Notice of Availability of Draft Environmental Impact Report and Notice of Public Meeting for Carpinteria Advanced Purification Project

Briefly

A Draft Environmental Impact Report (EIR) has been prepared by Carpinteria Valley Water District (CVWD) for the Carpinteria Advanced Purification Project. The EIR addresses all of the resource areas mandated by the California Environmental Quality Act (CEQA). The Carpinteria Advanced Purification Project is located in Carpinteria, approximately 12 miles south of downtown Santa Barbara, in Santa Barbara County, California. The Study Area includes portions of CVWD’s service area within the City of Carpinteria and unincorporated Santa Barbara County adjacent to the City.

The proposed project would construct an advanced water purification facility, injection wells, and pipelines to create up to 1.2 million gallons per day of new water suitable for groundwater recharge and later recovery for potable use. Project components include additional treatment facilities at the Carpinteria Wastewater Treatment Plant (WWTP), pipelines, injection and monitoring wells, pump stations, tanks, and other facilities to produce advanced treated recycled water and recharge it into the Carpinteria Groundwater Basin. The Project footprint covers an up to 40-foot wide corridor that follows the conveyance pipeline, the WWTP site, 10,000 square feet at each of up to three injection well sites, 5,000 square feet at each of three monitoring well sites, and the immediate area around the existing ocean outfall. The pipelines would generally be constructed within roadway right of ways, and would cross U.S. Highway 101 at the Linden Street Overpass.

State puts an end to oil leases off Carpinteria’s beaches CVN RepoRt

Local environmental groups are celebrating the end of four oil and gas leases in state waters directly offshore of the city of Carpinteria, terminated by the California State Lands Commission on June 28.

The leases were purchased by Carone Petroleum Corporation in 1997, at which time Carone proposed to develop the leases by slant drilling from federal Platform Hogan. For more than 20 years, the Environmental Defense Center (EDC), a public interest environmental law firm, has been representing the Carpinteria Valley Association, Get Oil Out! and Sierra Club Los Padres Chapter in opposition to this proposal, as well as a similar proposal by Venoco, to develop the Paredon project.

With the termination of the Paredon leases offshore Carpinteria and the Venoco leases offshore Ellwood, the Carone leases were the last active leases in state waters offshore Santa Barbara County.

“The coast of Santa Barbara County is finally free from the threat of oil drilling in state waters,” said Linda Krop, Chief Counsel of EDC. “The termination of state oil leases also sends a strong message to the federal government that our communities are doing everything in our power to prevent oil and gas development off our coast.”

The Carone leases were located immediately adjacent to the city of Carpinteria, in close proximity to the public open space at Carpinteria Bluffs, the seal rookery and near homes and agricultural fields. An oil spill from development of these leases would have had a devastating impact on the community, wildlife and public beaches. The termination of the leases means that this area will never be at risk for oil development.

Carpinteria Valley Association President Mike Wondolowski commented, “Fifty years ago, our coast was ground zero for the largest oil spill in US waters at that time. (This) action ensures there will be no sequel to that horror movie, and the community of Carpinteria can enjoy the Carpinteria Salt Marsh, Carpinteria Bluffs with its harbor seal rookery, and the beaches in between knowing this threat has been eliminated.”

The state of California has not issued any offshore oil and gas leases since the 1969 Santa Barbara oil spill; however, several leases were approved prior to that date. in 1994, the state legislature passed the California Coastal Sanctuary Act, which imposed a ban on any new leasing in state waters (the first three miles offshore). The act further required that as existing leases were terminated, those areas would be added to the Coastal Sanctuary and permanently protected from future leasing or development. now that the Carone leases have been terminated, that area will be added to the State’s Coastal Sanctuary.

Cannabis-curious gather for an evening of “leaf learning”

A gathering of about 50, generally older (think 60-plus) Carpinterians heard Tina Fanucci-Frontado, Dr. Margaret Peterson, Liz Rogan and representatives from Glass House, Autumn Brands and Cresco farms extol the health benefits of the ancient and medically proven cannabis plant.

The “Leaf Learning” seminar at the Carpinteria Woman’s Club on June 26, hosted by KopSun, focused on specific applications of cannabis in the form of edibles, patches, tinctures and balms.

Old-fashioned joint toking was deemphasized, although the vaping option was mentioned.

