Hopes high for second semester Districts implement new quarantine and testing strategies as they return to hybrid learning

School districts in Adams County are returning for their second semester with new optimism and plans.

respectively. Adams 14 in Commerce City and Adams 12 in Thornton plans to return Jan. 19 and 25, respectively.

The 14-day COVID-19 case incidence rates per 100,000 people, a key metric districts use to guide their decisions, in the Adams 12 area is 517 cases, according to recent TriCounty Health Department data. In Westminster, it’s 714 cases, 27J, it’s 621 cases, and in Adams 14, it’s 764 cases. Rates in the Adams 14 area actually led district officials to push back an earlier return to in-person learning.

Approximately 71 percent of Westminster’s students are learning in-person and 29 percent are online-only, Superintendent Pamela Swanson reported to the WPS Board of Education at a Jan. 12 meeting.

Slightly more elementary students enrolled in in-person learning at 27J this semester, while middle and high schools saw slight decreases in in-person students.

The intersection is currently a four-way stop, but the city plans to signalize it to handle an expected increase in traffic. The new intersection will be a fully-signalized with modified timing plans to accommodate the high volume of north and south traffic on Sable Blvd. and should increase the safety of the intersection, reduce the severity and frequency of accidents and improve efficiency and operational use of the busy corridor.

A 2019 crash at that intersection killed one person, an administrator at Wiggins High School, and injured two others, including a child.

“As the City of Brighton continues to grow, we anticipate many new traffic signals within our transportation system,” said Christopher Montoya, Public Works Engineering Manager. “Sable Blvd. was formerly a state highway owned by the Colorado Department of Transportation, where ownership was transferred to the City of Brighton around 2011.

This will complete the second traffic signal along the corridor.”

The work is causing lane closures and delays if you are traveling along the corridor. Alternate routes are advised during the construction.

Work began Jan. 11 with city crews plotting underground utilities, doing boring operations, digging signal pole foundations and doing additional ground-level work.

That work is expected to continue into February. The next phase begins later in the year once the preordered signal equipment arrives and is prepared for installation.

Maureen Theresa Case, age 87, of Hudson, Colorado, passed away peacefully at her home on January 11, 2021 with family members by her side. Maureen was born in Manhattan, New York to Charles Traynor and Mary Drumn on February 11, 1933. At age 12 her family moved to West Haven, Connecticut where she attended a Catholic school throughout her elementary years. She graduated from West Haven High School in 1951 and from there was employed at the telephone company. About two years later she met the love of her life, Lawrence (Larry) Case, at her close friend’s wedding rehearsal. She and Larry were both part of the wedding party. They fell in love and were married on September 11, 1954 in Connecticut. They moved to Massachusetts until Larry was out of the Air Force. From there they moved back to Larry’s family farm where Maureen had lots of fun times adjusting to farm life vs. city life. Larry and Maureen settled down on the dairy farm in Brighton, Colorado where they raised 5 children, Terrie, Ellen, Barbara, Linda and Larry.

She is survived by her sister, Margaret Arnold and her children, Terrie (Steve) Edwards, Ellen (Byron) Gerke, Barbara (Charles) Aden, Linda (Harold) Amerin and Larry (Kendra) Case, her grandchildren Stephanie (Edwards) Fanter, Cimmaron Gerke, Adam Case, Candace (Gerke) Lostroh, Tyrell Edwards, Courtney Amerin, Ethan Amerin, Joshua Case, Lauren (Kendra Case) Rockwell and Taylor (Edwards) Tyler and great grandchildren Darian Foster, Cayd Wagner, Taygan Wagner, Sheridan Lostroh, Trent Edwards, Odessa Lostroh, Blakelee Edwards, Jax Fanter and Logan Amerin.

Dorothy June Terry, a retired cosmetics industry account manager, died at home Nov. 18, 2020 in Centennial, Colo., after a long illness. She was 93.

Terry was born April 10, 1927 in Kansas City, Mo., to the late James and Vera (Turley) Brown. Domingo received an Honorable Discharge in 1967 and they married in April, 1968 after falling in love. After having two children, Jaime and Brenda Lynn, they moved to Denver, CO in 1972.

Grad rates increase, drop-outs fall in 27J

For the third year in a row, 27J Schools’ overall graduation rates continue to increase, according to a statement.

