SUBJECT: CBPD - Activities/Crime Statistics/Traffic Studies
Monthly Operations Report
The Police Department assembles an assortment of reports to ensure information distribution to command staff and affected personnel on significant incidents, crime and traffic issues, training and community outreach activities. Because many of these reports contain sensitive and confidential information, they are not distributed outside of the department. Additionally, State law governs the dissemination of records, criminal history and other law enforcement information and provides penalties for improper release. To advise the public, a summary that complies with applicable law is prepared weekly by the department and released to social media, the Town Council, and other interested parties. These weekly Police Crime Reports can be found for a designated time on the Police Departments webpage.
The statistics that are summarized in the Monthly Operations Report and published on the Police Departments webpage, includes crime statistics, traffic studies, officer activities, and agency highlights for the previous month.
This monthly operations report provides an overview of all department activities to include criminal and traffic activity within the Town of Colonial Beach. The report outlines the numbers for arrests, calls for service, reports written, and vehicular crashes investigated. Also included in this report, are traffic citation data and traffic study results. This data assists the Police Department in developing strategies in combating crime, assessing the patrol officer’s workload, and maintaining the highest quality of life possible for residents and visitors within the Town.

CORRELATION TO STRATEGIC INITIATIVES:
The patrol work of the officers directly promotes community well being by ensuring safe neighborhoods and low incidents of criminal activity. Their focus on community engaged policing strengthens community partnerships, and work with neighboring law enforcement agencies ensures collaboration of law enforcement services for the Town.
As part of the fiscal year 2022/2023 budget, a Parking Enforcement Officer was budgeted. This position was included in the budget after many requests from residents regarding illegal parking in the Downtown and beachfront areas. The town historically had “meter maids” for this purpose, however the positions were cut prior to the pandemic The department has hired Taylor Daniels to fill that position. He will be enforcing parking in the town, please say Hi if you see him
During the month of August our officers handled a total of 521calls for service in the month of August. Of that total, the department completed 32 police reports, resulting in 10 individuals arrested (totaling 35 criminal charges) and 6 Motor Vehicle Crashes.

Hiring/Promotion
We enjoyed a wonderful National Night Out on August 2nd at Torrey Smith Park. It was great to see such a large turnout from the community! The kids (and adults) seemed to really enjoy trying to dunk Chief Deaver I mean, who wouldn’t? Huge thanks to all the Town of Colonial Beach Town Council members, employees, Parks and Recreation, Colonial Beach Volunteer Fire Department and Rescue Squad, Atlantic Union Bank and Domino’s Pizza as well as everyone else that supported CBPD and the community in this great event. The Rod Run to the Beach was held on August 20th/21st and also had a good turnout with no calls for service.

Traffic regulatory signage are established on roadways, from interstate freeways to low volume local streets, to give drivers clear instruction as to what is expected while navigating on any given roadway. Among regulatory signage, speed limit signs contain the most crucial information that drivers need to be informed of while driving (next to stop signs, which are considered the highest impact regulatory sign); furnishing motorists with clear instruction as to what is a reasonable speed for them to drive at while navigating any given roadway.
The below data is gathered using speed monitoring devices placed in various locations throughout the Town of Colonial Beach. CBPD utilizes spot speed data to determine the number of vehicles traveling on the roadway, time of day vehicles are traveling, average weekday/weekend traffic, average speed of travelers at any given time, as well as other speed data; data is used to determine enforcement needs and transportation/engineering options that would be best practices on any given roadway within the incorporated limits of the Town.
During the Month of August the CBPD utlizied the RADAR Trailer in the 200 Block of 1st Street in support of public awarness regarding Colonial Beach Public Schools being back in season. The following information was collected as key take aways form the data:
• An approximately 38,755 vehicles passed the RADAR Trailer during the time period.
• Of the approximately 38,755 vehicles on approximately 73.5% of all vehicles were traveling at or below the posted speed limit. With only approximately 26.25% traveling over the posted speed limit. With only .25% of the total number of vehicles traveling at speed to be considered excessive
