Commercial sales subdued according to midyear report

The Hayes Commercial Group released its second quarter 2018 Midyear review of south Coast commercial real estate. According to the report, activity in Carpinteria was subdued in the first two quarters, with just three commercial sales. In Summerland, the former Cantwell’s Market building at 2580 Lillie Avenue was purchased by an owner-user for $5.4 million.

In terms of commercial leases in Carpinteria, five of the six leases to date were completed in the second quarter, including Starr Indemnity & Liability’s lease of 10,395 square feet at 1001 Mark Ave. Vacancy has rebounded significantly since Procore’s leasing spree ended in 2016, but the current rate of 5.2 percent is still relatively low by historical standards, according to the report. on the industrial scene, the report indicates that Carpinteria continues to have very low vacancy, with only three spaces available, all with asking rates comparable to asking rates for the city’s available office spaces. The 24,030 square foot building at 6384 Via Real was brought to the market in the second quarter, as Northrop Grumman plans to vacate by the end of the year.

ARB greenlights two-story Cocha Loma home

on July 26, the City of Carpinteria’s Architectural review Board voted 4-0 (with grant Cox absent) to recommend for preliminary approval a split-level single family home in Concha Loma’s ocean view neighborhood.

Among the meeting attendees were ArB Boardmembers richard Johnson, dylan Chappell, Scott Ellinwood and Jim reginato. Also in attendance were approximately 20 members of the public, several of whom spoke out against the height and size of the proposed development. on behalf of property owner Karen Hawkins, project designer and agent Everett Woody submitted a revised proposal to construct a new split-level 2,850 square foot single family residence with an attached two-car garage at 5567 Calle Arena. the 7,452 square foot land parcel is currently vacant and undeveloped. the proposed residence would reach a maximum height of 17 feet 7 inches, as viewed from the street, and 21 feet 7 inches, as viewed from the rear.

Staff noted that the building’s height, mass and prominence continue to be sensitive issues for neighbors. in a previous review, reginato had recommended that the upper floor plate height be reduced by one foot.

According to the meeting transcript, Woody said he studied the plate height reduction but felt it negatively affected the design and aesthetics by overly flattening the building. He noted that he had already tried to keep the height down by utilizing the flattest hip roof possible and recessing the two-story element into the property’s existing grade. He did not feel the ninefoot plate height was excessively high. during the public comments, several Concha Loma residents voiced their concerns. Among them, david tucker expressed that the height of the proposed residence has consistently been the primary issue for the current neighborhood residents. Comparing the proposed residence only to the other bigger homes in the area, he said, is not an accurate portrayal of the neighborhood.

Sue Skenderian added that the ArB and applicant continue to disregard the Community Covenant and restrictions, the Concha Loma design guidelines and the objections of the neighbors. Even with revisions, Skenderian expressed that the home was out of scale with the 11 single story homes on the ocean side of Calle Arena. the project would be precedent setting, said Skenderian, changing the small town feel of the neighborhood, intruding on neighbors’ privacy, and beginning the trend of blocking ocean views for neighbors on the inland side of the street.

Similar views were voiced by Jim taylor, who expressed alarm that the review process failed to sufficiently consider the unique character of the neighborhood. one by one, he said, the low lying, semirural character of the neighborhood would be destroyed over time. He asked why every new proposal must be a battle between neighbors and require countless meetings.

Acknowledging public concern, Boardmember Ellinwood began the panel discussion by noting the applicant’s efforts to develop a design that conforms to the neighborhood, citing as an example, that the original design complied with the allowable r-1 zoning standards but that through the design review process the residence had been made smaller, lower in height and less massive. the proposed residence, said Ellinwood, was in keeping with the non-uniform, eclectic style of the neighborhood, though the upper floor plate height could be reduced by a foot.

Boardmember reginato explained he was largely in agreement with Ellinwood’s comments. He pointed out

that the second floor element is set back far from the street and centered over the home, but the design would benefit from a one-foot height reduction.

Boardmember Johnson added that the proposed home is eight to 12 feet lower in height than the maximum allowed. He explained the hip roof cannot be flattened any further and volume ceilings with this flat of a hip cannot be done. He noted the proposed nine-foot plate heights are entirely reasonable. thus, he was not in support of any further reductions to the structure’s height. He noted that architecturally, he liked the building as shown.

Ellinwood added that there are single story homes that are just as tall, or taller, than what is proposed. He noted he was in general agreement that a one foot height reduction would likely be imperceptible in the finished product. the 4-0 vote in favor to recommend preliminary approval to the Community development director was issued with the following comments: the project is to return for an in-progress review prior

If no appeal is filed, the Director’s decision will be final. If an appeal is filed, then the project would be scheduled for an upcoming Planning Commission hearing at which the Commission could either uphold, modify or overturn the director’s decision.

