Police department survey says: Pay low, loyalty high

Fort Lupton Police Chief John Fryar knows his department is facing a lot of challenges, and they go a little deeper than just a small number of officers covering the city.

For one, there’s a pandemic, just coming to an end. Then there’s legal matter of the recent loss of qualified immunity through a new state law.

Mary Ann (Marty) Wells

June 27, 1932 – April 29, 2021 Mary Ann – Age 88 died on April 29, 2021 in the comfort of her home. Mary Ann was born June 27, 1932 in Stetsonville, WI to the late George and Ella (Waldhart) Baumer.

She attended the local elementary school and graduated in 1950 from Medford High School. She continued her education at Stevens Point Teacher’s College (now University of Wisconsin at Stevens Point) and graduated in 1954.

She then taught school for several years in Green Bay, WI. A change of careers took her to Aeronautical School in Kansas City. She was hired by United Airlines and sent to the Cleveland Office. She also worked for Northwest Orient and TWA Airlines in Cleveland, Denver, and Albuquerque.

On June 1, 1963 she married Frontier Airlines pilot, Kenneth N. Wells. They made their home in Aurora, CO and raised their 2 boys there until 1979.

They then moved east of Brighton, CO at Van Aire Skyport. Marty filled her days caring for her home and family. She treasured her church family and, above all, loved her Lord and Savior, Jesus Christ. She was a perennial volunteer for years on various school district committees, worked for her church and helped at the Animal Shelter as well as the Brighton Senior Center.

Students at Dupont Elementary learning two languages Its the first of its kind program in the Adams 14 district

The Adams 14 School District’s Dupont Elementary School will offer a two-way dual-language program starting in the fall for students in preschool through the fifth grade.

It’s a learning opportunity for the student to become bilingual and biliterate in English and Spanish, according to a press conference May 19.

A one-way dual language program has been around for the past few years at Dupont. One-way dual language programs are when an English speaker has the opportunity to learn Spanish, or vice versa.

could go to another program,” said Officer Kaitlynn Walker.

“The other departments have step programs, on top of working with other officers and 98 not being left alone. There aren’t any restrictions on overtime. One question we asked was, ‘What motivates you to look for another job?’ Pay was a major response.”

The two-way dual language program allows students to learn English and both languages.

“Currently, the one-way dual programming is available is only to our English or native Spanish students,” Dupont Principal Brian Clark said. “Now, the new piece that is starting next year, both in preschool and kindergarten are going to be a two-way dual language program. So regardless of your first language, you can come to DuPont and learn to be bilingual in English and Spanish. And we’re excited.”

“We are nearly fully staffed. We are still looking for one bilingual teacher for next year, but we’re confident that we’ll be able to find them,” said Clark.

Tanya Lopez, director of the culturally and linguistically diverse education for Adams 14, oversees the language-learner programs, such as English language development and the dual language pro-

gram for four elementary schools in the 27J district.

“We are super excited because this programming is answering a need and requests from our community.

And we feel that dual-language programming supports our entire community and gets to the heart of who we are in Commerce City, and can provide this for our students and our feedback,” she said.

Lopez said when students have a foundation of their language at home, they can continue to build on the language at the kindergarten and preschool levels. Research confirmed that if a student continues to develop the language skills through middle school, they outperform academically over their peers.

“We are excited to see our students become bilingual, bi-literate and then achieve academically and be able to do whatever they want when they graduate from school,” Lopez said.

“We are excited,” Dupont assistant principal Kelly Heinz said. “When you think about being bilingual as an adult, it just opens up doors to opportunities that you don’t otherwise have, as far as jobs and careers and even getting into college.”

“This is the kind of dual language program which will be the first of its kind and out of Adams 14 district.

We do have one-way dual-language schools. But the two-way Dual Language School is going to be different for this district in this community,” said Adams 14 Superintendent Don Rangel. “It’s going to set us apart from the districts around us, I think it’s going to be a great option for families, both our Spanish-speaking and English-speaking families to come and have an experience where they get to develop a second language.”

“It costs us to hire people to do the training. There’s burnout,” Fryar said. “We’ve got certain people who do that for us.”

Mayor Zo Stieber wondered if the department’s size didn’t strip some of the anonymity from the survey.

