The City of Hurst fiscal year closed on September 30, 2024. At the close of each fiscal year, we commence our annual independent audit of the City?s financial performance.While this is critical to the City?s sustained success over the years, we also undertake a review of operations utilizing our ?Hurst Way?approach through a passion for public service, a focus on financial sustainability,and conducting operations with an emphasis on customer service.The Annual Report cannot adequately cover the City?s various operations for Fiscal Year 2024,but we are proud to report some impactful accomplishments that make our City continue to be a Community built on connection

CLAYCARUTHERS

Under the City Council?s strategic leadership and direction, staff works diligently to ensure operations and services align with and support the Council?s five strategic priorities.These priorities are reviewed annually with consideration of feedback from the citizen survey, town hall forum, and the City Council?s vision for our community and serve as the guide for planning our annual budget.

We have continued to build upon recent efforts to partner with the private sector in economic development,focusing on targeted redevelopment projects with regional partners,especially around planning efforts related to Highway 10 We are expanding our Art in Public Places and funding technological improvements and replacements of critical police and fire equipment with a continued focus on conservative budget measures and strong financial management.

Like many employers, we faced challenges over the past year, including expanding regulations, increasing technology and construction costs,natural workforce turnover, and a slowing economy. Despite the obstacles,Hurst remains committed to financial planning and practices that allow us to manage through various economic and workforce trends.Our knowledgeable and dedicated staff are key to our success as they seek solutions and offer training to new employees to ensure continued application of the Hurst Way and Strategic Priorities.

About our City Manager

Clay began serving as City Manager for the City of Hurst in July of 2016. He began his career in Hurst as a project and financial manager and eventually became a department director He promoted to Assistant City Manager in July of 2013.Prior to working in Hurst,Clay worked for a neighboring city as an internal auditor and budget manager

Clay graduated Magna Cum Laude from Texas Christian University with a Bachelor of Business Administration (Finance)degree He also has a Master of Public Administration degree from the University of North Texas where he graduated with honors and was selected as the program?s Outstanding Student in his final year

Clay is a member of the Government Finance Officers Association at the state and international levels and is also a member of the North Texas City Managers Association,the Texas City Managers Association,and the International City Managers Association He is also certified as a government finance officer (CGFO)and a public manager (CPM) Clay is active in many professional and non-profit organizations and in the community.

FINANCIAL UPDATES GENERALFUND

The General Fund is the primary operating fund of the City The General Fund is used to account for all revenues and expenditures not accounted for in other designated funds. It receives a greater variety and amount of revenues and finances a wider range of governmental activities than any other fund The General Fund is primarily supported by the ad valorem tax, general sales tax, franchise taxes, licenses and permit fees, fines, and miscellaneous revenue sources. Hurst Planning & Community Development staff processed 10 site plans, eight zoning changes, and eight plats,supporting the City Council's Community & Economic Vitality vision

Hurst staff issued 166 Certificates of Occupancy, 423 commercial business permits, and 3,060 permits for residential building or improvements.

The annual Hurst Gives Back event in the spring of 2024 provided exterior improvements to a Hurst resident's home. Neighboring homes received curb address painting, potted plants, and an American flag The program helps revitalization in Hurst

Hurst Intervention Team offers MHMRassistance where needed while enforcing property maintenance code.The team worked 3,360 cases This program helps maintain the integrity of neighborhoods and sustain property values Staff also participates in outreach programs, including Earth Day event, National Night Out, and the re-dedication of Rickel Park

Single-family rental inspections exceeded 450 All are required to register annually.Close to 1,400 multi-family inspections were completed Residential and commercial inspections combined exceeded 11,000.

In August, 2024, a new CAD/ RMS system was implemented that provides up-to-date equipment and features that will improve officers report writing efficiency and reduce the workload for dispatch and records personnel

Jail Partnership

Hurst entered into an agreement with the Euless Police Department to provide required jail services for Hurst, Euless and Bedford.The efficiency of booking by Euless staff has reduced officer time committment in an arrest It has been a positive collaboration between the three cities

The police department radio tower antennas were updated and new radios ordered The new radios have better clarity and allows redundancy with Fort Worth and surrounding cities The system includes the LTE cellular service back-up for better connectivity

The Hurst Fire Department has taken possession of new medical equipment.A contract with Stryker guarantees complete replacement of critical equipment within five years, helping to maintain the most up to date patient care

To continue to provide quality patient care,the Hurst Fire Department has received a new International ambulance The ambulance is outfitted with the latest technology and equipment ensuring fire personnel can provide quality care

Hurst Police Department reported an 8.7% overall decrease in Part I crimes for FY2024 They answered 30,083 calls for service and took 4,041 incident reports.

Hurst Fire Department responded to 5,498 calls for service in FY 2024.These include fire, traffic accident,and emergency medical calls

AquaticsSafety

Hurst Parks staff continue ongoing efforts to mitigate vandalism across all City parks.

Aquatics Staff hosted the Play Safe Drowning Prevention event, which featured CPRdemonstrations, life jacket fittings,and free educational materials.Additionally, staff received meets and exceeds designations on the Ellis & Associated Aquatics Operational safety audits

The Public Works department is always busy improving Hurst's infrastructure, ensuring that water continues to flow, that sewers remain unclogged, and that streets are improved and driveable. Last fiscal year, the Public Works department milled and overlaid a total of 3.7 l ane m il es of asphalt streets They applied HA5 seal coat to another 7 9 l ane m il es of asphalt, extending the life of streets in Hurst and lowering overall maintenance costs

Traffic Signal Improvements

The Traffic Signs and Signals division of Public Works completed the move of a signal light from Oakwood and Precinct Line Road to Redbud and Precinct Line Road The signal is more effectively used at this location due to West Hurst Elementary closing

Installed in 2011, the bridge has been exposed to many elements resulting in the cedar planks needing to be replaced. The new planks ensure patron safety and comfort when walking or riding the bridge over the creek

Rickel Park received new playground equipment along with new benches, water fountain, and rule signs

Improvements included a new roof for the pavilion, shaded swings, zip slides, assorted climbers, and tot play.

The Hurst Recreation Center received cosmetic updates, including new rubberized flooring under the machine weights in the fitness area, sanding and varnishing of the wooden gym floor, refreshed areas with new paint, and added new tables and chairs around the facility

As required by the Texas Commission on Environmental Quality, staff completed the City's lead service line inventory of every service line in Hurst's distribution system, whether utility or customer owned. The report was submitted by the deadline

Central Park, Hurst Recreation Center, Hurst Tennis and Pickleball Center, Central Aquatics Center, and the Hurst Public Library recieved new park/ facility signs for a fresh curb appeal

AMI Meters offer automatic communication that gives customers the ability to review water usage through an internet-based customer portal This project is expected to be completed in February, 2026

Human Resources celebrated the graduation of the second cohort of a facilitated 12-session supervisory series, led by Mike Gibson, that provides resources and support to our current supervisors.

The Hurst Public Library partnered with the Hurst Parks and Recreation team to host the Total Solar Eclipse event at Hurst Community Park. There were multiple viewing locations around the city