CUSD hires CMS interim principal

Carpinteria Unified School District has announced that Lisa Venable O’Shea will be the new interim Principal for Carpinteria Middle School for the 2018-19 school year. The announcement follows former CMS Principal Ron Brigg’s departure in June, the timing of which gave the district leadership team a short recruitment time to fill the seat. In January, the district will open the permanent vacancy with a local search.

“We are thrilled that Lisa is joining the CMS team as she reflects the values of our district and community,” said Superintendent Diana Rigby, “She received stellar recommendations from her previous supervisor in Oxnard High School, and she brings positive energy and optimism in all that she does. She has vast teaching and leadership experience for more than 30 years, and she is committed to students and their learning.”

Outsourcing oil production, nothing to celebrate

I was struck by the irony of the ad celebrating “the end of oil production in Carpinteria” on the page opposite from the article on sea level rise caused by climate change (“City releases report on coastal vulnerability,” Vol. 24, No. 44).

With our streets and freeway filled almost entirely with fossil-fuel burning cars and trucks continuing to contribute to climate change, is it moral or ethical to celebrate shifting the burden of oil production to some place likely inhabited by poor people of color?

The technology exists today to replace fossil fuels with renewable energy, but governments and people are not doing enough to embrace these technologies and reverse climate change. Continuing to destroy the planet because it is cheaper and easier is nothing to celebrate.

I agree totally with Alison Johnson’s “Beach Town” letter (CVN Vol. 24, No.43), having moved to Santa Barbara after 20 years in Encinitas. I saw San Diego county double in population. The Interstate-5 gridlock is legendary and not just during rush-hour, but all day. We also have a housing shortage in Santa Barbara, and are unfortunately building hotels on both sides of Stearns wharf when building housing for locals would have made more sense. Carp should learn from Santa Barbrara’s mistakes. Parking lot #3 (the Amtrak lot) should be locals’ housing.

Thanks to the Santa Barbara Land Trust and donations, the Bluffs are being preserved for all. I am not anti-construction, having been a Rhode Island real estate broker, residential contractor and urban planner (University of Colorado Master’s Degree, 1977). Just sayin’—locals should always come before tourists.

Jim Taylor’s recent column (“Oil days are gone,” Viewpoint, Vol. 24, No. 43), particularly the headline, reads like a eulogy to the passing of a historically important local industry—oil and gas production. In reality, our industry actually continues to thrive in communities throughout California, making a vital contribution to the increasingly diverse energy mix that reliably serves tens of millions of consumers and businesses every day. Local oil and gas production will continue into the foreseeable future.

The fact is that a sustainable energy future can’t be fully realized without oil and gas as part of the total equation. Major challenges lie ahead in ensuring access to affordable energy for the less affluent, protecting the environment, ensuring

Water concerns

Let me share what I have learned about “Water & Drought.”

First: there are two sources of water.

The source we are most aware of is called secondary water and sets on the surface of the land, like a lake or reservoir. It is recycled by rain, i.e. weather. The second source is less commonly known and is called primary water. A website called primarywater.org has documentation on this water source, which is beneath the surface of the earth and is accessed by drilling, just as Gaddaffi did in the dry Libyan desert, proving water to his people.

Drought: We have all heard for many decades about weather being modified by planes seeding clouds. Well, technology has advanced and weather is now modified by planes/jets spraying in the sky—you’ve all seen those white lines grow fat, taking away the blueness of the sky. Those sprayed lines are called chemtrails, because there are chemicals in them. This weather modification process is called geoengineering. Go to geoengineering.org and see for yourself how the drought is man-made. This is a worldwide project.

So, we can demand that the chemtrails stop being sprayed on us, and we can demand that we access primary water to survive. Remember, an average person can survive for only two to seven days without water. If we do these things we do not need Jerry Brown’s bill limiting indoor water use to 55 gal. per person

Obituaries

Lyman Gilbert Barrett 10/21/1919 – 7/16/2018

Lyman Gilbert Barrett went to be with the Lord on July 16, 2018. He was born on October 21, 1919 in Saxton’s River, Vermont, where he lived until graduating from Saxton’s River High School. He married Jean Redington in 1951.

Lyman attended the University of Oregon, Santa Barbara City College, and graduated from UCSB in 1956. An avid wood worker and master carpenter, Lyman chose to share his passion as a teacher. He taught drafting, mechanical drawing and wood working at Hanford High School in Hanford, California from 1957 to 1959. After moving to Carpinteria, he continued his teaching career at Carpinteria High School until his retirement in 1984. After that, he continued teaching wood working for Santa Barbara City College Adult Education for many years.

An accomplished musician, Lyman played the clarinet and the saxophone in a variety of community bands. He was also quite accomplished on the harmonica and enjoyed entertaining people whenever he had the chance. It was not uncommon for him to receive a standing ovation when he participated in the local Carpinteria Talent Show.