Fanucci-Frontado stated that most CBD tinctures available at health food stores originate in China, and only offer an “isolate” compound from the plant, whereas locally grown cannabis utilizes the whole plant for more effective medical

benefits. She also noted that plants grown and sold in California dispensaries are tagged and tracked from cultivation to processing and eventual sales.

When it comes to THC (the intoxicating element of the cannabis plant), FanucciFrontado urged those new to the effects to “go low and slow,” as getting too high can be an unpleasant—though not physically dangerous—experience.

Dr. Peterson spoke of her work in integrated medicine and stated that THC is the effective element in treating pain—there is “no relief from suffering with CBD,” she said.

Graham Farrar of Glass House farms announced that his dispensary, Farmacy, will open in Santa Barbara in August, serving those who are 21 and older. In the context of ongoing controversy surround cannabis cultivation in the Carpinteria Valley, Farrar said, “Meetings like this one are where stigmas get torn down,” adding, “thanks for coming with an open mind to learn about this new frontier.”

Our first district supervisor, Das Williams, sold our soul to the devil. Marijuana growers and their lobbyists promised riches beyond our dreams, rainbows and unicorns. What we got is conflict, divisions, sickness and alleged misconduct.

Das Williams will be remembered for lowering the quality of life, value and character of the Carpinteria Valley. Laura Capps has the opportunity to be remembered for saving our small town.

Who is running this town?

Carpinteria City Council has decided to send letters and resolutions against cannabis farming in Carpinteria to the county and coastal commission.

There are a few problems with that.

Number one is that the city council listened to a group of 12 people who don’t live inside the city.

At the June 17 meeting, when the council decided to come out against cannabis, there was a Cate School rep, Shepard Mesa residents and Polo Fields residents, all saying that cannabis farming is bad.

They also all said that the high school and other schools are suffering from cannabis.

No one from any Carpinteria school was there to corroborate that schools are suffering, other than a resigned school board member. Several people spoke in favor of cannabis farming because youthserving nonprofits benefit from it.

Why is the City Council considering comments from the few? Seemed to me that the majority of people in the meeting audience were in favor of cannabis.

Those against cannabis have invited any media who will listen to shine a spotlight on how awful it is to be here.

Why? Because media flocks to cannabis.

It’s new. “Is it bad, or is it good? Tonight at 11! Small town suffers from newly legal reefer!”

On the experience of the cannabis tour

Whether you are for marijuana cultivation or not, you should take the cannabis tour offered by CARP Growers at the Ever-Bloom Nursery on Foothill Road.

It will open your eyes and mind to the enormity of the cannabis industry in our valley.

I was astounded at the immensity and complexity of the operation. I had no idea it was so huge with even larger operations being planned mainly in the county. The tour began with an explanation of their economic necessity of switching from growing flowers to growing cannabis.

The tour inside showed plants at various stages of growth and how they are cultivated into mature plants. This is a long and arduous process that is tightly regulated throughout its long journey into the final product.

There are still many unanswered questions concerning these vast cannabis operations. Such as: How does this operation affect climate change and how does climate change affect this operation? Where does any runoff from the greenhouses go? Is it harmful to the environment?

No questions were asked about the safety of the Byers System of odor control. Insects are imported for pest control.

What impact would they have on our environment if some escaped? What are the long-term effects of these immense cannabis operations to our community?

None of the cannabis workers wore any protective clothing or masks.

But my main curiosity was, what in the hell do they make here? Turns out, they don’t make anything, they just grow cannabis plants. But we got an idea of what for when they handed out samples to everyone at the end of the tour. It was an artfully packaged container holding a couple of “doobies” with the brand name Pacific Stone—joints rolled with EverBloom cannabis, I presume. I was sort of disappointed that they didn’t make something that would be more beneficial to mankind, but the instructions did say “smoke responsibly.”

The loony left

The recent debates certainly confirmed the fact that the loony left has completely hijacked the Democratic Party. One example was when the commentator asked how many of them supported free medical care for undocumented immigrants.

They all raised their hands. How many citizens will be out of a job with the flood of immigrants who are willing to work for a fraction of their wage?

In case you have not been paying attention, please allow me to list (in no particular order) some of the other things the loony left is advocating for: Only renewable energy; Abolish all but electric cars (how do they intend to produce the electricity to recharge them?); A coast-tocoast bullet train (California has wasted billions of dollars and can’t figure any way to build one to get from L.A. to San Francisco); Replace buildings with ones that are energy efficient; Abolish private health insurance (Do you want the government managing your health care?); A

guaranteed wage of $1,000 per month for everyone (talk about an incentive to not work. This is far from a complete list, but it is all my blood pressure can handle.

