City ends First Friday program

The city of Carpinteria has dissolved the Carpinteria First Friday Committee, ending the city’s monthly promotional event for the downtown T. The committee was created by the Downtown-T Business Advisory Board (DTBAB) which was established in the 1980s to provide local business leaders a collective avenue for promoting commerce in the city’s downtown area. The First Friday program, created in 2008/9, came out of the recession as a way for the city to support businesses by hosting cultural events to draw people downtown.

As the economy has picked up, businesses have participated less and less in First Friday events, according to City Manager Dave Durflinger. “It became difficult to get businesses involved or for business owners to apply to sit on the committee,” said Durflinger, who noted that the DTBAB “takes cues from businesses” on what they need.

Durflinger also noted that City Council’s pro-business policies provide “economic vitality” by “keeping the downtown safe and functioning well,” with clean sidewalks, street sweeping, infrastructure improvements, well-maintained restrooms, parking management to ensure parking turnover and law enforcement. “All of that supports businesses downtown,” said Durflinger, “We’re creating a context for businesses to be successful.”

Cannabis industry adds $458 million annually to county

The Economic Forecast Project of the University of California, Santa Barbara has released a preliminary economic impact report on the estimated impacts of the cannabis industry on Santa Barbara County.

The study estimates that cannabis growers in Santa Barbara County spend 51 percent of their total expenses locally.

Growers spend $785,000 per acre on local goods and services yearly, not including payroll-related expenses, taxes, licensing and other fees.

Currently, the county has an estimated 156 acres that are legally cultivated with industry-wide expenses estimated at $122 million per year (excluding payroll, taxes and licensing).

According to the report’s assessment, cannabis growers in the county employ approximately 16 people per cultivated acre with an average yearly wage of $65,000, bringing the annual payroll cost per acre to nearly $1 million. For 156 legally cultivated acres, 2,500 jobs are created providing a total annual compensation to workers of $161 million.

The cannabis industry, the report states, directly supports an additional 2,400 jobs through spending in the local economy and 1,100 jobs indirectly through the activities of suppliers and employees, bringing the total impact of cannabis on area employment to 6,012 jobs.

The report’s summary preliminary finding is that the total economic impact of the cannabis industry in Santa Barbara County is $458 million per year.

Surf ’n’ Suds Beer Festival releases new collaboration IPA

surf ‘n’ suds, the beer festival with a surf twist, will please sun seekers and brew sippers for the seventh year in a row on saturday, Aug. 10, on Linden Field at Carpinteria state Beach from 11:30 a.m. to 4:30 p.m. At this year’s fest, organizers will release the third edition of the Carpinteria tres Cervezerias Collaboration beer crafted by island Brewing Company, brewLab and rincon Brewery. this year, the trio has brewed a session ipA fermented with Kolsch Ale for surf ‘n’ suds. Colder fermentation temperature paired with the hopping rates of a pale ale showcase Citra and Azacca hops, making for a unique offering which is refreshing while still maintaining a hoppy profile.

“We decided to create an official beer of surf ’n’ suds,” said Andres Nuño, event organizer, “and we thought the best way to do that was to work with all of the local breweries in town. Needless to say, it was an instant hit.”

Obituaries

Mario George Zaragoza Sr. 10/31/1943 – 7/26/2019

Mario George Zaragoza Sr. went to be with the Lord on July 26, 2019. Mario was born in Santa Barbara on Oct. 31, 1943, to Ramon and Tomasa Zaragoza. One of eight children, the youngest of six brothers, Mario loved to play with all of his siblings as a child.

In 1958, while hanging out in Carpinteria, Mario met his future bride (Connie Rodriguez) through a cousin of his. In July of 1962, Mario and Connie were married and welcomed their first child a few months later, a daughter named Rachelle.

Two years later they welcomed their second child, a son whom they named Mario Jr., and two years after that they welcomed their third child, another son named Anthony Sr. Mario would later develop a passion

for riding Harley-Davidson motorcycles through his older brothers Ernest (Pinky) and Ray in the 1970s. After living in Santa Barbara throughout the 1960s and early 70s, Mario, Connie, and their three children moved back to Carpinteria.

In the mid-late 70s, Mario began working for Applied Magnetics Corporation in Goleta where he would remain until his retirement in 1998 to stay at home to take care of his beloved wife Connie. In the early 80s, Mario joined a local biker club called Los Amigos out of Santa Barbara.

In 1985, Mario and Connie purchased their home in the new sub-division of Carpinteria called Seacoast Village where Mario would live out the rest of his days, raising his family and working in his yard.

Mario loved to be in his garage building Harley-Davidson models, doodle drawing, putting together puzzles, doing yard work, spending time with his family and spoiling his two Chihuahuas Rosez and Scooter. He also loved to go on road trips on his motorcycle with his wife during their younger years. Mario took his family to Sturgis, South Dakota three times in ‘88, ‘90, and ’94, for the annual Harley-Davidson motorcycle rally.

Mario was predeceased by his parents Ramon and Tomasa, his brothers Ernest (Pinky) and Ray. He is survived by his wife of 57 years, Connie, three children, Rachelle (Rick), Mario Jr., Anthony Sr., 10 grandchildren, and 11 great-grandchildren, brothers Alex, Gilbert Sr. and Raul, and sisters Anita and Lola.

