As of March 31, 2025, small businesses across NSW are doing it tough. With energy bills soaring, payroll tax thresholds stuck in the past, and consumer spending down — the pressure is real. Add to that a wave of new compliance obligations and it’s no wonder insolvencies are rising at an alarming rate

But here’s the truth: It doesn’t have to end in collapse.

The Australian Federal Budget 2025–26

The Australian Federal Budget 2025–26 and the Opposition’s reply present distinct strategies across several key areas Here’s a detailed comparison:

Cost-of-Living Measures

Government Initiatives:

Energy Bill Relief: Extension of energy bill relief to the end of 2025, providing additional payments totaling approximately $1 8 billion Every household and around one million small businesses will receive two $75 rebates directly off their electricity bills through to 31 December 2025

Tax Cuts: Implementation of “top-up tax cuts,” reducing the 16% tax bracket to 15% in July 2026 and further to 14% in July 2027 This change is projected to provide the average worker with an additional $268 from July 2026 and $536 annually from July 2027.

Opposition Proposals:

Fuel Excise Reduction: A temporary halving of the fuel excise from 50.8 cents to 25.4 cents per liter for 12 months, aimed at reducing petrol prices. This measure is estimated to cost $6 billion.

Energy Policy: Establishment of an east coast gas reservation scheme to ensure domestic gas supply, creation of a $1 billion Critical Gas Infrastructure Fund, and reinstatement of the Strategic Basin Plan with a $300 million investment. These initiatives aim to lower wholesale gas prices and support domestic energy needs.

Healthcare Government Initiatives:

Medicare Investment: An $8.5 billion funding boost over four years to enhance Medicare services, with the goal of making nine out of ten GP visits free by 2030. This includes funding for 400 nursing and midwifery scholarships and 2,000 new GP trainees annually by 2028.

Opposition Proposals:

Healthcare Funding: A $9 billion investment to increase bulk-billing rates, fund hospitals in high-growth areas, and incentivize junior doctors to pursue general practice Additionally, plans include lowering the Pharmaceutical Benefits Scheme co-payment to $25 and matching the government’s $500 million investment in women’s health

Housing and Migration

Government Initiatives:

Housing Assistance: Modifications to the Help to Buy scheme, allowing Australians to copurchase property with the government to reduce upfront and ongoing costs of homeownership The government will provide an equity contribution of up to 40% to support eligible home buyers, with around 40,000 Australian households expected to benefit

Opposition Proposals:

Migration Reduction: A proposed 25% cut to permanent migration and a temporary ban on foreign investors and temporary residents purchasing existing homes for up to two years, aiming to increase housing availability for Australians.

Housing Development: A $5 billion investment in essential infrastructure to support housing projects and unlock up to 500,000 homes. Additionally, allowing first-home buyers to access up to $50,000 from their superannuation for home purchases.

Tax Compliance: An allocation of $999 million over four years to extend and expand Australian Taxation Office compliance activities, aiming to strengthen tax integrity.

Opposition Proposals:

Public Service Reductions: Plans to reduce up to 41,000 public servant positions to fund other initiatives, including healthcare spending.

Energy and Infrastructure

Government Initiatives:

Energy Reforms: Retail market reforms designed to help consumers access cheaper energy deals, potentially saving households hundreds of dollars annually.

Opposition Proposals:

Nuclear Energy: Proposals to develop nuclear power plants in Australia, with operations expected to commence from 2036, aiming to diversify the nation’s energy portfolio.

Both the government and the opposition offer contrasting approaches to addressing Australia’s economic and social challenges, reflecting their respective policy priorities and strategies