Those who frequented the Farmer’s Market in Santa Barbara will remember him playing his harmonica. He often

broke out in song in that delightful “Old Man Vermonter” accent. Waitresses at local restaurants knew that he was never without his harmonica and would regularly request an impromptu concert.

Lyman was a long time member of the Carpinteria Community Church and sang in the choir for over 50 years. An accomplished tenor, he will long be remembered for being a part of the barbershop quartet in several local productions of the Music Man. He furthered his vocal talents by teaching choir at Carpinteria High School for several years.

In a social media posting a couple of years ago, his grandson, Jon, captured the essence of the man that so many loved: “The closest I can ever come to detailing Lyman’s life is to say that he’s lived it in a way that people always knew who he was. And if I were to try to put my finger on what’s always made him stand out, I’d say it’s a combination of joy, a big heart, a dash of absent-mindedness and the fact that, wherever he is, he never leaves the stage.”

Susan Stockey Yanagihara passed away in the early morning hours, Friday, July 20. She had just celebrated her 68th birthday on the Fourth of July. Sue liked to tell people about how she was born at four minutes of four on the Fourth of July. She was the fourth of five children and she weighed four pounds, fourteen ounces.

Girls Inc. of Carpinteria has elected Theresa Huerta as its new board president and added three new members to its Board of Trustees—Dawn Howards, Chris Jacobs and Diana Rigby.

Forum on homelessness asks important questions Cvn

the summerland shore f r a n d av i s Summerlanders crowded the church social hall last week for a community meeting on homelessness, organized by Supervisor Das Williams’ office. The issue with Summerland’s more or less permanent homeless population came to a head recently when a second fire broke out in brush next to a homeless encampment on July 13. Another such camp went up in spectacular flames last year.

Locals expressed a justifiable concern that fires on the bluffs and along the railroad tracks (where the homeless camp) could find their way into town. Both previous incidents were started by cooking fires, according to the fire department.

On hand to talk about public safety and fire prevention were representatives from the sheriff’s department and the fire department. Fire Inspector Mike LoMonaco pointed out that both fires occurred on property owned by Union Pacific. A Union Pacific spokesman was scheduled to appear, but failed to show up.

Some in the crowd called for more policing and even removal of the camps.

“Being homeless is not a crime,” stated Sheriff’s Department Lieutenant Brian Thielst, circling back to Union Pacific’s responsibility to provide better oversight and care of their property. Getting the railroad to sign on to a clean-up agreement is “very difficult” according to Thielst.

Union Pacific maintains an iron-clad and unwavering “area of concern,” which is 25 feet on both sides of the tracks. Railroad property extends beyond that, but

U.P. seems far less concerned with what goes on beyond those 50 feet, including camping. The county’s and other agencies’ attempts to move Union Pacific toward any kind of action or remediation have been stone-walled. (A lot like trying to push a locomotive.)

More upbeat was information on long-term solutions provided by a panel of experts from the county, as well as United Way. Compared to other areas, Summerland’s homeless population is small and relatively stable. Seven to nine people have been identified as more or less permanent campers.

Representatives from County Public Health, County Behavioral Wellness, County Community Services Department and the Behavioral Unit from the sheriff’s department described efforts already in place for dealing with the local homeless population.

All individuals living in camps along the bluff are known by the sheriff’s department and outreach agencies involved, and all are regularly contacted.

Emily Allen from United Way described Home for Good, a program aimed at getting the homeless into housing. The plan is long-term, involving outreach, assessment, housing and supportive services.

Panelists suggested that relationship building with individuals is the first step toward getting them connected with appropriate services. Every encounter should be capitalized upon, they noted.

For example, a nurse assessing an individual presenting symptoms could use this as a point of entry into county services. Van Do-Reynoso, S.B. County Health Director said that six individuals in Summerland already use their services.

Heal the Ocean has stepped forward to provide funding for 10 hours a week for an Americore volunteer to do outreach work with the local homeless, and that volunteer is already on the job.

Some of the homeless have been Summerland residents for years, and some even grew up here. As someone pointed out, this is their home, too. But, as Das Williams pointed out, this small group costs the county quite a lot of money (mostly for policing and fire protection/

suppression). Only with the commitment and ongoing cooperation between the community and county agencies can problems with the local homeless be alleviated and resolved.

Renaissance Summerland

The big news is that Garde has opened in downtown Summerland. The design gallery and high-end furniture store has taken over the big barn next door to the Summerland Beach Café.

They were applying buckets of white paint to the interior when I walked in last week, but Garde employee Shelley Woods showed me around.

While things were still somewhat in disarray, I got to see a nice selection of decorator items and furnishings. Many were artisan made, according to Woods, and created to fill “high-end special orders.” Interior designers appear to make up the bulk of their clientele.

An article on the Summerland opening in the California section of the L.A. Times two weeks ago described the business’ inventory as “sophisticated yet understated…domestic and imported furniture, lighting, accessories and jewelry.” Woods described Garde’s wares as “organic, minimalist, zen.”

