The new guidelines outline the state of California’s requirements that must be met before an establishment may reopen in conformance with local regulations. Licensees should check with local zoning and permitting rules which may also apply to outdoor operations.

Inmates test positive for Covid-19 at jail

Santa Barbara County Jail now has 11 inmates who have tested positive for Covid-19. Three have been released from custody; one has recovered and returned to the general population, and seven are currently isolated in a negative pressure housing area and being treated. The inmates’ previous cellmates are being quarantined in place and will be retested and monitored for symptoms.

Since the beginning of the pandemic, 33 Sheriff’s Office staff members have tested positive for Covid-19. Twenty-two have since recovered and returned to work.

State opens option for outdoor hair and nail salons

In response to requests from personal care practitioners desiring to move some of their activities outdoors, Governor Newsom announced today that state of California guidelines have been modified to allow some personal care activities to occur in outside locations, including hair and nail salons, barber shops and massage therapy.

Recycling center reopens

The recycling center located behind Albertsons supermarket in Casitas Plaza reopened on July 20, accepting beverage containers eligible for redemption. The center is operated by Ponce Recycling, and open hours are Monday through Saturday from 9 a.m. to 5 p.m. The full service recycling center will pay for glass, aluminum and plastic beverage containers labeled for California redemption.

The City of Carpinteria (City) is requesting proposals from qualified firms to provide consulting design services for the Via Real Stormwater Project (Project). The Project is federally funded for the first phase (engineering design) of the Project. The Project is subject to the applicable federal contract provisions of 2 CFR 200.

The purpose of the Project is to reduce flood hazard risks on an important arterial roadway that serves as the only access point for two mobile home parks, provide flood protective measures to the mobile home parks, decrease erosion, and improve stormwater quality. The Project’s general scope of work includes installing bioretention basin, bioswale, and storm drain improvements. The federal-aid funds are the primary funding source for these improvements. Pedestrian improvements such as concrete curbs, gutters, sidewalks, and curb ramps are also contemplated as appurtenances within the Project limits, where technically feasible. These pedestrian improvements will be funded by local agency sources.

The consulting services will be administered by the Public Works Department and under the supervision of the Public Works Director/City Engineer. The general scope of services is engineering design, as outlined in the Request for Proposal (RFP). The award will be made to the most qualified firm based on the responsiveness to the RFP. Schools navigate public health guidelines to reopening CVN

Regardless of whether the 2020-21 school year begins 100 percent remote, a hybrid-model or 100 percent in-person, the district’s current options do not resolve the dangerous conditions they contain.”

Acknowledging the possibility of campus closures in the July 16 Zoom meeting ahead of the governor’s order, Persoon noted that parent feedback from the spring indicated that too much screen time was becoming a concern from the previous months of at-home schooling. To address that concern, Persoon said that staff were working to incorporate “makers kits” in the curriculum to give students more tactile, hands-on learning opportunities.

The topic of poverty in the district came up and Persoon said that 20 percent of district families received Chromebooks and free wi-fi “hotspots.”

However, a single online Zoom meeting can use up most of the data available with a hotspot. Another concern Persoon had was that schools are the best opportunity to screen for children facing abuse or neglect at home.

While schools cannot legally arrange off-campus collaborations between families, several parents indicated enthusiasm during the meeting for the idea of grouping together with other families to share online education responsibilities, and perhaps bring in an element of outdoor education as well.

A parent survey sent out to Canalino families earlier in the year indicated that 76.5 percent of parents intended to send their children back to school in the hybrid model. Thirty-and-one-half percent of families responded “yes” to a second question: “Are you interested in an entirely remote learning model (meaning online only)?”

Regarding Covid-19 across the state generally, the Los Angeles Times reported on Monday, July 20: “Statewide, people 18 to 34 years old make up the largest percentage of confirmed coronavirus cases, followed by those 35 to 49.”