Richard Bury 4/18/1946 – 7/21/2019

Rick joined his ancestors after following their guidance for 73 years.

After receiving his birth certificate in Hollywood, California, life brought him to the Coarsegold family ranch in the foothills of the Sierra where he developed an early love for the outdoors.

Six years later he moved to Santa Barbara. Here he attended Jefferson Elementary School, Santa Barbara Junior High and Santa Barbara High School where he met people who remained special lifetime friends.

Rick’s college years were shared between UCSB, Chapman College and the University of Hawaii, where he graduated with a degree in Anthropology.

Over the course of his life, Rick constructed houses in Florida and the Bahamas, worked avocado orchards, built kayaks, worked as an anthropologist, a photographer and a rock art cultural resource management consultant for Public Lands, locally, as well as in the Grand Canyon and Vandenberg Air Force Base. Rick formed two businesses: The Best of What’s Left, a fine art photography business, and with two partners, he established the Rock Art Documentation Group or RAD. He served the public as a firefighter with the Carpinteria Summerland Fire District for nearly 30 years, retiring as Fire Chief.

It was during the firefighting years that he met his wife of 29 years, Carol, while backpacking in the Los Padres National Forest. Rick enjoyed the road less traveled, preferably accompanied by Carol.

He visited many countries, embarking first with a Semester at Sea through Chapman College and continuing into his adult life in search of hidden rock art throughout the world. Rick and Carol’s honeymoon included a memorable two months hitchhiking, backpacking and exploring in Southern Africa. Carol navigated their other extensive trips to Peru, Australia, Brazil and the painted caves of France. Each year, their Christmas card delivered greetings from places across the globe. Closer to home, the wilderness of the American Southwest was always calling.

Rick was a classic longboard surfer.

Surfing since the ‘50s and living in the Carpinteria area allowed him to surf uncrowded beaches from Baja to Hollister Ranch. He played guitar and loved live music, frequently attending concerts, preferring the small venues and sitting ‘up-close’ and always to the ‘left of center.’

In addition to surfing and music, he enjoyed kayaking, backpacking, photography and reading. The backcountry and the ocean provided refuge where he found peace and calm. “Dawn Patrol” walks to Jelly Bowl provided great joy when he was no longer able to backpack or surf.

The oldest son of Richard and Dorothy, at an early age, he became guardian of his two brothers, John and David, following the premature death of his mother. Two family members very close to him, his youngest brother and a nephew, predeceased him.

Rick treasured his small extended family, pals at the gym, rock art and archaeological compadres, music associates, hiking buddies and lifetime friends–all who have uplifted him. Rick takes many great memories with him.

Rick was a lovely, generous, patient, gracious, Renaissance man. Always offering encouragement and comforting words to others while he himself lived courageously with advanced prostate cancer. He was Carol’s champion and companion. Words cannot express how much he will be missed.

Rick passed on July 21, 2019.

To celebrate his life, it would honor him to be remembered through donations to the Santa Barbara Natural History Museum Anthropology Department (2559 Puesta Del Sol, Santa Barbara, CA 93105), or Citizens for Carpinteria Bluffs (P.O. Box 700, Carpinteria, CA 93104, carpinteriabluffs.org), organizations close to his heart.

There will be a private celebration of life at a later date.

Parking lots, not good neighbors

Parking lots are fraught with negative impacts on the environment and they are harmful to human health. According to the city’s Downtown “T” District map, all 18 boundary lines of the city’s existing parking lots either border streets or commerciallyzoned properties. Not a single city lot boundary borders a private residence.

The city’s proposal to place a public parking lot against private homes in the beach neighborhood is not in harmony with the neighborhood nor consistent with public parking lot placement throughout the city. Such an action would necessarily cause harm to property values of many parcels. No household wants to have a public parking lot as their immediate neighbor!

A coalition of neighbors asks the City Council to maintain its consistency of public parking lot placement and keep them away from abutting private homes.

Plant natives, restore butterfly habitat

I appreciated the article last week regarding invasive plants from Alena Steen (“How to stop the spread of invasive plants,” CVN, Vol. 25, No. 45). In addition to removing invasives, I believe it is important to plant natives. When it comes to milkweed, the plants on which Monarch butterflies depend, this is critically important. The exotic (non-native) species that are found in many local nurseries and stores are actually more harmful to the Monarchs because they harbor pests that kill caterpillars before they can transform into the beautiful butterflies that we cherish (and whose numbers have declined by over 80 percent).

Yes, nurseries in Santa Ynez grow native milkweed and they can be found at the Saturday Farmer’s Market in Santa Barbara every other Saturday, and the Ojai Farmer’s Market every other Sunday.

If you have the exotic milkweed, which has orange-red flowers, please consider removing it and replacing it with natives.

Calscape.org is a great resource to determine local natives.

ADA is crucial to parking lot debate

There is a sizable fine for unauthorized parking in an ADA parking space.

Is there a penalty for removing existing accessible spaces from the city lot? How does Carpinteria plan to replace the four handicapped-parking spaces that will be lost when the property is developed?

Some of us worked for years to get the city to recognize the need and the law that requires parking for people with limited mobility. Making the world less accessible in the 21st century? Not nice.

Given the number of drinking establishments in town and the tens of thousands of visitors who attend our popular festivals consuming an impressive number of beverages, how does the city plan to deal with the loss of the public toilets?