I was particularly impressed with the little flock of chickens occupying a special chicken house on the pebble strewn outdoor patio. The patio was largely empty but due to be filled with outdoor items, and the sweet little silkies were droopy from the heat.

I know that keeping domestic chickens is all the rage in the Silicon Valley, so I suppose these little hens represent a southern extension of the fad. Still, you gotta like a store that puts chickens on its patio.

According to the Times, this is a second incarnation of Garde, which has been on L.A.’s Beverly Boulevard since 2012.

But the Times misstated the background of the building formerly known as an antiques barn, calling it a historical 1921 structure. I lived here when the big barn went up (to some consternation about its size) in the late 70s.

I asked Woods about the derivation of the name Garde. It’s spelled in all caps with a horizontal line through the downward stroke of the cap D. She said it was a play on phrases like en guarde and avant garde. I quizzed my linguistically gifted husband about that stroke

through the d, and he said it was called an “edh,” which is a letter used in Icelandic, Faroese, old and middle English. Also, modern Croatian.

The owners of Garde are creating a short-term vacation rental, Garde House, in the spacious upstairs area. It will be decorated with carefully chosen designer and artisan items to showcase their furniture and accessories.

The arrival of Garde promises to liven up Summerland’s downtown, where a number of empty storefronts have lent the area a less-than-vibrant look. Garde goes a little way toward making up for the loss of the upscale and wonderfully eclectic Just Folk, which left town almost two years ago.

Cantwells’ conversion

Summerlanders mourned when our local market Cantwells closed its doors.

New owners of the building are now remodeling to create a home and garden shop that will also incorporate a small café/deli. Owners said people kept stopping in looking for sandwiches, and since there was already a kitchen, it seemed natural. New double doors will be installed on the side to allow deli patrons easier access from the parking lot.

Hello home and garden

Summerland, once a must-stop for antique mavens, has been ground zero for watching the dwindling interest in antiques. A number of antique stores have closed shop, including the big barn, leaving only two.

Wi t h t h e a r r i v a l o f G a rd e a n d the new home and garden shop at Cantwells, Summerland seems to be on a hipper, more upscale track. The new stores will join Botanik, which sells plants, outdoor furniture and accessories, and Pine Traders, which specializes in rare antique European pine furniture. Summerland as designer magnet? We’ll see.

One good thing: The idea of a kindness month! Why not extend this excellent aspiration year-round?

Mullikin receives The Bronze Star Medal and Presidential Unit Citation Vietnam veteran receives honors 50 years after returning home

BY DEBRA HERRICK Over 50 years after serving in the US Army, Carpinterian Merv Mullikin will be presented with The Bronze Star Medal and the Presidential Unit Citation. Congressman Salud Carbajal will make the presentation at a ceremony at the Santa Barbara County Courthouse Sunken Gardens on Wednesday, Aug. 28, at 2 p.m.

In December 1967, Mullikin returned from a 12-month tour in Vietnam serving with A Company, 1st Battalion, 5th Cavalry Regiment, also known as “Black Knights.” He ranked Sgt. E5 and his battalion was on a large-scale clearing and pacification offensive called Operation Pershing on the Bong Son coastal plain in the Binh Dinh province. On March 20, 1967, Mullikin’s company fought in a brutal battle in the Central Highlands of Vietnam.

According to official Department of the Army reports, Mullikin’s company was ambushed by North Vietnamese Army soldiers fighting from well-positioned, camouflaged concrete bunkers using machine guns, automatic weapons, mortars and recoilless rifles. The North Vietnamese also had snipers tied in the treetops.

By day’s end, six U.S. soldiers were killed in action and 18 wounded.

In June 1968, Mullikin was awarded The Bronze Star for his military service and in November of that year, a Presidential Unit Citation. However, Mullikin never received a notification from the Army and it was not until this year,

upon requesting his military records that Mullikin discovered the awards had been issued in his name.

The Bronze Star Medal is a decoration awarded to members of the United States Armed Forces for either heroic achievement, heroic service, meritorious achievement, or meritorious service in a combat zone. The Presidential Unit Citation is awarded to unts for extraordinary heroism in action against an armed enemy.

Jim Campos spoke at Carpinteria Rotary Morning Club about his passion of collecting packing labels that come from fruit groves, and more specifically the fruit boxes themselves. The labels themselves are not just your standard, run of the mill, labels that we see on thousands of products every day. These labels are well designed with beautiful art work, and they first appeared in the 1880s and continued on until the 1950s, according to Campos. What many don’t know is that these labels are collectible items and some of the rarest labels can be sold for a whopping $10,000.

