On Tuesday, Sept. 14, Carpinterians participated in deciding whether or not California’s governor, Gavin Newsom, would be recalled. The results are in, and Governor Newsom has retained his position with a landslide “no” on the recall vote, with 64% of statewide votes and 65% in Santa Barbara County. At a Carpinteria polling site at the United Boys & Girls Club on Foothill Road, on Tuesday afternoon, volunteer Linda Kitt directs eligible voters to the voting booth.

Avofest postponed

The California Avocado Festival will be postponed to 2022, which the organizers attributed to the fluctuating nature of Covid-19.

“It is with heavy hearts that the California Avocado Festival would like to announce that our event currently scheduled for Saturday, Oct. 2, 2021, is postponed until 2022,” the board of directors said in a press release released through the city of Carpinteria.

The festival had been scheduled for an in-person event on Saturday, Oct. 2. According to the release, the decision to postpone was made due to capacity concerns and the uncertainty surrounding Covid-19.

The famed festival typically draws several thousand out-of-town visitors.

The festival will still hold a pop-up show at the Farmer’s Market, and some smaller events, to be announced.

Compassionate Care of Carpinteria (CCC) will hold its third annual The Light Shines Ahead virtual event on Wednesday, Oct. 6 from 6 p.m. to 7 p.m. The free event’s keynote speaker will be nonprofit leader, adventure seeker and author of “My Wild and Precious Life,” Cynder Sinclair.

Sinclair will deliver a presentation of her life’s journey and how Hospice of Santa Barbara eased her grief after her father’s sudden death and provided support to her entire family while her son was dying of cancer and after his death.

Before coming to Santa Barbara, Sinclair led the San Joaquin County Child Abuse Prevention Council and founded two local nonprofits to meet the needs of farmworker families in the San Joaquin Valley. Sinclair is also the founder of and lead consultant for Nonprofit Kinect, providing consulting services for nonprofits in the areas of board leadership, fund development and capacity building, as well as executive coaching for nonprofit leaders in transition.

At its regular Monday meeting, the Carpinteria City Council voted to declare the period between Sept. 15 and Oct. 15 as Hispanic Heritage Month.

The resolution on declaring Hispanic Heritage Month explained that national Hispanic Heritage Month began in 196 as Hispanic Heritage week, under President Lyndon Johnson. t was written into law in 19 .

“Sept. 15 is significant as a starting date for Hispanic Heritage Month because it is the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. n addition, Mexico and Chile celebrate their independence on Sept. 16 and Sept. 1 , respectively. Furthermore, Columbus ay or a de La Raza, which is Oct. 12 falls within this 30-day period,” the resolution reads.

The resolution further stated that of the city’s population identifies as Hispanic.

During public comment on the matter, Leslie Westbrook, along with Suzanne Requejo and Erick Trigueros, announced their proposal for an art mural project in Carpinteria that “celebrates the Latino history in our community.”

“When first saw the beautiful murals in this community, it dawned on me that we have a community that is almost 50 Latino, and 0 of the schools, and nothing has been done to address the history of this community through art,” Westbrook said.

“We hope the city council will support us in our efforts, we’re open to ideas (...) and we’re hoping to partner with the arts center.”

Over 30 community members gathered at the Seal Fountain to remember loved ones at the HopeNet of Carpinteria candle light vigil held on Friday night in recognition of World Suicide Prevention Day. The council also voted to declare the month of September as Suicide Prevention Month. The resolution reminds Carpinterians that there were 1.3 million suicide attempts in the .S. in 2019, and that 7,511 Americans died by suicide in the same year. According to the resolution, suicide is the 10th leading cause of death in the .S. Roberta Lehtinen, the current president of HopeNet of Carpinteria, a group that provides education and resources to the area to prevent suicide, spoke during public community on the city’s declaration.

“I appreciate this resolution very much, and we all know that every day, every month, is suicide prevention month,” she said. “ just want to thank the city for bringing this sad and di cult subject to the forefront. We need to reduce the stigma of mental illness, suicide in our country and in our world, and I want to thank the city for supporting HopeNet as

a community partner with a community grant.”

“The first responders and the frontliners, they not only deal with the victims of these suicides and attempts, they are also victims with the stress that they suffer in their lives, going home and having to decompress and still be mom or dad to their families, so it’s a tough battle.”

Mayor Wade Nomura said he received a request for the resolution to clarify that every day should be suicide prevention day.

Library board of trustees meeting

The council took a short adjournment on Monday to allow for a meeting of the library board of trustees – also made up of the five city council members to establish the second Monday of each month, at the same time and place as the regular city council meetings, as the regular library board of trustees meetings.

As of Sept. 9, the county has administered 523,674 total doses of the Covid-19 vaccine. Now, 56% of the county is fully vaccinated, up from 55.3% last week.

CDC recommends third doses for immunocompromised people

The Centers for Disease Control and Prevention (CDC) is recommending that people who are moderately to severely immunocompromised receive an additional dose of the Covid-19 vaccine, the county rea rmed in its weekly update.

The third dose should be received at least 2 days after the second dose of the Pfizer or Moderna Covid-19 vaccines.

“People with moderately to severely compromised immune systems are especially vulnerable to Covid-19, and may not build the same level of immunity to two-dose vaccine series compared to people who are not immunocompromised,” the county said in a press release.

Immunocompromised people include those who have been receiving cancer treatment; have received an organ transplant and are taking medicine to suppress their immune system; have received a stem cell transplant within the last two years; have moderate or severe primary immunodeficiency have an advanced or untreated HIV infection; or are actively being treated with high-dose corticosteroids or other drugs that can suppress the immune system.

For those who are not immunocompromised, the Department of Health and Human Services announced that Covid-19 vaccine booster shots are planned to be

available this fall.