What is really scary is that these people seem to have forgotten (or never even knew) the principles that this country was founded upon. If enough people are tricked into believing that government can take care of all their needs, our freedom will cease to exist.

The electoral college matters

The left is continually attacking “the foundational ideas of American governance.” Today, their target is the electoral college.

Article two of the U.S. Constitution grants the power to elect the president and vice president to the states through the electoral college. The electoral college is a blend of the pure democracy of the U.S. House and our federal system with two senators from each state and three from the District of Columbia. The electoral college was designed to prevent the tyranny of big states, as was the Senate that affords all states equal representation. Otherwise, California and New York would pick the president every time.

Why is the electoral college important?

It gives rural states with lower population an equal voice. It forces candidates to moderate their views, create coalitions and appeal to voters in desperate areas.

The electoral college is not about outcomes, but process.

What would it take to get rid of the electoral college? A constitutional amendment that gets 2/3 votes from each house of congress and is ratified by 3/4 of the states.

Today there is a movement by several states to go around the constitution and nullify the electoral college. These states would require all their electoral votes be assigned to the candidate who wins the popular vote. This is unconstitutional, stealing votes and disenfranchises voters.

People who want to get rid of the electoral college are uneducated about the Constitution and want a socialist one-party rule.

Obituaries

Clifden Purcell 3/13/1936 – 6/21/2019

Surrounded by his family, Clifden G. Purcell, husband, father, uncle, coach and friend, passed away peacefully on Friday, June 21, 2019. He was 83.

Born Friday, March 13, 1936 to Irish parents Madeleine (Egan) and Constantine Purcell, Cliff, a natural athlete and an exceptionally good putter on the golf course, had an uncanny ability to draw out the very best in people. He grew up in San Gabriel, California, idolizing his older brother Lionel and his beloved sister Violet. He attended Mark Kepple High School in Alhambra, California, served as a U.S. Marine reservist, and enjoyed a brief stint as a semi-pro football player for the Orange County Rhinos. He moved to Santa Barbara to attend college where he met the love of his life, Janet Bingham. Cliff, a Delta Tau Delta, graduated from UCSB in 1959 and earned master’s degrees from California Lutheran University and University of Southern California.

Cliff and Janet were married in 1961 and enjoyed nearly 58 years of marriage.

They raised three beautiful daughters, Jeanie Purcell Hill (Brian Hill), Jennifer Purcell Deacon (Robert Deacon) and Elizabeth Purcell Otos (Kevin Otos). Cliff was actively engaged in his daughters’ lives and embraced every opportunity to participate in the lives of his nine grandchildren (Jackie, Lexie, Brandt, Alex, Curtis, Scott, Michael, Hannah and Grace).

While Cliff had brief experiences as a stockbroker and as a commercial fisherman, it was as a counselor and a coach that he found his greatest joy. Cliff began his coaching career in 1958 as a varsity football assistant at Carpinteria High School. Ultimately, his life as a counselor and coach would span more that 40 years and five sports and his guidance would positively impact the lives of thousands of young people. His motto in life and on the field – Never Give Up! In 1976, Coach Purcell led the varsity boys’ and girls’ cross country and track

teams at San Marcos High School. His girls team won the Channel League championship two years in a row. Beginning in 1959, all of the teams he coached in football, basketball and track, at both Carpinteria and San Marcos high schools, enjoyed winning records. Not one to stand on the sidelines at practice, Cliff suited up to run, shoot hoops or golf right along with his athletes.

In the spring of 1991, Purcell took over a struggling San Marcos boys’ golf team which had posted a 0-18 record the year before. Within three years, the San Marcos golf program began a string of victories which resulted in six consecutive Channel League championships and a 75-1 League record. The Royals won the CIF championship in 1997 and were runners up that year in the Southern California Golf Association State Championship. In 1999 San Marcos, under Coach Purcell’s direction, won the CIF and State Championships. During this period the Royals had a win-loss record of 233-36.

Coach Purcell was selected as Channel League Coach of the Year twice and in 1999 was chosen by the California Coaches Association as the California State High School Golf Coach of the Year.

In 2008 Cliff Purcell was inducted into the Santa Barbara Athletic Round Table Hall of Fame and in 2013, he received the first Lifetime Achievement Award from the San Marcos High School Golf Team.

