Teacher survey results provide ‘opportunity to learn from each other’ Administrators use TLCC survey to prepare for next year “This school is led by an effective team.”

For some teachers and administrators taking the Teaching and Learning Conditions Colorado (TLCC) survey, those three statements couldn’t ring truer.

And for others, big changes needed to be made before they could select “Agree.”

School administrators have spent a portion of their return to school this month reviewing results of the TLCC survey, formerly called TELL Colorado, which gathers input from school staff on the leadership style and culture in their schools. The survey is intended to be used for school improvement and is not designed to inform administrator evaluations, though “it may be used as evidence” to show that administrators have used “the results in school improvement planning,” according to the Colorado Department of Education’s website.

between staff members, among other subjects.

The first statement above, “This school is led by an effective team,” was the leading question in the “School Leadership” portion of the survey; the second and third statement led the “Overall Reflections” portion.

This year, the anonymous survey was administered online by CU Denver in January.

When the results come in each summer, they set off a to-do list for Jeffco administrators before the school year even begins. Included on that list: sharing results with staff members and strategizing for improvement in the coming school year.

To receive results for the survey, a school must have more than 50% of staff members respond. This incentivizes teachers, administrators and support professionals to take the optional survey, said district chief academic officer Matt Flores.

Of more than 2,800 individuals who took the survey in Jefferson County, 79% agreed their schools are led effectively, 86% recommended their school as a good place to work and 90% recommended their school as a good place to learn.

School by school, those percentages vary significantly, with a number of schools — including Shelton Elementary, Westridge Elementary, Dennison Elementary, Dakota Ridge High and Columbine High — seeing 95% agreement or higher with those three statements. The three statements represented just three of dozens on the survey.

Collaboration and culture At each high-scoring school, the strategy for success rests on the

involvement and dedication of the entire staff, said Columbine principal Scott Christy.

“Most decisions we can make are collaborative with our teachers,” he said. “Our teachers know the community so well. It wouldn’t be wise of me to exclude their thoughts.”

When it comes to such decisions, Columbine’s administrators try to work closely with the school’s Learning Advisory Teams, made up of educators from each department. For instance, the teams played a big role in gathering input from educators when the school recently revised its bell schedule, he said.

At Dennison Elementary, the staff has done something similar, having previously held a discussion about which decisions principal Pam Yoder should make unilaterally and which decisions teachers would like to have a voice in.

Yoder emphasized that, when she does make a decision herself, she quickly communicates her thought process to the staff.

“In this day and age, we tend to jump over relationship-building and into fixing the problem,” she said. “If you don’t do that foundational work with people, you’re just going to keep spinning your wheels.”

Christy agreed.

“We’re family,” he said, “and families need to work together.”

Assistant principal Cory Olsen uses that same word, “family,” to describe his coworkers.

“I know what sports their kids play, what clubs they’re in, where they’re traveling this summer,” he said. “I rely on a lot of them. They’re all here because there’s a deep pride here.”

Two drowning deaths in Jeffco over wet weekend Woman in Lakewood and man in Clear Creek Canyon swept away STAFF REPORT

It was a deadly weekend for Jefferson County, with water runoff likely causing two deaths.

Lakewood resident Jeannette Reynolds, 38, died over the weekend due to a possible drowning, according to the Lakewood Police Department.

The department and West Metro Fire Rescue responded to a call near West 12th Avenue and Miller Court in Lakewood as flash flooding ensued in the area on July 20 at around 4:55 p.m.

Reynolds’ body was discovered the following morning.

The Jefferson County Coroner’s Office is performing an autopsy to determine the cause of death. Reynolds was 38.

Also on July 21, a man wading in Clear Creek Canyon west of Golden was reported as being swept downstream by the river’s current.

According to the Jefferson County Sheriff ’s Office, the man was wading without a life jacket, along with a

group of people in Clear Creek near Tunnel 1, on U.S. 6. The sheriff ’s office was notified that rescue efforts were needed at about 5:30 p.m., said Jenny Fulton, a spokeswoman for the sheriff ’s office.

Arvada Fire’s Swift Water Rescue located the man some time later near the pedestrian bridge just west of the intersection of U.S. 6 and Highway 93 in Golden, roughly an hour and a half later. He was removed from the water, and after the rescuers attempted CPR efforts, he was pronounced dead at the scene.

As of press time, the man’s name has not been released by authorities, pending notification of his family.

In Real Estate, Truth Matters, Unlike in Politics and the Legal Profession

I was brought up to respect the truth by always telling the truth and expecting others to tell the truth. Dad drummed this into me, as did the private schools I attended. The boarding school, Choate, had an honor code (and still does) that requires students to handwrite on every test or paper submitted, “I pledge this paper on my honor,” which we knew was shorthand for the following longer statement, “I pledge upon my honor as a gentleman that I have neither given nor received help on this paper.”

To this day, it upsets me when someone knowingly lies, and it pains me that America’s leaders, serving as role models, have changed, making lying in the face of clear evidence acceptable to so many.

So, it’s good that I ended up in the real estate profession, where truth is important and is still honored. The National Association of Realtors, to which we agents are required to belong if we join any major and most minor brokerages, has a Code of Ethics to which we swear allegiance upon induction as members. In the preamble to the Code, the word “integrity” appears twice, including in this paragraph: “The term REALTOR® has come to connote competency, fairness, and high integrity resulting from adherence to a lofty ideal of moral conduct in business relations. No inducement of profit and

no instruction from clients ever can justify departure from this ideal.”

The Code of Ethics even commands Realtors to take action when they find another Realtor violating the Code. I myself have filed (and won) an ethics complaint against another Realtor who advertised that he was selling “4 homes every week,” violating the article which says members shall not misrepresent their level of success. That agent was ordered to stop making that claim in his advertising.

