Northwest Rail: end of line hopefully won’t be Westminster RTD Board remains committed to completing Northwest Rail at a Feb. 9 study session

The Regional Transportation District will take steps towards completing the Northwest Rail Line after the board of directors and Gov. Jared Polis urged RTD to do so at a Feb. 9 study session.

There’s been recent uncertainty about whether RTD would finish the commuter rail line set to travel from Denver to Boulder to Longmont.

However, at the study session, RTD CEO and General Manager Debra Johnson said her staff would present a plan to the board in the next 60 days.

“It’s necessary to really complete the system. Without a complete system, you have populations, significant populations that are underserved,” said RTD Board Director Vince Buzek in a phone call after the

In 2004, residents in RTD’s boundaries approved a 0.4 percent sales

tax increase for the FasTracks program to fund construction of commuter rails, light rails, the Flatiron Flyer bus service and the intermodal hub at Denver Union Station. To

date, RTD has finished the majority of FasTracks projects, including the G-Line to Arvada and Wheat Ridge and N-Line to Thornton. The Northwest Rail, also known as the B-Line, is the largest, incomplete FasTracks project.

In addition to operating expenses associated with the B-Line, RTD needs to pay BNSF Railway, who owns the track the line will go on, to share the track. In 2004, RTD predicted the Northwest Rail to be finished by 2015 and to cost $565 million in total, explained William Van Meter, RTD assistant general manager, at the Feb. 9 study session. Partly due to BNSF asking for more money, the total expected cost has ballooned to $1.5 billion. Only one leg is complete to date, which is from Denver Union Station to Westminster Station. The plan is to add six more stops, including a new station in Westminster at Church Ranch. The exact completion date remains unknown for several reasons, but it could be as late as 2046, Van Meter said.

City Clerk Dylan Gibson told councilors during a Feb. 8 study session that results from the 2020 Census will likely show that residency in the city’s wards are out of balance.

“I don’t think it’s any secret that the city has experienced a population boom, especially in the north and the east,” Gibson said. “That has likely led to an imbalance in our wards. This will require redistricting to meet charter requirements.”

“They will provide the city with the most accurate information for us to redraw our Ward boundaries,” he said.

Councilors can also consider if they’d like to change how the city is divided up politically, electing all councilors in the wards where they live, making all the seats at-large or creating new residency districts for City Councilors.

Councilor Jose Guardiola said it’s time for a change.

“We’ve had discussions before about imbalances and fairness on this council, with the representation

between the core city to the northern part,” Guardiola said.

Commerce City’s four wards are meant to be roughly equal in population — within a 10 percent difference, according to the City Charter.

Jerry was born at home on the family farm In Fort Lupton September 24, 1938, to Helen A. (Huett) and Ted. A. Adams, the youngest of the four children.

After college, he became a studio musician (drummer); following his service in the army and returning to the Fort Lupton area, he met his wife of almost 57 years, Sandra (Sandy) Scott.

Jerry took a job with IBM in Boulder and was transferred to San Jose, CA in 1972.

It is with heavy hearts that the family of Steven Eugene Barclay announces he went home to be with the Lord on Saturday, January 30, 2021 at the age of 58.

Steve was born August 22, 1962 and has been a beloved member of the Ft. Lupton community for over 50 years. He was a loving, caring brother to Susan. They shared many wonderful memories. She will always remember his strong presence in her life and his unconditional love. The sound of his booming voice and laughter would always let you know he was near; it will always ring in her heart. He was deeply loved and will be greatly missed.

Steve will be remembered by many friends who became as close as family. They were always there for one another through the good and the bad. He was known as the life of the party, fun to be around and someone you could depend on to be there at a moment’s notice. Steve was a kind and loving spirit. He loved to be outdoors and fishing was his passion. You could always find him outside working on cars or helping out a friend. Anyone needing a vehicle worked on, knew who to bring it to.

Steve was a wonderful uncle to his nieces and great nieces. He enjoyed spending time with his great-nieces - always up for whatever they wanted to do. He was always there for his family; he was funny and made life seem like an adventure and there was never anything to worry about.

He will be deeply missed by his loving, caring partner, Rochelle McClay. He showed her unconditional love. He always made her laugh and was a true gentleman bringing her flowers, taking her on dates

every Friday night, going fishing and traveling together. The last five years were some of the best years of her life. You will be missed love bug.