When asked about his proudest achievement, Coach said, “I am most proud of seeing the hundreds of young men and women, with whom I have had contact, go on to become successful and productive citizens of our community.”

In addition to his service in education, Cliff was a member of the Carpinteria City Council, a founding member of the UCSB Foundation Board of Trustees and a past president of the American Heart Association.

In retirement Cliff remained an avid golfer, active chairman of the Vista del Monte Grounds Committee, loving grandfather, and beloved husband to Jan. The Purcell family is deeply grateful for the care Cliff received from the RidleyTree Cancer and Wound Care Centers, Visiting Nurse & Hospice Care and especially the Vista del Monte community.

A memorial service celebrating Cliff’s life will be held on Saturday, August 10, at 2 p.m. at Our Lady of Mount Carmel Catholic Church in Montecito. In lieu of flowers, donations in Cliff’s memory can be made to San Marcos High School Boys’ Golf (Purcell Memorial), Vista del Monte Residents Assistance Fund, Visiting Nurse & Hospice Care of Santa Barbara or the Santa Barbara Athletic Round Table.

when one of her boys did not make the local baseball team, Sue started a no-cut little league, one of the first to allow girls to play baseball. The Lower Merion Mustang League grew to more than 40 baseball teams.

Sue had a life-long love of learning and in 1981 earned her MBA from Northwestern’s Kellogg School of Business. As part of this love of learning, Sue and Bill enjoyed travelling extensively, visiting Africa, Asian capitals, South America and most of Europe in addition to many national parks in the US. Sue reached the Everest base camp at age 55, summited Mt. Kilimanjaro at age 60 and Mt. Hoffman above May Lake in Yosemite at age 80 with her children and grandchildren.

After Bill’s death in 1991, Sue continued to travel internationally She truly loved studying and experiencing other cultures, particularly ‘sub-primitive’ cultures, and was very outgoing, seeking out unusual adventures, striking up conversations and making friends wherever she went. Notably, she was the first Caucasian woman to cross the highlands of West Papua, New Guinea, trekking over Mt. Elit to Piliam with a guide and nine porters; she helped sail a two-masted tall ship for three months from Panama to Tahiti, stopping at Pitcairn Island; she river rafted in Chile and Ethiopia; she visited Iraq, Iran, Syria, Kurdistan, Palestine and Jordan, all immediately after the first Iraq War; she ran a dog sled team for a week above the arctic circle in Norway as well as in Alaska during the Iditarod race; she kayaked in Laos, Madagascar, Mexico, Canada, Italy and along the Turkish coast; she visited the North Pole twice on Russian nuclearpowered ice breakers and the South Pole once; she eventually traveled to all seven continents and over 120 countries. In her sixties, Sue fell in love with fly fishing and for the rest of her life actively fly fished throughout the US and all over the world, consistently working on trying to improve her technique.

Sue was an active member of the International Women’s Association, Trout Unlimited, Stanford and Northwestern Alumni Associations, and supporter of the Chicago Symphony Orchestra and Chicago Cubs. She was predeceased by her husband Bill and sister Sally, and is survived by her brother George (Alana) and her four children, Cynthia (Rick) and Brad, Eric (Merriman) and Bok Choy, and eight grandchildren. Her insatiable curiosity and quest for knowledge and new experiences made her a wonderful role model for all and she will be greatly missed. She has been buried at the Alta Mesa Memorial Park in Palo Alto.

Susanne Coshow Mathewson 8/6/1935 – 4/29/2019

Susanne Coshow Mathewson passed away on April 29, 2019, at the age of 83.

Sue was born in 1935 at Cottage Hospital in Santa Barbara, California, to Dr. G. Horace Coshow and Dorothy Mae Metsker Coshow.

Sue had a wonderful childhood growing up in Carpinteria, California, where she earned valedictorian at Carpinteria High School. Her family frequently took road-trips throughout the western United States and her parents traveled internationally setting up Sue’s life-long interest in traveling.

Sue attended Stanford University where she earned a BA in psychology in 1957. During that time, she was active in student organizations, and was elected vice president of the Student Body (the highest student position available at the time to women at Stanford). In another highlight, during a brief 10-minute period, she helped to steal The Axe at the end of a Big Game rather than return it to Cal. Summers were spent working in Yosemite, a place she loved and visited frequently throughout her life, especially Tuolumne Meadows.

