The local public health agency for Adams, Arapahoe and Douglas counties amended its mask-wearing order to remove the requirement that masks be worn in outdoor public spaces, the agency announced in an April 5 news release.

The Tri-County Health Department also announced that the order is expected to remain in place until June 30, adding what may be a definite end to the requirement. Previously, the agency had extended its order “for the duration of the COVID-19 pandemic,” according to an Oct. 20 news release.

“Until every person has had the opportunity to get the COVID-19 vaccine, many in our communities remain at risk for serious illness from this virus,” John Douglas, executive director of Tri-County Health, said in the April 5 news release. “By continuing to wear face coverings, we can protect our friends and loved ones and minimize the impact that outbreaks have on our schools and businesses.”

Gov. Jared Polis in early April extended the state’s mask-wearing order for another 30 days, but Tri-County Health’s order would apply for longer than that if Polis allows the state order to expire first.

According to modeling done by the Colorado School of Public Health in the last week of March, roughly 27% of Coloradans are currently immune to COVID-19 “due to vaccination and/ or prior infection,” the news release SEE MASKS, P5

March 11, 1943 - March 17, 2021 “When people ask me what I do, I tell them I was in the business of helping people put food on their table and a roof over their heads.” Mary Ann Padilla passed quietly on March 17, 2021 after a successful, accomplished, inspiring, and adventurous life as a leader in her family, in her community, and in the Colorado business world. Her impact and influence on so many people is immeasurable. Mary Ann was born in Sapello, New Mexico to Pedro and Conferina Padilla. She was the fifth of nine siblings.

At an early age, the family moved to Brighton, Colorado. During these formative years, Mary Ann assisted the family by working in the fields around Brighton where the family would pool their money for the benefit of all. Her experiences in helping her family built the foundation of her strong work ethic and dedication to helping others. Mary Ann graduated from Brighton High School and attended the University of Colorado. After college she learned about the employment business. In 1975 she founded Sunny Side Inc./Temp Side. When it came to naming her business, her attorney suggested that she name it something that had to do with her personality and indicated that she had “a sunny disposition and a very positive energy” about her. Hence, Sunny Side Inc. was born. After her request for a small business loan was refused by several banks, Mary Ann turned to her family. She borrowed $3,000 from her older brother Victor and with the desks her father built, she started her own employment agency. From there she built one of the most successful privately owned employment agencies in Colorado. Later in 1985, with the help of her sister Beth, she expanded to include a temporary employment agency which was timely, due to the economic downturn at that time, and equally successful. Later, she expanded her interests and co-founded a telecom company providing telecommunication to rural areas of several southwestern states, otherwise ignored by larger telecom companies. Mary Ann’s many honors included being named the U.S. Hispanic Business Woman of the Year, Colorado Women’s Chamber of Commerce Outstanding Business Woman of the Year, Colorado Business Hall of Fame 2011 Laureate, Small Business Administration and Avon Corporation’s National Women of Enterprise award, and was named as a delegate to the National White House Conference of Small Businesses. She was also named as a “Woman of Distinction” by the Mile Hi Council of the Girl Scouts of America. Included in Mary Ann’s endeavors, she was a DCPA trustee

and was involved with the Greater Metro Chamber of Commerce, Colorado Women’s Chamber of Commerce, National Association of Women Business Owners, and the United Way. She also established a scholarship endowment for Hispanic children through Metropolitan State University of Denver. Her tremendous amount of determination, perseverance, and optimism were the keys to her success. Her love of people and desire to help others endeared her to many. The employment business was the perfect outlet for her altruistic outlook on life. As she often said: “I look for the best in everyone because I believe there is dignity in all people, and dignity in all work.” Early in her career, Mary Ann met her life partner and husband, Bob Grabowski. He was her rock to lean on throughout her life. Together, in business, on the golf course, or in her many charitable ventures, Bob was always there for her. She could not have found a better partner in life and in business than Bob. Regardless of her successful business ventures and philanthropy, Mary Ann kept herself grounded with her family. She often returned to Brighton to spend time with her beloved parents and family, noting that this time re-energized her batteries which helped her maintain her busy schedule.

