BRIEFLY Local store robbed at gunpoint

At approximately 9:45 p.m. on Wednesday, Jan. 23, Sheriff’s deputies from the Carpinteria Station responded to a report of a robbery at the family-run grocery store La Tiendita, 4928 Carpinteria Ave. An employee of the business called 911 to report they had just been robbed at gunpoint. The suspect fled with an undetermined amount of cash. None of the employees needed medical attention. Deputies searched the area, but the suspect was not located. According to the Sheriff’s Office release, the suspect is wanted for robbery and kidnapping. No further details were provided as the case is currently under investigation.

Fire fighters climb for cancer research

Johan Nilsson of the Carpinteria-Summerland Fire Protection District is participating in this year’s Scott Firefighter Stair Climb in Seattle to benefit the Leukemia and Lymphoma Society. Nilsson, an engineer-paramedic, has participated two times prior, but says this year, “I am climbing in honor and memoriam of my wife’s father, Chuck Kessel, who lost his battle with Multiple Myeloma last year.”

The Stair Climb is open solely to career or volunteer firefighters who climb in full structural turnout gear to the top of the Sky View Observatory (69 flights high/1,356 steps) in downtown Seattle on March 10. Over 2,000 firefighters from across the United States and around the world are expected to participate. Nilsson will climb with the Ventura City Fire Department known as Team VFD. Water District Board discusses groundwater sustainability plan

Seventy-five-year-old Alan Glink’s request for an unusual waiver from the customary $225 deposit required of new customers dominated the opening of the Carpinteria Valley Water District (CVWD) Board of Directors public meeting on Jan. 23. After unsuccessfully petitioning district staff, the long-time Carpinteria resident appealed his denial and presented his case to the full board. Despite a record of multiple late payments, Glink appealed to District staff to establish an alternative process to evaluate financial fitness. Director Korey Capozza requested an explanation of the development of the deposit requirement. CVWD Assistant General Manager Norma Rosales recalled the program’s beginnings, when “deposit rates were $10, then $50, and now twice the average monthly bill” and described the evolution of enforcement practices, which include placing liens on residential properties. The board voted 5-0 to deny the petitioner’s request. No members of the public appeared to speak during the open comments section of the board meeting.

District staff reported on developments in the solar energy installation underway throughout the CVWD. Although detailed cost estimates were unavailable, Director Case Van Wingerden raised the numerous benefits of battery storage technology, recent advances that allow for long-lasting solar batteries capable of 2,000 production cycles, roughly 3,000 days, before requiring replacement. Vice President Matthew Roberts strongly agreed, characterizing the system as one with “greater sustainability, a smaller carbon footprint,” which “doesn’t end up costing our ratepayers anything.”

Officials then turned to the status of the advanced metering infrastructure work being undertaken by the district.

Though considerably more complex than the installation of solar panels, the replacement of older meter models and updates of complex software is nevertheless proceeding apace. District staff estimated that 100 of roughly 4,500 meters in Carpinteria are misreporting usage levels, at an average rate of 9 percent, but expressed confidence that all units will be operating at full accuracy within two months. Director Shirley Johnson urged staffers to note the discrepancy in state reporting, so as to ensure Carpinteria’s compliance with the mandated 20 percent

water use reduction.

Local hydrogeologist Michael S. Burke, representing Pueblo Water Services, presented a fact-filled annual report on district compliance with Assembly Bill 3030, provisions for local groundwater management. The 1999 legislation provides a mechanism for analysis of such key hydrogeologic data as trends in water levels, quality, the regional hydrologic budget and evapotransportation (the natural process famously characterized

by President Trump as the “massive amount of readily available water... being diverted in the Pacific Ocean”).

Analysts focused on a network of public and private wells throughout the Carpinteria region, taking biannual samples in spring and fall. As Burke noted, water level data is “extremely important, it’s how things manifest the groundwater world.” The hydrogeologist gave an expansive description of the Groundwater Sustainability Plan (GSP), an ambitious project to systematize well-quality monitoring, and reported that “water quality has remained stable, with no significant trends.”

Board President Polly Holcombe, noting “We were never out of the drought, the governor might have said we were out of the drought but we never were,” noted the effect of 2017’s above-average rainfall, which has led to water level recovery at most area wells. Board members and Burke were pleased as well with the impact of last weekend’s storm, which dumped upwards of 9 inches in the Santa Ynez watershed, the equivalent of about 10,000 acre-feet worth of water and a boon for local agriculture.

Board members also passed Resolution #1049, recognizing long-time district employee Alonzo Orozco. Beginning in February 2010, Orozco served as District Director for the CVWD, proving to be instrumental in the adoption of advanced metering technologies, water theft prevention measures and storage capacity improvements. In a fitting moment of levity, Roberts said “now I haven’t signed this yet, as we’re not sure it’s going to pass,” a comment met with audible laughter and appreciation from the Board. The commendation, recognizing Orozco for his “exemplary dedication to the interests of the district and its many customers,” was approved unanimously.

In a different take on Diana Thorn’s commentary (“Media bias,” “Letters,” Vol. 25, No. 18), I use her same form and syntax.

Is integrity dead in America? Is there rampant dishonesty? During the last two years, 71 percent of Donald Trump’s statements were either mostly false or a complete lie. Every minute, hour and day, Americans are bombarded, insulted and dismayed by Donald Trump’s bigotry and dishonesty that is weakening America. Never mind that our country’s history and legacy are being dishonored.

Most recently, Trump promoted shutting down the government to get his way, and his willingness to take responsibility was on video, yet now he is falsely accusing the Democrats of being responsible. So, yes, integrity is now dead. The question of the day: Will the despicable actions of the President destroy our Republic?