After graduating from Stanford, Sue moved to Boston and worked as an assistant buyer for Filene’s department store.

In 1959, she married William (“Bill”) D. Mathewson, whom she met while a student at Stanford, and they moved to San Jose, California, and started to raise four children. In 1968, they moved to the Chicago area, then Philadelphia, back to Chicago, and on to Los Angeles before finally returning and spending the rest of their lives in downtown Chicago.

Sue was active in the community everywhere she lived, from volunteering at the children’s convalescent hospital in San Jose, to school PTAs and garden clubs, to being den leader in Cub Scouts or troop leader in Girl Scouts, to being a board member of the Trees that Feed Foundation. Obituary

John Mauro Kadota 6/16/1959 – 6/15/2019

our beloved brother John passed away unexpectedly on June 15, 2019.

John was born June 16, 1959, in los Angeles, California to hayao Kadota and Shizuko Kadota.

Everyone who knew John loved him. he was generous to a fault, thoughtful and loving. he was a true friend, giving to those who needed his help with a spirit of generosity and care. John worked while going to college and graduated with history and teaching degrees from UCSB, with honors, in spite of a bipolar diagnosis. he taught at elementary schools in the Waianae coast of hawaii for approximately 10 years and loved working with children. he moved back to Carpinteria, California, the last 15 years of his life.

John enjoyed learning art and history, he enjoyed making models of World War ii soldiers and equipment and he enjoyed taking sculpture classes privately and through adult education. he also enjoyed volunteering at the Granada Theatre, especially for CAMA, Music Academy of the West and Santa Barbara Symphony shows while listening to the music he loved. he is the youngest of five siblings. he is survived by his siblings Keith Kadota (Shelley) of hawaii, Mark Kadota (Gijs) of Amsterdam and hawaii, Carolyn Wood friedman (Neil) and Marian Kadota of Carpinteria. his nephews Mateo Wood, Nathan Wood and Ryan Kadota, niece Welina Kadota, and many extended cousins and aunts also survive him. John was loved deeply by his family; he leaves a void in our lives that will forever be vacant without his care and love.

An informal public celebration of John’s life will be held at 5185 Cambridge lane, Carpinteria, California, on Sunday, July 14, from 2 to 5 p.m.

School board approves $800,000 in cuts

At the final meeting of the academic year, the Carpinteria Unified School District board voted, 4-1, to approve a proposed budget of nearly $30 million, with $809,132 in cuts to curriculum, athletics and custodial and instructional aide spending. Trustee Rogelio Delgado was the only dissenting vote. The June 25 meeting also dealt with end-of-year business, including a draft of approved donations and construction orders for Measure U spending this summer.

With little debate, the board voted to accept district staff’s proposed budget for academic year 2019-20. Cuts remained as specified at the June 11 budget proposal meeting. A large chunk, some $345,000, comes from the decision to forestall adoption of an extra elementary English, language arts and science curriculum, along with the removal by attrition of a high school level social studies teaching position. The balance of cuts impacts a variety of sources, including a $20,000 reduction in athletics spending, $75,000 in savings on field trip expenditures, and a $365,000 hit to library and media technology staff, custodians and instructional aides.

The budget maintains a 6 percent fiscal reserve, roughly $2.7 million, below the district goal of 10 percent. The reserve is projected to grow to 8 percent in 2020-21 and 11 percent in 2021-22, and the district projects a surplus of more than $500,000 in 2020-21 and nearly $1.2 million in 2021-22, fueling hopes that district students and staff will be spared further cuts in future years.

With district enrollment expected to grow slightly next year, the board announced the hire of seven new teachers, replacing three retirements and two resignations, and bringing on two additional special education teachers. The district is continuing to recruit for an additional elementary teacher, another special education teacher, and an assistant principal

Superintendent Diana Rigby reported on graduation progress, summer-time construction, faculty professional development and the addition of the new UCSB sponsored college counseling program at ChS. The superintendent praised the 95 percent graduation rate in the district, which far outstrips the nation-wide average of 84.6 percent.

Due to Measure U construction special education summer school programs will be relocated from Aliso and Canalino to Summerland, Carpinteria Middle and

Main campus. ChS credit recovery programs for approximately 60 students will be held at the Rincon campus.