An increasing number of businesses have posted that their toilets are for employees only. When you got to go. You got to go.

Also, please do not overlook the need for loading zones for the numerous Uber and charter buses that will serve the new inn, dropping off and picking up guests.

You wouldn’t want to block use of the public sidewalk with luggage and personal belongings.

Progress comes at a cost. Accessibility and toilets shouldn’t be expendable.

Cannabis, let it grow

Carpinteria’s vibrant ag economy is here to stay, thanks to cannabis, and I thank our county supervisors for having the foresight to let it grow. We have an abundance of greenhouse farms as part of our local landscape. That existing infrastructure was made to grow plants.

The success of our well-respected ag growers depends on their ability to meet the challenges of a changing ag economy and a win for them is a win for us. Cannabis has boosted our economy without new development or changing the way we live. We were ready-made to handle this exciting industry and have reaped the benefits. Aside from hundreds of local jobs, I’ve seen many property improvements on lands surrounding the farms and the appearance of new life in our agricultural sector.

I am afraid to think about what Carpinteria would be without a robust ag economy, and thanks to cannabis, I have nothing to fear.

Stop building before it’s too late

Most Carpinteria residents choose to live in this special community because of its natural beauty, its friendly faces and slow-paced lifestyle. The future of Carpinteria is at a critical fork in the road, however. Early signs of overcrowding, traffic snarls on Carpinteria Avenue during rush hour, and shortened tempers have begun to slowly emerge in our little town.

Knowing when to say “enough-isenough” in regard to building and developing the land, as history has shown, is not one of our strengths as human beings. The quaint Los Angeles suburb that I grew up in during the ‘70s and ‘80s is now just a shell of its once-charming self because of overdevelopment. With overdevelopment came air pollution, noise and light pollution, traffic jams, crime, and subsequently, disgruntled and frustrated residents. Unfortunately, this similar scenario has played out in so many beach towns, resorts and cities up and down our Golden State.

I highly commend Al Clark (currently

the only City Councilmember who has taken a stand against the proposed Train Station Inn) for having the wisdom and foresight to understand that building a three-story “boutique hotel” in town would not be good for the future of Carpinteria. And I thank him for listening to the voices of an overwhelming number of residents who are adamantly against it.

We are all just temporary guardians of this very special, nine-square-mile piece of earth called Carpinteria. Let’s nurture it. Let’s take care of it. Let’s not repeat the same mistake that so many other communities have made in California by not knowing when to stop building.

Beach neighborhood doesn’t want hotel

How could the city government of Carpinteria be pursuing the idea of imposing a public parking lot at the bottleneck to our downtown beach neighborhood?

Two years ago, over 150 people signed a petition against the idea that was submitted to the city, yet they persist.

Why would they favor supporting a hotel developer over Carpinteria citizens?

No one would vote to put a parking lot entrance at the tightest point of our downtown beach neighborhood access.

We are already subject to train crossing delays day and night. There is a busy pedestrian crossing nearby that crosses Linden at The Spot. For goodness sake, even tsunami warnings.

This parking lot idea makes no sense.

“A No-Brainer”

By Joan T Esposito Proud Member of Concerned Carpinterians In response to the article found in the July 25th, 2019 edition of the Coastal View authored by Debra Herrick titled: “Williams pushed for odor control in the Coastal Zone,” I would first like to refer to Supervisor Das Williams’ statement where he is quoted to have said, “To me, moving odor control up in the process, through the permitting, is a no-brainer.” One has to ask oneself, where has his brain been for the last three years?

In this article he also refers to the pro-cannabis crowd and the one that is critical of cannabis. The anti-cannabis or the critical cannabis crowd, as he constantly refers to is “Concerned Carpinterians.” Williams knows all too well that “Concerned Carpinterians” are not against cannabis. As usual, Williams invents his own truth to suit his own purposes while trying to hide from his constituents why “Concerned Carpinterians” was formed.

To set the record straight, “Concerned Carpinterians” was first conceived when a group of strangers first met last January. We found each other on a local web site called “Nextdoor” Strangers whose families’ health and life styles were being gravely affected by the odors and emissions permeating from the cannabis growers’ farms. Cannabis growers who started to grow cannabis without the proper odor and air filtration systems. “Concerned Carpinterians” are neighbors and families from across the city of Carpinteria, who were once strangers to each other brought together because of mutual concerns. Our group consists of Democrats, Republicans and Independents. We have all come together out of love for our community.

The grave concerns of “Concerned Carpinterians” have also been expressed, over the last three years, in letters to the editor in this newspaper from other community members. What are our concerns? We are concerned about health, respiratory illnesses, headaches, breathing problems, air quality, falling property values, safety and crime issues, and damage to our reputation as a uniquely charming beach town. Last but not least, we are very concerned about what is happening to our students and teachers at Carpinteria High School. As the Carpinteria District Superintendent Diana Rigby stated in her letter of February 5, 2018 to the County Board of Supervisors and especially to our own elected supervisor, Das Williams: “By the afternoon, our students and staff are reporting ill effects such as headaches from the nauseating odor of cannabis.”

Over the last three years, Supervisor Williams has not adequately responded to (in fact he has ignored), the ill effects the cannabis growers have had on his constituents and on our children in the High School, the Boys and Girls Club and Girls Inc. Only recently has Williams started to make some positive moves on odor abatement because of the pressure that is being put on him by “Concerned Carpinterians.” Williams has been dismissive of our concerns publicly and many times downright rude to members of “Concerned Carpinterians.” We are his constituents who he was elected to serve and protect.