As of Sept. 9, 56 of Santa Barbara County is fully vaccinated, up from 55.3 last week. The county has now administered roughly 52 ,000 doses of the Covid-19 vaccine.

Between the week of Sept. 3 and Sept.

9, 7 0 new Covid-19 cases were recorded in the county, for a total of 6 5 active cases, six new deaths and 62 hospitalizations.

There have now been 0,2 0 total cases of Covid-19 within the county, and 7 total deaths.

The county is also seeking community responses for a survey analyzing how Covid-19 has affected the mental health

of members of the community, and what the county can do to further help mental health responses. The deadline to respond to the survey is Sept. 30. The survey is available at recoverysbc.org covidrecovery.

Vallecito project moves forward after Commissioner Callender casts deciding vote

After reaching a 2-2 impasse at its previous meeting, the Carpinteria Planning Commission decided Sept. 7 to deny the appeal filed by neighbors opposing a second-story addition to a home on Vallecito Road.

The decision allows for the renovation and construction of an 856 square-foot second-story expansion of a home on Vallecito Road and settles a months-long dispute between the homeowner and neighbors who felt the project would be too large.

At the start of the Sept. 7 meeting, applicant Manuel Martinez, the owner of the home, asked for clarity on whether the 2-2 vote on Aug. 2 meant the appeal failed or was still in question. “ t’s in limbo,” Chair Jane Benefield said. “We decided to meet again and hear the whole thing again, which is what we’re doing here.”

Martinez defended his project and said he felt like everything was within the scope of the neighborhood. “All ’m doing is just adding on to an existing house,” he said.

Martinez hired a historian who found the house started as a cottage in 1935, before the lots were traditionally subdivided in the area as they are now. The house is old, he said, and needs to be re-done to update and improve energy e ciency, heat retention and to “enhance the architectural appearance” of the property.

The Vallecito home is the largest in the 3 -home neighborhood and is the only property in the area that takes up an

entire “through lot” that would normally be subdivided into two properties, at over 13,000 square-feet. n the Aug. 2 meeting, Benefield and Commissioner David Allen voted to support the appeal against the project, and Vice-Chair Glenn LaFevers and Commissioner John Moyer voted to approve the renovation as is.

At the latest meeting, Allen questioned whether the metrics for measuring the property and its “footprint” can be affected by the size of the lot. The project must be in proportion to existing buildings, he said, and expanding the property could double its footprint, creating an imposing out-of-place property in the neighborhood.

“None of the other two-story structures are as imposing and bulky, and fill the view as this one would,” Allen said.

The commissioners who voted in favor of the applicant’s proposed expansion pointed to Martinez’s persistence and patience with the red-tape bureaucracy involved with the process and added that the property owners should not be punished for having a bigger lot.

“I feel that the applicant has tried diligently to work with the Architectural Board of Review, to satisfy the neighbors, and like (LeFevers), I don’t think the house is out of scale with the neighborhood,” Moyer said. He also said he had visited the property and spoke with Martinez, who showed him the home and area, and Moyer felt comfortable with the project as proposed.

Callender, who was absent from the Aug. 2 public hearing when he was out

of town for the birth of his grandson, was the deciding vote in the denial of the appeal.

“I’m prepared to vote against the appeal and in favor of allowing the project to move forward,” he said prior to the vote. “I realize that’s going to disappoint some people.”

He applauded the neighbors and community members for pushing to have their voices heard on the issue and allowing the city to assess all aspects of the project, and said it was hard to vote

against commissioners he highly respects, but he added that that is all part of the process.

The appeal was denied in a 3–2 vote, with Benefield and Allen opposed, affirming the community development director’s decision to approve the Vallecito remodel project and allowing construction to begin. The neighbors who filed the appeal have 10 days to file another appeal to City Council, but it is uncertain whether they will choose to move forward.

City seeks public input for district mapping Starting in 2022, residents will elect district representatives

The city of Carpinteria has begun transitioning from at-large City Council elections to district elections, a process that will result in five separate districts represented by one city council member each. The city is encouraging members of the public to participate in the process, starting with learning more and providing input into district mapping.

“There will be numerous opportunities for the public to get involved, including a series of outreach meetings scheduled for this month,” said Olivia Uribe-Mutal, program manager for the city of Carpinteria. “In this critical phase, we are collecting the ideas and opinions that will shape district boundaries and ensure representation of the smaller communities within our larger community.”

The goal of the process is to have the mapping complete by the spring of 2022 in order to implement the districts in the election scheduled for November 2022.

The first series of public meetings will take place in September, and organizers have arranged for various days and times in order to maximize public involvement.

Meetings will be held on Monday, Sept. 20 at 5:30 p.m.; Wednesday, Sept. 22 at noon; and Sunday, Sept. 26 at 2 p.m. Attendees are welcome to participate virtually or in person at City Hall, 5775 Carpinteria Ave. Moving forward, a variety of tools will be made available for the public to contribute to the district mapping process. These include digital and hard copy maps that residents are encouraged to use to provide their district boundary suggestions.

Is Parking Lot 3 a paradise?

Those of us old enough may recall some of the lyrics to Canadian folksinger Joni Mitchell’s song “Big Yellow Taxi”: “Don’t it always seem to go / That you don’t know what you got till it’s gone / They paved paradise and put up a parking lot.” Did Parking Lot 3 just become a paradise on’t you find it ironic that a paved parking lot has become – by some in our community – a paradise worth saving?

As children we used to stop at the old train station, which was sadly demolished years ago and replaced by the current parking lot. In our comings and goings to the beach, a stop at the train station was always part of our day. It was so much fun to watch the trains come and go and to see all the activity at the station as passengers arrived and left. It was really neat to watch a conductor grab a mail bag attached to a pole as the train went by, or to hear the clickety-clack from the telegraph o ce.