District faculty will pursue several professional development avenues over the summer, particularly for the new engineering pathways program at ChS, which will allow for “problem-based, real world technology” studies for juniors and seniors. District trustees also unanimously approved a 1 percent cost-of-living adjustment for managerial staff. The board will move to monthly meetings over the summer, with the next scheduled for July 23.

The 22nd annual classic car show Rods and Roses revved into town on June 29, showcasing American classic and muscle cars and raising money to support local non-profit groups such as Future Farmers of America, Carpinteria Cares for Youth, Hope Net, Carpinteria Education Foundation, The Food Pantry and Hospice Santa Barbara.

Independence Parade brings town together photos by Robin KaRlsson

Oodles of Carpinterians turned out on Saturday to celebrate the ol’ stars and stripes at the annual Independence Parade held on June 29. The parade stretched from 9th to 6th streets on Linden Avenue and was sponsored by the city of Carpinteria and the Downtown-T Business Advisory Board.

Carpinteria Veterans lead the parade with a flag representing each branch of the military.

Finally! After years of lobbying by the Summerland Citizens Association (SCA) and others, the east end of Lookout Park will get a fine new look.

At a June meeting, the County Board of Supervisors approved the allocation of $60,000 in Coastal Resource Enhancement funds to begin the park’s expansion. It’s anticipated that the approval of additional park revenue funds, Development OP SUEY Impact Fee funds and CSA-11 funds will complete the package.

“Eleanor Oliphant Is Completely Fine”

By Gail Honeyman Gail Honeyman’s debut novel, “Eleanor Oliphant Is Completely Fine,” is filled with humor, sorrow and hope. The story follows the eponymous, socially graceless protagonist and narrator as she attempts to maintain her regimented life of office work and vodka-filled weekends in Glasgow, Scotland. Eleanor’s life changes when a rock musician enamors her, and she becomes determined to be the object of his affection. Meanwhile, through circumstance, a man befriends Eleanor in her office, and the two begin an unlikely friendship. As the story unfolds, the reader learns more and more of a tragic, childhood incident that haunts Eleanor into her adulthood, which serves as a tense subplot in contrast to the humorous commentary Eleanor provides on her day-to-day existence.

The story grapples with intense themes including mental illness, power dynamics between mothers and daughters, and loneliness. Yet, the story also provides some answers to these issues, as Eleanor’s transformation begins to unfold when she is accepted as she is, and she is able to seek outside help for the demons of her past. Above all, Honeyman’s story instills in the reader the idea that empathy and kindness are antidotes to many of the sorrows we may face in life.

“Be Prepared” by Vera Brosgol

Vera Brosgol recalls her experience at a Russian summer camp in her graphic novel, “Be Prepared.” Nine-year-old Vera wants nothing more than to fit in with her suburban American friends and begs her mom to let her attend a summer camp like her peers. Her mother resolves to send her to a Russian summer camp paid for by the family’s church. Unfortunately for Vera, the camp isn’t anything like she’d imagined. She isn’t allowed to speak English, her bunkmates are older and mean, and the outhouse is gross to say the least. Vera resigns to the misery that is summer camp until she meets a new younger friend that shares her wide-eyed sensibility. A relatable character, Vera tries her best to fit in but comes up short most of the time. It isn’t until Vera embraces her quirkiness that she starts to have a good time at camp and carve a space for herself among the other kids.

A fun quick read recommended for middle grade readers, especially fans of Raina Telgemeier. The artwork is especially noteworthy making the graphic novel a real page-turner.

This July the Carpinteria Library Book Club will be reading Cold Mountain by Charles Frazier. In the middle of the Civil War, a wounded soldier, Inman, slips away from the hospital to rejoin his wife Ada at her father’s farm. A deserter, he encounters numerous difficulties.

Meanwhile Ada’s father has died, and she needs the help of a homeless woman, Ruby, to get the farm back on its feet.

But even when the couple reunites, their troubles continue.

“In the Spirit of Summer” is Cohen’s second solo show. An avid supporter of the Lynda Fairly Carpinteria Arts Center, Cohen will be donating a portion of every sale towards program tuition assistance for children at the arts center.

Notice of Public Meeting for Formation of Groundwater Sustainability Agency The City of Carpinteria and the Carpinteria Valley Water District (CVWD) will cohost a Town Hall meeting to discuss formation of a Groundwater Sustainability Agency (GSA) under the Sustainable Groundwater Management Act (SGMA). This is the start of an effort to develop and implement a long-term Groundwater Sustainability Plan (GSP) to locally manage groundwater.

