More than 100 Arvada businesses join ‘Safe and Open’ campaign Marketing initiative aims to build customer confidence in public safety

As of May 11, there were 115 Arvada businesses which have opted into a campaign known as Safe and Open to convey to customers that it is safe to come inside their stores for business.

Safe and Open is a marketing initiative that helps businesses advertise they have taken a pledge to keep customers and employees safe. Safe and Open businesses have pledged to follow general county and state guidelines and guidelines specific to their industry; do everything they can to protect their customers and employees; and communicate those expectations to those who enter their business.

Businesses sign up by going to arvadachamber.org/safeandopen. They gain access to materials like posters and social media tools to communicate that they have taken precautions and in many cases, have gone above and beyond what is expected, said Kami Welch, president of the Chamber of Commerce.

On the same webpage, residents can find a directory of businesses that have taken the pledge.

The campaign was launched by the Arvada Resiliency Taskforce, made up of members from several groups including the Arvada Economic Development Association (AEDA),

the Arvada Chamber of Commerce, Arvada Visitor’s Center and others.

Rather than act against businesses that are not being safe — which is already regulated by public health authorities — the campaign focuses on helping customers identify businesses that are being safe, said Daniel Ryley, executive director of AEDA. “We’re not asking businesses to do anything differently than they were already going to do by following the health guidelines,” he said. Instead, “we’re providing a way for businesses to communicate what they are already doing.”

While some neighboring cities have taken extra safety precautions such as requiring residents to wear masks, Arvada has not yet done so. But the goal of the campaign is to try and give consumers confidence in shopping inperson in the many Arvada businesses that are asking all to wear masks and mitigating other health risks, Welch said.

So far, businesses that have taken the pledge include “a cross-section of Arvada locations, industries and size of businesses,” she said. “Our businesses are wanting to do the best they can to keep people safe. Our goal is to highlight the precautions that are being taken.”

“All Secure has been safe and open through the entire quarantine,” said director Rita Lawrence. “We wanted Arvada and the world to know that we have taken the precautions, are keeping clean and that we are a safe place for all of your security needs.”

Lawrence adding that she has heard many stories of theft throughout the quarantine, consumer confidence is especially important now for her business, at a time when customers may feel more inclined to look into additional security measures.

Meanwhile, at Elevated Seltzer, a “seltzery” at 5610 Yukon St., co-owner Warren Wood said the Safe and Open sign in the business’s window has already gained attention from customers.

“We take this situation seriously and want the public to know that,” he said. “People definitely take notice to our poster on the front window and as a result, have commented on it when coming in.”

He added that “business is weird but we’re not in a bad place” — first because the pandemic has prompted the owners to launch online pickup and delivery through their own site, which they hadn’t been doing before; and second, because foot traffic has been steady, with a lot of new customers coming by and buying from the business for the first time.

Court of Appeals rules against ‘$30 land deal’ STAFF REPORT

In a May 14 decision, the Colorado Court of Appeals overturned city council’s approval of the Olde Town Residences project, associated with what is known as the “$30 land deal,” Developer Trammell Crow planned the project, a six-story building including a parking garage and hundreds of apartments at 5565 Wadsworth Blvd.

The $30 land deal refers to the sale of the property on which the building is proposed to be built. The plan approved by council details that the Arvada Urban Renewal Authority would sell the land to Trammell Crow for $30.

At the time the plan was considered, the land was valued by the Jefferson County Assessor at almost $6 million, said the release.

In January 2018, city council rejected Trammell Crow’s preliminary development plan. But in March 2018,

the council approved the plan, with Arvada for All the People soon claiming that the two-month turnaround went against Arvada law.

In March 2019, the case went to court, with the Jefferson County District Court ruling against community group Arvada for All the People.

On May 14, the Court of Appeals upheld part of the district court’s ruling that the city did not violate open meeting law. But it also reversed part of the decision, stating that Arvada misinterpreted its land development code and the approval of the project must be overturned.

Now that the case has been appealed and the court has ruled in favor of the grassroots group, “the developer will have to start the development approval process as a new application,” a statement by Arvada for All the Peoples stated. “The city council’s March 2018 approval is void.”

Waste hauling issue may go to public vote Final contract details outlined at council workshop

A two-plus-years discussion on if Arvada should contract with just one waste hauling company could come to an end with a decision June 15 — or it could go to a vote of the people in November.

At a May 12 council workshop, Mayor Marc Williams requested that city staff ask the waste hauling company in question, Republic Services, if it would still contract with Arvada if the city put the issue to a public vote. Those arrangements are being made now, Williams said in a May 13 interview. If Republic agrees, council will vote June 15 to either make the decision themselves or hold a vote in November.

But councilmember John Marriott said in an interview that he believes that choice shouldn’t be up to an outside company, and regardless of Republic’s agreement, he plans to start a discussion about trash hauling at the June 15 meeting.

“To avoid really splitting the community up, I think it’s important that the community decides it. My guess is on June 15, the council’s going to decide whether to pass it or put it up to a vote of the people” regardless of Republic’s decision, he said. “The timing couldn’t be better (for a vote); it wouldn’t be very much of a delay at all and it would allow the summer for residents to find out more about it.”

In the meantime, the May 12 workshop was a chance to get specific details of the contract out into the open.

Arvadans have been split on the idea throughout the process, reflected in the emails Williams and Marriott have received from residents. Marriott estimated that in recent weeks, he has received more than a dozen emails on the subject per day; in the same timeframe, Williams estimated he has received more than 20 a day.

Both said residents appear evenly split, with about half opposed to the switch and half in favor.

“It’s the most I’ve ever heard about a single subject in six years on council,” Marriott said.

A hauling head-to-head On one side, some believe the contract will create a monopoly; some like the trash service they are using now and oppose the opt-out fee they would need to pay to keep their service; and some are against the city dictating residents’ choice in the matter, Williams said.

On the other side, residents say the switch will encourage recycling and composting — a 2015 Arvada survey showed only 13% of residents recycle.

It will also reduce the number of heavy trucks on the road and decrease noise and air pollution. Each of these reasons was cited by more than 500 residents in a 2019 Arvada survey.

Under the contract, about 32,000 non-HOA homes would receive trash and recycling services, as well as others like bulky item drop-off events, through Republic Services. The contract lasts five years and may be renewed for two additional years.

Based on what size trash cart they select, residents would pay anywhere from $11.50 to $19.90 per month. The city has found that these rates are lower than what the average non-HOA resident is paying now, between $20 and $29 monthly, said Kate Bailey, director with consultant Eco-Cycle Solutions.

