Hope House annual tourney raises $200,000 for teen moms

87-year-old wins Point of Light Award for work with Hope House, a nonprofit to benefit teen moms Weekly volunteer work I volunteer every Thursday. I just do whatever’s needed — I work in the office and if need be, I take the girls shopping for clothes and shoes. We also go through the clothes people donate, and it’s amazing to me how much the word is out there. The staff is just incredible and always has been. They accept me and I love to be with them, and I just enjoy seeing what happens with the girls.

Choosing Hope House I look back and think, “why did you do this?” and I think God just laid it on my heart. Lisa Steven (founder of Hope House of Colorado) spoke at our

Bible study about 15 years ago, and I really felt Lisa was real. I’ve never heard her say, “look at what I’ve done.” It’s always been for the girls.

She’s incredible; I don’t know how many could do what she’s done. So I started reading the teen moms’ bios and I thought, “I live in a different world than them.” I wanted to try and give back — you have to share your life. My daughter and husband also got very involved with Hope House, and they in turn brought others on.

It’s just so satisfying to see what’s being done.

Breaking the cycle of poverty can be full of challenges, but the teen moms at Hope House of Colorado are working hard to become selfsufficient — with strong community support.

The Joe Coors Hope House Classic, which was held on July 25 at the Sanctuary in Sedalia, raised $200,000 for the Residential and Community Programs at Hope House. Based in Arvada, Hope House is a local nonprofit organization that offers free self-sufficiency programs to teen moms from across the Denver-metro area.

Jackie Gonzalez, a Hope House graduate who spoke at the event, received a standing ovation after sharing the difficulties and challenges she has had to overcome on her journey to self-sufficiency. A firstgeneration college student, Gonzalez is pursing is pursuing her dream of becoming a nurse.

Named after Joe Coors, who was a long-time supporter of Hope House, this year’s tournament was chaired by his daughter, Holly Coors.

“My dad was passionate about

philanthropy and even more passionate about people,” said Coors at the opening ceremony of the tournament. “He used to say, ‘It’s really neat to feel like you can empower someone to live their vision, to live their dream, and to enable them to achieve that.’”

With Joe Coors’s daughter stepping in as committee chair, his commitment to empowering the teen moms at Hope House to break the cycle of poverty has become a family legacy.

“We could not do what we do at Hope House without our amazing community,” said Lisa Steven, Founder & Executive Director of Hope House. “From the Joe Coors family to our tournament sponsors to the staff at the Sanctuary, it is empowering for our teen moms to know their community believes in them.”

Hope House is on track to serve 240 teen moms and 360 children this year. In early September, Hope House will open its new Resource Center in Arvada, where it will have the capacity to serve up to 450 teen moms annually. For more information, see hopehouseofcolorado.org.

‘Seeing the success stories’ This helps so many that wouldn’t otherwise be helped. It’s a worthy cause and it’s for the girls. It’s just amazing what some of them end up doing. They go to college, they get careers, they go on to get homes. I love all the girls, and I enjoy seeing the success stories.

What Requires a Permit, & Does Unpermitted Work Affect Your Ability to Sell?

My July 25th column described how a seller got into a legal dispute from not having disclosed an unpermitted basement finish done decades earlier. That story raised a question that is common among homeowners — what work requires a permit, and does failure to obtain a permit make it harder to sell a home?.

Incorporated cities like Arvada, Lakewood, Wheat Ridge and Golden issue the permits within their jurisdiction, but residents of unincorporated areas must go to Jeffco Planning and Zoning (303-271-8700) for permits.

Each jurisdiction has slightly different requirements. For example, Golden lets you install a backyard fence up to 7’ without a permit (unless on a corner lot or in an historic district), but Jeffco requires a permit for any fence over 42 inches tall.

When it comes to structures, whether habitable or not, the requirements are fairly consistent. There is an International Residential Code (IRC) which is updated regularly, and most jurisdictions adopt the updated code with only minor adjustments.

Of Jeffco’s jurisdictions, I found only one — the City of Golden — which provides a simple one-page PDF listing what does and does not require a permit.

I have a link for that PDF on our blog, www.GoldenREblog.com. If you are in another city or in unincorporated Jeffco, you can still expect that document to reflect what your jurisdiction might require of you.

Basically, any modifications to the walls, windows, roof, plumbing or electrical system of a home requires a permit, and it’s a good idea to obtain one, even though you can sell a home which had unpermitted work done, so long as you disclose that fact to your buyer.

Call or visit your jurisdiction’s planning department to find out what permits are and are not required for your home.

FYI, Golden does not require a permit for replacing cabinets, countertops, light fixtures, ceiling fans or plumbing fixtures in existing locations, or for roof or siding repairs/replacement (10% or less).

