I am pleased to transmit the 21st installment of the Community Building Leadership Team’s (CBLT’s) Strategic Performance Report (SPR). Please see attached.

AIRPORT AND GOVERNMENTAL AFFAIRS

AIRPORT AFFAIRS & COMMUNITY OUTREACH, UPDATES & EVENTS.

On Friday, May 10th, Main Street Academy Charter school’s faculty and staff were selected to receive lunch and gift bags, hosted by Hartsfield-Jackson Atlanta International Airport in celebration of National Teacher Appreciation Week. Additionally, a Meet & Greet was conducted with the ATL Public & Community Affairs and Communications team to review the initial draft of events and opportunity they have for residents and students within the aviation and workforce development/internship fields. An update of the Airport & Governmental Affairs has been working on the following the past two (2) weeks:

Working with ATL on the conveyance of parcels which should reflect City of College Park/Business Industrial Development Authority as the owner versus ATL

In the absence of a City Engineer, A&GA is working with the Public Works Department to complete documents needed to draw down of grant funds for the $800,000 grant funds awarded to College Park in 2023.

Providing Congressional offices with information needed to approve funding for the Lead/Galvanized Water Pipeline replacement project for FY 2025 Appropriations.

Working with FAA and GSA on lease amendments and priority projects for the current building.

Scheduling a Career Fair at the City of College Park to promote job/internship, concessions, and airline opportunities at ATL.

Scheduling meetings with MARTA to ensure the City has input on the Bus Network Redesign based on new development throughout the City.

Scheduling a Stakeholder Meet & Greet with ATL Leadership.

Reviewing Acoustical/Noise firms and ATL Planning & Development to ultimately incorporate an acoustical noise methodology for testing new construction.

Continuing to make connections between our residents and schools to aviation resources (jobs, education, etc.).

April did not disappoint. We began and ended the month strong. We hosted a variety of events from Got Sole, the 24th Annual World Natural Hair Show to Powerlifting USA and Fresh Mink Pet Expo, as well as ending the month with the MIKU Expo to a sold-out crowd at the Arena.

Barrett Park-Update

Great news. The final walkthrough will start next Tuesday, and the restroom is slated to be opened by next Saturday. We have started receiving requests for residents’ access codes. We will email codes to them after the restrooms are opened.

New Citywide Camera Upgrade

We are happy to report that the Police Chief and I have collaborated to designate a key area to test the camera’s videos and analytics. I have ordered the SIM cards that will provide the cellular network. This is going to be a “Game Changer” for our citizens, guests, and friends. I am waiting for the project plan from the contractor.

Cyber Security Training

We have an automated cyber security training module that will be sent to all city staff thduring the week of May 20 . This training module is crucial for all staff to keep current on mishaps, mistakes, and traps that are easily accessible.

See Click Fix(311)

We are ready to launch our “See Click Fix” app in the next few weeks. The app has been entered in the app store for testing. This app will allow our citizens, staff, and guests to report any issues (e.g. abandoned cars, high grass, down trees) they see around our city.

Charles Phillips Wi-Fi

We are eager to report that our Wi-Fi vendor has sent us the quote to add Wi-Fi to Charles Phillips Park. Once the purchase order is complete, we will start the process. The goal is to have Wi-Fi in all city parks.

POLICE DEPARTMENT

BACKGROUND AND RECRUITMENT

In our continued efforts to recruit eligible candidates for the Police Department and assisting them through the hiring process, background and recruitment investigators held a physical agility test on May 9, 2024. There were eleven (11) potential candidates, two (2) of which were certified Georgia police officers who traveled from near and far to showcase their agility and strive toward the noble goal of joining the College Park Police Department. It was a true display of grit, passion, and commitment to serving the community.

Community Outreach

On May 13, 2024, the College Park Police Department collaborated with other agencies, to include the City of South Fulton Police Department and other service professionals to make sure the career day at Heritage Elementary School was a great success.

