COVID-19 was not as punishing to the City of Brighton’s finances as it could have been, City Councilors learned March 9.

Assistant City Finance Director Mackenzie Bone presented a draft of the city’s 2020 annual report to City Councilors at their March 9 workshop. The report is being audited now and a final report should be presented this spring.

A year ago, when the COVID-19 was new and the impact of the pandemic virus and social distancing quarantines, city officials were predicting a steep budget shortfall.

With fewer people shopping, City officials were worried that the city’s sales tax revenues would drop precipitously.

That did not happen, however.

Bone noted the city’s general fund was up $3.1 million compared to the previous year — an increase of 6.4%. Part of that was a 3.8 percent increase in sales tax revenues, she said.

“There are few reasons for this,” she said. “We had businesses that struggled, but we had businesses that are doing relatively well, mainly grocery stores and those that sell consumables — like Lowes and Home Depot.”

“It has been the first time it was mandated into law. It’s not annually but the first one has to be done this year and then it’s done every five years,” said Steve Ngyun with Clearwater Colorado Law, the city’s consultants.

on the Town Hall agenda, which is an opportunity to discuss a wide range of issues. Other items on the agenda included purchasing a new backhoe, the city’s mosquito program and maintaining the city’s two traffic lights.

The new water system assessment will have to be done in phases, Ngyun told councilors.

The first phase is to create an action plan and a risk and resilience assessment, analyzing the water utility’s potential vulnerabilities and critical infrastructure. It includes creating a report of the findings that gets sent to the Environmental Protection Agency.

“We have seen sales tax licenses more than double,” she said. “In 2020, we issued more than 700 licenses, and the vast majority went to small and mid-sized remote sellers,” she said.

It would be an unexpected cost, but Finance Director Leann Perino said the city could use $50,000 it had budgeted to purchase security cameras at Fort Lupton’s water treatment plant.

It’s a tight deadline, Stieber said.

She asked consultant Ngyun said if they could make the deadline to get these phases done.

“I think the June deadline is going to be tough,” Ngyun said. “We’ll certainly do our best to try to meet that.

I think we could be within, a month or two, maybe it’s more realistic.

There’s just a lot to it. We will need Public Works’ help with this. The EPA sounded very serious with deadlines its evaluated case by case basis.”

Fort Lupton is not alone in dealing with this, Ngyun said.

“There is plenty of others nationwide,” he said. “I guess all I have to say we’ll do our best to meet both those deadlines. But I think the first one of June 2021 will be tough for us,” he added.

Mosquitos In other business, councilors received a proposal from Becker disease control regarding the city’s mosquito control program. Becker is the same company the city worked with last year for the program.

Public Works Director Roy Vestal said this year’s costs should be $17,806, which is under the city’s

It might be wise to replace it now, he said, although the city did plan to replace it in the next fiscal year.

“We do not want to throw any more money into it if we are getting rid of it,” Vestal said.

Projected costs for a new backhoe are about $130,000, he said.

“Amazon did end 2020 as one of our top ten taxpayers,” she said.

“This is the first time that one of our top ten taxpayers is someone without a physical location in the city. We do expect sales taxes from online retailers to continue to grow for two reasons. First, the pandemic has accelerated the trend of online shopping and we are not going back.

Even once the pandemic is done, people will continue to shop online.

The second reason is that the City Council did pass an ordinance clarifying when online retailers need to collect and remit. That put us in a good position going forward and recognizing the importance of passing this kind of ordinance.”

The report also included sales tax

revenues generated by location in the city. The city’s northern portion, which includes the Vestas blade factory, generated $1.6 million in sales taxes while the downtown area generated about $1.1 million.

The bulk of Brighton’s sales taxes came from three areas. The area south of the downtown along Highway 85 and Bromley Road generated $7 million, while the Prairie Center brought in $5.6 million and the Bromley Park area on Brighton’s eastern edge brought in $4.8 million.

The Bridge Street corridor, connecting downtown and Bromley Park, brought in another $2.6 million in sales taxes.

City Councilor Matt Johnston, who represents Brighton’s Ward 1

and includes Bromley Park, noted that was evidence that Eastern Brighton is a significant economic engine for the city.