With the bidding wars of recent years, buyer clients have understandably wondered whether other agents were telling the truth when claiming multiple above-listing-price offers on a listing. I am pleased to tell them, and to state here, that I don’t ever recall being lied to by another Realtor, although I do worry on occasion when the agent on the other side of a transaction is a nonRealtor. Agents who are not NAR members don’t have a code of ethics to which they subscribe, which is why NAR advertising has often urged consumers to “make sure your agent is a Realtor.”

State laws regarding real estate do impose requirements of an ethical nature that aren’t imposed on other professions such as car sales. When you buy a used car (or anything else), it’s usually without any disclosure of past or current de-

Minneapolis Ends Single-Family Zoning — But Why?

I was surprised to read that Minneapolis has “become the first major U.S. city to end single-family zoning, a policy that has done as much as any to entrench segregation, high housing costs, and sprawl as the American urban paradigm over the past century.”

The premise that single-family zoning was actually intended as a tool of de jure racial segregation was news to me, but that’s what the article said.

Influencing the Minneapolis action was a 2017 book, The Color of Law, by Richard Rosenstein. The book’s subtitle is “A Forgotten History of How Our Government Segregated America.”

I’m not saying that I agree with the

premise, but I find the argument both interesting and somewhat compelling.

The Dec. 7, 2018, article in Slate said, “Opening up Minneapolis’ wealthiest, most exclusive districts to triplexes, the theory goes, will create new opportunities for people to move for schools or a job, provide a way for aging residents to downsize without leaving their neighborhoods, help ease the affordability crunch citywide, and stem the displacement of lower-income residents in gentrifying areas.”

Slate describes Minneapolis as a “staunchly liberal” city, so this may be an isolated action, not likely to be replicated elsewhere, including here.

fects, but state law, like the Realtor Code of Ethics, requires that sellers of existing homes disclose all known past or current defects, and we can be disciplined even to the extent of losing our real estate license if we, as listing agents, know of such a defect and fail to disclose it.

Since every brokerage is also responsible for the actions of its agents (another term for the managing broker is “responsible broker”), every brokerage should instruct its broker associates to decline any listing where the owner is unwilling to fully disclose all problems or defects with the home. I’m happy to report that I have never had a seller who didn’t recognize and accept his or her obligation to disclose all known defects.

One of the standard forms for every listing is the “Seller’s Property Disclosure.” The document itself is voluntary, but (1) I’ve never had a seller who refused to complete it, and (2) failure to complete it does not relieve the seller and listing agent of their responsibility to disclose known defects or problems.

Often, renovation of a house is done without the necessary permits, but the Seller’s Property Disclosure only asks the seller to disclose unpermitted work done in the past 12 months. A client had finished his basement without a permit 20 years ago, so he didn’t disclose that.

It caused a claim by a buyer when a plumbing problem arose. Disclosure of that could have forestalled the claim, which cost my seller in mediation.

Community grows stronger in local garden Garden nearly doubles space, provides ‘a good life lesson for everybody’

t Arvada’s Sunshine Community Garden, everyone agrees: “It’s OK not to know anything,” said gardener Deborah Kerr.

The community garden has been all about the learning experience for Kerr and her fellow gardeners — and months into the 2019 season, “I’m glad to see things growing,” she said.

Kerr, who also had a plot in the garden last year, grows tomatoes, peppers and watermelon in her plot, to name just a few items.

And in the garden around her, the group of gardeners is equally eclectic: grandparents, parents and children; individuals from Arvada, Wheat Ridge and Denver; first-time gardeners, seasoned veterans and those who fall somewhere in the middle.

“Some just throw seeds in the ground and see what happens,” said Meredith Quenzer, nutrition supervisor at Jefferson County Public Health.

“For the kids, it teaches them how to be adventurers and how to be patient.

I think it’s a good life lesson for everybody.”

“I wanted to eat healthier and do those recipes I’ve seen,” she said. “(The garden) is something I highly recommend. There are days I feel stressed out, and I’ll just come down and water everyone’s box. It’s very therapeutic.”

While many showed up to bring home some new ingredients, the gardeners say that what stands out most about the garden is the community.

“I want to benefit from it and if I can, I want to help other people with it, too,” said gardener Salwa Elishai.

Elishai and her daughter both have plots in the garden, often bringing Elishai’s grandchildren along to enjoy the space.

“We are happy to be here and to talk to everyone,” she said. “We can all know each other as a community.”

MacKenzie Keller agreed. Known throughout the garden as the owner of one of the most involved plots — her garden be is overflowing with more than 15 kinds of plants and is protected by metal trellises she built herself — the Arvada resident said she loves to share her knowledge with fellow gardeners.

“My whole life, I grew up on a farm,” she said. “People reach out to people who they think have more experience, and I’m happy to help. It can be challenging, but everyone really gets the hang of it.”

The garden is full for this season, Quenzer said, but will accept applications for next season starting in March 2020 on a first-come, firstserved basis.

Meanwhile, the garden is always hiring volunteers to keep the garden well-built and well-run until its cleanup in November. Prospective volunteers should contact Quenzer at (303) 271-5780.

“There’s so much education that can happen out there,” she said. “It really just is an eye-opener.”

Long-planned parkway on verge of being built Efforts, and opposition, Part 1 to 470 beltway go back decades Jefferson

BY CHRISTY STEADMAN Parkway CSTEADMAN@COLORADOCOMMUNITYMEDIA.COM For those who support the proposed four-lane toll road intended to close the gap between State Highway 128 in Broomfield and State Highway 93 north of Golden, it is a major economic and infrastructure boon.

For residents who live along the intended route, the Jefferson Parkway is an unwanted and costly disaster, threatening their environment and health, bringing noise and light pollution to their neighborhoods.

Regardless of those two divergent opinions, the Jefferson Parkway “is going to happen,” Arvada Councilmember Bob Fifer said during an April meeting.

“It’s just (a matter of) how do we shape it and how do we evolve it into something that doesn’t divide a community, but hopefully builds a community.”

A beltway that was never built The Colorado Department of Transportation (CDOT) first had the idea to construct a six-lane, 70-mph beltway of about 100 miles that looped around the entire Denver metro area in the late 1960s.