The latest pressure that has been put on him to address the concerns of his constituents and the high school students are documented in a recent article by Laura Capps concerning our high school students. His major concern right now is the possibility of Ms. Capps running for office against him.

I would like all of us to think about a very sad situation that was referred to by Mike Wondolowski in his article which was published in the August 1, 2019 edition of this newspaper “Something to think about: starting this fall, there will not be any students at the Carpinteria High School who know what it is like to be in a high school without the cannabis odor throughout the school.”

Deputies responded to a bus stop on a report of a battery on a city employee.

A woman with a history of public intoxication arrests was smoking at a bus stop when she was contacted by Carpinteria code enforcement officers. She hit one of the code officers with a large bag.

The woman was placed under citizen’s arrest and then taken to Santa Barbara County Jail.

Deputies conducted a bar check at a pub and located a vodka bottle (onequarter full) in a storage area behind the bar. In addition, two empty bottles of vodka were found in the pub. The pub only has a beer and wine permit. The pub shut down for the night and a report sent to Alcoholic Beverage Control to document the incident.

At about 4 p.m. a man left his car unlocked while he went into a fast food restaurant to get some food. The man returned to his car and discovered that the loaded 9mm Beretta handgun he had left unsecured in a bag had been stolen from the car.

A caller reported that a neighbor threw a rock at his drone as he was flying it. The rock missed the drone, but landed on his back patio.

Deputies were dispatched for a report of a man walking into the bedroom of a sleeping 14-year-old female. The man reportedly rubbed her back and side and the girl woke up. He was booked at Santa Barbara County Jail on two felony charges.

7:37 p.m. / Drunk in Public / Lookout Park

A man was reported by the park host to be very intoxicated and unable to stand. Upon arrival, deputies saw that the man was drunk to the point that he could not care for his own safety. He was arrested and booked into Santa Barbara County Jail.

A Lompoc resident was stopped for having an obstructed rear window. The man had marijuana in plain view. A probable-cause search revealed methamphetamine in his backpack, as well as two pipes. He was arrested and booked into Santa Barbara County Jail.

A woman was contacted because she was known to have an outstanding warrant for her arrest. She was booked into Santa Barbara County Jail.

Beachfront home remodel sparks moral quandary for planning commissioners

At the Aug. 5 meeting of the Planning Commission, commissioners approved all of the evening’s applications, however, they did so with fraught pessimism in the first—an extensive beachfront remodel— and easy optimism in the last—acquisition of 21.2 acres of the Bluffs for a public park.

The Sinclair family beach house, 4921 Sandyland Road, is a legal nonconforming residence consisting of two condominiums in the flood hazard zone. The Sinclairs propose an extensive interior and exterior remodel with no change to the land use footprint, while improving the functionality, privacy and aesthetic of the units.

The home is vulnerable to sea level rise and is in an area that could be included in a managed retreat program when the city’s General Plan is approved with recommendations from the Sea Level Rise and Vulnerability Report. Commissioners raised legal and ethical questions around approving investments in homes in an area that studies predict will be highly impacted by flooding in the near future, potentially making the homes uninhabitable.

“What’s the city’s liability when we approve these plans (knowing the vulnerability to sea level rise)?” asked Commissioner Jane Benefield. Legal counsel commented that at this time, based on the current policies and General Plan, there is a legal grey area. Redevelopment below 50 percent of a property’s value is the common threshold before requiring compliance with FEMA and the city floodplain regulations. The proposed Sinclair renovation is estimated at 36 percent.

“Sea level rise is a concern,” stated Commissioner John Callendar as he cast the singular dissenting vote. “It’s disappointing to me that the city continues not to include that information in the staff analysis… The current version of the General Plan—not updated to include the Sea Level Rise and Vulnerability Report—is broken.

“I understand that the city is reluctant to place itself in legal jeopardy by telling property owners, ‘No, you can’t do this,’ based on information that is not reflected in our current policies,” continued Callendar, “But we on the planning commission are not city staff. We do not represent city staff. We also don’t represent the applicant, necessarily. We’re here to represent the interest of the applicant and the larger community that the applicant is a part of.

“Given that the policy apparatus that we have is broken, to my mind, approving this project significantly extends the life of that property at that location and it significantly degrades the city’s ability to pursue managed retreat as a response to sea level rise. By approving this project … we are knowingly deciding that we are going to place the community at greater risk of flooding. A short-term choice that forces worse options on the people who come after us,” stated Callendar.

Sustaining their approval of the project, the four other commissioners agreed that Callendar had pointed out a meaningful problem, with Benefield commenting, “I feel like I’m between a rock and a hard place. I believe it’s incumbent upon either getting this adopted or some policy discussion that we come to some agreement on how to deal with this. Soon.”

But Benefield was clear, “The remodel is great. My concern… high tide, sea level rise… We are not acting on that, we are acting on your request to remodel.”

