Jeffco to seek second variance that would increase gathering limits COVID-19 cases continue to decline in Jeffco

As Jefferson County’s COVID-19 case numbers continue to go down, the county commissioners have instructed county staff to seek a new variance from the state’s current Safer-at-Home rules that would allow a swath of businesses ranging from movie theaters to libraries to reopen.

One of the primary requests the county is planning to make will be ask to substantially increase the limits for the number of people that can gather in a location to as much as 175 people inside and 250 people outside.

Jefferson County Attorney Kym Sorrells said county staff will ultimately determine how large of gathering size limits to request based on whether the county’s COVID-19 case levels are considered low-, medium- or highrisk under variance criteria recently released by the state.

When the county requested its first variance, which was granted on June 8, Jefferson County was considered to be in the high-risk category because it had seen 50-100 new cases per 100,000 people in the two weeks prior to submitting the variance (excluding cases associated with residential facility outbreaks). The county was granted a variance consistent with the high-risk category allowing up to 50 people in an indoor space and 125 in an outdoor space.

However, Sorrells said Jeffco was on the verge of being into the low risk category, which is defined as 25 or fewer cases per 100,000 people, which would allow it to apply for the higher variance.

Sorrells said the state has not specifically stated what constitutes a gathering so the limits are currently being treated as applying to any space where people gather, including restaurants and bars.

PAUL ALBANI-BURGIO “If we’re able to open up indoors to 175 people that should take care of a lot of the concerns we are hearing from restaurants,” said Sorrells. “We are hearing from restaurants that are like, I have a huge restaurant so being able to seat 50 patrons doesn’t help me. But if they could open to 175 people, then then I think that’s a different ballgame.”

Indoor restaurants and gathering spaces would still be subject to a 50% capacity limit.

The county will also ask for permission to open movie theaters, performing arts venues, libraries and bingo halls, all of which remain closed, at 50% capacity.

The variance request will also seek to allow spectators to return to local sports venues, including Bandimere Speedway. Sorrells said the city will seek a cap on the percentage of a

sports venue’s occupancy rather than a hard cap on the total number of spectators allowed.

“There’s been a lot of questions as to `well if you could have 125 or 175 or 200 person gathering outside then why can’t you have spectator sports is they can socially distance as well?’” she said. “How is that different sitting you know, in a stadium watching that versus sitting in an outdoor venue watching a church service and so?”

The other change the county plans to request include the ability for facials to be offered in the county (which would require a mask not be worn by the person receiving the facial).

The commissioners all expressed support for moving forward with the second variance request.

“We are hoping those (case) numbers are great and this is going to

However, Commissioner Casey Tighe said he also wanted his balance to reopen as much as possible with the need to keep case numbers low.

Any variance granted by the state will automatically be revoked if case numbers rise to a certain level.

“What people have to understand is, the more we relax these rules, the more likely we’re gonna fall backwards and everybody loses in that case,” he said. “So, I think we want to, try and get some accommodations for a few things, but I don’t want to go too crazy because I think that’ll hurt us in the long run.”

“While things are heading in the right direction, COVID-19 is still a threat and is still widespread in our community,” Johnson said. “We are certainly not out of the woods yet, and I can’t stress enough that we can’t let our guard down just yet — lives depend on it.”

The county planned to submit the variance request on or before June 19. The state typically takes 7-10 business days to make a decision on variance requests.

Homeowners Complain About Over-Solicitation by Agents, Buyers and Investors In this era of “Big Data,” there are companies which specialize in providing hungry real estate agents with the names and addresses of homeowners with high “sell scores.”

You can tell if you have a high sell score by how many solicitations you have received by letter, phone call, text message or email about selling your home.

If you bought your house in the last year or two, you have a low sell score and probably aren’t getting any such solicitations, but if you’ve lived in your house a long time and are of a “certain age” that suggests that you’re an empty nester, you probably get a lot of solicitations, especially from investors, but also from real estate agents who buy lists with your name, address and phone number.

And these parties don’t pay much attention to Do Not Call lists.

We real estate professionals can subscribe to an app called Forewarn which allows us to get your phone numbers, including cell numbers, just by entering your name and ZIP code. I have this app myself. It’s marketed to us as a safety tool to forewarn us about buyers with criminal records, judgments or liens, etc. so we’ll know not to show them a house because either they’re not qualified financially or they might be out to rob or assault us. To get that info, we simply

enter the phone number which appeared on our Caller ID, but we can also search by name and city or ZIP code.

In business, it only takes a small percentage of persons to “bite” to make the practice of oversoliciting everyone else worth the time and expense, so there’s little you can do to stop it.

However, here’s some practical advise on reducing those solicitations just a little.

Regarding text messages, replying with “Stop” should at least reduce follow-up texts, and if it’s a robo-text, the computer will probably reply instantly with “You’ve been unsubscribed.”

If it’s a phone solicitation, you can block the number on most cell phones.

On my iPhone, after I hang up, I find the number under “Recents” and click on the circled “i” at the right, scroll down and click on “Block this Caller.”

Many email programs also allow you to label an email as “junk” and to block that email address. In Outlook (which I use), the “Junk” designation is at the very left of the “ribbon” at the top of my screen, to the left of the “Delete” icon.

Of course, you can’t do much about letters and cards that you receive by mail other than to ignore and recycle them.

Many real estate agents arrange to be alerted every time a listing expires on the MLS, and if that happens to you, you

can expect to be inundated with calls, texts, letters and even door knocks from agents asking if you still want to sell your home and promising to do a better job than your previous listing agent.

There’s no way to avoid this onslaught of solicitations. Knowing that it’s coming, just prepare yourself to say “no” as politely as possible to the live solicitations and to respond that way to text messages. It will only last a few days.

If, however, your listing is “withdrawn” instead of “expired” on the MLS, it’s illegal and unethical for any agent to solicit you. That’s because the definition of “withdrawn” is that your home is subject to a valid listing agreement but merely withdrawn from the MLS. Note, however, that when the expiration date

of your listing agreement arrives, the MLS will automatically change your listing status from “withdrawn” to “expired,” and the onslaught of solicitations will begin.

I don’t want to end this article without assuring you that none of the agents at Golden Real Estate engage in the kinds of solicitation described above. Thanks to our form of advertising (this ad), we depend on prospects contacting us more than us soliciting you. Arvadans fighting over who will be taking the ‘giving table’ Lawsuit concerns alleged trademark infrigement, slander

An Arvada woman who started a community giving table is being sued by another resident who claims the woman’s table infringed on his trademark.

Resident Julia Walker created what she called “The Giving Table” in a March Facebook post, hoping to help others during the COVID-19 pandemic, she said. At the table, residents could drop off or pick up certain items including food, pet supplies, hygiene items and others at Secrest Elementary on Sundays starting March 22.

“My best guess on average is that we helped at least 50 households (every Sunday) at the beginning,” Walker said. “On May 3, we had from 100 to 150 households. I had so many people dropping donations off.”

Those who donated were other Arvada residents, like Andrea Nordgren, who said she has donated to the table and liked the charity effort for its straightforwardness.

“People can just donate and people can just pick up. It’s a very direct way to give to the community,” she said.

“The simplicity of it is very powerful and very needed.”

Partnership becomes a lawsuit By mid-April, Walker had run six events using the name The Giving Table and said the charitable effort was starting to gain momentum. She created a Facebook page for her event on April 19.

