I do some accounts and I work close with the public trustee on releases.

And then I oversee and make sure that everything is started OK. So I do cashiering, proofing — whatever needs to be done. I do any recording that comes in and I also write marriage licenses.

Western Slope beginnings I live in Jefferson County. I’m from Delta on the Western Slope. We moved to Denver the first part of `69 I think.

We moved because my husband got a job at Coors and he worked there for 22 years until he got sick.

I started working at the Clerk and Recorder’s Office in `70. So, we lived in Denver nine years and then we bought a house in Jefferson County in `77. I just came out and applied and they hired me right away.

I also worked in Delta County three years before I moved here with the county clerk’s office there. Back then, I Just wanted to get a job. So, they hired me for the renewal and license plates

in January and then after that they asked me if I wanted to stay in recording so I said yes.

Decades of changes I like the work. I like all the work with recording. And the customers.

When I first started our office was in downtown Golden by the School of Mines. It was just upstairs and we had a small area for recording and then the front counter we took in documents and wrote marriage licenses standing up. And I remember they’d bring the inmates over in order to get married. We used to do that. (Note: This is no longer done — inmates now are required to do so via absentee affidavits.) After that I remember they moved us down in the basement in the old building so we could have more room and all the records were kept in the vault. Some of the people worked in the vault.

The Clerk and Recorder’s office has changed quite a bit since then. We used to do everything by hand. Tubs full of work and we had to feed them all the same day, put them on record. I remember we had to type for indexing on typewriters. And then it started changing over the years and now we have electronic recording so not as much paperwork.

But in the earlier years, it seems like everything was smoother and we all pitched in and worked together.

There’s been a lot of changes. People just worked together and it’s not like it is now. Employees were just more easygoing I think. Maybe they just

Terrell Davis, John Elway, (Steve) Atwater. Now I like Justin Simmons, (Phillip) Lindsay and Von Miller. And hopefully Drew Lock will be good. I’m optimistic about next year. I hope we do better.

The Broncos cake I got for my party was really nice. I sent a picture to my son in Wyoming.

50 years and counting Everybody’s always asking me when I’m going to retire. My answer to that is that I am day by day now. Some days I think I am ready and some days I’m not. Just have to wait and see. I’ve really enjoyed working here.

No officers were injured in the shooting and the suspect is deceased, according to the department’s Twitter page.

As of Jan. 22, the department said the case was in an early investiga-

tion phase. Overnight, the department asked residents to use Wadsworth or W. 58th Avenue as alternate routes.

The department has not yet released further information about the suspect or events surrounding the shooting.

Coronavirus test results come back negative at St. Anthony Hospital A patient who visited Wuhan, China came to the hospital with a respiratory illness

Lakewood’s St. Anthony Hospital confirmed results of a coronavirus test from the Center for Disease Control and Prevention came back

negative after a patient came to the hospital on Jan. 24.

The patient visited the hospital with a respiratory illness, according to a release from the hospital. That person had previously traveled to Wuhan, China — an area where the coronavirus has killed 80 people, according to CNN. Nearly 2,800 cases of the virus have been confirmed in China, and 13 other parts of the world have also confirmed cases of it, including the United States, France, Australia and Canada, CNN reported. At this time, there haven’t been any confirmed cases of the coronavirus in Colorado,

according to the Colorado Department of Public Health and Education.

When the patient arrived to the hospital, they were placed in an isolated unit, a common practice for patients of the hospital who present respiratory symptoms, according to Gianna Lisac, a spokesperson for St. Anthony Hospital.

The virus likely stems from an animal, according to the Center for Disease Control and Prevention. Patients who have had the virus reported having a fever, troubles breathing and a cough, the Center for Disease Control and Prevention says.

St. Anthony Hospital is encouraging people to wash their hands, keep a distance from others who are sick, to stay at home when you are sick and to practice good health habits.

“At this time of year, there are many causes of respiratory illness in Colorado and around the globe. It’s understandable that people may be worried about the appearance of a new virus, but the health risk to the general public in Colorado remains low,” said Dr. Rachel Herlihy, state communicable disease epidemiologist of the Colorado Department of Public Health and Environment, in a statement.

Taxation of Residential vs. Non-Residential Property Is a Growing Issue

this puts enormous pressure on the owners of vacant land to develop it, which is upsetting to those of us who value keeping raw land undeveloped.

To understand how unfair the taxation of vacant land can be, consider a 20-acre parcel in Jefferson County that is currently listed for sale. The county’s current valuation of the parcel for tax purposes is $275,554, so its assessed valuation is 29% of that, or $81,071. If the buyer of this land builds a high-end home on it, the valuation might increase, for argument’s sake, to $700,000, but its assessed valuation would be only 7.15% of that value, or $50,050. Thus, the property tax bill would drop by nearly 40%, even though the value of the parcel has nearly tripled! The current owner is paying over $7,000 per year for his land to sit vacant.

Because the assessment rate for non-residential property is fixed at 29%, the assessment rate for residential property keeps falling. Last year it was 7.2% and two years before that it was 7.96%. Prior to 1982, property of all types had an assessment rate of 30%, but the Gallagher Amendment changed the non-residential rate to 29% and the residential rate to 21%. Most significantly, the amendment also dictated that the residential assessment rate should be adjusted to retain that year’s 45:55 ratio of residential to non-residential statewide property tax revenue in subsequent years.

As a result of that provision, since total residential valuations have grown much faster than non-residential valuations statewide, the 21% assessment rate of residential property has kept falling and will continue to fall. And this is likely never to change, since owners of residential property are the voters, and it’s unlikely that homeowners would ever vote to increase their property taxes and soften the property tax burden of businesses.