Proponents of the Jefferson Parkway feel the proposed tollway is needed to nearly complete the originally-envisioned beltway loop, while opposers argue that there is no demand for it.

“If the road had some redeemable values, I would be all in favor of modification,” said Jeff Staniszewski.

A resident of Arvada’s Leyden Rock area, Staniszewski’s community would be split in two if the Jefferson Parkway is built on its currently proposed alignment. He leads a citizens group called Movement to Stop Jefferson Parkway.

“Our approach has been, ‘you need to stop’ (because) nobody wants it. They have no data to demonstrate that people want the road.”

Parkway planners do want it though, seeing a growing need for the missing segment of the 470 concept.

“With the many transportation needs in Colorado, this is a way to get connectivity and alleviate congestion on other roads,” said Jefferson County Commissioner

Libby Szabo who serves as vice chair of the Jefferson Parkway Public Highway Authority (JPPHA). It “is an opportunity to Szabo address growth and connectivity without taxing Jefferson County residents.”

In terms of connectivity though, opponents of the parkway plan also have room to gripe — about 20 miles of roadway would be missing to make a seamless transition on the north end at the Northwest Parkway and on the south end, just north of Golden’s city limits. As currently proposed, the Jefferson Parkway would end about one mile north of West 64th Parkway and Highway 93. Drivers would still need to use Highway 93 and U.S. 6, travelling through several Golden stoplights, to reach C-470. On the north end, it would terminate on Highway 128 in the Interlocken area of Broomfield, a few miles away from the Northwest Parkway, separated by the Interlocken Loop south of the Denver Boulder Turnpike.

Three separate entities would have a role in completing the connectivity. They are the JPPHA, CDOT for the Highway 93 and U.S. 6 portion and the Northwest Parkway Public Highway Authority for the northern gap.

Parkway makes progress Planning for the Jefferson Parkway began in the early 2000s. But in its current form, didn’t get going until the JPPHA formed in 2008. The JPPHA currently consists of voting members who represent Jefferson County, the city and county of Broomfield and the city of Arvada; one non-voting member from the Regional Transportation District (RTD); and an executive director.

From 2008 to date, Jefferson County, Arvada and Broomfield have together funded about $12 million to the JPPHA. This money went

toward initial startup costs for the authority, as well as right of way purchases and various impact studies — environmental and traffic, for example. About $500,000 was spent in legal fees concerning the portion of the proposed Jefferson Parkway closest to Rocky Flats over environmental concerns. In 2012, Golden and the town of Superior sued to stop the U.S. Fish and Wildlife Service from transferring a 300-foot right-of-way to the JPPHA, but the lawsuit failed.

The JPPHA has requested another $7.5 million — $2.5 million from each governmental entity — for 2019. The county included this money in its 2019 budget, which was approved last year, and Arvada approved the funding in April. The decision from Broomfield is pending.

This money will help the authority pay for the selection process of the private partner for the parkway.

As of press time, Broomfield’s city council has tabled the issue and has not scheduled a meeting to discuss it further.

Ray said that assuming Broomfield does provide the funding, and the authority board approves it, details of the parkway plan will be posted on the JPPHA’s website later this summer.

Ground could break on the parkway in early 2020. It would take an estimated two years to build.

G Line flaggers to be removed RTD given permission from federal regulators for the change STAFF REPORT

After years at their posts, those flaggers at G Line train crossings are finally headed home.

The Regional Transportation District (RTD) obtained initial approval from the Federal Railroad Administration (FRA) to remove the crossing flaggers at all 16 atgrade grade crossings along the G Line, which travels from Denver Union Station through Adams County, Arvada and Wheat Ridge. The flagger removal comes after the final approval by the FRA and Colorado Public Utilities Commission (CPUC) that the G Line’s wireless crossinggate technology is “acceptable and effective,” according to RTD. The crossing gate technology was long considered unsafe, and grounds for delaying the opening of the G

While flaggers will no longer be stationed at each crossing on a routine basis,

RTD and DTP say they may bring flaggers back, if needed for public safety.

“This is another significant milestone for the G Line and the Eagle project,” RTD General Manager and CEO Dave Genova said in a statement. “Now that the flaggers will no longer be stationed at the grade crossings, we ask everyone to be our partners in safety.”

RTD and DTP urge all pedestrians, bicyclists and drivers to be aware of and obey all signs and safety alert devices at every at-grade railroad crossing. Warning devices such as gates, flashers and signage are in place for the public’s protection, and it is dangerous and illegal to disobey or disregard these warning devices.

“People should always look both ways before entering a grade crossing, and be aware that a train could arrive on any track from any direction at any time,” DTP Project Director John Thompson said.

“We can’t emphasize enough that there are dire consequences if people try to beat a train or are distracted while walking through a crossing.

Please be safe around our trains.”

Wheat Ridge resident Halley Gruber may “not be running a real 5K any time soon,” she said, but she’s fully prepared for Ralston House’s .5K Endurance Challenge coming up in August.

“I’ve been participating for more than 10 years,” she said. “You start to recognize people year after year. It’s a really fun event.”

Ralston House, a nonprofit that provides support and resources for children who have experienced abuse, is holding its 13th annual .5K Endurance Challenge. Though the event has occurred at multiple locations in previous years, this year’s event will take place in just one location at the Plaza at Belmar, 464 S. Teller St., raising awareness and funds for the nonprofit’s mission to stop child abuse.

The event begins on Aug. 10 at 9:30 a.m. with pre-race activities, including a pancake breakfast, face-painting and a safety fair put on by the Lakewood Police Department.

“It’s for all ages and all abilities,” she said. “As long as you can get off the couch, you can do our race.”

Gruber agreed, adding that her son, Montana, won the race’s youngest runner award last year, when he was seven weeks old.

“Fundraisers can feel very formal,

but this is a great way to get your kids involved,” she said. “This is handsdown one of the most tangible ways you can help change a family’s life for the better.”