“Residents have to live there, and they can’t make improvements on their

home and investment? That’s a taking,” reasoned Commissioner John Moyer. “It’s an improvement. It opens up some justifiable concerns, but I’ll side on the value of human nature and support this project.”

rincon Bluffs, open space forever

In an uncontentious and unanimous vote, commissioners approved the city’s acquisition of approximately 21.2 acres of land within Bluffs 3 planning area for public park, trail and open space purposes as consistent with the city’s General Plan/Coastal Plan. The property is now owned by the Land Trust of Santa Barbara County, which partnered with Citizens for the Carpinteria Bluffs, the city of Carpinteria, the county of Santa Barbara and 1,300 community members to raise the $7.9 million to purchase and preserve the undeveloped land in 2017.

With funds from three governmental grants, the city plans to purchase the property from the Land Trust for longterm stewardship. The uses of the property will be restricted by a conservation easement, ensuring that the Bluffs will be a permanent open space. City staff stated that there were plans for a small parking area, restrooms and upgrades to the Carpinteria Coastal Vista Trail, as well as proposals to take out invasive plants and to restore the natural habitat that had been previously scraped bare.

Speaking on behalf of the Citizens for the Carpinteria Bluffs, Arturo Tello said, “I’m here to celebrate and thank the Planning Commission for acquiring the bike path making it possible to connect Bluffs 1 and Bluffs 2… It’s a wonderful hiking area, you’ll find a lot of wildlife, the biggest lizards you’ve ever seen, a lot of rabbits … fabulous plants in the spring. … I’m grateful to the Land Trust for having done this.”

The Planning Commission also unanimously approved the construction of a new single-story residence at 650 Concha Loma Drive on a potentially significant archeological site. The property owners, the Woods, had originally presented a two-story design to the Architectural Review Board, however, amidst serious concerns from neighbors regarding height and privacy, the owners had significantly redesigned the property as a

Teen farmers head to county fair

This year, Carpinteria High School’s National Future Farmers of America (FFA) program has 150 students with a cohort of 15 teens raising animals for show at the Ventura County Fair.

Throughout their participation in FFA, students develop skills in leadership as well as building blocks for careers in agricultural science, business and technology.

The FFA classroom experience includes supervised agricultural practice—raising animals or growing plants—along with leadership roles within the organization such as FFA president, treasurer and reporter, among others. After an introduction to agriculture class, students then branch out to more specific disciplines.

CHS offers six to eight different ag classes that meet the requirements of four-year universities.

“We have a stellar group of young men and women registered as CHS FFA members this year,” said FFA teacher Noe Gomez. “Students like Karina Dayka and Isaac Castillo are returning members to the team who offer major support roles to our newer students in animal husbandry and FFA guidelines, while students like Olivia Sheaffer and Natalie Gonzalez have greatly impressed their advisors with their commitment to raising animals and their leadership and integrity when it comes to representing Carpinteria. We are proud to be a growing program, and look forward to many more years of success.”

FFA students will be bringing the animals they have raised on the CHS farm to Ventura County Fair for show competition and sale. Teens have raised various animals including sheep, goats, pigs and steer.

Surf Happens to host youth surf and skate contest

On Saturday, Aug. 10, from 9 a.m. to 4 p.m., Surf Happens will hold its secondannual Board Riders Surf and Skate Contest presented by Channel Islands Surfboards.

Designed to provide a fun and lowpressure surfing and skateboarding contest for local youth, the surf competition will be held at Santa Claus Lane beach, and the skating contest on the Surf Happens shop halfpipe at 3825 Santa Claus Lane.

“Movement is good for the mind, body and spirit,” said Chris Keet, Surf Happens owner and event organizer. “We believe in promoting board sports as a healthy lifestyle.” An opportunity for local youth to gather and showcase their skills, the contest also lets kids glean experience in the competitive environment and learn from the best surfers and skaters in the area.

Age categories for the surf and skate competitions are: U8, U10, U12 and U14, with a Wahines (girls) Open U14 division. Novice surfers can compete with assistance by being pushed into waves.

All heats are 15 minutes long, with the top two waves counted towards advancement and judged on length of ride, size of wave, style and flow, commitment and critical nature of waves ridden, and maneuvers executed. Points are tallied on a 0-10 scale, with a maximum of 10-waves ridden.

The skateboarding component will be held on a 3.5-foot halfpipe at the Surf Happens shop. In addition to the halfpipe competition, there will be a Carver Skateboards Skate Jam/Free Skate area in the front of the shop for warm ups and fun, with a quarter pipe ramp as well. Points will be tallied from both surf and skate contests, with individual and overall board rider champions crowned the day of the event at Surf Happens. The event is sponsored by Channel Islands Surfboards, Carver Skateboards, Lighthouse Skate Shop, Sexwax and Scosche Audio.

Additionally, commissioners approved plans to remodel and change an existing single-family dwelling and detached garage/second unit at 1112 Linden Avenue into a four-unit condominium development with eight parking spaces.

Last year, the Planning Commission had approved an application for renovations of this property, owned by Phari LLC, but City Council denied approval, leading the applicant to sue the city, ultimately reaching a settlement.

The current proposal is less dense than the original and has one less unit.

Commissioners Callendar and Moyer welcomed the modest increase in housing units for the area, while Benefield expressed safety concerns, “It’s trying to make something fit that just doesn’t fit. This lot has a dangerous entrance and exit. It’s a route to school. Carpinteria has been exploring the possibility of forming a CCE partnership with other local agencies for several years.

Since the beginning of that process, more local governments have formed the joint power authorities required to become a community choice energy provider.