After two years, Republic can increase prices up to 3.5% each year based on the Consumer Price Index (CPI). Based on previous CPI increases, it’s safe to assume that every year, the price will almost always increase by that maximum of 3.5%, Marriott said. Additionally, rates will be subject to regulatory fee increases, which affect all waste hauling customers and are not unique to the city’s contract.

Rates could also increase if the city incurs additional costs, such as recycling rate increases, unexpected customer service costs or the replacement of broken carts, Marriott said.

He added that as of now, those values are still unknown.

But the biggest issue for Marriott and some in opposition is that while residents can contract with their own hauler instead of Republic, the city will still charge them a monthly $5.13 fee.

“There’s a fee for a service you don’t get. You could call it a penalty, a subsidy … It does not seem right to me and I don’t think that fee is necessary,” Marriott said. “If this wasn’t a vote of the people and there was no fee to opt out, I would vote yes. I think this would be a great option.”

But councilmember Nancy Ford said in the workshop that “there is a cost to choice.”

“By valuing choice over reduction of trucks on our roads, they are part of a contribution on the wearing on our roads, which is exactly why we’re trying to do this program,” Ford said.

“We’re using community vitality as one of our goals here.”

To help quantify the benefit of reducing trucks on the road, one metric Golden has used — the city contracts with just one hauler — is data that shows a fully loaded trash truck has the impact of 1,200 cars on the road, said Golden’s Sustainability Coordinator Theresa Worsham.

Meanwhile, Arvada has estimated that if the program begins as planned, anywhere from 1% to 3% of non-HOA residents will opt out.

As a point of comparison, Golden has seen 2% of possible accounts opt out for a minimum service fee.

In Thornton — where residents opt into a trash service operated by the city itself — about 10% of possible accounts do not opt in, but they can do so for free, said environmental services manager Mark Niceley.

Cities across the metro area have several different approaches to trash hauling. Arvada has explored these options to some extent as it determines the best choice for the city.

Some operate the same way Arvada does now, allowing residents to contract with a number of specific haulers.

Others, like Golden, contract with just one waste hauler. Similar to the Arvada proposal, residents in Golden can opt out and contract with their own company but are still charged a minimum service fee.

Golden residents using the service pay anywhere from $6.20 to $20.25 if they are using a single cart. Since 2010, depending on the size of cart they use, rates have increased from 9% to 27.8% for residents.

However, rates are still lower than $24, which was the average rate per household in 2010, said Golden sustainability coordinator Theresa Worsham.

Other cities operate trash services through their own government. Northglenn and Thornton have both taken this approach.

In Northglenn, single-family residences cannot contract with their own hauler. In Thornton, residents can do so for no charge, but about 90% of possible accounts opt into the city hauling service, said Mark of Arvada YouTube page. The public hearing will go forward June 15, but because of the ongoing coronavirus pandemic, it’s undecided how residents will participate, Williams said.

The benefits of such a model are the ability to provide high-quality customer service — the departments are rated highly by residents in both cities — and the ability for cities to limit rate increases for residents, said Niceley and Northglenn’s operations manager, Rob Webber.

Thornton charges $13.50 for its service and hasn’t raised its rates since 2008.

Northglenn last raised its rate in 2018, from $12.50 to $16, and prior to that had gone more than 10 years without an increase, Webber said.

But the model isn’t being considered in Arvada, where “philosophically, the majority of council has always felt we did not want to take this on as a city” and get involved in a private enterprise, Mayor Marc Williams said.

Further, from a cost perspective, the city estimates it would cost tens of millions in initial capital investment, said councilmember John Marriott. For instance, the city would need to cover labor costs, build a facility and purchase trucks, he said.

This narrows the list to two remaining options of leaving the service up to residents or contracting with a single hauler.

And as far as Williams can tell, between residents who want one and the other, “right now, it’s fairly evenly split.”

At the least, residents could send emails to be part of the meeting; at most, residents may have socially distant options to come to city hall or log in to the meeting via video chat, Williams said, depending on public health guidelines at that time.

“That’s a huge discussion right now,” he said, but regardless of how the public can participate, on June 15, “we will be able to get a resolution.”

Mayor’s State of the City address details COVID, homelessness Online video posted instead to maintain social distancing

As has been the case with many traditions in spring 2020, the mayor’s annual State of the City address went virtual May 15 as Mayor Marc Williams reviewed the challenges and successes of Arvada this year.

The address was prerecorded and

posted to the city’s YouTube page.

Alongside footage from Williams’s speech, the video also included clips highlighting Arvada’s best moments — from the establishment of the Community Table’s health clinic for those in need, to resident Susie Montoya’s 102nd birthday, when Arvada Williams officer Dave Snelling brought her a delivery of cherry pies.

The mayor also spent some time outlining how the city responded to the coronavirus pandemic.

When the city heard about the virus in January, “although we hoped it would be contained, our team at the city began preparing even then,” Williams said, including by updating their emergency preparedness plans and taking stock of personal protective equipment (PPE) and other resources.

The city has also been saved by its notably conservative approach to budgeting, giving it funds to weather the storm, he said.

Williams praised the city’s response and ability to provide remote services throughout the crisis while also thanking Arvadans for the sacrifices

they have made.

“For those of you who have lost loved ones, we grieve with you,” Williams said. “For those who have been sickened but recovered, we wish you a speedy recovery. For those of you who have stayed at home, thank you.”

He further stated that even in times of crisis, it is important that Arvada doesn’t lose sight of its successes. This includes three recent awards: the 2019 National Purchasing Institutes Achievement of Excellence in Procurement Award, the city’s 28th straight Government Finance SEE CITY, P23

A Fair Housing Violation Could Ruin a Real Estate Professional’s Career

From my first classes in real estate, back in 2002, I was made aware of our obligation under law as well as under the Realtor Code of Ethics, to avoid even the hint of racial and other discrimination, including “steering” buyers to or from neighborhoods based on race or other criteria.

We continue to be warned about “testers” from the U.S. Department of Housing & Urban Development who pose as buyers to see whether we are in fact engaging in steering or other discriminatory practices.

I am reminded of this topic by an article in the current issue of Realtor Magazine about “The Gentrification Conversation.” You are probably familiar with this term, which refers to the upscaling of traditionally poor and usually minority neighborhoods, resulting in the displacement of minority homeowners and tenants as they are priced out of their long-time neighborhoods.

While we don’t see a lot of gentrification in our suburban county, it has been and remains an issue in inner cities such as Denver, and I see it a lot in West Denver, between Sheridan Blvd and I-25.