It appears from the latest CVN letters to the editor (“Democratic liberal utopia” and “Media bias,” Vol. 25, No. 18) that some readers blame Mr. Trump’s downfall on the press and “crazy liberals,” a conclusion one could come to if subsiding solely on a diet of Hannity’s, Carlson’s, Ingrahams’s, Limbaugh’s and others’ Kool-aid. There is no doubt that biases exist with all media outlets, however, that is one thing that makes America so great—the right of free speech, including that which criticizes a sitting president.

The alternative is a state-run media that brainwashes the public only on the government’s position (a la Russia), an idea that seems to be quite attractive to Trump.

Certainly, criticism of a president didn’t start with Trump, however his consistent dishonesty, unethical behavior, name calling, disrespect and lack of care and compassion have warranted all of it. This is a free press bringing the public legitimate information, not slander or attack as claimed. Trump has brought it on himself through his actions. This has been proven out many times. I see no evidence that hatred of Trump has purposely sabotaged this country. He has sabotaged himself, the country will carry on and the majority of the American people have spoken, saying that Trump’s incompetence, ego, self-absorbance, irresponsibility and lack of leadership will no longer be tolerated. His presidency has become a failed political experiment that needs to be ended in 2020, if not sooner.

America deserves a true, bi-partisan leader of all the people.

Harbor seal males may compete for females, but they are not visibly aggressive toward others on shore. The harbor seals you see are both male and female, and it’s sometimes amusing to discover that the “very pregnant one” is a male. California sea lions, Steller sea lions and elephant seals do have harems or defend territory. Male and female harbor seals typically stay within a home range, which in our area appears to be from Point Conception to Point Mugu, including the islands. They are here year-round, leaving a haul out area only when disturbed. In summer harbor seals learn to avoid daytime beach walkers, adopting a nighttime or higher tide haul out habit.

Locals form new group to honor immigrant cultures

SinoWest Performing Arts will perform a dance and kung fu ensemble at the Chinese New Year celebration at the Alcazar Theatre.

Celebrate the Chinese New Year at the Alcazar Theatre

Chinese New Year or “Spring Festival” is China’s most important festival and holiday time. To celebrate, all are invited to a free Chinese New Year event featuring themed-craft activities and entertainment at the alcazar Theatre from 2 to 4 p.m. on Saturday, Feb. 9. The celebration will include surprise Chinese treats, compliments of Uncle Chen’s and performances from Sino West Performing arts, a dance and kung fu studio in Goleta, and ojai o’daiko, a drum ensemble aimed at embracing the spirit of taiko. United Studios of Self defense in Carpinteria will also participate. The year 2019 is the year of Pig in the Chinese zodiac; mild and lucky, Movie representing carefree fun, good fortune and wealth, “Pigs” are happy, easygoing, honest, trusting, educated, sincere and brave.

This free all-ages and bilingual family event is sponsored by The Friends of the Carpinteria library, artesania para la Familia, la Centra Sumerlin, The alcazar Theatre and Uncle Chen’s.

The Carpinteria Immigrant Project is a new initiative started by Carpinteria locals to recognize the rich cultural diversity of all immigrants here in Carpinteria and throughout the world. The public is invited to the kick-off meeting on Thursday, Feb. 7, from 5 to 7 p.m.

Organizers hope that volunteers for the Immigrant Project will be able to work with local organizations and businesses to foster and curate immigrant cultural content and events. “Carpinteria’s immigrant cultures represent all corners of the world, from Argentina to Holland, from Japan to Italy, from First People (Chumash) to Africa,” said Nimmer, one of the project leaders, “We are all immigrants with many wonderful traditions to share. We believe the affirmation and exchange of culture enriches our lives, affirms our personal identities and strengthens our shared community.”

The idea for the Immigrant Project started with local artist Kathleen Lord who has been involved in various immigrant projects and envisioned a possible donated storefront for a local Immigrant Museum or pop-up immigrant events around town.

Larry Nimmer, a Carpinteria-based filmmaker, has recorded immigrant stories over the years, and hopes to develop relevant curriculum, involving multi-media and collaboration. Carpinteria’s recently retired librarian, Tara O’Reilly, brings to the group a long history of working with immigrants, and civic leader Al Clark is a volunteer for the Bellas Artes Program.

Rotary Club holds auditions for Talent Showcase

The Carpinteria Rotary Club will hold auditions for its annual Talent Showcase—a fundraiser for the Carpinteria Unified School District music programs—at the Alcazar Theatre. The auditions will be held on Thursday, Feb. 7, from 6 to 9 p.m., and Saturday, Feb. 9, from 9 a.m. to 1 p.m. This year’s emcee is once again local celebrity and broadcast journalist John Palminteri. Previous performers have ranged in age from 9 to 94 and have shared their talents in music, dance, juggling, drama, comedy, storytelling and more. It is a fun-filled evening of spectacularly entertaining variety which truly matches the charm of the small town of Carpinteria. Each year the Rotary Club raises money at the Talent Showcase to donate to CUSD music programs to purchase new instruments, refurbish old instruments, as well as meet other needs.

At last year’s showcase, Rotary raised over $10,000 for the school music program.

Decision postponed on second-story development in Concha Loma

In a 3-0 decision at the Jan. 28 City Council Meeting (Councilmen Clark and Carty having recused themselves) the Council voted to postpone the decision about the Concha Loma overlay to allow staff to do more research and explore different options, as well as consider possible alternatives. The issue in question is a suggested zoning ordinance that would prohibit second-story additions and new two-story homes in the Concha Loma neighborhood. Despite the unanimous vote, the three voting councilmembers had diverse opinions on the matter.

