City expands access to public meetings in pandemic

The city of Carpinteria is launching a new program to ensure safe access to anyone interested in participating in public meetings. A viewing screen and an outdoor seating area will be set up outside of City Hall, 5775 Carpinteria Ave., for the duration of each City Council meeting, and will be available to any members of the public who may lack other means of viewing the meeting and providing comments.

State and county Covid-19 regulations that were designed to protect the health and safety of the community have created challenges for community participation in important local decisions. City leaders understand how critical public input is to the decision-making process and have implemented several methods for the public to view and express their opinions

Members of the public can watch, listen, and share their opinions during the public review.

“Unfortunately, this pandemic may impact our ability to hold traditional in-person public meetings for months to come, which makes it all the more important for us to provide diverse opportunities for community members to have their voices heard,” said City Manager Dave Durflinger.

Members of the community who wish to participate in City Council meetings but may not have access to the necessary tools are welcome to view streamed live footage at City Hall. Those who wish to comment on an agenda item will be escorted one by one from the outdoor viewing area to an indoor computer station where the meeting webinar is being streamed. Safety protocols will be followed, including mask wearing and physical distancing.

City Council meetings are held at 5:30 p.m. on the second and fourth Monday of each month. For details on how to view or comment on upcoming City Council meetings, visit the city website at carpinteria.ca.gov. A meeting schedule is also available on the website, and agendas are posted there on the Friday prior to each meeting.

Santa Barbara County reassigned “Widespread” Covid classification

California recently reached the milestone of 1 million Covid-19 cases statewide. With transmission and hospitalizations on the rise throughout the state and concern for acute care hospital capacity, the state has made changes to the Blueprint for a Safer Economy to curb disease transmissions and reduce case rates.

As a result, Santa Barbara County is among 28 of the 58 counties throughout the state who will be moved back to Tier 1 (Purple/Widespread). A new Health Officer Order has been issued to reflect sector changes and took effect on Tuesday, Nov. 17, at 11:59 p.m.

Governor Newsom’s changes to the State’s Blueprint for a Safer Economy include: case rate and test positivity data will be from a four day lag instead of a seven day lag, to give better visibility into recent changes; counties will be moved to a more restrictive tier with one week of worsening metrics. (Previously, it took two weeks for a county to be moved.)

Counties may be moved by more than one tier if metrics determine this is needed.

The health equity metric was not used for this week’s tier assignment from the state as there has been no forward movement for any county.

Santa Barbara County’s change from the red to purple tier means that many businesses will be required to move to outdoor-only operations including restaurants, gym and fitness centers, places of worship, family entertainment

centers, wineries, movie theaters, museums, zoos, aquariums and cardrooms.

Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and serve food with any purchase of alcohol.

“We are not only seeing cases increase in our county, but across the state and nation,” shared Dr. Henning Ansorg, Santa Barbara County health officer. “Mixing that occurs indoors with people from different homes is the ideal environment for the virus to spread quickly.”

With movement to the most restrictive tier, schools that haven’t reopened will have to remain closed until the county moves back into the red tier or, for grades TK – sixth, until they receive a waiver from the state to reopen for in-person learning with modifications.

“I cannot reiterate enough the seriousness of the current situation. We are at a critical point where every person must wear a face covering, avoid any gatherings with persons outside their home, and stay home if you are ill,” said Ansorg.

“Holidays must look different this year if we want to avoid overburdening our healthcare system and further impacts to our economy.”

The state is expected to soon release an advisory asking people to be home by 10 p.m., and may eventually require businesses to close at a certain time, according to Ansorg.

Canalino classroom staff member tests positive for Covid-19

An adult staff member who works in-person in Room 17 at Canalino Elementary School has tested positive for Covid-19, according to the school’s principal, Jamie Persoon. Per Santa Barbara County Public Health guidelines, the staff member and Room 17 students will quarantine for 14 days before returning to the elementary school’s campus for in-person learning. The room’s teacher will conduct classes via Zoom for the remainder of the week and the class is expected to be out of quarantine and returning to school for in-person learning after Thanksgiving break.

No other cohort or staff have been asked to quarantine at this time and there have been no school closures. Siblings of students in the Room 17 cohort are considered secondary contacts (not “close contacts”) and do not have to quarantine. “When everyone is wearing masks and practicing social distancing, then we do not have close contact,” stated Persoon in a message to staff. “In the school reopening plan, we would only shut down the school if 5% of the population had tested positive for Covid. This would be about 30 students and/or staff.”

Persoon also noted that there have been no symptoms from any of the students to her knowledge.

The Carpinteria Senior Club has announced that due to Covid-19 the club will not be collecting food for their annual Christmas food drive and instead will be making a $500 donation to the Foodbank of Santa Barbara County. Alcazar Board calls on community to “Save the Alcazar”

We have all heard the phrase “It takes a village,” and now more than ever, that phrase rings true. The Alcazar Theatre has lost nearly all it’s revenue since closing the theater’s doors in early March. To keep the local nonprofit alive, the theater’s Board of Directors has launched a “Save the Alcazar” campaign. To help “Save the Alcazar,” the board is calling on community members and local businesses to sponsor seat naming, to rent marquee messages and to purchase merchandise or become a sustaining sponsor with monthly donations.

133 Covid deaths reported in SB County

On Nov. 17, Santa Barbara County reported 10,612 positive cases of Covid-19 and 133 deaths.

Of the 255 cases that are still classified as infectious countywide, 16 are located in the South County communities of Montecito, Summerland and Carpinteria. The South County region has experienced 252 cases total, including seven deaths. There were three new cases reported on Nov. 17.

Cottage Health has 294 Covid patients across campuses

In their Nov. 12 status update, Cottage Health reported 294 Covid-19 patients across all campuses. Of these, 234 are acute care patients and 154 acute care beds remain available.

