Fort Lupton First United Methodist Church and the Fort Lupton Food and Clothing Bank gave away 250 boxes of food with the help from of Bank of Colorado, the City of Fort Lupton and United Methodist Churchn on Nov. 21.

John Dent offices and Reinhardt Oil let them use the building to distribute the boxes. Also, various individuals donated funds and food. They are doing this to help people who are struggling with the second wave of COVID. The Fort Lupton High School kids also helped with organizing the boxes for distributions.

Each box contained two-pound bags each of flour, rice, pinto beans, green beans, cake mix, frosting mix, potatoes, onion, cookies, gravy mix, and squash.

Because of the weather and COVID-19, a turkey was not in the box. So, they gave a $15 gift card from Safeway that was a grant donated by United Power to buy the turkey.

Council makes way for Ridgeline Vista City Council approves subdivision master plan and annexation of a small, yet significant piece of land

Brighton City Council unanimously approved the master plan for a new subdivision in town.

In approving the master plan, the city annexed a sliver of land that the Ridgeline Vista development needed for its completion. The new acquisition is minor, but some councilors said it’s significant because it butts against

land that Brighton and Lochbuie previously argued over.

“I can’t say more about this development agreement and how important it is for us to do this and go towards annexation because of where the land is and what this really means,” said Mayor Pro Tem Matt Johnston at a Nov. 17 meeting.

The development still needs the City Council to approve a final plat before it can proceed.

Altogether, Ridgeline Vista will be home to 220 single-family detached lots, a single lot designated for future single-family attached dwellings and one lot for duplexes. It’s located north of I-76, east of 60th Avenue and south of Baseline Road.

Designated as medium and highdensity residential, the subdivision will be between the Brighton East

Farms and Lochbuie Station subdivisions to the west and east, respectively.

It’s the latest development in town to move forward since the council approved the plat for a 1,000-plus unit subdivision in August.

Though the council discussed the prospect of 220 new homes in Brighton, they were more excited about annexing the .388 acres in the subdivision’s northeast corner.

“You’re developing up right next to what is now Lochbuie on the Adams County side,” Mayor Greg Mills said at the meeting. “Brighton was going to annex that area, but then Lochbuie kind of swept in and got it,” he added.

Mills was alluding to a territorial dispute in the early 2000s when Lochbuie annexed land that allegedly belonged to Brighton. An intergovernmental agreement between the two

cities designated land south of Baseline Rd. as Brighton’s, Assistant City Manager Marv Falconburg said in an email. The family who owned some of the land south of Baseline, however, sold to Lochbuie.

“Brighton opposed this. Lochbuie annexed. Brighton pursued legally, but the IGA did not contain enforceable legal provisions to prevent the annexation,” Falconburg said in the email.

That turf is now Lochbuie Station.

Given the closeness of Ridgeline Vista and the .388 acres to this other controversial parcel, the new annexation offered a little recompense.

Mills said at the meeting, “It’s really nice to identify that you’re in Brighton. I’m friends with a lot of people in Lochbuie, but we want to identify as Brighton, not our neighbors. That’s what is important.”

Rare fossil makes the big time Weld County triceratops skull now a feature at Denver Museum of Nature and Science

The first Triceratops skull discovered in Colorado is getting its moment in the sun.

Nicknamed Pops in a contest, the rare fossil is now sitting at the Denver Museum of Nature and Science waiting to be studied for the first time, after 38 years.

“This is the first nearly complete skull of a triceratops that was ever found in the state. They did reconstruction on it before it was put on display. We also had a private company do some of the cleanings, it what we call preparation,” said Paleontologist Joe Sertich, curator of dinosaurs for the Denver Museum of Nature and Science.

Briggsdale’s Roland Sonny Mapelli found it on his ranch in 1982. It’s been in a box in the Weld County museum ever since.

“Our dad would have been so excited about this journey and it will make a difference. Also, his grandchildren will be part of the journey to learn about the triceratops,” said Terri Mapelli DeMoney, Mapelli’s daughter.

The animals were all over the area some 66 million years ago, based on the fossil finds. There have been pairs of triceratops horns found near Platte

But the first complete Triceratops skull was found in Weld County.