I sorely miss our old train station and am somewhat excited that it may be resurrected as the Surfliner nn project. But I’m in sort of a quandary here. I never liked the parking lot, and I certainly don’t like what it is projected to become. Is a compromise possible? No pink hotel, but perhaps a restaurant or boutique with a swinging hot spot. But frankly, because of climate change and sea levels rising, I really don’t see much of a future for any project at that location. The rail line and coastlines are being washed out all along the tracks north and south of us, and there is a sign posted at the train station that says, “Elevation 7 ft.”

A walk down memory lane

I very much enjoyed reading about Carmen Robitaille’s 90th birthday celebration in the Sept. 9 edition of the Coastal View News (No. 27, Vol. 51). You see, in this crazy “six degrees of separation” world we live in, Carmen and I are connected. When I was a child growing up in the San Fernando Valley, Carmen’s father, Dr. Villar, was my family physician.

Dr. Villar started his practice in Los Angeles, but in the early 1960s, he relocated to the San Fernando Valley community of Encino. About that time, my family moved from Sherman Oaks to Encino, and when my mother enrolled my brother and me at Our Lady of Grace Catholic School, she asked the school secretary for the name of a local doctor. From then on, Dr. Villar did all our exams and treated all our illnesses. To this day, I remember his kind and gentle manner.

I don’t remember exactly when and how I made the connection, but I do recall being at a Carpinteria Valley Little League baseball game long ago and telling John Robitaille, “Your grandfather was my doctor!”

Almost every Sunday, I drive down to Encino to visit my mom. She is 89 years old and still lives in my childhood home.

I always bring her a copy of the Coastal View News so this last weekend, she was especially interested in the Sept. 9 edition, reading about Carmen Robitaille, and reminiscing about Dr. Villar. It really is a small world.

As we look around and see the turmoil caused by the Delta variant, and with Covid-19 rates increasing globally at such an alarming rate, I am proud to report the vaccination rate in our community exceeds all areas in our county and most areas in the U.S. “Go Warriors!” as we say in Carpinteria, in honor of our schools opening for the year, and in appreciation for their efforts as well.

We do, however, need everyone to keep pursuing 100% vaccination rates.

Friends and family will listen to their friends and family. If anyone is in doubt, please ask them to get accurate information on immunization from our Santa Barbara County website and not to listen to hearsay claims on social media.

Currently, 74% of Carpinterians are fully vaccinated, and 83% of Carpinterians have had their first shot.

Santa Barbara County, however, is not in as good of a position, with Covid-19 peaking again in mid-August at 27.5 cases per 100,000 people, now subsiding slightly to 19.1 per 100,000 people. These rates are still too high to return to our normal behavior and we need to take all precautions seriously. We may not know exactly what the end of the Covid-19 pandemic will look like, but we do know how to avoid another spiral into econom-

Besides the medical issues, some people are seriously affected by the emotional rollercoaster we have been on, experiencing frustration and the sense that the Covid-19 pandemic may never end.

The blessing that we do all have is living in Carpinteria, the true paradise of California; thank you, to all of you that live here. There are a lot of things we can all enjoy – with appropriate precautions of course. We can enjoy walks on the beach, on the boardwalk or on the trails, play pickleball or tennis at the local courts, visit the art gallery or the Alcazar Theatre or catch up in our great outdoors and enjoy our beautiful weather. Whenever I need to clear my head, I just go for a walk and realize how truly fortunate I am to live here in Carpinteria.

For over 30 years, the California Avocado Festival has been a family-friendly free event held on Linden Avenue in the heart of Carpinteria. The board of the California Avocado Festival had every intention of hosting the “Back to The Roots” community centered festival again this fall. With the Covid-19 vaccination cards requirement and a limited capacity, holding the festival down Linden Avenue was not possible due to the many arteries that would need to be monitored and controlled by fencing and security.

We hold safety measures in the highest regard so our community members can enjoy the Avocado Festival safely and continue with our incident-free track record. After looking into compliance with all the Covid-19 restrictions implemented by the state, city and medical authority, we decided to find a feasible alternative for the 2021 festival. For the festival to be possible and to comply with all the different agencies’ regulations, it would need to be a fenced-in, low-capacity event. The board planned to host this year’s California Avocado Festival on the Linden Field as a gated event.

After much consideration, it was decided that hosting a paid entry gated event would change the character of the festival and not reflect the intentions of the California Avocado Festival as a community-based, inclusive, family-friendly free event that we have enjoyed in the past. This led to the di cult decision to postpone the festival again this year.

Obituary

Kristin Renee Martinez 8/26/1982 - 9/5/2021

Kristin Renee Martinez, 39 years young, passed away on Sunday, Sep. 5, 2021. Born on Aug. 26, 1982, she is now in Heaven with her mom and dad.

Kristin was one of the sweetest, kindest souls in the Carpinteria community and beyond. She always had a smile on her face and a positive attitude. She was always ready to make plans for fun. She never met a stranger she didn’t know.

Kristin was a hard worker in the food service industry and loved to play on her days off. Kristin loved to surf, fish, hike, watch baseball and football, hit the casino and eat good food – which brings us to some of her endearing nicknames: “Cupcake,” “Ding Dong,” “My Roll Dog” and “Mermaid.”

Kristin was a big part of the Carpinteria community of family and friends. She worked at Esau’s Cafe for years, Zookers Restaurant, The Food Liaison and always loved her crew at The Palms and The Press Room.

Sweet Kristin, you will be sorely missed. You were a treasure on this planet. May you ride waves in Heaven with your dad.