In 2020, 27J said the graduation rate was 86.2 percent, a two-percentage-point increase over 2019. The state’s graduation rate for the class of 2020 was 81.9%, making 27J’s graduation rate four percentage points higher than the state average.

The district statement said its graduation rate was sixth-highest among schools in the Denver metro area. Douglas County (91.2 percent)

“I’m really excited for it (in-person learning) and also, I just want to make sure that we’re keeping up with what we want to do,” said Kathy Plomer, president of the Adams 12 Board of Education, at a Jan. 13 meeting.

Plomer and her fellow directors welcomed news from Superintendent Chris Gdowski that the district will stick with its plan to return to hybrid learning Jan. 25.

Gdowski said the incidence rate in the Adams 12 area is in a “...positive place that would support productive, in-person schooling without too much disruption in quarantines.”

for success,” said 27J Superintendent of Schools Chris Fiedler in a statement. “These achievements are only reached through hard work and dedication to meeting and exceeding the goal of graduation. While the 2020 graduation rate is surely something to celebrate, it serves as a reminder that we must continue on our path towards excellence and be prepared to provide every one of our students with the educational opportunities required to be successful throughout their primary and secondary education and well into young adulthood.”

is that Adams 12 will implement new quarantining and testing strategies this semester. Per new guidance from state officials, a student or staff in a quarantined cohort can end the quarantine early if that person tests negative for COVID-19. A staff member can come out of quarantine seven days afterward and students can return 10 days after.

Meanwhile, 27J Schools spokesperson Tracy Rudnick said, “...27J will continue to follow what TCHD refers to as the ‘gold standard’ for quarantine at this time until we have updated guidance from TCHD to implement shorter quarantines.”

Also, Adams 12 plans to offer more saliva-based testing to students in quarantine who are symptomatic. Adams 12 and Westminster plan to launch a testing program that randomly selects students every few days, only if parents consent to it.

Meanwhile, there will be a new permanent testing site at Westminster High School Jan. 19, allowing staff, students and other community members to receive a test any day of the week.

Both Adams 12 and Westminster hope to participate in a state-directed program called Binax Testing that ships self-administered swab tests to peoples’ homes.

In addition to addressing health needs, Westminster’s board tackled an academic one at its Jan. 12 meeting by unanimously approving a resolution that asked the Colorado Department of Education to suspend standardized testing this year. While the resolution is a mere statement, state Sen. Rachel Zenzinger, a Democrat who represents Arvada and Westminster, said at Chalkbeat’s 2021 legislative preview that she plans to introduce legislation that would direct CDE to suspend testing this year.

GRADUATION RATES IN 27J Brighton High School’s 2020 graduation rate was 88.9 percent, up almost a full percentage point and marking the fifth consecutive year of improvement; Eagle Ridge Academy’s rate slid two points to 94 percent; Prairie View High School’s rate jumped almost a half-point to nearly 90 percent; The biggest increase in graduation rates – 26 percentage points, according to the district, came from Innovations and Options (alternative high school).

Almost 58 percent of its students graduated, the third straight year of improvement; The Hispanic graduation rate jumped more than a percentage point to nearly 83 percent, the fourth straight year of improvement and a 20-percentage point increase from 2012. Almost four in five Hispanic males graduated, an increase of five percentage points. That’s the highest in the Denver metro area and resulted in a 25-percentage point increase from 2012.

The rate for black or African-American students in the district was 88 percent, third-best among schools in the Denver area. All black or African American females graduated, which tied for first place among the 15 metro Denver school districts.

“We are all for accountability and to know where our students are academically,” said Westminster Superintendent Pamela Swanson at the Jan. 12 meeting. However, she added, “We need to spend every available moment that we have from now until the end of the school year making up for lost learning because of this pandemic.”

South Platte Wells Transmission pipeline project The city of Brighton said construction for the South Platte Wells Transmission Pipeline Project is set to begin Monday, Jan. 25.

A city statement said the $4 million project will provide a longterm, reliable infrastructure for the transfer of South Platte Wells raw water to the Reverse Osmosis Water Treatment Plant (RO Plant), provide a redundant line to supplement the existing and aging transmission line, and loop in a small section of a potable water line to enhance water quality.

The first phase of work includes the installation of a 24-inch pipe on the south side to Telluride Street.

The second piece brings the pipe back and connects potable water lines on the eastbound side for improvements to the water quality and fire protection in the neighborhood.

