Parterre metro district plan with $189 million debt limit approved Thornton City Council unanimously approves dramatic increase in debt level for proposed 800-acre development

Thornton City Council unanimously passed a plan to finance the construction of Parterre, a proposed 800-acre development in the city’s northeast corner.

Several councilors expressed confusion about technicalities associated with the metro district plan before they all ultimately approved it during a Feb. 23 meeting. Several councilors cited the developers’ seeming trustworthiness as their reason for approving the metro district, a controversial subject in recent Colorado development news.

“The biggest issue for me is that this is the ability to grow that area and to have the area pay for that growth,” said Mayor Jan Kulmann before voting to approve the plan.

“We want to make sure we are respecting our past, but we are looking forward to the future.”

Metro districts are governments established — in this case, for a specific subdivision — that issues debt to repay the developer for building the neighborhood. The revenue to pay off that debt comes from property taxes.

Metro districts are a way for the neighborhood to pay for itself, rather than the city paying for it.

Developers, city councilors and even critics agree that districts are good for new subdivisions that need roads and water lines. Currently, unlevel farmland occupies the area where Parterre will go. Its location is north of 144th Avenue, south of 152nd Avenue and west of Quebec St. Once completed in 10 to 20 years, it will house 4,100-plus residential

The metro district plan council approved Feb. 23 is an amended version of a plan the city council approved in 2008. The debt issuance limit in the 2008 version was $85 million. The amended plan raised that to $189 million. The main reason for the increase is that construction costs have more than doubled, said Chad Murphy, representative of Hines, the developer. The new plan also included new accountability and transparency measures, as required by new state laws.

Though most experts agree that metro districts aren’t inherently bad, critics argue they can be easy opportunities for abuse. A 2019 Denver Post investigation outlines different ways developers can lever-

That’s something Charles Wolfersberger, a CPA and president of a local property management company, said he was concerned about with the new Parterre metro district plan. Wolfersberger spoke at the Feb. 23 public hearing and also sent a letter to the council the same day.

“Such an increase (in debt issuance) appears unreasonable and we are not confident that City staff has performed sufficient analysis,” he said in his letter. He also pointed out that Parterre’s debt per acre amount is far higher than the average calculated from six other Thornton-based metro districts.

Wolfersberger also criticized the metro district’s structure and how

Parterre will technically have eight smaller metro districts instead of one big one. Certain technical issues with the structure, “exposes the city to future potential litigation by the residents,” he said in the letter, a point that Murphy disputed in the Feb. 23 meeting.

Though some councilors expressed skepticism about Parterre’s plan during the meeting, many also believed the plan had enough checks and balances. September 20, 1925 - February 22, 2021

Philip “Phil” Manford Daily, age 95, of Brighton, Colorado, passed on February 22, 2021.

Phil was born in Akron, Colorado on September 20, 1925 to Harold and Bertha Daily. He was the youngest son of seven children.

Phil grew up in Brush, Colorado during the Great Depression. Upon graduating from High School in 1943, Phil started college in Greeley, Colorado. He enlisted into the service on September 17, 1943.

Phil entered the United States Army Air Corps on December 27, 1943. His desire was pilot or navigator bombardier training.

Depth perception issues prevented pilot training so Phil was trained as a tail gunner of a Boeing B-17G Flying Fortress. As a Staff Sargent, Phil served with the 463rd Bomb Group, 772nd Bomb Squadron of the 15th Air Force. On October, 12, 1944, while on his 25th and final mission, Phil and his flight crew were shot down over Bologna Italy. Phil was captured by German soldiers. SSGT Daily was listed as missing in action. He was marched from Bologna, Italy to Gross Tychow, Poland to a prison camp. He stayed in the camp for over 4 months. In February, 1945, the Russian Offensive threatened to advance on Germany. Phil and other prisoners were ordered to leave the camp on foot. The march of these prisoners was called ‘The Winter March’. While many prisoners of war did not survive the march, Phil was one of the lucky ones. The march spanned 86 days and an estimated 600 miles. Phil was released from captivity May 1945.

Phil received an honorary discharge from the United State Army on December 26, 1945. Seventy two years after being released from the Army, Phil received the Prisoner of War Medal. On February 5, 2019, five Colorado World War II veterans were awarded the Legion d’Honneur (Legion of Honor) Medal from the French government.

Phil was one of the five veterans award the medal.

After being released from the Army, Phil traveled Europe and the United States. Phil then returned to Colorado and enrolled in college. He graduated from the University of Colorado – Denver with a degree in Business. Phil met his wife Jeanette Covello while working as a door-to-door salesman.