The Realtor Magazine article talked about the big-time gentrification taking

place in Detroit and about the deployment of HUD testers: “An investigation by Newsday [a Long Island daily newspaper] published in November found disparate treatment and evidence of fair housing violations when undercover testers posing as home buyers visited real estate agents throughout Long Island, N.Y. A total of 93 agents were tested over three years, and the probe found unequal treatment occurred 49% of the time with black testers, 39% with Hispanic testers, and 19% with Asian testers. Unequal treatment included showing minority testers fewer properties, steering testers toward certain neighborhoods, and refusing to serve minority testers who weren’t preapproved for financing but not requiring the same for white testers. Agents also used euphemisms to communicate the racial makeup of an area and imply racial bias. “[National Association of Realtors] President Vince Malta says he was deeply troubled by Newsday’s findings….

‘NAR maintains its strong support of fair housing testing to unmask housing discrimination and hold our industry to the highest standard,’ he says.”

More People Are Considering Electric Cars and Trucks 2020 will be a “watershed year” when it comes to the adoption of electric cars and trucks. By the end of this year there will likely be twice as many models of EVs being sold, including by the “Big 3” automakers.

Ford, for one, is now selling the Mustang Mach E, an electric crossover with up to 300 miles of range, selling for $4350,000. Tesla is now delivering its Model Y, a crossover built on the same platform as the successful Model 3. It too boasts a range up to 300 miles and sells for $4356,000. I predict it will be Tesla’s bestselling model so far.

Mercedes is bringing its EQC 400 4matic crossover to market this year, joining the already successful Jaguar I-Pace and Audi e-tron. Volvo is bringing to market the XC40 Recharge SUV, as well as the Polestar 2 sedan, which is in part-

nership with the Chinese firm Geely.

Rivian is bringing out both an SUV and its electric pickup this year. Another electric pickup is coming next year from Bollinger, when the Tesla Cybertruck is also expected. The Porsche Taycan is already in its second year of production.

Mini Cooper has already started selling its electric SE. Hyundai is in the second year of selling its Kona electric, which has a 258-mile range and sells for just under $37,000. The latest Nissan Leaf has a range up to 226 miles for $38,200.

Most of these brands still enjoy the $7,500 federal tax credit plus the $4,000 Colorado tax credit, making them less costly than equivalent gas-powered cars.

Personally, I recommend buying used EVs, which are as good as new (so few components to fail), for under $10,000 to $30,000+. Call me for additional advice!

The federal Fair Housing Act of 1968 also prohibits discrimination based on sex, color, religion or creed, national origin and disability. Colorado law goes further, prohibiting discrimination based on sexual orientation (including transgender), gender identity, and familial status (single, married, having children under 18, being pregnant, etc.).

Avoiding fair housing violations can be tricky. Did you know that hoarding and peanut allergies are classified as disabilities? Or that age discrimination is not prohibited in Colorado? Or that drug addiction is protected as a disability, but illegal drug activity isn’t? Or that you can’t discriminate based on how a person earns their income? Or that you can be held liable for violating the Fair Housing Act even if you did not intend to discriminate?

The Realtor Magazine article provides guidance on how to avoid committing a fair housing violation. For example, we cannot answer questions about a neighborhood’s demographics, but we can provide a neighborhood report from Realtor Property Resource (RPR) which does provide such information. We cannot characterize a neighborhood’s level of crime, but must refer the buyer to the local police department.

We can avoid “steering” by entering the buyer’s search criteria into the MLS and letting the computer pull all listings matching those search criteria. We can enter geographical criteria such as city or draw an area on a map, as long as we are following the buyer’s request and are not knowingly avoiding one area or another based on discriminatory preferences.

If a buyer asks us to help them identify areas based on discriminatory criteria, we are advised to decline to serve that buyer. Since I have never had a buyer make such a request, I would suspect such a buyer to be a HUD tester.

The trickiest conversation to navigate would be one asking about pricing trends in a given neighborhood. Is it “going up” or “going down”? All we should do is provide actual stats about the past few years, just giving the numbers, but no interpretation of them that could include demographic changes.

I can’t recall dealing with a buyer who presented a fair housing challenge, and I make an effort to stay aware of fair housing laws and understand the importance of non-discrimination. However, it can be a challenge keeping up with current housing laws, as suggested by those questions I posed above.

School may be mostly remote next year in Jeffco

Next year in Jeffco Public Schools, “we want to create the opportunity for our students to be in our schools,” said Kristopher Schuh, deputy superintendent, during a May 13 board of education study session.

But because of public health and safety restrictions, that opportunity will look much different this year than it did in 2019.

At the study session, Schuh and district leaders presented a draft of the learning plan next year. He added that the draft is subject to revision between now and July based on changing guidelines and community feedback.

Generally speaking, every Jeffco school will follow one of three models, depending on what works best for their school. Each school can adjust the models to some extent.

Hybrid schedules In every model, students go to school in-person one day each week. They engage in remote learning during the four days they are not in the school building.

In the “AB” model, half of students attend school in-person on Tuesdays, meeting in classrooms with no more than nine students and one teacher.

The other half of students attend on Thursdays.

Students could be split into the A group and B group based on grade, last name or another system, Schuh said.

In “ABC”, a third of students attend in-person Tuesday, a third Wednesday and a third Thursday. In “ABCD,” a quarter of students attend on Tuesday, Wednesday, Thursday and Friday.

At every school, all students will also have the option to enroll completely online and never attend classes inperson. If a school has a high number of students enroll online-only, that may pave the way for a school to organize for students to come in twice a week — an “ABAB” schedule, Schuh said.

He added that at some point in the year, “the cases of COVID could increase and we may have to move back into a remote environment.”

Additional precautions will include symptom screening at the door; asking students to eat lunch in classrooms instead of the cafeteria; and hand-washing protocols.

Many of the details of the draft have yet to be finalized. The district is seeking employee feedback first and will seek community feedback starting May 22 through its emailed community update. It will create a final plan in July.

Superintendent Jason Glass added that while the plan is not ideal, the district is severely limited by millions in pending budget cuts and restrictions on the number of people that can be in one room. If the district receives direction that more than 10 people can gather in August, the plan could change, he said.

Community reactions In the meantime, some local parents

and teachers are finding themselves daunted by the idea of extending remote learning for such a lengthy period of time.

The notion brings up several concerns for Heather Kennedy, whose two elementary-aged children attend Mountain Phoenix Community School in Wheat Ridge.

The mother and organizer behind two state youth programs said that the proposed schedule “would significantly limit my ability to continue to work.”

“Women still do the lion’s share of child care, regardless of whether these are working women or not,” she said.