Racers can register at ralstonhouse.org/race or can same-day register on-site. Registration costs $25 for adults and $20 for seniors and children.

Teams of four can register for $80 and teams of 10 or more can register for $180. Registration will cost slightly more for day-of registrations.

Action Center school supply event approaches in August Distribution will be ‘a great opportunity’ for students, community members

Jefferson County residents, district students and Colorado families in need have all been invited to the Action Center’s School Supply Distribution event.

Families will receive school supplies including notebooks, crayons and pencils at the event, which will take place at Stevens Elementary School, 7101 W. 38th Ave. The distribution will run from 10 a.m. to three p.m. Aug. 5 through 10. In keeping with tradition, Superintendent Jason Glass will join the event on Aug. 6.

“So many Jeffco families depend on the Action Center, and the value of seeing the kids’ faces light up as they pick up their supplies is immeasurable,” Glass said. “We are so grateful for the support from the Action Center.”

The Action Center has asked families to arrive on specific days based on the first letter of their last names, with a schedule online at the actioncenter.org. Friday and Saturday will be open to any families.

The Action Center accepts school supply donations year-round and is still taking donations for the August event, she said.

“Our biggest need is always character backpacks, like the ‘Frozen’ and

‘Avengers’ backpacks,” she said. “We also need colored pencils, pens and markers.”

She added that the center posts updated lists of needed supplies on its Facebook and Twitter pages.

Donors can bring supplies to the Action Center, 8755 W. 14th Ave., or send supplies to the center by placing an order on the Roonga site.

Eisenbraun said the event will provide students the tools they need for school and provide the community a chance to learn more about their neighbors.

For Arvada businesses, an upcoming opportunity could provide up to $15,000 for exterior improvements.

The Arvada Economic Development Association (AEDA) has opened applications for the Arvada Exterior Improvement Grant, a grant funded by AEDA and private sector investments.

Through the 50/50 matching grant, business and property owners may be awarded up t0 $15,000 per property, according to the AEDA website.

The grant will fund exterior improvements, such as façade or permanent landscaping, the site

said. While the grant money may also go toward maintenance, each business owner must list at least one material improvement on his or her application.

AEDA has invited property owners and businesses operating within commercial or industrial zones to apply. Home-based businesses and nonprofits are not eligible for the grant.

As I understand it, (I don’t have a lot of time for video games) these ratings are used within the game to determine how the game’s algorithms manHITTING age matchups within the game HOME itself. Supposedly, these ratings are based on player accomplishments and skills; in reality, these ratings are rather subjective.

Thus, when it was announced that the game Michael Alcorn rated the Denver Nuggets’ own Nikola Jokic a 90, which put him behind a few other prominent players who didn’t come in fourth place in the Most Valuable Player voting, Denver land got a little miffed. In fact, some of them expressed their ire to the makers of NBA2K20. Which is when the most post-millennial thing ever happened: the game makers responded by saying something to the effect of

“When Joker (his nickname) has 10k Twitter followers, he’ll get a higher rating.”

Huh? So, I understand that social media has an inordinate influence on the world these days. But, it seems a bit ridiculous to believe that somebody’s value in the world — granted, the virtual world of a video game — should be influenced or dictated by the size of their social media following. You can make an argument that Jokic, who is a brilliant basketball player but an, er, awkward athlete, deserves a 90, or a 92, or an 80. But the size of his Twitter following should have nothing to do with it.

Sadly, it’s not just the virtual value of someone’s skills that are dictated by their Twitter following. As part of my efforts to get a book published, I’ve sent out scores of what are called “Inquiries.” Every publisher and every agency asks writers to send “Letters of Inquiry,” which are read and sorted through by some junior agent. If any look promising, the junior agent passes them up to someone more senior, who whittles the pile further, and then takes the

Lots to learn about and experience at RMNP this summer

We enjoy thousands of acres, a short driving distance from the east side urban center, offering a massive variety of wildlife, plants, birds and environmental features. And we can take an active role in a drive-by view, group field educational classes or quiet personal time with reading materials. Where is this unique opportunity you ask? It is the Rocky Mountain National Park (RMNP), stretching over the Continental Divide between the communities of Estes Park and Grand Lake.

RMNP encompasses 415 square miles reaches 12,000 feet elevation alone Trail Ridge Road, and has 300 miles of hiking trails. The park supports 20,000 employees and offers an opportunity for 315,000 seasonal volunteer roles. In 2018 it was the third most visited park within the National Park system, welcoming nearly 4,600,000 visitors.

surviving “Letters” to the senior staff, who make a decision about publication or representation. The ability to write a good Letter of Inquiry is almost more important to publishing than actually writing. It is also, obviously, not a skill I have acquired yet.

But what is somewhat disconcerting to me about the whole Letter of Inquiry is that, while every agency has their own preferred format, they mostly follow a similar formula. They want your basic information, then a quick blurb about your story, and then, maybe, they want an excerpt of your story. The basic information always — always — includes a space for you to describe your social media following and whatever platform you may or may not have to hype your book on your own, independent of them. This comes quite a bit before you ever get a chance to show off your prose.

Like every other kid, I looked forward to summer vacation. Now I look forward to a vacation from summer.

Give me late September. Now.

There are two defined field areas for these programs, the east side (Estes Park, and the west side (Grand Lake).

Specific topics are scheduled on a continual weekly schedule throughout the summer. Examples of West Side Ranger Programs include Ron Hellbusch “Lions, Bears and Moose! Oh My!” It is a 45-minute talk at Kawuneeche Visitors Center each day of the week, at 2:30 p.m.; Mountain Wildflowers at the Onahu Trailhead held weekly on Sunday, Tuesday and Wednesday at 9 a.m..A must see program is the Colorado River Adventure Walk, set each Wednesday at 10 a.m., set at the Coyote Valley Trailhead. Given the Colorado River is the largest of the seven river basins that originated in Colorado, it often times becomes the center of coffee conversation when discussing western water issues. Another popular presentation is the “A Walk Backwards” that explores the park history when, in the 1920s,

there were many active ranches in what is now RMNP. This program is a two-hour event held at the Holzwarth Historic site parking area. A walking tour of that family ranch can follow the Rangers’ program.