Steve will be fondly remembered by his most dear and treasured friend (brother), Doug Cardenas of over 50 years. A recent fond memory was when Steve would buy the $10 pizza on Tuesdays from Papa Murphy’s and drop off the cowboy with extra toppings that they both liked. He would even sometimes bake it before he brought it over. Steve would always help whenever or with whatever Doug needed. These boys rode motorcycles together, drove fast cars, traveled the states, raised some hell and always had each other’s backs. He sure is gonna miss his lifelong friend, Steve.

He is survived by Rochelle McCay of Brighton; father, James Barclay (Justina) of Ft. Lupton; sister, Susan Bruno (Samuel) of Wyoming; nieces, Ashley O’Neal (Caleb) of Wyoming and Sarah Wilson (Wesley) of Texas; and great nieces, Aubrey, Gracie, Jessa and Gwen O’Neal of Wyoming and Rilynn and Abbigail Wilson of Texas. He is preceded in death by his mother, Sandra Barclay; and older brother, Jimmy.

Fort Lupton eyes water valve repairs City may spend $28,000 for treatment plant work

This may be an instance where the phrase “water water everywhere” may not be a good thing.

Wastewater treatment plant manager Jon Mays, who works for Jacobs Engineering Group, told Fort Lupton City Council during a Feb. 9 workshop session that a valve in the city’s water treatment plant may need to be replaced. He recommended spending $28,000, and he suggested entering a contract with Velocity Plant Services in Denver.

Council couldn’t make a decision because it was not in a regular meeting.

“The valve wasn’t painted properly when the plant was built,” Mays said. “Valves corrode. Velocity will paint these once they go in. It’ll be done right.”

The expenditure was due for a council decision Feb. 16, after press time.

“I don’t think we have many choices,” Mayor Zo Stieber said.

“Can we get the valve on its way as soon as possible?”

“Normally, it takes seven to 10 days,” Mays said. “They are a Denver company. We normally go down there and pick it up.”

Mays works for Jacobs Engineering Group, which has a contract with the city to run the wastewater plant.

Loan discussion

The issue of the wastewater treatment plant came up during the work session. But there was no mention of a payment plan, other than Stieber’s comments that it may take 30 years or more to repay a loan.

The city has to find $37 million to make state-mandated improvements. Some of the ideas are under consideration include a sales-tax hike, joining an existing wastewater district and the city’s creation of such a district and then hiring out operations to a private contractor.

Most of the discussion Feb. 9 involved an overview of the present plant and the new one that Centennial engineering firm Barnes and McDonnell would like to build.The balance of the talk came from engineer and Fort Lupton resident Ron Schuyler. He approved of the plans to date.

“My first problem is that operators don’t really know what they are trying to waste,” he told council. “The second problem is a high rate of flow to the tank. Microorganisms do their stuff inside, and they like to eat, to be left alone. If we have a high rate of return, we don’t leave them alone.

Overall, you did a good job.”

Schuyler also offered to talk to the engineers later on.

“Ninety-nine percent of the stuff you’ve talked about is over our heads,” said councilman Tommy Holton. “If you want to talk to them, I’m OK with that.”

Brighton discusses changes to storm water fee Big-box retailers, industrial complexes would pay more under rate proposal

A change to the fees Brighton charges for storm runoff in large developments, like shopping centers and industrial operations, could mean new revenue for channel and road projects.

But City Councilors said they want to try to limit impacts to churches and nonprofits.

“The one question I’d like to ask is how this will affect places like churches?” Mayor Greg Mills said. “There are a lot of churches that get their rates connected as if they are a commercial user. Are they part of this increase or would they get a residential rate? How are they affected.”

Councilors heard a report Feb. 9 on a 2019 study of storm drainage fees the city charges for hard surfaces on developed land. While rain and snow tend to soak in and percolate on open lots and lawns, that water collects on parking lots, roads, roofs and sidewalks. It can either runoff into city-managed drains and canals or it can flood, causing problems.

The fee is meant to generate the revenue to maintain that drainage system and to improve and add to it when that’s necessary.

No change for single-family homes

Finance Director Maria Ostrom said Brighton currently charges a maximum fee of $5.50 per month to singlefamily homes and $15.40 for industrial developments, big box retailers and other commercial developments regardless of how big their parking areas are or how much storm runoff they accumulate.

“The study is recommending that we move to an impervious area measurement system for commercial areas based on the size of the impervious area and how much demand it places on the system,” Ostrom said.

Ostrom said the study recommends keeping the single-family rate at $5.50 per month and using that as the basis for calculating all the other fees.