Of the 234 acute care patients, eight patients are on ventilators. There are 78 remaining ventilators available (adult, pediatric and neonatal ventilators). Five of the 234 acute care patients are in non-critical care isolation.

Nov. 30 is the day to speak up

Monday, Nov. 30 at 5:30 p.m. is a time to be heard. Five years have passed since Judy Mulford submitted the first written opposition to development on the beach parking lot three—the “People’s Property.” Since then, waves of concern have shuddered the city. Volunteers began collecting information, keeping a scrapbook and tracked names of those opposed. The current developer is a relative late-comer in the grand scheme of things.

More than 1,000 people have spoken out against the proposal since these grassroots efforts began: writing to the mayor and City Council; signing a petition and 4’’ x 4’’ cards, “I am against putting a railroad hotel on our beach parking lot”; speaking out at City Council meetings; posting on social media and sending letters to the editor. From the Downtown Beach Neighborhood, 365 people signed postcards mailed to the mayor and City Council in opposition to development on beach parking lot three. This no-wayout bottlenecked neighborhood cannot withstand more traffic. Our coastal Open Space Corridor should not be paved to accommodate hotel parking, and a public parking lot should never be built in any neighborhood against private homes.

Community Garden land should not be violated or taken away. (The alleged “promised land” to the east is zoned public right of way slated for a railroad tracks undercrossing in the future.)

“Judge Judy” binders, chronologically documenting five years of evidence of Carpinterians opposed to the project, have been prepared for the mayor and City Council for their review. The city’s website “Hot Topics” shows the true magnitude of the proposed hotel. Monday, Nov. 30, at 5:30 p.m. is a time for voices to be heard, in one of four ways, at the city’s special meeting. The mayor and City Council, Planning Commission and Architectural Review Board will be listening.

A small, quaint inn in the downtown area sounds like a great idea for locals and travelers alike. I believe the proposed architecture is charming, has that coastal feel and is Carpinteria through and through.

Having been a resident (and business owner) here for five years, I’m glad I did my homework and learned all the facts behind this project. It’s easy to say “no” to something you don’t know much about.

It’s clear the developers are all local and have a passion for keeping Carpinteria the special community it is.

Let’s be open-minded about this opportunity. Our businesses have struggled over the years with the fires, floods and now Covid-19, we need the helping hand now more than ever.

Surfliner’s disadvantages

When most Carpinterians think about our town, they realize we are very fortunate to live in a place that is beautiful, with easy access to the beach, bluffs, mountains and open spaces. Carpinteria is relatively quiet, with minimum traffic, clean air and good people. We want to live here. Tourists want to visit because we are a small, quaint beach town that is not overly commercialized. We feel that our elected officials usually listen to us and care about the future of Carpinteria.

For these reasons the proposed hotel on city property has numerous disadvantages including: increased traffic, congestion and limited parking near the beach; it is in conflict with many of the city’s General Plan policies; concerns about sea-level rise; there are plenty of available, reasonably priced hotel rooms and restaurants here; no individuals should profit from public property; a possible economic crash and how our community would survive; and most importantly, losing the unique character of Carpinteria—a small, quaint, beach town. We don’t want to become another commercialized, over-run tourist town.

Over many decades, residents have happily shared our town with tourists; approved an increased sales tax to support community needs and more city staff; while all along thinking we could save our town from commercialization.

Over 1,000 people have expressed their fears about building a hotel at the parking lot near the busy, beachside of town. The

City Council and its staff needs to stop shoving this down our throats. Who does our town belong to? Are we being railroaded in(n)?

A fitting project for the city

For the past 25 years, Carpinteria has been my favorite place on earth. After calling Carpinteria home in the ‘90s and longing to return here in the intervening years, I have come back home as a resident once again. I was delighted to hear about the proposed Surfliner Inn project as it truly seems to be well-matched to the heart and soul of this community.

I am thus writing to express my enthusiastic support of the proposed Surfliner Inn. I have reviewed the project proposal and website, and I’m so excited at the prospect of seeing this project come to fruition. I truly believe that the Surfliner Inn will weave itself seamlessly into the fabric of our beloved beach community while simultaneously offering a much-needed economic boost to Carpinteria in the form of the creation of local jobs and support of local artisans.

Among the aspects of this project that I find most compelling and attractive as a Carpinteria resident are: the diminutive scope of the hotel will offer tourism-driven income while preserving the historic, seaside charm we all love about Carpinteria; the developer’s pledge to approach the project sustainably means that this location will experience revitalization without jeopardizing the environmental treasure that makes Carpinteria so very special; the street-level cafe and rooftop lounge will provide dining and gathering opportunities for locals and visitors alike; the overall increase in public parking spaces near the beach at no cost to the city means greater beach accessibility for all.

Wrong project, wrong location

A luxury hotel next to the railroad tracks is not what Carpinteria needs.

They said the city don’t need no stinkin’ oil money in this town and the city coffers are flush without those tax dollars. They said we don’t need any cannabis growing or dispensing in town and that the city coffers are flush with tax dollars.

Then, we were told that the city was short of funds to fix the infrastructure and we need to raise the sales tax to cover this deficit. Now, we are told that, by leasing a popular city parking lot to a private developer to build a proposed “boutique” hotel on the property we will give our town a never-ending source of revenue.

What happens when this developer finds out this venture wasn’t profitable?

What happens when the bed tax isn’t generating the necessary income? What happens when the developer walks away, leaving the city now responsible for this building?

Another developer had proposed building hotels on the property along Via Real. What happened to that project?

Was it not economically feasible? Let’s consider the merits of that project while considering the merits of this one.

