Man arrested for attempted homicide

At approximately 6:50 a.m. on Memorial Day, May 28, deputies responded to a report of stalking at the McDonald’s parking lot at Casitas Pass Road. Shortly after arriving, a deputy witnessed a male suspect standing over a 48-year-old male Carpinteria resident while holding a folding shovel over his head. Deputies convinced the man to move away from the injured victim and put the shovel down. The suspect, identified as 44-year-old Travis John Wheeler of Ventura, was taken into custody.

The deputies’ investigation ascertained that the victim and Travis John the suspect knew each other. According to the Sheriff’s office, Wheeler of Wheeler had been lying in wait for the victim in the McDonald’s Ventura was parking lot. Once Wheeler saw the victim enter the parking lot on his bicycle, he allegedly attacked and knocked him off of his arrested for bicycle while swinging the shovel at the victim’s head and chest. allegedly attacking another The victim sustained injuries to his hands, arms and legs while attempting to defend himself. Medics responded onsite, but the man with a man did not want to be transported to the hospital. Though Jean Michel and Jill Carre have been through many challenges in their 30 years working together, the combined natural disaster of the Thomas Fires and the Jan. 9 debris flow was the first that took their breath away, according to a WEV press release. The Carres fought to protect what they built in their three decades in business, even while losing nearly a month of holiday sales. With a great support network they are determined to continue.

Caltrans continues bridge demolition on 192

Caltrans bridge demolition and reconstruction projects on State Route 192 are now underway, with the demolition of Toro Canyon Creek Bridge during the week of May 21 and Arroyo Paredon Bridge scheduled for the week of May 28. After utility lines are removed in early June, Romero Canyon Creek and Montecito Creek bridges will also be taken down.

New abutments for Toro Canyon Bridge are under construction and will likely be completed in August, according to Caltrans. Detours have been installed directing traffic to Via Real between Cravens Lane and Nidever Road. Lash Construction of Santa Barbara is the contractor for the $10 million replacement of Arroyo Paredon Bridge. There is no estimate when construction will be completed on this bridge.

Security Paving Company of Sylmar, California won the $20 million contract to replace Toro Canyon, Romero Creek and Montecito Creek bridges. These projects are expected to be complete in the spring of 2019. A segment of SR 192 is open to motorists but Caltrans advises through traffic to use US 101. State Route 192 remains closed between Sycamore Canyon/Camino Viejo Road and Cravens Lane.

State labels Carpinteria groundwater high priority Designation triggers formation of new agency to monitor use

By Peter Dugré Carpinteria Valley Water District got notice on May 18 that the State of California classified the local groundwater basin as a high-priority resource, a designation that compels the formation of a local Groundwater Service Agency to create a sustainability plan for the supply. CVWD General Manager Bob McDonald said the new classification opens a 60-day window for public comment on the finding, following which CVWD will likely form the GSA. A GSA has authority to oversee water usage from designated groundwater basins and qualifies for state grants to fund sustainability efforts.

McDonald said the process of forming an agency and setting local groundwater management rules encourages public input and involvement by stakeholders who rely on groundwater for home and agricultural use. “We would not be looking to be a draconian enforcement agency,” McDonald said. “We would implement a plan agreed upon by stakeholders to achieve sustainability.”

In response to the ongoing drought, state legislators passed a package of three bills in 2014 known as the Sustainable Groundwater Management Act to better monitor groundwater resources. Each groundwater basin in the state was assessed and prioritized. According to the law, medium and high priority basins, based on a point system, must either form local GSAs or have the state Department of Water Resources monitor the basins.

McDonald said it was no surprise that Carpinteria Valley’s basin was going to be

reclassified as high priority. In the initial assessment in 2014, the state erroneously calculated that 1,000 acre-feet of water were used annually from the Carpinteria Valley groundwater basin. Actually, 4,000 acre-feet are consumed annually.

When the four-fold error was corrected, Carpinteria’s groundwater basin bumped up from low to high priority.

In some areas of the state, usage from groundwater basins has been historically lawless. Locally, CVWD has already collected data using aerial land-use assessment to estimate groundwater usage to take account of the resource. The information has been compiled in annual reports required by legislation stemming from the drought of the early 1990s. Unlike the 2014 legislation, McDonald said, the laws from the 1990s were “largely voluntary and toothless.” Still, CVWD has a head start in groundwater basin monitoring due to compliance for the past 30 years with the earlier legislation.

New GSAs and enforcement of groundwater sustainability measures represent a sea change in the treatment of the resource in California. Groundwater rights have always been treated as property rights. The advent of GSAs and closer monitoring of usage has the potential to diminish landowners’ ability to exploit the resource below their properties.

“Groundwater had no safeguards.

Landowners could just drill a well and start pumping,” McDonald said.