“Getting that information is more restrictive,” Fryar said. “It doesn’t allow us to be overlay specific. The big thing we got is the information that led us to specifically identify the problems. It’s important to us to pay attention.”

Howe said employees who have been on the job three to five years “are at a level of experience where they can see the problems.

We need to be talking to them.”

It wasn’t all bad news. Fryar said a key to the survey was the employees’ loyalty.

“They want to be here. That’s huge,” he said. “Most of the time, there’s that feeling they can apply anywhere else. I want to take care of them.”

Fryar also said that despite some of these internal matters,

the department is meeting national accreditation standards. But he still faces a problem of recruiting people to come to work in Fort Lupton. Howe said the pool of potential officers is shrinking because people are leaving the profession.

“The unemployment rate for qualified officers is zero percent,” he said. “If you don’t have what I call ‘scars,’ you’ll have 20 departments looking for you. We have to look at how we do the best with what we have.”

Anythink bring back live concerts for 2021 STAFF REPORT

Anythink Library’s Wright Farms in Thornton will feature live music on the second Friday each month this summer as the Backyard Concert Series returns to live shows.

The library district presented virtual versions of the popular concert series through 2020 due to COVID-19.

Presented by Mountain States Toyota, the Backyard Concert Series is an annual family-friendly tradition that celebrates music and community while also raising funds for the Anythink Founda-

tion. The series is hosted on the second Friday of June, July and August at the beautiful one-acre park adjacent to Anythink Wright Farms in Thornton.

Doors open with food from Dickey’s Barbecue Pit and local beer available for purchase at 5:30 p.m. The band performances are scheduled to run from 6:30-8:30 p.m. The concerts, which are free and open to the public, will also be broadcast live on Anythink’s Facebook and YouTube accounts.

The musical lineup for 2021 includes performances by the Reminders on June 11k, SuperMagic on July 9 and Bison Bone on Aug.

Small business center slates grand opening Alliance/Alianza Business Center offers computers, counseling for budding Adams County businesses

A Thornton business center open to all Adams County small businesses will celebrate its grand opening with food trucks, games and cash prizes Saturday, June 12.

The city opened the Alliance/ Alianza Business Assistance Center, 550 E. Thornton Parkway. in October but postponed the grand opening due to COVD-19.

The grand opening celebration is

now set for 10 a.m. to 4 p.m. June 12 inside and outside of the center.

Equal parts co-working space and business counseling, the center is free to use for small and home-based businesses in Adams County. It offers free programs and consulting to both Spanish and English-speaking business owners and individuals looking to start a business.

The office also has four different work areas with multiple desks.

That includes socially distanced meeting spaces and multiple large flat-screen monitors linked to cameras, specially designed for hosting or attending virtual meetings, like the Zoom or Go to Meeting platforms.

The center also has 20 laptop computers that can be used in the building.

“The city of Thornton is excited to offer free co-working and meeting space, unique counseling opportunities and new workshop content in English and Spanish, all provided by the best business service providers in Colorado,” Alliance Center Manager Robin Martinez said in a written statement.

It’s funded jointly by the city’s federal CARES Act allocation by the Colorado Small Business Development Center, Mi Casa Resource Center and SCORE, a federal non-profit that pairs entrepreneurs with small business counselors.

Business counseling will be a big part of the Alliance Center’s offerings, Martinez said. The list of events is available at thealliancebusinesscenter.com under the “Events”.

The grand opening day’s activities will include a Mayoral Proclamation and ribbon cutting with Thornton City Council members at 10 a.m.

This event will also feature food trucks and drink vendors, a cornhole tournament with $600 in cash prizes, entertainment, a DJ and tours of the center. Projects that bring jobs, meet city guidlines could get faster approvals

Commerce City could streamline staff review of development projects that match city economic development priorities or bring jobs to the community, councilors agreed May 24.

Councilors had few concerns about creating rules to sort building proposals and development projects based on how well they match Commerce City’s Economic Development Strategic Plan, those that attract, expand or keep in-city jobs or are near RTD’s new train station or are within the urban renewal area.

