ANNUAL REPORT ON THE HIGHER EDUCATION FAC I L IT I ES COhPP.FHFNS I V E PLANK I iro STUDY FISCAL YEAR 1)70-71 Background
Under the terms of an agreement made as of the 30th. of June, 1910, by and between the Commonwealth Commission for the Advancement of Higher Education and the Council on Higher Education, the Commission delegated on the Council the continuation of comprehensive facilities planning studies to determine the construction needs of the institutions of higher education in Puerto Rico.
According to said agreement, the studies to be carried out
during fiscal year 1970-71 would include: ''a)
Elaboration of a uniform Manual of Statistics for the higher
education institutions in the Commonwealth of Puerto Rico. ''b)
Updating and refinement of physical facilities inventory
and utilization of space on higher education institutions in the Commonwealth of Puerto Rico, and ''c)
Updating of enrollment data for Commonwealth and non-
Commonwealth students for full-time and part-time equivalent in higher education institutions in the Commonwealth of Puerto Rico." The work prescribed in aforesaid agreement was carried on by the Task Force for Comprehensive Planning of the Council on Higher Education, an organization formed by thirteen representatives of all accredited institutions of higher learning in Puerto Rico. This report wi ll present the progress and results of the studies and work done in the order in which they are listed in the contract.

as said studies and tasks are only part of more comprehensive efforts the Council on Higher [ducation is making through its. ;a ,k Force for the compre7
hensive planning of private and public post-secondary education it has seemed convenient to begin the report with a short inventory of the main attainments during fiscal year 1970-71 in relation to the planned development of institutions of higher education. (The report corresponding to the year 1969-70 already printed and circulating

Counci l on Higher Education
In the performance of its duties to guide the development of the University of Puerto Rico and promote and encourage the growth of private university institutions, the Council on Higher Education took the following steps during fiscal year 1970-71: 1-
It entrusted the College Scholarship Service of the College
Entrance Examination Board a study of the programs of financial aid to students of private and public institutions of higher learning, with the purpose of promoting the adoption of uniform standards and procedures for the granting of financial aid to needy students. 2-
It encouraged the adoption of administrative means in the
Government of Puerto Rico to increase the Educational Fund, which has the double purpose of helping the functioning of the University of Puerto Rico and subsidizing the needy students of private higher institutions when enrollment fees are raised. 3-
It entrusted a private company a study of the finances and of
the planning, budgeting and administrative mechanisms and procedures of the University of Puerto Rico.
The main objectives of this study are:
to
establish an information system which may serve adequately the decision-making 8
procedures at all levels; to strengthen and institutionalize the planning resources of all university aspects; to design budgets on the basis of programs; and to use all resources efficiently and economically. 4-
It accredited as a university course the two-year education
course offered by the Anti llian College (a church affiliated educational institution at Mayaguez which offers several post-secondary two-year and four-year courses). 5-
It accredited - tentatively or definitely - the Nursing
programs offered by the Arecibo Regional College of the University of Puerto Rico and the Bella Vista Hospital at Mayaguez. B.
University of Puerto Rico
The University of Puerto Rico recorded the following noteworthy activities during 1970-71.
They were carried out with the endorsement of the
Council on Higher Education. 1-
It initiated the transformation of the Cayey Regional College,
originally intended to serve as a two-year transfer college, into a four-year l iberal arts university college. 2-
It initiated the second year of the Ponce Regional College,
predominantly oriented toward two-year technological careers, that may meet the needs for human resources in the south of Puerto Rico. 3-
It planned and prepared the opening of a two-year regional
college in Bayamón (western sector of the metropol itan area of San Juan), also oriented towards meeting the needs for technical-industrial human resources on a semi-professional level in the area where it is located. Physical facilities of a modular type were built for this College, thus reducing bui lding costs 45 per cent below the cost for conventional construction, even though there has been a rising tendency in salaries and prices 9