The railroad property was purchased years ago for more parking in the downtown/beach area. That need is still there. The idea of a parking area on the beachside of the tracks will likely increase the liability for the city as more people cross the railroad tracks to go shopping downtown.

This is the wrong project in the wrong location. City Council should take a firm stand and either approve or deny this proposal. Time and money are wasted for city staff as the developer is kept in limbo. And it is a waste of time for the city population to keep debating what the city should do.

Give it a chance

My family and I immigrated to Carpinteria over 50 years ago. We’ve raised our families, built thriving businesses and have been a part of many community projects over the years.

As a local resident, I felt the responsibility to learn about the proposed Surfliner Project and what it can offer our community. I understand our desire for preserving open space and retaining the charm of our city, however, I also know without a balanced environmental and economic approach we will hinder our ability to shape a thriving business corridor. We’re in a terribly fragile state right now, and we need all the help we can get to give us some solid footing.

Following my meeting with the Surfliner Team, I believe 100% that the improvements of parking lot three, offers us the opportunity to leverage this underused location into a beautiful, smart, quaint, friendly anchor while still retaining the magic of Carpinteria. This is a project that will be a gem for the downtown area. I’ve talked to a number of downtown merchants and all agree that this would bring revenue to their bottom line.

We owe it to the future of our community to hear this project out, learn all the facts, then decide if it’s a right fit for our town. Let’s keep an open mind.

Protect the view

Carpinterians have a history of protecting our open space. Open space connects us to nature. Nature makes humans happier while improving mental and physical health. It provides recreation. It improves values of adjacent properties and revitalizes commercial areas.

We have a beautiful saltmarsh because Vera Benson and others fought off a giant marina. When the city created a redevelopment agency to develop the Bluffs I, citizens like Donna Jordan, Arturo Tello,

If you enjoy walking the Bluffs, local heroes like Ted Rhodes, Susan Allen, Katie Roberts, Christy Boyd and the community can be thanked. When Venoco’s Paredon Initiative threatened to blight our town and beaches, these citizens and more defeated the initiative by 70%.

When development seemed inevitable on Bluffs III, neighbors at Rincon started an effort, finished by Arturo Tello et al, to buy it for all of us. We are not a crummy little deteriorating town just waiting for a smiling developer to come in and “fix it up.” Other beach towns have learned the hard way that once open space is developed, it’s gone forever.

The Railroad Hotel will remove open space downtown. Some say this open space is not as majestic as the Bluffs.

Perhaps, but shouldn’t people downtown also have beautiful views? This lot and Linden Field have the best views downtown. Nowadays when a visitor steps off the train they can see all the way to the majestic mountains. With the proposed hotel, that visitor will step off facing an abrupt 30’ structure. Our General Plan protects views from the ocean to the mountains. The best use of our public parcel south of the tracks is as a park and trail, a transition to residential use and linking downtown to neighborhoods.

As someone lucky enough to call Carpinteria home, I strongly believe that the proposed Surfliner Inn project will only add to our community, giving us all one more distinctly Carpinteria landmark to be proud of. Sleeping next to the railroad, impossible

So, I clearly understand the lively and aggressive debate going on in regards to adding this proposed hotel to our town.

What I am truly confused about is the concept of travelers wanting to book a room right on railroad tracks?

Legitimately, I am not a hard sleeper.

However, I just can’t fathom someone wanting to spend a restful and refreshing weekend in Carpinteria, and choosing this particular location to do it. I’m sure it will be very charming with great access,

and how convenient. Hop off the train and there you are. But it is no secret that trains go both north and south all night long, big loud freight ones. They are required to honk their horns when approaching crossings. I live two blocks from the train tracks, not far from this intended site, and I hear the trains in the evening and feel the rumble in my bed. It took a while of getting used to it, after we had moved here 20 years ago, for it to not wake me up in the middle of the night. How much more distinct, loud and vibratory will it be when you are sleeping only inches away, and if you are not used to that particular noise and rumble? Perhaps there is four-ply soundproofing inside every wall. If not, it would seem a misguided thought of the planners and other proponents, that this would be a wild success, have every bed full and bring so much revenue to the city. I don’t believe I am completely alone in my thinking this way. Sleep is precious when you’re on vacation, and I just don’t see how the folks who stay there will get much of it, and they will write reviews accordingly, which will affect future bookings.

A pledged to follow safety guidelines

Dear fellow Americans, I know you’re tired. I’m tired, too. Tired of having to stay home, tired of not being able to see our loved ones or get a hug from a friend. Yeah, me too. But if we are tired, our health care workers are just plain exhausted. Exhausted from 10-12-14-hour days caring for the sick. Exhausted from all that PPE they must wear throughout each shift. Exhausted from dealing with patients and families and other professionals who are just as exhausted as they are. Exhausted from seeing people die alone while people bleat about their “rights.”

What if I told you there were a few simple things you could do that would lighten the load? Easy, simple things.

Would you do it? Would you put aside your politics, and your disbelief, and your stubbornness to save lives? Well, there is.

Simple, easy things: Wear a mask, wash your hands frequently, practice social distancing and avoid crowds.

There. Now, see? That didn’t hurt, did it? And please don’t tell me that wearing a mask infringes on your personal liberty, or that the mask is “uncomfortable.” We have rights, too, you know. We have the right not to die because you are too selfish and inconsiderate to wear a mask in public. This is not a political issue. This is a public health issue. So, just do it!

BY EVELYN SPENCE Carpinteria High School and Carpinteria Middle School are preparing for the return of their students for the second semester of the 2020-2021 school year, according to Carpinteria Unified School District Superintendent Diana Rigby.

