BIWEEKLY STRATEGIC PERFORMANCE REPORT FEBRUARY 5, 2024

I am pleased to transmit the 14th installment of the Community Building Leadership Team’s (CBLT’s) Strategic Performance Report (SPR).

AIRPORT AND GOVERNMENTAL AFFAIRS AIRPORT AFFAIRS & NEWS Finalization of the State Priorities took place on Tuesday, January 16, 2024 with Mayor and City Council. Furthermore, the State Delegation luncheon took place on January 24, 2024, with nine (9) members of Congress.

Discussions regarding the non-emergency ambulance transportation, Revenue funding sources, and Workforce/Attainable housing matters were center stage topics and proved to offer a fruitful dialogue. So much so that an invitation from Senator John Albers was issued to South Fulton Fire Departments to attend a committee Hearing at the Capitol on February 12th.

This meeting is to discuss Senate Bill 16. This BILL to be entitled an Act to amend Chapter 11 of Title 31 of the Official Code of Georgia Annotated, relating to emergency medical services, so as to amend provisions relative to the Emergency Medical Systems Communications Program administered by the Department of Public Health; to provide for legislative findings, determinations, and declarations; to authorize local entities to establish boundaries for the provision of emergency medical services; to provide for definitions; to provide for a short title; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes. The City of College Park is off to a great start! Thank you, College Park Leadership and Fire Safety staff, for your determination to make this a worthwhile discussion!!!

In February, we will be firing up the Federal Priorities to bring before the City Council for a vote, with a March 2024 discussion with our Federal Congressional Delegation in Washington, D.C. Our goal is to align federal priorities with funding through the FY 2025 appropriations cycle and obtain collaborative support from neighboring jurisdictions where there is mutual interest and benefit.

Pairing shovel-ready projects with earmarked funding is critical to project implementation.

BUILDING AND PROPERTY SUSTAINABILITY COMMON CODE VIOLATIONS • Property maintenance: All commercial properties must be maintained in clean and sanitary condition, free from the accumulation of trash, rubbish, and garbage.

• Landscaping: Grass, vegetation, and landscaping beds must be continually maintained.

• Pavement and Parking Lots: Property owners must maintain the parking lot up to standards, including clear paint striping and handicapped parking spaces. Pavement and potholes must comply.

• Vacant Structures/Land: All vacant structures and land should be maintained in a clean, safe, secure, and sanitary condition so as not to cause blight or adversely affect public health.

Permits: A business will need the following permits & licenses from the County, if applicable: Liquor License, Building Permit, Sign Permit, and Demolition permit Illegal land use: Commercial businesses must be in the proper zoning classification. All commercial businesses must have the approval of the Zoning /Planning Department in the form of a permit before they can open their doors to the public.

ENFORCEMENT PROCESS • An investigation is started to gather the facts.

• Enforcement usually begins with a written Notice of violation.

• Violation provided to the owner and/or occupant.

• The notice shall be posted on the property or sent via mail.

• The notice shall contain a deadline for compliance. If the violation continues past the deadline, the Code Officer will issue a citation for an appearance in Municipal Court.

ENGINEERING & INFRASTRUCTURE DEVELOPMENT SIX WEST PROJECT: PROJECT COMPLETION, SAFETY & INFRASTRUCTURE INTEGRITY The City of College Park's Engineering and Infrastructure Department (EID) joined forces with the Inspections and Permits Department's code enforcement division to address construction-related erosion challenges at a facility under development. Despite the initial implementation of Best Management Practices (BMP), heavy rainfall exceeded the existing measures. In response to this intervention, the contractor promptly undertook restorative actions, aligning with the conditions of the Erosion and Sedimentation Act. This involved implementing BMP practices, such as installing new filter fabric, conducting sweeping operations, and installing straw bales.