In July several local agencies made the decision to either join an existing CCE program or form their own. Carpinteria will be hearing the options available to our city and taking action at the end of August.

There is a lot more to say about providing energy through a public-private partnership, but with an aging electric grid and goals of more renewable sources at both the state and federal level, exploring ways to deliver cheaper, greener electricity to customers is an important step towards making a positive impact on the future of both the environment and economy.

The workshop will help raise funds to support of Patricia Clarke’s award-winning portraiture project “Facing Ourselves.”

Originating in Chile in 1974, the Arpillera movement was formed by women who used scraps of fabric, leather, felt, wood and hand stitching to create narratives of the poverty, violence and repression under General Pinochet’s dictatorship. Arpilleras were secretly distributed and sold to earn money for the women whose families had forcibly A disappeared. of these “desaparecidos” have ever–been found.

Story of transformative agriculture comes to Alcazar Theatre

“The Biggest Little Farm” documentary will screen at the Alcazar Theatre on Sunday, Aug. 11, at 3p.m. Tickets cost $7. The film follows two dreamers and a dog on an odyssey to bring harmony to both their lives and the land. When the barking of their beloved dog Todd leads to an eviction from their tiny Los Angeles apartment, John and Molly Chester make a choice that takes them out of the city and onto 200 acres in Moorpark, as they acquire and establish Apricot Lane Farms.

Naively endeavoring to build one of the most diverse farms of its kind in complete coexistence with nature, the land they have chosen is utterly depleted of nutrients and suffering from a brutal drought. The film chronicles eight years of daunting work and outsized idealism as they attempt to create the utopia they seek, planting 10,000 orchard trees and over 200 different crops, and bringing in animals of every kind—including an unforgettable pig named Emma and her best friend, Greasy the rooster.

When the farm’s ecosystem finally begins to reawaken, so does the Chesters’ hope. But as their plan to create perfect harmony takes a series of wild turns, they realize that they will have to reach a far greater understanding of the intricacies and wisdom of nature—and of life itself.

Jackson Gillies is a 19-year-old Santa Barbara native, winner of 2016 Teen Star and a top-68 contestant on “American Idol” with a country-pop flair to his music. Gillies also campaigns for awareness on both Hydradentis Suppurativa (HS) and Type 1 Diabetes. He presented a TEDx Talk in 2017 on HS to bring this little-known chronic condition into public discussion.

IT’S ALL SURFING CHRISTIAN BEAMISH I was recently interviewed on “The Boardroom” podcast by a surf-industry colleague, Scott Bass. We riffed on growing up surfing in Southern California, the notion of surfing values and the ethical implications of bringing surfboards—and by extension, surf culture—to isolated coastal communities.

Bass asked, “If we go to a place that doesn’t know anything about surfing… and we leave behind boards… who are we to say that this thing that we love so much is going to improve your life?” He went on to imagine the traditional balance in an “untouched” community being thrown off by the introduction of surfing (though I can neither think of a place in the 21st century world that wouldn’t at least have some idea of what surfing is, nor see how the act of riding waves could be bad for coastal people).

“It’s not like we’re bringing in meth,” I said.

“What if you sold the board?” Bass offered “...I’m thinking about free markets.

This kid has a need, it’s a commodity, you sell (the surfboard to him or her) …because (on the other hand) there’s something behind the give: ‘I want you to enjoy Western culture.’”

Now, Scott Bass is a good man— thoughtful and generous. He is the founder of the Boardroom Show, a surfboard builders’ expo held each year at the Fairgrounds in Del Mar that focuses on the art of hand shaping (as opposed to mass-produced, cnc-shaped, or molded surfboards manufactured overseas, typi-

It’s quite possible that neither of us actually know what a free market is—we’re surfers after all, not economists. But I’m reading Wendell Berry just now, his book “The Art of Loading Brush,” which is a continuation of his life’s work chronicling the intricacies of small-scale farming in his region of Kentucky. And in the first couple of chapters he has demonstrated

how the free market in agriculture has resulted in the widespread separation of American farmers from their land, a vast disinheritance. He quotes an Eisenhower Administration official in the 1950s telling farmers “get big, or get out.”

Reading about the destruction of agrarian life in America—conservative, in the sense of providing for oneself, saving and not exceeding the productive capability of one’s land—has me thinking about similar forces at work in the admittedly less-important world of surfing. Just as big agribusiness consolidated vast tracts of land for monocrops of soy and corn, resulting in the demise of the family farm and the loss of many feet of top soil across the nation’s prairie states from six-decades of intensive chemical fertilizer and insecticide use, regionally based surfboard building is subsumed by corporate-financed, mass-production of boards, endorsed by the biggest names in surfing.

For a number of reasons, I shy away from calling out the 11-time world champion Kelly Slater on his investment in Firewire Surfboards, manufactured in Thailand and shipped worldwide: for one, I admire his otherworldly surfing talent—someone that in tune with the ocean has something special happening; two, I don’t know him personally, so I cannot know the reasons behind, or leading to, the decisions he’s made; and three, Firewire isn’t the only company to

“go big” with overseas production. But I can’t help thinking it’s a slap in the face to the shapers who made the equipment that allowed Slater his place in the surfing world—Matt Kechele in Florida, who gave him his start, Al Merrick here in Carpinteria who honed-in the title-winning boards, and others like Simon Anderson and Hank Warner who have made him boards along the way as well.