CUSD schools have been closed for in-person instruction since March 13 due to the Covid-19 pandemic. Teachers, staff, parents and students heroically pivoted to remote (online) instruction for 14 weeks during the spring semester hoping that summer would bring reduced Covid-19 transmissions and a return to in-person school in the fall.

During spring and early summer, CUSD administration met weekly with Santa Barbara County Public Health and Santa Barbara County Office of Education and the 20 superintendents from school districts across the county to discuss the Center for Disease Control, California Department of Public Health, and California Department of Education frameworks to support districts as we were planning how to safely implement in-person school for the 2020/2021 school year.

Updated information about Covid-19 transmissions and the effectiveness of disease control and mitigation strategies emerges regularly, and on July 17 Governor Newsom announced that school districts may reopen for instruction if they are located in a county that has not been on the monitoring list within the prior 14 days. Unfortunately, Santa Barbara County, along with 38 other counties including Los Angeles, San Diego, Ventura and San Luis Obispo, is currently on the monitoring list because it does not meet the state’s benchmark for the level of Covid-19 infection.

With parent feedback, CUSD administrators and staff have been developing a phased reopening plan based on public health guidance which includes remote learning, a hybrid model of instruction and in-person schools. Santa Barbara County Public Health requires attestation for readiness for reopening in 12 action areas that include hygiene, sanitation, distance and measures to take in the event of a student or staff infection.

A draft reopening plan will be presented at the July 28 School Board meeting.

On Thursday, July 16, Canalino Elementary School Principal Jaime Persoon invited parents to join Zoom meetings—one held in English and one in Spanish—to discuss logistics and concerns surrounding the reopening of campus on Aug. 23. Governor Newsom’s announcement the following day however made those plans moot as he ordered most schools in the state, both public and private, to remain closed to in-person instruction due to surging numbers of Covid-19 infections.

Also on Friday, July 17, Carpinteria Unified School District Superintendent Diana Rigby wrote a letter to the CUSD community informing teachers, staff, students and parents of the governor’s requirement guidelines for reopening in-person school, “which require counties to be off the monitoring list for 14 consecutive days.” Rigby added, “according to Santa Barbara County Public Health, the number of positive Covid-19 cases is increasing at a steady rate in Santa Barbara County and we are on the monitoring list along with Ventura, SLO and 29 other counties.”

The superintendent outlined three phases for possible school reopenings: Phase One, remote learning; Phase Two, hybrid learning (small cohorts of students attending two days each week); and Phase Three, “business as usual.” In a separate letter to the CUSD community, Persoon noted, “We are planning for our remote instructional day, 8 a.m. to 2:30 p.m., with an 8 a.m. to 1 p.m. schedule for Wednesdays, and 1 p.m. to 2:30 p.m. for PLC/staff meetings. The governor was clear that the mandate is for daily LIVE instruction from teachers.”

During the English-speaking Zoom meeting on July 16, Persoon presented a draft plan for a hybrid model of in-person schooling, with first through fifth graders attending school two days a week in separate cohorts on Monday-Tuesday and Thursday-Friday.

Wednesday and the off-campus days would be conducted online and with at-home, project-based learning. TK and kindergarteners would attend school five days a week for two hours and 45 minutes in the hybrid model.

Persoon noted that the teacher ’s union is opposed at this time to a return to on-campus instruction. The union gave its position on district reopening plans in a six-item statement that concluded in summary: “CUSD’s options do not provide employees (or community members for that matter) sufficient information on the underlying foundation of SAFETY required to support said options. Therefore, it is not possible for employees (or community members for

guidance for when schools must close following a confirmed case of a student or staff who was at school during the infectious period.

When 5 percent of students and staff test positive within 14 days, school will need to revert to remote learning, and when 25 percent of schools in the district have been physically closed, the district will revert to remote learning.

Any closure decision will be made in consultation with Public Health. Additional requirements include requiring that all staff and students in third grade and above wear face masks or coverings, and younger students are strongly encouraged to wear a face covering also.