Bottom line, residential real estate will continue to bear an ever smaller property tax burden compared to non-residential real estate, and owners of vacant land will feel more and more pressure to develop their vacant land or sell it to developers. The only alternative is to put livestock on the land or to farm it so they enjoy the even lower agricultural property tax rate, but the rules for qualifying for the agricultural rate are fairly strict and are aggressively audited, I would expect, since the cost to counties in lower tax revenue for agriculturally zoned property is pretty substantial. .

How real estate is taxed varies greatly from state to state. Here in Colorado, we are blessed with very low property taxes compared to many other states. According to USA Today, Colorado has the 7th lowest property tax rates in the country, although that is a statewide average. The median-value home in Colorado has a property tax bill of just over $2,000 per year, whereas the median-value home in New Jersey, the highest taxed state, has a property tax bill of over $7,200. In suburban New Jersey, property tax bills over $20,000 per year are not uncommon because of the higher values, not just the higher local tax rates.

In Colorado, property taxes are very much a local affair. Recently there was a hullabaloo over Metropolitan Tax Districts, in which mill levies can double the property taxes for newer subdivisions. You can read my Dec. 26, 2019, column on that topic at www.JimSmithColumns.com.

This week, however, I’m going to address a different property tax problem that is getting worse every year and has little prospect of being solved politically.

The problem is the growing differential in property tax rates for residential vs. commercial and other nonresidential real estate, such as vacant land.

First you need to understand that property taxes are levied against the “assessed” value of real estate, which is a percentage of its actual value. While the assessment rate for residential property — currently 7.15% — keeps going down, the assessment rate for non-residential property is fixed by the state constitution at 29%. That means that the property tax on residential real estate is 1/4 the property tax on non-residential real estate of the same value.

Rita and I own two pieces of real estate— our south Golden home and the Golden Real Estate office building. The county assessor values our home at twice the value of the office building, but the property tax for our home is one-half the property tax for the office building.

Vacant land is considered non-residential, so it, too, has an assessment rate of 29%. As I’ve written before,

In December 2018, Minneapolis made headlines when it abolished single-family zoning. That began a nationwide conversation about the use of zoning laws to restrict growth and density at a time when housing affordability was worsening and homelessness was increasing.

One of our broker associates, Chuck Brown, attended the National Association of Realtors convention last November in San Francisco. I had attended the same convention there several years ago. I hadn’t noticed many homeless people on the streets back then, but Chuck reported that it was way out of control now, with the streets overcrowded with homeless people.

You, like me, have probably followed the coverage of homelessness in Denver, with that city passing an urban camping ban, which was ruled by a lower court as unconstitutional but is still being enforced by the city as the law works it way through the court system and probably to the U.S. Supreme Court before too long.

The conversation over zoning created by Minneapolis 13 months ago is growing louder. That’s because the history of zoning is one of intentional discrimination. In researching this topic, I read a Fast Company posting on the history of zoning in San Francisco.. I’ll put a link for that article on the blog posting of this article at www.GoldenREblog.com. The large Chinese population there was targeted by zoning rules, and zoning laws were promoted and defended specifically to create white enclaves. This was long before there were federal laws making discrimination based on race or national origin illegal.

That Fast Company article included this detail re-

garding the role played by the mortgage industry: “In 1934, as part of President Roosevelt’s New Deal, the Federal Housing Administration (FHA) was established to insure private mortgages. The FHA’s underwriting handbook included guidelines that pushed cities to create racially segregated neighborhoods and encouraged banks to avoid areas with ‘inharmonious racial groups,’ essentially meaning any neighborhood that wasn’t exclusively white.”

Another New Deal program to help homeowners threatened with foreclosure to refinance their home with low-interest long-term mortgages, provided lenders with “safety maps” which used red shading for risky areas which were under “threat of infiltration of foreign-born, negro, or lower grade population.” This is the origin of the term “redlining,” and the practice wasn’t outlawed until the Fair Housing Act of 1968.

Last week I attended a meeting of the Group Living Advisory Committee in Denver’s municipal building, where they are discussing a zoning amendment which would dramatically increase the number of unrelated persons who could live in a single family home. You can expect this proposal to arise in suburban jurisdictions, too, even if they don’t follow Minneapolis in getting rid of singlefamily zoning altogether.

Deanna highlighted the work of the many Arvadans involved: Those who baked and transported goods to the

store; customers who participated in the bake sale; and donors and organizers like Vickie Chavers-Bruso and Patty McKendry, who each played an integral role in the effort, she said.

The money will be used to eliminate student lunch debt which, as of Jan. 24, totaled $1,620.26 with 79 students in debt, according to district information.

The remainder of the donated money will fund the school’s family resource center, which provides services and daily needs, like food and cloth-

ing, to students who cannot otherwise access them. Students and parents looking for assistance can contact the school’s family liaison, Nina Russell, to get connected with the resource center.

Deanna said the business plans to keep working with the community to help AHS. “We have too many students struggling and we want to take care of that,” she said. “We have a great neighborhood, and they really stepped up.”

Unique sports business classes may ‘bring kids back’ to AHS

What started as a dead-end for a plan to create a new Jeffco charter school led to an opportunity for an Arvada High School program, with 2019-2020 the inaugural year for AHS’s Sports Business Pathway.

Mark McIntosh, board president and founder of nonprofit Sports Business Academy, and his colleagues had sought to create a SLAM charter school, or Sports Leadership and Management school, in Jeffco.

Multiple such charters exist across the US with the original based in Miami.

The plans didn’t go through, but the district was open to the Sports Business Academy program establishing itself at AHS, McIntosh said.

of several that run at the high school, with freshmen taking an exploratory class to learn about each pathway. In six-week sessions, students explore the pathways, including STEM, Arts and Humanities and Sports Business.

During the sports business session, students are introduced to sports marketing, management, medicine, multimedia and coaching. Students can take full courses on these subjects as upperclassmen.