“The city has an existing policy that allows staff to review cases, so this would supplement the city’s processes,” city management analyst Jenna Lowery said. “As of today, there are no firm guidelines for when a development project receives priority case status and gets expedited through our review process. The city would charge higher permitting and service fees for those projects, Lowery said. Commerce City’s development fees for review-

unit developments, plats and zoning changes are already lower than surrounding municipalities, she said.

“Commerce City would continue to remain competitive in the eyes of the development community if we increased fees for these services,” she said.

That should not be a deterrent to developers. She said city staff has presented the proposal to 75 local developers to get their feedback, and they liked the idea.

“I am pretty pleased to report that the development community offered overwhelming support for this and the services offered, and they did not express any concerns with paying increased fees or additional application fee for these services,” she told council.

Councilors had no objections, with City Councilor Nicole Frank wondering if the Commerce City had enough development staff to make the plan feasible.

Lowery assured the city council that it was feasible with current staffing.

“It’s something we’ve been conscientious about,” Lowery said. “We met with community development, public works and all of their review staff in early 2020 and again quite recently to make sure they could meet these times. Everyone said yes. There were not any concerns, assuming the quality of submittals is good.”

Moonlight bike rides The city of Brighton announced the return of its full moon bike rides.

The next rides are Thursday, June 24, Friday, July 23, Saturday, Aug. 22, and Monday, Sept. 20.

All rides are free. They start and end at Emi Chikuma Splash Pad and Plaza, 1750 Skeel St. Ride sign-ups begin at 6:15 p.m. (participants will have to sign a waiver the first time they attend and check-in each ride thereafter). A free giveaway drawing and serving of treats will occur after each ride; to enter the drawing, you must check in.

The free monthly community event is for bicyclists of all levels to enjoy a leisurely five- to 10-mile ride through Brighton as the sunsets. A map of the rides will be posted to the Bike Brighton page of the City’s website.

Face coverings will be required while waiting for rides (but are not mandatory while riding) and any other COVID-19 health and safety guidelines at the time of each ride will apply. Helmets and bike lights are recommended. Also, please remember to bring a water bottle for the ride during the hot months.

Commerce City talks about fireworks changes Mayor suggests allowing safe fireworks July 3, 4 and New Years Eve

City councilors are on board with changes to Commerce City’s fireworks rules, which could include legalizing holiday use of sparklers and other tame varieties while increasing fines for the more explosive kinds.

“There will always be a challenge, whether we continue with the ordinance the way it is or we loosen the ordinance up to have people who can be in compliance,” Mayor Ben Huseman said. “When people can drive an hour north and purchase

any kind of firework that you want to -- big ones that boom or light up the sky or make it look like you are calling close air support -- we will always have that challenge. What I’m trying to do is diminish the problem a bit and give people a little bit of freedom.”

Councilors are expected to vote on a draft of changes at their June 7 meeting.

City Attorney Robert Sheesley said Commerce City follows the state’s own fire codes regarding legal fireworks. Anything that explodes or leaves the ground is banned, while sparklers and fountains are allowed.

That came as a surprise to several city councilors.

“Our community relations staff have put out guidance to residents in the past that says that even spar-

klers are illegal,” Huseman said.

“So we need to get that clarified. If these were not supposed to be illegal in our ordinance, there has been a miscommunication.”

Huseman said that confusion made reconsidering the city’s fireworks codes even more necessary.

“The intention is to allow some stuff on days when people are celebrating,” Huseman said.

Huseman said he favored allowing things like sparklers, smoke bombs, snakes and fountains July 3 and 5 and Dec. 31. They’d be banned for the rest of the year while bottle rockets, mortars, flying spinners and firecrackers other explosives would continue to be banned all year long.

Currently, people caught with fireworks can face a $500 fine. That fine goes up to $1,000 per infraction if

that person is caught with fireworks again. Councilor Meghan Grimes suggested increasing the fines, as well.

“I’m wondering if there is a way to increase the fine for illegal fireworks,” she said. “That’s what we see in our neighborhoods, the ones up in the sky and making loud noises. I don’t want to see that increase, but I’d like to see people able to use whatever falls under the legal definition.”

Councilors said they were on board with the changes.

“I agree with the mayor. We need to have a clear communication plan about what’s legal, what’s illegal and an educational piece about what we’ve done in the past,” Councilor Jose Guardiola said.

He’s not a fan of increasing the fines, however.