Lineman, shot putter and eventually a counsellor—Nico Garcia is on his way

Six-foot-three and 247 pounds at the beginning of his senior season on the Carpinteria High School football team, Nicolas Garcia was a huge presence on the playing field. “Football, I just started playing in middle school, all my friends said, ‘let’s play football, you’re a big guy, you can help the team out,’” recalls Garcia of his introduction to the game.

Nicknamed “Nico,” he was born in Ojo De Agua Caliente, Guanajuato, Mexico, and arrived in Carpinteria at the very young age of two.

“Fortunately for me, my Dad was here during the amnesty thing, so I could fortunately come in here legally,” explained Garcia of the Immigration Reform Control Act that during the 80s and 90s granted amnesty to hundreds of thousands of Mexican immigrants.

He was also fortunate to achieve early success on the field, playing on coach Quincy Moore’s Carpinteria Indians team that went on to win the Youth Football League’s “Super Bowl” while he was in the eighth grade. As a result, Garcia developed a passion for the game, playing both defensive and offensive line for the Warriors.

However, he later discovered another passion during his days on the Foothill campus. “My cousin told me to play track, so I could stay in shape for football,” said Garcia. He would excel in the field events, specializing in the throwing disciplines of the shotput and discus, eventually placing first in every competition. The class of 2016 Carpinteria alum would then continue his education, enrolling at Santa Barbara City College.

But he decided to take a break from sports, not participating in athletics his first year at the school, despite Vaqueros football coach Craig Moropoulos’ invitation to join the football team. Through the coaxing of a friend, Garcia eventually decided to become a part of the track and field team at the school. The move would pay off, as he would end up becoming the top thrower on the team.

Although he’s experienced some success, Garcia has learned to understand that each year brings with it a new challenge. Diego Tapia of Santa Barbara High School appears to be his main competition to replace him as the team’s top thrower. “He (Tapia) is really good

at discuss, he’s really good at hammer (throw), he’s really good at everything,” said Garcia.

To keep ahead of the pack, Garcia, through the suggestion of Vaqueros throw coach Juan Zavala, will learn to throw the hammer this year in order to earn more points as the season progresses. “There are just a lot-stronger guys,” explained Garcia of the dual meets that he’s participated in college. As a result, after finishing first in nearly every meet in high school, he often ended up just placing in his first year of college.

Garcia plans to attend Cal State Northridge after completing his studies at SBCC, where he will pursue a degree in Psychology. Although he hasn’t completely ruled out continuing to compete in track and field, his goal is to eventually become a counselor. Having lost his father while he was an infant, Garcia often received guidance from some of the counselors during his time at Carpinteria High School. “I know the counselors had a big effect on me, so I’m trying to do the same for someone else,” said Garcia.

Spanish teacher Kate Guede was especially important to him and Garcia refers to her as his “second mother.” One thing for sure, is that he seems to be heading down the right track.

Design considerations

IT’S ALL SURFING CHRISTIAN BEAMISH “It’s all surfing,” said Tom Morey, creator of the boogie board and many other wave-riding contraptions. The inventor/ jazz drummer/engineer/cosmically inclined thinker’s comment takes in all of life’s stages. “Stalling for the tube” equates to “biding one’s time” in the way the surfer weights his or her board back, slowing down while the wave gets hollow, just as we must sometimes wait for opportunity to present itself. Other great truisms from surfing are that hesitation kills, and being unprepared sets up disaster. There are many more examples of course, and the surfer from the Sea of Galilee had the best one: “Do to others as you would have them do to you.” And so, with these general ideas, I offer a monthly look at surfing (in all senses of the word) in Carpinteria and surrounding areas.

Twin Fins

I’ve been shaping my own boards since 1995 and over the ensuing decades have corralled a steady trickle of friends and friends-of-friends to ride them. They seem to like the lines I draw along with the thickness flows of the designs. It’s literally a “cottage industry” for me, but the meditation of running a planer over a foam blank is like driving a desert highway—the mind is free as the body is absorbed by an activity it has come to know like walking—and the reward is largely in the work itself. Polyurethane material notwithstanding, there is something ancient and pure in bringing forth functional watercraft.

My long-suffering wife and children roll their eyes when a buddy drops by to talk surfboards. The variables and conversations are endless: plan shape (outline) considerations, bottom contours and fin arrays. Yet for all that I have settled into a decidedly Twin Fin track. It’s been a while in coming, but the trajectory began around 2005 when I became aware of Richard Kenvin in La Jolla working with

area shapers to re-create Bob Simmons’ designs from the late 1940s and early 50s.

Although Simmons died surfing in 1954, his twin keeled, slightly convex-hulled surfboards sparked Kenvin’s imagination and tying in with another classic San Diego design by Steve Lis—the keel fin fish—Kenvin demonstrated the functionality of planing hulls (wide and fairly flat-bottomed surfboards).

If imitation is flattery, I was right on the band wagon as were many other shapers after Kenvin’s influential article “Monolith” appeared in The Surfer’s Journal, detailing the recreation of a Simmons board along with a “mini-Simmons,” a six-foot version of the nine-foot original.