According to Rigby, who spoke at the district’s board meeting on Nov. 10, the schools’ in-person model will split students into three cohorts; two cohorts, Cohorts A and B, will switch off days for in-person instruction, while Cohort C will remain entirely remote. Cohort A will have in-person classes on Monday and Tuesday, while Cohort B will learn in-person on Thursday and Friday. On Wednesdays, all students will learn remotely between 8:30 a.m. and 12:30 p.m., Rigby said.

On Monday, Tuesday, Thursday and Friday, all students will have classes between 8:30 a.m. and 3 p.m., with a 35-minute break for lunch. On Wednesday afternoons, when students are not in class, teachers will “participate in professional learning communities, department collaboration, and professional development,” Rigby said.

“CMS and CHS Principals and staff are planning the site safety measures, protocols, and instructional models based on the Board Adopted District Reopening Plan and current SB County Public Health Guidance,” said Rigby.

The district also approved the $7,000 purchase of iPads and iPad cases for CHS and CMS, for simulcasting instruction when the schools resume the hybrid-learning model in January.

Canalino portables to be removed

The district will remove three portable classrooms and restrooms at Canalino Elementary School over the district’s winter break, according to Rigby.

After the three portable classrooms are removed, the only portable classrooms that will remain on campus will be the computer lab and the library.

CHS Student Success Center near completion

Construction on the previous CHS administration building—which will be used as the new CHS Student Success Center—is done. Upgrades for the gym are also now 50% complete, according to Rigby. The project will be completed in February 2021.

Elementary school teachers reach out to parents

According to Rigby, last week the districts’ elementary school teachers met with elementary school parents over Zoom to discuss students’ progress, and how “parents can specifically support remote learning to ensure that their parents make progress toward mastery of grade level students.”

The elementary schools currently follow a hybrid-learning based program, unlike the middle and high schools, which will remain on a remote learning schedule until January.

“We all know the success of the hybrid schedule is dependent upon parent support and guidance and we appreciate their increased involvement,” said Rigby.

She added that all students should be reading a “minimum of 30 minutes per night and practicing their math facts to increase automaticity and fluency.”

Remarks on recent School Board elections

Craig Cook, who ran for a seat in the recent school board election and lost, spoke during public comment of the board’s Nov. 10 meeting. He expressed his gratitude to those who supported him and congratulated the winners of the election.

“A self-funded campaign, from someone who has lived in this community for just a little over eight years, to lose by 102 votes out of 1,200 cast, is something I’m very proud of,” Cook said.

He added that he wanted to thank board member Rogelio Delgado, who lost his seat in the November election, for his “representation of our community, especially our 72% Latinx majority community, with great pride and grace for the past four years.”

“We appreciate your time and your commitment. I hope the board keeps our diverse non-white population communities’ interests and needs in mind at all future decisions as well.”

He also asked the board to consider opening up the CMS basketball courts to the community during the pandemic, as there aren’t any other available community basketball courts for children to practice.

The board’s next meeting will take place on Nov. 24 at 5:30 p.m. over Zoom.

Newly elected board members Jaime Diamond and Aaron Smith will join at the board’s next meeting.

Purple Tier might mean delayed reopening of middle and high schools

On Nov. 17, Carpinteria Unified School District Superintendent Diana Rigby sent a letter to families addressing how the school district would proceed now that Santa Barbara County has been put back in the Purple Tier, the most restrictive classification in the state’s Covid-19 Blueprint for Reopening. The jump from Red to Purple Tier, explained Rigby, will not affect the current in-person instruction for elementary schools or the small cohorts at Carpinteria Middle and High schools; however, if the county remains in the Purple Tier, plans to reopen CMS and CHS on Jan. 7 may not occur as planned, stated Rigby.

From students to instructors: Girls Inc. alumnae come full circle

BY NOE PADILLA Since 1971, Girls Inc of Carpinteria has been a beacon of leadership for young girls in the Carpinteria Valley. Over the years, a myriad of girls have started their lives with the foundational lessons that Girl Inc. promotes. Two of these girls, Marisa Mata and Liset Navarro, have returned to Girls Inc. of Carpinteria as young adults in hopes of becoming strong mentors for the next generation of girls.

Both Mata and Navarro are alumna of Girls Inc. As children, both women joined Girls Inc. in kindergarten, but Mata briefly left to live in Texas and didn’t rejoin the organization until she was in the sixth grade after returning to Carpinteria. For these two women, Girl’s Inc. played a pivotal role in shaping who they are today.

One important shared experience they both recalled was their time involved with the organization’s Eureka! program, which is a five-year STEM-based program that gives young girls the opportunity to learn from academics at UCSB, as well as receiving hands-on experience Prior to Eureka!, Mata was a shy and reserved child, she said, always trying to hide in plain sight. But after joining the program, she slowly stepped out of her bubble and began blossoming as a strong-willed extrovert. In high school, Mata joined the Leadership Club, a feat she credits to the confidence she gained through her time at Girls Inc. “They taught me how to use my voice and voice my opinion and not be scared of what others think,” said Mata.

“In Eureka! and everything at Girls Inc. that was one of the main lessons— always try something new, even if you don’t like it, just try it,” said Mata.

Navarro was a pilot member of the Eureka! program, so as the program grew into the five-year program it is today, Navarro grew with it. It was also because of the program, that Navarro applied to work at Girls Inc. as an adult. A few years after high school, she heard that Girls Inc. was taking applicants to help with their Eureka! program. She worked with the program for about a year before becoming a part-time instructor.

As instructors, both Mata and Navarro want to bring the lessons they’ve learned over the years, and mentor the next generation of girls. One of their main goals

is to provide a “safe space” for girls to express themselves and to try new things, whether that’s science, art or even trying out broccoli for the first time. “For me, the greatest thing that I learned here was to step out of your comfort zone and always try something new,” said Mata.