Walker’s page eventually received messages from Arvada resident Joshua Rodriguez, a former city council candidate and director of One Arvada, a nonprofit supporting homeless youth.

One Arvada is a registered 501(c)3 with hundreds of followers on Facebook.

“I would like to help with running ads and get people to come out strong,” Rodriguez’s messages read in part. “I think this would be a pilot program and would like to see it grow and have other folks set up tables.”

The two agreed to have Rodriguez accomplish this, with Walker creating Facebook events and adding Rodriguez as a host for the events. Meanwhile, Rodriguez promoted Walker’s table on his charity’s page.

Social media posts from April and early May give the impression that the partnership was working as intended.

But within a few weeks, Walker said she began to feel the two had different visions for the table.

She questioned the fact that posts on the One Arvada Facebook page advertised Walker’s event and then asked for donations. As of June 16, One Arvada had posts on its page showing it had received $65 in donations, but Walker says those funds were never given to Walker and Rodriguez never brought items to her giving table.

later said “I did (incur) expenses for these events and will use donations for reimbursement.”

Walker said Rodriguez never went into detail about what those expenses might be.

Rodriguez told Colorado Community Media he would not comment on his relationship or actions regarding Walker’s table because of the pending lawsuit.

Further differences in vision came about when Rodriguez coordinated for the Action Center to donate to the table. Walker pre-approved this but because the center’s method differs from her own — for instance, the center asked families certain questions before it was able to provide them with donations — she decided that while she appreciated the partnership, it “deviates too far from what I’m doing with my event,” she told Rodriguez in a message May 18.

Walker told Rodriguez that starting with the next table event, she wanted to run the table alone again. She also asked him to stop posting flyers for her event on One Arvada’s page.

According to Walker, Rodriguez agreed but did not stop using #TheGivingTable in his posts. Two hours after Walker’s message to him, he used the hashtag in a May 18 post about Walker’s event. He also used the hashtag in a May 20 post about a Jeffco Schools food distribution event.

Walker insisted that he stop using

the hashtag on May 18, saying he was leading others to believe when they donated to his Facebook events, the money was buying donations for Walker’s table.

Also on May 18, Rodriguez registered with the Secretary of State’s Office for the trade name “#thegivingtable.” On May 19, he registered for trademark “the giving table” and messaged Walker asking her to take down her Facebook page.

“He filed for my name and turned around and told me I’m not allowed to use it anymore,” Walker said.

Rodriguez also asked her to take down what he called “slanderous” Facebook posts, such as one she posted in the Arvada Neighbors group that said in part “The Giving Table is solely organized and ran by me. Any donations should only come to me or (be) directly dropped off at the table.

(One Arvada) nonprofit and Joshua Rodriguez have absolutely no right to be misleading any of you.”

May 19, Rodriguez sent Walker another message saying he would sue her if she did not do as he asked.

The same day, May 19, Walker filed the paperwork to formally register a nonprofit called The Giving Table, partially motivated by the continuing community support the table has received from a large number of Walker’s neighbors.

called Jeffco Angels, said she has gone to every event hosted by the table and has donated because she believes in the cause.

“It was just so awesome to see. The most important thing the giving table offers is no judgment in asking for help,” she said. “People look forward to it every week. It’s been a shining light in our darkest days.”

While Walker was working to continue her table efforts, Rodriguez filed a legal complaint in district court on May 26.

The complaint alleges that Walker’s “slanderous remarks have diminished One Arvada’s ability to use the trademark #thegivingtable effectively”; that she has illegally used his trademark; and that she has posted slanderous claims that have hurt his and his nonprofit’s reputation.

He also alleges that the logo she created for her nonprofit, which uses a hand-drawn heart, was created in retaliation as a “copy-cat” of One Arvada’s logo, which includes a heart in the middle of the image.

Rodriguez has requested $100,000 in punitive damages and ownership of Walker’s organization’s Facebook page and logo. He has also requested a court order that would require Walker to stop using the trademark and take down her social media posts that mention him.

Ongoing efforts In the meantime, Walker and Rodriguez have both been working to keep their efforts going.

On the One Arvada social media accounts, Rodriguez created multiple posts in May and June using #thegivingtable and providing information to help combat food insecurity. In comments on these posts, Rodriguez has continued to advertise that “#TheGivingTable is a One Arvada project to promote more folks to start a giving table like Julia’s.”

Walker said she is also determined to continue helping the community even as she has made several adjustments related to the lawsuit.

June 10, she changed the name of her organization to Hope, Connection and Community or HCC. Prior to that, she became unable to find a location to host the table — Jeffco Schools closed its sites for COVID-19 and other locations told Walker they could not allow her to host the event at their sites, worried about possible legal trouble, she said.

Walker transitioned the table into a virtual offering, asking residents to message her with their needs and pick up items from her home.

The transition has cut the number of households she serves each Sunday to around 30, but Walker said she hasn’t let the setback stop her from making plans for growth. She aims to continue running her organization, is running a bike drive through HCC and hopes to hold community events when health restrictions are lifted.

“Those people who never (were in need) all of a sudden got put into that category, but with the table, they have reassurance and a place to come,” Walker said. “It’s included everyone from all walks of life.”

Jefferson Parkway in months-long standstill

Broomfield withdrawal and health report on pause during pandemic

The city council of Broomfield — one of three entities who formed the original Jefferson Parkway Public Highway Authority (JPPHA) more than a decade ago — unanimously voted to withdraw from JPPHA on Feb. 25. And four months later, the city is still waiting to hear back on how exactly it can withdraw.

Broomfield, Arvada and Jefferson County have been working together as the JPPHA to design and build the Jefferson Parkway, a proposed toll road that would run through northwest Arvada and connect state highways 93 and 128.

But Broomfield recently chose to withdraw from the project because of concerns over the road’s proximity to Rocky Flats, a former nuclear weapons plant near Indiana Street and W. 120th Avenue.

Dozens of residents asked the Broomfield council to withdraw from JPPHA, fearful that construction of the road would stir up leftover plutonium in the Rocky Flats area, putting the public at a greater risk for developing cancer.

Prior to that, JPPHA had begun conducting a soil study in May 2019 to verify the proposed route was safe to build through. JPPHA reported one sample to the Colorado Department of Public Health and Environment, or CDPHE, which tested for 264 pCi/g of plutonium, while the established safety standard is 50 pCi/g.

The sample was tested a second time with a result of less than 2 pCi/g. All samples have since been tested with no additional potential hotspots found.

While the CDPHE had been planning to issue a final review of the study in the spring of 2020, it has informed JPPHA that “present circumstances (the COVID-19 pandemic) have put the Rocky Flats soil sample review on a lower priority for the state,” said JPPHA’s executive director, Bill Ray, in a May email.

But even with the second test of the noteworthy sample coming back at less than 2 pCi/g, the Broomfield city council’s concern over the safety and environmental impacts were too great for the city to stay in JPPHA. Before the Broomfield vote, JPPHA was waiting on the results of the soil study, after which it planned to proceed with the process of choosing a private partner to build the road. Construction was expected to begin some time after the partner was chosen.

The day after the Broomfield council’s decision, a JPPHA statement said the authority planned to “contemplate the next steps for the Parkway” in light of the withdrawal.

Meanwhile, the pandemic has caused delays in Broomfield’s withdrawal process, said Broomfield’s mayor, Pat Quinn.