Kristin Martinez is survived by her step-father Ed of San Marcos, California, her sister and brother-in-law, Jennifer and Addison Walls of Tifton Georgia, her niece, Riley – who she loved so much – and her stepbrother, Nathan from San Clemente, California, and her stepsister and husband, Jessica and Rob of Tampa, Florida.

A private funeral service and burial will be held at a later date. A “Celebration of Life” is scheduled for Saturday, Sep. 25, 2021 at Jelly Bowl at 1 p.m., followed by a paddle out at 2 p.m.

Updates to Public Health Covid-19 guidance

Carpinteria Unified School District has received updated Covid-19 guidance from the California Department of Public Health. The foundational principle of this guidance is that all students must have access to safe and full in-person instruction and to as much instructional time as possible.

In California, the surest path to safe and full in-person instruction, as well as minimizing missed school days, is a strong emphasis on Covid-19 vaccination for all eligible individuals – this will get Covid-19 rates down throughout the community. Emphasis is also placed on universal masking in schools, which enables no minimum physical distancing and allows all students access to full in-person learning; more targeted quarantine practices, keeping students in school; and access to a robust Covid-19 testing program as an additional safety layer.

Recent evidence indicates that in-person instruction can occur safely without minimum physical distancing requirements when other mitigation strategies, such as masking, are fully implemented.

Of the school district’s 324 employees, 90% provided vaccination documentation, and the remaining 30 unvaccinated employees were tested on Friday or during the weekend with no reported positive results. Only two positive student Covid-19 cases and one vaccinated adult breakthrough case were reported during the first two weeks of school.

Local Control and Accountability

The Santa Barbara County Education O ce is required to review and approve the district’s Local Control and Accountability Plan (LCAP) along with an annual update prior to the approval of the district’s budget. The approval process incorporates a comprehensive review of fiscal and programmatic elements of the plan. Based on this review, it has been determined that all required areas have been met, and the LCAP is approved for the 2021-2022 school year.

Breakfast and Lunch Program

Governor Gavin Newsom’s 2021-2022 budget includes the approval of universal free meals for all TK-12 students, beginning in the 2022-2023 school year.

While funding for 2022-2023 has yet to be allocated, the Federal National School Lunch Program has extended a number of waivers through the 2021-2022 school year.

Parenting classes

The Council on Alcoholism and Drug Abuse (CA A) is offering parenting programs in English and Spanish to all CUSD families. “Parenting Together Classes” will meet weekly over Zoom to discuss a broad range of parenting topics, including the philosophy of nurturing parenting, teens and alcohol, brain development and substance abuse, discipline, building empathy and self-worth and positive ways to deal with stress and anger.

“The SUPER: Substance Use Prevention, Education, and Resources” is a family series for middle and high school students and their parents. Register at (805) 456-1236. A “parenting helpline” is also available Mondays and Fridays between 1 p.m. and 4 p.m., and Wednesdays between 5 p.m. and 8 p.m.

Carp-a-Cabana

The annual benefit Carp-a-Cabana will be held outdoors, in the quad at Carpinteria High School on Saturday, Oct. 23. This year, the Carpinteria Education Foundation (CEF) is stepping out of tradition and will host an adult Halloween-themed event. At Carp-a-CaBOOna, costumes are encouraged. The event will be catered by Omni Catering, also known as Teddy’s by the Sea, and will feature a hosted bar, alongside live and silent auctions. Proof of vaccination will be required at the door.

The event will also honor CUSD’s community partners, Westerlay Orchids, who will host a week-long showroom sale, with 100 of the profits going to CEF to support CUSD students.

Measure U update

The Aliso School modernization is complete, and the campus is simply beautiful. The CHS gym is also complete and in use, although the installation of wall pads and team lockers are delayed.

The CHS administration building’s foundation will be completed this week.

The Summerland School’s construction contracts and documents are almost finished, and the groundbreaking ceremony is scheduled for Saturday, Sept. 18 at 9 a.m. The site demolition will begin the following week, and large equipment will be brought into the staging area on the tennis courts.

FEMA to protect endangered species, settles with environmental groups

A coalition of environmental groups announced on Tuesday that they had reached a settlement agreement with the Federal Emergency Management Agency (FEMA) under which FEMA agreed to expedite environmental reviews of the impacts of its National Flood Insurance Program (NFIP) on all endangered species in California, according to a press release from Santa Barbara Channelkeeper.

In February 2020, six organizations – the Ecological Rights Foundation, Our Children’s Earth Foundation, San Diego Coastkeeper, Orange County Coastkeeper, San Luis Obispo Coastkeeper, and Santa Barbara Channelkeeper filed a lawsuit against FEMA. The lawsuit alleged that FEMA had violated the requirements of the federal Endangered Species Act (ESA) by failing to consult with wildlife agencies to ensure that the implementation of the NFIP in six counties – San Luis Obispo, Santa Barbara, Ventura, Los Angeles, Orange and San Diego – does not jeopardize or destroy endangered species habitat.

Previously, FEMA’s policies incentivized infilling of critical endangered species habitat. Landowners seeking to construct buildings in flood plains (i.e., low-lying areas near waterways) are required to purchase flood insurance. To exempt themselves from flood insurance requirements, landowners were able to petition FEMA for revisions of the o cial flood plain maps.

To move a property out of the floodplain, landowners could propose adding layers of fill to the land to artificially raise the elevation of the property. In doing so, critical endangered species habitats were sometimes destroyed. Until now, FEMA has not been required to consider the impacts that its flood insurance program has on endangered species. In Santa Barbara County alone, FEMA has implemented at least 528 revisions to the 100-year floodplain maps.