Mary Ann is survived by her husband Robert Grabowski, her siblings Victor Padilla (Irene), Polly Clifford, Emma Padilla, Gil Padilla, J.C Padilla, Beth Verdeal, and Linda LeBallister, and affectionately by many nieces and nephews. Her love and dedication was strong as she always wanted to help others. She had a special place in her heart for women in need of help or support. She assisted women in many ways.

Whether it be as a mentor or providing financial, emotional, or educational support, Mary Ann was always available. In lieu of flowers, the family prefers donations to be made in Mary Ann’s honor to Mi Casa Resource Center to provide scholarships for women entrepreneurs in the Business Pathways Program. Josephine Y. Chikuma

September 28, 1919 ~ April 8, 2021

Josephine Y. Chikuma was born in Sedgwick, CO to parents Nagahiko and Aki Mizunaga.

In 1922 they ventured to Granby, CO to raise lettuce, then to Brighton in 1925 where they ran a café and farmed. She graduated from Brighton High School in 1937. On December 11, 1941 she married Sam Chikuma, a Brighton farmer. They farmed until his death from colon cancer in 1974.

During this time she also worked at Union REA (now United Power). She married John Miyasaki of Longmont, in 1977. A co-owner of Mountain Truck and Equipment, he died in 1993 of liver cancer. She returned to Brighton where she lived with daughter Gail for 10 years. In 2004, she moved to Inglenook Assisted Living in Brighton.

This past year with the Covid crisis was difficult as she was quarantined from family for an entire year. The Inglenook staff provided a lot of comfort and support to her; there are Angels among us, Thank You. The quarantine was lifted on March 16, 2021 and her

family was able to visit. On March 28, 2021, she became tired and decided to lay down and die. She passed away on April 8, 2021 of old age at 101 years old.

She is survived by sons, Donald (Thelma) of Seattle and Walter (Sharon) of Brighton; son in law, George Tagawa, husband of deceased daughter Gail, of Brighton; 8 grandchildren, 5 great-grandchildren and 2 great-great-grandchildren. Also survived by John Miyasaki’s children, Glenn Miyasaki, Gwendy Lykke, Tammy Golden and Meri Miyasaki.

Because of Covid, a private family burial is scheduled.

A formal memorial service is planned for September 25, 2021, depending on the pandemic.

Brighton council pleased with city fraud response Email spoofing led to $348,000 payment sent to wrong account

City Councilors had praise for Brighton City staff and their bankers for sniffing out a fraudulent payment that could have cost the city $348,000.

“The transfer went out and within 24 hours we were notified that there was an issue,” Councilor Adam Cushing said. “Our city manager contacted us late at night to inform us immediately and the very next day a press release went out to the public.

council could come in later and just decide to scrap it. If we have good ideas to make sure it happens, then I’m all for waiting. But if not, then I think we have to go with the 2021 vote and make it happen.”

Ward differences Commerce City’s four wards are meant to be roughly equal in population — within a ten percent difference, according to the City Charter. But voting results from November 2020’s

manager jumped immediately into action to make sure something like this does not happen again. It seems like she figured out pretty quickly that we dodged a bullet and we’re not going to let this happen again.”

City Manager Jane Bais DiSessa updated the City Council on the potential fraud at their April 6 meeting.

Bais DiSessa said the city had issued an electronic check earlier in the day on March 29 but was notified by the bank that there was suspicious activity involving the transaction. It was halted the next morning and the money returned to the City, she said.

“We believe this was a consequence of cyber-crime and social engineering,” Bais DiSessa said. “As many of you know, cyber-crime Intruders

continue to be a significant threat faced by organizations big and small, public and private. This is an example of what we refer as a business email scam.”

Bais DiSessa said it appears that a Brighton staff member was given incorrect banking information for a $348,000 payment to a contractor working with the city on a construction project approved last December.

“We find that a someone has impersonated a legitimate employee of another business and has compromised a legitimate email account to redirect a payment,” she said.

Brighton Police Commander Frank Acosta said investigators have taken all computers involved in the fraudulent payment and put them aside for inspection. The city is working with

the Federal Bureau of Investigation on the matter. The investigation will take some time, since it appears to involve money transfers across state lines.

“We will continue to work on this, full speed ahead, but it is going to take time,” Acosta said. “I’m assuming to will take four to six months.