COURTESY OF GOOGLE MY MAPS had a chance to come back to us with what their terms of withdrawal are,” he said. Those terms could be financial, “they may ask for right of way considerations … I don’t know what they could ask.”

The authority’s establishing contract gave each of the three entities the power to withdraw from JPPHA, but “unanimous consent of the board is required for approval,” the contract says.

“No such termination, dissolution or withdrawal shall be effective until and unless satisfactory provisions have been made to discharge all the obligations of the Authority … in a manner that will protect the rights and interest of the holders of such obligations,” it continues.

Arvada’s communications manager, Ben Irwin, said discussion around terms of withdrawal for Broomfield have been on hold during the pandemic. However, the city expects its negotiations with Jefferson County and Broomfield to resume in the coming weeks.

Jefferson County Development and Transportation Director Jeanie Rossillon likewise said the decision could move to the top of the county’s to-do list in the near future.

“There is no timeline on the withdrawal, but during the next few months, staff will be working on some ideas that will be satisfactory to all parties so that unanimous decision can be made,” she said.

Regardless of the terms, Broomfield still plans to end its participation in JPPHA, Quinn said.

He highlighted the city’s under-

standing of the current circumstance and its impacts on negotiations; but he added there is a sense of urgency for the city to finalize and prepare for the impact of its withdrawal.

“We know there are amounts we owe,” Quinn said. “They need to put these numbers out there so we can have a business discussion with them.”

New look for Olde Town Some streets closed to help restaurants, shoppers spread out Beginning June 12, the Business Improvement District in conjunction with the city closed some portions of Olde Town streets to give businesses a jumpstart as the effects of COVID-19 continue.

Signs now block off Grandview Avenue from Olde Wadsworth Boulevard to Webster Street and sections of Olde Wadsworth Boulevard from Grant Place to Grandview Avenue. Downtown Westminster still on pace Some construction delays due to social distancing but overall schedule on track

While COVID-19 kept most of the businesses in Downtown Westminster closed for several weeks, construction crews managed to keep busy.

“What we’ve seen is that because of social distancing requirements have slowed construction a little bit — not a lot.” City Economic Development Director John Hall said.

For example, work on the 125-room boutique Origin Hotel has been pushed back, from August to October 2020. That hotel, near the Alamo Drafthouse Cinema, is still planning to house and Tattered Cover Bookstore

when it opens this fall.

“We’ve seen the general contractors kind of dividing projects in half, a north portion and a south portion, and workers are required to distance based on what portion of the project they are in,” Hall said. “That’s meant having fewer contractors on-site at any one time, and that has slowed construction schedules a bit.”

The hotel is part of the overall redevelopment for the 105-acre site that housed the Westminster Mall, between 88th and 92nd and Sheridan and Harlan. The city has been working to redevelop the site since the mall itself was torn down beginning in the summer of 2011, leaving the JC Penney’s, Olive Garden restaurant, a bowling alley and dental offices.

“I don’t think it’s been traumatic and it’s a trend we are seeing across the region,” he said. “It’s not something unique it Westminster.”

A construction crane towers over Downtown Westminster, part of the 226-unit Aspire Westminster housing development. Work on several projects in the area has continued during the COVID-19 shutdowns, but some projects have been delayed a few weeks.

SCOTT TAYLOR ficials broke ground on the Eaton Street Apartments in Dec. 2017, a mixed retail and housing project with 118 affordable apartments, that joins construction of developer Sherman Company’s 255 residential unit Ascent project along 88th Avenue that began Aug. 2017. The Eaton Street Apartments, now called 8877 Eaton St., opened in July 2019 with 118 residential apartments and 27,000 square feet of retail. Works also continues on the 255 apartment Ascent project and space for eight retail businesses.

Developers are working on two office projects, totaling 650,000 square feet of space, to Downtown Westminster. Design of the first office building is well underway and will include groundfloor retail with six to seven stories of office above. The building will be located in the heart of the 105-acre redevelopment site, which is already home to Westminster’s Alamo Drafthouse and 600 residential units that are open or under construction.

Downtown Westminster can include

a total of two to four million square feet of office when it is built out.

JC Penney Hall noted that Westminster’s JC Penney, one holdover from the days of the Westminster Mall, did survive the parent company’s bankruptcy. The company announced plans in June to close 30% of its retail outlets with at least 154 closing this summer. That list includes stores in Durango, Fort Collins, Greeley and Montrose.

“They have now reopened and we are pleased about that,” Hall said.

“Another thing that’s important, we understand the Alamo is targeting a mid-July re-opening.”

But he doesn’t know how that will look.

“That will depend on public health orders in place at the time of the opening, combined with the physical layout of the interior of the theaters,” he said. “I’d assume there’ll be chairs between people required to be vacant, but I can’t provide specifics.”

Jeffco school board adopts budget without drastic cuts STAFF REPORT

The Board of Education unanimously adopted the school district’s 2020-2021 budget on June 17, finding the budget balanced without the drastic cuts the district expected just one month ago.

However, district officials and board members have been quick to emphasize that large budget cuts are almost certain for 2021-2022.

By June 17, the School Finance Act had made it through the House and the Senate and detailed about $30.6 million in state cuts for Jeffco this year after

some reductions are absorbed by charter schools.

Jeffco is also expecting about $42 million at the least in CARES Act funding.

Though some of those funds can only be used for specific purposes related to the pandemic, the district’s financial team has found a strategy to ensure all of the funds are put to good use.

Chief financial officer Kathleen Askelson proposed that Jeffco use about $20 million on some of last year’s COVID-19 expenses. This would essentially give the district an extra $20 million in its reserve fund that can be used to

offset the millions of dollars in cuts for the coming year.

The remaining $22 million in CARES Act funding will go to expenses in the coming school year.

The use of CARES funding coupled with other changes in revenue and expenditures leaves the district in need of $1.3 million to balance the budget.

Askelson previously told Colorado Community Media that while district reserves could be used for this purpose, Jeffco is also expecting more coronavirus aid money that could cover this cost.

board members and community members to expect amendments to the budget throughout the year, as so much of the financial future is currently uncertain.

In the meeting, Askelson also highlighted that because CARES money will likely not be issued next year, the district will need to rely on 2021-2022 budget reductions to make up for the loss of $30.6 million in state funding.

The board said it hoped to continue working with the district’s Community Budget Advisory Committee to determine what those future cuts might be.

Jeffco elementary students can return full-time next school year STAFF REPORT

In a June 18 letter to staff members, and announced later to the public, Jeffco Public Schools announced that all elementary students will have the option to return for in-person learning five days a week next year.

Until the June 18 letter, Jeffco was considering asking students to attend in-person just one or two days a week to limit the spread of the coronavirus. That plan, called the “hybrid model,” would have

had students spend all other school days online while staying at home.

Back at a June 4 Board of Education meeting, staff members including deputy superintendent Kristopher Schuh said the district was exploring the possibility of bringing elementary students back for full-time in-person learning.

Several other countries have brought groups of elementary students back full-time and found some success; further, having elementary-aged kids in

school five days a week would ease the community’s childcare concerns, Schuh said.

The June 18 letter indicates that the district has now committed to bringing elementary students back full-time.

“We will be restoring a 100% in-person option for elementary (PreK, K-5, and K-6 buildings) students, along with an all-remote learning option for families to choose,” the letter said.

“We will be putting in place numerous public health provisions so that we can protect

the health of our students, staff, and community as we reopen schools.”

The letter also stated that the start of school in the district would be moved to the week of Aug. 24, instead of the previously scheduled start date of Aug. 18.