“I’m really worried how these decisions will impact women’s pay and women’s career trajectories.”

Jen Halsall, whose second-grade daughter attends Warder Elementary in Arvada, agreed that there could be an issue if parents are expected to be at home next year in the same way they have been during the height of the pandemic.

“When their workplace opens up ...

The elementary kids are not old enough to stay home alone, let alone be expected to do their schoolwork alone, while a parent is not there,” she said. “And I worry about middle and high school students getting into trouble on their own.”

Another concern, Kennedy said, has been the effectiveness of online education for her first- and third-grade children. One of Kennedy’s children has an IEP (individualized education program)

because he struggles with reading, and so far, the family has found that the online environment has made it difficult for him to get the help he needs.

“It isn’t working. We’ve been paying an outside tutor because in this moment, I have the financial ability to do so. I don’t believe my child would have learned otherwise,” she said. “It was tolerable because it was for three months.

But next year, I don’t know. I think very little will be gained (with a mostly remote approach).”

At Arvada’s Pomona High School, theatre co-director Olivia Newman has also noticed that the online environment poses some educational barriers.

“The benefit of having a student in front of you is the ability to adjust how one is teaching on the fly,” she said. “A student can more readily communicate that they are not understanding the lesson, or ask questions, or even comment on how well they are enjoying the learning.”

If the draft goes forward, another issue could be the demand on teachers.

“Will we need to prepare multiple lesson plans per day? How can we ensure that remote learners are engaging and taken care of while we teach the students at school during the day?” she said. “And does that mean we are then teaching in the evenings when we come home? The uncertainty is daunting.”

School-level cuts included in Jeffco Public Schools budget suggestions

Jeffco Public Schools leaders are continuing to build the 2020-2021 academic year budget, and while the state has yet to give a final number on the cuts JPS is looking at, school board members did give some specificity on what they would like to see during a May 13 study session.

The session began with chief financial officer Kathleen Askelson saying that, as has happened several times since March, the budget forecast has become bleaker than previously expected.

The district is now expecting that, because of a projected decrease in education funding of about $74.3 million from the state, Jeffco will need to cut more than $70 million of its budget next year.

said with so many unknowns remaining, it is hard for her to determine whether she thinks the plan could work for next year.

Askelson and the financial team proposed one option for getting to this number. First, the district could soften the blow with about $39 million from its approximate $88.5 million reserve fund.

A remaining $32.5 million in cuts could be covered through: $3 million in this year’s savings. $5 million in central department reductions. The list of reductions has not been finalized, Askelson said. But she did give the possible ramifications of cuts — the slowing of IT projects and response times, reduced custodial service and fewer school bus routes — as examples of what could come of certain cuts to central departments. $1 million through cutting the district’s Innovation Fund, which awards student and staff ideas to better education.

Winners are selected for three years, and those who have already been selected will be funded throughout those years, but new applications will not be accepted. $5 million through cutting each school’s Student-Based Budgeting (SBB) funds by 1%. $2.2 million through eliminating school improvement funding, which schools in turnaround or improvement status can use for resources, such as additional employees. $5.5 million by reducing the district’s capital transfer. $10.8 million by implementing three furlough days for every staff member.

If the budget situation improved, items at the bottom of the list could be avoided, Askelson said.

Board discussion centered on several topics, including the use of reserve funds.

“I am absolutely in favor of using the reserve funds, but $39 million almost makes it sound like a one-year allocation of what we can use as reserve funds,” board member Ron Mitchell said.

In other words, reserve funding is one-time funding.

Further, the district must keep a certain amount in reserves each year by law; Askelson estimated that the most the district could pull from reserves next year would be around $29 million, leaving some expenses unaccounted for.

Board members also worried about the extent of the capital transfer reduction, with Mitchell stating it would be difficult for a future board to build back to the original amount, even in better financial times.

Meanwhile, the members were split on the logistics of the furlough days proposal.

Board member Stephanie Schooley questioned if all employees should take three furlough days.

“Equity is not equality,” she said, meaning it might be better if staff members who would be less financially impacted took more furlough days than those more impacted.

However, board president Susan Harmon warned that a disproportionate approach to furlough days could be seen as a value statement in favor of or against certain groups of employees.

The board told Glass it would soon get back to the district team with direction on how to approach the furlough days.

Meanwhile, Glass said the team would focus on building a budget with smaller reductions to the reserve fund and capital transfer to present to the board at a later date.

But if it does become reality, “I plan to over-communicate with anyone and everyone involved in the school community — students and parents alike, equally,” Newman said.

“The biggest idea that I hold onto is that we are all in the pursuit of greatness together.”

Other strategies to consider

include relying more heavily on video chats or other modes of instruction, Halsall said.

“If schools send assignments to be done without some direct instruction, then the child is essentially teaching themselves, or the parent is teaching the child, or the assignment is busywork that didn’t need to

be assigned in the first place,” she said. “Now that they (the district) know more of what online learning looks like, I imagine next year would look quite a bit differently than these last months.”

As for Kennedy, a question remains of whether authorities could search for another

solution that balances educational and economic needs with public health.

“I’m more worried for children who rely on school for food and a safe and warm place to be,” she said. “We should not have a one-size-fits-all approach. I believe we have to be doing more.”

Unprecedented use of county open spaces creates challenges County reports damage to trails, habitats in recent weeks

At Jefferson County Open Space, park rangers often tell visitors seeking to avoid the crowds and parking issues that frequently plague some of the system’s most popular parks to head south to locations like Reynolds Park on Foxton Road in south Jeffco.

But on a recent Sunday morning that advice could hardly have been more off the mark.

“I was there at 9:30 on Sunday morning and the entire lot was full and 17 cars were parked on the road at 9:30,” said Mary Ann Bonnell, the Visitors Services Manager for Jefferson County Open Space. “I promise you I’ve never seen anything like that at Reynolds.”

For Bonnell, the crowding she has seen at Reynolds Park and other parks and trails that make up the county’s open spaces have been poignant indicators that the ongoing pandemic has driven an unprecedented surge in visits to what were already some of the metro area’s most popular outdoor spaces.

are left to attempt to hike, run and bike safely in spaces where close contact with other people can now create a health risk while Jefferson County Open Space is now left to manage not only safety but also the toll that heavy use can take on the trails themselves.

The difficulty of managing that challenge became clear late last month when JCOS, Boulder County, the city of Boulder and Denver Parks and Recreation released a joint statement reminding Coloradans to “practice responsible recreation to help protect each other and our shared public lands.”