“The skull could be a young triceratops it’s going to be part of my research and that is what we do on a specimen,” Sertich said. “It is small for a triceratops, it was about half the size of a normal triceratops skull.

Also, it could mean that it’s either a different type of horned dinosaur. It might not be a triceratops.”

Scientists look for certain attributes to study, he said.

“We look at features of the skull where they suture together,” Sertich said. “So, the different bones in the skull will fuse when they become mature when they are adults just like us. It’s just a normal aging growth pattern.”

Bone and plaster According to Sertich, the dinosaur is rare it 70% dinosaur bone but the other 30% will be plaster which is normal practice to fill the missing parts when they are constructing the skeleton structure.

“We do it all the time to stabilize and it more photogenic,” said Sertich.

The researchers can identify the age of a dinosaur by cutting into its ribs and by looking at the layers of rings.

“We can cut the rib bones, so by cutting into one of the ribs it’s looking like tree rings, you can get a sense of the age of the animal from those lines that are preserved in the rib bone,” Sertich.

It could take up to a year to study Pops, he said. The first job is cleaning it, then the next step will be restoring it. They also found other pieces and chunks of bones that were in boxes underneath the display in Weld County and those will have to be cataloged and studied, too., “As a matter of fact, one of the chunks that we put together is a complete left lower jaw that we did not know we had,” Sertich said. “A lot of those pieces are the shield part of the skull that is behind the head of the Triceratops in the boxes. We will put all those pieces back together with a more stable plaster.”

The plaster that they used 30 to 40 years ago, when Pops was first unearthed, has since been replaced with more advanced epoxies and materials that are more archival. Its materials should last hundreds of years into the future.

Seven Cross The actual spot on Mapelli’s ranch where the triceratops skull was found is called the “Seven Cross.” It is a

legend from the 18th and 19th centuries that seven tribes — the Apache, Comanche, Ute, Arapahoe, Pawnee, Crow and Shoshoni— traveled over the same spot.

The Seven Cross spot where the Pops was found is a neat intersection of a long line of human cultures in the area, Sertich said, and the Mapelli’s are just part of that long story in history.

“And also, way before people 68 million years ago, there were all these dinosaurs,” said Sertich.

It boggles the mind, Mapeli’s daughter DeMoney said.

“These Indians were sitting on a Triceratops skull,” she said. “Fossil hunters from all over Colorado would ask my dad if they could dig on his ranch for arrowheads.”

Sertich agreed.

“Can you imagine some of the tribes that were congregating in the area might have even noticed some of these bones that were on the surface?” he said. “And we know from other parts of the American West, that Native American tribes did find fossils and they interpreted them a lot like we do today. So, there are examples of early paleontologists going way, way back in the history of North America, which is cool.”

According to Sertich, the area of Weld County where Pops was found is called the Laramie Formation. It’s a mix of U.S. Forest and partial private land.

“The Laramie formation is known to produce little bits of bone, teeth of dinosaurs, individual toe bones, and things like that,” said Sertich. “So, we know there is a T- Rex up there based on teeth that have been found in Colorado, along with other horned dinosaurs, duck-billed dinosaurs, and maybe even armored dinosaurs.”

It’s relatively unexplored strata in Colorado, he said.

“So those rocks are unexplored here in Colorado and that age of the rock.

So those are about 68 to 69 million years old,” he added.

There is a site in southern Canada, in Alberta that has similar age rocks, he said.

Carpenter brought in a flatbed truck and hauled it off to be reconstructed at the University of Colorado.

“My dad found out later about the skull taken by Carpenter off his private property without permission.

Dad had to take Carpenter to court to get the property back. It took fouryears years to get it settled in court,” Demoney said.

Since the skull went from restoration to display it was never officially

studied by the paleontologist. The triceratops got his name Pops by a contest that was held in Weld County.

Mapelli gifted Pops to be on display for the public at Weld County Centennial Building in 1986. Then it was moved to the Weld County Administration building in 2011 to date.

Sertich contacted the county in 2018 to study the Triceratops skull, offering to clean and reconstruct Pops in trade.

Once it has been examined and studied, it will be returned to Weld County Building on display for the residents and children to visit.