As mentioned in my earlier column, the standard Seller’s Property Disclosure form provided in the course of a real estate transaction asks the seller to disclose any work done without the required permit in the previous 12 months. If so, the seller should check “Yes” and use the space provided on the form to describe what was done.

If the seller had work done more than 12 months prior to completing that disclosure form, the seller shouldn’t check “Yes” but I do recommend that he or she use the comments column to describe the work done without a permit and when it was done.

Typically, this disclosure form is provided to the buyer prior to hiring a professional inspector to conduct a thorough inspection of all the home’s components. That way, the disclosure can be given to the inspector, which would cause him or her to pay special attention to the area of unpermitted work to determine if the work was done “to code” and without defects that the buyer might then ask the seller to remedy.

By disclosing all unpermitted work in that document, the seller can forestall any claim after closing such as I described in my July 25th column. Listing agents should ask that question about older unpermitted work and handle it in this manner. I certainly will from now on!

If you’re in an HOA, however, you probably will need to get approval for repainting the outside of your house, concrete repairs, landscaping changes or even the location and color of external radon mitigation piping.

The reasons a permit is required make sense. Consider, for example, replacing a water heater or furnace. If they are gas appliances, today’s code requires that outside combustion air be provided so that the appliances don’t deplete the oxygen in your basement, and gas-fired devices emit deadly carbon monoxide, so it’s important that they be installed correctly. It is only by getting a permit that you ensure the work is inspected by

the city or county, which is a good thing, especially when it comes to health and safety.

In those cases, you’re probably hiring a contractor to do the work, and the contractor should be licensed with the city or county where the work is being done and should obtain the permit for you. If you are a do-it-yourselfer, you can get the permit as a homeowner, but the city or county may have you take a written test to show that you’re competent at the work being done — and it will be inspected.

Permitting fees and requirements can cause many homeowners to do work without getting a permit and hope they’re not caught. If the city or county catches you mid-project without a permit — something that happened to me in Denver in the 1990’s — expect them to issue a stop-work order and to double the normal permit fee.

At least in Golden (speaking again from experience), you can turn yourself in and get a post-facto permit without paying a penalty, but you’ll need to show that the work was done to code and have it inspected.

Property taxes are based on a market valuation of your home by the county assessor, and getting a permit for your finished basement, new deck or detached garage, etc. could result in a higher valuation and higher property taxes for your home, but that’s not a good reason to avoid going through the permitting process. How much will your taxes go up?

Let’s say your basement finish cost $50,000. It’s unlikely that your home’s value will increase by the full amount of any renovation, but even if it did, the assessment rate is now 7.15%, which means your assessed valuation would only increase by $3,575. If your mill levy rate is, say, 100 mills, that means

your annual property taxes would increase by only $357.50. But it won’t.

What the assessor values your home at is not based on what you paid for it, and neither is it based on what you spend to improve it. Your home’s valuation is based on what comparable homes sold for in order to estimate what your home might have sold for on June 30th of the most recent even numbered year.

(Excuse me for getting geeky on you!)

Thus, even if you purchased your home on June 30, 2018, (the valuation date), the assessor won’t use that as the value of your home.

Also, if you were to spend the same $50,000 on a kitchen or bathroom remodel, it might not increase the assessor’s valuation of your home at all, even though it was permitted, because it didn’t add any finished square footage to your home.

Theoretically, the county assessor’s office could monitor MLS listings and compare the description of your home with what their records show — such as a fully finished basement that they don’t know about. But I have never heard of anyone’s assessor records being changed based solely on an MLS listing of their house.

In case you don’t already know this, we Coloradans enjoy among the lowest residential property taxes in the country.

Non-residential and vacant land taxes are another matter, although agricultural property taxes are, relatively speaking, a pittance. But that’s for another article!

Celebrating breastfeeding with Jeffco Public Health Event created to celebrate breastfeeding moms

Northglenn resident Lauren Hafer is raising a toddler son and now she has her hands full with her infant daughter. Hafer, one of dozens of mothers who attended Jefferson County Public Health’s breastfeeding fair, wants the community to know that breastfeeding is normal.

“Hopefully we’re not saying hashtag normalize breastfeeding at some point. Hopefully it will just be normalized, because it’s how we feed our kids,” said Hafer. “It’s shocking there’s a stigma (around breastfeeding).”

The World Health Organization says breastfeeding helps with brain development and reduces the risk of longterm illness. But, a Jeffco Community Health Assessment found mothers with low education levels, mothers of color and low income levels are less likely to breastfeed their child at nine weeks.