Currently, the sports business pathway at AHS is the only such pathway to exist at any public school in the nation, McIntosh said.

“For disadvantaged kids, we’re trying to show them that sports can be your ticket out,” he said. “We’re so grateful to Jeffco Schools for helping us do this.”

The program affords opportunities to learn skills students wouldn’t otherwise learn, and the school is working now to award students college credit for the classes, McIntosh said.

The nonprofit partners with multiple institutions, such as Colorado State University and Metropolitan State University of Denver, to provide learning experiences within the pathway.

Students have taken field trips to CU Boulder and the Pepsi Center and frequently learn from guest speakers in the industry.

AHS freshman Austin Jackson said this message is exactly what he likes about the class, which is helping him as he’s forming big goals for the future.

“They tell us how we can accomplish those goals,” he said of the guest speakers. “I like that they come in to give us a speech on what they do.”

With the pilot program running at AHS, the Sports Business Academy aims to replicate the system in public schools across the area and, possibly, the nation, McIntosh said.

He added that, as enrollment at AHS has been dropping throughout the years, he hopes the new program will bolster enrollment.

“We’re hoping it becomes a real recruiting tool,” McIntosh said. “We want to bring kids back here.”

clear about is that we are not going to face this budget crisis on the backs of employees because it will only cause greater problems,” Shrader said. “If employees feel this is being done on their back they are going to go somewhere else and we need them doing what they are doing here.”

Shrader said it also likely won’t be long before the Sheriff ’s Office reaches a point where it has exhausted the options for early release and must begin limiting the number of arrested offenders who have been booked into jail.

“At first I thought it would be April before we get to enhanced arrest standards but based on where we got this week with the releases it seems like that’s coming a lot sooner,” he said.

That possibility, as well as the current release situation, will also have an impact on the county’s municipal police departments, which rely on the jail to house those they arrest.

Jefferson County Sheriff Jeff Shrader said county residents should expect to see inmates released early from the Jefferson County Correctional Facility for the rest of the year.

The Sheriff ’s Office had to begin releasing certain inmates from the facility earlier this month to manage the population of the jail after Shrader ordered the closure of the jail’s seventh floor, dropping the jail’s capacity from 1,392 beds to 1,148 beds.

Shrader says the closure is one of several steps he has taken to make $5.5 million in cuts. Those cuts were necessary because the county had reached the cap for how much money it can collect under the state’s Taxpayer Bill of Rights, which uses population and inflation to set the formula for how much revenue counties can collect.

for the first time since the closure of the seventh floor at the start of the year.

Another 41 inmates were released on Jan. 21.

The sheriff ’s order directs the facility’s staff to begin releasing inmates

who have served at least 50 percent of their sentence when the jail’s population reaches two percent above its capacity. Inmates will be released in the order of greatest amount of sentence served, although there are exceptions for inmates whom a judge has order cannot be released early as well as those who have received a minimum sentence.

Shrader said that he felt he was making “the best out of a bad situation” by ordering the closure of the seventh floor but feels deeply uncomfortable about the ramifications of releasing inmates from the jail early.

“There has been a misnomer out there that we aren’t releasing felons from the jail,” Shrader said. “We are.”

Among the crimes that the inmates released early have been convicted of are aggravated motor vehicle theft, a third DUI and offenses related to dangerous drugs. In Shrader’s view, such releases make Jeffco less safe while also undermining the criminal justice system.

“It undermines that thought process court went through, it undermines the work the DA went through to get prepared to prosecute somebody, it undermines crime victims who should a reasonable expectation that the sentence they heard in court is the sentence someone will actually serve,” Shrader said. “And it undermines our society in that the consequence for an action isn’t really the consequence.”

But while Shrader said he continues to lose sleep over the releases, he said he felt they represent better options for the county than other alternatives like reducing school resource officers or other law enforcement capabilities. He is also adamant that he will not lay off Sheriff ’s Office staff (all staff reductions, including those relating to the seventh floor closure, were achieved via attrition).

Police department responses varied Joe Harvey, the deputy chief of the Golden Police Department, said that officers in that department are being encouraged to use discretion to evaluate which arrestees do and do not need to be booked into jail in order to reduce the number of inmates they are contributing to the jail. He said his department is also looking into possibilities for decriminalization of certain charges and implementing a restorative justice program for certain offenders, though he said those changes are in the early stages.

Harvey said those steps come out of a desire to be a partner with the county sheriff, who he feels used due diligence to come to the decision to close the seventh floor.

“Our official stance is we support the Sheriff in having to make difficult decisions and we let the sheriff make the decisions on his organization as best as he sees fit,” Harvey said.

John Romero, a Public Information Officer for the Lakewood Police Department, said public should not expect things in Lakewood to be impacted by the correctional facility situation.

“Truth be told, we don’t have a lot to say,” Romero said in an email. “This will not change anything about the way we patrol, investigate or arrest criminals.”

Colorado Community Media did not receive a response to attempts to reach out to the Jefferson County District Attorney’s office for comment on the situation and the impact it would have for prosecutors.

Though Shrader expects the releases to continue for the rest of the year, he said he will continue to advocate for the county commissioners to make public safety a priority in making budget decisions. Such advocacy is particularly important, he said, because the county is projecting that another similar budget cut will need to be made next year.

“I candidly don’t know how we are going to manage that,” Shrader said.

Jeffco fairgrounds may be closed as a budget cut Shuttering the fairgrounds would save $1.8 million a year

The Jefferson County Commissioners will consider next month whether to shut down the county fairgrounds in Golden to save money as the county is faced with budget cuts.

On Jan. 21, County Manager Don Davis told the Jefferson County Fairgrounds Advisory Board and the large public crowd that the county, which needs to cut $12.5 million from its 2021 budget, could save about $1.8 million a year by shutting down the operation of the fairgrounds.