The east side programs have equal appeal and visitor interest. East side highlights a variety of trails, both gentle and more challenging. Hikers regularly meet at the end of “Bear Lake Trail Road for just over a half mile of hiking to and around the beautiful and popular Bear Lake. “Lily Lake Trail” draws many hikers as well with its one-mile distance and mild elevation change. Learn about the park’s predominate wildlife, the elk, at the “Story of the Elk” scheduled every Monday at 10 a.m. a the Fall River Visitor Center, featuring a 30-minute ranger lecture and photo show. The bear has its own following at a 30-minute ranger program “Leave it to Beaver” every Sunday at 10 a.m. at the Fall River

And, I don’t think I need to really go into detail about the awful dangers to our republic of social media in the hands of overgrown children like Donald Trump.

I’ve written before about how much I like Facebook and the way it allows me to stay in touch with friends from a lifetime ago in far-flung places in the world. But I fear we may have crossed a Rubicon in the last few years. And, not in a good way.

How stupidly ironic is it that a video game may be the canary in the coal mine?

Visitor Center. Birders can look to the “Birds of the Upper Beaver Meadows,” which focuses on all the high elevation bird life in the RMNP. That program is scheduled 7 a.m. Tuesday through Friday each week and includes a gentle 1.5 hour walk at the Upper Beaver Meadows Trailhead.

There are dozens of other ranger programs, hikes, walks and learning experiences in the RMNP. The “Rocky Mountain National Park Newspaper and Trip Planner” offers a wealth of information and is available at park entrances on both sides. Alyss Caudill, 78 of Evans, passed away July 16, 2019 at UC Health of Greeley. Alyss was born October 26, 1940 in New York to Ellis and Katherine (Sawlell) Alexander. She married Lyle Caudill in 1960 in Denver, CO. He died in February of 1966.

Alyss lived in Wolbach, NE, Wyoming, Arvada and Evans, CO. She graduated from high school in 1959 in Big Piney, Wyoming and went on to attend college in Denver, CO. She worked as a bookkeeper most of her life. The last 10 years of her working career, she worked as a manager for the Marbleton Inn. SAKOWSKI

“We come every year. We like to dress up,” she said. “I think it’s the fantasy. People like to get out of their element.”

The family-owned-and-operated event has been running for 43 years, mostly at its location outside Larkspur. Jim Paradise is vice president and director of marketing while his father, Jim Paradise Sr., is the owner.

Paradise said it’s festival-goers like Periat and Baker who help add to the event’s allure, People aren’t required to come in costume, and in fact just a small percentage do, Paradise estimated. But they blend in with hired entertainers and make the fantasy more authentic.

There’s much more that goes into making the festival a long-standing success, he said.

“I think what makes it so appealing and gives us the opportunity to have it running for 43 years is the uniqueness of the event itself,” Paradise said.

That’s part of the magic of the Union Station Buskerfest, which will be entering its fourth year, Thursday, Aug. 1 through Sunday, Aug. 4 at the station, 1701 Wynkoop St. Performances COMING will begin at 5 ATTRACTIONS p.m. on Thursday and Friday, 10 a.m. on Saturday and 11 a.m. on Sunday.

“It all sounds a bit like found art — people just get off trains and busses and there’s a show happenClarke Reader ing right in the plaza,” said Maya McCoy, director of the festival.

“What’s wonderful is there’s no cover to get in. Street performing is really accessible to everyone.”

Inspired by similar festivals held in Europe and Canada, the festival highlights the unique talents of buskers — street entertainers who perform in public spaces to audiences around the world.

After sorting through about 100 applications, both local and international talents were selected for this year’s event. Participants include bucket drummer Peter Rabbit, acrobatic performers The Street Circus, escape artist Tianna the Traveller, comedy juggling all-star Sam Malcolm, world-champion foot juggler Peter Irish, human statue Paul Borillo and the Gora Gora Orkestar.

There will also be face-painters, giant puppets and stilt walkers roaming the plaza. Children who want to indulge their creative side can make crafts the nonprofit organization Arts Street.

“The motivation is to have a mix of local and traveling performers for visitors,” McCoy said. “We’re always trying to bring acts people have never seen before, so we can really surprise the audience.”

There will be special events as part of the festival, like the event kick-off on Colorado Day, which features a Grand Entrance of all performers and the introduction of two locally made giant puppets. The Gora Gora Orkestar will be doing a special performance at 8:15 p.m. on Friday, Aug. 2 and at 8:30 p.m. on Saturday, Aug. 3 there will be a group fire show to benefit Arts Street.

hen Christopher Baker wanted to propose to his wife, Rosie, he knew exactly where to buy the ring.

Both he and Rosie attended the Colorado Renaissance Festival in their childhood and teenage years.

They’ve continued the tradition into adulthood and now share it with their 3-year-old daughter, Athena — while wearing the engagement ring and wedding bands they bought from a festival craftsman.

The event is a special place to them, the Central City couple said, and buying their rings there added to the sentiment behind them. They also love the culture of fantasy and escapism created by the event.

On an early July afternoon, the couple sat at the festival wearing head-to-toe costumes with clothes they’ve acquired from event vendors over the years, looking back on their time within the village walls.

“It’s the only place in the state where you can walk around and see knights rubbing shoulders with storm troopers,” Baker said.

Rosie and Christopher Baker attended the Colorado Renaissance Festival on July 7 with their daughter, 3-year-old Athena.

The couple have attended for years and purchased their wedding bands at the festival.

Entertainers don’t merely perform from one of the grounds’ 10 stages but walk among the crowds in full costume and character to engage attendees. The royal court, including the festival’s king and queen, parade through the streets while families sip drinks and snack on turkey legs.