UPDATE ON GATEWAY CONNECTOR BRIDGE PROJECT AND SCHEDULE DELAYS As the Gateway Connector Bridge project approaches its completion milestone, there have been significant developments impacting the initial schedule. The planned erection and road closure of Camp Creek Parkway in January have been rescheduled to March or later due to heightened scrutiny in the fabrication process. King Fabrication (Houston, TX), the fabricator responsible for this stage, has filed a claim citing delays in the fabrication inspection process. This claim has been formally submitted to the Georgia Department of Transportation (GDOT), and a "Notice of Delay" has been issued by King Fabrication to C.W. Matthews, the general contractor partnering with King Fabrication. Acknowledging the the claim against GDOT and the potential ramifications on the project timeline, the city is taking proactive steps towards a swift and amicable resolution. The Engineering and Infrastructure Department, in collaboration with City Attorneys and the project managers overseeing the Gateway Connector Bridge, is actively engaged in addressing the current dispute. The collective effort aims to prevent any schedule delays and ensure the successful completion of the Gateway Connector Bridge project.

FIRE RESCUE

YOUR FIRE DEPARTMENT AT WORK On Sunday, January 28, 2024, the fire department responded to a structure fire at 2135 Godby Road. As crews arrived on the scene, visible flames were seen emanating from the attic. Response personnel initiated an aggressive interior attack and contained the fire to the area of origin. The cause of the fire is listed as suspicious. The apartment appeared sparse. Possibly vacant. Moderate damage to the structure.

TALENT MANAGEMENT

INFORMATION TECHNOLOGY BANDWIDTH/PHONE UPGRADE DEPLOYMENT: The last report indicated the following locations have new telephones: Brady, Police (precinct 2), Fire stations (2 and 3). The new phones have been deployed at Conley rec. center, and Godby road rec. center, Last week the following locations received new phones: Public Works, and Power. Our Public Safety building has received several special Polycom phones for 911 dispatch.

SAGE GOV. - Great news we live with Inspections, and Code Enforcement, with the new Sage Gov. software. This software will take the place of New World for these units. Business License is now live, there are some challenges with information in certain modules, but Sage Gov. team is working with Business License BACKUPS We had our kickoff call with the vendor who will install our backup appliance. We have a list of items we need to have in place before they come on site. Paul and I are working to get these items as soon as possible.

PARKS RECREATION AND CULTURAL ARTS

COLLEGE PARK TUMBLEWEEDS GYMNASTICS TRAVEL TO CALIFORNIA Graduating Senior, Hannah Sallie, a Level 10 gymnast of the College Park Tumbleweeds Gymnastics participated in a senior destination meet in California. The SCEGA California Classic was hosted on the weekend of January 19, 2024.

The upcoming annual 65 Roses Invitational for Cystic Fibrosis meet hosted by the College Park Tumbleweeds will be held on Saturday, February 17, 2024, from 9:00 am – 4:00 pm. This gymnastics meet is fundraiser to help raise awareness and funds for Cystic Fibrosis to help the Cystic Fibrosis Foundation find a cure.Cystic Fibrosis is a genetic disease that affects the lungs and digestive system and reproductive organs.

There are approximately 30,000 people in the United States and 70,000 in world that have this genetic disease. At once the life expectancy for those that live with the disease was early childhood but with research and new drugs have extend the life expectancy to age fifty-five. A form Tumbleweed gymnast Kristen Smith, whose son Joshua was diagnosed with Cystic Fibrosis at birth, with the former Gymnastics Coordinator, Michelle Johnson, started the cause meet to help raise awareness for the genetic disease. This will be the 5th annual 65 Roses for Cystic Fibrosis meet.

POLICE DEPARTMENT GODBY ROAD PRECINCT The College Park Police Department has reopened the Godby Road police precinct. Two (2) patrol shifts will be operating from the precinct, allowing for a faster response time, the ability to start patrolling assigned areas without traveling from the north end of town, and an increase in police presence along the Godby Rd and Old National Hwy corridor.

The precinct will eventually be made available to have individuals receive a copy of police reports, file police reports, obtain background checks, and pay citations.

KEEP COLLEGE PARK BEAUTIFUL

Keep College Park Beautiful completed two Keep America Beautiful grant applications. The Great American Clean-up grant would help to fund some of our Great American Clean-up activities.

Keep College Park Beautiful is coming up on our 1st year anniversary. As we prepare to go into our second year the challenge is to execute in the core areas of litter, beautification, recycling, and water. There are portions of our community that have had little activities occurring in them and the plan is to have a Great American Cleanup Round Robin happening throughout the city. We will host our 3rd Annual Citywide Cleanup on March 30th.

The grant will provide cleanup kits for our volunteers. Last year we had over 100 volunteers.