Phil and Jeanette married in Denver on January 14, 1951. They moved to Brighton, Colorado in 1955. With help from a dear friend Herman Ginther, Phil started his own business, Daily’s Appliance store. He owned and managed his business for 48 years.

During those years, Phil and Jeanette raised three daughters, Nancy Daily McLean, Janet Daily Adams and Phyllis Daily Rutherford.

Phil and wife Jeanette shared a value of participating in the community. Phil served on the Brighton Fire Department first as a

volunteer fireman for 20 years, then on the Brighton District Board of Retired Fireman for 8 years. He was a member of the Brighton Jaycees, Elks, Appliance Dealers Association and Optimist Club. He became President of the Optimist Club and held the position for over 20 years.

One big Optimist community event was the annual fishing derby. With fishing being a childhood and adult love, the ability to offer this day to families and children of the community was a personal delight and joy for him. Any child who enjoyed fishing around Brighton likely benefited from the work Phil and the Optimist club offered to the community.

On July 28, 2012, Phil received the ‘Community Service Recognition’ in appreciation for outstanding and dedicated volunteer service. Phil was a friend to many in the community. He also serviced many with his caring volunteer services. Phil was also an active member of the Zion Lutheran Church where he served as an usher for many years.

Upon retirement, Phil stayed involved with the family business. He spent time with his family at their Big Elk cabin fishing and enjoying the Big Elk community and events. The rest of the year, Phil enjoyed fishing in Mexico and Alaska, and hunting with friends and family. Phil and his wife Jeanette loved to dance and were always out dancing on Saturday night’s or in the living room dancing to Lawrence Welk. Phil enjoyed traveling with his family. Many good trips and adventures will always be remembered by all. Phil also loved to play cards. He would play with anyone anywhere. The last few years you found Phil hosting poker games once a month at his home.

Phil now reunites with his beautiful wife, Jeanette and grandson, Spencer Potter. Left to remember the wonderful memories of their parents are: Daughters - Nancy (Dick) McLean of Brighton, Janet (Chris) Adams of Golden, Phyllis (Dane) Rutherford of Parker; Grandchildren – Gavin McLean, Jereme (Stacy) Koehler, Richele (Darren Gaschler) Koehler, Rob Adams, Janelle Groce, Jena (Don) Schmidt, Sean (Lori) McLean, Michele (Scotty) Perkin; Great grandchildren – Grayson and Aiden Gaschler, Kaden and Kamden Groce, Ella and Carly Schmidt.

October 3, 1944 - February 10, 2021 Carolyn Nell Swink Moeller was born October 3rd, 1944 in Pittsburg, Kansas.

Her parents were Barbara Nehring Butcher and Edward William Butcher. They moved to Colorado in 1949 and spent most of her childhood in the Broomfield area. In 1961 she married Alvin Swink and they had 3 children, Janet, Darren and Douglas. After Alvin and Carolyn divorced, she married Gordon Moeller in 1974 and they had a son LeRoy Moeller.

Carolyn loved life. Everyone she met enjoyed her laughter and spicyness. Her hobbies were, crafting, scrapbooking, genealogy and quilting. Carolyn was always thoughtful and made homemade gifts and photo albums for her family.

She is survived by her husband Gordon, 3 sons Darren Swink, Doug (Janon) Swink, LeRoy Moeller, her siblings Edward Butcher, Velinda Russitano, Mary Jean Holdridge

and Rex Butcher. She has 6 grandchild and 3 great grandchildren She is preceded in death by her parents, her daughter Janet Swink-Capra, brother David Butcher and grandson Zach Capra.

Louis Joseph DeCrescentis was born March 21, 1937 and died February 23, 2021. He was born in Denver, CO to Louie and Frances DeCrescentis.

Louis graduated from University of Northern Colorado with an Education degree (emphasis in Special Education). He earned a Masters Degree in Education from the University of Denver while teaching and raising his children. Louis taught in public schools for 30 years. He also farmed in Denver and Brighton, CO for over 30 years.

Louis married fellow teacher Esther Blasi in 1963 in her home town of Trinidad, CO. Louis was serious and silly, which made him a valuable teacher. He could make a decent “corny” joke on the fly, and used his considerable creative abilities and patience to connect with both students and fellow teachers. His smile instantly put you at ease.

He enjoyed growing up in North Denver when it was still a close knit rural community. His childhood influenced his interest in hunting and fishing for much of his adult life. Although he often said he

In recent years, he enjoyed solving puzzles, cooking for himself or Emma, watching Italian language television and 1970’s television; and, following the Colorado Rockies.