“The new school start date is intended to provide additional time for teacher planning, professional learning and school preparation,” the letter said.

Jeffco Board of Health, JCPH declare racism a public health crisis Board says it will take steps to address racial inequities in county public health STAFF REPORT

Structural and systematic racism are a public health crisis declared Jefferson County Public Health and the Jefferson County Board of Health in a resolution passed on June 16.

According to a statement from the organizations, the resolution is a response not only to the need for action within the Jeffco community, but also an answer to a call-to-action for all institutions, such as public health, to work harder in the fight for equity and justice for all Black, Indigenous, Latinx, Asian and People of Color.

Jefferson County Board of Health President Greg Deanleau said those on the board have felt a range of emotions in the past few weeks ranging from “anger to grief to the need for change.”

“The convergence of recent events — the novel coronavirus which has disproportionately affected People of Color and further racial injustices — have catalyzed a need for action,” Denleau said. “With this resolution, we

are asking JCPH to look at the ways in which public health can have a direct impact on racial equity in Jeffco and make important strides for and with the People of Color in our community.

We know that this work is too crucial to delay — injustice has already cost too many lives.”

According to the release, the resolution tasks JCPH with making several efforts that its leadership has committed to. Those efforts include: Assessing internal policies to ensure racial and ethnic equity Develop policy platforms which address systemic racism and injustices Actively engaging people and communities of color affected by disadvantage and poverty to alleviate harmful conditions in which people live, work and age Enhancing data collection and analyses that produce a justice-informed

community health needs assessment and community health improvement plan.

Mark B. Johnson, the Executive Director of JCPH, said JCPH must tackle the issues that affect people’s health upstream, including racial and social injustices, and strike at the systems that perpetuate those injustices to build a better, more equitable world for people of color.

“This kind of work is hard, and it means addressing our own culture within the walls of JCPH as well as working authentically with our community to make Jefferson County the best place possible for all its residents,” Johnson said. “But no matter how hard the work may be, it’s the right thing to do. At JCPH, we are committed to equity and justice and denounce racism, hatred and discrimination in all its forms.”

Colorado spared more budget cuts for now

No further budget cuts are immediately necessary as an economic forecast from the Polis administration shows a series of tax changes approved by Colorado lawmakers generated enough revenue to pre-

serve the state’s slim budget cushion.

Gov. Jared Polis’ office says a new economic forecast shows that tax revenue will allow the state to carry a reserve slightly above the $300 million required for next fiscal year’s $30.3 billion state budget, but warned that Colorado’s finances remain tenuous. If tax revenue drops by half,

state law forces the governor to slash spending, which historically takes the form of state employee furloughs or pay cuts.

“The minimal reserve requires very careful management,” said Lauren Larson, the governor’s budget director. “A small reduction in our forecast could require midyear (budget cuts). We will be watching that closely.”

The new numbers provided a glimmer of optimism in an otherwise dismal budget year in which lawmakers spent $1.4 billion in discretionary dollars less than the prior year. The true budget cuts for the 2020-21 fiscal year that begins July 1 were closer to $3 billion when factors such as inflation and growth in demand for services were factored into the equation.

The state’s economy is beginning to rebound, but the depth of the current recession means there is more financial hardship for the state ahead. Many of the dollars Colorado lawmakers used to balance the budget this session were one-time tools, and new estimates from legislative economists suggest they will need to find about $1 billion in cuts or new revenue to maintain spending next year.

“We are not out of the woods yet,” Sen. Dominick Moreno, a Democratic budget writer from Commerce City, said. “COVID-19 remains a real threat to our communities and the economic impacts of the shutdown will have dire consequences for years to come.”

Looking ahead to the fiscal year that starts July 1, 2021, the Polis administration is asking state agencies to cut their budgets for the new fiscal year by 10% — on top of the 10% or more they cut for the coming year’s budget. The administration is hoping for more federal dollars to blunt the impact.

“It’s drastic and dire,” Larson said of the additional anticipated cuts.

funds come through and we don’t need to actually end up proposing … such a large reduction. But because we don’t know where that’s going to end up, we need to have departments be planning accordingly.”

This year, lawmakers managed to spare more cuts with legislation at the end of the session to repeal a handful of tax breaks approved in the federal stimulus bill that applied at the state level. The move generated $180 million in additional revenue for the state.

The CARES Act also allowed taxpayers to file amended returns from prior years to deduct additional business losses. But in early June, the state Department of Revenue approved a little-noticed emergency rules to disallow amended state returns because it could result in potential revenue deficits in prior years. The change means the state can keep a projected $185 million in tax revenue it otherwise would have returned.

Golden Giddyup race canceled after JCOS asks for changes to event Giddyup will evolve into an advocacy organization but trail work will continue

A popular annual Golden event will not continue, and its organizers say its not COVID-19 that’s behind the cancellation.

Instead, the organizers of the popular fall Golden Giddyup mountain bike race say they have decided to stop putting on the race because of changes Jefferson County Open Space has made changes its policies for events like the Giddyup that the organizers concluded made it impractical to continue the event.

On June 11, Golden Giddyup Executive Director Jeff Watrobka, sent an email to the Giddyup’s email list announcing the closure, which he said is the end result of a process that began after JCOS leadership requested a meeting with Giddyup organizers the week after last years.

Watrobka said the organizers were informed at that meeting that JCOS was implementing a new form of cost recovery for staff time and would now be charging the Giddyup for 150% of the cost of staffing the event, approximately $27,000, although JCOS said the figure was actually $9.000, which is just a portion of what they say is the $20,000 cost of staffing the event.

JCOS staff also told the Giddyup’s organizers that they were only willing to close one park to host the race, rather than the three that had historically been closed. Finally, Watrobka said the county told the Giddyup’s organizers to submit a new application for the event by October 1, which was roughly two weeks away.

Matt Robbins, JCOS Community Connections Manager, said JCOS instituted the cost recovery program last year in order to ensure that “groups who receive a specific benefit through use of JCOS property pay a proportionate amount of the cost.”

According to Robbins, JCOS decided to limit the Giddyup to one JCO park in part because it felt it couldn’t justify closing three of the system’s parks on a busy fall weekend for an event that attracted 450 participants last year. At the same time, reducing the number of parks would also reduce the amount of staff time required, particularly if the event could be moved away from North Table Mountain where a large amount of staff is required to ensure people are staying off the trails during the race.

“We continued that conversation and said that we believe that based on the number of riders and participants they had and based on the amount of resources we could do if we could scale that back to one park, we could scale them from as many as 20 staff down to perhaps four staff,” Robbins said. “We were hopeful they would agree to that.”

The process further broke down when Team Giddyup submitted three applications for park closures for the event. The first requested the closure of all three parks that had been closed in the past, another requesting the closure of just White Ranch Park and North Table Mountain Park and the third for just White Ranch Park. JCOS, however, rejected all three of those permits and instead wrote a new permit for just Apex Park, which also limited the closure to eight hours.

For Watrobcka and the Giddyup team, that arrangement just didn’t make sense as it would mean a reduction of 18 miles of trail from the race’s traditional route and the loss of options for novice riders as well as the added the added staffing costs.

“It felt a bit like we were being told to get lost… right? “ Watrobcka wrote in the email.

Robbins, however, fervently denies that charge.