The reason is that we will have to go through the court system to obtain search warrants and court orders for IP addresses and things of that nature out-of-state. The FBI is willing to help, although I don’t know how involved they will since we didn’t actually lose money.”

Councilors said staff responded quickly.

presidential ballot and the number of active voters show how unbalanced the wards have become since the boundaries were last adjusted in 2013. Wards 1 and 2 have roughly the same number of voters, with 5,998 active voters in Ward 1 and 4,991 in Ward 2.

Ward 3, however, has 9,113 active voters — roughly as many voters as Wards 1 and 2 combined. And Ward 4, which covers the northeastern part of the city, has 12,835 registered voters.

Four of Commerce City’s ninemember City Council are elected by ward, and four councilors and the mayor are elected at-large, by the whole city, which councilors said makes the council unbalanced. Each Ward has a least one councilor that lives within

its boundaries, but the more heavily populated Wards 3 and 4 also have two at-large councilors each.

City Clerk Dylan Gibson presented three different models to the City Council in February, each with multiple ways to structure the city. The first option was an all ward structure, where each city Councilor is tied to a specific area of the city. That model could include up to eight wards.

The city could also go to an all atlarge model, where all voters get to vote on all city council seats and each Councilor ideally represents the entire city.

The third structure would be similar to the way Commerce City councilors are structured now, with some councilors being elected by ward and some

at-large by the entire city.

Councilors also discussed a fourth option, electing councilors at-large but requiring them to reside in certain districts. Those districts could be drawn in such a way that they would not have to be changed every ten years to match population shifts.

Councilors didn’t debate the different options at their April 5 meeting, but a majority spoke in favor of getting more information before submitting the matter to voters. Councilor Oscar Madera said he wanted to see the breakdown from the 2020 census before deciding.

“I’d rather we take our time and make sure people get a chance to make their input, so I’m leaning towards the 2023 ballot,” Madera said.

Hate crime advice from DA’s office: Get involved

There was a simple thread among the speakers during a 17th Judicial District Attorney’s Office online forum on hate crimes against AsianAmericans and Pacific Islanders on April 7.

“You should never be afraid to report hate crimes,” said Harry Budisidharta, executive director of the Asian Pacific Development Center in Aurora.

“We want to share the resources we have. We encourage you to stand with us and take a stand against these hate crimes.”

There are snags in prosecuting hate crimes, according to Deputy District Attorney Kim Hinton. She cited two examples. One of those was a pending case, so she couldn’t talk about specif-

ics.

“He directed the “n” word at a black officer and a racial slur against a Hispanic officer,” Hunter said.

“Because the officers weren’t likely to respond in a disorderly fashion – they are police officers – we were not able to prosecute for a hate crime for that part of the offense.”

Another issue for some is the reluctance to report because of immigration status.

Broomfield Police Chief Gary Creager said his officers’ main goal concerning hate crimes is to get to the matter of intent.

Brian Mason, the district attorney for the 17th Judicial District, which takes in Adams and Broomfield counties, said his office isn’t interested in someone’s immigration status.

“We want everyone in the community to feel safe. My office doesn’t do immigration. The FBI doesn’t do immigration either. If we get information, we don’t turn it over. Our job is to remedy federal civil rights issues.”

Matt Kirsch, the acting U.S. attorney for the District of Colorado, said victims of hate crimes should not be worried about “wasting someone’s time.”

“We have relationships with each other,” he said. “Don’t be concerned about reporting to the wrong place.

Focus on reporting the crime so we can address this conduct.”

“If it doesn’t get investigated by the officers, we can’t follow up to see if it does turn out to be a hate crime,” Hunter said. “If law enforcement doesn’t know, our office can’t pursue a charge as a hate crime.”

Who is exempt?

Tri-County Health’s order requires that people older than 10 must wear a face covering over their nose and mouth in any public indoor space. Now, the requirement for use of face coverings outdoors within 6 feet of another person has been removed.

To avoid confusion, Tri-County amended its mask order in July to mostly align with the statewide mask order.

“We are still learning more about the question of whether vaccinated people can transmit the virus to others,” Douglas, the health chief, said in the news release. “So, for now, it’s important to wear a mask and keep a safe

distance to stop further spread.”