It made great progress in the construction of new physical
facilities for the Medical Sciences Campus, the regional colleges of Humacao and Arecibo and different additional or substitute faci l ities at the Mayaguez Campus.
These facilities will be opened in the academic years 1971-72 and
1972-73. C.
Inter-American University of Puerto Rico
The IAU carried forward its plans for the financing and construction of adequate facil ities for its San Juan Campus, where eventually an enrollment of 15,000 students will be taken care of. D.
Puerto Rico Junior College
The Puerto Rico Junior College began its Caguas-Gurabo Campus, in the east-central part of the Island.
There are plans to develop it into a
four-year college. E.
University College of the Sacred Heart
This College registered an extraordinary increase in its enrol lment, as a result of a fundamental revision of its institutional function and of its admissions policy.
From a girls college, highly selective on social and
economic grounds, it has changed to a college more oriented towards community service, it is going coeducational and it has establ ished a Junior College Division with terminal and transfer courses. F.
Catholic University of Puerto Rico
The Cathol ic University
revised its pol icy of support to its regional
centers, discontinuing its academic and administrative ties, with several of them and reexamining others on the basis of institutional function. I I-
Comprehensive Information System on Higher Education in Puerto
Rico The agreement between the Counci l on Higher Education and the 10
Commonwealth Commission for the Advancement of Higher Education provides for the elaboration of a uniform Manual of Statistics.
The Counci l's Task Force,
however, believes that the more practical manual will be one tested through implementation.
As a consequence, it decided to use the Information Element
Dictionary of the Western Interstate Commission for Higher Education (WICHE) as a guide (checked by interuniversity committees of specialists, so as to adapt it to the Puerto Rican needs), to design one part at a time and to implement successively. It should be noticed that the establishment of the complete information system will require considerable financial resources and will take several years.
In that period the needs for data might vary substantially
and for this reason a design of the whole Manual of Statistics followed by its implementation might prove to be inefficient. The Comprehensive Information Systems is conceived as composed of five sub-systems, interwoven so as to permit the study of correlations among any statistical series - all of them related to the use of space. components are:
a)
The main
students, b) teaching and non-teaching personnel,
c) academic and administrative programs, ch) physical facilities and d) finances. In the development of the Comprehensive Information System participating institutions have agreed to adopt a strategy that permits the attainment of two objectives. correspondence
The main objective is to attain, eventually, a
between the data of one institution and the others, so they
may be analyzed for general purposes as well as for individual or comparative institutional purposes.
Experience shows that the attainment of this objective
depends on slow processes.
The other purpose-not less important - is to
promote and stimulate the establishment of statistical systems that meet the needs and internal purposes of the institutions, :although oriented toward the 11
the eventual exchange or joint or comparative analysis through a central information bank.
Some institutions have been able to march towards this
objective more rapidly, in some aspects, than the comprehensive system. A.
Methods and Implementation Mechanisms of the Information
~s tem In the design and implementation of the information system a working method which permitted the utilization of the knowledge of many persons in key positions in all university institutions and several government agencies was adopted.
In the same way it permitted the use of avai lable resources of per-
sonnel , equipment, faci l ities and information from several primary sources. Three main purposes are attained through this method:
First, that the infor-
mation system be adequate to general and particular needs of the participating institutions; second, to maintain the cost of the system within reasonable l imits through a more intense use of avai lable resources; and third, faci litate and speed the implementation through a joint effort simi lar to that used in the design phase. Interuniversity committees formed by admissions officers, registrars and physical facil ities officers participated in the process, as well as personnel from the Counci l on Higher Education, Department of Education, Computers Centers and the Planning Board.
Technical advise was received,
through contract, on systems analysis and computer programming. With the idea of faci litating the job it was decided that the Planning and Development Office of the University of Puerto Rico wi ll design and put into practice the part of the information system relative to the University of Puerto Rico and the office of the Council on Higher Education wi ll design and put into practice the one relative to private education and wi ll coordinate and integrate both parts in one system. 12
Six questionnaires provide information on personal, social, economic and academic characteristics of the students. Samples of questionnaires and the directions that wi ll be part of the Manual of Statistics on higher education are included in the Appendix of this report. II I-
Inventory and analysis of uti l ization of faci l ities
This section of the report has three purposes:
a)
to put up to
date the inventory of existing facilities, b) to revise the analysis of the use of faci l ities on the light of the new enrollment figures and the uti l ization of space, c) and to revise the estimates of additional faci l ities needed for 1972, 1975 and 1980. In the first semester of academic year 1971-72 accredited higher education institutions in Puerto Rico were using facil ities with a total gross area of 5,262,564 square feet.
Net assignable area was about 3,555,517
square feet, that is 67.7 per cent of the gross area. Net assignable area was used as fol lows:
classrooms, 15 per cent;
lahoratories, 12 per cent; study areas, 12 per cent; offices, 19 per cent; residences, except student dormitories, 12 per cent; other uses (special use, general use, supporting and medical care faci l ities), 21 per cent; unassigned, 9 per cent. Space standards per student have been applied according to the nature and level of the institutions in order to assess if avai lable faci l ities are enough to take care of the present enrollment.
The American Counci l on
Education recommends the general standard of 125 square feet, of gross area per full-time student.
In the case of Puerto Rico the following gross areas
per student are considered reasonable:

medical sciences, 200 square feet; universities, 100 square feet; four-year colleges, 85 square feet and two-year colleges, 70 square feet. On applying these standards it can be seen that existing facil ities are not enough, generally speaking.
Naturally, there are marked differences
between one institution and another and between units of the same institution. For example, the Mayaguez Campus of the University of Puerto Rico has a space superavit equivalent to 165,000 square feet, which represents a capacity for 1,050 additional students. (It should be pointed out that by 1972-73, with the opening of new faci lities in several units of the University of Puerto Rico,this institution wi ll have adequate facilities for the enrollment that year).
On the other hand, the Hato Rey Campus of the Inter-American University
has a deficit of 240,000 square feet and this represents an excess of 2400 students
As a matter of fact, the Inter-American University has insufficient
facilities in all its units except the San Germán Campus where there are additional facilities for about 1,000 students. On the other hand, the University College of the Sacred Heart even though it has grown rapidly in the last two years, has additional faci l ities for 950 students.
The Puerto Rico Junior College, though, has an excess of
about 2,700 students. It should be made clear that space standards by student do not take into consideration the differences among institutions in regards to space needed for different uses, neither do they consider academic schedules. Figures mentioned before are based on a 44-hour a week sched~ tA, that is, eight hours a day, five days a week and four hours on Saturdays. Estimates show that if plans are made to make a better use of avai lable space, within the present schedules, existing faci lities in the main campuses might house another 3,000 or 4,000 students.
Besides, if the daily schedule were 14
extended reasonably, so that available facilities were used thoroughly in the evening, the facilities existing in the campuses could house 3,000 or 4,000 additional students. a)
1971 Needs
When estimating necessary physical facilities, standards of space by student have been used, as explained before and, a more thorough use of space through possible extensions of schedules and better programming has been considered. In fiscal year 1971-72 it is estimated that higher education institutions in Puerto Rico lack about 295,000 square feet (gross space) of physical faci l ities.
Construction of said faci lities, without including
neither land nor off-site facilities and services, would cost about $32.7 mi ll ions.
This figure includes cost of new facilities and replacement or
rehabi litation of inadequate or rented facilities in use.

Estimates of faci lities that wi l l be needed in the future are based on enrollment projections prepared for the 1970 report on the facilities study.
At that time three projections were prepared, one low, one intermediate

As final projections of the individual growth of university institud ons have not been prepared, those are overall estimates including all of them.
In each case the cost of new faci lities and the cost of normal replace-
ments are included for each year.
The latter cost is estimated as 2 per cent
of the existing faci lities belonging to the institution. Present construction costs are around $37 per square foot for structures of a conventional type and $22 per square foot for modular structures. A 5 per cent increase in construction costs of all type of faci l ities is assumed.
It is also assumed that facilities to be built in the larger campuses
will be of a conventional type and those to be built in the regional colleges will be of a modular type. On those assumptions, the estimates of needs for the years 1975 and

Enrollment statistics for the institutions of higher learning, for Autumn 1971, are presented in the Appendix of this report.
Total enrollment
(head count) is 70,457 students, which represents an increase of 5,753 (8.9 per cent) over the preceding year.

The general standard of 125 gross square feet per FTE student recommended by the American Council on Education is reduced to 100 square feet in the case of university level institutions; 85 sq. ft. in the case of 4-yr. university colleges; 70 sq. ft. in the case of 2-yr. colleges; and 200 sq. ft. for medical sciences on the assumption that the existing facilities can be used at a higher intensity by increasing the number of hours of daily use and thru a precise programming.

Besides the San German Campus, the only other institutional unit of IAU that occupies its own faci l ities is the Barranquitas Regional College.

INSTRUCCIONES PARA LLENAR EL PLIEGO DE DATOS SOBRE EL SOLICITANTE QUE DEBE ACOMPANAR LA PRIMERA SOLICITUD DE ADMISION QUE RADIQUE CADA ASPIRANTE A ESTUDIOS UNIVERSITARIOS
A.
La primera solicitud de ingreso que usted radique en cualquiera de las universidades o colegios de la Isla, debe estar acompañada de un Pliego de Datos sobre el Solicitante completa en todas sus partes. Una vez lleno este pliego con la primera solicitud no será necesario repetirlo al llenar otras solicitudes para otras universidades o colegios. Todos los estudiantes que solicitan admisión a las universidades y colegios de Puerto Rico están cumplimentando este formulario. La información que ustedes ofrezcan al Sistema Integral de Información sobre la Educación Superior será de gran importancia para planificar adecuadamente la expansión y el mejoramiento de la educación superior--privada y pública. Favor de dar los datos más exactos que les sea posible. Ello irá en beneficio de toda la juventud puertorriqueña. Bajo ninguna circunstancia se usará esta información para evaluar su solicitud de admisión o determinar su ingreso a estudios universitarios ni para ningún propósito que vaya en perjuicio de ustedes. A fin de garantizar que la tarea de registro de la información resulte precisa y completa, tenga la bondad de seguir las siguientes instrucciones cuidadosamente