The release, which stressed the importance of practices like walking

through mud and keeping off vegetation when stepping off the trail” and “picking up after dogs and removing their trash” noted that parks under those agencies jurisdictions had recently suffered trail widening, damage to animal habitat and other issues.

Trail widening, in particular, has been an issue for JCOS, Bonnell said with visitors stepping off the trail to avoid mud created by recent rain and snowfall. Typically, JCOS will temporarily close muddy trails after rain and snow events. But recently, JCOS has been declining to close trails for mud because the system as a whole is seeing so much visitation that closing

“Two weekends ago I picked up more dog poop bags at North Table Mountain — 21 bags — than I have in a two-mile hike ever,” Bonnell said.

“I think we are seeing some folks that maybe haven’t used some of the parks don’t know some of the social norms.

As Jefferson County Space attempts to manage those and other problems, the agency is dispatching rangers and volunteers to provide information to trail users. But while many of their efforts have been focused on education, rangers have also been writing SEE OPEN SPACE, P23

riends, families, distinguished guests …. Bob. It is an honor to be here today to help the members of the Class of 2020 celebrate their great achievement. Graduates — well done! And congratulations!

This is not, obviously, the graduation ceremony you dreamed about. There’s no stage to walk across; there’s no “Pomp and Circumstance;” no tossing your caps in the air or long lists of names and achievements. And, certainly, nobody thought you would have this lame of a graduation speaker.

But, perhaps, in all of that, is one of the most important things you can possibly learn as you head out into the world: your plans will rarely work out the way you picture them.

In fact, that idea is so true that it’s been a cliché for hundreds, maybe even thousands of years. You’ve all heard some version of it, right? “While man makes plans, God laughs.”

The Prussian Field Marshal Helmuth von Moltke put it this way: “No plan survives

contact with the enemy.” Even as bright and incisive a philosophic mind as the one belonging to Mike Tyson recognized the same phenomenon when he said “everybody got a plan ‘til they get punched in the mouth.”

Well, I’m not sure I want to characterize 2020 as “the enemy,” but I’m almost positive we’re all feeling a bit punched in the mouth by the world of the last three months.

So, does that mean that plans are useless?

Absolutely not. In fact, it’s quite the opposite: plans matter more, as long as you also make *other* plans. What does that mean?

Lesson number two of 2020 comes from, of all places, the world of baseball. That’s right — baseball, and a little-known man who pitched in the 1920s named Firpo Marberry, who is credited with being the first relief pitcher. See, in the game of baseball, the way it was played in the 1920s, the guy who started the game as the pitcher was expected to finish the game as the pitcher. Until Firpo — yeah, I’m gonna find as many opportunities to use that name in this

speech as I can — so, Firpo discovered that it gave him a certain advantage to save himself until later in the game. When everybody else was tired, and the other team had gotten used to the starting pitcher, in came Firpo to change it all up. Also, apparently, Napoleon had a similar strategy, always keeping some of his cavalry in reserve until late in the battle, when he would unleash them and mop up the battlefield.

The lesson is this: no matter how great your plan is, have something in reserve. My wife works for a gigantic company that operates with zero debt and substantial strategic reserves — they, and their employees, are not going to suffer from 2020. And, in fact, following this advice will give you an enormous strategic advantage: did you realize that, as a percentage of population, more millionaires became that way during the Great Depression than at any other period in American history.

What’s the bad word? The gall’s in your court

I LETTERS TO THE EDITOR Trash this idea I am strongly opposed to a single hauler trash monopoly in Arvada for many reasons.

First, Republic is a $9 billion a year Phoenix-based company that was sued in Missouri (Bridgeton Landfill) for toxic waste in a landfill. We use Crush and love their customer service in addition to the fact that they are a Colorado small business.

As we rebuild the economy, we support Colorado companies.

their opinion on this issue. This is being rammed through under a split vote and does not represent Arvadans, as a whole. Only special interests.

Third, when this was on last November’s ballot in Lakewood, the single hauler proposal lost by about 20 percentage points.

And interesting enough, several council members received campaign contributions from the hauler. Coincidence? I doubt it.

Further, correct English is not cool. “Who dat say dey gonna beat dem Saints?” is cool but “Who has the temerity to believe they can best the New Orleans Saints?” is not.

It’s necessary to point out that I am not an expert.

John McWhorter is. He could tell you why Nick Charles (“The Thin Man”) spoke of rounding up “sus-PECTS” in 1934 and why Captain Louie Renault (“Casablanca”) spoke of rounding up “SUS-pects” in 1942.

Next to him, I am a yahoo. But I try, and I love language, even when it is corrupted now and then.

However, there are some words and phrases that drive me to distraction.

I am providing my own list of 10, to get the ball rolling.

1. Like. When used extragrammatically, it is the most noxious and pervasive word in the English language. Tracing its origin has been as difficult as tracing this little virus that has been going around. It is at least four decades old.

Some think it started in the Valley. The San Fernando Valley.

It was once associated with young people. But those young people have aged and have taken it with them.

A world of new wonders to be seen on daily walks

A

re you one who likes to walk, to inhale the fresh air of the outdoors? See a walk as an adventure? Visually scan the sky, searching out birds in flight?

Maybe it’s the OUTDOOR pandemic, but the LIVING trails and open space lands seem to be drawing more people this spring.

The outdoors is therapeutic! Like many, my preference is the openness, endless view of the horizons over a treadmill in the four walls of my Ron Hellbusch basement.

Since March this year, the walk has changed. More of us are committing part of our day to walking. Today we are reminded to don a face mask (too many walkers do not) move off trail to maintain the social distancing when approaching other walkers, avoid the urge to talk, offer a welcomed wave of your hand, a smile behind the mask or a nod of the head.

To add to the sense of exploring and adventure consider a trail system that includes water and/or open space. All of our suburban communities have developed excellent trail systems, plus some exciting and natural designated open space environments. There is sense of peace, calmness, relaxation when peacefully walking adjacent to water and open space away from the sound of vehicles or people. Your mind can wander and drift, the symphonic sounds of birds ring more clear, small animal movements are more likely to be noticed and you truly see more and hear more of our natural world.

I walk. And I am fortunate to have a defined trail system plus two water bodies a reasonable distance from my home. The lakes are short drives, which I make often; the trail system a convenient half mile walk. I spend time on both the trails and never fail to make the drive to the lake at least twice a week.The variety and numbers of bird and animal species is significant when water resources are part of

the outdoors mix.

Let me offer a friendly suggestion to enhance your walk by more focused observation to seek out birds and animals and enjoy the sound of the outdoors. We have experienced the transition from winter to spring in our walks, but this is a different year, offering a different experience. Many of us have slowed our walk, sharpened our eyes to the sounds and environment around us and actually discovered a lot more of the outdoors.