The design was a revelation, those keels and the planing surface of the wide tail section offering speed and hold (though to be fair, not the maneuverability of the standard three-fin Thruster design that most high-performance surfers ride). I crafted multiple iterations of the concept, including a big wave board with twin keels that was successful in heavy water sessions at Maverick’s in Half Moon Bay, and was convinced that thickness and width were not antithetical to dynamic surfing—which eventually led me to reconsider the Twin Fin design of my early 80s youth.

Those “early” Twin Fins (circa 78-82) didn’t always produce the most beautiful surfing, and other than a relatively wide plan shape and swallow tail, Twins didn’t share any of the Bob Simmons or Steve Lis characteristics. That the designs each had two fins—keels (D-shaped tabs, about 4 3/4” deep by 7 7/8” long) on the San Diego boards, and more vertically oriented fins on the so-called “Twin Fins”—was no more than a broad and general coincidence. Notably, Mark Richards of Newcastle, Australia, who invented the Twin Fin, and Hawaiians Dane Kealoha and Larry Bertlemann, made a ballet of surfing on the design, but a lot of guys couldn’t adapt to the boards’ whip-like responses. Locally, under the feet of Tom Curren at Rincon, Al Merrick’s version of the Twin Fin, with the ingenious “Tri Plane Hull” of his Channel Islands label, was perhaps, next to MR, the most fully realized version of the concept.

So, two summers ago I saw Travers Adler at the Farm Cart near the library.

Adler is one of the most stylish and radical surfers in the area, and given the high level of local talent, that’s saying something. He had a board in the back of his car that changed my perceptions regarding what I had thought of as a hard split between the San Diego designs and the Twin Fin. It was a “classic” 80s Twin Fin shape by Shawn Stüssy (who was shaping them the first time around in

Laguna Beach, and is a top-tier craftsman) set up with twin keels, rather than the more upright and curved twin fins that the design conventionally carries. And it instantly made sense to me—the larger surface area of the keels to control and drive the notoriously “squirrely” Twin Fin plan shape.

But after dabbling in the concept, I’ve come full circle to the 80s style Twin Fin, replete with the original fins, made as they were in 1980 by the True Ames fin company in Goleta. Present day blanks (the foam cores from which surfboards are shaped) offer well-honed rockers (the curve from nose to tail on a surfboard or boat) and contemporary bottom contours bring out the speed and responsiveness of the design without the tendency to “spin out” that many of the boards in the bad

old days had. After surfing them very short, down to 5’7”, I’m coming to realize that a fellow of my age (born in 1969) does much better with a craft he can more effectively paddle—something in the 6’4” to 6’7” range. So, I’m working on slightly larger versions, even into the seven-foot realm, with high hopes of a board that paddles well while retaining the positive whip and snap that is the hallmark of a well-made Twin Fin. Public Notices WHEREAS, both the availability and affordability of housing are already very low in the City, making it extremely challenging for renters to find available housing, and for business owners to successfully recruit and retain employees; and Carpinteria Sanitary District JOB ANNOUNCEMENT ADMINISTRATIVE ASSISTANT Salary Range: $61,200 - $74,388 The Carpinteria Sanitary District is seeking an Administrative Assistant to support critical administrative functions of the District. The ideal candidate is a motivated, resourceful individual who will act as the administrative assistant to the District Administrator and General Manager. ORDINANCE NO. 724 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA, CALIFORNIA ESTABLISHING INTERIM REGULATIONS FOR CONVERSIONS REGARDING COOPERATIVE APARTMENTS WHEREAS, pursuant to the City of Carpinteria’s (“City”) police power, as granted broadly under Article XI, Section 7 of the California Constitution, the City Council of the City (“City Council”) has the authority to enact and enforce ordinances and regulations for public health, safety and welfare; and WHEREAS, the regulation and control of the design and improvement of subdivisions is vested in the City Council pursuant to Government Code Section 66411; and WHEREAS, the City’s municipal code (“CMC”) currently regulates the conversion of condominiums, community apartments, and stock cooperatives, and is silent on the conversion of cooperative apartments (as defined in this Ordinance); and WHEREAS, in order to protect the public peace, health, safety, and welfare, Chapter 14.74 and Title 16 of the CMC establish standards and conditions for the conversion of rental units to condominiums, community apartments, and stock cooperatives, including requirements related to relocation assistance for tenants, fire prevention, sound transmission, condition of equipment and appliances, open space, refurbishing and restoration, and mitigation fees; and

WHEREAS, the City Council has determined, by at least a four-fifths (4/5) vote, that this Ordinance is adopted pursuant to the requirements of both Government Code sections 36937 and 65858, is a matter of City-wide importance, is a reasonable and necessary measure designed for the immediate preservation and protection of the public peace, safety, health, and welfare of the community, and is in accord with the public purposes and provisions of applicable State and local laws and regulations.