No doble ni mutile las hojas del Pliego.
2.
Conteste todas las preguntas.
3.
USE lápiz número 2 para ennegrecer los espacios en los encasillados de la hoja. Balo ninguna circunstancia debe usar bolígrafo o tinta. Estas hojas serán procesadas en una máquina (lectora óptica) que rechazará las que no están correctamente llenas.
4.
Si necesita borrar puede hacerlo, pero cuidadosamente de manera que no quede marca alguna.
5.
No escriba sobre la hoja ninguna palabra, letra o marcas fuera de lugar. Sólo ennegrezca los encasillados según los ejemplos que se ilustran.
6.
Una vez completo el Pliego de Datos sobre el Solicitante colóquelo dentro de la primera solicitud de admisiones que llenó.

Para llenar este Item comience por escribir de arriba hacia abajo en los espacios de la izquierda el rimero que corresponde al día en que nació. Decimos de arriba hacia abajo porque el número debe tener dos dígitos. Si fuesen relmeros del 1 al 9 se le antepondrá un cero para completar los dos dígitos (01, 02, 09). Iuego marque los espacios entre las rayitas que corresponden a esos números en las filas horizontales. Marcado el día de su nacimiento proceda a marcar el mes. pacio entre las dos rayitas que siguen al mes en que nació.

Para marcar el apio usaremos únicamente los últimos dos dígitos del afio natural, esto es, para el 1953 usaremos sólo el 53; para el 1950 usaremos solamente el 50. Escriba los últimos dos dígitos del afio en que usted nació de arriba hacia abajo en los dos espacios provistos para ello. Iuego ennegrezca las rayitas que corresponden a cada uno de los números en las filas horizontales. En el ejemplo arriba indicado se sefsala que la fecha de nacimiento es el 2 de septiembre de 1954.

Para completar este Item busque la lista de las escuelas que aparece debajo de este ejemplo. El nombre de cada escuela está acompañado de un número de cuatro dígitos. Busque el número de la escuela en que estudió y escríbalo de arriba hacia abajo en los espacios provistos en la parte izquierda del Item J. (Observe que las escuelas nocturnas se consideran por separado de las diurnas.) Luego proceda a ennegrecer las rayitas que corresponden a esos mismos números en las filas horizontales. COMMONWEALTH COMMISSION FOR THE ADVANCEMENT OF HIGHER EDUCATION
DEPARTMENT OF EDUCATION Hato Rey, Puerto Rico
Agreement between the Commonwealth Commission for the Advancement of Higher Education and the Council of Higher Education. 1.-
This agreement made as of the 30th of June of the year 1970 by and between the Commonwealth Commission for the Advancement of Higher Education, hereinafter called the Commission, represented by its Chairman, acting under authorization of Executive Order #905 of February 20, 1964, as ammended by Executive Order #1413 dated December 12, 1963, and the Council of Higher Education, hereinafter called the Council represented by its President, acting under authorization of Act. Num. 1 of January 20, 1966 of the laws of the Commonwealth of Puerto Rico.
2.-
The Commission agrees to delegate on the Council to perform comprehensive facilities planning studies to determine the construction needs of the institutions of higher education in Puerto Rico. The studies wi ll include: a)
Elaboration of a uniform Manual of Statistics for the higher education institutions in the Commonwealth of Puerto Rico.
b)
Updating and refinement of physical facilities inventory and utilization of space on higher education institutions in the Commonwealth of Puerto Rico. 59
c)
Updating
of enrollment data for Commonwealth and non
Commonwealth students for full-time and part-time and full-time equivalent in higher education institutions In the Commonwealth of Puerto Rico. 3.-
Wherever feasible, for the planning activities covered by this study, the Counci l will use the same demographic, economic, and social data as those used in other types of comprehensive planning within the Commonwealth of Puerto

That findings be tabulated with
all
Rico. data and conclussions as
well as recommendations with schematic drawings as necessary for classifications. 5.-
During the execution of this study the Council may request monthly payments not to exceed the amount of $2,060.66 until the total amount of $24,728.00 is spent in the twelve months period.
6.-
That the Commonwealth Commission for the Advancement of Higher Education be informed by the Council about the progress of the study and actual expenditures by means of monthly Progress and Financial Reports.
7.-
A final report will be prepared by the Council covering the study, analysis and recommendations as well as expenditures concerning activities a, b and c under #2 above.
The report
will be submitted to the Commonwealth Commission not later than December 31, 1971. 8.-
This agreement shall be interpreted in accordance with the laws of the Commonwealth of Puerto Rico. 60