BRIEFS From Page 5 Manhole work The city of Brighton’s utility department started work on a nearly $400,000 manhole rehabilitation project.

It includes the rehabilitation of 214 manholes. The project takes place west of 11th Avenue, from Bromley Lane to WCR 2. The manholes are estimated at 50 years old which, over time, need to be rehabilitated to secure structural integrity.

Work includes patching deteriorated concrete, putting a barrier on the manholes so they can’t deteriorate and placing a multi-layer polymer on the manholes for structural integrity.

The new product is expected to last 100 years.

The work will take place primarily in neighborhood streets, with some work on major roadways like Bromley Lane and Bridge Street (traffic control will be present on those roads).

Notifications will be sent to residents who will be directly impacted by the project. No service disruptions are anticipated.

The project is expected to be complete on Wednesday, Dec. 31.

Legal self-help clinic The Access to Justice Committee hosts a free, legal self-help clinic from 2 to 3:30 p.m. the first Tuesday of every month. The program is for customers who don’t have legal representation and need help navigating through legal issues.

Volunteer attorneys are available to discuss such topics as family law, civil litigation, property and probate law.

Brighton Art in the Park is on, virtually.

Commerce City looks to hire staff for homelessness initiatives Council supports funding a community navigator and park ranger

Commerce City hopes to hire two new positions next year for homelessness outreach and enforcement.

At a Nov. 23 study session, city council directed staff to draft a resolution that allows the city to fund a community navigator and a park ranger position. Council will vote on the resolution at a future meeting. A majority of councilors agreed they city needs to follow models set by neighbors and better fund homelessness initiatives.

“This is a good start. I think we need to do more. We’re dealing with a pandemic and the homeless pandemic has been here for many, many years and it’s going to continue to get worse,” Councilman José Guardiola said.

Carolyn Keith, director of parks and recreation, mentioned how the topic is a high priority for Commerce City be-

cause large groups of homeless people are using space at Veterans Memorial Park, the Eagle Pointe Recreation Center and the Sand Creek Regional Greenway.

The community navigator position would connect homeless people with various community resources and support systems such as housHurst ing, food and mental health assistance. On the enforcement side, a park ranger would work with a team of county park rangers to move encampments. Ultimately, the city would like to move the Sand Creek camp, but Guardiola state health officials prohibit that from happening during the pandemic, Keith said.

City staff had not carved out space in next year’s budget for these positions. Council’s direction at the end of the discussion allows staff to reappropriate budgetary expenditures from the general fund for them. The city also hopes to receive grant funding to

help cover the salaries.

Some councilors were more supportive of one position over the other based on their opinions about homelessness. Councilwoman Susan Noble highlighted the outreach position. She said there will be an even greater need for it if more people lose their homes if federal officials don’t extend an eviction moratorium beyond Dec. 31.

Mayor Benjamin Huseman expressed fondness for the park ranger position, citing some residents’ concerns about safety. The park ranger will help residents, “take their families and have a pleasant experience there (at parks) without having to contend with some of the challenges that we’ve had at several of our parks,” Huseman said.

Councilman Craig Hurst said he would like to see more regional partnerships around homelessness. He suggested that a task force of elected officials come together. Hurst was especially concerned with a new facility for homeless people that Denver City Council approved in August set to go near the Denver-Commerce City border. The councilman worries the facility will draw more homeless

people towards the Sand Creek camp.

“This is a much bigger issue than Commerce City can handle. We have to really build on the regional approach,” Hurst said.

There wasn’t further discussion about partnerships with Denver, but Keith noted other programs the city can partner with Adams County for.

One is a severe action weather plan that provides stipends to homeless people for hotels during cold weather.

Council didn’t decide at the study session, though, whether to help fund the program.

Commerce City’s prospective hiring of a community navigator follows similar moves at neighboring cities.

Westminster hired a part-time homeless navigator this year. Northglenn established a task force, which an assistant city manager acts as the liaison to. Northglenn has also hired a community resource navigator.

Thornton has a community connections manager. Brighton doesn’t have a staff member currently dedicated to homelessness.

Ten officers and three administrative staff in the Brighton Police Department have tested positive for COVID-19 since mid-October.