Given the substantial overlap between the 100-year floodplain and designated critical habitat for endangered species,

This week FEMA settled a lawsuit with environmental groups, for violations to the federal Endangered Species Act (ESA). The coalition of environmental organizations requested that FEMA conduct a Biological Evaluation with the US Fish and Wildlife Service to develop a new process that accounts for endangered species.

Under the settlement agreement, FEMA will expedite its endangered species review of the NF P’s effect on all endangered species in California.

County supervisors consider tightening restrictions for outdoor cannabis farming

In just two weeks, zoning permit approvals for outdoor cannabis “grows” will likely reach the 1,575-acre cap that was set by the county Board of Supervisors for unincorporated areas outside the Carpinteria Valley – if the growers with permits are able to get their business licenses, authorities say.

Signaling a dramatic change from past policy, the board voted 3-2 on Tuesday to direct planners to draw up a cannabis ordinance amendment that would require a more stringent permit, called a conditional use permit, for any outdoor cannabis operation that doesn’t make the cap. The amendment would apply to all unincorporated areas except the Carpinteria Valley, where the board has set a 186-acre cap on cannabis grown in greenhouses.

Supervisor Joan Hartmann, who represents much of the Sta. Rita Hills, a federally designated American Viticultural Area west of Buellton, proposed the change. In recent years, the county’s approval of permits for 350 acres of cannabis in the Sta. Rita Hills has provoked three lawsuits and generated bitter conflicts with vintners and Buellton residents.

Cannabis critics have long complained about the smell of pot that wafts into their neighborhoods and wine tasting rooms at harvest time. Vintners fear that the smelly gases given off by cannabis could harm their grapes and there have been clashes over potential pesticide “drift” from grapes.

Applications for 250 additional acres of cannabis are in the pipeline and under review for the Sta. Rita Hills, county reports show. On Tuesday, Hartmann raised the possibility that the cap on cannabis cultivation might be lifted in the future, though she says she “absolutely” does not support such a measure.

Under existing permit regulations, most outdoor cannabis growers can’t be required to install odor control technology, reduce the size of their operations or provide large buffers from neighboring farms and homes.

“If we look at the Santa Rita Hills, the die is pretty much cast,” Hartmann said.

Conditional use permits, she noted, would require future cannabis projects to be “compatible with” and “not detrimental to” surrounding neighborhoods.

In this way, Hartmann said, the county could require the latest innovations in odor control for all such projects.

“Our current standards might seem quite dated in the future, if we open up that cap,” she said.

Board Chairman Bob Nelson of Orcutt, who represents a portion of the Sta. Rita Hills, agreed with Hartmann, and so did Supervisor Das Williams, who represents the South Coast from eastern Santa Barbara to the Carpinteria Valley. Williams said, “I agree we should not go past the cap; it’s too soon for that.”

Supervisor Steve Lavagnino of the Santa Maria Valley and Supervisor Gregg Hart, who represents western Santa Barbara and the Goleta Valley, opposed requiring conditional use permits acrossthe-board for outdoor cannabis, saying they had no intention of lifting the acreage cap in the first place. Hart said the cap was “the smartest thing we ever did.”

Lavagnino and Williams voted against a motion by Hartmann that would have required conditional use permits for cannabis cultivation and processing throughout the county. Separately, they also voted against her motion to require such permits for the Sta. Rita Hills wine region alone.

The county Grand Jury, county Farm Bureau, Santa Barbara Vintners, Santa Barbara County Coalition for Responsible Cannabis, Concerned Carpinterians, the cities of Buellton, Goleta, and Carpinteria and a host of homeowners’ associations urged the board last year to require conditional use permits for cannabis projects as a way to rein in an industry they viewed as disruptive and out-of-control.

“My o ce has been working towards this for a long time,” Hartmann said after the hearing. “We want to have an opportunity to take what we’ve learned and apply it to future permits.”

Marc Chytilo, an attorney for the coalition, said the group “has asked for conditional use permits because they give the county much greater over cannabis projects.” And the acreage cap, he said, is “the third rail in Santa Barbara County’s cannabis permit process, a central element that limits the scale of the industry here.”

“The board’s unanimous endorsement signals that the cap is here to stay,” he said.

Williams said he voted in favor of conditional use permits this time because

he and Hartmann had not been able to secure a per-parcel cap on cannabis in the Sta. Rita Hills, and because, in the North County, “I am not always seeing growers working with the Planning Commission to modify projects.”

Finally, Williams said, “I want to discourage applications that go far beyond the cap.”

It will take six months to draw up the ordinance amendment and go through public hearings, Plowman said.

In two separate hearings before the board on Tuesday, a handful of growers and their agents pressed the supervisors to lift the 1,575-acre cap. One attorney

suggested recalculating it, based on the actual canopy of the marijuana plants and not the entire area covered by hoop-houses. Several growers said the cap could hurt the county because, if or when interstate cannabis trade is legalized, the current glut of cannabis would quickly become a thing of the past. Still others said they had gotten caught up in the drawn-out permit application process, only to watch the clock run out on them.

Among the petitioners were Jay Pretto and Eric Lightman, who said they have been trying to obtain a conditional use permit for a five-acre “grow” near Lompoc since 2019.

CHS grad awarded scholarship to pursue career in winemaking SP

Carpinteria High School class of 2021 graduate Mercy Torres will be attending Cal Poly San Luis Obispo this fall on a full ride through a winemaker scholarship from Delicato Family Wines.

Torres, who will be pursuing her studies through the Wine and Viticulture major, said she is “so excited about moving” into her dorm at Cal Poly SLO. “My senior year (of high school) went by pretty fast. t was a little bit crazy. was doing all the scholarship applications, all the college applications, but was online so that was helpful,” she said, adding that she is glad that she got at least a few months of attending her final year of high school in person.