I’m on the side of the craftsman who has learned his or her craft through years of labor. Is it naïve to think there is a particular value in learning a trade such as shaping, in developing one’s knowledge of surfboards and the ability to bring that knowledge forward in a wellproportioned design? That there is value in the work of it, one board at a time, that is entirely lost when the product is manufactured by workers with no connection to surfing or the distant lands the product is shipped to? No, it is not naïve, and the alternate mode—the “build ‘em cheap overseas” mode—becomes a mere commodities race, a capitalists’ numbers game in which the units come to resemble each other in vacuous, space-age craft with all the flair of a Prius. Naturally, the surfing on these boards assumes the same conformist characteristics.

Do I envision market regulation that would support the artisanal hand shaper and the cultural legacy of surfboards that are associated with a particular region and its waves? Frankly, I don’t know enough about how such a scheme would work to advocate for it, but I do know that surfboards built in a Thai factory and airfreighted out to fill the racks of surf shops in California and across the world have an impact on the longstanding traditions of surfing—it’s a dissociative experience down on the beach when a guy or gal goes running by with one of those weaponized brands under arm.

They have no reference point as to what that surfer’s influences might be, other than a relentless marketing machine.

A surfer-vaquero I know told me once that cowboys can tell what part of the country another cowboy is from by the details of their dress and equipment. If I’m advocating for anything it’s that smallscale board building is artful, and that is reason enough to support it. Small-scale board building is about personal relationships and community. Small-scale board building also creates its own culture, separate from the larger, corporatized surf industry, which I think is what Scott Bass may have been warning of when he suggested we think twice about leaving our surfboards for kids in a remote village.

But more than the surfboard (even the corpo-model) left behind, we do well to remain suspicious of the market forces and underlying agendas that work on us, just as they seek to work on those seemingly as-yet-unaffected village kids.

The Carpinteria Valley Girls Softball League (CVGSL) has been making its mark as champions lately. Last year, the 12U squad went to Nationals in Camarillo.

This year, the 14U girls headed to Nationals in Redding. To earn that spot, the 14U girls competed in the USA Softball “C” State Championship in Lancaster and Palmdale in June.

The journey started last May when team manager Thomas Mendoza and four players from Carpinteria put together an All-Star team. “We didn’t have enough players in Carpinteria, so we reached out to Ojai … and then we had three players from Goleta, and we added one more, Teagan (Haley),” explained Mendoza, whose daughter Mackenzie is also on the All-Stars team.

Alongside assistant coaches, Alex Cruz and Mario Reyes, Mendoza saw slow progress from the squad during the first three tournaments. CVGSL dropped games to Lompoc, Goleta and San Luis Obispo, two by double digit margins. “(We had) three different coaching styles and trying to get everyone on the same page (was difficult),” said Mendoza.

After losing to Santa Paula and Ventura, “We said (to the girls) this is it, if we don’t put it together, we don’t win this game, our season’s over right here,” said Mendoza. Things started to change. A lopsided shutout victory over La Canada and a 17-7 win over Northridge meant CVGSL had qualified for the state tournament. Although they lost to Ventura again

The 14U squad took on teams from San Diego to Carpinteria. They lost to Temple City 12-3, but picked up backto-back wins against stalwarts from South Bay and Hawthorne, 9-7 and 6-3, respectively. They were eliminated by Rancho Trabuco, whose players collectively had an average height of five feet, eight inches. Nevertheless, the effort earned them a bid to the Nationals.

However, CVGSL’s next challenge would be to raise enough money to play six days in Redding, the site of the tournament. Needing roughly $1,500 to $2,000 per player to enter, the league was able to raise around $5,200. Sponsors such as Tom and Kathy De Alba, John and Nancy Koonze, Edward Van Wingerden, along with CARP Growers and Green Leaf Landscape all helped to make it happen.

CVGSL was one of only four “C”

level teams out of 40 to make it to the tourney. They battled against “B” teams who came from leagues with player pools of over 350, compared to the 70 players in CVGSL. Once again, the girls made a good showing, tying for 25th place overall.

Playing in Redding was special for the girls because Redding’s Big League Dreams Sports Parks were designed to

replicate famous baseball parks such as Wrigley Field, Fenway Park and Yankee Stadium. With only 10 players and one pitcher, CVGSL showed their mettle, as they took powerhouse Porterville to seven innings before dropping a 1-0 decision their final game. The girls hope to build upon the momentum of an amazing year as the fall season approaches.

THE TIMES THAT BIND L I S A O ’ R E I L LY Last month I wrote about La Casa de No Problemas, the house my parents built in Campo Lopez, Mexico, in 1981. The home has given my family nearly 40 years of rest, relaxation, perpetual projects and memories.

Of course, there has always been some excitement. It started with the building of the house and hasn’t let up since. I mentioned last month that our contractor, Vicente, was brand new to house construction, and that early in the build a concrete-block wall blew down in a stiff wind.

A letter to me from my mother tells it best: “Our wall is now paving the driveway. Vicente never showed up all weekend. Dad went to Rosarito to look for him, but no luck. On Monday, Roberto came by and told us that Vicente feels that he has killed our house and doesn’t have the money to fix it. Dad told him we just want Vicente to get back to work and not to worry about the wall.” He came back—crisis averted.

