The published agenda was amended by a unanimous vote of Town Council to add the following items to the agenda; Resignation & Reappointment process due to Special Election after the approval of the agenda and Request for Public Hearing for Sale of Land to Sandra Kennedy as Item B under Old Businesss.
ADDITION TO THE AGENDA Resignation and Reappointment process due to Special Election After a unanimous vote of council, Ms. Roberson resigned from her seat to begin her special elected term and Mr. Allison was appointed to complete the remainder of Ms. Roberson's term expiring on December 31, 2022
CONSENT AGENDA ITEMS 6a. Resolution #51-22, Reappointment of Nathan Howell to the Planning Commission Approved 6b. Resolution #52-22, Amends and Appropriates FY 22-23 Budget, General Fund (Wayfinding Funds) Approved

Old Business 9a. Town Vendor Program Council approved the setting of a public hearing on December 21st, 2022 to amend and/or repeal parts or all of Chapter 13.1, Article III. 9b. Request to set a Public Hearing for the sale of Town-Owned adjacent to 353 7th Street By unanimous vote, the public hearing was set for December 21, 2022.

REGULAR AGENDA ITEMS (CONTIUED) New Business 10a. Draft, Resolution #53-22, Colonial Beach Rescue Squad Lease of Town-Owned Property Public Hearing and Council Action set for December 21, 2022. 10b. Public Hearing, Ordinance NO. 736, Amends Town Of Colonial Beach Zoning Ordinances, Articles 7 (Resort Commercial), 8 (General Commercial) and 9 (Commercial Residential) Council Action deferred to December 21, 2022. 10c. Economic Development Strategic Plan Council Action deferred to December 21, 2022. 10d. Audio and Visual Discussion Consensus of Council for staff to hire a A/V technician to investigate the issue and provide quotes for solutions.
Closed Meeting Pursuant to Virginia Code §2.2-3711(A)(3), (6), and (8),respectively, discussion or consideration of the acquisition of real property for a public purpose and of the investment of public funds, where discussion in open meeting would adversely affect the Town's bargaining position, negotiating strategy, or financial interest, and consultation with legal counsel employed or retained by the Town, all regarding the following specific legal matter requiring provision if legal advice by such counsel, who may participate remotely: renewal of a lease between the Town and Truist Bank for the police department for consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the public body pertaining to a matter now pending in the Westmoreland County Circuit Court. Pursuant to Virginia Code §2.2-3711(A)(8), consultation with legal counsel employed or retained by the Town regarding the following specific legal matters requiring the provision of legal advices by such counsel, who may participate remotely, proposed amendments to the Charter Agreement between and among the Town, Rappahannock Regional Criminal Justice Training Academy, and others, and related issues.