Jeffco Public Health’s breastfeeding fair was created with a purpose to celebrate breastfeeding mothers and to educate families about resources that can help support them. In its third year, the event took place on a hot Aug. 2 day in Lakewood in honor

Jeffco’s Supplemental Nutrition Program for Women, Infants and Children (WIC) was among the resource organizations in attendance at the fair. WIC offers a variety of services to mothers, pregnant women, children and infants, including basic health screening, referrals for health care, nutrition information, mother’s milk donations, a breastfeeding mothers’ group and more.

“WIC is important not only for the support, but providing healthy foods also,” said WIC Manager Kyle Harrison, who noted that food insecurity is a concern in Jeffco. Over 55% of low-income residents in Jeffco were enrolled in the Supplemental Nutrition Assistance Program in 2014, according to Jeffco Public Health. “It’s nice to see families come out and just

Day-long event sees new sports court built by community volunteers YMCA play space ‘will impact thousands of kids and families’

olunteers from all over the Arvada community joined together on July 27 to build a new play space near the Susan M. Duncan Family YMCA, 6350 Eldridge St. The community event attracted a number of citizen volunteers, as well volunteers from KaBOOM! and Foresters Financial, both of which have overseen 144 such projects throughout the companies’ initiative to create more places for children to exercise and interact.

The team of volunteers worked completed the space in five hours, building a multi-sport court based on designs children drew for the project back in May. “The YMCA of Metro Denver is grateful for the collaboration to bring this special new space to our Arvada wellness center,” said YMCA of Metro Denver CEO Sue Glass. “We know it will impact thousands of kids and families within this community, furthering our mission to build healthy spirit, mind and body for all.”

Three-way partnership appears shaky

The Jefferson Parkway Public Highway Authority planned to break ground on its proposed tollway next year, using a requested $7.5 million total from its three government members to finish the design and contract approval process, according to JPPHA Executive Director Bill Ray. Jefferson County included its $2.5 million in its 2019 budget, and Arvada approved its $2.5 million in April on a 5-1 vote. Broomfield’s decision is pending, and as of press time, a date has not been selected for the matter to be further discussed.

PROS AND CONS With the homestretch of breaking ground on the Jefferson Parkway within sight, there are still two divergent opinions, respectively, about the proposed tollway being built.

The pros – what advocates say • The Jefferson Parkway is expected to boost the economy and accelerate growth.

• It is much-needed infrastructure project that won’t be an extra cost to taxpayers.

• “The Jefferson Parkway will provide the much needed transportation route and relief for residents, employees and visitors. Local, national and international companies have invested billions of dollars in Interlocken with the understanding and expectation that transportation and mobility is important and will be addressed. The Jefferson Parkway and final leg of the beltway will ensure this happens.” — William Branyan, president of Interlocken Owners Associationwho served on the Jefferson Parkway Advisory Committee (JPAC).

If Broomfield decides not to fund the $2.5 million, the JPPHA’s board of directors will determine the next step going forward, Ray said in an email, because it “will mean a fundamental shift in the existing JPPHA relationship among the three member governments.”

The topic was brought up among Broomfield City Councilmembers during a study session discussion on June 18 regarding Rocky Flats and the parkway.

Sometimes it’s hard to discern what people’s main concerns are — the roadway or the health aspects related to its proximity to Rocky Flats, said Councilmember Sharon Tessier.

Groups take legal action over missing Rocky Flats records Documents could shed light on safety of upcoming projects

resolved “tomorrow, (or) it could be months from now,” she said.

The groups have sought access to the records in response to a number of construction projects in the area, including amenities of the Rocky Flats National Wildlife Refuge, established in 2018 by the U.S. Fish and Wildlife Service; the Rocky Mountain Greenway, a trail project primarily sponsored by Jefferson County Open Space; and the Jefferson Parkway, a toll road that will run near Rocky Flats, overseen by the Jefferson Parkway Public Highway Authority (JPPHA).

Those opposed to the projects believe the construction could pose a safety threat to workers and community members by stirring up contaminated dirt during the building process.

Several groups have filed a motion in federal court calling for the U.S. Department of Justice to locate more than 60 boxes of case records related to Rocky Flats, said a release from Pat Mellen Law, the firm representing the groups.

Located just southwest of the junction between Indiana Street and Highway 128, Rocky Flats was established as a nuclear weapons manufacturing plant in 1952 and was closed by federal agents in 1989. An investigation revealed that a number of incidents, such as fires and spills, had allowed potentially cancer-causing substances like plutonium to contaminate the plant’s soil, according to the Colorado Department of Public Health and Environment.

A Grand Jury investigation took place from 1989 through 1992, and the site cleanup concluded in 2007. The grand jury’s boxes of investigation records were sealed by the court, and the grand jury placed under a gag order.