Councilman Fred Shaw was in favor of the overlay stating, “If I was required to make a decision tonight, I would move for the zoning ordinance because I just think we are in danger of losing maybe the last true little chunk of what a beach community should look like in Carpinteria.”

Meanwhile, Councilman Roy Lee felt differently about the proposed ordinance commenting, “I feel this overlay will hinder progress…I don’t believe the ARB (Architectural Review Board) is failing anybody, I think they do a great job. I don’t see any mega mansions out there, only beautiful homes, well thought out.

Two stories do not destroy a neighborhood.” Although it was Shaw who made the final motion for the vote, it was Mayor Wade Nomura who suggested that the Council wait before making a final decision until more research is done.

In addition to the debate between the council members, many members of the public attended the meeting to comment on this issue.

Those in favor of the overlay focused on the perception that the ARB is subjective in its approval of plans, and concern that the existing two-story houses have already set a precedent that will change the nature of the neighborhood. Community member and Concha Loma resident Jim Taylor, who represented the neighbors who signed a petition in favor of the overlay, also highlighted a common theme shared by those who spoke in favor of the ordinance: maintaining the integrity of the spirit of the neighborhood.

He stated, “Our goal is to preserve the essential character of our neighborhood, which aligns appropriately with the Carpinteria general plan which states that the goal of the community is to, ‘preserve the essential character of our small beach town, its family-oriented residential neighborhoods, its unique visual and natural resources and its open, rural surroundings…’”

Not all public comment was in favor of the suggested overlay, however. Many

residents spoke of concerns for property devaluation stemming from the building limitations as well as support for the existing review process. Resident Josh Soskin commented, “Why are we looking into sledgehammer laws that can really hurt people like my family for no reason when we have an amazing Architectural Review Board already in place that pours endlessly over every minute detail. I get that there are a few bad eggs, and there are some plans that you don’t like, or fears that you have, but what you have proposed is most definitely not the answer. Let’s make Carp beautiful, not flat.”

The conversation will continue at a yet to be decided future meeting.

Skateboard Park update

Prompted by two public comments during the Presentation by Citizens portion of the meeting, City Manager Dave Durflinger offered an update on the plans for the forthcoming skatepark in Carpinteria.

Recently, the architect for the project finished the designs for the skatepark, helping achieve a mini-milestone for the project. Now that the plans have been completed, the project will enter the permit application process by presenting plans to the Architectural Review Board and the Planning Commission. Meanwhile, The Carpinteria Skate Foundation will continue to work on fundraising as well as working with the City to explore the possibility of grants and other financial assistance.

This update was met with excitement and optimism by some members of the public at the meeting prompting the meeting’s youngest public commenter, Liam Regan, 11, to remark, “it (the skatepark) would help our youth right now and the youth to come.”

City Manager’s report

City Manager Dave Durflinger provided a few notes of public interest. The City Hall Administrative offices have moved for approximately the next eight months due to building updates. This includes the offices of building permitting and inspection services, engineering services, parks and recreation services as well as finance. The temporary space can be found at 4180 Via Real, suites A and B. Starting next week, the Sheriff’s department office will also be at that location.

During the building updates, the City Council chamber and foyer will not be affected and will remain in their current location as well as any other meetings that take place in that space.

The Draft Sea Level Rise Adaptation Plan has been completed and is available for public comment until Feb. 21. Those interested can find the draft on the City’s website. Additionally, there will be a public workshop to be held on Tuesday, Feb. 12, from 5 to 7 p.m. The location of

this workshop is to be determined.

As a reminder with rain in the forecast for the coming weekend, sand and sand bags are available at the City Hall Campus, 5775 Carpinteria Ave. The sand and sand bags are self-service.

Cub Scouts race in “Robot” Pinewood Derby

Cub Scout Pack 50 held their annual Pinewood Derby on Saturday, Jan. 26.

This year’s theme was Robots, picked from a hat filled with suggestions from the scouts. Dozens of friends and family members came out to cheer on the scouts as they raced over 40 miniature derby cars. Webelo Axel Nordholm took home Best in Show, as voted by his fellow Cub Scouts. Race winners were Eli Lomonaco, first place, Dreyden Sprague, second place and Joel Occhipinti, third place.

Public offers suggestions as City plans yearly projects

City of Carpinteria staff and citizens met on Saturday, Jan. 26 for the City’s Annual Work Plan for 2019. Items discussed included funding for street repair, the library, sidewalks and sea-level rise.

The meeting at the Council Chambers was all about transparency, a word repeated many times, as both City officials and around 30 citizens made their way item by item through the 152-page document, opening up the floor to comments and questions as they went. Highlights from the four-hour meeting are presented below.

Measure X funding

After passing last November, the 1.25 percent sales tax increase promises to add $2.3 million to the City’s coffers. But that’s a projected figure with no history to back it up, so many of the budget amounts mentioned contained caveats.

The Council wants to make sure Measure X earmarks are duly noted.

The library

Volunteers from the Friends of the Carpinteria Library (FOL) were at the meeting requesting money from Measure X be earmarked for the Carpinteria Public Library, which is still lacking the funding for technology and improvements. A significant amount of FOL volunteer time went into the Measure X campaign on behalf of the library. The Council decided to begin an ad hoc committee to explore separating itself from the Santa Barbara County Library system, following in the footsteps of Goleta. Vice Mayor Al Clark mentioned that the needed costs may be even more than Measure X will grant.

Rising sea levels and the coast

The race is on at the Cub scout derby.