Closing the fairgrounds by early 2021 is being looked as a potential money saving measure, Davis said, because the county must focus on making sure it can maintain services related to things like public safety that “only government can provide.” Earlier this month, the Jefferson County Sheriff ’s Office began releasing some inmates from the county jail before their sentences were complete because of those same budget issues. The Sheriff ’s department has already closed a floor in the county jail at the start of the year due to financial constraints.

Davis further explained that he had previously instructed fairgrounds staff to look into ways the fairgrounds could increase the revenue it generates so that it could be turned into an enterprise that would generate 90 percent of its own revenue and allow it to be removed from the county’s general fund, which would allow the county to keep it open, but to no avail.

“Staff basically came up with a plan that would get us from the 28 percent cost recovery we are currently at to about 57 percent which is a great improvement but it doesn’t get us to 90 percent,” Davis said.

Davis said he will brief the commissioners on the possibilities of keeping the fairgrounds open, moving toward an enterprise fund without a clear plan for self-sustainability or closing the fairgrounds on Feb. 4., but said only the last of the three options seems like a realistic possibility given the cuts the county is facing and its other obligation.

Last November, Jeffco residents voted against Ballot Issue 1A, a tax measure that would have allowed the county a temporary exemption from taxing and spending limitations imposed by Colorado’s Taxpayer’s Bill of Rights (TABOR) law that would have allowed the county to increase property tax levels and avoid making the budget cuts.

“At a minimum we need to be able to do those essential services for you to make sure you are safe and the things you expect from your local government are done,” Davis said. “That also means we need to look at nonessential services as places for either reform, reduction and elimination.”

Loss of space, opportunities for youth Many in that crowd, including advisory board chairman Mark Skelton, focused their comments on criticizing the wisdom of closing a facility that is the hub of so many opportunities for youth in Jeffco.

“The benefits of what (the fairgrounds) do for the youth in my mind as far as giving kids tools to say off the streets and in the prisons down the road is just as great as keeping the prison today,” Skelton said. “Maybe greater.”

In response, Davis said he “couldn’t agree more” about the value of the fairgrounds and said that value is why the county had gone to the taxpayers for 1A. He also noted that the county is not considering shutting down Westernaires, 4-H, CSU extension or any of the other programs that make us of the fairgrounds, although he did say those programs would be impacted by the closure of the fairgrounds as that is where many of those groups’ events are held.

Commenters also expressed concern about the potential impact the loss of the fairgrounds would have on livestock owners as the fairgrounds are the county’s site for evacuating livestock in the county during major emergencies. Davis responded that the county would need to find another option for evacuating such animals if the fairgrounds were sold.

Others criticized how the process was being handled by the county with Skelton telling Davis that he was disappointed that the advisory committee had only been told about the possibility of the closure days before the meeting and would only have about two weeks before the plan would be presented to the commissioners.

However, Davis said it was important to have the conversation now so the city could make a decision and either begin preparing the fairgrounds for closure or move onto other options for cuts. He said that the closure would need to happen in early 2021 for the savings to be made from the 2021 budget.

Other questions focused on the handling of the 1A ballot question.

“People don’t trust you with what you are doing with their money but if you would have said `hey we need money for the Jeffco fairgrounds you would have had it,’” one commenter said.

Many of the commenters also questioned what the county would plan to do with the fairgrounds after shuttering it.

Davis denied that the county had a plan for the fairgrounds but noted that the value of the property is somewhere between $12.5 million and $22.5 million and that selling the property

However, he said he was willing to hear resident ideas for alternatives to closing the fairgrounds and thought the commissioners would be as well.

“I definitely am open for recommendations or answers,” he said.

Arvada PD includes safety provision in red flag policy Police will not seize guns under new law without search warrant

The Arvada Police Department has added extra precautions to its policy associated with a 2020 state law — it will require a search warrant in order to act on a “red flag law” request.

The red flag law requires law enforcement agencies to serve Extreme Risk Protection Orders (ERPOs), temporarily confiscating firearms and concealed carry permits from those who could be a threat for mental health reasons.

The law is named for the Douglas County Sheriff ’s Deputy Zackari Parrish, who was fatally shot by a mentally ill man while trying to put the shooter on a mental health hold in 2017.

A citizen can petition the courts for an ERPO if the person believes a family member or household member is a danger to themselves or others and believes the subject possesses a firearm or intends to purchase one.

Law enforcement officials can also petition for an ERPO but must simultaneously apply for a search warrant.

In many cities across the state, for citizen-initiated ERPOs, agencies

will allow officers to respond without obtaining a search warrant. But in Arvada, Police Chief Link Strate and the Arvada Police Department determined that all ERPOs, regardless of who initiated them, should be accompanied by a search warrant.

This provision aims to limit hostile confrontations in which the individual with the firearm, nearby citizens or officers could be injured or killed, Strate said.

Without such a provision, officers would be required “to seize guns on a case we have almost no background knowledge on,” he said.

Citizens petitioning for an ERPO are asked to include certain details, such as whether the respondent of their petition has a history of domestic violence or substance abuse. But the applicant is not required to provide this information. Instead, citizens are asked only for information they believe is applicable.

The department could be left without important details, including an individual’s mental health diagnoses, Strate said.

“The element for proof for a (citizeninitiated) order is very low. We may have almost no details of what has happened,” Strate said. But the “element for proof for a search warrant is much higher” and would provide more information.

“We’re going to see what we can do to get the information we need to do this right.”

As the Arvada Police Department drafted its policy, it held meetings with other police legal advisers from Jefferson County agencies to discuss each municipality’s policy. Law enforcement agencies were required to have an individual policy in place

by Jan. 1.

“We felt it was important to at least understand each other’s expectations and plans for response because these kinds of things don’t know boundaries,” said Aaron Jacks, Arvada’s assistant city attorney. “You could have somebody contact Arvada but they live somewhere else, so we would all need to be coordinated.”