Since the average single-family home in Brighton has about 3,164 square feet of impermeable roof and driveway space, the city would make that the standard for larger developments. Labeling that size an “Equivalent Residential Unit,” they would divide larger projects’ total sizes by 3,164 square feet and then multiply it by $5.50.

It wouldn’t change the fees charged to single-family homes, but it would mean that the JC Penney on Prairie Center Parkway, with almost 252,000 square feet of water-impervious roof and parking lot space, would see its monthly tab rise from $15.40 per month to $437.80.

It’s a big increase, and Ostrom suggested the increase be phased in over three years.

“It might be a little tough to stomach for some,” she said. “In year one, they recommend we impose one-third of the fee, in year two, two-thirds and in year three we get to the full fee based on their impervious area measurement.”

Councilor Clint Blackhurst backed the idea but wondered if it was enough.

“I think we’ve known for some time that our wastewater fund was by far the most underfunded for the needs that are still out there,” Blackhurst said. “Even though we would be raising those rates, I still wonder if it will be enough money to do projects like along Second Creek and Third Creek.

Will this give us enough money to fund for those multi-million dollar projects.”

City Councilor Matt Johnston said he was shocked that the council had not updated its stormwater runoff fees before.

“The one thing I need to say is that we now have to be the competent council members because of the incompetence of the past,” Johnstone said.

“The reality of seeing us charge a $15 for a business, especially our large, big box chain stores when they are causing many of our issues; I mean that is frustrating. It’s another piece of a dark puzzle, why this was the policy.”

have begun to question whether the project would ever see the light of day, drawing criticism from Polis and U.S. Rep. Joe Neguse. Stakeholders have been equally frustrated. All the buzz culminated in the Feb. 9 study session featuring Polis after the RTD board invited him.

The governor articulated similar concerns many others had.

The first is logistical. “It’s important for transit,” Polis said, “We want people from Longmont and Union Station and Adams County and Westminster and Boulder, we want them to be able to move around.”

Buzek echoed the governor in a separate phone call. Adams Coun-

Ward 3, however, has 9,113 active voters — almost as many voters as Wards 1 and 2 combined. And Ward 4, which covers the northeastern part of the city, has 12,835 registered voters.

Councilor Oscar Madera said it has an impact on voters.

“More than three-quarters of your tax base is down south, but the majority of people making decisions about those areas don’t live there,” Madera said. “It’s a legitimate concern for the people that do live there and are impacted by outfall and everything that comes with that revenue. All the benefits go up north and we get stuck with the trucking and pollution in the south.”

Four of Commerce City’s ninemember City Council are elected by ward, and four councilors and the mayor are elected at-large, by the whole city.

Guardiola said that the council is unbalanced as a result. Each ward has a least one councilor that lives within its boundaries, but the more heavily populated Wards 3 and 4 also have two at-large councilors each.

“It’s not fair,” he said. “For us to wait another four years, again, it’s frustrating that our residents have to live through this again. The solution

The other main concern is public trust. Stakeholders along the B-Line corridor have been paying into FasTracks to help fund projects elsewhere, Buzek said. “Okay, we’re happy to do that, but it’s our turn now,” he added.

Polis and other directors sent a similar message at the Feb. 9 study session. The governor urged RTD to, “honor the will of the taxpayers who very generously provided the 0.4 percent increase in sales tax and that we do so as expeditiously as possible to complete the Northwest Rail.” is out there.”

Gibson outlined some solutions beyond keeping the current City Council structure in place. Commerce City could move to an all-ward council.

Two councilors could be elected from each Ward or the city could create eight or nine wards, each with one councilor.

Another option is to have all councilors elected at large but require councilors to live in certain parts of the city, or in residency districts.

Those districts could be drawn in such a way that they would not have to be changed every ten years to match population shifts.

City Attorney Robert Sheesley said any changes to the Council’s make-up would require changing the charter, and that would depend on a citywide ballot.

“You would put on a question modifying that section of the charter that separates it into four wards and four at-large seats to something, whether it’s as simple as those four at large seats will now be elected based on their residency in a district,” Sheesley said. “Or, you could do away with wards entirely and do all of it with at large elections. Or, you could do it all at large.”

At least four councilors and Mayor Ben Huseman said they wanted to hear more about voting districts.

“I think the only way to get a reasonable chance to have fair representation for old Commerce City is to have at-large,” Councilor Craig Hurst said. “As population grows to the North and shifting to these much

bigger wards down south because of population density, you will not get the representation you are looking for down south. If we want to make sure that the southern side of the city gets some priority representation, we can’t lose focus on that.”