The permanent structures meant to resemble a 16th-century magical village are routinely remodeled, and the village as a whole was roughly one-third its current size at the event’s start years ago, Paradise said.

He believes the village in particular sets the festival apart from nearby, smaller Renaissance festivals.

“The difference and the advantage we have is we have created a very nice village for people to come out and really get away. We don’t have just tents in a parking lot or tables set up in a field,” he said.

The event, which this year runs on Saturdays and Sundays from June 15 to Aug. 4, draws an average of 200,000 people annually and employs approximately 500 people.

“The event has grown significantly over the years — we started with about 3,000 attendees and last year we reached about 15,000,” McCoy said.

“It brings us almost half a million dollars alone in sales tax revenue,” he said. “For years the town has been supported by the Colorado Renaissance Festival. They’re a huge economic impact to our community.”

Other revenue generators are limited in Larkspur, Cardenas said, although he expects pending projects like a campground and a travel center will boost the sales tax once the developments open.

In the meantime, Cardenas said, the renaissance festival continues to support the town financially, provides jobs for residents and nearby entertainment.

“It’s a huge benefit to the community. We’re so lucky to have them and I hope they never go away,” Cardenas said.

The festival shop where Baker bought his wife’s engagement ring more than five years ago is still there.

Owner Da-oud Thompson, while standing under a sign reading “Wedding Bands,” said the Bakers are not the only couple to buy engagement rings there. He’s known families that came to him for two or three generations.

“That really feels good,” he said.

RTD’s 50-year history builds path to future CEO says transit district considering new ways to get people where they need to go

A lot can happen in 50 years, and that is definitely the case in the world of transit. In the Denver area, the Regional Transpiration District — which launched in 1969 — has seen its share of new technologies, groundbreaking ideas, unrealized dreams and work still to be done.

But a half-century of offering mass transit options to the metro area is no small feat — one RTD is celebrating all through this year.

We connected with Dave Genova, general manager and CEO of RTD, to discuss RTD’s past, its current achievements and its future challenges.

Genova This interview has been edited for brevity and clarity.

Tell me about the 50th year of RTD — how is RTD marking the occasion?

We started in February by rolling

Additionally, RTD celebrated on its actual anniversary on July 1 by holding rider appreciation events in each of the transit agency’s 15 districts to thank the public for riding with us over the past five decades. RTD officially celebrated its 50th anniversary on Friday, July 12, with a party on Wynkoop Plaza in front of Union Station. The event featured RTD information, food trucks, music, a program with speakers and other family-friendly activities. And there will be more to come as the year continues.

How has transit changed in Denver since RTD first started?

When RTD first started, there were several different transit agencies operating in the Denver-Boulder area. On Sept. 7, 1973, voters in what was then the seven-county district authorized RTD to issue $425 million in revenue bonds backed by a half-percent sales tax. With that money, RTD began buying up the aging municipal bus systems that served Denver and its suburbs, such as Denver Metro Transit, Evergreen Transit, Northglenn Suburban and the Longmont Mini.

In 1994, RTD opened its first light rail line; in 2016 it opened its first bus rapid transit line and commuter rail line. This year, we launched the 61AV, an autonomous vehicle pilot program and FlexRide, an on-demand shared bus service where passengers have the ability to book a trip online. RTD has transformed transportation for the Denver metro region.

What, if any, were some predicted transportation changes that never came about?

RTD reviewed a variety of transportation options and one that comes to mind is Personal Rapid Transit, which was similar to the then-popular attraction at Disneyland. In fact, consultants to RTD suggested Denver could be a test ground for Personal Rapid Transit.

A 100-mile system of mostly elevated, “fixed guideways” was sketched in which driverless vehicles holding a maximum of 12 people would deliver passengers all around the metro area.

Early dreams included an underground subway segment downtown.

What would you say the focus of RTD should be for the next 50 years?

RTD is embarking on the process of reimagining RTD through our Transportation Transformation work which will kick off in July. RTD strives to continue to keep its finger on the pulse of the citizens in the Denver metro area, offering new services to better meet the needs of our tech-savvy and rapidly growing population. We will be developing the mobility plan for the future of the Denver metro region.

The Denver metro area has obviously seen some massive growth in recent years. Has ridership grown at a similar rate?

We have been experiencing increased ridership on commuter rail,

bus rapid transit, and so far this year on our fixed route bus network. Nationally, ridership has declined across the country mainly on bus services.

There are a variety of reasons: more people are working from home and they are using transit less and using their cars more and automobile access is better than ever before. RTD will be spending the next two years looking at all of the services we provide and how we can improve them through our Transportation Transformation initiative. That will help us determine what we can do to draw more people back to our services.

What are some big changes happening to popular routes as population changes and grows?

We assess all our services three times a year to ensure that we are providing the most efficient service that meets the needs of the community.

One of our most popular bus routes, the 15/15L, which has about 24,000 boardings a day, is getting a makeover right now. Updates include enhanced shelters with lighting and security cameras, queue bypass lanes, transit signal priority and bus bulbs that will improve traffic flow on East Colfax.

Also, we recently completed a bus rapid transit study to see what transit corridors might be viable options for that service in the future.

This year we are also embarking on a comprehensive analysis of our system, which will allow us to take a big-picture look at all our service and how we can make improvements to the system to accommodate the changing needs of the region. There will be an extensive community engagement process as part of the analysis which will be important in determining how we move forward.

In what ways is RTD hoping to improve over the next 50 years?

RTD hopes to continue collaborating with stakeholders, communities, businesses and regional leaders to innovate and integrate our services and continue to adapt to what our riders and non-riders desire.

What are you most excited about when it comes to the future of transportation in the metro area?

I’m excited about all the new technology that is making it easier for people to use our services. We have our partnership with Uber that allows passengers to purchase tickets in the Uber app; we also have a partnership with Lyft where folks can see our services in their app; we have our transit watch app that allows people to report any suspicious or unsafe activities seamlessly and easily. We are also excited about our 61AV route at 61st and Pena Station along the University of Colorado A Line, exploring autonomous vehicles; as well as our FlexRide microtransit service — an on-demand service where people can connect their first and last mile from select transit stations.