Adults and students should maintain the six feet of distance from one another, and any one entering school must do a health screen. Any student or staff with a temperature of 100.4 degrees or higher or other Covid-19 symptoms, will be immediately sent home.

The guidance also recommends that California school staff be tested for Covid-19 periodically based on local Covid-19 data and testing capacity.

Returning to school in-person is essential for the academic, physical, social and mental health of our students.

CUSD is carefully planning how to safely reopen schools in collaboration with state and county Public Health officers.

Obituary

Betty “Castor” Luera 1/22/1943 – 7/10/2020 Betty Luera was called home on July 10, 2020 after a brief illness. She was loved by not only her family but also her friends. She made such an impact on everyone she met throughout her life.

Born in Kansas, she moved with her family to Carpinteria as a child and graduated from Santa Barbara High School in 1961.

Betty married Rudy Luera in 1963.

They had two daughters, Tammy and Michelle. She worked at Security Pacific National Bank as the Merchant Teller for over 19 years. She also greeted everyone with a smile at our local 7-11 where she worked for 25 years. After fully retiring,

she donated her time to Carpinteria HELP for 4½ years.

She enjoyed spending time with her family, especially with her great-grandchildren, crocheting beautiful blankets and tablecloths. She liked watching her Angels baseball on TV and enjoyed spending time with her longtime friends which also included high school friends.

Betty is preceded in death by her parents Mary Guillen Castor and Richard Castor; her brothers Eddie Castor and Richard Castor Jr; and her sister Anita Castor. She is survived by her daughters Tammy Valdivia and Michelle Luera; her grandchildren Michael (Nidia) Flores, Mark (Jeanette) Valdivia, Matthew (Carla) Valdivia and Megan Valdivia; her great grandchildren Victoria, Micco, Milena, Olivia and Robert; her siblings Barbara (Ed) Martin, Cathy Castor, Joey (Cathy) Castor and Robert Castor; and her nieces, nephews and cousins.

Betty cherished every moment in her life and lived life to the fullest. We are going to miss your love, laughter, smile and talks. Until we meet again....

Mobile home warning

If you or someone you know are planning on purchasing a mobile home in Carpinteria. There are some things you should know. Buying a mobile home is much different than buying a house.

You do not have the same protections buying a mobile home that you do buying a house. The most important thing a buyer should be aware of is that there are two local mobile home parks that are very loose with the rules. I can’t name them, but your local realtor knows or should know.

For over 25 years, Carpinteria has had a Mobile Home Park Rent Control Ordinance. This means that most mobile home parks should only charge the rates set by the Rent Stabilization Control Board of which I am a member. New in the ordinance is a section that grants a new home buyer the right to pay the exact amount of rent of the seller. However, these two mobile home parks have consistently manipulated the ordinance and have immorally charged twice the amount of rent. For instance, a certain older unit may pay space rent of $450 a month but a new buyer will wind up paying rent of over $800 because of loopholes in the ordinance.

As a white woman who marched in the late 1960s for equal opportunity, I find it unsettling when a white person focuses more on the vandalism and looting by a small group of people, rather than on the systemic racism in our country. “White-splaining” is a thing, and it has to go. The city of Carpinteria is working to protect ash trees from a white fly infestation by treating the affected trees with a mixture of organic soap and water. This week, pest control contractors have applied the mixture to ash trees on Sterling Avenue and Drive, Malibu Drive, Eleanor Drive and La Palma Drive. This is the second round of treatment in the city’s effort to reduce the population of white flies, which can weaken the trees and leave them susceptible to disease and also result in sidewalks and cars splattered in sticky sap.

County crosses 5k mark in Covid-19 cases

On July 21, Santa Barbara County reported 5,124 positive cases of Covid-19 since the county’s first reported infection in March. Nearly 300 cases are still active and 2,600 cases are currently under investigation to trace the contact leading to transmission. There have been 32 Covid-19 related deaths.

The South County communities of Montecito, Summerland and Carpinteria had 21 new cases between July 14 and July 21, bringing the total of confirmed cases in the region to 100.