“We fully understand that they are frustrated but by no means is that the case,” Robbins said. “People may interpret that from reading the posts from on their social media page, but that’s not our intent at all. We need to be responsive to all visitors and all visitor types and so we move forward thinking there’s no question that the folks who participated in this care deeply about the community as do we so we absolutely hope we can find some common ground and move forward.”

For Chris Scheiffer, a regular participant in the Giddyup, the situation is disappointing not only because it means the end of the race she loved but also the further deterioration of the relationship between Team Giddyup and JCOS. “There have been many examples of the Giddyup coming to Jefferson County Open space as an organization and as a partner proposing plans that would enhance the entire outdoor community experience and providing executable action items

Such trail improvement efforts have been central to the Giddyup race, which was created to celebrate the work volunteers with Team Giddyup have done to improve JCOS trails since the group was founded to bring together volunteers to improve trails after the 2013 floods.

But while Watrobcka said in the email he’s frustrated by how the Giddyup was handled by JCOS given the groups contributions to its trails, he said that won’t stop the organizations efforts to improve them although the Giddyup’s trail team will now be absorbed by the Colorado Mountain Bike Association.

Team Giddyup, meanwhile, is evolving into the Giddyup Trail Alliance, an organization oriented around advocating for the interests of mountain bikes and outdoor recreation in Jefferson County.

“We need consistent representation in local government if we hope for any real change in trail access, development and management,” Watrobcka said. “The COVID-19 pandemic has made it ever more clear that citizens seek outdoor recreation as an “essential need,” and we believe we need more trail and better management strategies in our parks to provide that need while keeping people safe and healthy.”

Lives still being wasted for the sin of slavery HITTING HOME

od punishes us for our sins.

I am an amateur student of history, particularly the American Civil War. This, of course, I had to pick up entirely on my own, as 12 years of public school, four years … never mind. Another rant, another day.

One thing I come away from every new venture into the Civil War is this: the American Civil War was not won by the Union — it was lost by the Confederacy. The Civil War is not to be studied for brilliance of tactics and clarity of execution; it should be studied for the random foolishness of and, sometimes, outright stupidity of its generals. For example: the turning event of the war was, arguably, the

Battle of Gettysburg. For three days in early July — yep, next week — in a field in southern Pennsylvania, the Army of Northern Virginia under the leadership of the foremost military tactician of the day, General Robert E. Lee, did battle with the Army of the Potomac under the leadership of General George Meade. On paper, it was a huge tactical mismatch — akin to Mike Shanahan going into a Super Bowl against a team coached by Vance Joseph.

But, in one of those bizarre events best explained by Providence, General Lee screwed up. Massively. First of all, he staked out the ground without his best cavalry, which, at that point in the war, was the equivalent of his reconnaissance and military intelligence.

Trash choice chucked It’s a sad day in Arvada! It’s A sad day when one council member thinks the public is not smart enough to understand the problem because it is too complicated; I guess ignoring the fact that it has been discussed and cussed for a year. Coupled with this was the fact that it would take time. It’s a sad day in Arvada when our freedom to choose has been unnecessarily limited. (Of course, we can have that freedom if we pay $5.13 per month.) It’s a sad day in Arvada when council seemed to favor misinformation. I don’t see nine different trash trucks running around through our neighborhoods. Besides that; the weather in Arvada and the expansive soil create “pot holes” before the trash trucks get a chance. This whole issue was a solution hunting for a problem that did not exist.

Mack Pullen, Arvada Would have been nice I would like to thank Mayor William, and council members John Marriot and David Jones for voting to allow citizens to have a voice in the trash hauling debate. The despicable action of council members Bob Fifer, Dot Miller, Nancy Ford and Lauren Simpson in denying the public their democratic right to vote on such a controversial decision will be remembered by the public and their removal by petition and vote I would expect will shortly follow. After speaking with some of them it does seem that they acted on their own needs rather than allowing the citizens the right to make their own decision. There may not be totally correct answer, but wouldn’t we all respect the vote of the majority on this matter? The Arvada City Council could easily revisit this and give our citizens

the right of decision that they deserve on such an important matter.

William F Hineser, Arvada Waste hauling with Republic The contract calls for three tiers of service based on container size (11.50, 15.70, 19.90). The rates are reasonable and include recycling every two weeks. They will charge for excessive trash at $2.50 per bag. The service calls for a collection once in the spring and three times in the fall. Yard waste will be accepted and large items (mattresses, water heaters etc.,) for a fee $15. A collection site will be designated. The containers for trash collection and recycling will be purchased by the city and turned over to Republic at a cost in excess of $1 millions. This will be billed by Arvada and the proceeds less costs will be turned over to Republic. This fee is not optional.

HOA home owners will also be charged.

Its not clear wether that will be the $5+ fee, .88 cents is mentioned? Spring and fall collections will be there for them too.

Many people will not use this service costing them $60+ per year. They may not have the need, made not have the means of transport, or may not have the health to utilize this service. The price is questionable because the user of Republic services should pay their equivalent share. Their rate doesn’t reflect this. The fee appears to be a coercion to encourage people to use Republic at the expense of other vendors?

Lake Superior State University, located in QUIET Sault Ste. Marie, DESPERATION Michigan, has hosted an annual List of Banished Words from the Queen’s English for Mis-use, Overuse and General Uselessness for the past 45 years. I thought it was Craig Marshall about time we had one around Smith here.

You submitted “no problem,” “usual suspects,” “new normal,” “social distancing,” “tone deaf, “influencer,” “essential,” “synergy,” “these ones,” “marginalized,” “outlier,” “right-sized,” “downsized,” “vibe,” “Seriously?,” “I know, right?,” “it is what it is,” “if memory serves,” and “snollygoster.”

Although “snollygoster” isn’t truly misused or overused, the history lesson Ann McWhite, Arvada, provided warrants a mention. “German immigrants described a mythical beast said to carry off children and poultry.”

She added Harry Truman used

the word “derogatorily” in reference to “politicians who make a show of public prayer.”

And, Bill O’Reilly “had a fondness for the word.”

“Literally” not only topped Lake Superior State’s list this year, it topped ours too.

Cathy Baldwin, Highlands Ranch, attended Lake Superior State when it was a college and submitted “whatnot” back then.

It was rejected. I promised her I would include it, even though Baldwin acknowledged “whatnot” is a useless Michigan word that hasn’t made it to Colorado.

Iris Henderson, Lone Tree, cringes every time she hears “cringeworthy.”

Correspondences with Maureen Kasperek, Castle Rock, enlightened me about the French word “forte” and the Italian word “forte.” Spelled the same but pronounced differently.

Kasperek wrote, “The Italian word ‘forte’ (pronounced ‘fortay’) should only be used as a term in music. The French word ‘forte’ (pronounced ‘fort’) is used to describe your strong suit or skillset.”

My strong suit is opposing silent letters. What if you named your kid or your dog with nothing but silent letters?

Mug Pie Cooking For four strawberry mug pies, you will need 2 pounds of fresh strawberries, hulled and quartered, 2 Tablespoons granulated sugar, 1 Tablespoon all- purpose flour, 1 thawed puff pastry sheet cut into 4 inch circles or squares to set on top, 1 egg lightly beaten. Preheat the oven to 400 degrees. In a bowl, combine strawberries, sugar, flour, salt and mix to combine.

Now you have a choice. You can place all ingredients in an oven safe mug with the egg brushed puff pastry on top (baking time is 25-30 minutes).

If you are not sure your mugs are oven safe you can use this second method. Place the strawberry mixture in a large baking dish and bake.