At the height of the drought, there were many anecdotal reports of water trucks leaving Carpinteria. The suspicion was that landowners were pumping

Public comments on the report can be posted at water.ca.gov/Programs/ Groundwater-Management/BasinPrioritization before July 18.

McDonald said that CVWD will likely form the GSA, but other area agencies like

Santa Barbara County could potentially express interest in operating the GSA. If no local agency forms the GSA, then the state Water Resources Board would have authority to conduct an assessment and enact a sustainability plan.

After the initial public comment period on the reprioritization ends in July, if CVWD forms the local GSA, McDonald said the initial steps will be to conduct public outreach and workshops to encourage stakeholder participation in the development of sustainability rules.

Don’t blame schools

In response to Steve King’s letter, “On school shootings” (“Letters,” CVN, Vol. 24, No. 35), whatever is going on under his tinfoil hat is scary. I do have to give him some credit though, I usually see this kind of insensitive crud in anonymous online posts. At least he had the courage to identify himself.

Maybe he should remember that the only provable common thread between all mass shootings (churches, theaters, malls, workplaces ... and yes, schools) is guns. Mental health and drugs are likely factors in some, but nowhere until now have I seen crowded classrooms blamed for school shootings.

Public schools have produced the best America has to offer. Presidents Truman, Eisenhower, Johnson, Nixon, Ford, Carter, Reagan and Clinton all went to public high schools.

So don’t add alternative facts to the mix when truths and solutions are needed. Men, women and children are dying needlessly in this country. Be a part of the solution, don’t add to the craziness.

Too much police

The city is proposing a local sales tax increase of 1.25 percent to deal with an annual budget shortfall of $1.5 million.

This will increase our sales tax to 9 percent which will be shared by both locals and visitors alike. This tax is necessary if we are to continue to keep up with increased costs of maintaining our city.

The revenue from this tax, estimated to be $2.3 million will more than cover the city’s annual shortfall and this tax money will be used only for road maintenance, parks, increased water costs and new federal safety requirements. Also included will be funds to cover increased costs of law enforcement, our library and the homeless. That’s a lot of stuff to fund and there is more that I haven’t mentioned.

The biggest concern I have is in its largest expense: the Sheriff’s Department contract with the city. Although the city has cut costs by reducing some law enforcement services, they still take up almost 40 percent of the budget. Carpinteria is not exactly the crime capital of SB County. Read any issue of CVN’s “Police Beat” and you will find only very minor law violations that certainly don’t require such a large police presence. What we have now are policemen that drive in from outside our community like drones on wheels, do what they do and drive off. We don’t know them and they don’t know us. In all the years of the Sheriff Department policing our city, I have never had a meaningful conversation with any officer of the Sheriff Department. With a new sheriff possibly being elected, maybe this is a good time to review our Sheriff’s Department contract and to look for more cost cutting measures or a better alternative to the Sheriff’s Department.

Policies should protect biological resources

protecting the numerous trees slated for removal at the proposed site of a new Sanitary District Office. Finally, the Carpinteria Sanitary District Board made the welcome decision to direct their architects to pursue a plan that would save “most if not all” of the magnificent mature trees in question.

However, this is not a “done deal.” It is not clear how many trees will be spared, nor which may be cut. Nor has there been an assessment of how removing some trees could impact the others and degrade the quality of habitat in and adjacent to the lower Carpinteria Creek wetland.

The City of Carpinteria General Plan expressly states that the wetland extends above Sixth Street and is home to multiple special status and endangered species.

In order to ensure protection of all of the trees, it is important for community members to continue to make their voices heard at the upcoming Planning Commission Meeting on June 4. (Please note that the agenda for this meeting was not yet available at the date this letter was submitted.)

Finally, what has been missing from this process is a thorough analysis of potential environmental impacts of this entire project. Even if the trees are spared, concerned community members and city officials should engage in a collective discussion of whether this project is consistent with local policies and how it could be modified to protect biological resources, as well as community views.

Our community relies on so many who continue to lend their distinct voices to protect what is irreplaceable in Carpinteria.

Save all the trees, not most

On June 4, at 5:30 p.m., at Carpinteria City Hall, there is a planning commission meeting which will be reviewing the Sanitary District proposal to remove nine healthy trees at their office on 6th Street and construct a multi-story office building which encroaches upon the neighborhood.

It is important that the public attend this meeting to show support for our urban forest which is habitat to hawks, owls, monarch butterflies and other wildlife.

for interpretation. All of the nine healthy mature trees need to be saved. There is no adequate reason for destroying them.

Also, the new office building for some reason is designed to sit toward the back of the property near neighbors’ homes. It would be less intrusive and more accessible closer to Sixth Street, away from the neighbors and trees.

Please attend this very important meeting to show the Planning Commission how the public feels. Please encourage the Planning Commission (by email, letter, or call) to put in writing that the trees are to be protected and saved, as this apparently is a requirement.