NOW, THEREFORE, THE CITY COUNCIL HEREBY ORDAINS AS FOLLOWS: SECTION 1. Recitals Incorporated.

The above recitals are incorporated herein and are each relied upon independently by the City Council in its adoption of this Ordinance.

SECTION 2. Declaration of Urgency.

The City Council hereby finds and declares that, for the reasons set forth in the above recitals, there is a need to enact an urgency ordinance regulating the conversion of cooperative apartments. Prior to determining how to regulate these conversions on a permanent basis, City staff need time to study the CMC and other regulations to ensure that any revisions to the CMC and other regulations regarding such conversions are compatible with and support the City’s General Plan, insure consistency with surrounding land uses, are in compliance with evolving state and federal law, and adequately ensure that the effects of such land use on the public peace, health, safety, and welfare of the City’s residents and businesses are adequately addressed.

WHEREAS, further apartment buildings may follow this same approach to convert rental units to ownership, resulting in further negative impacts to the City’s rental housing stock and the public peace, health, safety, and welfare; and

SECTION 3. Regulations for Conversion to Cooperative Apartments.

In accordance with Government Code Sections 36937, 65858(a), and 66411, and pursuant to the findings stated herein, the City Council hereby: (1) finds that there exists a current and immediate threat to the public peace, health, safety, and welfare requiring this Ordinance; (2) finds that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and welfare as set forth herein; and (3) declares and imposes temporary regulations for the immediate preservation of the public peace, health, safety and welfare as set forth below: A. Definition of “Cooperative Apartment”.

“Cooperative apartment” means a project of more than four units in which an undivided interest in land is coupled with the exclusive right of occupancy of any dwelling unit located thereon, whether such right is contained in the form of a written or oral agreement, when such right does not appear on the face of the deed.

B. Permit Required. Notwithstanding any other provisions of the CMC or any other ordinances or regulations of the City to the contrary, a condominium conversion permit issued pursuant to Chapter 14.74 of the CMC shall be required prior to the conversion of existing dwelling units to a cooperative apartment. The conversion shall be subject to all applicable requirements set forth in Chapter 14.74.

C. Map Required. Notwithstanding any other provisions of the CMC or any other ordinances or regulations of the City to the contrary, a tentative and final map issued pursuant to Title 16 of the CMC and the California Subdivision Map Act shall be required prior to conversion of existing dwelling units to a cooperative apartment. The conversion shall be subject to all applicable requirements set forth in Title 16 and the Subdivision Map Act. D. Application. This Ordinance shall only apply to conversions of cooperative apartments initiated after the effective date of this Ordinance. It shall have no effect on conversions that occurred prior to the effective date, whether or not any changes to the ownership of the converted units occur after the effective date.

WHEREAS, the conversion of the City’s existing rental units to condominiums, community apartments, stock cooperatives, and cooperative apartments can result in the displacement of low and moderate income households; and

SECTION 4. Immediate Threat.

Based on the findings herein, this Ordinance is adopted pursuant to California Government Code Sections 36937 and 65858; adoption of such Ordinance is required to address the current and immediate threat

WHEREAS, the establishment of permit and map requirements under this Ordinance make conversions to cooperative apartments subject to the California Environmental Quality Act (“CEQA”), requiring review of the environmental impacts of such conversions and mitigation to avoid or limit negative impacts; and WHEREAS, in order to preserve the City’s rental housing stock, which is typically the a type of housing that is affordable by design and essential to meeting the City’s housing needs, including the needs of low and moderate income residents, Section 14.74.040 of the CMC provides that applications for conversions shall not be accepted when the vacancy factor for available apartment units in the City is less than five (5) percent; and WHEREAS, the conversion to a cooperative apartment creates the same impacts to tenants and the community created by conversions to condominiums, community apartments, and stock cooperatives, and therefore should be regulated in the same manner; and WHEREAS, recently an apartment building within the City converted to a cooperative apartment, without complying with the health and safety standards set forth in Chapter 14.74 and Title 16 of the CMC and resulting in the removal of thirty-six (36) units from the City’s rental housing stock; and

identified by the City Council to the public peace, health, safety, and welfare of the City’s residents that would result from additional unregulated conversions of cooperative apartments.

SECTION 5. Hardship Exception/Waiver.

The City, on a case-by-case basis, shall have the authority, upon a showing of good cause by an applicant, to waive these interim regulations (set forth in Section 3 of this Ordinance) and allow for the conversion of cooperative apartments without applying for and receiving a condominium conversion permit from the City pursuant to CMC 14.74.030 or complying with Title 16 of the CMC. Good cause shall mean a factual and evidentiary showing by the applicant that the interim regulations, if not waived, will deprive the applicant of substantially all reasonable economic use of his/her property. All such applications for waiver shall be filed with the City Community Development Department.