Community groups petitioned at the start of 2019 for the release of the

sealed records. The judge in that case has not yet made a decision on whether to unseal the records, attorney Pat Mellen said.

More than six months later, the groups have learned that the Department of Justice cannot locate the records, she said.

“It doesn’t seem like something you would just misplace,” she said. “The goal here is to encourage the department to look, and to reach out to folks

who have left the department and can say, `we sent them here.’”

On Wednesday, the community groups filed a motion that, if granted by the court, would require the department to find and identify the location of the sealed records within 30 days.

Should the department be unable to do so, “then we go into contempt motions,” Mellen said.

When the phone rings at Drives at Mile High, an exotic luxury car rental service, business owners Roman and Ryan Romero know the person on the other end of the line is looking for a car that’s larger than life — and, often, looking for approval on some largerthan-life ideas.

“We get a lot of calls saying, ‘this is what I’d like to do,’” Roman said. As a result, the business’s fleet has wound up on mountain getaways, at birthday parties and in music videos, he said.

Established in 2012, Drives at Mile High prides itself on being one of the only luxury car rental services in the Denver metro area, offering rentals including Lamborghinis, Porsches and Corvettes. Rentals can range from five hours to one week, starting at $299 for 12 hours for some vehicles.

“We’re sharing that excitement with the customers. These cars, they’re not very common,” Ryan said, “and renting them is little to no hassle at all.”

Customers can rent a car for any occasion, with many renting cars as a way to make their experience more memorable as they explore Denver or the mountains, he said.

And with a variety of additional opportunities getting off the ground, including a car club to provide community and exclusive benefits, Drives at Mile High “has more to offer than just a rental,” Roman said.

That location makes the business an ideal spot for tourists to stop in; however, the business is “also catering to locals,” said marketing director Monica Mercedes with the Metro North Chamber of Commerce, of which Drives at Mile High is a mem-

ber.

“It’s giving people an opportunity to meet each other and form a community around what they love doing,” she said. “Roman and Ryan have so many plans for this area. Their passion for the company and the community is incredible.”

She added that the business owners have been heavily involved with the chamber, including by donating a luxury car experience to the chamber’s silent auctions.

Tee time at Thornton’s TopGolf Activity center hosts demonstration day ahead of grand opening

The three story driving range features room for 102 golfers to tee off at the same time — 34 golfers per floor.

The driving area overlooks a fairway dotted with 10 targets, ranging from 25 yards — to practice chip shots — to 185 feet all surrounded by a 70-foot-tall fence.

Players can select a computer-guided game out of nine choices. They’re scored on how close their drives come to the flags at the center of each target.

The Top Tracer system relies on a series of digital cameras mounted along the third floor roof that track the ball’s speed and direction leaving the club, then monitor it as it flies across the fairway.

“It’s able to keep track of all the balls at once,” Van Wagner said. “Even if everyone, all 102 players, tee off at the same time, the system can keep track of each of the balls.”

It was what most of the golfers at TopGolf Thornton’s demonstration did on July 31: They’d swing, and then turn to the video screen to see how their shot measured up.

“They’ll all have them eventually, but we have it now,” said Dennen Van Wagner, operations manager for TopGolf Thornton. “If you watch golf on TV now during a golf tournament, it’s the same thing.”

The Thornton TopGolf, one a dozen across the country to have the new Top Tracer, officially opens Aug. 9.

“We have it now, before even Centennial, but it’s going to be retrofitted in,” Van Wagner said.

Moving north It’s been a long time coming for the activity and the second Thornton location. Initial plans had the threestory driving range going up along 136th Avenue, near Thorncreek Golf Course. Neighbors objected and that sent the company out looking for a new location.

They eventually settled on the Larkridge Development north of the Northwest Parkway, just south of Thornton’s new Costco Wholesale warehouse and a Tile Warehouse.

Ramsey is stuck with a $13.7 million contract for 2019, and he feels like he deserves much more.

Out west, Antonio Brown, a member of the Oakland Raiders, arrived to training camp in a hot air balloon.

These are exactly the kind of guys I’d like to have on my team. If I were organizing a vaudeville show in Benson.

Last week, a friend sent me a YouTube of personalities who have died in 2019, and among them were Bart Starr, John Havlicek, Don Newcombe and Bill Buckner, none of whom arrived to camp in a hot air balloon.

Times change. Expectations change.

I never saw my favorite baseball player, Ted Williams, on “The Tonight Show.”

Megan Rapinoe, on the other hand, has been on everything except those airfryer oven commercials.

T LETTER TO THE EDITOR Supporting Alcorn I want to commend Michael Alcorn for his continued articles in the Transcript. I always enjoy reading them. He is a logical and a deep thinker and it is worth the time taken to enjoy what he has to say.