Torres first fell in love with the art of winemaking while working at Corktree Cellars on Linden Avenue. She said that she doesn’t have a big background in agriculture, and that growing up, her parents weren’t drinkers.

“We never really had alcohol around the house growing up,” she said. “But working at Corktree for the last two years, I (began to) appreciate the relationship between food and wine and education.

I would fall in love with the labels and would read the back.”

It was then that she decided to look into pursuing the career professionally, checking out colleges that have wine

and viticulture majors and applying to scholarships related to the field.

This is the first year that elicato Family Wines has awarded a winemaker scholarship: both to Torres and Ariana Godina, a Madera South High School graduate.

The scholarship and mentoring program is geared toward Black, ndigenous and people of color (BIPOC) and covers tuition and living expenses, provides paid summer internships and guarantees a job after graduation.

The scholarship was initially geared toward one person however, the winery made the decision to award it to two students, after a rigorous application process.

“This scholarship program represents Delicato’s continued commitment to helping the next generation of leaders pursue their dreams. We applaud Ariana and Mercy for all of the hard work and dedication that has brought them this far. We are excited to be a part of their bright futures, and we look forward to the innovative contributions these students will make to our industry,” Chris ndelicato, chief executive o cer, said in a press release.

Torres got the opportunity to tour the winemaking facility earlier this year. She said it was then that “it became real” what she was doing, and she said she is excited to start her collegiate career this fall and get hands-on experience in winemaking.

United Boys & Girls Club, Carpinteria searches for staff to meet needs

BY EVELYN SPENCE The United Boys & Girls Club, Carpinteria is searching for a new assistant director among other club staff, CEO Michael Baker confirmed.

“The number one thing for us is we really need a strong assistant director in Carpinteria,” he said. “We’ve been looking to fill the position. deally, would want someone who is a little green, because they’re going to be trained by our existing club director, who is retiring at the end of the year. That would be number one on my list for the Carpinteria Club without question.”

Baker said it has been di cult to hire staff during the Covid-19 pandemic, and that he needs a “steady hand” in the position for the club to continue to help kids.

The club welcomed back students ahead of the school year, at a modified capacity due to social distancing restrictions.

Typically, the club sees 130 kids a day in non-Covid-19 times now, the club is seeing 70 or 0 kids a day, most of whom are struggling after a year of distance learning.

“We’ve been operating in summer mode (capacity) for the past 1 to 15 months,” Baker said. “ t’s been challenging.”

He added that he has seen a large learning gap that appeared during Zoom learning.

“At our Carpinteria (Boys & Girls Club), 60 of our members are on free or reduced lunch, which means they live on or below the poverty line. When you factor in that those kids weren’t able to go to traditional schooling, (it’s been di cult),” he explained.

“Kids are struggling as it is. That visual, hands-on touch, you don’t get that through oom. These kids have grown further and further behind.”

To remedy that, the club will be focusing heavily on the educational component over the next few months, pushing its traditional homework assistance programs, such as Freckle, an educational program that helps students with Math and ELA. Baker added that he has seen a lot of feedback from parents who are eager to help their children recover from the struggles of distance learning, and who were “grateful” that the Boys & Girls Club could be a place for kids to go while their parents worked or searched for new jobs. “(Our) overwhelming feedback was, ‘Thank God the Boys & Girls Club was here.’ For parents who lost their job in the pandemic, they need a place for their children to go. They would drop them off at 7:30 in the morning and we would make sure they got them in their programs, and

The United Boys & Girls Club is focusing on closing the learning gap which emerged during Covid-19 distance learning.

“What means more to me and anyone else is the noise, the sounds of kids laughing, having fun. Our clubs were empty when we were doing distance learning in conjunction with the schools and very quiet, because obviously kids have to study. But hearing kids running around again, playing games… when you work in a Boys & Girls Club, and the whole focus is working with kids, it’s centered around fun. Hearing those sounds again is just like music to my ears.”

Teens come “Together Again” for mural

Thirty-nine teenagers participated in this year’s summer mural program at the Carpinteria Arts Center. In addition to the mural’s title, “Together Again,” the project – led by artist John Wullbrandt – had an underlying theme of gratitude, said Janey Cohen in a speech at the mural’s unveiling on Sunday.

“In July, when John and I gathered all 39 of these panels together and looked at them, it was clear that the underlying idea being expressed in the paintings was gratitude,” said Cohen. “Central to this sense of gratitude were the health care workers who had worked and still are working tirelessly through the pandemic to allow all of us to gather in places such as here, together today.”

At the center of the largescale mural is a panel by Raven, 18, who dedicated her piece, a large portrait of a masked nurse dressed all in white, to healthcare workers.

“I wanted my piece to highlight an important reason why we are all ‘together again,’” she said in her artist statement.

This year, due to the Covid-19 pandemic, the artists worked on their panels at home. This structure – while a modification to the community youth art event in years’ past – allowed each artist to have more time to paint. Because they were at home and working independently, Wullbrandt noted that some artists were able to express themselves more completely “and in many cases worked in an uninhibited manner.”

Wullbrandt said that while it came with challenges for the program’s small group of volunteers working behind the scenes, it was important to keep the tradition of helping Carpinteria teens paint a summer mural.

“The pandemic forced us to reinvent the project so that it was in keeping with the ever-changing restrictions the general population has needed to continually adjust to,” he said, “…we got creative and

‘safety first’ was our motto.” The mural is sponsored by Carpinteria Beautiful and the Carpinteria Woman’s Club.

Each artist submitted an artist’s statement along with their 2’ x 2’ section of the mural, Wullbrandt explained, recommending that viewers take the time to read the statements which are on the mural’s legend.

“You will be very surprised, entertained and in some cases reassured that the future of our community seems be a bright one in the hands of this up-andcoming generation,” he said.