The team has also met with advisers from across the metro area to give input on one another’s approaches, he said. While jurisdictions did not collectively draft a policy, many of the policies have a number of similarities, he said.

All Arvada officers have undergone training on the new law throughout January. At the time of the interview, the APD planned to conclude training around the end of the month, Jacks said.

The training focused on the specifics of Arvada policy and logistics, such as the need to obtain an ERPO and search warrant simultaneously.

Officers have long received tactical training for potentially hostile situations, Strate said.

He added that if officers discover “areas we can help (lawmakers) polish up as we’re actually trying to enforce this, we will do that.”

The APD has had to confiscate firearms in the past and “this law would make that process much easier,” Strate said. “I certainly see opportunity for us as a police agency to utilize this law.”

thing is not beautiful because it is permanent.”

It is the nature of things that they are not permanent. Even the mountains crumble in time, the great trees fall, and time reclaims everything. Heck, even the Patriots and Tom Brady eventually run out of “miracles.”

And so it is that even great people eventually are here no more. But the things they do in life echo in eternity.

When I was little, I went to concerts at O’Connell Junior High School in Lakewood that my brother played in.

And they were spectacles — truly, community events. In fact, it was at a point, once upon a time, that the band and orchestra Christmas concert had to be performed on multiple nights, because the crowds were too big for one night. And, we’re not talking

was in at least one band class, usually two, and would drag myself (or, to be more accurate, talk my Dad into driving me) to school two hours before school started three days a week to be in extra performing groups. And then, on top of that, I joined the Golden Youth Symphony Orchestra, which rehearsed on Wednesday nights at the school, drawing players from students all over the county.

And all of that was because of one man — Leonard Diggs. Leonard would arrive at school by six every morning, and often not leave until after nine at night. He taught generations of students at O’Connell, frequently seeing two, three, or in the case of my family, six different siblings come through his doors. And every one of them knew two things: they were going to be expected to

Signals are a very large part of the game, and are taught beginning with little league. A base runner on second base watches the catcher and signals to the bench, where they are relayed to the third-base coach then to the batter, giving him some advantage.

They also can be signaled directly to the batter, but that is usually too sophisticated or quick. Everyone has to figure what type of pitches the catcher is calling for, and they change them occasionally.

to bunt or lay off the next pitch, and for the runner to steal a base.

The problem seems to be the electronic era, which elevates that part of the game to cheating.

Tom Graham, Arvada Support preschool access I was pleased to hear Governor Polis discuss preschool in his State of the State address earlier this month.

I thank him for his commitment to early learning. I call on my state legislators, Rachel Zenzinger and Tracy Kraft-Tharp, to support a state budget that increases access to the Colorado Preschool Program.

Access to quality and affordable preschool and other early childhood education programs are of huge importance. Research shows that children who receive a quality early education are 20 percent more likely to graduate from high school and will go on to earn, on average, 50 percent more than their peers do.

In 2020, specifically, Colorado legislators have the opportunity to expand early learning for Colorado’s kids by supporting Governor Polis’ proposed 2020 state budget. This budget calls for an addition $27.6 million to decrease the Colorado Preschool waitlist, creating 6,000 new preschool spots for children in need.

I had a chance to talk to Leonard a few years back about the some of the music we played, particularly in the Youth Orchestra. He said he didn’t believe in letting us do watered-down versions of the great music — if we were given the opportunity, he fully believed we would rise to the occasion and learn to do the great music.

I remember well struggling to learn how to play mausic that was written for a different kind of trumpet than I owned, and changing the notes on the page in my head so that it would come out correctly. It was a skill I was never expected to do again until college. His love of the great music was a palpable fact of his classroom.

I read the news today and while I was reading the news I was wearing a red sweater I bought in a store in Redding, California.

There was an article in the paper about a bicycle race that took place in Leadville. The woman who was in the lead most of the way fell back because, she said, “I couldn’t get the lead out.”

As I dwindle and fade, I am fascinated by things I wasn’t when I was younger and had other considerations on my mind, such as the birds, the bees, and how to osculate.

Now, as I swan song my way into the arms of oblivion, it’s often words that fascinate me, and it’s why I am saddened by the abuse of them as I have noted many times before.

Chiefly: the preternatural use of “like,” to qualify, clog and clutter almost everything that is said by almost everyone under the age of 40.

Why? Why? Why? What if journalists for this publication and for the major dailies were equally lax and leisurely when they reported, oh, let’s say an impeachment hearing?

“There were like all these men and women in this big room and they were like arguing, you know, and this one guy Mitch-something he, uh, boy, was he upset about something.”

I may not know what my lead is, but I know exactly what I am doing.

I am defusing something of great importance with something of little importance. It’s what I do — it’s what we do — in order to survive.

Home health care at risk As the population ages, Colorado, like other states, is experiencing a growing need for in-home care. However, despite an increasing demand, government reimbursements for Medicaid are not keeping pace with the cost of recruiting and retaining care providers, putting high-quality home and personal care at risk for thousands of Medicaid patients in Colorado.

Home-based care not only honors people’s desire to remain in their homes instead of institutional settings, but it also saves families and taxpayers money by keeping people out of emergency rooms and other

higher-cost settings. However, despite the value and service provided by people like licensed practical nurses and personal care workers, wages remain relatively low because reimbursements have not kept pace with rising costs.

Medicaid reimbursements are a fraction of what providers receive from other payers, including Medicare.

Unfortunately, many home care agencies simply can’t maintain services for Medicaid patients at current reimbursement levels. This jeopardizes access to vital and costeffective services for some of Colorado’s must vulnerable residents.

