PRESENTATION Capital Improvement Projects Updates The Director of Public Works provided an update regarding several capital improvement projects. Including the following: Central Drainage Project Update provided by Dewberry & Associates during August regular meeting.

The project is nearing the 100% design phase and is set to begin in late fall/early winter.

Town Pier

Town Pier Update Gates were added on August 30 to be used for pier closure during storms and high winds.

The Public Works staff is developing a 5-year maintenance plan for piling/deck/handrail replacement, and the town is also pursuing grant funding.

Bike/Golf Cart Path Updates Short Term Solution includes millings and roller rental for an estimated cost of $28,000 for the section from 7th to 9th Street.

Long Term Solution includes an estimated cost of $225,000 for the full path.

AGENDA ITEMS OLD BUSINESS (8a) Food Truck and Vendor Program Update, Mr. Duke, Director of Parks and Recreation Referred to the Planning Commission for zoning review of vendors on commercial property.

Vendor Program in Town Code of Ordinances changes were deferred for further review.

(8b) Parking Revenue Update, Town Manager Adams-Jacobs Net Parking Revenue for the last three fiscal years totaled $748,214.

Income for the last 11 years totaled $1,365,384.17.

Since the hire of the part-time parking enforcement position, the issuance and payment of parking tickets have doubled within three months.

(9a) Town Council Committees, Councilman Moncure The creation of town council subcommittees was discussed. Town Council will further discuss this topic during the upcoming Town Council Retreat.

(9b) Colonial Beach Commission Vacancy Announcements, Ms. Oliver, Town Clerk Planning Commission - 1 Vacancy, Board of Zoning Appeals - 2 Vacancies. Apply with the Town Clerk.

Tourism and Memorials Advisory Commissions have been inactive.

Town Council directed Town Clerk to prepare documents for the dissolution of the inactive commissions for action at the Regular Meeting.

(9c) Economic Development Update, Ms. Evko, Director of Economic Development Ms. Evko provided a brief summary of her background and the status of Economic Development in the Town.

(9d) Public Hearing Ordinance No 730, Amends Ch.14, Section 14-63, changing the parking season Approved by unanimous vote of council members present.

(9e) Ordinance No. 731, Approve the Sale and Conveyance of Town Owned Real Property to Dodson for Phase 3 Approved with a 4 to 1 vote of council members present.