Teens addressed a wide variety of interpretations of the “Together Again” theme. Jenna, 16, painted two people in an embrace in her piece “Hug,” saying, “Never underestimate the power of touch.” Abigail, 12, said her painting was about “everyone on the beach, finally together again.”

“The Day is Coming,” by Jordan, 12, depicts the same basketball hoop empty in the dark on one side and in the light in action on the other. “The reason I made this was to show how I felt during quarantine, and how I couldn’t play basketball for almost a year,” he said.

In her fantastical painting, “Opposites Attract,” Emma P. depicted two dragons intertwined. She described the painting as “despite their differences, two dragons still find it within themselves to come together as friends, or even lovers, when they need it the most.”

Wullbrandt said that he hopes the young artists see the mural as “a collaborative work of art that is unique, important, beautiful and something to be proud of.”

“We adults have much to learn when paying attention to these young citizens.

I am proud to say they are my fellow artists and that they do fine work. Go see it. You will not be disappointed,” said Wullbrandt.

n its first annual summer comedy series, the Alcazar Theatre Ensemble premiered LOL a comedic performance in eight acts, each a distinct play. The show brought many Carpinteria’s players back to the stage who hadn’t performed live since the start of the pandemic. sa Olsson, who directed two of the short plays, said that being back at the theater gave her goosebumps. She said it is fun and rewarding to work with the LOL players, who she called “a diverse group of actors.” Olsson, who is on the Alcazar Board of irectors, also mentioned the theater’s new green room that the cast members enjoyed. Actor Hal Price added that he was “so excited the theater is back and we can do this safe and sound.”

“There’s no feeling like that (being back on stage),” said actor Sarah Weitzman. “Especially (performing) in front of people you know. The production has been a lot of fun to be in it and to watch the different ones. They’re all so different.” Weitzman has performed in past Alcazar productions of “A Christmas Carol,” among others.

The show had several players familiar with the Alcazar stage, including sabelle Marchan, who along with studying computer science at CLA, is a promising actor. Marchan had not been on stage since the Covid-19 pandemic began and said that it was “really awesome to be back, and interesting to go back into the theater after over a year or so.”

Library introduces programs highlighting Latin American immigrants

The Santa Barbara Public Library has introduced a series of programs that highlight Latin American immigrants in Santa Barbara County, as part of the California Humanities Library nnovation Lab grant, the library announced Tuesday.

The programs highlight music, poetry, art and Latin American food, the library said in a press release. Programs include an art gallery exhibition, “Things We o Not Say: ntergenerational Conversations Through Art on Taboo Subjects in mmigrant Families” a poetry and zine workshop focused on bilingual adults a recipe contest and “An Evening of Afro-Latino Music and ance with Radio Caf .”

The concert will take place on Oct. 15, at 5:30 p.m. at the Central Library Lower Plaza on 0 E. Anapamu Street the exhibit will run between Sept. 15 and Oct. 30, at Faulkner Gallery Central Library and the poetry workshop is on Oct. 1 at 5:30 p.m. at the Eastside Library Outdoor Patio.

Carpinteria artist featured at Santa Barbara Maritime Museum

Photographic artist Karen Clark’s work will be presented at a pop-up show on Saturday, Sept. 25, between 11 a.m. and 2 p.m. at the Santa Barbara Maritime Museum.

While deputies were on scene checking the residence, the reporting party changed his story once again, stating that the burglary had occurred hours ago. The residence was cleared and no one was found on scene.

The Ventura California Highway Patrol (CHP) pursued a vehicle from Hwy 101 northbound. A “be on lookout” was broadcast as CHP units were running Code 3 through Carpinteria. The suspect vehicle exited at Casitas Pass Road and continued north. CHP units pursued the vehicle to the dead end of Granada Way, where the five suspects fled. Santa Barbara County Sheriff’s Office units responded, including K92, to assist with the search.

Later this same evening, at about 0400, a deputy contacted one subject at a local gas station, possibly related to the pursuit. The juvenile spontaneously stated he was not driving. CHP responded and took custody of the suspect.

“Vivo”

DUNCAN’S REEL DEAL M AT T D U N C A N “Vivo” – Sony’s new animated movie featuring original songs by Lin-Manuel Miranda – has been ten years in the making. It got picked up in 2010 by DreamWorks, then was dropped, then got picked up again by Sony in 2016, which scheduled its release for 2020. But 2020 was not a good year for movie releases – or anything, really – so Sony moved the date again and again until, viola, here we are in August 2021, and the movie is finally out.

So “Vivo,” which is, in a way, a movie about a journey to the big show, finally made it to the big show. It begins as a tale about Andrés (Juan de Marcos Gonzalez), an aging street musician living in Havana, Cuba, and his partner, Vivo (Lin-Manuel Miranda), who is a spunky little kinkajou (looks like a little monkey). Andrés and Vivo make their living playing music together in the plaza.

Life is simple, but good. It gets more complicated, though, when Andrés receives a letter from the world-famous singer, Marta (Gloria Estefan). Unbeknownst to Vivo, Marta and Andrés used to be partners. Andrés was in love with Marta, but didn’t tell her, because he didn’t want to get in the way of her meteoric rise to fame. Sadly, their paths split.

But now, many years later, Andrés opens Marta’s letter and learns that she wants to reunite. She’s doing a farewell

concert in Miami, and she wants Andrés to join her there.

Andrés hesitates, but only a little. He realizes this is his “second chance.” He has a song that he wrote for Marta long ago, in which he expresses his undying love for her, that he plans to finally give her in Miami.

Vivo is less into the idea of leaving Cuba, though he finally relents. But when Vivo goes to tell Andr s he’ll go, he finds that his beloved partner has passed away.