Santa Maria had another spike on July 14 with 66 new cases confirmed of 2,265 total cases in the city. Santa Barbara has also shown increasing infection rates, now totaling 611. For more information, visit publichealthsbc.org.

State campgrounds face Covid-19 head on Q & A with Dena Bellman, California State Parks

BY DEBRA HERRICK Over the past few weeks, CVN has received several letters asking what guidelines the Carpinteria State Campgrounds are following to remain open and how these guidelines are being implemented. To find out, we spoke with Dena Bellman, district planning chief and public information officer for the Channel Coast District of California State Parks. In addition to overseeing planning at Carpinteria’s state campgrounds, Bellman also oversees 13 other state parks in Santa Barbara and Ventura counties.

What is currently open at the campgrounds?

We are open for day use and some camping. The Public Health Order in Santa Barbara County has no restrictions on type of day use, meaning both active and passive recreation are allowed. Individual camping sites are open, but we’ve closed our group sites and all of our buildings except the showers and restrooms. Special events have been cancelled.

What is the current policy on mask wearing and gathering in the campgrounds?

We’re following the state’s guidelines on face coverings, and gathering beyond your household is not permitted. So, our main focus is on wearing a mask when you can’t obtain six feet of distance from another person outside your household.

We also tell campers to be prepared with a mask and to bring soap and hand sanitizer.

We have graphics on all of our web and social reservations media and signage in parks. From the time people make a reservation to arriving onsite, they have access to state and city of Carpinteria guidelines.

Signs with these messages have been installed throughout the park and close to trailheads, and we worked with the city for them to provide more signs as you exit the park to remind people that you must wear a mask into the city. We wanted those signs as big as possible for people to see when they exit and enter the park whether on foot or in a vehicle.

How would you describe campers’ willingness to follow pandemic guidelines?

We have never had more questions than now from people saying, “Oh my gosh! I’m actually getting to go camping? How do I get to do this? I’ll do anything.” I’m continually sending out the guidelines and reminders and answering people’s questions.

Our number one priority is public safety, and that includes the health of our staff. Some community members have raised concern that there are “gatherings” happening in the campgrounds that allow people from different households to be in close proximity without masks.

There are different areas where they discuss the term household in the health order. For us, it is hard to know who is a family. Up to eight people can be in a campsite and that’s just their campsite. If we see something that looks like “gathering,” our rangers approach the campers and have a conversation with them.

I am aware of one situation where there were a number of people and children and they seemed to gather for meals and when we checked, it turned out that all three sites were registered to parties with the same surname. We had another group who wanted to gather for a Celebration of Life that had been planned prior to Covid, but unfortunately for them, that wasn’t allowed to happen.

We don’t have a way to know if different people from different campsites are in a group, but if we see them gathering in groups over 10, then we do contact them. The rangers are really good at contacting and educating visitors.

Families are unique gatherings of people, but to the extent that we can minimize that, we are. But I can see how somebody walking through the campgrounds could not understand what is going on. The household is the core when it comes to that situation, so we’d have to check people’s IDs to see their home addresses. But if you are in your campsite with up to eight people, the idea is that you are one household that has been “Covid-ing” together and you wouldn’t need to have masks on. In my mind, that is the biggest misperception.

Even if you think about yourself and people you know well, you’ve maybe chosen a couple families that you are going to “Covid” in the same manner with and you are only going to socialize with these people. You choose one or two people and you say, “Ok we’re doing the same thing so we’re going to do this together.” They may be families living under separate households but this what is coming out of an extended stay-at-home order.

Community members have also raised questions about campers walking through the city without masks.

Initially, I heard that they were in town not wearing masks, but I haven’t heard that there continues to be a problem. I would expect that there might be, and we are encouraging more signage, but I’m also not hearing from businesses or city staff that they’re having this problem.

Is there a function of the design of the campground that helps limit risk of campers from different plots interacting?

We tell people that if you are self-contained, stay self-contained, especially for the RV campers who stay on Santa Rosa and San Miguel loops. This helps minimize the use of public facilities.