Marijuana industry and illegal activities

I think that we are being really naive about the impact that the marijuana industry will have on Carpinteria. A recent news article from Colorado (MSN news) pointed out, “When recreational marijuana went on sale in Colorado in 2014, the government’s goal was to regulate and tax a drug that was already widely used and to squeeze out dealers and traffickers in the process. But law enforcement authorities in the state say legalization has done the exact opposite. Even though there are more than 500 recreational marijuana dispensaries in the state, the black market is booming. It’s being driven by criminal organizations that grow weed in Colorado and smuggle their crop into states where it is still illegal and can be sold for a much greater profit.”

So, are we sure exactly what we are getting into? Has anyone read the police blotter lately and noticed that most offenses are tied to drugs? Will we need more law enforcement to handle the criminals that will be drawn to the illegal profits from this drug? Wouldn’t it be nice if our local government took quality of life for the citizens of Carpinteria to heart over money for growers, or income from taxes or tourists? After all, we are the people who live in this valley all year.

A time to care

On April 21, a tiny baby was born. He was all alone, abandoned and helpless, and soon he perished. It should be no less poignant that this particular baby was a seal pup. Under ordinary circumstances there would have been Seal Watch volunteers who witnessed that birth, volunteers who were particularly diligent in keeping the lookout visitors quiet and in keeping walkers off the beach.

Winter’s disasters were challenging to

all of us, and the seals are no exception.

The disasters brought threats to the seals’ well-being in the form of debris from the mudslides and bacterial contamination in the water where they spend half of their time. At challenging times, seals have only their knack of finding the safety of their beloved rookery—a singular, protected spot they discovered and have returned to for over 100 years.

Our Harbor Seals are among the most docile of all mammals. They are not aggressive and do not even fight each other.

Please do not take that to mean they are tame. They are terrified of people and dogs on the beach to the point they will abandon their young. Even after pups learn to find food on their own they are still quite vulnerable. They are not yet strong enough to find sufficient food or to readily escape danger.

The beach at the rookery reopens by law and by the calendar on June 1, but not all pups are strong enough to escape us.

We have plenty of places to walk on the beach and to hike and bicycle––the seals do not. Please make the conscious choice to stay off the small section of beach that is their sanctuary year-round. Choose compassion, so this helpless baby will not have died in vain.

Are you a mother? Have you ever lost your child, or seen a mother who has been separated from their child in a public place? She frantically searches, relentlessly, to prevent any harm befalling her child. Now imagine, right now, the feelings of a mother who loses her child to the U.S. government, under the questionable Department of Homeland Security policy of “zero tolerance” that involves separating parents from their children when they arrive at the border. While the practice may be shrouded in questionable bureaucratic legalese, rather than an accidental separation at the grocery store, the impact it has is no less terrifying for both mother and child.

State-sponsored family separation is horrific. DHS Secretary Kirstjen Nielsen should be ashamed of her participation in this human rights disaster. There is no evidence that this will stop people fleeing poverty and violence from trying to do the best for their family. Instead, it will cast thousands of children into the care of strangers, who may physically, sexually and emotionally abuse these young people. As well, this tactic has a long, evil history as a maneuver used by totalitarian regimes to impose terror on a community. Even one mother separated from her child is too many.

As a woman in power, Secretary Nielsen has the chance to model for mothers and families how strong women can lead ethically and with compassion.

Unfortunately, she is squandering her opportunity for moral authority by continuing this horrific practice. I hope she will stand up for what is right and change this policy now.

I hope you never have the great terror of losing your own child, in a shopping mall or to the government. No one should have to live through that.

Rudolph “Rudy “ Arellano, 91, passed away on May 4, 2018 in Los Alamitos, California.

Rudy was born on December 21, 1926 to Lonnie and Frances Arellano. He resided in Carpinteria until the age of seventeen when he enlisted in the United States Navy. He served our country and traveled the world while stationed on the U.S.S. Harry H. Hubbard.

When he returned to Santa Barbara, Rudy met and married his first wife, Mercy Flores. While in Santa Barbara, Rudy trained, first as a baker, and later as a stone mason. He eventually moved to Long Beach to practice his trade.

Rudy enjoyed life to the fullest at every opportunity. As a young man, he enjoyed riding his motorcycle, camping, fishing and spending time with his many friends and extended family.

Rudy was preceded in death by his wife Mary, his parents, his sister Margaret Ramirez and his brother Lonnie Arellano.

He is survived by his daughters Lorraine (Tim) Fringer and Frances Arellano. Also surviving are his grandchildren, Arthur Fringer, Jason Fringer, Preston Davis and Kennedie Davis. His great grandchildren Alexis, Regan, Mikaela, Forrester, Kordel, Kaliyah, Madi and Iris, were the loves of his life.

Rudy also leaves behind his brother Ed Arellano and sister Carmen Mendoza, as well as many nieces and nephews.

A celebration of life will be held at 11 a.m. on Friday, June 1, at the Carpinteria Cemetery.