A big band named Little Texas will be playing a headlining show at this year’s Jeffco Fair & Festival.

Though all the band members live in the Nashville area, they make it out to Colorado about once a year to visit friends and family, said Little Texas’ drummer Del Gray.

“Being in Colorado in the summertime is beautiful,” he said.

Little Texas is a country band consisting of Gray, lead singer Porter Howell on guitar, Duane Propes on bass guitar and Dwayne O’Brien as acoustic harmony.

Everyone is an original member, Gray said, and they are celebrating 30 years this year, Gray said.

Concert goers will hear a variety of Little Texas music, Gray said, including all of their hits and songs from the 30th anniversary album, which should be released in the late fall, Gray said.

Attendees will also get to see the projects the Jeffco 4-H youth have been working on all year.

“All of their work from the entire

year gets showcased in one weekend,” said Josey Pukrop, the Jeffco 4-H youth development and livestock agent.

Their exhibits will range from cake decorating to rocketry, and sewing to photography. And, of course, the livestock shows.

About 335 youth participate in the Jeffco 4-H program, Pukrop said, and they’re scattered across the county.

The Jeffco Fair & Festival gives them the annual opportunity to catch up with friends they hadn’t seen in a while, as well as meet new friends in the 4-H program, Pukrop said.

“They’re able to come together for that week and form lifelong friendships,” she added.

Another attraction will be the Open Class displays, which will consist of items homemade by Jeffco residents.

The displays include baked goods, canning, horticulture, soap making, quilting, flower arrangements, photography and much more, Staving said.

“There’s a lot of creative people in our community,” Staving said. “It’s fun to see what other people make and create.”

Federal agency move could mean more jobs for Lakewood BLM’s state headquarters located within city STAFF REPORT

The government agency in charge of managing the millions of acres of federal land across the American west will be headquartered in Grand Junction, while the state office in Lakewood will see a surge in staff.

The move by the Bureau of Land Management (BLM), from its current headquarters in Washington D.C., was announced by Colorado Sen. Corey Gardner in a video he released on July 15.

“Today is a great day for Colorado and for Grand Junction,” Gardner said.

“This means that people will have a greater say, a greater impact on public lands decisions that have an impact on their community.”

Gardner had been vocal of his support for Gardner moving BLM’s headquarters west for several years. In 2017, Gardner and Rep. Scott Tipton (R-Colorado) introduced bills in the U.S. Senate and House, to have the Department of the Interior begin planning for such a move.

On July 16 he released a statement which said the agency’s move out west was great news for the state’s economy.

“Relocating BLM headquarters to Colorado is a natural fit with the agency’s mission and allows agency officials to be closer to the land and minerals they oversee. Colorado – and Jefferson County in particular – has a strong conservation record with public lands and open space,” Perlmutter said. “I look forward to welcoming them to Lakewood.”

The bureau, part of the Interior Department, oversees nearly 388,000 square miles of public land, and 99% is in 12 Western states. The lands are rich in oil, gas, coal and grazing for livestock, as well as habitat for wildlife, hunting ranges, fishing streams and hiking trails.

According to a letter from the Department of the Interior to the Congress, some 60 BLM employees will remain in Washington D.C., while 222 other current D.C. employee positions will be reassigned to locations across the west, including the new Grand Junction headquarters.

The agency reorganization letter indicates as many as 58 new positions could be headed to Colorado’s state office, which is located in Lakewood.

“Welcome to Lakewood,” said Lakewood Mayor Adam Paul in a statement following the news. “Lakewood has a

rich history of working with the U.S. Department of Interior and Bureau of Land Management and we are pleased that they will be entrusting us with more of their talented employees.”

The Jefferson County Board of County Commissioners and the Jefferson County Economic Development Corporation also praised the news.

“The transition of the headquarters to Colorado is an excellent example of the pragmatic approach the Bureau of Land Management is taking to manage its resources,” said Jefferson County Commissioner Libby Szabo. “It just makes sense to have the employees near the lands they are managing.”

The bureau is in the vanguard of President Donald Trump’s campaign to step up fossil fuel production on public land, and it has often been in the crosshairs of Democrats and conservationists who say the administration is more interested in mining and drilling than in protecting the environment.

Rep. Raul M. Grijalva, D-Arizona, chairman of the House Natural Resources Committee, attacked the headquarters move and noted that Grand Junction is not far from Interior Secretary David Bernhardt’s hometown of Rifle, Colorado.

“Putting BLM headquarters down the road from Secretary Bernhardt’s hometown just makes it easier for special interests to walk in the door

demanding favors without congressional oversight or accountability,” Grijalva said. “The BLM officials based in Washington are here to work directly with Congress and their federal colleagues, and that function is going to take a permanent hit if this move goes forward.”

The bureau has 9,000 employees, most of them scattered among 140 state, district or field offices.

Key details of the move were unknown, including how much it would cost, how many employees would remain in Washington and, most importantly, whether the move would have a significant impact on land management decisions or would be more a token of the administration’s plan to decentralize the bureau.

Colorado Gov. Jared Polis, a Democrat, welcomed the change but reminded the Trump administration that he and other Democrats want the president to do more to protect the environment and recreational access on public lands.

“Hard to think of a better place to house the department responsible for overseeing our beloved public lands,” he said in a written statement.

Interior Department officials have said they also considered Denver; Salt Lake City; Albuquerque, New Mexico; and Boise, Idaho, for the new headquarters.

Calling all tools — Day of Service volunteer day approaches

Jeff Fox of Golden believes that a little sacrifice of time to help out some neighbors provides a significantly big reward.

“It’s amazing when you serve, that you end up finding yourself just as encouraged as the one you’re serving,” Fox said.