Concerned citizens mentioned rising sea levels and global warming and insisted that the Council make this a top priority. They were assured by Mayor Wade Nomura, among others, that it’s all there in the Plan and that the City has been addressing the issue for some time. Longterm mitigation plans are already underway, including protecting the shoreline. A $150,000 Coastal Commission grant will help fund the Sea Level Rise Vulnerability Assessment. One citizen mentioned the “Blue Line” project in Santa Barbara, which visualized a recessed post-sea-level-rise shoreline along the streets, but the Council generally looked critically at the arbitrary nature of these maps that don’t show a local knowledge of topography.

However, the other takeaway: any new development (like the hotel proposal for Parking Lot 3 near the Amtrak Station) will get even more scrutiny as the years go on. An update and overhaul of zoning codes to reflect this new reality should be issued by 2020.

Good dirt

Over 40 cars raced in the annual Pinewood derby.

Parks and Recreation Director Matthew Roberts chimed in about protecting the shoreline as well, criticizing the Army Corps of Engineers’ (ACE) plan to move debris from the fires and rain. In his opinion, so much of that dirt could have been driven down to the shoreline to create berms instead of being carted off inland. Right now, he added, the City pays to keep the dirt local, while the ACE

takes it away for free. “It’s completely backwards, it should be the other way around.” A change might be coming as the beach becomes a top priority.

Hit the pavement

George Lehtinen brought a bent bike wheel to the meeting as a visual prop.

While Carpinteria’s main arteries let cars and bikes through well enough, the side streets need a fix-up. Tree roots have buckled pavements and Calle Ocho “looks like the back of an alligator,” said Clark. Some streets don’t have sidewalks at all, and some residents like it that way, though individuals using a walker might have complaints. There is a long list of future improvements as funding gets doled out street by street, and the Council took the suggestion to make that list more transparent to the public.

Pedestrian crossing

Some trees are getting in the way of lights for pedestrians, so a trim was recommended. Similarly, as some restaurants want to expand (or already have) outdoor seating downtown on Linden Avenue, and as cyclists will use any pole to lock up to, pedestrians are starting to have a hard time dealing with narrowing paths. This is the “privatization of public space,” as Clark mentioned, and suggested solutions including turning the occasional parking space into a patio overflow area. For cyclists, one parking space could also be turned into a “bike corral,” all subject to further review.

Youth engagement

The Council’s youngest member Roy Lee wants to get youth more active in the workings of local government with the “Collaborative Youth Engagement Plan.” Lee hopes to go to schools and to have younger voices represented in the City’s planning.

Cannabis issues

This month Santa Barbara County’s coastal zone cannabis regulations went into effect, and in February the City’s own regulations will be presented to the Coastal Commission regarding licensing, odor and more.

Roads and paths

Two major projects are nearing completion. The Casitas Bridge widening is a year ahead of schedule, and Caltrans will begin the 101 widening next year, a four-year project. That will help in the completion of the Carpinteria Coastal Trail, as the Santa Claus Lane Trail has been incorporated into the freeway widening project. The Rincon Trail, which links Carpinteria Avenue to Rincon Park, is looking to be finished by 2021. The finished freeway widening will also free up the City to establish its Community Garden program, finish improvements on the Whitney property and create numerous other bike and pedestrian interchanges.

City staff and officials encouraged the public to attend public meetings throughout the year to see democracy working on a neighborhood level, expressing hopes to widen the age range of participants.

Offshore oil: The long goodbye

In the channel, the 2020s will be a decade of decommissioning

Fifty years after the Jan. 28, 1969 oil spill in the Santa Barbara Channel, the region is on the verge of another upheaval—the wholesale removal of aging oil infrastructure.

Seven platforms out of 19 in the Channel have shut down operations and will likely be removed, starting in the 2020s, together with their piers, pipelines and onshore processing plants in Carpinteria, Goleta and Gaviota.

The oil companies themselves will bear most of the cost, billions of dollars overall.

At the same time, the state Legislature has been forced to budget tens of millions because former owners have disappeared into history or declared bankruptcy.

The first task at hand is to plug dozens of offshore oil wells with cement, an expensive and time-consuming task.

This year off Summerland, the State Lands Commission will be working on “legacy” oil wells that were drilled in the late 1890s and are leaking oil onto the beach.

Off the Rincon this winter, Chevron Corp. will begin plugging wells at platforms Gail and Grace. And off Goleta, ExxonMobil will start plugging two wells in the surf zone at Haskell’s Beach, and 30 offshore wells at Platform Holly, starting in February and April, respectively.

“It’s an unusually happy moment to see change,” said Anne Wells, planning manager for the City of Goleta. “It’s something our entire community is witnessing. We’re moving in the direction of a coastline that’s free of our 1930 oil and gas history, into a new era of a natural coastline. I have to pinch myself.”

Untested waters

Platform Holly, installed in state waters two miles off Goleta in 1966, is slated to be decommissioned within five to seven years, state reports show; no platform of comparable size has ever been removed on the Pacific Coast. And at least six more offshore oil platforms—Harvest, Hidalgo and Hermoso off Pt. Conception, Habitat off Carpinteria, and Grace and Gail off the Rincon and Ventura County—may be removed around the same time. These platforms range in age from 32 (Gail) to 53-years-old (Holly).

“Oil’s been here for a long, long time,” said Fred Shaw, a Carpinteria councilman who remembers the spill of 1969. “We’re used to looking at the rigs, but wouldn’t it be nice if they went away? The majority of the town would just prefer that oil development wasn’t here.”

Decommissioning, though, will be

a gargantuan task. The platforms were installed in water hundreds of feet deep, they weigh thousands of tons, and onshore disposal options are limited. The question of whether to leave the platform legs in place underwater—the “rigs-toreefs” option—will have to be hashed out during environmental review.