In Carpinteria, about half of the campgrounds are self-contained in their trailers which limits the amount of public facilities they use and minimizes contact between campers.

Additionally, trailers are usually set up in a standard way so that you can back your trailer in, and one person’s front door is at the back of another person’s trailer and this is to add privacy.

In more impacted loops, the sites are designed so that the hook ups are established in a manner that provides the most privacy between campsites, so that no two trailers would have exits facing each other. The idea is the trailers act as a barrier. The campgrounds weren’t designed with Covid in mind, but it’s beneficial to this situation.

How would you describe this camping season?

Now more than ever, people are coveting this opportunity to get outside of the house and have a vacation experience. They’re so incredibly thankful—like it’s the best thing that has literally happened all year. We hear a lot of stories, especially in Carpinteria, that people have this 35-year history and that this is their big vacation every year, so they’ve really never been more thankful to have this opportunity.

Most of the folks are very grateful that we’re doing everything we can, but they’re also aware that they have a part to play in this too, and that noncompliance will mean closure, so it’s up to them to keep this opportunity.

Cannabis farmers give $25k in Carpinteria community grants

Cannabis farmers in Carpinteria are supporting youth-serving organizations in an effort intended to make safe childcare available and affordable. On July 17, the local cannabis farmers group CARP Growers issued community grants totaling $21,000 for scholarships at Carpinteria Children’s Project and Girls Inc. of Carpinteria. Also, as part of its quarterly Community Grants Program, CARP Growers provided $3,800 in support of extra expenses incurred at this year’s Carpinteria High School graduation.

“We think the biggest issue right now is finding safe enrichment for children in our community,” said Tristan Strauss, president of CARP Growers. “Working families have been hit hard financially by the pandemic. Parents shouldn’t have to choose between getting back to work and finding safe childcare, so we hope providing scholarships can fill this glaring need.”

CARP Growers gifted over $100,000 to community causes in 2019, and this year moved to a quarterly community grant application process. Nonprofits can now fill out an online form, and applications are vetted before select grants are funded at the end of each quarter.

“We are committed to being able to continue to provide affordable care for our families, and the additional scholarship funds will be critical as families navigate paying for full-time childcare,” said Jamie Collins, executive director of Girls Inc. of Carpinteria.

Carpinteria Unified School District announced last week that when school starts in late August, instruction will be conducted remotely due to new state orders meant to curb the pandemic. Both Girls Inc. and Carpinteria Children’s Project have reopened at limited capacity and with strict safety protocols. With schools closed, youth-serving nonprofits will be even more important.

High School incurred added costs for its socially distanced 2020 graduation ceremony. CARP Growers will contribute $3,800 to backfill printing costs associated with posters made for the June graduation. CARP Growers had already contributed $7,800 to Parents for Carpinteria High School for large student portraits that were displayed around Carpinteria during the month of June and to provide flower leis to each graduating senior.

Samosa Appetizers CVN

Ingredients:

CHEF RANDY RANDY GRAHAM According to the Samosa Connection website: The samosa probably travelled to India along ancient trade routes from Central Asia. Small, crisp mince-filled triangles that were easy to make around the campfire during night halts, then conveniently packed into saddlebags as snacks for the next day’s journey. By the early 14th Century, it was not only a part of Indian cuisine but also food fit for a king. Amir Khusrao, prolific poet of Delhi royalty, observed in 1300 that the royal set seemed partial to the ‘samosa prepared from meat, ghee, onion and so on.’ In 1334, the renowned traveller Ibn Battuta wrote about the sambusak, ‘minced meat cooked with almonds, pistachios, onions and spices placed inside a thin envelop of wheat and deep-fried in ghee.’

What makes my samosa recipe unique? My version is vegan and instead of deep fried, it is baked. In addition, it has an amazing combination of flavors.

Give these bite-sized appetizers a try!