The writer of the Letter to the Editor on July 25, however, had to bring the “hate Trump” view into our newspaper, attacking Mr. Alcorn, which is a shame. The writer claims that “those on the right in the conservative media are making the aggressive behavior worse.” I think the real truth is that those who are making it worse are the liberal news people who are actually encour-

In reality, there are very few conservative newspapers or conservative talking heads in this country to combat bad behavior and unfortunately it is getting worse. Watching thugs physically attacking people wearing MAGA hats and throwing buckets of water on policemen has gotten out of hand and hard to watch.

Please don’t let these kinds of letters discourage you from writing your weekly column, Mr. Alcorn. We conservatives are outnumbered in the news.

here is certainly no shortage of ideas these days. As a matter of fact, we typically come up with more ideas than we really need. And the more ideas we generate, the more excited we get about putting them into practice. What I am seeing more and more of is some very high-speed thinking. The problem is that I am also seeing some low functioning and less motivated doing.

Brainstorming is one of my very favorite exercises to participate in. Sometimes I find myself working through ideas on my own and challenging WINNING myself to come up with as many possible new WORDS ideas or solutions as possible. However, what I enjoy more is being part of a group and having others share their ideas and what they are thinking. In most cases their contributions and line of thinking was something totally different than my own. And usually much smarter.

The problem is that our thinking never stops, there is always one more idea or new approach we want to think through. One Michael Norton more shiny object to chase. This in turn creates the bigger problem, the “doing” actually does stop. As I explored this further, I found out some very interesting information. As much as some people love innovative thinking and creativity, coming up with vision and strategy, they don’t like to do the work that it takes to execute or implement the idea. Unless of course, it was their own idea.

The other thing people shared with me was that in many cases of a team meeting or brainstorming session, the meeting ended with no clearly defined next steps or assigned ownership.

Congress working on items of interest for Colorado

efore the House broke for August recess, we passed the Bipartisan Budget Act to address the debt ceiling and set spending levels for FY20 and FY21.

This will allow appropriators to begin work negotiating all GUEST 12 appropriations bills and avoid a COLUMN shutdown. To date, the House has passed 10 of the 12 appropriations bills which fund 96% of the federal government.

By September 30th, the House will need to finish the remaining appropriations bills, though none of Ed Perlmutter the bills have been marked up by the Senate yet.

Over the past 200 days, the House has passed several significant pieces of legislation to protect our elections, restore net neutrality, enact universal

background checks, ensure a pathway to citizenship for Dreamers, and raise the minimum wage. And when the House returns in September, I look forward to a vote by the full House on my SAFE Banking Act, which will allow financial institutions to provide banking services to legitimate marijuana and affiliated businesses and reduce the public safety risk of having cash on our streets.

Most recently, I successfully included two amendments to support NREL and two local companies, Ascent Solar and Primus Wind Power. My amendments greater clarify research areas to include low-cost, thin-film solar and focuses research on distributed wind energy manufacturing techniques and micro-grid applications as part of a larger effort to modernize and reauthorize DOE’s solar and wind research, development and demonstration (RD&D) programs.

They may become even more brilliant over time and with each new review or brainstorming session. To become a highly motivated person of action means we never allow our flow of new ideas become an excuse for not getting the job done. Accountability means we own it, or someone owns it.

They may have had a powerful thought-provoking session, but when it was over, the excitement that was generated in the room evaporated with everyone’s exit. Or it was assumed that someone would simply take ownership.

So how do we turn high speed thinking into highly motivated action? The answer isn’t found in the “Just do it” slogan. The answer is found in just two “doing” words, prioritization and accountability. As much as I enjoy spending time on an airplane filling up a page or two of ideas and strategy, I always go back and prioritize everything on the pages. The next step is to put dates, names of team members or people who can help, desired outcomes, and most importantly I write down an immediate next step.

Having a very clearly defined next step forces prioritization and accountability. Too often we look for the endgame or result. We hit the fast-forward button and forget that in order to achieve our desired results, we must first know and take that very first step, that immediate next step.

And yes, having a plan beyond our immediate next step is super important, however, if we are talking about

‘Superstition’ coming back to try its luck

etective stories are one of the great renewable resources of pop culture. The genre is endlessly flexible and well-suited to mediums both familiar and new.

And that’s just what the audio drama “Superstition” is — a detective story told in a way that is old-fashioned and modern.

“When people hear that you have a podcast, they think about a bunch of people sitting around a microphone, talking about sports or culture,” said COMING Kolb, “SuperATTRACTIONS Sarah stition” creator and writer. “What we do is more like a stage reading of a play or an audiobook.”