Facing down the stigma of depression

SIMPLIFYING MENTAL HEALTH DR. DEBORAH SMILOVITZ FOSTER Most of us have experienced depressing feelings resulting from stress, medical conditions, pressures from work, the loss of a friend or family member, or any number of life events. I thought it would be helpful to clarify the difference between feeling depressed or having depressing thoughts, and being diagnosed by a health care clinician as clinically depressed.

According to the National Institute of Mental Health, millions suffer from clinical depression in the United States.

Roughly half of us are affected by depression. The real numbers though are much

higher than reported, as most people are unable or unwilling to convey their depression during a doctor’s visit. So, why aren’t more people talking and sharing about their depression? Likely, stigma plays a role. Even so, there is greater openness about depression than a decade ago. Over the decades, treatment has varied. Current treatments include psychotherapy and/or medications and some alternative treatments for people who do not respond well to those methods.

Clinical Depression takes hold of a person’s mind and renders them unable to function or care for themselves.

Difficulties with daily hygiene, eating, working and thinking manifest, which then lead to becoming consumed by negative thoughts, feelings of hopelessness, crying, a loss of interest in activities and possible feelings of suicide. These depressions can come in a variety of cycles that are slow or fast and can vary by years, meaning a person can have a deep depression once a year or a person can have a depression once in a lifetime.

Each individual is different and it varies from person to person.

Many people wait to seek treatment or remain unaware of their symptoms.

People may expect someone with a mental illness to look different or to “get over it.” These misperceptions create even

Suicide is the ultimate form of depression. Taking one’s own life means one is unable to tolerate life and endures extraordinary suffering. This suffering is so great that the idea of ending one’s life seems to be the only solution. Sometimes this is done thoughtfully after much consideration and other times impulsively.

If there is one thing I can stress, it is the importance of discussing suicide. Talking to someone about suicide will not result in someone becoming suicidal. That is a myth.

Many local health groups and nonprofits are stepping up their attempts to get people talking about mental health. In our community, at our local schools, there is a screening tool for mental health that has been developed and is beginning to be implemented. I look forward to a day when people will take a mental health

screening as easily as they will get their blood pressure checked.

Communicating with friends and loved ones about your true feelings can lead to some temporary resolution of more severe symptoms. There is also professional help and support available.

Every day people are able to overcome the challenges of mental health conditions. Fortunately, there are treatments that work.

Voters will decide on sales tax increase

In an effort to stay on solid financial ground, the City of Carpinteria will ask voters to approve a 1.25 percent sales tax in the November election. At its May 29 meeting, the city council elected to place the measure on the ballot as a means of generating close to $2.3 million annually to cover rising costs for road maintenance, parks, the Carpinteria Library and the city’s law enforcement contract.

A survey conducted in January found that over 65 percent of respondents supported the tax increase, and most of the 250 residents that participated in recent outreach efforts by the city said they would vote in favor of the tax after being informed of the budget shortfalls projected for the city.

About half of the city’s roads are now rated to be in poor or very poor condition. They were built in the 1950s and 1960s and now require expensive repairs. Curbs, gutters and sidewalks also require deferred maintenance. Parks have become more expensive to maintain as well, due to their increased numbers, increased water costs and improvements required by the Americans with Disabilities Act. Funding for roads and parks has plateaued while costs have risen, and a study of the city’s long-term financial position calculated that shortfall to be $1.5 million annually.

Add to that the cost of the city contract with the Santa Barbara County Sheriff’s Department going up 30 percent over five years, piling on $1 million to the budget.

Additional funds could also be used to keep Carpinteria Library operating at its current level, and to assist in homeless issues and emergency preparedness.

Currently, the city receives about $2 million from its 1 percent portion of the 7.75 percent sales tax. The ballot measure would raise the city’s current sales tax to 9 percent. many residents who provided feedback during outreach meetings said that they would support a sales tax increase because about 50 percent of its revenues would be generated by visitors to Carpinteria.

City approves tar interceptor to clean up bluffs mess

ConocoPhillips Company will foot the bill for a catchment system to contain an oil seep on the Carpinteria bluffs Nature Preserve. The city council voted Monday evening to allow the oil company access to the preserve to install a tar interceptor underground at the site of the Kittie bailard Well. the well was drilled and abandoned in 1929 by Continental Oil, but responsibility was transferred to ConocoPhillips in 1979. When the bluffs preserve was created in 2000, a slow tar seep in the area was thought to be natural. An investigation proved otherwise, and in 2013, ConocoPhillips completed a $1 million project to re-drill and cap the Kittie Bailard Well.

In 2016, additional tar was discovered in the same area. A ConocoPhillipsfunded investigation concluded that the tar seep was natural and occurring just outside the well casings. The oil company has now agreed to install a device that collects the thick oil in a 500-gallon tank below ground that will be pumped annually to maintain capacity.