During the pre-coronavirus month of February I watched the population of Canada geese thin out as the spring migration instinct set in with this popular waterfowl group. The geese along with countless other smaller, unnoticed birds started their annual migration flights north. I started to see mating pairs frequent the lakes as they prepared for the spring nesting ritual. Somewhere in the midst of the lake’s shoreline fresh new green cattail growth and other disposing weed cover, the goose was busy constructing an unseen nest for her set of 6-12 eggs.

During my walks, my eyes became more sensitive to the gander feeding on wild plants and grass while the goose warmed her eggs and periodically joined her mate near the nest during the day. The mallard ducks were also preparing for nesting as they were in constant flight seeking out equally protective sites for the hen’s nest. In both cases the patience of the goose and the drake was evident. They would take up resting space in shallow ponds, near the nests in support of the hen’s 28-30 days of incubation. Someday walks would be shared with the patient males, other days neither would be in view causing me to be concerned about their safety and well-being.

As the days moved into early march I became more patient, more inquisitive and searched for new arrivals, new species of wildlife. Not sure what the lake waters might offer, but confident there would be new wildlife to observe.

How many of us stopped to appreciate how great our lives were three months ago?

My challenge to you, Class of 2020, is to re-learn appreciation and gratitude.

Bad times pass, and these will, too.

There’s one more lesson you should take away from this year of disappointments. A little over three months ago, you and me, we were all going through our days, free to come and go, high-fiving our friends, hugging our teammates after the big score, crowding up to the bar to order a drink on Friday nights. Our greatest annoyances were red lights, uncommunicative professors, and having to wait to use a machine at the gym.

attached to the long, tall green growing cat tail plants. And I listened intently for their crisp sounds as they echoed across the quiet lake water. Growing numbers of mourning doves were close behind, calmly piercing the air with their popular “cooing” sounds as they search the shoreline lake trees for the perfect set of branches for their spring nests.

Warm spring Colorado temperatures welcomed some uncommon wildlife as well. The first week in May I had to stop and ponder the presence of two small Pond or Slinder turtles.

The turtles would have recently moved out of hibernation in the pond mud. They were intently perched on a dead snag tree branch hanging over quiet back water. I was pleasantly surprised to see a pointed-beak Black Cormorant standing tall in the shallow water waiting for a small minnow to swim by. It was interesting to see the cormorant, given that shorebird

was not present earlier at the lake.

Occasionally, one or more teal ducks would be seen on the pond, but none made their stay permanent. The Canada goose pairs and mallard ducks settled in, hopefully, for the long haul to hatching. Time will tell.

Spring is the most active season for wildlife, due to the migration instinct and nature’s propagation. This spring is slowing our pace, while we stay close to home. It is encouraging us to be more observant, opening our eyes to what has always been in our view, but we were too hurried to notice. This year is one for history yet one that can encourage us to get outdoors and walk with a new view of nature amongst the awareness of the serious and critical impact the COVID-19 is having on people and communities.

Denise Mund, Arvada We should all vote on trash issue I am writing about the pending vote before Arvada City Council for a city sponsored waste hauler. As I watched the City Council meeting on May 4th, I became very concerned about the urgency that some members of City Council displayed in moving this to a vote. I wonder how many residents are unaware of the full details, impact to individuals and cost to our city. In the May 4th meeting, some Council Members brought up pausing this process, even suggesting this decision to be moved to a vote by all who live in Arvada, but only a few Council Members supported it. In looking more into the situation and discovering the millions of dollars this will cost, a citizen vote seems appropriate. I was very pleased to see Council Member Bob Fifer recently make a statement on social media in favor of a citizen vote. I am hopeful that as this issue is considered on June 15, Fifer and the others who advocated for a delay will be able to convince the remaining Council Members that a citizen vote is the appropriate way to make a decision of this magnitude.

Thank you Council Member Fifer for the wisdom to advocate for the citizens to have voice AND vote on such an important issue! I encourage everyone to look into this more and to participate in public comment prior to the City Council vote on June 15th.

7. LOL and its ilk. Anyone who resorts to and relies on such acronyms should be shunned and punished, PDQ. 8. Awesome. “Awesome” is not awesome. Not even close.

9. Sustainable. It sounds virtuous whenever it’s used, and it’s used too

often.

10. Icon. Every actor, every musician, every athlete, every notable person in any field is now referred to as an “icon.”

City Council needs to move forward In community surveys in 2017 and 2019, more than 60% of Arvadans supported changing to an organized waste hauling system. After extensive research by City Staff, City Council, and the Sustainability Advisory Committee, multiple city council meetings, workshops and hearings, and a months-long process among city staff, consultants, lawyers, and a prospective hauler in negotiating a deal, we are at the final step: A vote from City Council on whether to adopt an organized waste hauling system.

This ordinance would bring low-cost, bundled trash and recycling pick-up to Arvadans (single-family homes) who don’t live in HOAs. City Council has watched this process unfold from the beginning. They are privy to the details of the contract, which was put out to haulers through a well-known, fair, and transparent RFP process. They have heard and responded to feedback from scores of residents, and they have discussed and deliberated at length the program’s pros and cons. Therefore it is City Council who should make the final decision. We elected them to be our leaders and represent the interests of the entire city.

Putting this to a vote is not the answer: It is not fair for HOA-dwelling residents who already have these benefits to potentially sway the vote for a decision that impacts Arvadans who would see its biggest financial gains.

City Council needs to move forward and vote. Let’s not let this money-saving program for residents be delayed any longer.”

The bottom line here is a cloth face mask does not offer any real protection. They may afford some psychological comfort for those who choose to wear them, but please don’t try to force us to use them if we don’t want to.

Protect full day K This year, my granddaughter embraced kindergarten, thriving in the full-day program.

State funding for full-day kindergarten is what allowed her to attend the program and prepare to succeed next year in first grade.

As a Save the Children Action Network volunteer leader, I advocated for full-day kindergarten funding last year by testifying before the Joint Budget Committee of the Colorado General Assembly, meeting with my legislators, and speaking to media about how critical kindergarten is for the educational success of students.

I did this for my granddaughter, and for every single 5-year-old in Colorado.

Last week, the Colorado Joint Budget Committee convened to begin developing new budget proposals based on dramatically reduced state revenue forecasts. As the committee deliberates, I urge them to protect funding for full-day kindergarten.

As young children emerge from the COVID-19 crisis, they will turn to teachers and to the routine of kindergarten for security, learning, and growth. This is not the time to cut funds for young children. Furthermore, rolling back kindergarten would hinder ourstate’s economic recovery by making it harder for parents of young children to get back to work.