In production since 2018, the podcast (available on iTunes, Spotify and everywhere else podcasts are available) Clarke Reader follows the investigations of Jacqueline St. James, a private eye with a hazy past, drinking habit and a knack for finding those who can’t be found. When she finds herself in the town of Superstition, Arizona, a town with the highest number of open missing person cases in the country, things start to get weird. Fast.

“I’ve always loved detective and horror fiction, but a lot of detective fiction suffers from baggage of the time,” Kolb explained. “I wanted to give a lot of the characteristics that we find brooding and mysterious in a male character and give them to a woman, without worrying about her likability.”

Kolb, who is the digital communications coordinator at the Arvada Center, came up with the idea for “Superstition” as an alternate way to approach a story she was working on for National Novel Writing Month. When she had a working story, she started reaching out to actors she knew from all over the country to play the characters and bring the podcast to life.

One of the best parts about working on the show, according to Kolb, is becoming part of a vibrant and varied audio drama community that can trace its roots back to radio broadcasts like Orson Welles’ infamous “The War of the Worlds” and continues to thrive on podcasts like “Welcome to Night Vale.” The science fiction and horror genres are particular favorites of the new audio drama medium, since creators don’t have to worry about expensive special effects and scenery.

ust off an inconspicuous industrial side street, kids as young as 5 and adults as old as 80 don helmets, strap on seatbelts and zip around like something out of a video game.

They’re racing go-karts at K1 Speed in Highlands Ranch, one of a handful of places in the Denver metro area where impassioned drivers, beginners and fun-seeking groups can test their skills on winding tracks.

“Karting is definitely a little different than your regular pool day,” said Nichole Sarno, K1’s assistant manager.

Christian Obrecht, a 47-year-old from Denver, built up a love for karting near Bandimere Speedway, a professional drag-racing track just west of Lakewood. And although Obrecht wasn’t racing full-sized cars, renting karts proved to be a lasting passion for him — eventually, he bought his own wheels.

“I started up just from actually watching a commercial one time, and I was like, ‘Oh, man, I kind of want to get into this,” Obrecht said.

Male drivers are a bit more common than females at K1, Sarno said, but they’re not far off in numbers.

“Our fastest is a 17-year-old guy; the next fastest is a 13-year-old girl,” said Sarno, referring to K1’s speed records.

Adult karts can reach about 45 mph, and manual — or “shifter” — karts can reach about 55 mph, while junior karts for kids run about 25 to 30 mph, Sarno said. And on tracks that allow personal, non-rental karts, Obrecht’s vehicle can reach about 100 mph.

Despite the high-energy atmosphere of karting, what Obrecht enjoys most a is the mental clarity the repetition of the turns can bring.

“It’s all you’re thinking about when you’re doing it,” Obrecht said. “You’ll have a favorite turn, a not-so-favorite turn … My wife makes fun of me because she says, ‘You’re just going in a circle,’ but that alone clears your mind.”

Sarno’s favorite part is “the thrill of it” — as an employee at K1, she often drives the karts — but watching others speed around is satisfying, too.

“The excitement they get from it — a little girl beat her brother, a kid beat his dad,” Sarno said. “Watching people grow and find passion in karting is my favorite thing here.” n

Through all the changes in the past 30 years, the Golden Fine Arts Festival still hangs on to the core of what art is.

Art is “continuing creativity,” said Rocky Stiers, a jewelry designer and maker from Nederland. “That’s what keeps people coming back (to the festival) each year.”

Stiers is one of the artists participating in the 29th annual Golden Fine Arts Festival, an event put on by the Golden Chamber of Commerce.

Stiers, who has participated in the Golden Fine Arts Festival at least 15 times, will have a collection of his jewelry again this year. He creates what he calls upcycled ceramics, which are vintage ceramics set in contemporary sterling silver settings including necklaces, earrings, rings and other jewelry settings.

Something to look forward to at this year’s festival, Stiers said, is seeing all the returning artists debuting their new and innovative artwork, as well as seeing what the new artists will

Shoppers at the Golden Fine Arts Festival are knowledgeable and this sparks some fun, creative conversations, Stiers said.

These “conversations between the customer and the artist helps keep your finger on the pulse of what’s popular in art,” he said.

The Golden Fine Arts Festival is a prestigious, nationally-known event, said Lora Knowlton, Golden Fine Arts Festival’s event director. It will feature

more than 100 local and national artists, all of who were selected by a panel of 18 jurors out of about 400 applicants.

Nine categories of art mediums will be showcased. They are 2D, glass, sculpture, painting, fiber arts, mixed media, ceramics, jewelry and photography. Each year, the Golden Fine Arts Festival awards cash prizes to the first-and-second place winners of each category, as well as Best of Show and Best of Colorado honors.