After the house was finished, the next order of things was building and filling a “pila.” This is a concrete water storage tank that sits on the hill above the house and is a boon when the water goes off for days without any explanation. The tank was built but then needed to be filled. I happened to be there the day the man came with his truck, which he parked on the road above the house. Waaaaay above the house, up a steep, grass-covered incline, now muddy since it had been

Negotiations still needed to be made, and my four years of high-school Spanish was called into action as it seemed the water man didn’t speak any English. Three times I clawed my way up and slid down on the seat of my pants to seal the deal.

I started with some pleasantries, then asked if he could fill the pila, to which he responded, “Si.” I took this happy news down to my dad, who wanted to know what it would cost. Up I clambered again, grumbling to myself about why I wasn’t told the first time to get that information.

When asked what the cost would be, the water man suddenly had some command of English, and responded vaguely with a shrug of his shoulders, “$10, $20, $30…” Down, up, down again, and the pila was filled for a compromise of $20.

You’d think I’d be remembered by my dad as a hero of the day for all this, but about 10 years ago I learned he’d been telling this story to his friends, with one

fact skewed and not in my favor. As he told the story, it was I who asked the water man if he wanted $10, $20 or $30 for the job, which I construed as an insult to my bargaining skills. So here I have the last word on the episode!

Some of our happiest moments in Campo Lopez are from the people we’ve known: The local fishermen who brought buckets filled with live lobster to our door, six grandes for $30; the tamale lady arriving early enough that breakfast was served; the doctor in Primo Tapia who taught us the word for scorpion when my dad was bitten—alacrán!

Many fellow gringos acquired revealing nicknames: Surfer Dave, A-Frame John, Ken and Barbie. There was also Bagpipe Bob and Bartender Bob. Bagpipe was known to strap on his instrument after happy hour to parade up and down the dirt road, squeezing out pained strains of Danny Boy. Clyde’s house was on the cliff to the

right of ours, and he was the only one who could compete with my dad in the fireworks department. Shooting rockets and boomers from the balconies elicited a lot of ooohs and aaaahs, but it was precarious entertainment as these pyrotechnics often exploded before clearing the launch pad. Clyde once lit a rocket and it took off backwards onto his deck. It spun around throwing sparks everywhere, and the evening was brought to a close when his wife came out of the house, grabbed Clyde by the ear, and pulled him inside.

Parents should also involve kids in picking out their new lunch box, backpack and even picking out their school clothes. Children will feel excited and more independent by participating in their new routine—which will give them a sense of empowerment, security, confidence and independence.

first day. They’ll feel more comfortable with the new school and have less anxiety if they are familiar with the school’s setup (the location of bathrooms, lockers, classes, lunch area, playground, etc.). If possible, kids also benefit from meeting teachers and classmates ahead of time.

It is vital to set time aside every night to talk about the day as a family. What was your child’s peak/valley of the day?

The most difficult part for parents sometimes is getting your child to open up. Starting this tradition early on facilitates an open dialogue. Try to help your child establish the habit of ending each day grateful for something that was learned that day.

For PARENTS ON A BUDGET, what’s the one school supply worth splurging on:

Every school handles school supplies differently. Some schools provide all supplies and some supply a portion of the supplies. Your child’s school might assign parents a list of essential supplies, so, check with your child’s school.

I always request the basics from my parents: backpack, water bottle and lunchbox. I prefer the eco-friendly containers like Planet Box or Earth Hero.

These containers are easy to clean and minimize the use of plastic bags.

Your BASIC EXPECTATION of parents:

Communication is the key with all teacher/parent relationships. I always want my parents to know that they can call, text or email me with any questions or concerns they might have. It is also important for parents to share with their child’s teacher any health or emotional issues that the child or family may be facing. An open line of communication between parents and teachers is a critical component to a child’s academic success.

It is also imperative that your child arrives to school on time. It really is a disservice to your child when he or she arrives to school late because your child is missing out on key academic concepts. This time is also integral in making social connections with other children. Being prompt is also an important life skill that everyone benefits from.

Your BASIC EXPECTATION of students:

Always try your best!

The Golden Rule – Treat others the way you want to be treated. This covers every quality of a conscientious student that I try to establish in my classroom.

It’s OK to make mistakes. In fact, I tell all of my students I expect them to make mistakes. I am constantly pointing out to my students when I make a blunder. By sharing my mistakes, I’m demonstrating that even adults make mistakes and what’s important is to move forward.

YOUR BIGGEST HOPE for each student:

As a teacher, my top priority is to foster a love of learning. For me, the biggest compliment I can receive as a teacher is to hear from parents that their child does not want to go on vacation because he/ she loves school so much and does not want to miss out.

It’s also important to inculcate a sense of curiosity. I want my students to understand that school isn’t just about knowing the answers to somebody else’s questions—it’s about having the curiosity and drive to ask and answer their own questions.

My wish for all of my students is that they feel safe, loved, understood, respected, inspired and challenged.

PARENTS CAN HELP their kids by:

Parents should work to instill a sense of pride and accountability for kids when it comes to school and homework.

Parents need to communicate high, yet reasonable, expectations and goals for their child’s academic achievement.

Take the time to incorporate your child in setting goals and expectations.

Get involved with your child’s school.

There are so many opportunities for parents to support their child’s school.

Students with involved parents are more likely to have higher grades and test scores, attend school regularly and have better social skills. Your involvement is tangible proof of the value that you assign to education in your family.