Separately place the egg brushed puff

pastry on a parchment covered cookie sheet and also bake for 25-30 minutes. The puff pastry is done when golden brown. When the two are done you can put the strawberry mixture in mugs and place the cooked puff pastry on top Whether you use the all- in- one or cook separately method, cool for 5 minutes. Then serve. Add a dollop of ice cream or whipped cream.

Blueberries, apples, sweet cherries, or other fruits will work. The amount of sugar and spice will vary just like making a pie filling. Any fresh berries or fruits will work. The recipe still makes a child sized mug treat. You can also make brownies and cakes in the oven and microwave safe coffee mugs in a matter of minutes.

Breakfast Mug Here is a fancy quick meal in a microwave safe mug that is adaptable to your children’s tastes. For each serving the ingredients are 1 egg, 1 ½ Tablespoon milk, salt and pepper to taste, ¼ bagel or similar amount of French bread, 2 teaspoons cream cheese, a little Dijon mustard, if desired. Beat egg and milk with a fork in each safe mug or ramekin. Add salt and pepper.

Tear bread into dime size pieces, Stir in cream cheese and ham. Microwave about 1 minute 5 seconds. Stir. Garnish with mustard, thyme or chives.

Sometimes, it was weak generalship (ahem, McClellan), sometimes it was bad luck, and sometimes it was an abundance of caution, like waiting for an engineering corps to build really good pontoons to cross a river, which took weeks, rather than attack a crippled army and get a little wet. The whole war is, in my estimation, a case study in a “Tragedy of Errors.”

And that’s not the only war that fits that description. Other than the obvious observation that all wars are tragedies, the truth is, most wars are tragedies of errors. Look at World War I—there was a chance that the Germans could have ended it in the first month, but, weirdly, made a bad left turn. A German win would have been bad, but that German blunder condemned the world to three more years of that war plus another six, 22

‘Protect our neighbors’: 3rd phase of social distancing unveiled Bars, theaters, concerts, other large events get green light

Life in Colorado has taken a big leap toward normalcy with new state rules to allow bars, theaters, and indoor and outdoor concerts to open again.

Large event venues are poised to open up, too — and even fairs and rodeos will return, along with receptions, which include wedding events, funerals, conferences and similar gatherings. Indoor malls, too, can now open statewide.

Those are all updates to the state’s safer-at-home social distancing order, in effect as of June 18.

Meanwhile, Gov. Jared Polis unveiled the framework for Colorado’s third social distancing phase — the stay-at-home and safer-at-home orders were the first two — called the “protect our neighbors” phase. That’s where parts of the state with low enough COVID-19 spread can permit “all activities” at 50% of pre-pandemic capacity with up to 500 people in one setting, according to the Colorado Department of Public Health and Environment.

That new phase could go into effect in its first counties by the end of June or early July, Polis said at a June 15 news conference.

Colorado announced these changes even as Polis acknowledged that the state’s falling rate of new COVID-19 cases doesn’t mean Coloradans are out of the woods as far as the pandemic is concerned.

“We can’t let the good news so far give us any kind of false sense of security. We know things are going to get more challenging,” Polis said, pointing to a likely “second wave” of the virus’ spread in the fall, according to the state’s modeling.

On top of that, flu season’s overlap with the pandemic is expected to impact hospital bed capacity, the governor added.

Still, the governor moved ahead with the cautiously optimistic tone and reliance on public buy-in that have been the hallmark of his response to the pandemic, applauding Coloradans for the “great job” they’ve done bringing down the state’s spread of COVID-19.

“This is not a function of what the government is saying or doing. It’s not a function of what your local county health (agency) is doing,” Polis said. “What it is a function of is your responsible decisions you make every day, and by and large, the proof is in the pudding: Coloradans have been following the sound guidance of health officials in large numbers, wearing masks in public, staying 6 feet from others — and that is why we’re here with good news instead of bad news.”

He added that continued success depends on “our behavior as individuals to be responsible, save lives, protect our economy, protect our freedoms.”

COLORADO EVENTS SECTOR OPENS UP Gov. Jared Polis noted that some events and establishments — such as conferences, museums and receptions — already could open or be held before the latest update to the safer-at-home order.

Technically, those were allowed to open for up to 10 people at a time under the last amendment to the order, which allowed anything that wasn’t specifically called out as closed to open under the 10-person limit, according to the Colorado Department of Public Health and Environment.

But the new rules expand crowd sizes much closer to normal.

As with a previous round of updates to the safer-at-home order, Coloradans were able to give feedback online before they went into effect. The public can view the specific guidance at covid19.colorado.gov/safer-at-home.

Here’s a look at the latest big changes.

Safer-at-home update on indoors Colorado will see indoor events, receptions, theaters, concerts, malls, markets, “noncritical” auctions and trade shows open again, according to the new state public-health department guidelines.

That includes theaters for performances and movies, according to the state public-health department.

Along with social distancing guidelines such as requesting attendees to wear face coverings, crowd sizes are limited based on venue size.

Indoor venues can allow up to 100 people, excluding staff, per room with a minimum of 6 feet between individuals or non-household contacts. A venue’s crowd size can be determined with the state’s “Social Distancing Space Calculator” at tinyurl.com/ ColoradoSpaceCalculator.

Organizers should implement symptom monitoring — such as temperature monitoring and symptom-screening questions — where possible, as well as consider screening attendees for symptoms or exposures, the state’s guidance says.

Update for outdoors Outdoor events, receptions, fairs, rodeos, concerts and “noncritical” auctions can operate according to a similar formula.

Outdoor venues may allow up to 175 people based on the state’s Social Distancing Space Calculator — excluding staff — per designated activity with a minimum of 6 feet between individuals or non-household contacts.

Venues with multiple activities or events that are separated, such as a fair with activities in separate buildings or arenas, can hold the maximum capacity in each setting. Those venues would have to implement precautions — such as one-way traffic — as attendees move from one activity to the next.

Overnight youth camps also can open with 6-foot distancing and a maximum group size of 25 campers outdoors or 10 campers indoors.

Polis nodded to the risk of attending these events, though, saying: “To be clear, there is risk in any activity” and that some Coloradans will choose not to attend even though restrictions are lifted.

Bars open, grooming expands Bars can open at 25% of the posted occupancy limit or 50 patrons, whichever is less. They can host more outdoors on patios, Polis added. That change took effect June 18 and also includes many other drinking establishments, such as breweries, distillery pubs and clubs.

Nightclubs with dance floors can open if they can comply with social distancing — but dancing may not be allowable because it may be difficult to maintain 6 feet from others, according to the state public-health department.

Some bars already were able to open along with restaurants as of May 27 — whether they could depended on whether the bar functioned as a restaurant with a full-service kitchen or provided food from a licensed retail food establishment, such as a neighboring restaurant or food truck, according to a state fact sheet.

“Extra large” restaurants can expand to up to 100 patrons indoors based on the state’s Social Distancing Space Calculator, the new rules say.

Personal services — such as salons — can now include facials, beard-trimming, lip-waxing and so on, according to Polis’ presentation.

‘Protect our neighbors’ The third phase of social distancing, which the state initially mentioned earlier this spring, finally took shape as Polis announced that some parts of the state could allow “all activities to occur” at 50% capacity, with up to 500 people in one setting and at least 6 feet between non-household members.

Over time, that 50% threshold could even be increased if COVID-19’s

spread doesn’t worsen in a region, Polis said.