The Visiting Nurses Association of Colorado, of which, I’m the president, has served Colorado for 130 years and remains committed to providing high-quality care for aging Coloradans and people needing care due to an illness or disability.

Home-based care helps people stay in their home longer and lowers health care costs for families and taxpayers alike. The Colorado Legislature would serve the state well by authorizing a more appropriate and adequate Medicaid reimbursement rate for home-based care this legislative session.

Yvonne Anderson, 83, of Arvada, Colorado, passed away January 21, 2020. She was born in Phoenix, AZ on November 17, 1936 to Calvin F. Hammond and Thelma V. (Gates) Hammond. She grew up with three brothers and one sister in Denver, Colorado. Yvonne attended Wheat Ridge High School and attended Colorado Women’s College before marrying John E. Anderson, her high school sweetheart, on June 26, 1954. They resided in Arvada, CO where John built homes and Yvonne was an extraordinary homemaker, antique dealer, and retired from Disney Radio and The Disney Store. She was a member of the Daughters of the American Revolution, Colorado Mouse Club, and Sloan’s Lake Community Church. Yvonne had a passion for: anything Disney (especially annual trips to Disneyland with the family), collecting Disneyana and antiques with John, caring for

her family, socializing with friends, cooking, baking, flower gardening, and knitting. She was survived by her husband, John E. Anderson of Arvada, her children: Kim and Don Pipkin of Centennial, CO, John and Janet Anderson of Arvada, Jim Anderson of Arvada, her grandchildren: Jami Anderson, Amber McClain, Keith Pipkin, Ryan Pipkin, John Pipkin, her 13 great-grandchildren, and one greatgreat-grandson to be born in April.

Community service groups push for younger recruits amid membership challenges

T

hey help distribute eyeglasses to people in need in other countries. They make sure cancer patients get Valentine’s Day gifts. They light children’s faces up with much-needed school supplies.

They’re the smiling faces at community concerts and other events.

And yet many people have no idea they exist.

“The name is not out there,” said Mike Shaw, a 63-year-old Lakewood resident who volunteers with the Kiwanis Club of Belmar, a local chapter of the international Kiwanis service organization. He didn’t know what Kiwanis was until around the time he joined, now 13 years ago.

Familiar names to older crowds — such as the Rotary and Lions, similarly minded service groups — have been struggling for decades as participation has declined. A bevy of news stories in recent years — and not-so-recent years — has pointed to that trend. As far back as 1992, a New York Times story sounded the alarm about membership decline for various possible reasons, such as Americans staying less rooted in one place or young people possibly feeling like the clubs were “out of synch with the times.”

“On balance, I think the Rotary has declined in membership and has not appealed to younger generation or women,” said Lynn Hoffman, professor of business management at Metropolitan State University of Denver and a Rotary member since 1994. “My particular club has been a little better about getting women and diversity and younger people in, but that’s not true generally.”

One president of a small Lions club in the Northglenn-Thornton area remembers the Lions being much more of a local fixture.

“I can remember as a kid we would have Lions picnics with all the families together,” said Zoe Reese, whose father was a founding member of her club in 1959. Reese felt the club was more connected to the community back then.

Clubs such as Reese’s have experienced shrinking numbers. That trend may be due in part to an aging membership base, something that Rotary clubs in general have experienced and are focusing on, said Gail Lehrmann, a Parker resident and president of the Rotary Club of Parker.

here’s a particular challenge to telling a story that is very well-known by the audience.

But when it’s one of the most well-known murder mysteries in popular fiction, well, that’s a whole other puzzle to solve. Such was the quandary facing Geoffrey Kent, director of the Arvada Center’s production of Agatha Christie’s “Murder on the Orient Express.”

“One of the tricks of a murder mystery is to play it for both people who know the story and those who don’t,” he explained. “You want those who don’t know the story to make guesses COMING and be right and F ATTRACTIONS wrong as it unfolds, but you also have to layer it in such a way that if you do know it, you can read into what’s happening.”

The popular mystery kicks off the center’s, 6901 Clarke Reader Wadsworth Blvd., 2020 Black Box Repertory Season on Friday, Jan. 31 and runs through Sunday, May 17.

Performances are held at 7:30 p.m. on Thursday through Saturday, 1 p.m. on Wednesdays, and 2 p.m. on Saturday and Sunday.

Adapted by Ken Ludwig, the show finds world-famous Belgian detective Hercule Poirot (Kevin Rich) onboard the Orient Express train on his way from Istanbul to London.

Along the way one of the passengers is murdered, and it is up to Poirot to deduce who committed the nefarious act.

Cast members include Jessica Austgen, Jake Mendes, Emily Van Fleet and Kate Gleason, all of whom will be performing in the season’s other two productions - “A Midsummer Night’s Dream” and “Small Mouth Sounds.”

To add an extra level of uniqueness to the production, the theater will be set-up in the round. Not only will this provide a chance for some creative staging and scenic work by designers Brian Mallgrave and Shannon McKinney, but different seat locations will mean certain audience members catch clues others may not see.

And while trying to beat Poirot to the end of the mystery is a lot of fun, that’s not the only thing that

Many members have died or moved away, Reese said of her club.

The overall trend is a loss in clubs in her north Denver metro area, she said, but some, such as in Arvada and Denver’s Stapleton neighborhood, are new or revitalized.

“Yes, it’s smaller, but we ain’t dead yet,” Reese said.

Theories abound on why, including the idea that young people may not identify with an older crowd.

Then there’s the societal change that social media has brought about, allowing young people to find connection without the aid of community groups.

“I think (that’s) partially correct there,” Hoffman said. “I don’t think that’s the whole answer, but yes, they’re meeting their social needs totally differently than we are.”

makes the “Orient Express” a special story and show, Kent said. Rather it’s the empathy and understanding built between the audience and the characters on stage.