Not only do they want to make Girls Inc. a safe space for girls, but they also want the girls to know that they themselves are a safe space if the girls ever need to talk to someone. “I like being a

role model, especially with the teens. I get that it’s kind of hard to look up to someone, especially because they always think everyone’s against them,” said Navarro.

“A lot of the time they’re surprised when I understand. I tell them it’s because I went through the same thing… sometimes building these relationships is the best thing because they know they can always count on you.”

It’s important to Mata and Navarro that girls find the organization safe, but

it’s just as important to them that the girls are excited to come to Girls Inc. There are times when girls will ask to go home early, and as their parents walk in to pick them up, the girls become upset that they have to leave, said Mata.

Navarro also shares her sense of humor with the girls, for example, she goes by “Chicken Nugget” at Girls Inc. “One girl just started calling me Chicken Nugget and then it just caught on and now everyone does,” said Navarro.

For both of these women, Girls Inc. has been an important aspect of their lives.

Mata is currently going to school for early childhood education, and she explained how it was because of her time working at Girls Inc. that motivated this decision.

Navarro is currently studying Criminal Justice, and one day hopes she can return to Girls Inc., but not as an instructor, as a police officer. She hopes to inspire any young girl that “they can do anything if they put their mind to it.”

Fire station location study asks for public input

Carpinteria Summerland Fire Protection District (CSFPD) and Montecito Fire Protection District (MFPD) have partnered to conduct a fire station location study, to determine if there is a mutually beneficial location for a new joint fire station.

Both fire districts operate under a borderless response agreement, which means that whenever there is an emergency, whichever fire station is closest and can offer the most appropriate service, will provide aid regardless of bordered jurisdiction, explained CSFPD Fire Chief Greg Fish at the Nov. 12, virtual community fire study workshop. Due to this agreement, both districts’ resources are stretched thin when trying to cover areas in between stations, Fish noted.

Each district has two fire stations, in CSFPD, Station 61 is located in Carpinteria at 911 Walnut Ave., and Station 62 is located in Summerland at 2375 Lillie Avenue. In MFPD, Station 91 is located at 595 San

Ysidro Road, and Station 92 is located at 2300 Sycamore Canyon Road, both in Montecito.

The districts jointly contracted AP Triton Consulting to conduct a community risk assessment and to conduct a fire station location study.

At the virtual community fire study workshop the fire districts asked for public opinion on the study and AP Triton presented a portion of their preliminary findings.

When conducting the study, AP Triton collected several years’ worth of fire-related data in both districts. “We looked at three years’ worth of data and nine years of data. The nine-year data review is an attempt to forecast the next 10 to 15 years,” said Kurt Latipow, senior project manager/division lead of AP Triton, and former Lompoc fire chief.

fires. Summerland had a medium concentration of emergency-related issues, around 201 or more incidents per square mile. Although it should be noted that in some areas between Carpinteria and Summerland, and along Highway 192 above Summerland, a notable amount of emergency-related issues were reported.

This is significant because, in an AP Triton report released on Nov. 13 on the MFPD website, the report showed that both departments were unable to reach the areas within a four-minute response time.

Latipow also surveyed the meeting’s 12 attendees as to which of the fire districts’ eight services were most important to them. Fire suppression and emergency medical services were noted as some of the most important services, followed by wildland fuel treatment programs, ambulance transportation public safety education, fire safety inspection, fire investigation, and lastly, public assistance service.

CEF raises $60k to narrow digital divide for Carpinteria students

This year, when offering huge appreciation around the Thanksgiving table for the unsung school teaching heroes, you may want to include the Carpinteria Education Foundation (CEF).

Not a group to let a pandemic stand in its way, the volunteer nonprofit continues to enrich the learning life of all Carpinteria Unified School District students.

Since the beginning of school closures due to Covid-19, CEF has donated $50,000 for the purchase of Chromebooks and hotspots, has facilitated low-cost, highspeed internet for some district families and has contributed $10,000 toward the purchase of individual playground kits for all elementary school students.

“With elementary students now in the hybrid model and grades six through 12 still learning remotely, connectivity is absolutely essential,” said Casey Balch, CEF president. “We have committed to providing high speed internet through

the end of summer to some 100 families in need.”

Specifically, CEF has committed to paying the Cox Connect2Compete internet fee through August 2021, at which time the program will be re-evaluated based on current circumstances, such as the pandemic and school closures.

“We are overwhelmed with the generosity of CEF and community donors for our students and schools as we all work hard to provide a safe return to in person instruction,” said Diana Rigby, CUSD superintendent.

Westerlay Orchids donated $23,819 to CEF to fund the initiative after pledging 100 percent of its retail shop proceeds from Aug. 31 through Sept. 5. This is the fourth year in a row Westerlay Orchids has donated showroom proceeds to CEF. Last year, the Via Real business donated more than $18,000.

Toine Overgaag, president and founder of the family-owned Westerlay Orchids, said, “This community’s success

is our success. We both grow and thrive when we work together, and CEF is doing a great deal to ensure that Carpinteria’s next generation gets the support and resources they need during this extremely tough time.”

CEF is also working to narrow the digital divide among district students together with Partners in Education’s Computers for Families program, which will do personalized outreach and help families apply for the Cox program that CEF will underwrite. Partners in Education’s Computers for Families program is administered by the Santa Barbara County Office of Education and works with businesses, individuals, government and foundations for the betterment of students.

During the Covid-19 period alone, Computers for Families refurbished and distributed more than 760 computers to area homes, reported Erika Terrazas, development associate with the organization. Additionally, more than 1,500 phone calls have provided technical support to

get learners connected to the Internet.