CRIME/FELONY ARRESTS [SEE FULL REPORT FOR FULL LISTINGS]

2135 Godby Rd (Chelsea Garden Apartments), Possession with Intent to Distribute a Controlled Substance/Obstruction. After detaining two individuals that matched the description of the suspects that were seen walking from the stolen vehicle out of Atlanta Police Department. Both male subjects fled on foot. The officer was able to capture and detain one of the male subjects. The male subject was found in possession of 186 MDMA pills weighing 55 grams; one subject was taken into custody.

2471 Old National Parkway (Travelodge), Possession of Marijuana with Intent to Distribute/Possession of a Firearm by a Felon/Possession of a Firearm during a Felony/Obstruction/Drugs to Kept in Original Container. controlled substances, Marijuana less than an ounce and traffic offenses. A College Park Police Officer, while conducting a hotel check at this location, observed two male seating in a vehicle outside the location. Upon approaching the vehicle, a strong odor of marijuana emitted from inside the vehicle. Both individuals were detained and charged; two subjects were taken into custody.

White Street & Cambridge Avenue Traffic. While patrolling, a College Park Police Officer conducted a traffic stop which led to an individual traffic offenses and obstruction and another one taken into custody for Marijuana with intent to distribute (12 ounces) and possession of a firearm during the commission of a felony; two subjects were taken into custody.

RESIDENTIAL PROJECTS

PUBLIC WORKS DEPARTMENT

HIGHWAY, STREETS, AND STORM WATER

Our team recently performed asphalt patch repairs on Lakeshore Drive following a significant utility cut. This crucial process maintains our city roadways, ensures smoother surfaces for vehicles, prevents water infiltration, and extends the pavement’s lifespan. Safety for pedestrians and drivers is also a priority. In the accompanying pictures, the team is using a high-performance blacktop repair – a mixture of stone and asphalt binder, compacted in layers until it meets the edges.

Our vigilant constituents frequently alert us to road safety concerns. Recently, a resident reported distress caused by abandoned railroad tracks at the crossing from West Point Avenue to Sullivan Road. Abandoned tracks can have different outcomes, and here, disrepair and deterioration were evident. To address the issue our team applied an asphalt overlay in the area. This overlay serves as a supportive base for a new surface enhancement which becomes safe for drivers.

PUBLIC WORKS DEPARTMENT

KEEP COLLEGE PARK BEAUTIFUL

Keep College Park Beautiful received its’ 2nd Keep America Beautiful Grant. The first was a $5,000 Great American Cleanup Grant. The most recent one is a $20,000 Cigarette Litter Prevention Program Grant, CLPP. The grant will allow the city of College Park to establish a pristine and environmentally friendly community for our residents and visitors, free from any form of litter. The components of the grant include Planning, Public Relations, Educational, Implementation and Evaluation segments. A comprehensive approach to the Cigarette Litter Prevention Program will involve conducting surveys to get the facts regarding the existence of the cigarette litter problem in our city. The grant also has an equipment component which provides cigarette litter receptacles to be placed in our city.

PARKS, RECREATION, AND CULTURAL ARTS

BASKETBALL IN COLLEGE PARK

Brady Recreation Center at 3571 Breningham Drive, offers basketball adult open gym time on Tuesdays and Thursdays from 9:00am - 2:00pm. The cost Is $5.00 per day. For more information, please contact Alexis “Bo” McMillian at 404-669-3776. The Brady Gym has been a long-standing tradition for this type of play for the community. It is an historic gymnasium that has been a center of a community since the 1950’s and is still utilized for basketball.

The Brady Center provides both men’s and women’s winter and summer leagues along with a youth girls basketball program. College Park Recreation and Cultural Arts is known around the state for our participation and excellence in sport for the youth boys, girls and the men’s league at the Georgia Recreation and Park Association State Tournaments. On May 6, 2024, the youth program participants were recognized for their excellence in the Georgia Recreation Park Association (GRPA) state achievement with proclamations.