“There’s so much wit in the show, but there are also a lot of beautiful, humanly vulnerable moments. Which just proves theater can do anything,” he said. “Of all the things theater can do, one of the strongest is demonstrate empathy. Creating the ability to care about someone else’s struggles and letting that influence you moving forward - that’s the theater I’m interested in.”

“If I look at what I went through in high school, it doesn’t compare at all to what kids in middle school and high school do now,” said Lehrmann, 68, pointing out that parents in this era support kids’ sports teams and other activities. “Kids have so many more opportunities than I had when I grew up.”

Young people today also face added pressure to succeed economically, possibly pushing them to be busier than youth in past decades were.

Many students at Metropolitan State are in their mid-20s and don’t have time for community service while working and attending school, Hoffman said.

“I know they’re worried about doing as well as their parents. When you ask a class, you get half ” who think they’ll do as well, Hoffman said. “Ten years ago, most people would say yes.”

One of Hoffman’s classes is small — only 10 students — but just two out of that 10 said they’ve heard of clubs such as the Rotary and

Kiwanis.

“I think going to school is so stressful for people” that they don’t have time for service, said Eloy Moya, a 22-year-old in Hoffman’s class. “I don’t think it’s the fact that we don’t want to help other people — I just don’t know what those clubs are.”

Moya worked at a nonprofit and noted there are other avenues by which to give back to the community. Many of Hoffman’s students said they’d consider joining a service club after graduation, though.

In this era, service clubs have made efforts to cater to younger people who are interested in volunteering but are too busy for weekly meetings.

The Rotary started online “eclubs,” where people can get involved in projects and meet online instead of having meetings physical places, Hoffman said.

For years, branches of clubs for a younger crowd — such as the Rotary’s Interact Clubs for middle- and high- school students and Rotaract for ages 18 to 30 — have made a

direct effort to get young people involved, Hoffman said.

And still, all over the metro area, groups as small as four and some large as dozens meet at local restaurants and offer free lunch or breakfast for members, planning their volunteer efforts and enjoying each other’s company.

Shaw’s Belmar Kiwanis club has gone door-to-door at local businesses and makes pitches for recruitment while volunteering at Lakewood events such as the city’s summer concert series. The club hasn’t gotten many bites, but it isn’t giving up.

Dominick Breton, a 35-year-old Wheat Ridge resident who rose up the ranks to become lieutenant governor of a Jefferson County region of Kiwanis clubs, emphasized the importance of service clubs in communities.

“Kids need Kiwanis,” Breton said, echoing a slogan of the club. “We’re all about kids and giving back to the community. It gets you going at the start of your day.”

Finding their artistic voice Annual show at Foothills Art Center showcases work of Jeffco students

The new “Power of Process” exhibition at the Foothills Art Center in Golden contains everything from a series of photos of a popping water balloon to monster faces made from recycled cans.

But while it’s not unusual to see such pieces on display in a gallery, potential visitors might be surprised to know these works were created not by professional artists but rather Jeffco Public Schools students in their art classes.

The new exhibition, which consists entirely of work from students in Kindergarten through 12th grade, is organized around the theme of showcasing and celebrating the experimentation that allows students to find their artistic voice.

“Great arts educators encourage students to experiment well outside their comfort zone,” the exhibit’s curator, Eriq Hochuli, wrote in a statement about the exhibit. “In hosting this show, we want to exhibit a snapshot of those moments, honoring them for the immense

The experimental approach to artmaking the show aims to highlight is evident in “The Rainbow King-

dom,” a watercolor and sharpie image of a lion created by Wyatt Sievers, a fourth-grader at Three Creeks K-8 in Arvada.

Sievers said that when his teacher tasked his class with “making an animal abstract” he thought of a lion because lions are known for being fierce and dangerous and surprising their prey.

But it was after Sievers drew the lion that the creativity came in.

“I love bright colors and I really wanted to be creative and make it look different from a regular lion so I decided to color it in a rainbow,”

he said.

Liana Espinoza, a sixth-grader at the Manning School in Golden, also had to be willing to embrace the unconventional when she created her edited photography piece depicting a girl holding a camera.

To make the piece, Espinoza used software to brighten the colors and add the posterize filter, which limits the number of colors in the shot.

She also used a pencil to add highlights to certain spots. First, however, came getting the right image to work with.

“I had to do a ton of different shots to get the right one,” she said.

Kailene Tram, a student at Bear Creek High School in Lakewood, created the piece “Above the Moonlight” by painting a sky onto a piece of wood. The piece’s moon and stars are made of paint but of string that has been stretched between nails attached to the canvas.

“It’s pretty cool to be in here,” said Tram, who aspires to someday do art as a career. “There’s some really professional looking art in here.”

Even prouder than Tram, however, was her father, Jeff.

“The funny thing is when we were coming in tonight I didn’t know she had art in here so I was shocked,” Jeff said. “I was like there’s my daughter’s name on there. It’s pretty cool.”

No. 1 Pomona wrestling powering toward another state title run

ARVADA — Believe it or not …

Pomona wrestling team might very well be deeper than its 2019 squad that cruised last year to the program’s sixth Class 5A state team title since 2000.

Despite posting 166.5 points at the state tournament last year — 63 points more than second-place Ponderosa — Pomona coach Sam Federico didn’t hesitate when asked if his 2020 Panthers are deeper.

“By far,” Federico said of Pomona that has been the top-ranked 5A team all season by On the Mat. “We had a wrestle-off today between four guys for who was going to be our 145 pounder. It was hard. They were tough matches. That’s tough for those kids who have put in a lot of time and effort. It’s tough for the kids and the coaches.”

Pomona has two returning state champions in sophomore Daniel Cardenas and junior Franklin Cruz.

Right now, Cardenas (138 pounds), Cruz (195), along with Elijah Olguin (120) and Gage Bernall (160) are all ranked No. 1 in their individual weight classes.