Bringing a specialized vessel to the channel from Asia or the Gulf of Mexico to lift the platforms out of the water is a daunting proposition. The state estimates that the mobilization alone will cost operators between $11 million and $49 million before the vessel even begins work. Multiple operators may want to piggyback and reduce their costs.

“We could be looking at some fairly significant removals,” said John Zorovich, deputy director of county planning in the energy, minerals and compliance division. “I think that’s the direction we’ll probably be going in the next 10 to 15 years.”

Plugging the oldest wells

For residents such as Nora McNeely Hurley, it’s about time. From her home on the bluffs above Summerland Beach, she can see oil leaking into the surf zone from the legacy, or “orphaned,” wells that were abandoned after the drilling frenzy of more than a century ago.

“You see dolphins and whales and birds, and people in and out of the water,” Hurley said. “Little do they know how polluted it is. Directly out from our house are two wells leaking that deliver an iridescent film over the beach. It kills me it’s been going on for such a long time.”

Last year, at a cost of $1.2 million, State Lands plugged a legacy well that was spewing globs of black oil onto the sand. Because of the complexities, it may be possible to work on only one well per year, said Sheri Pemberton, a spokeswoman for State Lands. The agency also needs to conduct a geophysical study off Summerland Beach, she said.

“There are seeps along that stretch of coast that may become more active as we plug and abandon leaking wells,” Pemberton said. “We are committed to doing our best to ensure that oil on the beach is not coming from a legacy well.”

“The day they actually start demo-ing down the caisson walls is going to be a big day for celebration for this community and beyond,” said Wells, Goleta’s planning manager. “These wells are right in the surf zone, and we saw what happened in Summerland.”

Passing the buck

According to a Jan. 10 State Lands report to the Legislature, Exxon expects to spend as much as $350 million to plug 32 wells and remove Platform Holly. Plugging the offshore wells, one at a time, will take up to three years, and the platform cannot be removed until that work is finished.

Exxon sold Platform Holly to Venoco Inc. in 1997. But in 2017, two years after the Refugio oil spill, Venoco declared bankruptcy and quitclaimed its offshore leases to the state, leaving behind a meager $22 million bond for decommissioning. A break in the Plains All American Pipeline, which transported Venoco’s crude to refineries, had caused the spill, dumping 140,000 gallons of crude into the ocean at Refugio Beach. The pipeline remains shut down.

“Venoco walked away,” said Linda Krop, chief counsel at the Environmental Defense Center, a Santa Barbara-based nonprofit group. “Now they’re leaving us and other oil companies to clean up their mess.”

Onshore, Exxon contends it is not liable for removing Venoco’s former oil and gas processing plant at Haskell’s Beach. Negotiations are ongoing; the state’s position is that the company has the responsibility to assume nearly all the costs related to the decommissioning work.

But taxpayers are already shouldering some of the expense. Under an agreement with the bankruptcy court, the state report says, State Lands is operating the onshore plant and Platform Holly so that

Without somewhere to ship the oil and gas, the pressure in those wells would build up dangerously.

State Lands estimates it will cost up to $83 million to keep the plant and Platform Holly running for three years.

That’s equivalent to half the $160 million in revenues from royalties and rents that Venoco generated for the state there.

Venoco’s bankruptcy also included platforms Gail and Grace, which lie in federal waters; and the Carpinteria Oil & Gas Plant. The plant is located on 55 acres on the Carpinteria Bluffs near a nature preserve, overlooking a harbor seal rookery.

Chevron, the company that sold the project to Venoco in 1999, has assumed responsibility for both onshore and offshore decommissioning. Looking ahead, the City of Carpinteria is considering whether to rezone the blufftop property for a park.

“A lot of us would hope that somehow we could acquire that space, which is really desirable, and create a parklike atmosphere along there,” Councilman Shaw said.

a 19th century bill comes due

Just up the coast in Summerland, no oil company can be held liable for the offshore legacy wells that are leaking onto the beach. The wildcatters that stampeded the area in the late 1890s are long gone. In a kind of Gold Rush for oil, they erected the first offshore oil development in the United States—14 wooden drilling piers and 400 shallow wells—and abandoned the mess after a big storm in 1902.

In a 2018 report to the Legislature, State Lands estimates there are 200 “high priority legacy oil and gas wells that could, depending on their condition, leak oil into the marine environment …” Of these, 192 are off Summerland and eight are off Goleta, near Haskell’s Beach.

In 2017, the Legislature authorized $20 million through 2028 to identify and plug legacy wells and remove coastal hazards, including old steel pilings and jetties.

“We may not ever be able to cap all of the legacy wells,” said State Sen. Hannah-Beth Jackson, D—Santa Barbara, who authored the legislation. “They’re all inexcusable, but some are creating greater problems close to shore. The bill for the last hundred years is finally coming due, and it is sadly not being paid by those who have defiled the landscape, the seascape and the coast. It will be paid by taxpayers.”

Frausto had taken the stage with the other two finalists, Kathryn Cleek and Amy Perez. All three thanked their family members in the audience for their support in achieving success.

A student at Carpinteria High School, Frausto has a 4.5 GPA that includes four honors and four AP classes, along with numerous dual enrollment college credit courses. She is a leader in the Youth Wellness Connection club at CHS and has volunteered over 400 hours of community service.

After a 2018 scholarship to participate in the Floating Doctors Mission to Panama, Frausto crystallized her life goal: to become a doctor and to open a nonprofit based in Carpinteria that would help to provide healthcare to low income communities locally and around the world.