Members of the public voiced concern that the city was making a hasty decision that could backfire. John Callender noted that the tar began seeping much more rapidly after ConocoPhillips’ work in the area, which might be evidence of the company’s responsibility and the need for a larger-scale remediation effort. Carpinteria Valley Association also submitted a letter asking the council to continue the matter to a future meeting.

Parks and Recreation Director Matt Roberts, with support from the city’s legal counsel, argued that the oil company was not obligated to take any further measures after state and county regulatory agencies overseeing the 2016 investigation deemed the seep natural.

“By deferring this, ConocoPhillips may withdraw their offer, and we’ll have nothing to compel them to come back to the table,” said Roberts.

Educational outreach will be conducted with local businesses, and city staff will bring back a range of options for the council to consider. Councilmembers expressed an interest in requiring businesses to provide straws and other single-use items only upon request.

Representatives from environmental groups spoke in support of a straw ban, and Santa Barbara Channelkeeper Education Coordinator penny owens said that

her organization has launched a Skip the Straw campaign. Santa Barbara eateries that provided straws only on demand have found that most people don’t ask, which translates into savings for the business, according to Owens.

The council also will consider regulating plastic sandbags, which often sit outside and degrade into small pieces of plastic that enter the watershed, as well as expanded polystyrene trays that grocery stores use for meat packaging.

Dispatches from a disaster: Part I

UCSB scientists scour the creeks of Montecito for fast-vanishing clues to Jan. 9 debris flow

By Melinda Burns Tom Dunne has tramped all over the enormous debris flows, dozens of miles long, that were triggered in May, 1980, during a volcanic eruption and avalanche on Mt. St. Helens in Washington.

But he has never seen anything like what happened in Montecito on Jan. 9, when a catastrophic debris flow was triggered not by an eruption or landslide, but by a deluge that cut hundreds of thousands of narrow channels into the scorched mountain slopes.

How did that rainfall––a few intense bursts within a matter of minutes, beginning at 3:34 a.m.––generate enough mud to launch giant boulders down the narrow canyons, across the valley floor and all the way to the beach?

“That’s the thing I’m trying to understand––the unfathomable intensity of the event,” said Dunne, a UCSB professor of geomorphology, or the science of the physical landscape. “In terms of damage to an urban area, I’ve only seen something like this in Japan, where you’re living on the side of active volcanoes.”

Dunne is part of a UCSB team that includes Ed Keller, a UCSB professor of earth sciences; Kristin Morell, an assistant professor of earth science and Doug Jerolmack, a University of Pennsylvania professor of geophysics who was on sabbatical at UCSB when the debris flow occurred.

The team is studying the physics of the debris flow, the historical record of such flows in Montecito and the rate of accumulation of the boulders in the canyons above the community. It’s an ambitious, long-range project; the scientists hope to advance the public’s understanding of what to expect after wildfires.

“I’ve never been close to something that happened so recently,” Jerolmack told an audience at UCSB’s Kavli Institute for Theoretical Physics in March. “The evidence is being erased day by day.

“We’re trying to do this forensic science of figuring out how big and how fast this flow was so that we can understand how it was made… We don’t have direct observations; it happened at night.”

In Montecito today, Jerolmack said, “It will be harder for something like this to happen again.” But, he cautioned, “There

“I think it’s fun,” Dunne said.

Dunne had only 24 hours in February to study the burned slopes before it rained again and the rills began to collapse. now, he said, he is left to pore over high-resolution aerial photographs of the mountainside, taken shortly after Jan. 9.

“That set me back weeks or months,” he said. “Things that we could have measured quickly in the field, we have to figure out a way to get from photographs.”

Mud “superelevations”

In the short term, with little vegetation growing back in the burn scar of the Thomas Fire, the largest fire in California history, the Carpinteria Valley, Montecito and many communities in Ventura County are at risk of a debris flow or a debris-laden flood in heavy rains next winter.

“To the east of us, there are many canyons that burned and did not receive

Keller and his students are mapping the boulders in the canyons above Montecito in order to measure the rate at which they pile up there––how rapidly the “gun” is loaded. It may take centuries for enough boulders to roll down the slopes and fill up these canyons, Keller said; no one really knows for sure.

Montecito and Santa Barbara were built on top of prehistoric debris flows, but scientists know the dates of only two of them, the flows at what is now rocky nook Park (1,000 years ago) and Mission ridge (125,000 years ago). Much more work needs to be done before the overall frequency can be determined, Keller said.

anywhere near the same intensive rainfall,” Dunne said. “They could unleash debris flows if they experienced a squall line like the one here.”

“Firehoses of mud”

Twenty-three people were killed on Jan. 9, and 470 structures were damaged or destroyed. It was several weeks before Dunne could get permission from the U.S. Forest Service to hike up into the charred canyons above Montecito. He wanted to see up close some of the hundreds of thousands of narrow channels, or rills, that the intense rainfall cut into the bare slopes on Jan. 9. If he could measure them, he could estimate how much mud they generated.