“If the key message in March and April was we need to flatten the curve, now we have a new message: We need to exercise personal responsibility — wear masks in public, stay 6 feet apart from others, and support our local public health efforts to contain this epidemic so that we can continue to enjoy our freedoms,” Polis said.

The performance of local public health agencies will be a determining factor, the governor said.

Local public health agencies will need to effectively issue restrictions for sites or areas with COVID-19 outbreaks — which could be a factory, a school or a neighborhood — so it doesn’t spur a countywide or statewide problem, Polis said.

He added that health agencies also need to be capable of implementing isolation, quarantine and enforcement of public health orders in general, along with contact tracing — where public health workers notify people that they may have been exposed to someone with COVID-19.

To enter the “protect our neighbors” phase, according to a draft framework, communities must meet scientifically established thresholds of: • Low disease-transmission levels.

• Local public health agency capacity for testing, contact tracing and outbreak response.

• Hospital ability to meet needs of all patients and handle the surge in demand for intensive hospital care.

A team of scientists that involves state leaders, academics, local public health directors and epidemiologists is developing measures to help understand how to move between the three social distancing phases, according to the draft framework. One of public health officials’ goals is to prevent having to return to a stay-at-home order — a possibility state officials have repeatedly acknowledged.

The “protect our neighbors” phase could be implemented in some counties by around early July, Polis said.

Wrong-cism Wrong-cism: a bias against evil coupled with courage and faith to do what is right. Racism is not the root problem wrong-cism is and current events have less to do with black vs. white than with wrong vs. right. It is always wrong to take a human life without just cause (such as self-defense) and authority. Derek Chauvin’s life was not in jeopardy and he was never appointed judge, jury, and executioner over George Floyd.

When our society adopts this clear standard of wrongful death and applies it consistently regardless of race, occupation, or net worth, racism wounds will heal. I am not optimistic.

Why, because this standard is a moral absolute and if we acknowledge one, we have to face others touching sexuality, greed, and abortion.

We are too enamored with selfish pleasures to adopt a wholesome worldview even though it works for both personal and the greater good.

Plus, acknowledging moral absolutes begs the question, “Who established our eternal standards?” No! We will not go there.

Instead, we will make superficial changes and talk – proud of simply joining the conversation. Most of this posturing is clever marketing designed to make us feel better with little or nothing of substance accomplished. We will treat a disease requiring open-heart surgery with baby aspirin.

Racism is a problem we have; wrongcism, a problem because we don’t have it. Racism is evil because black lives matter. So do white, red, brown, olive, and yellow. We all matter. Is that right?

Absolutely Dwight George, Arvada Legal issue behind case In the past few days, a number of conservatives have been publishing op-eds supporting changes to qualified immunity, which prevents officers from being sued in civil court for actions taken in the line of duty that do not break established constitutional or statutory rights. But people haven’t flocked to the streets- again- because it’s difficult to sue individual officers.

They’re protesting because it’s

nearly impossible to hold individual officers-and the organizations that protect them- criminally accountable.

Consider Darren Wilson, who wasn’t even indicted for shooting Michael Brown, claiming that his use of force was justified because he felt his life was threatened.Or Daniel Pantaleo, who killed Eric Garner with a chokehold and avoided indictment for muder with an argument that could be summed up as “I didn’t mean to.”

The good news with this case is that prosecutors decided to charge him without taking those charges to a grand jury first (unlike the last time Officer Chauvin killed someone on the job), and Minnesota has the option of a third-degree murder charge, which removes intent as a requirement for culpability. The second-degree manslaughter charge also asks for a ruling on reckless behavior resulting in death. This, along with extensive video evidence, will make it harder for Derek Chauvin to avoid being held responsible for his actions. “I didn’t mean to,” won’t be good enough. The reasons behind failed policing are myriad and complex, but no solution will be sufficient without the ability to hold officers criminally accountable.

Now we see the same thing happening with the protests over George Floyd’s murder. We are seeing peaceful protesters being conflated with the violent, criminal rioters. I don’t think anybody begrudges the people chanting and shouting and waving signs. I am confident most of us do resent the people burning cars, smashing glass and plundering businesses. One is peacefully assembling to petition for redress of grievances, and one is perpetrating crime under the cover of the protests. Tell our media to sharpen up their reporting, making a distinction between these very different actors.

As Colorado’s population ages, our state is expected to see a 21% increase in the number of Coloradans diagnosed with Alzheimer’s over the next 5 years. Because of the cognitive decline associated with the disease, these individuals will be at greater risk of abuse and neglect.

How can we protect Coloradans living with Alzheimer’s and other forms of dementia from physical, mental, emotional, sexual and/or financial abuse? Congress has the answer – the Promoting Alzheimer’s Awareness to Prevent Elder Abuse Act (H.R.6813/S.3703). This initiative requires the Department of Justice to educate emergency responders, judges, prosecutors and other justice system workers about how to commu-

nicate and interact with persons with dementia. This important training will improve those workers’ ability to assist people with dementia and protect them from all forms of abuse and neglect.

I hope my representatives in Congress, Senator Michael Bennet, Senator Cory Gardner and Congressman Perlmutter will consider actively supporting this significant legislation. It’s an easy way to help protect some of Colorado’s most vulnerable residents.

Sheri Foote, Arvada Jeffco Schools fall opening The plan for Jeffco schools this fall is very confusing. Teachers, often the most vulnerable in the classroom, teach some students in person, while teaching the majority online. Will teachers be expected to clean classroom each passing period; supply masks, gloves and hand sanitizer; make sub plans for in-person and online? Are administrators going to put themselves at risk to see how this is working in real time?

Most importantly, are the school board and Jason Glass listening to the concerns of teachers, parents and students? I wonder, because when I email, I received only a form letter back that does not address any of my concerns. Glass referred me to the community survey, but it was for parents of students. My children are Jeffco teachers.

My thoughts: Elementary students are to be brought back full-time. They’re easier, because they don’t change classrooms.

They could expand to the middle schools for space, and Paras could help manage more classrooms.

Middle and High Schools could continue to be taught on-line with some elective classes and sports gradually starting up.

Keep this schedule for the first half of first semester, and then re-evaluate.

Pet owners adopting animals during COVID-19 Metro area shelters say they have fewer available animals than previous years

ay 26 marked the first day that the Denver Animal Shelter reopened its animal adoptions after more than two months of suspending the process during the start of the COVID-19 pandemic. That day, hundreds of customers showed up interested in adopting a new pet, said Tracy Koss, the shelter’s customer care manager.

“Part of it was that it was the first day and part of it was that we had two popular dog breeds available,” Koss said of the large number of customers. “The very next day, it was very light traffic and has remained that way due to the lack of animals; we only have three to five (available for adoption) per day,” she said, while on average, the shelter can have anywhere from 75 to 100 animals available for adoption at one time.

“In times of turmoil or uncertainty, people tend to hold onto their animals,” she said, “so I think we could be seeing that here.”

Nationwide and across the Denver metro area, animal shelters have seen a decrease in the number of people surrendering their animals to shelters, even as many shelters have stayed open for surrenders throughout the pandemic. At the same time, the percentage of available animals that have been adopted has increased.

At cat shelter Angels with Paws in Lakewood, in a usual week, the shelter oversees one or two adoptions, said kennel technician Rachel Jones.

But from March 1 through June 17, there were 76 cats adopted from the shelter, or an average of about five adoptions per week.