Lou loved his family, pets, music, and baseball. If you ever dropped off a pregnant cat at his farm you were forgiven. At least some of the kittens found their forever home with him. All people have gifts; his were playing the piano, writing poetry, teaching, and an abundance of kindness.

Sometimes introverted people lead with the best examples. Lou cared for his wife Esther for many years, when she was ill, which is an example of his character, loving nature, and generosity.

Louis is survived by brother Ray DeCrescentis (Hildegarde), children Gina and Joseph (Ruth) and his cherished Granddaughter Emma as well as many nieces, nephews and brothers/sisters in-law.

Marijuana draft ordinance comes before council

Fort Lupton City Council began the process of setting out parameters for voter-approved medical and retail marijuana businesses during a study session Feb. 23.

Council was working from a draft ordinance, which is not available for public review. Council also couldn’t make decisions on an ordinance because it was in a workshop meeting.

Part of the problem facing council and city staff is where to put these businesses. They can’t be within 1,000 feet of schools, day-care facilities and treatment centers. Council leaned toward not allowing the businesses within 500 feet of parks.

“I don’t have anything against anyone using it for personal reasons or medical reasons,” Mayor Zo Stieber said. “I don’t want my downtown to have it.”

“I agree,” said Councilwoman Shannon Rhoda. “Let’s take the whole downtown area out. We might be creating more controversy by allowing a few.”

“I like the idea of excluding downtown,” added Councilman Chris Ceretto.

“I wouldn’t mind having one in the downtown area,” said Councilman David Crespin. “My mom said to make it fair so people don’t feel

left out.”

Planner Todd Hodges reminded the council that the number of issued permits will be limited.

“We are going to look at this as a zoning issue and from a planning perspective,” he told the council.

“We’ll need to look at the impact from a land-use point of view.”

“Some cities rely on this income,” Stieber said. “When they have competition and lose market share, they lose revenue.”

He also told councilors that a lack of a downtown location hasn’t hurt marijuana retail in other places.

Councilors interviewed six candidates for the City Manager’s job during a special Saturday Zoom session on Feb. 20 and then followed that up with a closed-door executive session Feb. 22. Mayor Benjamin Huseman said he’s confident the city will find a good manager among that group.

“I think the most important thing is that we have somebody who can efficiently lead our organization to make Commerce City the best it can be,” Huseman said.

Brian McBroom, who had been in

the City Manager’s position for more than eight years, resigned July 2020.

The resignation agreement said, “McBroom desires to resign as city manager to seek new challenges and opportunities without the request of the city council that he do so.”

Councilors named Roger Tinklenberg as the interim manager during the search. He previously served as Deputy City Manager.

City representative Jodi Hardee said City Councilors are scheduled to interview this six candidates by mid-March, narrowing the list down to as many as four semi-finalists for

Council also took up the issue of how to let marijuana businesses file applications.

“I like the idea of a lottery,” Stieber said. “I don’t want lots, like 500 applications. Maybe 10? I think it’s appropriate that we sort them. I’d like to see their references, their history.”

The consensus was to allow one business for 2,500 people in the population. In 2019, Fort Lupton’s population was a bit more than 8,000. Hodges said a review of the business financial history would be appropriate, too.

The wording for the ordinance could come before the council at its next workshop meeting Tuesday, March 9.

The city wants to give the finalists a chance to notify their current employers that they are considering the Commerce City job before making their names public.

“It will be more of public introduction,” Hardee said. “It will give the public a chance to get to know each of the semi-finalists and the potential new City Manager.”

Hardee said the date and format of the public meeting will depend on who makes the cut.

The First Baptist Church of Fort Lupton will be celebrating 100-years of worship serving generations of families.

“On March 14th following the regular service, there will be a small event commemorating 100 years of God’s work. A large celebration is planned for later in the year; however because of COVID-19 restrictions a date has not been set, said,” Kenneth Harnet member volunteer.

The church has historical significance with overwhelming commitment and planning by a congregation throughout the decades to continue its tradition of church services and community gatherings.

Baptist chapels in the 1890s were built inside railcars provided by Union Pacific Railroad. Chapel cars were designed differently than passenger rail cars at the time. It was constructed longer in diameter to accommodate living quarters for the minister and families as well as an extra room with an extended area for members to attend the church services.

How Can Women Overcome Obstacles to Financial Security?

On March 8, we observe International Women’s Day, a celebration of women’s achievements. Of course, even in the United States, women still tend to encounter more obstacles than men in the pursuit of financial security. As a woman, you should recognize these challenges – and take steps to overcome them.