The rills––between 4- and 12-inches deep and spaced half-an-inch to an inch

apart––formed very quickly in the deluge, Dunne and Jerolmack believe.

“The hillside went from being barren to being dissected by thousands of these rills,” Jerolmack said. “The rainfall eroded them, and these rills became like firehoses of mud shooting straight into the channels.”

The resulting slurry of mud had the consistency of honey, scientists say; it buoyed up piles of boulders that were stacked in the canyons and propelled them downstream, also in a matter of minutes.

“It takes a lot of power to move a boulder down a creek,” Dunne said. “no one has yet been able to explain the mechanism that produced mud at such a rate in this kind of event. If I understood it, I could predict the kinds of rainstorms that would produce other debris flows. But I don’t know whether I’ll be successful.

“What we know from other debris flow events is that the mechanism of initiation is critical to determining all the other things––how big the peak flow rate was, and how much warning time you have.”

There wasn’t much time on Jan. 9.

Based on anecdotal accounts, the flow reached the sleeping community of Montecito sometime between 3:40 and 3:47 a.m., with the boulders bobbing and knocking against each other up front––a deadly battering ram.

The boulders resisted the mudflow behind them and made it deeper, intensifying the hazard, Dunne said. The data, he said, will show whether significantly more of the flow would have been contained in the creek channels without this levee of boulders in front. among other seemingly impossible tasks, Dunne and his wife, Joan, are photographing a boulder from enough angles to assemble a 3-D picture of it. Then they will calculate the volume and weight of

In recent months, Dunne and his students have hiked Hot Springs, Cold Springs, Montecito, Oak and San Ysidro creeks and their tributaries from East Camino Cielo to the ocean, lugging survey equipment to record the elevations of mudlines on trees and buildings––hundreds of them. amid the massive cleanup of Montecito, the evidence is fast-disappearing. “I see all this data going away,” Dunne said. a public request in april for photos, videos and audio recordings of the flow yielded few results. So Dunne’s crew must piece together the data from the fragments that remain. They record the elevation of mudlines that haven’t yet been power-washed off of trees at the outside margins of the flow, where it was lowest and slowest, and nearer the main channel, where it ran deepest and fastest.

The “super-elevations”––mudlines where the flow smacked into and ran up tree trunks as it surged downstream––will reveal the greatest velocities of the flow.

When the data is analyzed, the UCSB team will be able to describe the depth, volume and velocity of the live debris flow as it raced down the canyons and across the valley floor. By contrast, the FEMa recovery map, due to be released on June 11, will show the topography of the mud deposits that were left behind.

Preliminary observations suggest that the flow was traveling fastest––about 27 miles per hour––in the upper reaches of San Ysidro Creek, Dunne said. (anecdotally, residents report two surges on San Ysidro.) The deepest flow recorded to date––more than 20 feet deep––was at the Cold Springs trailhead on East Mountain Drive.

Dunne hopes to finish surveying the mudlines in the lower reaches of Buena Vista, romero and Toro creeks in the next few weeks. He and his students will survey Santa Monica and Carpinteria creeks in the Carpinteria Valley this summer.

In September, Dunne will travel to an observatory in Yunan, China where scientists can watch a debris flow triggered by a landslide every afternoon during the monsoon season. For 40 years, the Chinese have been monitoring a large number of flows of different sizes here.

Will they have any insights into how an ocean of mud came down on Montecito?

“I’m going to talk to Chinese scientists who actively research these processes, but I can’t tell you how I’m going to solve the problem,” Dunne said. “Science usually has to admit uncertainty.”

Quilters raise money for library

Junior Warriors seek added football safety Guardian caps may be the answer

BY ALONZO OROZCO No one wants to see youth suffer head injuries from playing football, but responses to the issue run the gamut from a proposed ban on pre-teen tackle football programs, to awareness training on tackling techniques, and now, an added layer of padding to football helmets.

That piece is called the Guardian Cap. It’s a foam shell that fits over the top of the regular helmet that has been worn by over 80,000 football and lacrosse players nationwide. The apparatus is designed to reduce the impact of collisions up to 33 percent without affecting the integrity of the helmet.

A 2017 Boston University study found that athletes who began playing tackle football before the age of 12 had more behavioral and cognitive problems later in life than those who started playing after they turned 12. Based on similar studies and statistics, a petition to eliminate youth tackle football below the high school level in California has been circulating. AB 2108 introduced by California Assembly members, Democrat Lorena Gonzalez Fletcher of San Diego and fellow Democrat Kevin McCarthy of Sacramento would prohibit youth ages 5 to 14 from playing any type of organized tackle football until the ninth grade.

The authors of the bill, however, ultimately pulled it from the floor.

