Summer reading program signups open

Readers of all ages can now sign up for Carpinteria Library’s summer reading program. The annual program encourages participants to explore new worlds through reading. Children are challenged to read 1,000 minutes to earn a prize pack including coupons to Legoland and many local businesses. Gun buyback event scheduled for June 15

The Coalition Against Gun Violence (CAGV), Moms Demand Action and many Santa Barbara elected officials and community organizations will gather in the spirit of honoring National Gun Violence Awareness Day at noon on June 7 at De la Guerra Plaza in Santa Barbara. CAGV will hold its fifth Gun Buyback on Saturday, June 15, from 8 a.m. to noon at Earl Warren Showgrounds. In partnership with the Santa Barbara Police Department, CAGV will exchange gift cards for functional firearms. FoodBank to offer free lunches during summer

For children who depend on school meals for daily nutrition, the FoodBank of Santa Barbara’s Picnic in the Park program will offer free lunches to kids 18 and under Monday through Friday, from June 10 to Aug. 16, at 17 locations countywide while schools are closed for the summer.

In Carpinteria, lunch will be served from noon to 1 p.m. at the Carpinteria Library, 5141 Carpinteria Ave. Free lunches are served on a first-come first-served basis as part of the USDA’s Summer Food Service Program and there are no income requirements to participate. Carpinteria Community Pool turns 30 A look back at the town’s monumental pool-building effort

By Lea Boyd Carpinteria Community Pool wakes up before sunrise. At 6 a.m. lap swimmers arrive, silently churning the lanes with purposeful strokes as steam rises from the 80-degree water. Later, dozens of thirdgraders arrive and the calm is replaced with splashing, giggles and little limbs learning new movements. Then there’s the frantic energy and whistle blowing of water polo, the squirmy excitement of preschoolers first dipping their heads underwater, and the chatter of the aqua aerobic regulars catching up on one another’s lives while following the instructor’s movements. This spring, the daily pulse of aquatic activity at Carpinteria Community Pool celebrates 30 years.

“To me, it’s an oasis. It’s the fountain of youth,” says Chris Van Der Kar, who attends the aqua aerobics class three times a week at the pool. “I go in feeling 5’11” and I come out feeling over 6 feet tall.”

Van Der Kar enjoys a special satisfaction when he uses the pool. He and several other Carpinterians dedicated years of their lives to the pool project, ultimately securing crucial partnerships with the city of Carpinteria and Carpinteria Unified School District, and raising the $1.1 million needed to fund the project.

“It’s the quintessential Carpinteria story — people making it happen,” recalls Susan Anderson, another member of the Carpinteria Community Pool Committee.

Long before the committee incorporated as a nonprofit in 1984, there were Carpinterians committed to the concept of building a public pool. Linda Akens, who joined the committee in 1985 and was president when the pool was constructed, remembers Alex Nordholm as the initial driver of the pool idea.

Nordholm had grown up swimming in pools in Fresno. He competed on Fresno State University swim team, worked many summers as a lifeguard for Los Angeles County, and helped to start the Junior Lifeguard program in Carpinteria and Santa Barbara. He strongly believed in the importance of teaching children water safety.

Jeff White, a highly skilled waterman whose legacy includes winning international dory races and founding the Rincon Classic surf contest, was also an early and active member of the pool committee.

White and Nordholm both passed away in 2011.

Passion and energy were never in short supply on the pool committee, but when Maureen Zoll and Akens joined the group, they brought the necessary fundraising know-how. Akens worked for Southern California Gas Company, where she’d been involved in fund development. According to Van Der Kar, “She helped us go from wishful thinking to ‘Hey, we can do this.’”

Pool Committee Member Chris Van der Kar won this medal in a race on opening day. He went expecting serious competition, but the racers were told to board inner tubes and paddle up and down the lanes.

Carpinteria Community Pool, an intregal part of today’s health and recreation activities, celebrates 30 years this month.

The committee had $50,000 in the bank when Akens came on board. Barbecues, ice cream socials, T-shirt sales and lemonade stands had slowly fed the pool coffer, but it was hundreds of thousands of dollars short. “The cost kept getting huger and huger, and barbecues just weren’t going to raise it,” remembers Anderson.

Though funding was critically lacking, the rest of the pieces had begun to fall into place. The city of Carpinteria agreed to manage the pool if a central location could be found that would allow easy access to most Carpinterians. Pool committee member and retired CUSD Superintendent Bill Carty helped facilitate an agreement with the school district for a site that met the city’s parameters. The corner of Carpinteria and Palm avenues, a portion of the Carpinteria Junior High School property, would become the home of a community pool. Respected local architect Don Bensen drew up the plans.

Carpinteria’s State Assemblyman at the time, Jack O’Connell, lived in town.

He secured a $300,000 grant for the pool, which appeared to be the crucial funding leap necessary to build the pool.

But then bad news arrived in the form of an updated construction estimate.

Committee members learned that the pool would cost $700,000 to build, far more than they had anticipated. When construction bids were received in 1987, they were even higher than the estimates.

A Carpinteria Herald editorial reflecting on the pool project stated, “Let it suffice to say the obstacles were constant and sometimes large enough to make turning back seem easier than moving ahead. For example, 1986 cost estimates were nearly twice those expected, and 1987 constructions bids were even higher. Although the committee was hundreds of thousands of dollars short, community leaders decided to break ground on the pool. They put their reputations on the line; then they raised the needed money.”