As Junior Carpinterian of the Year, Frausto will receive a $4,000 college scholarship.

Finalists Cleek and Perez, each received $2,500 scholarships.

Curtis Lopez is Carpinterian of the Year

Sixth-generation Carpinterian Curtis Lopez received the highest honor.

BY DeBRA HeRRiCK This year’s Carpinterian of the Year, Curtis Lopez, has been civically involved for just about his whole life, and indeed the entire lifespan of the City of Carpinteria. In 1965, Lopez—then a young scout in Boy Scout Troop 51—played the bugle at the flag raising ceremony for the first City Hall of the freshly established city.

The Lopez family came to Carpinteria in 1860, making Curtis Lopez a sixth generation Carpinterian. He built his life around his extended family ties, nourishing his roots and fortifying a home for his children. Lopez married his high school sweetheart Diane and set about building a career in his hometown and giving back to his community at every opportunity.

Asa Olsson, Carpinterian of the Year 2018, announced this year’s Carpinterian of the Year, Curtis Lopez.

Curtis had the support of his sons Curtiss and Ryan Saturday night.

Linen, Lopez oversees Mission’s 39 locations in five Western states. Through his generosity and that provided by the company, Lopez has donated linens to a large percentage of community events in Carpinteria, from the Chamber Awards Banquet, to the Kids Auction, to Carpacabana, and many more. Lopez will often deliver the linens and then stay to help with the set-up of the event.

Lopez is an active community volunteer, known for his “reliability, commitment and generosity.” Having served in a variety of leadership roles for local nonprofits, his hours and impact to the community are immeasurable (“probably thousands of hours of service,” said Asa Olssen, Carpinterian of the Year 2018).

A man of many talents, many people will know Lopez best as a musician. Three times a week or so, you can find Lopez rocking and rolling at popular spots in the locally-revered bands The Dusty Jugz and The Rincons.

The secret was well-kept. Only a handful of people outside the selection committee knew that Lopez would receive the top honors. But once announced, the audience erupted in surprise and delight.

Every business has their own strategy, a secret formula to keep the doors open every day. So how do your favorite Carpinteria businesses do what they do?

Good question. In this monthly column, we’ll explore just that. Take Suzie Schneider of PacWest Blooms, for example. She’s the design and planning director of her own floral company which incorporates Santa Barbara’s Native American and Spanish influence in her creations. She’s also a Santa Barbara-born, Carpinteriaraised gal herself. Lucky for us, Suzie took a few minutes to give some insight into what keeps her open for business.

How long have you been in business?

PacWest Blooms has officially been in business since 2012. Before that, it was operated as a fun hobby/side business.

What is you prior work history?

I’ve always been in a sales or marketing position. For many years, I was National Sales Manager for a local commercial orchid farm and then transitioned to working as an International Floral Broker before starting PacWest Blooms.

How would you describe your business to someone who has never heard of it before?

PacWest Blooms is an event company that provides floral, décor and event planning services.

What’s the best business advice you’ve ever gotten?

There are two very distinct things that stick out in my mind: Work hard and persist. As a young adult, my dad told me to give 100 percent to whatever I chose to do.

He was telling me not to ever slack and work hard wherever I was at the moment.

I was a receptionist at that time, just starting out, and probably sulking. He said, “So you’re a receptionist right now, be the best damn receptionist you can be.”

The second-best advice was a quote I read by Calvin Coolidge: “Nothing in this world can take the place of persistence.

Talent will not; nothing is more common than unsuccessful men with talent.

Genius will not; unrewarded genius is almost a proverb. Education will not; the world is full of educated derelicts.

Persistence and determination alone are

omnipotent. The slogan ‘Press On’ has solved and will always solve the problems of the human race.”

Did it work? Why or why not?

Yes, I think so! Especially when it comes to failure. Part of owning your own business is risk. Accept failure as part of the experience, and understand that new beginnings can come from it.

Failure is not something I am not afraid of. The motivation to be persistent comes directly from that advice.

What is a unique aspect of your business that makes it operate differently than others?

We have two features to our services: event planning and floral design. This allows us to offer unique custom packages to our clients.

What do you think is the key to your success?

I believe it’s my communication skills.

Cate School’s CIF hopes hang by a thread

Time ran out for the Cate School boys soccer team on Monday, Jan. 28, at Nion Tucker Jr. ’40 Field, when they fell to Foothill Tech by a score of 1-0. Time might also be running out on season, as the loss puts Cate’s CIF playoff hopes in jeopardy. “I’m going to have to see what happens with the other (league) games today, otherwise it’s been like a dog-eatdog world, there still may be a mathematical possibility (of making the playoffs),” said Rams coach Pete Mack after the game. Cate now stands at 5-7-1 overall and 2-3-1 in Tri-Valley League play.

The visiting Dragons scored in the 18th minute with what turned out to be the winning goal as sophomore striker Max Turville weaved past the Rams’ defense and blasted a shot by goalkeeper Devin Pai. However, Cate got some opportunities throughout the first half as well. The Rams’ Will Deardorff chased down a nice through ball toward the goal near the 27-minute mark, only to have Foothill Tech goalkeeper Luke Shadden beat him to it to preserve the lead.

Around the 32nd minute mark Will Deardorff’s header in the area spun into Shadden’s arms, again thwarting another Rams’ opportunity. A few minutes later, the home team had another good chance when Will’s older brother Jack Deardorff, off a set piece, launched the ball onto the head of Dylan Vincent. But Vincent’s effort once again landed right into Shadden’s mitts, and the Dragons took their one-goal lead into the second half.