Not overlooking everyone’s favorite subject, recess, CEF has earmarked $10,000 to offset the cost of individualized recess kits, said Balch. While many recess activities are suspended, these kits aim to provide each student with some personal items to use during recess. Each kit will have a jump rope, playground ball and sidewalk chalk to help keep pupils from being bored during recess and lunch. Due to Covid-19, students are not allowed to share equipment or use the playground together, for a game of tetherball for example. The kits are funded from CEF’S Carp-a-Cabana annual event.

“Students of the district are directly benefiting from Westerlay’s support and the support of so many community members and partners. This is another clear example that Carpinteria cares and comes together to ensure that no student is left behind,” summed up Balch.

Acorn Squash with Orange Couscous Stuffing CVN

Stuffing Directions:

Heat the orange juice in a medium saucepan to boiling. Stir in couscous, remove from heat, and cover. Set aside for five minutes or until orange juice is fully absorbed. Fluff with a fork.

Heat oil on medium heat in a large skillet.

Add all vegetables and sauté for six to eight minutes, occasionally stirring. Remove from heat—stir in dried fruits and spices. In a large bowl, combine vegetable mixture with couscous.

This recipe will make up to four servings.

Acorn Squash Ingredients:

Spoon stuffing into baked squash shells and bake in a covered casserole dish for 30 minutes. Remove from the oven and serve while still hot for the best flavor.

Stuffing Ingredients:

TIP: If you have leftover stuffing, cover it and place it in the refrigerator. It is good reheated as a side dish without the squash.

2½ cups fresh orange juice 10 ounces couscous ¼ cup vegetable oil 1½ cups onion - finely chopped ½ cup celery - finely chopped ½ cup red bell pepper - chopped ½ cup green bell pepper - chopped ½ cup carrots - chopped ½ cup dried apricots - chopped ½ cup dried cranberries ¼ teaspoon cinnamon 1 teaspoon ground cumin 2 teaspoons ground coriander seed ½ teaspoon dried marjoram

Acorn Squash Directions: Preheat the oven to 400° F.

Stabilize the squash on a cutting board stem end down. If the stem is too long for this to be stable, cut it in half sideways.

Use a sturdy metal spoon to scrape out the seeds and stringy bits inside. Using a sharp paring knife, score the inside of the acorn squash halves in a cross-hatch pattern (about ½-inch deep).

Place the squash halves cut side up in a roasting pan. Pour ¼ -inch of water over the bottom of the pan so that the squash doesn’t burn or get dried out in the oven.

Add butter and brown sugar by rubbing into the insides of each squash half.

Bake for 50 or 55 minutes or until the tops of the squash halves are nicely browned, and the squash flesh is soft and cooked through. Remove from the oven and set aside.

Boy Scouts’ Christmas tree lot opens Thanksgiving weekend

It’s that time of year again, the scoutrun, non-profit Christmas tree lot—the only one in Greater Santa Barbara County—and the hometown tradition of Carpinteria’s Boy Scouts Troop 50 will open to the public the day after Thanksgiving, Saturday, Nov. 28.

The Troop 50 Christmas tree lot is an annual tradition for Carpinteria’s Boy Scouts. The Boy Scouts intend to continue this tradition into future years as it is a vital fundraiser for the scouts’ yearly programs and activities.

This year, the scouts’ tree lot will be located at 1532 Linden Ave. in the field behind St. Joseph Catholic Church.

Scouts will begin selling trees at 1 p.m. on Saturday, Nov. 28. The tree lot’s regular schedule will be weekdays, from 3 to 8:30

p.m.; and weekends from 9:30 a.m. to 6:30 p.m. Proceeds from tree sales cover most of Troop 50’s annual costs.

Carpinteria’s Troop 50 has been a protector of the community. In 2018, during a backpacking trip in the Emigrant Wilderness, the troop put out a fire that could have scorched the forest. And although in a pandemic, Troop 50 has continued to support the community by performing trail maintenance, planting indigenous plants along walkways in the city, and performing several Eagle Scout projects planned to further benefit the community.

DIY designers turn trashy trailers into chic campers

BY DEBRA HERRICK It all started with a broken-down bar cart that Carpinterian Jenny Rasak and her mother Brenda Rasak decided to renovate as a small creative project that the mother daughter duo could do together.

Seven years later, Jenny has flipped that bar cart—and six trailers.

Brenda, an interior designer living in Summerland, still consults on design choices, but in the last three years, Jenny and her partner Anthony Vega have taken on the lion share of work to renovate five trailers.

“A couple years after the first bar cart and trailer, Anthony and I had a camping trip planned and the forecast said rain,” recalled Jenny. “I was bummed, looking for a winter tent on Craigslist when I found an old pop-up trailer.” The pair drove down to Sun Valley in Los Angeles to buy the pop-up and fixed it up in a weekend. “It was so much fun,” said Jenny, “But we needed one that was larger.” They listed the pop-up on Craigslist and within 45 minutes it was sold, and Jenny had already found her next trailer to renovate.

Jenny, who manages the event marketing team at Procore, and Vega, who works for Carpinteria’s Public Works Department, didn’t plan on becoming camper-flippers, but they quickly realized that they enjoyed doing it. They both like to build, use power tools, problem solve and work with their hands. “It’s a passion project and it’s something we can do together,” said Jenny.

For Jenny, renovating campers continues her family’s history in construction.

Jenny’s 94-year-old fraternal grandfather was a developer in Michigan, and her uncle and great-grandfather on her mother’s side were also builders.

With three children between them, Jenny and Vega have also found that working on the campers is an avenue to teach life lessons to their kids. “With our kids getting older, it’s fun to pass on useful traits to them,” said Jenny.

“Plumbing, electrical, using your hands . . . and it’s good for the environment too.

We’re teaching our kids to take care of the things they have so they don’t have to always buy new. They can recycle and fix things up.”

