The progressive new space has far exceeded our expectations, not only for our people, but for allowing us to showcase first-hand the benefits of a workplace that encourages collaboration and a range of workstyles.

We started 2021 busier than ever with many occupiers revaluating their office requirements and taking advantage of opportunities in the market. If there’s one thing that the global pandemic has taught us, it’s the importance of creating a workplaces with flexibility and collaborative space for people to thrive. It’s encouraging for the future of our industry to see many business leaders prioritising their workplace strategies, and a flight to quality has become apparent.

Mansons TCLM continue their quest to create office spaces for the future of work with their latest development, Fifty Albert, now underway in Auckland’s CBD. Fifty Albert will be the most sustainably built and ambitiously green undertaking to date, says Director Culum Manson.

“Given the immense impact of buildings on the environment, we’ve made a massive commitment to building green. Green Buildings provide a substantial contribution to New Zealand’s environment through

reducing the amount of waste, greenhouse gas emissions and energy that traditional building methods consume. “At Fifty Albert we're taking this one step further by targeting a world-leading 6-star Green Star rating, as well as including wellness aspects into the building’s design. The wellness rating reflects our expanded focus that goes beyond energy efficiency to a more holistic approach that incorporates how buildings affect the people who occupy them. “We’ve taken a lot of learnings from Covid, and see this as an opportunity to implement these by creating a built environment that’s fit for occupiers’ changing requirements. “Fifty Albert has been designed to support occupiers’ desire for technology-enabled, collaborative workspaces, while providing a built-environment that’s not only healthy, but makes people want to come into the office. “We understand that office design affects the health and wellbeing of occupants in many ways, and that creating office spaces that are healthier and more enjoyable places to work has a tangible impact on productivity and workplace satisfaction. “The building will enable tenants to opt into a tracking system that measures a range of aspects that contribute to wellness including air quality and ventilation, amount of natural light and ability for physical movement.”


“We believe that these large and efficient floor plates will be very appealing to corporate occupiers who want the collaborative benefits of having more of their people on less floors. The blank canvas opportunity of a brand-new building and availability of naming rights will add further appeal. “Construction has begun without any tenant precommitment as we know the demand is there.” Manson says the development is perfectly positioned to benefit from the ongoing transformation of Albert Street. “Albert Street has been significantly revamped since construction of the CRL tunnel underneath was completed earlier this year. The street has been restored and improved with wide footpaths, street furniture, trees and bus bays that make it an attractive walking route. At some 30,000m2 the project will also be the largest new office development in the country, an investment that might be considered risky by many, but one that Mansons are confident about. “While our initial plans for the site were put on hold in 2020, higher than ever demand for quality office space prompted reignition of the project. “What’s unique about Fifty Albert is the sheer volume of space available in the central city. Floor plates of some 2,700m2 with stud heights over three metres is typically a suburban product that’s rarely available in the CBD.

“Continued growth is evident with other large developments either underway or in planning stages. For example, a new voco hotel and Holiday Inn Express is nearing completion on the corner of Albert and Wyndham Streets. “At just over 250m from Commercial Bay, with proximity to Britomart, Queen Street and the waterfront, Fifty Albert’s central location and access to amenity are obvious drawcards for occupiers. Add the highly anticipated City Rail Link that will run directly below, and Albert Street is shaping up to be a main thoroughfare in the CBD.” 

Covid-19 led to surprisingly positive outcomes for office occupiers with more opportunities in the market and a focus on higher-quality office spaces, according to leasing experts

Colliers’ research shows Auckland office vacancy was 4.7 per cent at the end of 2019, the lowest rate on record across both CBD and metropolitan locations. Sam Gallaugher, Colliers Auckland Office Leasing Director, says continued low vacancy would hinder occupiers’ choice and ability to move. “While new developments such as Commercial Bay added much needed supply, the speed in which new office space was being taken up meant low vacancy rates looked set to continue and decrease further. “Opportunities were looking particularly lean for large or expanding corporates who had very little choice over 1,000m2, especially in the CBD. “Immediately following the Covid-19 lockdown announcement, we saw a lot of extra space come to the market, especially in the form of subleases as businesses looked to reduce their overhead and way of working.