Work will start on the west end at Fifth Avenue and Bromley Lane.

Traffic control plans with detour signs will be in place, alongside staff to help direct traffic. Construction will take place starting at 7 a.m. on weekdays. The project is expected to be complete in July.

Her practice involves insurance defense litigation, mainly personal injury issues. Before that, she was an associate with Bayer & Casey and with Stuart S. Jorgensen & Associates.

The city of Brighton and Asphalt Specialties Co. continue their mill and overlay work along the threequarters of a mile stretch of Medical Center Drive. The work is expected to finish by Jan. 31. A city statement said the work includes subgrade prep, asphalt removal, patching, milling, asphalt overlay and restriping.

Construction will take place from 7 a.m. to 5 p.m. on weekdays.

Mayor/commissioner awards

The mayors and commissioners of Adams County are looking for 2021 nominations for the Adams County Mayors and Commissioners Youth Awards. This award focuses on teenagers who have triumphed over great odds and serve as inspiration and role models for their peers, according to a statement.

The program recognizes young people in grades six through 12 (up to 20 years old) who have overcome personal adversity to create a positive change in their own lives or for those around them.

“This program provides businesses, the community and civic leaders an opportunity to actively demonstrate their support for the young people in our community and recognize them for their accomplishments. Businesses may also help by making a monetary or in-kind donation,” said a statement.

Maiker aims for consistency as eviction worries mount Public housing agency outlines plans to address a worsening housing crisis

While a federal decision to extend an eviction moratorium passed Dec. 31 offered much-needed relief, the lapse of a state moratorium and the federal moratorium’s pending deadline hasn’t eased anxiety about evictions, according to officials from Maiker Housing.

This is where Maiker Housing Partners, Adams County’s public housing agency, and other county agencies plan to step in, according to Peter LiFari, Maiker’s executive director.

Maiker helped 930 households, or 2790 people, in 2020, and it hopes to do the same this year.

The state eviction moratorium,

which plugged holes in the federal moratorium, lapsed after Dec. 31 when Gov. Jared Polis didn’t extend it. For example, the state order protected tenants who pay rent month-by-month.

Weld County ramps up vaccination efforts

More than 400 frontline workers and first responders more than 6,400 residents have received the phase 1A vaccination by the Weld County Department of Health and Environment, according to the department That represents 2% of the population in the first vaccination phase across Colorado, according to the press release by department of health on January 8.

In December, a survey was developed by department of health and Weld County’s Office of Emergency Management. The survey was released through the Health Alert Network and the county’s ReadyOp system to the local medical society, dental society, law enforcement, fire departments, and EMS. “The survey is not an accept or decline survey but more to make sure the health care workers and first responders agencies can get the vaccine for their employees who want it,” said Jennifer Finch, Weld

County Communications Director.

The Weld County agencies responded to the survey and over 226 individuals scheduled location and time to receive the vaccines, according to the Weld County department of health.

Weld County received controlled amounts of doses as the vaccine is being nationally distributed. Due to the doses being controlled the health care officials are working in coordination to make sure eligible individuals are reached for schedule vaccinates.

WCDPHE, Banner Health, UCHealth, Salud Clinics, Sunrise Health, and Sisters of Charity of Leavenworth (SCL) continue to have meetings to efficiently plan the vaccine distribution.

Through the winter months phase, 1A vaccines will continue to be administered, and as additional doses are delivered WCDPHE will continue to distribute to the frontline workers and hospitals. For the 70+, hospitals and health officials will work with this population.

“We couldn’t meet the demand that was needed in the queue. The team was moving as fast as they could, but we had so man. There was so much need in the community,” he said.

Despite that, Maiker provided $4,399 in rental assistance per household in 2020, according to data from Maiker.

The money came from federal Coronavirus Aid, Relief, and Economic Security (CARES) Act money that Adams County, Northglenn, Federal Heights, Commerce City, Westminster and Thornton allocated to Maiker.

Of those who have received support, 43 percent are Caucasian, 10 percent are black, 10 percent are multiple races and 23 percent chose not to respond. Forty-seven percent identify as Hispanic or Latino.

LiFari and O’Connor both said that the new federal stimulus package will help, but only so much. Much of

the federal funding will be for rental assistance. Meanwhile, LiFari highlighted Adams County’s partnership with Colorado Legal Services for residents at risk of eviction. Residents can apply for funding from the county to help them afford legal representation. With legal representation, tenants can reach better agreements with landlords, whether that’s wiping an eviction from someone’s housing record, preventing eviction, or developing an agreeable repayment period.