The CDC has found that mask mandates may reduce communitywide COVID-19 transmission and hospitalizations due to COVID-19, the news release said.

Recent changes to state order In July of last year, Polis signed Colorado’s statewide mask order generally requiring masks to be worn in all public indoor spaces. The governor has extended the order every 30 days since then.

Effective April 3, the statewide order’s requirements changed for counties in level green on the state’s color-coded COVID-19 dial. Many of Colorado’s rural areas were in level green as of early April.

The state’s dial is the set of restrictions counties must follow based on the local spread of the virus. The system affects capacity at restaurants, other businesses, indoor and outdoor events, and other settings.

The updated state mask order established that the list of settings where masks are required in level-green counties now only includes preschool through grade 12 schools, child care centers, health care settings, personal services such as hair and nail salons, and some others. In other words, many types of businesses — including grocery and retail stores, and others — are no longer included in the list of settings that require masks in level green. It remained to be seen how often businesses might decide to enforce their own mask requirements.

Tri-County Health’s order requires masks in all public indoor spaces, regardless of the level of a county on the state’s dial, according to the news release.

Speak Week starts April 26 The Brighton Youth Commission will be hosting a series of events for SPEAK (Suicide, Prevention, Education, Awareness and Knowledge) Week the week of Monday, April 26.

The goal of SPEAK Week is to raise awareness about the prevalence of teen suicide and to educate the community on mental health issues and the stigmas surrounding them, according to a press statement.

Part of the program is two virtual QPR (question, persuade, refer) courses at 11 a.m. and 6 p.m. on April 26. They are free.

Key components covered in the training include: -How to question, persuade and refer someone who may be suicidal -How to get help for yourself or learn more about preventing suicide -The common causes of suicidal behavior -The warning signs of suicide -How to get help for someone in crisis The QPR courses will be presented virtually through Zoom - log-in details can be found at speak5k.org.

The program consists of virtual and socially distanced events and a WPEAK Week walk Saturday, May 1. Virtual activities include outdoor art and other activities. The walk will take place at Carmichael Park in halfhour waves from 1 - 4 p.m. Facial coverings will be required and any other COVID-19 health and safety guidelines at the time will apply.

Present a city of Brighton water bill or something that indicates your place of residence. A suggested donation of $10 will be accepted to help defray the cost. Car and light pick-up tires will be accepted for $7 each. Oversized tires are $10 each, and semi-tractor trailer tires cost $20.

Young entrepreneur program Brighton Youth Services’ Growing Grads Program will start its new Young Entrepreneur Program in June.

The workshops will be virtual and will consist of a series of hour-long classes that will teach and empower youth how to build their own business. It’s for young adults ages 19.

After the workshops, participants will be eligible to sell their products on an online marketplace. Interested buyers will then be able to purchase directly from the seller.

“This is a class for young adults in Brighton who are passionate about entrepreneurship or just simply want to learn more,” said Tawnya Russell, manager of Brighton Youth Services.

“We hear of so many great business ideas among youth in our community, so we hope we can help guide those young entrepreneurs through this program.”

Moonlight bike rides The city of Brighton announced the return of its full moon bike rides.

The first, the Pink Moon Ride, starts at 6:30 p.m. Monday, April 26. Other rides are set for Wednesday, Ma\y 26, Thursday, June 24, Friday, July 23, Saturday, Aug. 22, and Monday, Sept.

All rides are free. They start and end at Emi Chikuma Splash Pad and Plaza, 1750 Skeel St. Ride sign-ups begin at 6:15 p.m. (participants will have to sign a waiver the first time they attend and check-in each ride thereafter). A free giveaway drawing and serving of treats will occur after each ride; to enter the drawing, you must check-in.

The free monthly community event is for bicyclists of all levels to enjoy a leisurely five- to 10-mile ride through Brighton as the sunsets. A map of the rides will be posted to the Bike Brighton page of the City’s website.

Face coverings will be required while waiting for rides (but are not mandatory while riding) and any other COVID-19 health and safety guidelines at the time of each ride will apply. Helmets and bike lights are recommended. Also, please remember to bring a water bottle for the ride during the hot months.