Overwhelmed and grief-stricken, Vivo makes it his mission to deliver Andrés’ song to Marta.

This proves difficult. Kinkajous, it seems, cannot travel freely between Cuba and the .S. Vivo finds a little girl Andrés’ grand-niece, Gabi (Ynairaly Simo)

– who will take him to Florida, but she’s unpredictable and reckless (though admirably spirited), so she is as much of an impediment as an accomplice to Vivo’s mission.

Then comes a flurry of characters uptight girl scouts, love birds, a snake and Gabi’s understandably worried mother – which complicate Vivo and Gabi’s mad dash to Marta’s show in Miami.

This movie is so Lin-Manuel Miranda.

Which is a good thing. Most of the songs are beautifully constructed, fun and lively – it feels like a kid’s “Hamilton” with more wildlife, fewer tri-corner hats and equal amounts of tongue-twisting wit.

However, I also can’t help but mourn what this movie could have been. It is pretty funny, pretty engaging and, at times, pretty moving. But it could have been so much more. It’s like watching a gymnast do a beautiful triple double jump only to see her stumble on the landing.

Take, for example, a scene toward the end in which Gabi chokes up saying that she wants to help let Marta know that Andres loved her because she never got a chance to tell her dad (who died a while back) how much she loved him. What a dagger, right? We should all be sobbing.

Except that, until that moment, we only have a vague sense that her dad died, and we have almost no sense that it is on Gabi’s mind.

Compare that to a moment in Pixar’s “Onward” when the older brother reluctantly confides in his younger brother that he has a fourth memory of their late dad (we thought it was only three): when he was too scared by the tubes and wires in his dad’s hospital room to say goodbye to him. This moment had set up – we heard multiple times about the brother only having three memories of his dad. And it comes with context and detail that makes the moment come alive. Now there’s a dagger! Commence sobbing.

It’s tough not to imagine what “Vivo” could have been in the hands of Pixar.

It’s not just the scene with Gabi – little stumbles on the dismount are all over the movie.

Which isn’t to say that this movie isn’t good. It is. Again, it’s like watching a beautiful triple double jump. Perhaps it would be understandable, and certainly forgivable, to just overlook the dismount.

“Vivo” is rated PG for some thematic elements and mild action.

Carpinteria boasts a ripe history of aviation, and much of it can be attributed to the high-flying, boundary-pushing Bauhaus family. William Bauhaus unfortunately fell victim to his love of flight. He was a passenger in the plane pictured at right when it fell from the sky and buried its engine four feet deep in a Carpinteria bean field. As the authors of the “ mages of America: Greater Carpinteria” book stated, “Triumphs in early flight often went hand in hand with tragedies.”

Warriors took 3rd in the prestigious Malibu Tournament at the “Shark Tank.”

Warriors water polo takes third in Malibu tournament

arpinteria’s boys water polo s uad which is first in its division in the latest CIF rankings – had a strong showing in a three-day tournament in Malibu, taking third place overall.

The Warriors headed into the 20th Annual Varsity Water Polo Tournament held at alibu igh School confident and undefeated and won their first two back-to-back games against Malibu and Palisades.

Carpinteria drops third loss of season

Channel Island snapped a 26- game losing streak last Thursday with an emphatic 33-0 victory that handed Carpinteria its third loss on the season.

The game started with a bang, with Channel Islands returning the opening kickoff for an 89- yard touchdown.

The Warriors’ Hunter G arcia snagged an interception in the second quarter that looked like it may have been a spark for a Carpinteria comeback, but the Raiders got the ball back and quarterback Edgar Mendoza found receiver Hector N avarro for a touchdown to go into halftime with a 14-0 lead. hannel slands never looked back and cruised to its first shutout since a victory over San Marcos in September 2016.

The arriors are now - and will be looking for their first victory this year as they hit the road on Sept. 17 to face Brentwood.

“The goal is to keep improving each week and play hard,” coach Mario Robinson told Coastal View Ne ws. “We need to eliminate the mistakes and capitalize on the opponents’ mistakes and execute in all phases of the game.” obinson said arpinteria has gotten a few great plays on special teams in the first few weeks and hopes to build on that going forward.

“Special teams have been solid to start off the season, we need to make a few big plays on special teams,” Robinson said.

Carpinteria girls volleyball loses in three sets at Bishop

Bishop Diego’s Brick House was more like a “Brick Oven” for the Carpinteria girls volleyball team, as a seventh-straight loss leads the girls to an 0-7 start.

Despite the hot temps in the gym, coach Brett Shellaberger said, the Cardinals pulled out a full sweep victory of 25- 8, 25- 15 an d 25- 18.

Carpinteria got off to a slow start early on, Shellaberger said, but the team picked up steam as the match continued. The outside-hitting duo of senior Alex Z apata and junior Ainsley Anderson provided several points in kills and serves.

The Warrior’s next games are against Santa Paula and Hueneme.

Carpinteria girls tennis with two big victories

The Warrior’s girls tennis squad struggled early in the season, but recently the team has turned it around and picked up two straight wins against Villanova Prep and Channel Islands.

The team traveled to Ojai and battled 93-degree heat in a non-league match against Villanova.

“We ended up winning, 13-5 but had a real lack of energy,” coach Charles Bryant said. The heat definitely played a role but we struggled in sets and certain situations where I would not think we would.”

Z ahra Porinsh went 3-0 in singles, though she was challenged in two of the sets.

Against Channel Islands, Bryant said, Carpinteria played a much more complete match today and sailed to a 13-5 v ictory.

“I thought we really performed well in doubles today, winning eight out of nine sets,” he said. “We were challenged, and our girls rose up to the occasion.”

Carpinteria is now 3-3 overall with matches coming up against Providence and San Marcos.