The Carpinteria Basin has been designated by the California Department Water Resources (DWR) as a “High Priority Basin” and therefore must comply with the requirements of SGMA which are intended to set a framework for managing groundwater at the local level. The first step of compliance is formation of a GSA. Several local agencies have expressed interest in being a part of the Carpinteria GSA, including the Carpinteria Valley Water District, City of Carpinteria, County of Ventura and County of Santa Barbara. SGMA is designed to be a collaborative process with the goal of developing an appropriate governance structure and an appropriate groundwater management strategy. Stakeholder involvement is an essential part of this effort and includes local agricultural groundwater users, groundwater dependent environmental interests, California Native American tribes, disadvantaged communities and all interested stakeholders within a community.

The goal is to establish Carpinteria’s GSA by the end of 2019 so that our basin/community is eligible for important State funding. Your input will be important to development of this GSA so please consider attending the Town Hall meeting to hear about the GSA formation process.

Foresters dominate SLO Blues in 8-0 victory

The Santa Barbara Foresters baseball team is off to a great start. About a month into the season they currently sit atop the California Collegiate League (CCL) standings with an 11-4 record, 13-4 overall.

The seven-time National Baseball Congress World Series champions, headquartered in Carpinteria, hosted the San Luis Obispo Blues at their home field in Santa Barbara’s Pershing Park on June 27.

After starting pitcher Ryan Bergert shut down the visitors in the top of the first, the ‘Sters got off to a quick start in the bottom half of the inning, when leadoff hitter Christian Franklin drove a Noah Huerta pitch over the center field fence scoring his team a 1-0 lead.

“A new team, new guys, kind of a new environment, and just to lead off the game with a home run, shows these guys I can contribute to the team,” said Franklin who just recently joined the team after playing

for the University of Arkansas in the College World Series.

The ‘Sters tacked on another run in the third, as left fielder Ryan Cash reached base on a walk and proceeded to steal second. Huerta won the battle with Franklin that time, striking him out, but Blake Hall came through with a gapper to right-center, stretching it for a triple and driving home Cash for a 2-0 Forester lead. Meanwhile, Bergert continued to mow down the SLO hitters, giving up only one hit and striking out four. The right-hander threw four innings, giving up no runs on two hits, walking one and striking out six to get the win.

The ‘Sters picked up another couple of runs in the sixth on another homer, this one by Conor McKenna. McKenna’s two-run towering shot over the left field wall made it a 4-0 game.

“If you go through the lineup, the hard-hit balls that we had tonight are at the top of our season so far,” said Foresters Executive Director and Head Coach Bill Pintard whose “Hugs for Cubs” program helps sponsor outings for kids with cancer. The organization was started by his son and former ‘Sters player and coach Eric Pintard, who died of the disease in 2004. The outings include trips to see major league baseball games and visits to Cottage Hospital by the Foresters players.

The home team blew the game wide open in the sixth, scoring four runs on four hits to cap off the 8-0 win. Cash got the key hit, a single to center that went under the glove of a Blues outfielder to drive in two runs. Cash ran all the way to third on the error, and later came home on another hit by Franklin. McKenna batted three-for-four on the night, scoring

two runs and knocking in two. Franklin went two-for-five, scoring a run and driving in two. Hall also went two-forfour batting in a run.

SLO had difficulty figuring out the Foresters’ pitching staff, as they gathered only five hits for the game. Following Bergert’s exit, Pintard put Elijah Trest, Caden Monke, Jacob Burton and Brock Helverson all on the mound for the final five innings to preserve the win. The ‘Sters hurlers notched 13 strikeouts for the game.

“It was a complete effort. We caught the ball, we pitched the ball,” explained Pintard. “It was probably our most complete effort against a good team since the beginning of the year,” said the Carpinteria resident. Another Carpinteria resident happened to be in the Blues dugout, Derek True. True who recently graduated from Santa Barbara High School will go on to play at Cal Poly SLO after his pitching stint in the CCL. The Dons standout didn’t make an appearance in the game.

Warriors play in Westmont b-ball tourney

The Carpinteria High School boys basketball team competed in the 46th Annual High School Summer Team Camp Basketball Tournament held over the weekend of June 29 and 30 at Westmont College.

The Westmont tournament dates backs to 1973 and is the longest-running consecutive basketball tournament in the state. The Warriors played hard but finished at a loss of 1-3.