On top those, there are 10 other Pomona wrestlers that dot the On the Mat top-10 rankings in nearly every weight class in 5A. “We have a good brotherhood and we are always there pushing each other,” Pomona’s 182-pounder Jose Rosales said. “We go hard everyday.”

“It looks pretty good,” Pomona

sophomore Daniel Cardenas said after looking at the scoreboard with the final 73-0 win for the Panthers. “This is what we expect. We want to come out

here and show dominance. We want to show everyone that we are the best team in the state.”

Cardenas took a 20-5 technical fall in his match at 138. The sophomore is coming off a strong freshman campaign where he finished with a 34-7 record that ended with 8-5 win in the 120-pound state championship over Ponderosa’s Jaron Mahler.

“I feel more confident for sure,” Cardenas said. “Last year I had a lot more jitters before state.”

The graduation of the likes of fourtime state placers Justin Pacheco and Theorius Robison on paper might look to hurt Pomona’s chances of winning a fourth team title over the past five seasons. However, youth is what is spearheading the Panthers this season.

“Sometimes we have to stop and realize how young our team is,” Federico said. “I think 10 or 11 of our weight classes are sophomores and freshmen.

It’s pretty cool to see how they are able to adapt.”

With so many of his young wrestlers already with experience at the national level while wrestling before high school, Federico isn’t concerned with how is young wrestlers will handle the pressure of regionals and state coming up in less than a month.

“I don’t think they’ll be shell shocked by it,” Federico said of the atmosphere down at Pepsi Center. “I think they’ll just go out and compete.”

LAKEWOOD — Ralston Valley junior Sydney Bevington has always been a ‘pass first’ guard for the Mustangs.

However, Bevington has clearly learned how to flip the switch when it comes to dominating games in crunch time.

“She is starting to takeover games,” Ralston Valley coach Jeff Gomer said of his talented 6-foot-1 guard. “She is starting to realize what she can do with (shooting).”

Bevington poured in 14 points in the fourth quarter to lead Ralston Valley — No. 7 in the CHSAANow.com Class 5A girls basketball rankings — to a comeback road victory Jan. 21 against Lakewood. The Tigers (5-8, 1-0) led the Mustangs (12-2, 1-0) 33-29 heading to the final quarter.

Ralston Valley went on an 8-0 run to start the fourth quarter, led by Bevington. The junior ended with a career-high 25 points.

“I just felt like the shots were open for me,” Bevington said of her 14 points in the fourth quarter that including going 8-for-8 from the free-throw line. “There was a size difference with who was guarding me. Overall it was a team effort, but I’m glad I was able to help.”

The three-year starter also grabbed 13 rebounds

in the win. Bevington is now averaging 15.6 points and 10.4 rebounds per game.

“She (Bevington) is going to get plays, but we gave her some extra plays where we were in sleep mode,” Lakewood coach Chris Poisson said. “(Ralston Valley) deserved to win. They made more plays than we did. I’m not disappointed in our effort. We are close.”

While Bevington scored 14 of 18 points for the Mustangs in the final eight minutes, senior Ellie Schweiker had a key layup in the final minute that extended Ralston Valley’s lead to 45-40 with less than 30 seconds to play.

“I felt like we needed a momentum shift,” Bevington said. “I felt like the whole game was back-and-forth, but that layup (by Schweiker) really sparked us.”

Sophomore Saya Sabus pitched in 11 points for the Mustangs. It was Ralston Valley’s fourth straight victory.

Lakewood’s crafty senior guard tandem of Nadia Trevizo-Medina and Aaliyah Sabala had a dozen points each in the Tigers’ loss.

“We might be the best 4-8 team around,” Poisson said. “We should be disappointed we lost, but confidence moving forward that we are almost there and hopefully turn that corner.”

conference hurdle could come early in league play. Valor hosts Ralston Valley on Wednesday, Jan. 29, in what will be a top-10 match-up next week.

Gomer likely won’t have a fully healthy squad. Junior Brooklyn Seymour has missed three straight games due to injury.

“That is our only game that week,” Gomer said looking ahead to Valor.

“We would like to have Brooklyn back, but we probably won’t. It will be a good test for us. Valor is really good.

I’m looking forward to it to see where we are at.”

Launch Pad aims to improve students’ trajectory Action Center’s homeless shelter now helping Red Rocks students

For 11 Red Rocks Community College students, having a lot of roommates is the least of their worries.

For one thing, they won’t have to worry about rent for an entire semester.

For another thing, they won’t end up sleeping on different friends’ couches or in a car, or in a homeless shelter instead.

Thanks to a new partnership deal with Red Rocks Community College (RRCC), The Action Center happily celebrated the reopening of its shelter in the 7000 block of West Colfax Avenue on Jan. 24 with a ribbon cutting.

The family shelter — renamed The Launch Pad — had housed roughly 20 people when it was shut down in July 2018, but will now house 11 Red Rocks students each semester, free of charge.

by RRCC now, will move in Feb. 1.

“It felt like a long time coming, but we’re feeling fantastic,” Action Center Executive Director Pam Brier said during the shelter ribbon cutting event.

Cindy Baroway said that the decision to close the shelter last year was a “stake through the heart” moment for the organization. “But it had to be done financially.”

Baroway credited Lisa Fowler, the vice president of student success at RRCC, along with members of a special committee that was looking for ways to reopen the shelter with developing the eventual solution — partnering with RRCC to meet a specific need.

“We didn’t want to open it up again, and just have to close it again a year later,” Baroway said.

The Action Center did not want to just ensure that the new shelter would be fiscally sustainable, but that its positive effects on the students would continue on as well.

“We’ll also track students at least six months after they leave here,” said Action Center board member John Covert. “Are you employed? Do you have stable housing? Are you continuing on with school?”