“We’ve seen a huge jump in adoptions,” Jones said, “and we actually saw a big jump in adoption of our less adoptable animals with special needs.”

According to the Shelter Animals Count database, shelters took in 912,143 animals from January to May 2019. Only 691,760 were taken in during the same period for 2020. The count receives data from 1,207 organizations nationwide.

For the same timeframes, the number of adopted animals has also decreased. However, the percentage of available animals that were adopted increased from about 51% in 2019 to about 58% in 2020.

The association is made up of leaders running shelters and rescue groups across the nation.

These trends have been a necessity for shelters, Koss said — especially in the months when shelters were required to run operations with fewer staff members because of the coronavirus.

“It could have been a really scary situation with a lot of animals coming in. We were prepared for that and never saw it,” Koss said. “We just really want to thank the Denver community. They kept their animals.”

As for why intake is down and a higher percentage of available animals are being adopted, some shelter employees and new pet-owners point to the pandemic.

Frank Carlson from Aurora was one of those who adopted a Denver pet on May 26, saying that as a single person, he had been feeling isolated, par-

ticularly after being laid off from his job because of COVID-19. Carlson’s eleven-month-old Australian cattle dog, Tom Brady, is the first dog he’s owned in 30 years.

“It was either a dog or a girlfriend, so I picked a dog,” he laughed. “Mainly, I wanted the exercise because I was just hanging around, and the companionship as well.”

Many recent animal adopters who found a new pet at the Dumb Friends League, which has locations in Denver and Castle Rock, have given similar reasons to Carlson’s for why they wanted to adopt, said Maia Brusseau, the league’s interim director of marketing and communications.

“I know that we have heard from some people that they were thinking of adopting anyway, and then all of a sudden, they have this extra time on their hands,” she said. “And for some, if you’re living alone, it can be very lonely without a pet.”

“So many kids have stories to tell, Clarke Reader and so often they feel talked down to and patronized,” Dickman, who is also the founder of Listen Productions, said. “For this film all the kids are not actors, and they pushed me in a lot of great ways. I want to keep working with students in other projects moving forward.”

The film is a narrative feature that blends both fact and fiction as it explores what day-to-day life is like for modern students. It’s set during the 2016 election cycle and examines everything from racial inequality to lockdown drills and beyond. And since it’s all told through the eyes of real students at the Denver School of the Arts, it provides an honest window into what many are experiencing.

A particular focus of the film is the responsibility to not be silent in the face of injustice. Dickman was inspired by The White Rose German movement during the Nazi’s reign during World War II, a non-violent, student-led movement resisted the Nazis. This connection is made all the more powerful because of the performance of lead actor and cocreator Shatira Herrera, a mixedrace student in a predominately white high school.

“There were lots of different inspirations for the film, but Shatira really inspired me to go with something different. She’s quiet but has this great intrigue and visual component to her,” Dickman said. “I think we’re lucky to see her at this existential stage in her life where she’s figuring out her voice and how to use it.”

While Dickman worked to ensure that the story could believably take place anywhere across the country, it was filmed entirely in Colorado and primarily in the metro area, something he is very passionate about. During his career he’s been a part of films that have shown in Sundance, like “Casting Jon Benet,” “Being Evel” and “Hanna Ranch.”

Golden’s July 4th celebration going virtual with Facebook stream Lions Club members will also hand out kids goodie bags at restaurants STAFF REPORT

While there will be no (new) fireworks display in Golden this year, the COVID-19 pandemic hasn’t managed to put a total damper on the city’s annual Fourth of July 4 fun.

Instead, the celebration is taking on a new form online where the Golden Lions Club, which organizes the city’s annual event in Lions Club, is putting together a virtual event that will conclude with a broadcast of a taped Golden fireworks display from a few years ago.

Goldenites (and anyone else) can access those virtual offerings, which will include streamed band performances, virtual contests and videos about the Lions Club’s community efforts, at facebook.com/goldenlionsclub. A schedule will be posted before the event with a list of the day’s offerings.

Those looking for some in-person excitement will also be able to visit any of several Golden restaurants, which will be serving special dishes.

Members of the Lions Club will also be out at those participating restaurants to hand out goody bags for kids. A list of participating restaurants will also be posted on the Facebook page.

“We normally would have face paint and stuff like that but we are not going to do that so we thought we would do that instead,” Lions Club member Ed Dorsey.

“We’re just trying to give people that are at home for the work something to look at,” he said.

Local pitcher thrilled to be chosen by Rockies Case Williams played for Douglas County as right-handed hurler

Case Williams claims the decision he faced wasn’t tough.

Williams, a Douglas County High School right-handed pitcher, was the fourth-round pick and the 110th overall selection by the Colorado Rockies on the second day of the Major League Baseball draft, June 11.

Williams was the first player from Douglas County to be selected in the draft since 2008, and he was forced to decide whether to attend Santa Clara University where he committed or to sign a professional contract with the Rockies.

“Some will say it was tough, but I really have a decision in mind,” Williams said after the draft. “I am definitely planning on signing. It’s tough, though, to let Santa Clara go, but I’ve been given the opportunity of a lifetime to make a dream come true, so it’s just right. I’m definitely going with the Rockies.”

The 6-foot-3, 210-pound prospect signed with the Rockies on June 17.

No details were announced, but it was reported that he agreed to a $450,000 signing bonus.

Although he has signed, there is uncertainty ahead.

“Right now it’s pretty uncertain,” said

Minor League seasons have been canceled because of the pandemic.

There have been discussions about creating some kind of workouts for draft picks and team prospects already in the organization. And the Arizona Fall League could possibly have a team from each MLB organization or an extended instructional league could play games against other organizations.

Williams has become used to waiting, since that’s all he did last spring when

high school baseball was never played because of the COVID-19 pandemic.

“I will never know was truly might have happened if we had played in the spring,” said Williams. “Not having thrown a pitch this year really makes me feel confident with my decision with the Rockies especially. This season would have been really fun with the team we had. We had a chance to make a little run. But what happens, happens and you have to make the best of it.

“During the quarantine, I was able to get weights from where I usually work out. I was able to work out a couple hours a day and that really helped. I didn’t have anything else to do anyway. I

worked out and did the videos.”

Williams, who was 8-1 with a 1.81 earned run average and 79 strikeouts for Douglas County as a junior in 2019, played last fall on the Rockies Fall Scout team with director of scouting Marc Gustafson and director of scouting operations Sterling Monfort.

“With playing on the scout team in the fall, having Gustafson and Sterling be coaches of that team, the area code and videos helped,” he related. “I was super grateful to be drafted.”

Williams’ fastball velocity has improved and he was clocked at 96 miles per hour but he’s still trying to become a more versatile pitcher.

“In the off season I was working on changeup and curveball,” Williams explained. “I was really able to develop the changeup by switching grips. I really got a feel for that. The curveball has always kind of been there. I started to build off what I already had. It will be nice to put all three pitches together for my repertoire.”

Willams watched the MLB draft on TV with his dad, mom, sister and dog.

“Oh man, it was crazy. Being drafted by the hometown team was real special to me,” he said. “I really thank everybody through the process, especially the Rockies for giving me the opportunity to do so. I’m really excited and grateful for the opportunity. I just can’t wait to get after it.

“We got the call and were watching the draft on TV. I started to tear up along with my dad. It was super exciting.

That’s the goal, to get to Coors Field one day.”