“Although a sharp economic recovery has absorbed a portion of the additional office stock, a greater variety of choice remains available, and we are seeing more and more occupiers taking advantage of a healthier supply pipeline and choosing to relocate.” Matt Lamb, Auckland Office Leasing Director at Colliers, says with more options available, now is the perfect time for organisations to review their workplace strategy. “Organisations are taking huge learnings from Covid and many are incorporating these into their long-term people and property strategies. “There’s been a real shift in the mindset of companies from providing a space where employees have to work, to providing a space where they want to work. “One really positive thing to come out of the pandemic is the ‘flight to quality’ that has ensued as business leaders recognise that providing high-quality office space is crucial to attracting and retaining the right talent, and has tangible benefits on productivity. “Interestingly, the initial reaction of tenants to reduce their footprint was short-lived and the focus has shifted to maximising space with more collaboration and break-out areas.

“There’s been a real shift in the mindset of companies from providing a space where employees have to work, to providing a space where they want to work.“


“Tower Insurance, who currently occupy five noncontiguous floors at the bottom of Queen Street understood the collaborative benefits of having more staff on less floors and have seized the opportunity to relocate to a single 3,600m2 floor solution at 136 Fanshawe Street in August.” Gallaugher notes that while for some organisations optimising their office space means downsizing, this isn’t the case for everyone. “Remote working is a potential facilitator for businesses to reduce their premises costs by reducing their leased footprints. “However, the ability for a tenant to operate with a smaller footprint long-term will be reliant on a continuation of remote working, which in turn relies on productivity not being adversely impacted.

“At a business level, reviews on remote working are also mixed. Many business owners and executives are positive about the impact on workers’ wellbeing and ability to do focus work, while there are concerns about the ability to collaborate and form a cohesive culture. “It’s crucial that business leaders strike the right balance between enabling different ways of working and providing the physical space that brings teams and organisations together in order to perform at their best.” Lamb recommends that landlords take a proactive approach to secure the long-term value of their assets in changing times. “As a landlord, early engagement with your tenants will provide a longer runway for you to protect the value of your asset.

While there has been much discussion on the fortunes of the office sector over the last 18 months, confidence in the sector’s future performance is rising. While many may take a wait and see approach, occupiers cognisant of economic and property dynamics could make a move and take advantage of the situation. 62 DEVELOPERS RISE TO THE OCCASION Colliers Leasing Magazine 2021

Vacancy rates across both CBD and metropolitan office markets have lifted from historically low levels over the last 18 months, reflecting a combination of increases in new supply, the economic impact of Covid-19 and changing work habits. This has presented tenants with a greater number of occupational options than have been available for a number of years. However, history shows that these options will reduce overtime and the latest GDP results that surprised almost every economic commentator to the upside, suggests this may come sooner than we think. While secondary space may understandably feel the brunt of lower enquiry initially, tenant uptake for high quality prime buildings is seemingly omnipresent. And, in response, developers have dusted off construction plans and are forging ahead to make sure they secure the best tenants on the best leases. According to our latest research, approximately 125,000m2 of space is under construction or projected to complete within the next five years in Auckland’s CBD. The latest project to have commenced is Mansons TCLM’s 50 Albert Street. Once complete the project will add some 29,000m2 of space to the CBD

inventory. Precinct Properties has confirmed that the redevelopment of its 1 Queen Street property will incorporate approximately 14,000m2 of premium grade office space. There are a number of other schemes which, subject to attaining minimum tenant pre-commitment, could commence in the short-term future. These include the next stage of Precinct Properties’ Innovation Precinct development within the Wynyard Quarter. The imminent sale, by Auckland Council, of its Downtown car park site also offers potential for development of a large-scale mixed-use scheme. And the Over Station Development at Aotea Centre could also play an instrumental part in providing more high-quality mid-town office space in the future. For occupiers, this provides a significant opportunity assist developers meet targets and fill up empty space, and perhaps in return secure more favourable lease terms in a brand-new, high-quality premises. But, if demand for office space starts rising and vacancy rates start decreasing quicker than expected – similar to economic activity – options could dwindle, and benefits reduce.


Occupiers cognisant of the potential changes in economic conditions ahead may also be able to use this in their favour and structure their lease advantageously in 2021. The latest GDP result is a clear indicator of just how well the recovery has gone since Covid-19 emerged. However, with an increase in economic activity higher than projected, inflation could start to rise faster than initially considered. If so, landlords could be headed for a rise in interest rates and payments. Higher rates of fixed rental growth is a mechanism particularly favoured by landlords to offset the rise in interest costs. Long-lease terms are also favourable to reduce risk and strengthen returns. These are factors that occupiers can assist with, and in return, may be able to negotiate more favourable terms such as lower initial face rents, higher incentives or both.