“When we see these charts year by year, we consistently see the same numeric values of what comes into the city versus where it gets spent,” Johnston said. “That’s the reality/ negative. But the main thing, I’m really proud of our finance team.”

Johnston gave credit to the finance department for being fiscally conservative.

“Look at how much we did to make sure our city is protected,” Johnston said. “We were not boarded like some other places. We saved money and we used our money in a great way.”

New stimulus money?

New stimulus scam The Weld County sheriff ’s office is warning of a likely uptick in scams timed with the arrival of the new $1,400 stimulus checks.

Sheriff ’s office spokesman Joe Moylan said deputies took a call about a scam ijnvolving people who are posing as officers with the Social Security Administration. Moylan said it started with an automated call telling potential victims their Social Security number is under suspension.

It continues with a warning to call the SSA to fix the issue in fear of an arrest warrant.

“The message prompts the potential victim to press ‘1’ to speak with a live officer,” Moylan said.

“Several residents who recognized the call as a scam but pressed ‘1’ anyway reported the person on the other end of the line had a thick Indian accdent.”

Moylan added the scammer tells the potential victim about the bogus suspension and says it can be fixed by paying a fine, typically by providing bank information, a credit card number of through the purchase of gift cards.

Moylan reminded residents not to provide personal, identifying information over the phone to anyone. Also, anything involving payment with a gift card is a scam, and federal agencies, such As SSA, the Centers for Medicare and Medicaid Services and the Internal Revenue Service never do business over the phone.

Police arrest man after in-street disturbance Police arrested a 25-year-old man after a disturbance in downtown Brighton on March 7.

It happened near U.S. Highway 85 and Bromley Lane. Sgt. Monce Portillo said the suspect, 25-yearold Antonio Balderas, of Brighton, could face charges of first-degree aggravated assault. It’s up to the Adams County District Attorney’s Office to make the decision.

Portillo said an unidentified 48-year-old Longmont man was asking for directions in the intersection when he and a passing motorist, later identified as Balderas, got into an argument.

During the argument, Balderas pepper-sprayed the victim, who experienced an unknown reaction Police arrested Balderas at his residence.

Poster Contest to give students the chance to show their creativity to raise awareness of trees and their important environmental role. The contest is statewide, but will also be at a city level in Brighton. The winner of each Brighton school will move on to the state contest.

Brighton prizes are: 1st Place - Student: $100 gift card, tree (approximately 8 feet tall), Arbor Day Foundation items and will be introduced to City Council 1st Place - Teacher: Tree (approximately 8 feet tall) and will be introduced to City Council 1st Place - School: Arbor Day will be celebrated with the fifth-grade class, a tree will be planted at the school and the 5th-grade students will all receive seedling trees 2nd Place - Student: Tree (approximately 8 feet tall) and Arbor Day Foundation items 3rd Place - Student: Tree (approximately 8 feet tall) One entry per student and it has to be original work on 12-by18-inch paper. The theme is “Celebrate Trees in Our Community.”

A city statement said entries may be done in marker, crayon, paint pens, watercolor, ink and acrylic.

The deadline is Wednesday, March 31.

Non-potable pond pump station work continues This week, crews began replacing the existing non-potable pump station that irrigates parks along Southern Street.

A city statement said the $2.2 million project will provide “a reliable solution to the non-potable irrigation system along Southern Street, help reduce the need for potable water to serve irrigation needs and provide capacity for increased flow to reduce the need

to upsize the pump station in the future.”

As part of the project, the existing pump will be replaced with a new high-efficiency pump that has a life expectancy of 20 years.

The city anticipates mininmal impacts to traffic, thanks to equipment and material deliveries.

Completion is expected by June 1.

‘In Memory’ display for Wall That Heals event extended The city of Brighton said the deadline to submit names for the “In Memory” display (part of “The Wall That Heals” program coming to Brighton over Labor day weekend) is July 31.

The Vietnam Veterans Memorial Fund’s In Memory program honors those who returned from the war and later died. The wall will be in Carmichael Park, 650 E. Southern St. To apply online, visit www.
