessions addressing the struggles that business owners identified in the chamber’s Business Challenges Survey.

Kaiser, schools work to raise mental health awareness New play ‘Ghosted’ addresses suicide, anxiety, depression for teens STAFF REPORT

An interactive play and workshop designed to address mental health needs, break down stigma and provide resources to teens and teachers will be unveiled this fall in high schools in Colorado.

Colorado, “Ghosted” is an hour-long play that follows four high school students as they navigate a typical day at school. The play features each actor showcasing complex emotions, from anger brought on by issues in the home to guilt brought on by not knowing what to say to someone contemplating suicide. The cast then engages the audience in a 20-miute open conversation, examining the themes of the play and asking students how they might handle each of the four character’s emotions.

Harper, Kaiser Permanente Colorado senior community health specialist and local “Ghosted” lead, said in a news release. “We know we need to be a part of those conversations in a way that can help guide students while learning from them. This play and workshop offer us an opportunity to interact with teens in a deeper, more connected way than we previously thought possible.”

After the play, students participate in a 60-minute workshop in their classrooms, working with their teachers and “Ghosted” program facilitators to address suicide prevention. Teachers, staff, and students are provided with additional mental health resources and helpful guides during the workshop.

Ghosted is part of Kaiser Permanente Colorado’s larger commitment to improving mental health in Colorado schools and communities, the news release said. In August 2019, Kaiser Permanente Colorado announced a collaboration with the Douglas County School District to provide mental health training to school staff and teachers, as well as $99,999 in community benefit support.

In spring 2019, Kaiser Permanente Colorado also announced the launch of Resilience in School Environments Understanding and Practice (RISE UP), a complementary learning session for school staff, administrators, and teachers, designed to foster resilience and support school staff as they

work with traumatized students.

“The mental health needs of Coloradans, especially teens, are increasing year after year. We know one of the best ways to reach our state’s youth is by creating an environment at school where they are open to talking and learning about the tough topics of depression, anxiety, and suicide,” Amy Whited, Kaiser Permanente Colorado senior director of communications, community health & engagement, said in the release.

Ghosted, run by Kaiser Permanente Colorado’s Arts Integrated Resources department, is a complimentary program available to all Colorado schools in the areas of the state where Kaiser Permanente operates. The production will run from Sept. 18 to Nov. 22. Kaiser Permanente plans to provide the program to Colorado schools again in the spring of 2020.

Orediggers give Mines, Golden something to cheer about Homecoming game takes place Oct. 19

The Colorado School of Mines football team is one of the best-kept secrets in college athletics.

And 2019 has proven to be an especially great season for the Orediggers.

“I’m proud of how we’re playing this year,” said Orediggers Head Coach Gregg Brandon. “They’re playing for all the right reasons — fun, and (because) they all love to compete.”

He described the team as high-caliber, and added there are no specific “superstars” on the team. “When one side struggles, the other side picks them up.”

Still, said Tim Flynn, the Orediggers’ assistant athletic director for communications, one who could make it to the next level in football is Cameron Mayberry, a senior studying metallurgical and materials engineering who has scored 52 career touchdowns. An All-American running back, Mayberry has broken virtually every record at Mines, Flynn said.

“It’s pretty cool to have somebody that level here,” Flynn said.

Aside from that, something unique to the makeup of this year’s team is there are a lot of young players in their freshmen and sophomore academic years, Flynn said.

The student-athletes at Mines are just like any other student at Mines, he added. They still have homework, exams to study for and their courses are just as demanding.

“It’s a commitment, for sure,” Flynn said of playing football for Mines.

“While other students (spend the afternoon) doing homework, these guys are out practicing. And then they still have their homework to do.”

But according to Scott Marshall, a

Outside of football, most of the players endure late hours dedicated to studies, Marshall said.

“What makes this team special,” he added, “is that everyone’s got aspirations beyond football (but) football gives us an opportunity to do what we love. I’m proud to be a part of it.”

This is Brandon’s fifth year coaching the Orediggers. In that time, the team has gone to tournament twice, in 2016 and 2018, and at about the midpoint of the 2019 season, there’s a high probability the Orediggers will again be heading to tournament.

Mines has “always been known as a very good offensive team,” Flynn said.

“This year, they’re playing (as) a good defensive team as well.”

The Orediggers are currently 7-0, giving its hometown community of

Golden something to cheer about.

“Mines has played in this same spot since 1893. It’s important for us to be a part of the community,” Flynn said, “and we appreciate the support from the community.”

Mines will be taking on the Fort Lewis College Skyhawks for its homecoming game on Oct. 19 on Campbell Field at Marv Kay Stadium in Golden.

Kickoff is at noon.

Aside from the actual football game, another specific-to-homecoming tradition that’s not-to-miss is the Mines Marching Band’s performance of “Splitting the Atom” during halftime.

Basically, as the name implies, the performance simulates splitting an atom to music, and culminates with the band performing Mines’ fight song, “The Mining Engineer.”

“Splitting the Atom” is unique to Mines, said Daniel Sternesky, a senior studying electrical engineering who plays the tenor drums in the marching

Homecoming is a way to create a connection between Golden and the university, Marshall said.

It “is a celebration of what brings us together as a community,” he added.

Put simply, Flynn said, homecoming is a great way for everyone — Mines’ students, faculty and staff; alumni; and Golden and Jefferson County residents — to enjoy a fun day as a community.

“Homecomings are always a special time,” Brandon said. “Mines is the hometown team and its undefeated. If you’re a football fan, you’re coming to Golden to watch Mines.”

Golden has definitely made plenty of noise during the regular season on its way to a second straight Class 4A Jeffco League title.

“The approach the girls have taken this year is remarkable,” Golden coach Chad Herbers said after the 17-0 victory in four innings against Standley Lake. “It is truly one game at a time.

They truly didn’t know what had just happened with this win (clinching the league title) until I told them. They have been very focused.”

To qualify for a government-insured reverse mortgage (aka HECM), at least one borrower must be 62, the home must be your primary residence, and you should have 40–60% equity. Most types of properties are acceptable. A HECM is also a non-recourse loan, meaning even if your home loses value due to a market downturn, you or your heirs can never be “under water.”

And just to clarify—because I hear this a lot—you are the only one who owns your home and its equity. The bank does not. The reverse mortgage is not repaid until the last borrower leaves the home.