1 large potato (scrubbed – not peeled yet) 1 tablespoon extra-virgin olive oil 1 small onion (chopped fine) 1/2 jalapeño pepper (remove seeds – chop fine) 2 teaspoons fresh ginger (grated 1 clove garlic (minced) 1/2 teaspoon coriander seeds 1 1/2 teaspoons curry powder 1/2 teaspoon ground cumin 1/4 teaspoon ground allspice 1/2 teaspoon cinnamon Salt and freshly ground black pepper 1 plum tomato (seeded and chopped fine) 1/4 cup frozen green peas 2 tablespoons fresh cilantro (chopped) 1/4 cup vegetable stock (if needed) 1 (17 ¼ ounce) package frozen puff pastry sheets (thawed)

Directions:

Preheat oven to 400 degrees.

Boil potato in the skin for 8-10 minutes.

It is important not to overcook the potato or the consistency will be mushy. Drain liquid, wash under cool water and when potato is cool to the touch, peel and dice into ½-inch cubes.

In a large skillet over medium-high heat, add olive oil. Add onion and

cook until soft, about 3-4 minutes, then add jalapeño, ginger, garlic, coriander seeds, curry powder, cumin, allspice, cinnamon, salt and freshly ground black pepper. Cook about 2-3 minutes. Stir in the potatoes, plum tomato, peas and cilantro and cook another minute. If the filling seems too thick, add a tablespoon or two of vegetable stock. Remove from heat and let cool.

Spoon one teaspoon of the potato filling onto the middle of each rectangle and fold up, bringing the four points up to each other, then pinching at the seams to form a small pyramid and transfer to a baking sheet.

Bake 18-20 minutes or until golden brown.

A poignant opening for new gift & sweet shop

When Lost & Found owners and sisters Susan Ochoa and Patty Boyd signed the lease on their Linden Avenue retail location at the beginning of March, Californians were just wrapping their minds around the gravity of Covid-19. By the time of their soft opening on July 8, the new gifts and sweets store was opening during the most devastating economic and public health crisis in modern history. And yet, as you walk through their doors and into the soft-lit space filled with the aroma of freshly roasted coffee, you can’t help but feel optimistic.

In addition to coffee, the shop features fresh pastries, handmade gifts by local artisans and paintings by local artists, including Ochoa’s shell tiaras and artwork

by Lety Garcia and Cookie Horton. The coffee is to pair with the sweets and to

sit and sip or enjoy while you shop, said Boyd, who has a long history roasting and selling coffee.

“I had a chain of coffee stores from the 80s in Berkeley,” said Boyd, “My sister helped us turn our store into a really popular place—she made the gift store beautiful. Our kids have now launched as adults successfully and we moved here to Carpinteria not ready to retire, so we decided to launch this concept that we had a lot of success with in the 80s with our Espresso Roma cafés.”

Alfred Peet of Peet’s Coffee was a friend and mentor to Boyd, developing the blend that was used in her Berkeley cafés and serving as their green bean provider. “He taught me how to roast and taste coffee. He was the father of gourmet coffee on the West Coast,” said

Boyd. For their Carpinteria brew, Boyd is working with local roaster Greg Novak of Carp Coffee to try and replicate Peet’s blend for the dark roast coffee they serve.

“We’re working with local people,” said Boyd. “I think it’s really important to stay local and keep the café a local establishment, not just a cookie cutter that’s put into any and every neighborhood.”

A cup of coffee at Lost & Found comes in one size and costs $2. The sisters want their shop to be known for a great cup of coffee that you can get really quickly and at a good price. Some customers may be surprised to learn that the gourmet brew is not espresso, but coffee crème, made in a drip machine. The sisters make it twice as strong but only in half batches so the amount of water going through the beans is less—less acidity but just as much flavor

and caffeine, said Boyd. “It’s very strong coffee, very flavorful coffee, and then you add hot milk to your liking.”