Over the years, they’ve had a little help from their friends too. Local carpenter and artisan Matt Glasgow has built countertops and woodworking; and that first bar cart, Steve Augerot did a lot of the renovation work.

Saving the world one book at a time

But books can also be dangerous and offensive as we read through their pages. Should these books be banned or censored because they make us uncomfortable? Which books are historical and which are racist? Where is the line between adult material and pornography?

What about the freedom of speech that is so important in a democracy?

The Burbank school district is thinking of removing five books from their curriculum including “To Kill a Mockingbird” and “Huck Finn.” Personally, I read “To Kill a Mockingbird” as a young girl, saw the movie, and found both to be multifaceted and very far away from my life in the middle of California. As a retired teacher as well as a book lover, I hope that rather than removing books that are challenging, the school district will reconfigure the approach to these books by questioning the language used, discussing why parts of certain books can be offensive to some readers and explore how injustices of the past have or have not changed.

I have always loved going to the library, and never, ever thought about the idea that there might be a book on the shelves that I “shouldn’t” read. Let me clarify, the library I visited as a child was a smaller library with not that many books.

As my reading skills improved, my very “proper” mother gave the librarian permission to let me check out books from the adult section. One summer afternoon, I rode my bike to the library, picked out several books and went to check them out. The librarian picked up one of the books (I have no idea what the title was), looked at me disapprovingly, and said, “Does your mother know you want to read this?” At first, I didn’t get it, but then it dawned on me that there just might be a book I shouldn’t read. This was totally a new idea to me. I assured the librarian that my mother was OK with me reading whatever book was in the public library . . . and she was.

After World War II, people of Jewish descent began a push to never let the world forget what happened during the Holocaust. Books were a big part of their efforts. Reading “The Diary of Anne Frank” led me to realize that horrific things can happen to good people. Years later, visiting war museums and synagogues and churches while vacationing in Europe was educating, but it was reading the stories of Holocaust survivors that revealed over and over the importance of the words, “Never Again.”

Books are influential and entertaining and educational and funny and contro-

versial and shocking and . . . available at our local Carpinteria Branch Library.

Because of Covid-19, the use of the library is more limited than usual, but let me fill you in on what is now being offered.

The Carpinteria Library is gearing up for indoor book-browsing services that will start in December. Until then, sidewalk service is available Wednesdays from 2 to 5 p.m. and Saturdays from 10 a.m. to 1 p.m. You can request personalized “book bundles” based on what you like and your format preference. You can fill out a request form on the library website or call the library to have someone fill out the form via phone. Book drops are open 24/7, so if you are still holding onto your items, you can now return them.

If you need to use the library computers, laptops and hotspots are available for lending. Call the library to place a hold.

Programs for children and adults are still ongoing and available via Zoom, just look at the events calendar on the library website. Blanca, the Carpinteria librarian, also runs the Crime Book Club and can be contacted by calling the library.

Most people would agree that books are good, libraries are “nice” to have, and taxes should cover any cost for buildings, materials, librarians, upkeep, cleaning, and on and on. We all know how that goes. Therefore, if you are able to make a donation, contact the Friends website or call the Carpinteria Library at (805) 684-4314. Another option is if you shop at Amazon Smile, part of the cost of each sale can be donated to Friends of Carpinteria Public Library. You might also be old-fashioned like I am and write a check and send it to 5141 Carpinteria Ave., Carpinteria, CA 93013. Your help will be much appreciated by toddlers, grandkids, teenagers, retired folks, moms, dads and the dreaded junior high school students.

Shepard’s Inn

The Mountain View Inn, or Shepard’s Inn as it became widely known, was surely the biggest tourist attraction that the Carpinteria Valley had to offer at the turn of the 20th century. It was established circa 1890, but its roots go back to 1878.

James E. Shepard, and his wife, Belle, purchased a 140-acre ranch in 1876 only a couple of hundred yards away from where the Casitas Pass mountain road would open two years later. The road was embraced as a surer path through Carpinteria. Prior to the grading of the road, the only way through Carpinteria was along the El Rincon coastline.

The El Rincon stretch from Ventura to Carpinteria depended on ocean tides for passage. Travelers could wait for hours for the tide to recede before crossing. The Shepards, abutted to the new mountain road, saw a golden opportunity at their front door and took advantage of it.

The stagecoach line from Los Angeles to San Francisco quickly started using the Shepard’s Ranch as a rest stop. The horses were freshened there, and the stagecoach drivers and their passengers were afforded something to eat. Luckily for all, Belle Wyant Shepard loved to cook and was good at it. Before long, the Shepards transformed their ranch from a rest stop to a resort spot. They added cottages for overnight stays. They built a huge kitchen and a large dining hall that could seat 100. Reportedly, up to 12 turkeys could be prepared at a time in a French wood-burning range.

The Shepards also carved out a large swimming hole area for guests, scheduled guided excursions on horseback and for hiking. There were play areas for swings, horseshoe pits and other outdoor games.

For large fetes, mariachi bands provided entertainment harking back to the old Spanish days. These were outdoor barbeque events with up to 150 guests.

Practically everything prepared in the Shepard’s Inn kitchen was homegrown.

All of the vegetables and fruit, of course, but this also included dairy products— milk, cream and butter—trout from Rincon Creek, and beef and poultry from the livestock they kept. Wild quail, too.