“We have thousands and thousands of youth football players, so I’m sure they were getting some backlash,” said Tony Jimenez, President of the Junior Warriors Executive Board. Anticipating that the bill to eliminate youth tackle football will be brought back in the future, and always looking for ways to make the game safer, Jimenez recently looked into getting Guardian Caps for the young players in his program.

A Guardian Cap costs $59.95 per cover, however special discounts are offered for teams and leagues. “If you order 50 or more, it’s (about) $40 apiece,” said Jimenez. He hopes to make them available for parents to buy either this year or the following year. In order to meet that goal, the organization is in the process of holding at least one fundraiser in hopes of collecting $6,000 in donations.

Heads Up program,” explained Jimenez of techniques that emphasizes tackling with the use of the shoulder, instead of targeting with the helmet. But Jimenez,

Athletes receive accolades at SBART

Both Warrior and Ram athletes were recognized at a banquet sponsored by the Santa Barbara Athletic Round Table (SBART) held at the New Vic Theater in Santa Barbara on May 16. Carpinteria soccer midfielder Gabriel Barajas was honored for being named CIF player of the year, helping lead his team to two State championships, a Division Six Section title and a Division Five Regional title. Cate girls lacrosse player Brie Walker was also named player of the year for leading her team to the CIF semifinals where the Rams suffered their only loss of the year. Two other Warriors also received honors earlier in the school year with Mikayla Blair being named the Scholar Athlete of the Year and Isaac De Alba bringing home the Phil Womble Ethics in Sports Award.

According to Jimenez, younger players also appear to be less at risk. “At the younger ages, those guys don’t travel with much velocity,” he explained. “The bigger kids in the seventh and eighth grade divisions, they travel fast enough to maybe hurt somebody,” added the longtime coach. Out of the five teams that competed last year, Jimenez recalls only one concussion.

The league in which the Junior Warriors play is also considering the possibility of eliminating kickoffs and punts, where players are at increased risk of head injuries. “The Guardian Caps will help that (the reduction in head injuries) tremendously,” said Jimenez, an advocate of the recently introduced innovation. Beginning in July, the Junior Warriors’ season runs through November with the playoffs. The teams play their home games at Carpinteria High School and travel to play in the San Fernando Valley and as far away as Lancaster. The brothers advanced to the next round with a time and location still to be determined.

The Carpinteria Arts Center, 855 Linden Ave., has summer volunteer positions available for teens who are interested in assisting with the Center’s summer arts programs for children. Those who volunteer for at least five of the seven weeks of summer camp earn free tuition for after school art class during the 2018/19 school year. Additionally, participants earn 35 hours per week towards required community service hours working from 8:30 a.m. to 3:30 p.m. with professional teaching artists, plus seven hours for training. Agamograph to grace CAC grounds

CMS students monitor sand crab populations

on Thursday may 24, sixth graders from mrs. Castagna’s science class at Carpinteria Middle School completed their final Carpinteria State Beach sand monitoring for the year. Students set up ten flags along a transect, one meter apart, and using a large coring tool collected samples from each flag-marked area. They then used buckets equipped with wire grids to rinse away the sand to uncover sand crabs. Sand crabs in numerous phases were found, including females with orange eggs, other females, smaller males and much smaller “recruits.” The numbers of recruits and females with eggs encouraged the students about the health of the littoral zone locally. Although it was “may gray” conditions with a marine layer and cool water temperature, the young marine scientists enjoyed their experience.

Symphony Music Van visits Morning Rotary

Morning Rotary Club received a May visit from Mary Jane Cooper, chairman of the Third Grade Music Van Program. Cooper has done extensive volunteer work her entire life but “nothing has been as satisfying as the last 13 years, serving as volunteer chairman of the Santa Barbara Symphony Music Van Program,” which is now in its 40th year of visiting third-grade classrooms in the greater Santa Barbara area. The program serves over 50 public and private schools with presentations and handson experiences for about 2,000 students. “There is something magical about seeing a child hold and play a French horn for the first time,” said Cooper. The Music Van needs volunteers to serve as docents in Carpinteria, Cooper said. A short training will be available in the summer for fall programs. Rotary’s Carpinteria Calendar has raised $124,000 since its inception.

Morning Rotary calendar proceeds go to community organizations

In 2005, the Morning Rotary Club produced its first Carpinteria Calendar as a fundraiser for the club. Fourteen editions later, the calendar has fully achieved proof of concept, raising $124,000 for local non-profits, the City of Carpinteria and the Carpinteria Unified School District. This year’s monetary awards will go to The Alcazar Theatre, Bands Forever supporting CHS, Carpinteria Boys and Girls Club Art Room, Future Farmers of America, HELP of Carpinteria, Hugs for Cubs and Movies in the Park.

Lions acknowledge one of the pride

At a recent Lions Club meeting, President Clyde Freeman made a surprise recognition of Past President David Seehof. In 1996, Seehof joined the Lions.