“People appreciate the quality of the artists’ work,” Knowlton said. “And there will be a lot of variety, which is really special.”

This year’s commemorative poster and t-shirt was created by Justin Clements of Fort Collins. It is a scene of Aspen leaves changing colors.

Clements has participated in the Golden Fine Arts Festival three times in the past and is the 2018 first-place winner for the painting award. This year, he will be bringing about 30 original oil paintings to the festival.

“Our state is so beautiful,” Clements said, adding that he is a Colorado native and is looking forward to visiting Golden again for the festival. “Everywhere you look, you can envision a painting.”

Raise a Reader Festival ‘free, fun and good for you’

This year’s event will take place on Saturday, Aug. 10, 10 a.m. to four p.m. at Golden’s Colorado Railroad Museum, 17155 W. 44th Ave. “Reading is essential to learning and understanding history, and understanding history is essential to dealing with the challenges we face today in our world,” said the museum’s executive director, Paul Hammond. “Raising readers means we’re also raising kids to appreciate and understand Colorado’s rich history.”

From orchard to a city, play tells Westminster’s tale ‘The Last Apple Tree’ to debut Aug. 8 at Semper Farm

A new play, commissioned by the city of Westminster, uses music and a historic homestead to tell a tale of family and community.

“It’s based on the history of Westminster, the pioneering and homesteading history,” Rich Neuman said.

“It’s the first time something like this has been staged in Westminster and we’re really excited about it. It’s basically Westminster through time, from it’s founding to the current day on this one homestead.”

The play “The Last Apple Tree” debuts Aug. 8 at Westminster’s Semper Farm Open Space, 9215 Pierce St. It’s being performed by Boulder-based troupe The Catamounts, with music written and performed by alt-country band Bonnie and the Clydes.

“We’ve staged it in and around the farm itself, so the audience moves around the farm,” director Amanda Berg Wilson said.

Vignettes The play tells five different stories from the history of Westminster’s Semper Farm — now part of the city’s open space collection on the northwest corner of 92nd Avenue and Pierce St. The 160 acre farm was founded in 1881 by Charles and Julie Semper. The couple planted an orchard on their land, eventually claiming township status by running a post office and grocery there. They donated a portion of their land to build Westminster’s a first school. They operated their farm for 36 years, until Julia’s death in 1916.

With no children, Charles sold the farm to the George and John Allison and their families farmed the land for 70 years. The Allison’s eventually

And John Allison cultivated the farm and passed it along to his son who passed it along to his daughter — who passed it along to the city of Westminster.”

Rather than sitting in a theater, the audience moves around the actual farm, from set to set.

“We tell five vignettes, each in a different year — two in the 19th century, two in the 20th century and one in the present day,” Wilson said. “It sort of brings the historical people to life, the people to whom the farm belonged.

Each vignette is about 10 minutes and the evening ends with a short concert

by Bonnie and the Clydes.”

Wilson said the group has performed site-specific shows before, including a play on three acres of open space in Boulder.

“This is more about the legacy of a piece of land,” Wilson said. “It communicates the idea of that one apple tree that still exists and how a piece of land changes and goes from belonging to a family to belonging to a community.”

These projects have long been met with passionate approval and strong opposition, including a separate legal case that would require further safety studies of the area. The court has yet to make its decision on the case, said attorney Randall Weiner.

Already, Jefferson County Open Space and surrounding cities and counties launched three soil studies at Rocky Flats this July. The studies began partially in response to community feedback on construction projects, said Roy Laws, environmental engineer for Jefferson County Public Health (JCPH).

However, for those who live in nearby neighborhoods, soil samples will never tell the whole story.

“You can collect soil samples till your blue in the face, but let’s look at how many people in the community have cancer,” said Tiffany Hansen with community group Rock Flats Downwinders.

She called on national and local organizations to conduct a study documenting instances of rare cancers and other diseases near Rocky Flats before moving forward with development.

The CDPHE published one such study in 2016, finding that the “incidence of all cancers combined for both adults and children was no different in the communities surrounding Rocky Flats than would be expected based on cancer rates in the remainder of the Metro Denver area,” the study said.

However, the Rocky Flats Downwinders have critiqued the study as lacking in crucial data, as the survey only included those who currently live in the communities and did not gather input from individuals who formerly lived near the plant and have since moved.

For the most recent soil study, Consulting firm Engineering Analytics will continue analyzing soil samples through September, Laws said.

As the groups await the results of the study, they also await the judge’s decision on the Gran Jury document motion.

Regardless of whether the judge grants public access, “we need to find the documents,” Mellen said.