Many women take time out from the workforce to raise children or become caregivers to elderly parents. These duties can reduce their income and retirement savings.

So, if you’re still working, put in as much as you can to your 401(k) or similar plan, and increase your contributions whenever you get a raise.

Also, consider your Social Security options.

You can start collecting benefits when you’re 62, but if you can afford to wait, you’ll get bigger monthly checks at your full retirement age, which is likely between 66 and 67. But you might be better off collecting spousal benefits if your spouse earned more than you do.

Fort Lupton named the Chapel car Emmanuel.

“It was the second of six Chapel cars that were built for the American Baptist Publication Society in the 1890s and early 1900s,” said Harnett.

When the Chapel rail car arrived, Rev. Blinzinger and his family came to Fort Lupton to lead the church to preach the gospel message.

Harnett said, “his purpose for coming was to bring the message of God’s love and grace to the families in the town of Fort Lupton and the surrounding area.”

The news spread within the community about the Chapel and over thirty-one members started to attend Sunday Services. On March 13, 1921, is when the First Baptist Church of Fort Lupton was established.

From rail car to foundation The Chapel moved from a rail car to a basement that was purchased on First and Mckinley with the help of a local bank. The basement was dug with shovels and several large horses pulling a slip and it was completed in December of 1921. It was the beginning of 100-years serving decades of members.

For many years the church services were held in the basement.

Then in 1934, the upper part of the building was constructed which expanded for more room for Sunday service and a Fellowship Hall. During the school session, it provided extra space for the school to have use of a classroom.

The first annual Thanksgiving dinner was held at the church in 1943. Also, the church received money donations to maintain the church’s annual expenses. The farmers who work all year did not receive income for their work until late fall.

“Members had a real joy in get-

ting together, enjoying a meal that brought extra special food prepared by loving hands of good cooks.

Hearty laughter could always be heard in the church kitchen,” said Harnett.

The church continued to increase with members after World War II. Also, the Sunday school was growing too. The congregation needed to expand so there was an available house located north of the church.

It was purchased for the additional classrooms. With members increasing the church needed more space.

Harnett said, “Three men offered to have an auction to sell whatever the members and others could donate to start a building fund for a new larger church. It was a success.

The leaders of the church accepted the proposal but only when a site could be purchased without any debt.”

Every Thanksgiving the building fund continued to grow with money donations. Three years later, the leadership hired an architect to design a building constructed with a handicap accessible ramp on a property that was purchased on the corner of Rollie and State Highway 52.

The walls are raised Church member John Martin accepted the contract. Martin’s employee and numerous church members when available helped with the building.

Harnett said there were two notable senior members Artie Schuyler and J.C Warner who were committed to working on the site every day. Warner hired Mr. Spurlin a carpenter who also worked on the construction.

“These men were visible and obvious, both were neither, but it seemed all were sacrificially involved from the oldest to the youngest,” said Harnett.

On June 13, 1976, the first wall was raised and connected to the foundation and on May 1, 1977, it was completed. The congregation had a celebration and parade with the remembrance of the old church and to honor the new church.

Rev. Tom Hiltsley and his wife Dee moved a time capsule from the old church that was placed into the rock wall of the new church. The time capsule is a metal box containing 100-years of significant documents and artifacts. It’s going to be opened on the church’s hundredth-day celebration.

“The culmination of the construction and the move to the new building was the service of dedication on October 27, 1977,” said Harnett.

The church has continued to grow through the decades offering community services, Sunday school for children, classes for adults, and seniors. Also, they teach vacation bible in summer and holiday programs such as scripture, drama, song, and dance.

As of January of 2012, First Baptist merged with Crossroads Church-God. The church will continue being involved with the community events such as the annual Easter egg hunt, trapper days, free chili day, and the Truck or Treat for Halloween.

Other councilors said they were confused about certain matters and would have preferred to delay the vote until after an upcoming study session that will review the basics about metro districts. “I wish that we had the conversation with staff that we were supposed to have about metro districts in general before doing this,” Councilwoman Julia Marvin said before voting yes.

However, Murphy made it clear that Hines was eager for the council’s approval. “We’re chomping at the bit to get going, quite frankly,” he said. At one point in the meeting, Murphy agreed to accelerate a plan for certain roadway improvements, to allay certain councilor’s concerns in hopes they would approve the metro district. City Manager Kevin Woods called it out, saying to Murphy, “Suddenly, you’re all about fixing them (roads) … If you can suddenly be aggressive on it, how did that happen?”