He served as president from 2001 to 2002 and went on to serve as zone and region chairman. His service includes many years of leading the operation at the Avocado Festival, teaching safe food handling and the maintenance of Lions Park. As a thank you, Freeman presented Seehof with a US Mint Silver Dollar Commemorative Coin honoring the Lions Club International’s centennial. “This is a small token of our appreciation for all you have done for the Lions Club, as a leader and as an organizer of many Club functions,” said Freeman.

California’s oldest trail marathon, the Catalina event winds its way from Two Harbors on the west end of the island to Avalon by way of dirt roads, along ridges and down canyons through the ru gged terrain. Spectacular vistas and the challenging route make the island run a popular event for longdistance trail runners.

unpredictable wilderness chuck graham All it took was a western snowy plover to get my mind right for a hike in the Guadalupe – Nipomo Sand Dunes National Wildlife Refuge, located in Santa Barbara’s North County.

The tiny shorebirds don’t migrate, so these hardy little plovers endure a lot of northwest winds throughout the year, especially in the spring when the dunes are at their sandblasting best. But that’s what makes the dunes such works of art and keeps them ever-changing in the harsh conditions. The refuge is one of the last bastions on the entire West Coast of the U.S. for western snowy plovers. Huge, broad beaches with an endless flotsam of dead and drying kelp and splintered driftwood which characterizes this rugged shoreline. Their nests are concealed well above the wrack line left by the most recent high tides giving the western snowy plovers all they need to survive as they chase beach hoppers (their preferred food) and rear their tiny chicks.

So, when I was eating sand in 25 mph northwesterly winds in steep, 500-foottall waves of dunes and I looked over my shoulder and saw a western snowy plover hunkering down behind a gnarled ball of giant bladder kelp strewn across the windswept beach, I reminded myself, “if that little shorebird can do it, I better be able to too.”

Springtime is a dual-edged sword on the dunes. Despite just a small amount of rain this past winter, the wildflowers were quite good in the upper reaches of the refuge, out toward Paradise Beach and beyond to Point Sal. I shed my trail shoes, dealt with sand in every crevice and enjoyed the color on the largest coastal dune complex on the entire West Coast.

Seeing coreopsis blooming this late in the spring was unusual. They normally bloom in early spring, say late February into March, but there could be blooms extending into June from the looks of things this year. I also found Indian paintbrush, purple sand verbena, morning glory (the first wildflower to colonize the dunes) and bushels of silver lupine—wildflowers that can all withstand the relentless

Beyond the dunes, I descended the last steep dune north of Paradise Beach.

A rope was tied off for those who need a hand on the return hike. It’s definitely steep, a good little leg-burning workout with a 30-pound camera pack on my back.

A year-round spring divides the dunes and Paradise Beach. I crossed it and followed the trail down to the beach.

Fortunately, I had trousers on, so while I was setting up my tripod I began to pick and count the ticks on the lower half of my body. Good thing I wore those pants.

I stopped counting after 19 ticks. Even so, I was still finding them on me by the end of the day. They were thriving in the spring, in the reeds that reached no taller than my knees, but I was also finding some on my upper torso.

After firing off a few frames I made my way back, the northwest winds reaching gale force conditions like they commonly do on this stretch of coast. There were more ticks to pick off and knee-deep sand for 500-feet of vertical to contend with before cresting the tallest dunes. It’s one of the best scenes on the West Coast, so it’s way worth dealing with all the sand.

Like I said earlier, “if the western snowy plover can do it, so can I.” I was the only one on the beach, still a couple miles away from my truck. On the slog back, I was blown away (no pun intended) by the number of shorebirds hiding behind anything that resembled

a windbreak. Western snowy plovers are more solitary than other shorebirds, so it was western sandpipers and sanderlings that were congregating and huddling behind balled-up kelp and semi-buried driftwood.

By the time I reached my truck, there were two maintenance workers from California State Parks. Their job was to keep the parking lot free of sand. One was in a little miniature bulldozer, the other

poor sap was using a wheelbarrow, push broom and shovel. It seemed futile until I almost didn’t make it past the crossing sign for western snowy plovers.

Carpinteria honors its fallen

The Lions Club of Carpinteria presented the Memorial Day Observation at the Carpinteria Cemetery, where the city’s war dead are laid to rest. From Jaime Rodriguez, who was killed in Iraq in 2005, to Clay Vaughn who died in WWI, each Carpinteria veteran had their grave marked by an American flag. Lions President Clyde Freeman gave an address and local veterans performed color guard duties. Boy and Girl Scouts, along with bag pipers from the Sheriff’s Department also participated in the ceremony.

An invocation was given by Father Martini of Saint Joseph Church.

Carpinterians from all four branches of the U.s. Military— Army, Air Force, Navy and Marines—hoist the flags of their respective institutions, while former navy Corpsman and Korea veteran Lorenzo Martinez holds the National Ensign.
