Colonial Beach is an attractive, historical beach town committed to family, business, the arts, and a healthy lifestyle. Town Council serves as the policy-making body of your local government. The Town of Colonial Beach is governed by a Mayor and six council members, elected to staggered terms. The Council is the legislative policy-making body for the town government. Council appoints a Town Manager who is responsible for the day-to-day administration and operations of the town government, appoints and supervises employees, implements policies, and addresses priorities adopted by the Council. The Town Council has a Liaison structure to better service the residents for the community. The Liaison assignments for FY2022 are as follows: MAYOR

COMPREHENSIVE PLAN GOALS
•Received a grant from the National Fish and Wildlife Foundation to complete the Robin Grove Living Shoreline rehab. This project aims to prevent shoreline erosion, improve water quality, and improve habitat for fish and wildlife. •Collaborated with Old Dominion University to collect data from the North Beach to give a better picture of what is happening with the sediment to plan for the years ahead.
ROBIN GROVE SHORELINE PRESERVATION
•Collaborated with surrounding governmental entities to promote and increase tourism in the Northern Neck area, resulting in a collaborative regional billboard. •Worked with Financial Advisors to restructure debt and take advantage of historically low rates. The efforts paid off and staff were able to refinance town loans, resulting in savings of more than $265,000 over the life of the loans. •Worked with Virginia Commonwealth University (VCU) students to conduct a market analysis. Target industries were identified as ideas to help develop future growth opportunities. •Received historical downtown federal and state designations, which will help promote heritage tourism – one of the major growth opportunities outlined in the VCU market analysis. •Worked with NGOs to refurbish the LOVE golf cart to draw in tourism.
•The Town received its largest grant award in the past five years in the form of a Virginia Land Conservation Foundation grant in the amount of $387,416. The money was granted to the Town to preserve Eleanor Park in perpetuity for its significant historic, environmental, recreational, and scenic value. DMV CONNECT SERVICES
•Coordinated 3 DMV Connect visits, bringing Virginia DMV services to town residents who may not be able to travel to a DMV office. This resulted in 300+ transactions processed in 2021. •Collaborated with Downtown Colonial Beach to secure and plant trees along Colonial Avenue and Washington Avenue. •Completed the installation of and opened Robin Grove Dog Park in the beginning of January 2021.

GUADALUPE VACCINATION CLINIC
•The Town engaged the Dewberry firm to evaluate the Central Drainage area and developed a plan of action to address ongoing water management needs. The Town allocated over $1M of its American Rescue Plan Act funds towards this project. •Collaborated with Guadalupe Free Clinic to hold vaccination clinics for Colonial Beach community.

PUBLIC WORKS
THE COLONIAL BEACH PUBLIC WORKS DEPARTMENT is the largest Town department with over 35 employees. Public Works play a large role in helping carry out and implement the goals and objectives of the comprehensive plan. Some of their responsibilities include maintaining town streets and buildings, managing water and wastewater treatment, responding to service calls, and other daily services that add to the health and general welfare of citizens and visitors.
CASTLEWOOD RENOVATIONS WATER TOWER REFURBISHMENT

Noted below are some of the specific projects completed by Public Works in 2021. •Refurbished Dennison and Wilkerson Water Towers •Completed renovation of Castlewood Park restrooms •Installed shade trees along the boardwalk •Purchased, installed, and implemented CityWorks asset/work management software (GIS-concentric) •Installed new Christmas lights •Coordinated with grant writer for submission of VDOT Transportation Alternative Program grant applications •Purchased and installed 13 parking meters and initiated related “pay-by-plate” program and accompanying pay-by-app •Submitted VDOT Revenue Sharing Program grant application for Dwight Avenue’s extension from 12th street to Forest Avenue (50/50 funding available in 2027 if awarded) •Issued RFP and awarded contract for Professional Services for Central Drainage Area Sewer Replacement – Professional services have commenced, and construction is anticipated to be completed by October 2022

HUMAN RESOURCES THE TOWN’S HUMAN RESOURCE DEPARTMENT is responsible for finding, hiring, and on-boarding new staff, as well as helping manage employee – town relations. They are dedicated to attracting and helping maintain the well-qualified and diverse workforce that will help continue to meet the needs of the Town and community.
Human Resource Department Highlights •Completed updated job descriptions for town staff •Revised Employee Evaluation Process (6 month and annual reviews) •Completed Salary Survey for Colonial Beach Police Department •Revised or created personnel policies including a COVID-19 and Infectious Disease Prevention Plan, Social Media Policy, Smoking Policy, Dress Code Policy, and Telecommuting Policy •Researched and implemented diversity and inclusion training as beginning of Professional Development for Staff and Department Heads •Implementation of Internship Program •Management of Park Attendants Program •Revised the interview process and on-boarding and off-boarding procedures •Hired and on-boarded 30 employees over the course of 2021 •Held CPR training for Town employees

The Office of the Town Clerk serves as a connection between the members of the council and the citizens of Colonial Beach. The Clerk performs administrative functions within Town Hall, including issuing public notice, responding to FOIA requests, and preparing the agendas for council meetings. •Participated in the summer internship program •Secured new records management location

RECREATION
DEPTARTMENT
The Colonial Beach Parks and Recreation Department was newly created in 2021. With a staff of just one and a collection of volunteers, the Department was responsible for hosting numerous town-sponsored events and ensuring vibrant greenspace throughout the Town, promoting and achieving the four major themes of the Comprehensive Plan.
The Colonial Beach Police Department is committed to ensuring the highest levels of public safety.

•Hosted Skateboarding Clinic at Colonial Beach High School (co-sponsored by the Parks and Rec Department and Naked Neck Adventures), where around 250 attendees participated
•Teamed up with the Parks and Rec department to co-sponsor the Annual National Night Out
•Installed the new Colonial Beach hot air balloon for Waterfest

•The Parks and Rec commission and staff provided drinks and popsicles to a huge crowd of families and the community who attended
MINI GOLF RIBBON CUTTING
•Acquiring and opening a mini golf course at Washington Park, which is open to everyone in the community, free of charge