Should the documents show the construction projects can continue safely, “that goes a long way in reassuring the public,” she said. “But to the degree those documents prove there is material buried in places that were not cleaned up, that raises significant safety concerns.”

TABOR, in brief, limits the amount of revenue that can be retained in a particular year from sources, such as taxes and fees. The county’s website states that the amount over-collected is given back to the tax payers the following year.

Though it may not be formal language, the term often associated with attempts to bypass certain TABOR restrictions is known as de-Brucing, named after TABOR’s author, Douglas Bruce.

Jefferson County commissioners on July 23 discussed the issue at length before unanimously voting to put a question on the November ballot. The question will go on all county voters’ ballot, even those who live in the county’s municipalities.

The county’s recently identified financial challenge is partly caused by the need to keep up with an increasing demand for services because of population growth. In recent years, the county has been depending on its reserves for budget shortfalls.

About $16.1 million would need to be trimmed next year for the county to achieve a balanced 2020 budget and maintain an appropriate reserve fund. To accomplish this, the county proposed a seven percent budget reduction in 2020 for all county offices, departments and divisions whose budget is impacted by the general fund. The general fund is the county’s principle operating fund that is financed primarily by property taxes.

Commissioners heard public comment from a variety of people invested in the Jeffco community — business owners, residents, nonprofit leaders and elected officials, to name a few.

They presented arguments on all sides of the issue.

A representative from the League of Women Voters of Jefferson County read a letter that noted the league’s support for a TABOR measure on the November ballot.

“TABOR undermines the philosophy of representative government and imposes severe restrictions that present an equitable and flexible system of taxation and reduces the ability of the elected officials to provide adequate funding for schools, highways,

public safety and necessary social programs, even in times of economic prosperity,” Deborah Gard read. “As always, the league will remain vigilant for efficient, transparent and inclusive fiscal practices by the commissioners.”

Former Jefferson County Commissioner Tina Francone, who noted she was speaking for herself, talked in opposition of putting a TABOR question on the ballot.

“As it is, the language is unintelligible and vague,” Francone said. “There are no guardrails. Your proposed ballot language doesn’t let the voters know that they’re voting to eliminate the guardrail — the spending limits in the Taxpayer’s Bill of Rights.”

After a lengthy discussion specific to a sunset on the initiative, the commissioners settled on a sunset after seven years. County commissioner Leslie Dahlkemper had wanted perpetuity, Tighe wanted 10 years and Libby Szabo wanted threeto-five years.

“I feel it would be irresponsible of me, as an elected official,” Dahlkemper said, “not to at least give our voters an opportunity to weigh in on this issue.”

Denver Zoo welcomes African lion cub Dad Tobias’s arrival to Predator Ridge in 2018 proves fruitful for species survival plan STAFF REPORT

The birth of an African lion cub this summer has given Denver Zoo a lot to roar about.

The cub, whose sex has yet to be determined, was born July 25 to mom Neliah, 7, and dad Tobias, 3, according to a news release. Animal care staffers say mom and cub are both healthy and active, and are bonding behind the scenes in Benson Predator Ridge.

Although the cub won’t make his or her public debut until later this summer, guests can still catch a glimpse of Neliah and her cub on the TV screens during the daily 2 p.m. “Pahali Ya Simba” lion demonstration at Predator Ridge, the release said.

“This is Neliah’s second time around as a mom, so we were confident she’d show all the correct behaviors with her new cub,” assistant curator of predators Matt Lenyo said in the release. “She immediately started grooming and nursing the cub, which is exactly what we hoped she would do.”

“Tobias hasn’t fathered any cubs previously, which makes his genetics important to the AZA lion population,” said Colahan, who also serves as the program leader for the African Lion SAFE (Saving Animals from Extinction) Program. “The fact that he’s already successfully mated with one of our females speaks to the work our lion team put in to make Tobias feel comfortable in his new home in such a short period of time.”

Neliah and the cub will stay behind the scenes for at least one to two months to give them time to bond and gradually introduce the cub to the rest of the pride. They’ll primarily stay in their den box, which the animal care provides to mimic the space Neliah would seek out to give birth in the wild.

Neliah will still have access to other holding areas behind the scenes, but the addition of the den box gives her a sense of security for her and her cub.

In the meantime, footage of Neliah and the cub in their den box will be shown on the TV screens in the Pahali Ya Simba building in Benson Predator Ridge.

NOTICE IS HEREBY GIVEN that an election will be held on November 5, 2019, between the hours of 7:00 a.m. and 7:00 p.m. At that time, two (2) directors will be elected to serve until the next regular special district election (May 2020), and three (3) directors will be elected to serve until the second regular special district election (May 2022).