Mrs. Shepard was particularly good at preparing desserts, so a dining experience at the ranch was not complete without fruity delights including pies and cobblers, particularly from strawberries. Michael Redmon, the curator of the Santa Barbara Historical Museum,

The Shepard’s Inn as a resort spot ran from about 1890 to 1922, but its roots as a stagecoach rest stop date back to 1878. Before automobiles became popular, many guests made their first stop at the train depot, catching a surrey for the rest of the journey to the inn. wrote in the Santa Barbara Independent (2011), that it was the baked oranges that were the top delicacy at Shepard’s Inn. To quote Redmon, “Reportedly, guests often devoured these, rind and all. Visitors, especially those from the cold climes of the eastern U. S., delighted in picking their own oranges from the nearby orchard for this culinary delight.” And, speaking of visitors…

The surviving registers from the inn list a who’s who of the most famous figures of the era. Visitors included the Vanderbilts, Captain and Lady Astor, Teddy Roosevelt and Herbert Hoover. Also, entertainment figures like Sara Bernhardt, Theda Bara, Mary Pickford, and Enrico Caruso.

But, back to the topic of the baked oranges…Belle Wyant Shepard’s recipe for them was printed on a postcard and in a cookbook that she shared with the outside world. Also, the enticement of a baked orange may have been advertised on a Shepard’s Ranch citrus label circa 1890. The label, meant to be affixed to an orange fruit box, had no brand title. It

simply said, “Santa Barbara and Ventura County” for its oranges. Because Rincon Creek ran directly through Shepard’s Ranch, the product was aptly named.

The creek was the dividing line between counties and the ranch was situated in both. Ventura County was annexed from Santa Barbara County in 1873.

The good times at Shepard’s Inn came to an abrupt halt in 1914 when a fire ravaged the ranch. The resort limped along for another seven years, but its luster was gone. The Shepards sold the ranch in 1921 to Attala Bailard, Joe and Marie Schweizer, and Marie’s son, Manny Solari. The

inn survived for another year, then closed permanently in April 1922. For about a 25 year period, however, it was the happening place to be in the Carpinteria Valley.

The way into the Shepard’s Inn was lined with Oak and Sycamore trees. All pictures used on surviving postcards of the Inn are from 1890 to 1914, the year a major fire destroyed most of the trees and buildings on the ranch.

Perhaps the first citrus fruit label out of Carpinteria is this Shepard’s product sold out of Los Angeles markets. It dates between 1883 and 1898. Ventura County became a county in 1873, annexed from Santa Barbara County. The dividing line between the counties was Rincon Creek. The creek ran through Shepard’s Ranch, thus “Santa Barbara and Ventura County oranges.”

Think about what’s instinctual and you’re passionate about and find something in your community that supports that cause. There are so many fantastic causes and so many ways you can give back. We’re all built differently, made differently and have different passions, so I think if you find your passion, you can devote yourself fully into some kind of service. Even if it’s exhausting, at the end of the day, does it fill your cup? Are you pulled back to serve again?

She and Julia spend Sunday evenings delivering meals to Carpinteria’s senior residents through the Carpinteria Children’s Project. “Seeing the faces of the folks we serve has been priceless,” said Weitzman. “Julia and I are often greeted by big smiles and grateful hearts. It’s so beautiful that such a small act can bring so much joy.”

Before the pandemic, Weitzman and her two teens were also regular volunteers at the Alcazar Theatre. For three years, the trio manned the concession counter and assisted with set-up and clean-up, Weitzman occasionally helping as house manager and box office attendant. Serving together had a profound impact on her daughters by giving them valuable volunteering experience. “Having my mom and sister there with me helped me feel more comfortable talking to customers I didn’t know,” Julia said.

“I would love to go back once things get back to normal.”

Weitzman also volunteered with the Lunch Bunch offered by Carpinteria Homeless Outreach before Covid-19, distributing meals, clothing and support resources to Carpinteria’s homeless community. More recently, Weitzman has dedicated her time to homeschooling her two younger children, Hannah, 13, and Jedidiah, 9. While some days may be difficult, she finds a silver lining in being able to spend time with her family, journeying to the beach or hiking new trails.

What made you start volunteering?

I’ve always felt this call to serve, and I think it’s a natural thing for me. I really just enjoy the idea of serving others and giving to others. I think it’s important to give what you can give. Some people can give their time, some people can give their money. I like to do what I can to feel like I’m giving back to where there’s need.

What appealed to you about volunteering at the Alcazar Theatre?

I wanted to do something where I could engage more with the community and meet new people. I’m an introvert.

It’s kind of funny, but the counter gives me kind of a safe zone where I have a job there volunteering, and it kind of forces me out of my comfort zone to meet new people. And I also wanted to find something to do with my older daughters, and it was a way for us to go connect and have

Jamie Weitzman and her daughter Julia make an effort to volunteer together at the Alcazar Theatre and other community nonprofits. something to do together, something that was fun. They were also gaining community service hours, so it was a good idea for us to spend time together.

What can you tell us about volunteering with your daughters? It gives us a way to connect at their level. Because of the age difference of our kids, it’s really like we have two sets of children: two older and two younger. And sometimes it can be hard to find things to do together, so I wanted a way to connect with them that was multifaceted where we could enjoy serving but also get to know each other a little bit. At the Alcazar Theatre while volunteering, we would talk while the show was going on and it gave us an opportunity to have great conversations about the play or movie, or the customers.

It opened doors for a fun way to connect with where they are in life. Teenagers, they pull away, it’s a natural cycle. So, finding ways to connect, I think, is very important.

After the pandemic ends, what are some things you’re looking forward to with your volunteering?

Seeing people! Really, the smiling faces, it’ll be really nice to be in a place where people are relaxed again, and just finding joy in being out and just serving people again—and the short conversations I have with them.

Sunday tide pools at Jelly Bowl Beach provided beach goers with a rare glimpse of sealife during a negative 1.3 low tide.

The harbor seals use the beach all year, and the Casitas Pier, adjacent to the Seal Rookery is a common place to find them; however, if seals are present people should not approach them. The six-month beach closure, beginning Dec. 1, is intended to give them a little extra protection during pupping season.