An increased focus on sustainability from both public and private sector office occupiers has seen demand for premises with certified green credentials lifting over recent years. From the 1st of January this year, all government agencies have been mandated to ensure, when entering or renewing a lease of 2,000m2 or more, that the subject property has a minimum 4-star energy efficiency rating. This stance is also reflected in Eke Panuku’s recent decision to require new commercial buildings to meet 5 Star Green Star ratings for all new commercial buildings over 1000m2 in town centres. The influence which the sustainable development trend is having on the office market is illustrated in the results of Colliers’ December 2020 Auckland CBD office vacancy survey. The survey found the green building sector to be outperforming the wider prime grade market. While prime grade vacancy at December 2020 stood at 6.8%, vacancy within green star rated buildings was just 3.8%. The development sector is responding to the shift in demand, adding just under 50,000m2 of green star rated buildings to the Auckland CBD’s inventory over the course of 2020.  63

Auckland’s fast evolving tech industry a big boost for office space Today, technology is the most important business sector globally, making up 65% of the world’s top 20 public companies by market capitalisation, and Auckland’s “fast-evolving technology ecosystem” is a key part of this growth, according to a recent research report from Colliers. 70 Colliers Leasing Magazine 2021

In New Zealand, the technology industry is rapidly expanding and is currently the country’s third-largest export earner and could become its largest by 2030, according to recent commentary from NZTech. According to the latest Technology Investment Report, in 2020 the nation’s largest 200 technology companies generated export revenue of USD6.8 billion, with revenue forecast to potentially reach USD11.5 billion by 2030.

“Significant technology clusters have formed within the CBD with leading players showing a strong preference for the city’s northern and waterfront precincts, particularly the Victoria Quarter, Viaduct Harbour and the Wynyard Quarter precincts. “Wynyard Quarter has been dubbed the city’s Innovation Precinct with technology companies including Datacom, Australasia’s largest homegrown technology company, and American multi-national technology company IBM, that collectively occupy 17% of office space in the precinct. “Nearby, the Viaduct Harbour precinct houses Microsoft, HP and AT&T which, along with other technology companies, occupy 21% of the precinct’s office space.

Ian Little, associate director of research at Colliers says: “New Zealand’s largest city remains the powerhouse of the technology sector with the tech sector’s growth exerting greater influence over the Auckland CBD’s office market in recent years.

“The neighbouring Victoria Quarter precinct has the largest penetration of technology businesses accounting for 30% of all office space occupied by the CBD’s technology firms. The most significant player is Spark, New Zealand’s largest telecoms and digital services company.

“Auckland hosts the local headquarters of many international technology firms, including Microsoft, Apple, Oracle, IBM, AWS and more recently Google.

“Given the agglomeration of the industry that we have seen, and the development opportunities in these precincts on offer in the future, it is hard to discount the potential for a significant boost in office space demand from the tech industry in the area in the future,” says Little.

“Auckland hosts the local headquarters of many international technology firms, including Microsoft, Apple, Oracle, IBM, AWS and more recently Google.”

“The attractiveness of Auckland as an office location has resulted in technology companies occupying 11% of Auckland CBD’s office stock and 12% of the prime-grade inventory as at December 2020.

The Colliers report also highlights that technology occupiers could account for 20% to 25% of demand for leased office space in the APAC region over the next five years. Sam Harvey-Jones, Colliers’ Managing Director of Occupier Services, Asia, says: “The technology sector is the key driver of office leasing demand in major APAC cities. While demand from MNC technology occupiers remains important, we expect APAC technology occupiers to predominantly drive demand and shape major office markets over the next five years.”


The report also notes the ongoing expansion of the APAC technology sector creates opportunities for property owners beyond rental growth, as the technology sector increasingly becomes a direct investor in APAC real estate. Asia’s technology giants, in particular, are expanding quickly, and have become a major driver of leasing demand. Many Asian technology companies, especially Chinese technology firms, have also become very active in investment and development of real estate. In 2020 alone, technology companies acquired nearly US$10 billion in APAC real estate assets, according to the research report findings. 