Fox has volunteered at the Neighborhood Rehab Project’s annual Be-ATool Day of Service just about since its beginning in Golden nine years ago. Since then, the program has expanded to Arvada, Englewood and Idaho Springs. All four communities will mark the annual Day of Service on Sept. 7.

“I love it for several reasons,” Fox said. These include relationship building, working as a team, serving those in need and getting to make a difference in the community. “I especially enjoy working alongside the homeowners.”

During the Be-A-Tool Day of Service, hundreds of volunteers will help community members with various household projects including yardwork, deck/porch repair, ADA accessibility and some indoor tasks.

Volunteer sign ups open on July 28.

The ultimate goal is to keep people warm, dry and safe, said Brett Vernon, who has participated in Arvada’s Be-A-Tool Day of Service for the past five years.

The Be-A-Tool Day of Service is not a large organization coming in, and then leaving town once the project is completed, said Joe Anderson, who has also been involved with Englewood’s Be-A-Tool Day of Service since the beginning.

“It’s the joy of neighbors getting together,” Anderson said. “People enjoy coming together and helping.

And being a part of a community that really cares.”

Not only is Arvada High School’s Sports Camp free, “to me, it’s like Disney World,” said athletic director Dan Quaratino.

“We’re providing lifelong experiences that the kids will never forget,” he said. “You share this experience with everybody.”

The Arvada Sports Camp will be held from July 29 to Aug. 1, running from six to eight p.m. each night at Arvada High. The all-sports camp provides an opportunity for K-6 students to play a number of sports including volleyball, soccer and football.

“Some sports and clubs can be extremely costly, and our kids just don’t have many opportunities,” Quaratino said. “This is providing for our kids.”

Speed, stubbornness lead to wins at Mile High Nationals ‘I love this race track,’ says Greg Anderson after he notches his 92nd win

Anderson, the 58-year-old from Mooresville, North Carolina, drove his Summit Racing Chevrolet Camaro to a first-place Pro Stock finish for his second consecutive victory at the Dodge Mile High Nationals, held July 19-21 at Bandimere Speedway in Morrison.

He was one of four professional Mile High Nationals winners.

Steve Torrence continued his dominance of the National Hot Rod Association Top Fuel division by winning his eighth race of the season.

Tommy Johnson Jr. was the Funny Car champion as he won for the first time at Bandimere after getting to four previous finals in different classes at the track.

Andrew Hines secured his sixth Pro Stock Motorcycle victory of the season.

Anderson, a four-time Pro Stock .champion at Bandimere, admitted to wondering if he could ever win again since it had been a year since he won last season at the Mile High Nationals.

“I am very stubborn,” said Anderson, who notched his 92nd career win with his 10th straight win over Matt Hartford in the finals. “You ask yourself will I or can I win again.

Father time is tough, It’s not that you can’t have a life with some of these guys out there, it just becomes more difficult over the years to do it every time. I am still very blessed to be able to do this. It’s hard to win but we put it all together here without a doubt.

“I love this race track. I love Bandimere and love racing a mile high. It seems to be the best car I have each year. I consider this my best chance to win each year. I knew that coming into last year’s race and going into this year’s race. It was probably my

best chance but that doesn’t mean I don’t have other chances. It feels wonderful to get the job done. Everybody did a great job.”

Torrence and Clay Mullican both struggled with traction but things have been going Torrence’s way this season as he won the Top Fuel finals thanks to a superior elapsed time.

He has already clinched a spot in the Countdown to the Championship.

He tied legendary Don Garlits with 35 Top Fuel career wins.

“It’s very humbling to be mentioned in the same sentence with that guy,” Torrence said. “He pioneered so many things and he was the greatest. When you have a car as consistent as ours, sometimes you benefit. I relish these moments because they don’t last forever.”

“I’ve wanted to win here for so long because the Bandimere family is so great,” said Johnson Jr., who was racing for Make A Wish guest Porter Johnson who was the honorary starter of the races. “I came here for the first time as a kid with my Dad and they’ve always treated us well.”

Torrence was the top qualifier in Top Fuel. On July 19, he recorded a 3.738 elapsed time with track record speed of 330.31 mph, which was the first 330 mph run in Bandimere history.

That pride in the school’s culture prompted 97% of Columbine teachers to say they found the school’s leadership team effective and 98% to say they would recommend the school as a good place to teach and learn.

Dennison received similarly high scores, with 96% agreement to the first statement above and 100% to the second two — scores that are by no means easy to attain.

Few district schools saw 90% agreement or higher to these statements.

Some saw less than 25% of teachers agree that school leadership is effective, including Drake and Everitt middle schools.

However, 68% of teachers at Drake called the school a good place to work, and 97% called it a good place to learn.

At Everitt, those numbers were 50% and 59%.

Administrators at Everitt could not be reached for comment. Drake assistant principal Megan Madsen referred Colorado Community Media to the district communications department for comment.

‘Peeling back’ the responses Although results can be valuable for school leaders, the survey results are just “one piece in a body of evidence,” said Carol Eaton, the district’s data services director.

The district combines TLCC data

“with data from student and parent surveys, so we get those patterns (of) things that are in need or successes we can celebrate,” she said.

DU assistant professor Erin Anderson, who specializes in educational leadership and policy, likewise emphasized the importance of “peeling back” the results.

“If you laid out what you’re going to achieve and many of your staff members don’t feel you’re achieving it, that needs to be explored,” she said.

“You need to spend time and identify the problem area.”

For teachers who would like to see improvements made in their schools, there are a number of resources they can turn to, Flores said, including each building’s School Accountability Committee or the Employee Assistance Program.

He also encouraged schools to take the “opportunity to learn from each other.”

“The value our teachers have has allowed the community to grow for many years,” he said.

According to Christy and Olsen, the strong community at Columbine has been around for longer than either administrator has been at the school.

And after spending years in that community, the two have a pretty good idea of what goes into making a group of teachers and students into a family.

“Be really specific about your hires.

You’re looking for people who are passionate about kids,” Olsen said. “Help your teachers find something that’s going to make them happy.”