Without the services of Bailor Jalloh who is in Sierra Leon, and Buba Fofanah who was sidelined on crutches, it was be an uphill battle for Cate in the second half. “That’s a lot of scoring punch, it’s controlling the midfield, no one’s going to control the midfield like Bailor,” explained Mack of the significance of the absence of his two missing standouts. As a result, Foothill Tech dominated possession in the second half.

Senior Cullen Barber replaced Devin Pai at goal in the second half, after Pai was banged-up in a collision with a Dragon player in the first.

Barber made some big saves to keep the Rams within striking distance, and Cate still had some good opportunities—particularly in the final minute when a header by the Rams’ sailed wide. Then, moments later, Boateng’s corner kick deflected off a teammate’s foot and trickled just wide of the goal.

“We’re scrapping, we’re working hard, we’ve got a lot of young guys out there, we play with inexperience at times,” said Mack. The CIF playoffs are scheduled for next week, and Cate will soon learn their postseason fate.

January 23 – The Carpinteria High School girls soccer team fell to defending CIF champs Fillmore in a Citrus Coast League game, 6-0. “It is hard to imagine, with that score line, but we had a solid first half,” said Warriors coach Charles Bryant. Fillmore scored five second-half goals in the win. “But Fillmore is a very skilled team at every position and they seemed to click in the second half with great movement off of the ball, and just a fast-overall pace to the game,” explained Bryant. Carpinteria is now 2-14-2 overall and 0-6-1 in the Citrus Coast League.

January 25 – The Carpinteria High School girls soccer team suffered a 2-1 loss against Nordhoff in a Citrus Coast League girls soccer match on Friday. The Warriors scored a first half goal when Cydney Smolnikar fed Kendra Meza for the score. Carpinteria falls to 2-15-2 overall and 0-7-1 in league.

January 28 – The Carpinteria High School girls soccer team was blanked by Hueneme, 4-0 at home. The Vikings scored two goals in both the first and second half in their Citrus Coast League victory. The Warriors are now 2-16-2 overall and 0-8-1 in league play.

Boys soccer January 23 – The Carpinteria High School boys soccer team scored back-to-back wins by defeating the Fillmore Flashes behind the home crowd by a score of 3-1. The team played the night before on the road at Malibu. Building on that victory, the Warriors scored three goals in the first half. Jose Jimenez fed Gabriel Ahedo in the 10th minute to go up 1-0. Luke Nahooikaika-Anderson made it 2-0 in the 30th minute off a throw-in by brother Solomon Nahooikaika-Anderson. Edgar Mendoza converted on a penalty kick in the 40th minute to end the half. Fillmore scored seconds later to close the half. “Brian Garcia had four saves before getting injured and replaced at goal by Adrian Gonzales who shutout the Flashes with five spectacular saves,” said Carpinteria coach Leo Quintero.

January 25 – The Carpinteria High School boys soccer team got their third win in a row, with two out of the three coming on the road, with a 3-1 victory in Ojai at Nordhoff.

Following a Rangers’ goal in the 14th minute, Luke Nahooikaika-Anderson scored in the 27th minute with a ball placed in the upper right-hand corner of the goal from 25 yards out to tie the game. In the 67th minute, Luke recovered a ball at midfield and split three defenders and shot it past the keeper to give the Warriors the go-ahead-goal.

“It truly was something amazing to see Luke dribble past defenders as they tried to poke the ball away; it just kept bouncing in his direction and the finish was a great way to reward himself,” said Carpinteria coach Leo Quintero. Freshman Steven Zermeño finished off the scoring when his initial shot was blocked, and he then recovered to tap the ball in for his first high school career goal. The Warriors improve to 4-3-2 in the Citrus Coast League and overall to 7-7-3.

Boys basketball January 23 – The Carpinteria High School boys basketball team beat Santa Paula by a score of 66-51. “We got a huge boost today from David Serrano, he did not score a point, but brought physicality to the game that uplifted his teammates,” said Warriors coach Corey Adam whose team trailed by six points at halftime. Dylan O’Niell led the scoring charge with 14, and Chris Ramirez added 12 to lead the attack. “We picked up our intensity, but more than anything I think the boys got tired of playing so poorly,” explained Adam of his squad who trailed by 11 at one point in the second half. Carpinteria also had nine turnovers in the first half. The Warriors are now 5-3 in the Citrus Coast League.

January 25 – The Carpinteria High School boys basketball team on senior night versus Malibu prevailed with a 58-44 victory. Malibu knocked down seven three-pointers in the first 12 minutes of the game to take a 27-15 lead. Carpinteria then cut the lead to 29-23 at the half. “Chris Ramirez, Noah Nuño and Ian Reed decided they weren’t going to lose,” said Warriors coach Corey Adam of his three seniors playing in their final home game of the regular season. Nuño finished with 22 points and Ramirez added 18. Carpinteria is now 6-3 in the Citrus Coast League.

January 28 – The Carpinteria High School boys basketball team beat Fillmore by a score of 64-25 in the season finale. “The game was close for the first five minutes, but Carpinteria closed the first quarter with an 11-0 run, sparked by strong defense and three threepointers from Noah Nuño,” said Warriors coach Corey Adam. At halftime, the score was 36-10. All 10 Carpinteria players scored, led by Nuño with 22, then Dylan O’Niell and Jose Suarez who each posted 10. Carpinteria finished second in the Citrus Coast League at 7-3 behind Hueneme who went 9-1. The Warriors will now move on to the playoffs.

Girls water polo January 25 – The Carpinteria High School girls water polo team remained in a firstplace tie with Santa Paula in the Citrus Coast League, following a 17-2 victory over Nordhoff. The Warriors improved to 6-1 in league and 8-5 overall.