I urge the Joint Budget Committee to protect the wise investment that is full-day kindergarten.

When the coronavirus first appeared in the US, public health officials said the virus was primarily spread by touching contaminated surfaces, then touching your face, spreading the contamination to your mouth , nose or eyes. They said the best way to avoid getting sick was to wash your hands often and to avoid touching your face. For weeks, they said masks were not necessary. Note the nuance While criticizing government’s expansive actions during this pandemic, a frequent letter writer asks,”Does not the constitution... clearly state the roles of government?” His biased answer — that it does — is both incredibly simplistic and inaccurate.

If our state and national constitutions were so clear, there’d be little need for the courts to interpret the law. And yet they assume that vital role in the very systems those constitutions have created. In the two-and-aquarter centuries since the Constitution was written and ratified, the US Supreme Court has been responsible for creating legal definitions for words like commerce, citizen, equality, privacy, etc. Those justices have been challenged to outline the meaning and limits of the “necessary and proper” clause, taxes and duties, the “supremacy” clause, free speech, the right to bear arms, search and seizure, and countless others instances of “unclear” and changing language in The Constitution of the United States. And fifty sets of state courts face similar tasks.

America is fraught with conflicts over gun ownership, reproductive freedom, voting rights, environmental protection and so on. Why? Because our constitutions are unclear and ripe for encouraging disagreements.

Our current problems are complex; their solutions, if they are to be successful, must recognize and accommodate those complexities. Simplicity rarely succeeds.

Please consider this next time you vote. And please — vote!

Polis meets with Trump to talk COVID-19 ‘People are being responsible,’ Colorado governor tells president

Colorado Gov. Jared Polis spent Wednesday, May 13, in Washington, D.C. at the invitation of President Donald Trump, where they talked about COVID-19 supplies and the state of the pandemic in Colorado.

Although Polis pointed out that everyone who was in the meeting was tested prior to coming in, he and Dr. Jill Hunsaker Ryan, executive director of the Colorado Department of Public Health and Environment, appeared to be the only people in the room wearing masks at points during the hourlong meeting.

For half the time, Trump fielded questions from the press and took an opportunity to blast states that conduct mail-in balloting, which Colorado has been doing since 2014.

That leads to corruption and cheating, Trump claimed, and he labeled it an attempt by Democrats to ensure that no Republican ever gets elected.

Polis said nothing to defend Colorado’s system, which has been a nationwide model for participation and security and was set up by a Republican secretary of state, Wayne Williams.

Polis later said he wasn’t going to get into a debate with the president over inaccurate statements and issues unrelated to his main interest, which was on COVID-19 supplies.

“This is not a time to air differences on unrelated policies,” Polis said.

“This is a time for all Americans to work together.”

Other Coloradans sitting in were U.S. Sen. Cory Gardner, a Yuma Republican, and Secretary of the Interior David Bernhardt, who is a native of Rifle. In addition, North Dakota Gov. Doug Burgum and the head of that state’s health department also were in attendance, as was Dr. Deborah Birx, the response coordinator for the federal Coronavirus Task Force.

Polis said he spoke with Birx, who complimented the state’s efforts on testing and contact tracing.

During the meeting, the White House tweeted out that Colorado had received more than 180 million gloves and 9.5 million masks, although it noted (in small print) those supplies came from both the federal government and public/private partnerships.

“That said, the federal government is an important partner” on getting those supplies, Polis said.

Colorado will receive 195,000 tests, including 96,000 from the federal government, that have already arrived in the state.

While they are not as high risk for contracting the virus, youth are able to pass it along to older adults and those with preexisting conditions.

Teachers and instructors over the age of 60 should “stay out a little while longer ... I don’t consider our country ‘coming back’ if schools are closed,” the president said.

Trump also called the $3 trillion stimulus package proposed by Democratic Speaker of the House Nancy Pelosi “DOA” (dead on arrival) because it has too much to do with elections.

During the press conference portion of the White House visit, Polis and

Ryan could be seen wearing masks, although Polis removed his when he talked to the president.

“People are being responsible,” Polis told Trump. He also said that it is possible that some Colorado ski areas could resume operations in June, such as Loveland, Wolf Creek, and Breckenridge, all which often remain open past Memorial Day. Polis also spoke to Trump about efforts to reopen businesses. Grand Junction and Mesa County have reopened their restaurants to dine-in services with occupancy restrictions, Polis said.

Swimming pools in limbo as summer season nears

S

wimming-pool operators in the Denver metro area say they are waiting on guidelines from local and state health departments to determine if, when and how they should reopen this season — but if they do reopen, the pool experience will likely look and feel different under the COVID-19 pandemic.

The Town of Castle Rock said it is waiting on guidance from the TriCounty Health Department before deciding if and when its community pools should reopen. In a normal season, most area pools reopen near Memorial Day and run through Labor Day. The town operates two indoor pools at its recreation center, two outdoor pools, two outdoor splashpads and another indoor pool at the Miller Activity Complex aquatics center.

At the Miller Activity Complex splash pad alone, the town might see between 50,000 and 75,000 visits a year, aquatics supervisor Janice Weed said. The town’s pools are typically at capacity for the duration of peak hours — between 10 a.m. and 2 p.m. — each day during a normal season.

Weed said the uncertainty around such a central facet of summer life “adds another layer of anxiety for everyone.”

“It’s just another drop in the bucket of disappointment,” she said.

or west Jefferson County high school student Micah Wilson, the healing power of music inspired him to explore mental illness in his debut album, “The Departure,” which will be released on streaming services May 22.

Produced in part by Robbie’s Hope, Colorado-based non-profit with the aim of empowering teens to cope with the stress and the pressures modern society places on them, COMING album is beATTRACTIONS the ing released this month because it is National Mental Health Awareness Month.

We spoke with the 18-year-old - who lists artists like Jon Bellion, Kanye West and EDEN as inspiration - about Clarke Reader the album and the importance of its message.

-Tell me a little about your background?

I’m a Colorado native. I got into music by stealing my mom’s laptop late at night and playing with loops on GarageBand. But sadly, GarageBand’s library is quite limited, so I started making my own loops and samples. From there, I began to fall in love with the process of creating, and I knew I wanted to do it for the rest of my life.

-Tell me about recording your debut album?

It was really tedious. I produce and record everything in my bedroom, where I’ve built my own home studio.

Being in high school, the only times I was able to record was after school and sports (when I was supposed to be doing homework). While my peers were working on physics, I was captivated by putting this project together, and I have the grades to prove it. But in the end, I think those late nights were totally worth it.

