Hurst receives upgraded bond ratings
Why are bond ratings important and why do we use bond debt?
Bond ratings reflect the municipal government’s ability to manage finances. A strong bond rating boosts investors’ confidence, resulting in lower borrowing costs for taxpayers.
We use bond debt when needed to fund public infrastructure, facilities, or capital investments that will service the City for several years. Like buying a house, major capital improvement projects, such as street improvements, have a long, useful life, which justifies the spread of their cost over many years to be funded by current and future citizens and businesses who use them.
There are two primary rating organizations, Moody’s and Standard and Poors (S&P) that review the creditworthiness of municipal governments. Moody’s maintained our current rating of Aa2, and S&P increased it to AA+. In their report, S&P outlines their decision-making as follows:
• Very strong management, with well-embedded policies and practices
• Solid financial performance, with stable and very strong reserves
• Manageable debt profile, with additional debt plans
How this helps you!
When the City of Hurst prepares to issue debt, the rating agencies evaluate the City’s credit rating to assign a bond rating to the proposed bond issue as well as all outstanding bonds of the City. As mentioned above, a strong bond rating means that the bonds will be financed at more competitive interest rates based upon municipal bond market conditions at the time they are issued.
In response to the great financial news, Assistant City Manager, Clayton Fulton, states “This is great news and reflects the City’s history of strong leadership and ongoing commitment to sound financial management.”

Fire Prevention Week
October 6-12
October 6-12 is Fire Prevention Week this year, and we want to share the importance of properly functioning smoke alarms. Working smoke alarms give you early warning so you can get outside quickly and safely. Here are some key smoke alarm safety tips and guidelines so your family can stay safe.
INSTALL smoke alarms in every bedroom, outside each separate sleeping area, like a hallway, and on each level, including the basement, of the home. For the best protection, interconnect all smoke alarms. When one sounds, they all sound. It is important to have interconnected smoke alarms if you sleep with the bedroom doors closed.
TEST smoke alarms at least once a month by pushing the test button. Maintaining functioning smoke alarms will enhance your family’s safety and can even prevent fires from occurring from the start. Ensure that batteries are replaced regularly and your family knows what sound it makes when danger is detected.
REPLACE all smoke alarms when they are 10 years old or stop responding when tested. Make sure smoke alarms meet the needs of all family members, including those with sensory or physical disabilities.
October is a great time to refresh on fire safety with your family! These are real-life emergencies that can happen anywhere, at any time.
Visit nfpa.org/fpw for more information on Fire Prevention Week.

Hurst Ambulance Subscription
The City of Hurst is offering residents an ambulance subscription service to help offset the costs of emergency ambulance transportation. Insurance companies routinely do not pay the entire amount of ambulance transportation, leaving the patient responsible for paying the bill’s balance. The purpose of the subscription service is to cover the amount not covered by your insurance provider or Medicare. If a person does not have health care insurance, this program covers emergency medical services delivered prior to hospital arrival. In the past, an average ambulance transport would run anywhere from
$800 - $1200 a transport. Due to increasing medical costs, an average transport is now starting around $1400 or greater. This is why for the 2025 ambulance subscription year, the cost will increase from $60 per household to $75 per household. We are continuing to strive to offer the most affordable prices for our citizens, while continuing with an excellence in patient care. Medicaid recipients are not eligible for this program. Ambulance Subscription Service enrollment will open on October 1, 2024, ending December 31, 2024.
Why Tree Trimming Matters
Ensuring safe streets and sidewalks in Hurst
Have you ever noticed how low-hanging tree branches over streets and sidewalks can pose serious issues? It’s crucial that our urban roads maintain clearances, free from obstructive limbs, to facilitate the smooth passage of school buses, construction trucks, RVs, and emergency vehicles. This is essential for the efficient operation of Hurst’s streets.
Clear sidewalks are equally important, allowing emergency responders to navigate swiftly, ensuring safe passage for pedestrians, and enhancing overall community safety. Regular tree trimming plays a vital role in achieving these goals.
The best time of year for trimming is typically during cooler months, between winter and spring, minimizing the risk of infection for the trees. Our Code of Ordinances requires trimming tree branches to a height of 14 feet above street level and ensuring a clearance of 7 feet above sidewalks. This ensures visibility of street signs, maintains traffic control devices, and prevents potential hazards.
By prioritizing regular and careful tree maintenance, Hurst promotes safety and accessibility for all residents and visitors to our city.
Cease the Grease
November 18-January 6
Hurst Service Center | 2001 Precinct Line Rd.
This holiday season, we’re making it easier than ever to Cease the Grease! The City of Hurst encourages residents to collect and recycle or safely dispose of all used fats, oils and grease. When these items are washed down the drain, it sticks inside pipes. This hardening eventually leads to build up that clogs and damages the sanitary sewer system. This can lead to a sanitary sewer overflow, where raw sewage backs up into your home, lawn, neighborhood, and streets. Not only does
this cause health issues, it can also runoff into a nearby creek or stream, affecting our drinking water.
In an effort to help our residents and our city, during the holiday time you can recycle your grease for FREE at our drop-off location at the north end of the Service Center parking lot at the corner of Cannon Drive and Precinct Line Road from November 18, 2024 - January 6, 2025.