January 24 – The Cate School boys soccer team defeated Laguna Blanca 2-1 in Hope Ranch Thursday afternoon to put themselves in the playoff hunt. After trailing 1-0 in the first half, Daniel Boateng took a pass from left winger, Will Deardorff, dribbled towards the top of the box, and took a shot from 25 yards past a diving Laguna keeper in the 53rd minute for the equalizer. From there, Cate struck again when Boateng unleashed a shot from 30 yards into the upper left corner of the net which turned out to be the game winner. “This was a good bounce-back win for us, Laguna (Blanca) is a

The win moves Cate to 5-5-1 on the season and 2-2-1 in Tri-Valley League play.

January 26 – The Cate School boys soccer team dropped a 4-1 contest to TriValley League-leading Santa Clara at home on Saturday afternoon. The Saints took a 2-0 lead going into the halftime break. Santa Clara tallied another early in the second half before the Rams responded when Theo Mack recorded his first goal of the season on a through ball from Buba Fofanah that he got past the Saints’ keeper.

Following the goal, Cate pushed forward, but fell victim to a Santa Clara counter attack that sealed the win for the Saints. “It was a tough day for us, we seemed a step behind defensively much of the game, reacting to, instead of dictating, the pace of play as well as lacking our usual poise on the ball offensively,” said Rams coach Pete Mack. Cate has two final league games at home next week and should they win both, they’ll secure a CIF playoff bid.

Girls soccer January 24 – The Cate School girls soccer team played to a 1-1 tie on Thursday afternoon in an overtime match against Santa Clara. Lilly Riehl scored for the Rams in the 22nd minute off a corner kick by Maddie Erickson. The draw puts Cate at 5-2-3 overall, and 4-0-2 in the Frontier League, atop the standings.

Towards a more sustainable local food economy CVN

EXPLORING THE VALLEY’S WILD AND CULTIVATED SPACES

ALENA STEEN The landscapes of Carpinteria and Santa Barbara County provide bountiful locally-grown produce year-round.

Mild winters, rich alluvial valleys, and complex irrigation systems supplementing summer drought create a richly productive, economically booming agricultural economy. Carpinteria’s Thursday farmers’ market and the fresh fruits and vegetables available at the Farm Cart and local grocery stores provide a wealth of choices.

In this land of abundance, however, many people suffer a lack of consistent access to fresh produce and healthy food options. And while Santa Barbara County is an agricultural powerhouse, most of the county’s farm products are exported

and most food available to residents is imported. The statistics are surprising: Santa Barbara County exports 99 percent of the produce it grows, and imports 95 percent of the produce that residents consume. The reasons for this disconnect are complex. One of the greatest causes is large-scale monocropping for wholesale marketing, i.e. mountainsides of avocadoes, or endless fields of strawberries.

Many farmers have found that economic success demands focusing on a single crop and scaling up, thereby reducing the diversity of agricultural products available to residents.

While Santa Barbara County exports an incredible amount of produce every year, many in the county remain hungry.

Although the median household income in Carpinteria is significantly higher than Santa Barbara County’s average, there are still many individuals and families in Carpinteria living at or below the poverty line. According to the most recent census data from 2016, 8.76 percent of Carpinterians—almost 1,200 people—live in poverty. The Carpinteria Unified School District provides free or reduced lunch to almost 1,400 students, or 61.5 percent of the student body. These numbers paint a stark contrast between our agriculturally rich valley and the food insecurity of many of our neighbors.

The work to build a sustainable local food system is multifaceted—it must serve many people and ensure that farmers and their employees are well-compensated for their work, while maintaining affordable access to healthy food for low-income community members. Another looming issue is that of farmland preservation as the high cost of land ownership in this area makes farming (instead of other development) a difficult financial decision.

The benefits of working to re-localize the food economies of Santa Barbara County and Carpinteria are many. A more compact food system, with both exports and imports reduced, is less reliant upon fossil fuels for transportation.

Local residents gain access to fresher and more nutritious food than that found in most grocery stores. A local food system supports farmers in growing a greater diversity of crops, which creates more ecologically complex and climate changeresilient farm land. Diverse, species-rich farms increase foraging opportunities for our precious pollinators and slow the spread of diseases and plant pests, which are not generally transferrable between different species. Chemicals such as herbicides and pesticides, which often find their way into our watershed and negatively impact aquatic life, can be used less often.

Furthermore, an important consideration of our current export-based agricultural economy is that some of the county’s largest exports—including berries, wine grapes and nursery products—are thirsty crops. This results in the net export of our most precious resource, water (although some varieties of wine grape can be successfully dry-farmed).

In building a robust local food economy, we are fortunate to be surrounded

by a talented work force, rich agricultural land, and many non-profits working to provide food education and access to all. If you are able, use your purchasing power to support diverse local farms, which makes a huge difference in the economic viability of small-scale farming and farmland preservation.

Many local organizations are doing important work and need financial support or volunteers. The Foodbank of Santa Barbara County works with those most in need: last year the Foodbank served one in four county residents, distributing 9.7 million pounds of food throughout the county, over half of which was fresh produce. Veggie Rescue organizes the collection and distribution of local farm produce, ensuring that food grown in the county stays in the county. The County’s Agricultural Preserve Program works with farmers and ranchers to preserve the agricultural character of their land in perpetuity.

Building a wider web of affordable and accessible community gardens allows people an active hand in their own food security. Increasing food and farmingbased programs for all ages in our schools ensures kids grow up with access to fresh food and nutritious meal-planning. Explore Ecology grows school gardens and garden-based education and access in the Carpinteria Unified School District.