When Boyd and Ochoa signed their lease in March, “there was talk about Covid-19, but there was no consensus on what was going to be happening,” said Boyd. A week later, retail spaces were ordered to close. In a time filled with trepidation, the sisters are hopeful. “We have plans to make this business survive Covid and thrive,” Boyd said. “Opening during Covid, I have to say that the local people could not be nicer or more interested or more supportive. It’s just been a joy to meet all the people who are stopping in to find out who we are and what we are doing.”

A trip down Santa Claus Lane

In 1948, a group of enterprising people, the Santa Claus Corp, created a village of shops themed and named after Christmas images. The village sat on the Coast Highway near Carpinteria’s Old Town in the direction of Padaro Lane.

They paid artist Kenneth Vaughn $500 to build a huge head and torso of Santa Claus atop one shop and put reindeer on another. Later, Frosty the Snowman was added to yet another roof top. A choo-choo train for the kiddies, the Santa Claus Unlimited, carried its passengers on a loop of tracks in front and back of the shops. The Santa Claus statue was a marvel, 18 feet tall and weighing 2.5 tons!

In 1954, the 101 Freeway relieved the Coast Highway of its duty of transporting traveling motorists through town.

It effectively divided Carpinteria into two parts, a north and south side. Main thoroughfares like Vallecito and Santa Monica Roads were divided. The bottom part of Santa Monica Road was renamed Plum Street. The new 101 Freeway also cut off the portion of the Coast Highway that led motorists directly through Santa’s village. Santa Claus Corp would have to detour customers off the 101 in Santa’s direction if they were going to survive economically. They came up with the idea of changing the name of their Coast Highway stretch to Santa Claus Lane. They petitioned the Santa Barbara County Board of Supervisors to make the change. Here’s how the proposition went down as reported by the Santa Barbara News-Press on Nov. 25, 1955: After tossing the issue back and forth for several weeks the board of supervisors today voted to name that portion of the old Coast Highway fronting the Santa Claus section near Carpinteria, Santa Claus Lane. The name change had been requested by the Santa Claus Corp, and other property owners along the road. It had been opposed by Vera Arnold, president of the Plasti-Glaze Co., 3785 Coast Highway, on the grounds that her current address is known throughout the country.

No one was on hand to discuss the name change. The motion was carried unanimously. Later, Supervisor R. B. McClellan served notice on the board that he would not vote again to change the name of a country road or street for commercial reasons. “We should establish a policy against such a practice” he said. “Those are my sentiments” commented Supervisor Paul E. Stewart.

The name change to Santa Claus Lane proved to be a boon for business. Billboards on the 101 lured in the traveling motorists. The lane became so popular that the owners of the Date & Olive

Shop, Patrick and June McKeon, began a worldwide mail order business via catalogue. The McKeons were also allowed to create a mini-post office inside the shop that did a booming business during the Christmas season. It was permitted as a substation of the Carpinteria Post Office. One could mail Christmas cards and have them post-marked from Santa Claus, California!

Anecdotal stories about Santa Claus Lane have been the subject of books, magazine articles and TV shows. Here are a couple more from the author’s family experiences. The original Frosty the Snowman was a beautiful creation built in the late 1950s by the owner of the Frosty Shop, Bob Roberts. He hired a crew of carpenters, including Maurice Reyes (father of the author’s wife, Valerie). The rotund Frosty, unfortunately, wasn’t around long as a strong wind blew him off the rooftop. The snowman was replaced by a skinnier aluminum version playfully said to have been melted by the sun. Dan Campos, one of the many engineers to conduct the Santa Claus Unlimited over the years, remembers a little boy in 1970 trying to board his train while it was moving.

The boy succeeded in getting one leg in, but the rest of him dragged onto the platform. Horrified, Campos came to a screeching stop. The boy’s mother quickly came to his rescue. Unfazed, she said, “It happens,” while licking a napkin and cleaning his wounds.

Santa’s Village at Santa Claus Lane is now a thing of the past, gone. Newcomers to Carpinteria must surely be baffled by the lane’s name that offers little trace of its Christmas past. New shop owners on the lane have petitioned the Santa Barbara County Board of Supervisors to rename it, but this time true to the vow made by Supervisors McClellan and Stewart in 1955, to no avail.