On Nov. 3, state health officials designated the department an active outbreak after several employees tested positive in late October. The status hasn’t changed because more employees have tested positive after the outbreak designation.

Of the ten officers, one is a commander and two are sergeants. In an email, City Manager Jane Bais-DiSessa said that detectives are staggering shifts, as are other teams.

Brighton PD has also reduced the number of administrative staff by instructing them to work remotely, instead of at police headquarters. In addition, the department is spraying patrol cars with ionizer, sanitizes shoes, screens people who enter the headquarters and cleans the building through fogging.

Bais-DiSessa said, “While we have been impacted by Covid, all aspects of PD operations continue to function. Response times have not been significantly affected.”

Pipeline work continues on Kahil Street from Denver to Fulton avenues.

But it hit a snag, which required Public Works Director Roy Vestal to submit a $224,000 change order to Fort Lupton City Council.

Crews dug up the old pipeline, which presented the issue that necessitated the change.

“When they replaced the water line, it looked aged. It didn’t look good,” Vestal told council during a Nov. 24 virtual town hall.

The cost of the change order covers a half-mile of pipe.

Road grader saga In other business, Vestal presented council with a bid for a new road grader. He hoped that would put an end to what he called “an ongoing saga.”

Vestal told council that one of the desired graders was the right price but “it was pretty beat up.” The one Vestal would like the city to purchase came in under budget - $198,900 based on a budget of $220,000 - and included a two-year warranty.

“That’s what we’re going for,” Vestal told council. “The machine (it has 5,600 hours of service time) is in excellent shape.”

“Good job,” Stieber said.

Staff seeks sign leeway Planner Alyssa Knutson asked council for some changes to the city’s posting requirements for public hearings. The area of concern is the height of the sign, which is 4 feet by 4 feet.

“We’d like you to give us more leeway,” she told council during a virtual Nov. 24 town hall discussion.

“The signs would still require the time and date and location of the public hearing and access online. The applicant still has to maintain the sign.”

Knutson said she would send the proposal to City Attorney Andy Ausmus before making a formal presentation to council.

“I would like to be consistent with the county (in terms of rules),” Stieber said.

Adams County certifies results, but GOP ‘refuses’ to accept them

The Adams County Republican party refused to accept the certified results from the 2020 General Election.

Ultimately, their refusal doesn’t affect the actual certification, which officially happened Nov. 23, according to the Adams County elections office. The county GOP acknowledged it published its strongly worded press release to push back against the results and show solidarity with Republicans nationwide.

“At this time, the Adams County Republican Committee will not certify the election results due to numerous irregularities that have caused serious concerns with the overall operations during the 2020 election season,” said the county GOP Nov. 24 press release.

However, the county party doesn’t determine certification of results, the canvass board does. The canvass

board unanimously voted to approve the results Monday. In response to the county GOP, the Adams County elections office said, “Other than appoint an official member to the canvass board, which oversees election certification in the county, the party takes no part in the certification of the election.”

In addition to one Republican representative, the canvass board also includes a Democratic representative and Adams County Clerk and Recorder Josh Zygielbaum, a Democrat.

In the GOP’s two-page press release, the party outlined nine concerns it had with the voting process. One was about Dominion Voting Systems, an electronic vote counting software that President Donald Trump’s supporters have accused of miscounting Trump votes in Michigan and Georgia. Election officials in both states said the claims are unfounded.

Adams County elections said, “The Dominion Voting System was certified by former Republican Secretary

of State, Wayne Williams, and has been used by Adams County without issue or objection from the Adams County Republican party since its implementation in 2016.”

The county GOP also took issue with same day voter registration laws, the absence of secrecy sleeves in mail ballots, and some county voters’ citizenship status. U.S. President-elect Joseph Biden beat Trump by more than 16 percentage points in Adams County.

The party is technically challenging the county, but party chairperson JoAnn Windholz said they primarily blame the Colorado Secretary of State’s office for issuing certain rules to county elections offices.

Windholz said she spoke with the canvass board’s Republican representative Tuesday.

That representative certified the results with the rest of the canvass board because they didn’t find evidence of fraud, Windholz acknowledged.