Timing

Several councilors said they want to wait until the city has census results in hand before making changes.

A ballot question changing the charter would be on the city’s 2023 ballot,

with councilors elected under the new rules in 2025.

Simply changing to a residency district model could go to voters this fall, Sheesly said.

Guardiola said it’s time to change.

“I’d like to see something happen this year, in 2021,” Guardiola said.

“Get something on the ballot because Commerce City is changing every year. I think we have an amazing staff that can handle this in six months and then we can come back and do the outreach we need to do.”

Spring cleaning at city cemeteries

The city of Brighton cemetery staff begin its spring cleaning duties March 1.

A city statement said staff will be removing decorations from graves to prepare for annual maintenance, such as mowing, aerating and overseeding. Out of respect to those laid to rest and their families and friends, a city statement said nothing affixed to the headstone itself will be taken.

All items that are removed will be collected and placed around a tree in the area where a loved one is buried. After a period of two weeks, staff will properly dispose of the items.

Road closures The city of Brighton announced construction on the Brighton North Outfall Project is under way.

A city statement said workers will construct storm drain improvements to mitigate nuisance flooding to residents north of downtown Brighton. Work on Fourth Avenue.

Construction between Longs Peak and Brighton streets will conclude on approximately March 8.

During this time, Fourtth Avenue between Longs Peak and Brighton streets will be closed to through traffic, and street parking will not be available. Residents will be able to park in their driveways overnight. Postal and emergency services will not be interrupted.

In addition, the intersection at Longs Peak and Fourth Avenue will be closed to thru traffic.

With new vaccine schedule, 70 and older still prioritized Eligiblity started Feb. 8 for Coloradans 65 to 69, school workers

More updates to Colorado’s coronavirus vaccine schedule have pushed some groups closer to the front of the line, but public health officials emphasize that Coloradans 70 and older who haven’t yet been vaccinated still have priority.

“With this additional group that’s being added, doesn’t that basically push anyone in the 70-or-older category further down the list by adding to the pool?” asked a caller from Douglas County during a live virtual town hall Feb. 4 that discussed vaccine distribution.

Meredith Brown, a school nurse liaison for Tri-County Health Department, responded that vaccine providers are still prioritizing people 70 and older — and said that’s the directive from the state.

“The state announces eligibility ahead of time to prevent lag time,” said Brown, whose health department serves Adams, Arapahoe and Douglas counties. She added: “We wouldn’t want to get done with the 70-plus group and have any time” wasted in getting to others.

Colorado’s updated vaccine schedule, as of Feb. 4, notes: “As we move through phases, people in previous phases remain eligible.”

Here’s a look at some questions and answers from Tri-County’s town hall and recent information from the state public-health department on who can get the vaccine and when.

More seniors, school workers up next

Coloradans ages 65 to 69 reached eligibility for the vaccine on Feb. 8, according to a governor’s office news release.

Colorado’s school workers for grades pre-K through 12 also reached eligibility Feb. 8 and should

reach out to their employers to sign up for the vaccine, the news release said.

Seniors won’t get displaced in line by teachers, according to a frequently-asked-questions page from the state public-health department in late January.

“Pre-K-12 teachers and child-care workers are in Phase 1B.2 of the phased distribution plan, and they will get their vaccines through their employer and will not utilize the same vaccine sign up system as people 65 and older,” the page says.

About halfway to goal for 70-plus

Roughly 191,000 Coloradans 70 or older had received a first vaccine dose, according to a frequently asked questions page from the state public-health department in late January.

The state aims to vaccinate 70% of Coloradans ages 70 and older by Feb. 28. That totals about 394,000 people, according to the page.

“We’re about 47% of the way to our goal,” the page says.

High-risk conditions, frontline workers

Gov. Jared Polis also announced that close to March 5, “frontline” workers and Coloradans ages 16 to 64 with two or more conditions that put them at high risk for severe illness from COVID-19 coould also be eligible, according to the release.

Frontline workers include those in food and agriculture, manufacturing, the U.S. Postal Service, public transit, grocery, public health, human service workers, faith leaders, direct care providers for Coloradans experiencing homelessness and journalists.

That includes restaurant workers, according to news reports.

The question of whether it’s OK to sign up for vaccine appointments from multiple sites to bolster hopes of securing one appointment also came up.

Brown replied that it isn’t a bad idea but said Coloradans who do so should notify health care providers if they no longer need a spot so that others aren’t unnecessarily blocked.