As far as the creations that once graced the roof tops of Santa Claus Lane, one can still catch a glimpse of the

original Santa’s head and torso. Look to the mountainside of the 101 Freeway between Rice Road and Del Norte Avenue next time you are traveling through Oxnard.

A skinny Frosty replaced the rotund one that was blown off the roof by a strong wind. It was acquired by Tom Merkel in the late 1980s and placed in his Cuyama Valley property. Merkel has passed away, but according to David Griggs, curator of the Carpinteria Valley Museum of History, Frosty is still most likely sitting in the Cuyama Valley, off of Highway 33 opposite the Half Way Café.

The Santa Clara River Estuary was a graveyard of tattered driftwood, tangled kelp balls, a rotting sea lion carcass that was so putrid it could only attract a pair of turkey vultures. A high ceiling of overcast kept the early morning comfortably cool. The sand was coarse and gritty, perfect for breeding and nesting western snowy plovers and especially California least terns.

There aren’t many places left along the California Coast where least terns can nest without disturbance.

Locating them isn’t easy either. Scanning with my binoculars at a certain level was my best strategy. Standing on top of the berm was a mistake. Most animals, especially when they’re busy breeding, denning, nesting and rearing young, don’t want to look up at a potential threat. They are easily spooked. Staying low is always the best option, but when it comes to least terns and a steep berm is involved, standing is simply fine.

The berm at the Santa Clara River Estuary grows gradually. The best scanning placed me at the bottom of the berm, so I was head level where least terns sunned themselves and plovers scampered after beach hoppers.

The birds remained comfortable and they continued with their feeding, preening, breeding, tending to their unhatched eggs or hungry chicks.

California least terns are the smallest terns in North America. In California, they are listed as endangered due to the usual suspects: habitat degradation, disturbances by dogs and people—so no big surprise there.

Mostly white with a black cap and a yellow beak, I typically heard their calls of kee-zink, kee-zink before spotting them, usually as they swooped along and hovered momentarily overhead. Without binoculars it was almost impossible to track them. Once they landed in the sand locating them became even more difficult. So, I did a lot of waiting and watching. Seems like when I did that and patience took over, things came together in some form.

If parents weren’t busy trading out on incubating their eggs, then they were focused on making the next least terns. There’s a somewhat comical breeding ritual

California least tern chicks react to their parent flying in with food. involved that included the catch of the day if you’re a least tern that is. The male catches the small baitfish and brings it back to where hopefully at least one receptive female awaits. The male will circle a potential mate several times while holding the fish in his beak. If the female is receptive, she will take the fish and mating commences. Sometimes they mate while the male still holds onto the slippery fish. Somehow the whole ritual remined me of a Seinfeld episode. It’s several weeks before the eggs hatch, and once they do activity ramps up.

I kept relocating the same chicks and watched them double and triple in size as the days progressed. I was

impressed, when even at just a few days old, I observed them gulp down a whole fish. At just a couple days old they are about the size of a 50-cent piece. The baitfish was longer than their minute bodies. Even at triple their own size it was still a monumental effort for them to choke a whole one down. I saw another chick ingest a fish that it couldn’t swallow, and it walked around with a portion of the fish sticking out of its beak for the entire morning.

I always knew when a parent came to feed its chicks.

The adult would be calm with the chicks nestled in a natural depression in the sand, but once a parent flew in with fish, the chick’s demeanor changed immediately. Their tiny wings were extended and their mouths agape as they stumbled across an obstacle course of windswept granules of coarse sand, cobble, decaying giant bladder kelp and splintered driftwood, just to reach their attentive parents and their catch.

By August, most least terns begin their return trip to South America, their fall and winter stomping grounds.

By next spring, usually April, they come back to various beaches in California, the ones that may appear to be the least desirable, the beaches that appeared a little like they did 300 years ago.