SECTION 6: Effective Date.

This Ordinance shall be in effect for a period of forty-five (45) days immediately following the date of adoption; provided, however, that after notice pursuant to Government Code Section 65090 and a public hearing, the City Council may, by the affirmative vote of at least four-fifths (4/5) of the voting members, vote to extend this Ordinance for an additional period of time of up to twenty-two (22) months and fifteen (15) days pursuant to Government Code Section 65858.

SECTION 7: Amendment of Ordinance.

The City Council by ordinance after notice of public hearing and by the affirmative vote of at least four-fifths (4/5) of the City Council may modify, amend, delete or add to this Ordinance upon a finding that such action will implement and enforce the goals, policies, and purposes of this Ordinance.

SECTION 8: Severability.

If any section, subsection, sentence, clause, phrase or word of this Ordinance is for any reason held to be invalid by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed and adopted this Ordinance, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid.

SECTION 9: CEQA Exemption.

The City Council finds that this Ordinance is not subject to CEQA pursuant to Title 14 of the California Code of Regulations, CEQA Guidelines Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378); the Ordinance prevents changes in the environment pending completion of the contemplated CMC review and thus has no potential for resulting in physical change to the environment, directly or indirectly.

A “valley builder”

Sadie Johnson was a pioneer in many senses of the word.

Johnson was born in 1915 as Sadie Grace Hales, a family name noteworthy for the title of Hales Lane near Casitas Pass Road, coined for the clan’s famous walnut ranch.

According to a biography by her daughter, Melissa Clifford, Hales went on to graduate from Carpinteria Union High School and Scripps College, working as a research librarian for the Huntington Library, and then as a transcriber, translator and editor for Louis B. These days, Toby the poodle and his human companion Ashley are walking as early as possible to catch the cool ocean breeze of the morning mist. Poodles are known for being active and intelligent and Toby is no exception. He’s a bilingual poodle (Spanish and English) who exercises regularly with family and friends, enjoys long walks, runs and playing fetch. As far as nutrition goes, he’s very health conscious. He likes his dog food as well as healthy table scraps.

“Barracoon: The Story of the Last ‘Black Cargo’”

by Zora Neale Hurston

This recently published account by Zora Neale Hurston was first drafted in 1931. The work has never been published until now. The book relates the 1927 interviews Hurston conducted with Cudjo Lewis, the last known survivor of the Atlantic slave trade. Lewis’ retelling focuses on growing up in West Africa, his capture by slavers and his experience being transported on the Middle Passage in 1860. He also recounts life after emancipation, particularly his leadership in helping to build Africatown, a refuge for former slaves established in Alabama.

Lewis describes his brutal enslavement and the racism that followed his emancipation. Hurston demonstrates interest, even shock, at what Lewis chooses to tell her. This is a rare account of the full experience of enslavement from capture to freedom, and of Hurston’s reactions to hearing it.

Controversy ensued on various aspects of the memoir including Hurston’s insistence on publishing the memoir in Cudjo’s dialect. Additional material in the book adds important context to this work.

The Carpinteria Library Book Club is reading Jennifer Egan’s novel, “Manhattan Beach.” The story begins in 1930s New York. Desperate to earn enough money to care for his brain-damaged and wheelchair-bound daughter, a man agrees to work for a racketeer, Styles.

Later, he vanishes. During the war, his daughter Anna’s courage leads her to become a Navy diver working on ship repair. She conceals her identity when she meets Styles again, hoping to learn what happened to her father.

Robert Chagolla recently traveled to Panama City, Panama to visit his friend Tyler Gregory, who lived in Carpinteria before moving aboard his boat at the Balboa Yacht Club. After sailing to the island of Taboga with Gregory, Chagolla visited the locks at the Panama Canal, ventured deep into the rainforest up the Charges river to spend the day with an indigenous tribe, went zip lining and took in the sights of Panama City’s architecture and local cuisine.

Donna Boyd and her family went to visit their Nordic friends, the Luomas, outside of Helsinki, Finland. Their trip coincided with the Summer Solstice, which saw just under 19 hours of sunlight with the sun setting at 10:49 p.m. The Boyd and Luoma families went to Seurasaaren island to participate in the Juhannus-Valkeat Festival with May Day dances, an outdoor museum and local food and wares. They ended the long day together with a dip in the Jacuzzi and a relaxing lounge in the sauna, followed by a cold bath in true Nordic style.

CVN makes it to Creevykeel

Michael and Helen Ernst, who both have Irish heritage, enjoyed an 11-day guided tour around Ireland recently. The beautiful landscapes and many historical sites were especially enjoyable with two weeks of highly unusual and glorious sunshine—almost unheard of in the rainy Isles. The couple paused for a photo at Creevykeel in county Sligo, one of the finest court cairns in Ireland, built in the third millennium BC.