-What made you want to tackle the theme of mental health on the album?

I don’t think I had that in mind in the beginning. I think it slowly formed over time. Music is like therapy to me, and sometimes I use it as a way to cope with my own struggles.

For example, I wrote the hook for “Anxiety” in the midst of an anxiety attack. From that moment on I really wanted that theme to be evident on the album.

-How did you get connected with Robbie’s Hope? Why did you want to work with them?

One of my best friends is an active leader of their community. I always heard him talk about it, and I was extremely interested, because I was silently looking for some help of my own. And as soon as I met with Jason and Kari Eckert (founders of the organization), I knew that I wanted to do anything I could to work with them.

-What do you hope people who hear the album come away with?

As I mentioned before, music is really my own form of therapy. I feel like being honest and vulnerable with who I am through these songs can

A CDPHE spokesperson provided a statement from the Water Quality Control Division, saying the state will reassess phased openings of summer activities after June 1. As of now, all pools must remain closed under the state’s safer-at-home order.

“The governor will make these decisions on a rolling basis, based on the latest data and evidence,” the statement said. “The department relies heavily on the CDC for guidance on swimming pool cleaning and disinfection and is developing guidelines that will be consistent with the CDC.” The department encouraged pool operators to familiarize themselves with CDC guidelines. The CDC suggested a slew of measures for to aquatic venues to employ if reopening — from promoting good behavior among users to maintaining clean and healthy facilities to preparing for when someone at a facility gets sick.

Brad Anderson is the aquatics supervisor for the City of Englewood, which operates an indoor pool at its recreation center plus the outdoor water park Pirates Cove.

The water park normally has a capacity of 1,800 people and typically sees 100,000 visitors in a year. As of

In addition to the possible closure of community gathering spaces, Anderson said he worries residents will lose a favorite exercise option should pools stay closed.

Englewood offers a variety of learnto-swim classes, which are lifesavers because drowning is a leading cause of death among children, he said, and also offers exercise programs at its pools.

Anderson called the possible loss of swimming activities a big hit for the community.

“We are always looking for some place to get away from the mundane, everyday life, the stress that we have,” he said. “You can come to the swimming pool, a recreation center, you can exercise and relieve those stresses of everyday life and just get into a more relaxed atmosphere.”

Uncharted waters John Field is president of the Westminster-based MSI LLC, a homeowners association management company that oversees 470 communities across the Front Range, with approximately 90 pools among them.

None of the company’s clients have made an official decision about whether their community pools will reopen this season, Field said, and the decision falls to each individual board of directors.

“We predict that it will be controversial regardless of the board’s decision — there will almost certainly be friction in the community,” Field said. “It’s not an easy time to be a decision maker.”

Field, Weed and Anderson all said that if pools do reopen, people should prepare for a new normal.

It is possible pools will not put out lounge furniture, to discourage people from congregating in groups.

People will still be urged to stay six feet apart and wear a mask when not in the water.

Pools might reopen at a lower capacity, or if necessary, conduct recreation by appointment. Staff will

likely monitor social distancing at the community pools, although most HOA private pools are swim-at-yourown-risk facilities without lifeguards, Field said.

Weed and Anderson said their communities will also increase the cleaning and sanitizing of the municipalities’ facilities. Field said increasing cleaning measures will depend on each HOA’s budget availability.

“Without a doubt, you’d want to assure or at least encourage everyone to practice all the different social distancing and cleaning standards that have been put forward,” he said.

Weed asked the community to be patient while pools wait for the green light to reopen and said pool operators are trying to do the same.

“We want to open up just like everyone else,” she said.

Before the pandemic, John Schreiner had thought a good portion of his spring would be spent on a baseball field in a Wheat Ridge Farmers uniform.

He had looked forward to going to prom, spending the final days of high school with his friends and walking across a stage in a cap and gown to finally receive the diploma he worked hard for.

But for now, a parade around Schreiner’s neighborhood is going to have to replace the feeling of having a traditional graduation — and that’s alright with him.

On May 16, the Applewood Grove neighborhood in Golden hosted a parade for 2020 graduates who live in the area in honor of their accomplishments. Graduates from Wheat Ridge, Golden, Green Mountain, Lakewood and Bear Creek high schools walked around the neighborhood with their families while residents stood outside their homes cheering them on as they walked by.

“It shows that people actually still care and are willing to go out of their way to try to make our senior year still special,” said Schreiner, who plans to attend Colorado Mesa University in the fall.

West Metro Fire drove a firetruck and played music while residents like Mark Doyle participated in the parade by driving around the neighborhood in a decorated tractor.

Doyle, who lives in the Applewood Grove neighborhood, said that about 10-12 graduates live in the area. He said the neighborhood community is close, and wanted to honor the graduates in some sort of way.

“These are all fine young kids that are graduating. I don’t have any kids that are graduating, they’re all long gone — but I wanted to participate (in the parade) any way that I could,” he said.

The parade route started on West 16th Drive and Zinnia Street and continued to Alkire Street to Willow Lane and back to Zinnia Street.

Jeffco Public Schools announced in April that its graduation ceremonies are postponed until August.

“It’s not normal, but we’re making it work. (The parade) was so fun, and it was really cute,” said Peyton Oaster, a 2020 Green Mountain High School graduate who will attend Colorado State University in the fall. “It brought the neighborhood together in a time that really sucks.”

Emissions testing resumes, with safety measures Limited number of Air Care Colorado stations to provide inpections STAFF REPORT

Vehicle emissions testing has resumed at 10 Air Care Colorado emissions inspection stations, according to a news release.

Testing volume is expected to be heavy in the first few weeks. To help reduce wait times, motorists with registration renewals that are due in May are being urged to wait until June to get their inspections.

Because of the 30-day grace period following the last day of each renewal month, May registrations will not be late, the release said.

Motorists who applied for and received registration extension letters from the Division of Motor Vehicle are also being urged to wait to get their inspections until June. Those motorists will have until June 26 to register their vehicles.

March and April renewals should get their inspections as soon as possible. No late fees will be assessed for a short period after the emissions program resumes, the release said.

Customers getting emissions tests for vehicles between model years 1982 and 1999 will wait in a booth while their vehicles are tested. No more than three customers will be allowed in a booth at one time, and they will maintain 6 feet of distance at all times. Only one customer will pay at a time as they exit the booth.

“While we are expecting an unprecedented number of vehicles, ACC is committed to getting all motorists through the testing process as safely and quickly as possible,” said Air Care Colorado Program Manager Chuck Purnell.
