Brighton residents will be able to keep goats on their property according to a Jan. 19 City Council decision, but the deal comes with some pretty strong restrictions. According to the new miniature goat pilot program, residents with 7,500 square foot lots of larger can keep two of the animals — not fewer and not more — and both must be females. And since it’s a two-year pilot program, they must be prepared to surrender the animals if the City Council decides to end it in 2023. “I don’t know how many hours we’ve spent, and I can’t even imagine how many hours our staff has spent, on this issue,” Councilor Clint Blackhurst said, moving to ap-
prove the program. “They’ve done a terrific job and I would like to make a motion to approve this ordinance so we can move this along. And I sincerely hope that we don’t have more discussion because we’ve beat this dead horse.” Councilors approved the program by an 8-1 vote, with Councilor Mary Ellen Pollack casting the lone no vote. Councilors have been discussing the idea for more than a year. It came up in 2019 after Ward 2 resident Jennifer Council, who owned goats, received a notice that she had to get rid of them. After debating the idea for a year, the city polled residents and found most who responded favored allowing goats. According to the survey, which was made public in October, those opposed to the idea were concerned about enforcement, smell, goat owner education and noise, among others. “For those that came out in the

A 449-unit manufactured home subdivision is a step closer to becoming part of the Fort Lupton landscape. City council voted 6-1 Jan. 19 to approve – with conditions – a preliminary plat and a preliminary PUD plan for the Willow Bend Subdivision near Weld County Road 29 and 14th Street. foundation, parking and dissolution of a nearby metro district. In December, council voted 4-3 to deny the application. The council voted later to bring the matter back for more discussion. Some of the included amenities are pocket parks and interconnecting trails. Councilwoman Shannon Rhoda cast the only dissenting vote Jan. 19. She also voted against the PUD and preliminary plat in December when the council originally turned down the application. the land,” she said. “Just so that’s on the record.” The other concern was a proposed clubhouse. “Our population base is not high enough to be able to do both,” Rhoda said. “Not that I don’t like it. We are not at a high enough population that it might take away from the rec center.” City planner Todd Hodges said staff and the planning commission didn’t think the clubhouse was a conflict. He told the council that sort of amenity was for the residents. “It’s up to council if you wanted to have that as a specific condition,” he told council. “I’m thinking maybe we could limit it to something like a splash pool,” said Mayor Zo Stieber. “I would
want this hearing to come before a town hall before we vote on it for final plat,” said councilman Tommy Holton. “This is a big project. I want the council to have enough time to go through a final plat and decide what they want to do.” While agreeing that a town hall would be a proper forum for Holton’s suggestion, Hodges said the final platting process is a meeting, not a public hearing.