Meanwhile, Maiker will continue partnering with “organizations that have the intrinsic values and resources on the street,” LiFari said. That involves further allocating federal stimulus money to organizations like Brighton Housing Authority and Almost Home, Inc. Further out, Maiker plans to complete the construction of affordable housing projects such as Crossing Pointe South in Thornton, The Caraway in Adams County and ALTO in Westminster.

Commerce City replaces breed-specific rule

A new classification system for Commerce City pets classifies them as dangerous based on their behavior, not their breed.

Commerce City changed its animal code rules Jan. 18, according to a statement. New laws are in place that classify animals as dangerous or vicious based on their conduct instead of breed-specific rules. The

city’s code previously included specific bans for pit bull and pit bull terrier breeds.

The statement outlined other changes in the code. It added a definition for so-called “dangerous animals,” those that have attacked people or animals causing injury or behaving in a fashion that could pose a threat of injury. These types of animals can stay in the city with conditions, according to the statement.

There’s a new definition of vicious animals that attack people or other animals resulting in death or serious injury.

Brighton city attorney resigns

Brighton City Attorney Jack Bajorek resigned from his position on Jan. 12.

The council accepted Bajorek’s resignation letter with a unanimous vote at a special meeting. There was no additional discussion among councilors about the conditions

upon which Bajorek resigned.

It’s also unclear whether Bajorek’s departure was more on his accord or the council’s. Last week, councilors unanimously voted to suspend him. Council reached consensus on suspending Bajorek last week and accepting his resignation this week in executive sessions. Council can do that because it’s a personnel matter.

Wrestling back on the mat — with recommendations

Prep wrestling for boys and girls will be a part of the so-called “Season B” of interscholastic athletics for some, but not all Colorado High Schools.

The Colorado High School Activities Association received a waiver from state health officials earlier this month. As of late last week, Brighton, Fort Lupton, Prairie View, Adams City and Riverdale Ridge high schools were planning to field teams.

Clear Creek and Skyview high schools, among others, won’t field teams. In Clear Creek’s case, it’s just the wrestling program. In Skyview’s case, the Wolverines won’t field any of the sports (boys and girls basketball plus wrestling) this winter.

Two of the last areas to get the OK for a wrestling season were the Boulder Valley and St. Vrain school districts. That happened less than two weeks before the season can begin. Frederick High School is in the St. Vrain District.

The OK comes with caution on the part of state and local health department officials. A letter from the Metro Denver Partnership for Health to CHSAA went so far as to recommend delaying the wrestling season until later in the semester.

One of the authors is Dr. John M. Douglas, executive director of the Tri-County Health Department.

“We have significant concerns about the exposure risk this creates for wrestlers due to the sport’s high degree of person-to-person contact and the increased exhalation while in close contact and with unmasked faces,” according to the letter. “Increased risk of transmission among these athletes not only threatens their health but the potential for schools to continue in-person learn-

ing.”

CHSAA will not force wrestlers to wear masks during bouts.

The letter offered up other recommendations for the coming season.

They included: • Promote the use of the Binax Home test. “Test all wrestlers regularly as well as prior to competitions, looking to the practices and experiences of other team sporting organizations implementing routine testing approaches,” the letter said; • Require all wrestlers to attend classes 100 percent remotely through the semester or until 14 days after the last bout at the end of the wrestling season; and • Work together to identify a masking system that could work with wrestling and not increase safety issues with wrestlers themselves, including identifying options and promising practices from other states.

The MDPH letter also expressed similar concerns for cheer and spirit teams, though less so than wrestling teams. The reason is there is more limited contact.

Cheer and spirit seasons are part of the Season B schedule.

“Cheerleaders should only remove their mask when engaged in tumbling, stunting, or flying, as recommended by the American Academy of Pediatrics,” the letter read.

“Masks should be worn at all other times, and coaches are strongly encouraged to alter routines to achieve mask wearing and distancing to the greatest extent possible.”

Practices began this week. MDPH stated its support of interscholastic athletics “...and believes that CHSAA and the Colorado Department of Public Health and Environment’s guidance will help reduce risk while allowing young athletes to be physically active, another shared goal.”