Even though every councilor wasn’t 100 percent reassured about the plan before approving it, they said there were bigger factors to consider. The main one, as articulated by Bedolla, “We as a city cannot afford to put forth this infrastructure and that is the reason for metro districts.”

After the meeting, Murphy said in a statement, “The PD and Metropolitan District amendments approved

by Thornton City Council were paramount in making Parterre a reality.”

Road closures

The city of Brighton announced construction on the Brighton North Outfall Project is under way. A city statement said workers will construct storm drain improvements to mitigate nuisance flooding to residents north of downtown Brighton. Work on Fourth Avenue.

Construction between Longs Peak and Brighton streets should conclude March 8.

During this time, Fourth Avenue between Longs Peak and Brighton streets will be closed to traffic, and street parking will not be available.

Residents will be able to park in their driveways overnight.

In addition, the intersection at Longs Peak and Fourth Avenue will be closed to thru traffic.

United Power election

Four board seats are up for grabs on United Power’s board of directors. The election is during the co-op’s annual meeting Wednesday, April 14.

Drawing contest

Almost Home Inc. is asking students in Adams County to submit creative drawings for a contest, “What Does Home Look Like to You?” Almost Home will hang the drawings in its new office space.

One entry per student. The handdrawn work has to be on an unlined, 8 /5-by-11-inch sheet of paper.

The student’s name, grade, school and contact phone number have to be on the back of the drawing.

There are three age categories .. kindergarten through fifth grade, sixth through eighth grade and ninth through 12th grade. Prizes will be awarded to the top two finishers in each age group.

News Briefs Brighton Recreation Center offers annual pass sale

Get fit and save money in the new year with the Brighton Recreation Center’s annual membership pass sale for 2021. Through March 5, the center will be offering a 21 percent discount on all annual passes for 2021. For example, an annual pass for resident adults that normally sells for $260 can be purchased for $205.40. Non-resident adult passes that sell for $315 can be purchased for $248.85 while the program lasts.

The discounts also apply to youth, senior, couple and family passes.

Membership activation begins when you are ready to workout (restricted up to one year from the purchase date of the pass - no additional exceptions will be given).

Arbor Day fifth-grade poster contest

The city of Brighton is hosting its annual Arbor Day Fifth Grade Poster Contest to give students the chance to show their creativity to raise awareness of trees and their important environmental role. The contest is statewide, but will also be at a city level in Brighton. The winner of each Brighton school will move on to the state contest.

Brighton prizes are: 1st Place - Student: $100 gift card, tree (approximately 8 feet tall), Arbor Day Foundation items and will be introduced to City Council 1st Place - Teacher: Tree (approximately 8 feet tall) and will be introduced to City Council 1st Place - School: Arbor Day will be celebrated with the fifth-grade class, tree will be planted at the school and the 5th grade students will all receive seedling trees 2nd Place - Student: Tree (approximately 8 feet tall) and Arbor Day Foundation items 3rd Place - Student: Tree (approximately 8 feet tall) One entry per student, and it has to be orignal work on 12-by-18-inch paper. The theme is “Celebrate Trees in Our Community.” A city statement said entries may be done in marker, crayon, paint pens, watercolor, ink and acrylic. The deadline is Wednesday, March 31.

Non-potable pond pump station work continues

This week, crews began replacing the existing non-potable pump station that irrigates parks along Southern Street.

A city statement said the $2.2 million project will provide “a reliable solution to the non-potable irrigation system along Southern Street, help reduce the need for potable water to serve irrigation needs, and provide capacity for increased flow to reduce the need to upsize the pump station in the future.”

As part of the project, the existing pump will be replaced with a new high-efficiency pump that has a life expectancy of 20 years.

The city anticipates mininmal impacts to traffic, thanks to equipment and material deliveries. Completion

is expected by June 1.

Grab-and-go lunches

School District 27J expanded its locations for free grab-and-go meals for those 1 to 18 years of age.

The pick-up points are Northeast Elementary (new, 1605 E. Longs Peak St.), Brighton High School (270 S. Eighth Ave.), Prairie View High School (12909 E. 120th Ave.), and Riverdale Ridge High School (13380 Yosemite St.). The pick-up times changed, too. They are 11 a.m. to 1 p.m.

Legal self-help clinic

The Access to Justice Committee hosts a free, legal self-help clinic from 2 to 3:30 p.m. the first Tuesday of every month. The program is for customers who don’t have legal representation and need help navigating through legal issues.

Volunteer attorneys are available to discuss such topics as family law, civil litigation, property and probate law.