Akens and Carty applied for support from the Amateur Athletic Association, which awarded funds from the 1984 Los Angeles Olympic Games. The pool project was offered a $100,000 matching grant with a one-year deadline. The com-

In her Carpinteria Herald column, Rosemarie Fanucchi wrote, “Perhaps if we lived in another community, the cry would be, ‘It can’t be done,’ but Carpinterians pull together when we see a job needs to be done and we need to put all our weight behind this venture.”

More ice cream socials and community fundraisers ensued. Support poured in from large private donors such as the Hickey, Bliss and Serena families, and tiles on the pool building wall commemorate all the community members who contributed. City leaders agreed to contribute the final funds necessary to complete the project.

“We raised over a million dollars,” Akens remembers, “and that was a lot of money back then.”

In kind donations also paved the way for the pool. SoCal Gas donated the gaspowered heater for the pool, and Van Der Kar remembers rolling out sod alongside other volunteers during the landscaping phase.

Fundraising for the pool project took many forms, including T-shirt sales. This one was the winner of a design contest.

June 11, 1989 marked the grand opening of the Carpinteria Community Pool.

Hundreds of people flocked to see Carpinteria’s newest accomplishment. Pool Committee members raced in inner tubes while the crowd cheered. Assemblyman O’Connell beat Carpinteria Mayor Tom Lewis in a swimming race, but as then 1st District Supervisor Gloria Ochoa told the newspaper, “The real winners today will be the children who will use the pool in years to come.”

Anderson’s son went on to lifeguard at the pool and her two grandsons recently finished their varsity water polo careers for Carpinteria High School. Akens’ daughter joined the swim team soon after her mom helped bring the pool into existence, and Van Der Kar’s son took his first swim lessons there. Thousands of Carpinteria children have become water wise thanks to the Community Pool and the countless hours the Pool Committee dedicated to turning the dream into reality.

To celebrate this big milestone, the city will hold a duo of Hawaiian-themed festivities on Saturday, June 1. The first is a free family fun day from 11 a.m. to 3 p.m. During this event, most of the pool will be dedicated to recreational swimming.

There will be music, games and hot dogs, chips and drinks for sale. The second event is a Tiki Party from 4 to 9 p.m. This 21-and-over celebration will include appetizers, live music, a no-host bar, a cornhole tournament and a raffle. Obituary

William “Bill” Buzin 11/9/1920 – 5/26/2019

On May 26, 2019, Bill, a passionate astronomer, was set free to explore the cosmos. He was surrounded by his loving family in Santa Barbara, California. Bill was born to Sonia and Morris Buzin on Nov. 9, 1920, in Buffalo, New York.

In 1923, Morris and Sonia drove to Los Angeles, California in a Model T Ford with their five children. Bill was preceded

in death by his parents, his first wife, Della, and his four siblings (Eddie, Sam, Lillian and Annie).

Bill graduated from Theodore Roosevelt High School and joined the Marine Corps shortly thereafter. He is a veteran of WWII. He grew to have a passion for carpentry and real-estate. He never missed a solar or lunar eclipse. He loved to travel; he loved animals; he was an avid reader; and he loved to spend time studying science and telling jokes and stories to make everyone around him laugh.

Bill moved his family to Carpinteria, California in 1987.

Bill is survived by three children, Marilyn (Larry), Jay (Jessie) and Rhonda (Matt). He is also survived by his ex-wife, Amanda, their three children, Veronica (Mike), Sonie (Allen), Bernie (Laura), seven grandchildren, Carrie, David, Andrew, Mikey, Mikayla, Arielle, Shimon, and four great grandchildren, Davlyn, Kaleo, Faith and Emma.

Protestors rally against fracking on the Central Coast

approximately 100 protestors rallied in Santa Barbara on may 23 to oppose federal plans to allow oil-leasing—drilling and fracking—on over one million acres of public lands in California’s Central Coast. The rally preceded the U.S. Bureau of Land management’s (BLm) public hearing on the plan’s draft environmental impact statement (eiS).

The hearing comes on the heels of the BLm’s proposal (made public at the end of april) to open 1,011,470 acres of public land and federal mineral estate in Fresno, Kern, Kings, madera, San Luis obispo, Santa Barbara, Tulare and Ventura counties to fossil fuel extraction. The plan would end a five-year-old state moratorium on leasing federal public land to oil companies. no new leases have been issued by the BLm in California since 2013, when a federal judge first ruled that the agency had violated the national environmental Policy act by issuing oil leases in monterey County without considering the environmental dangers of fracking—an oil-extraction process that blasts chemicals mixed with water underground to crack rocks. according to the BLm, about 90 percent of new oil and gas wells on public lands are fracked. given the environmental impact of fracking, the oil-extraction process has garnered intense scrutiny. a 2015 report from the California Council on Science and Technology concluded that fracking in California happens at unusually shallow depths, dangerously close to underground drinking water supplies and with unusually high concentrations of toxic chemicals.

The public lands at stake encompass “numerous groundwater systems that contribute to the annual water supply used by neighboring areas for agricultural and urban purposes,” a federal judge noted in 2016, according to a statement from the Center for Biological Diversity. at the may 23 rally, environmental advocates, elected officials and school and business leaders stirred the crowd with emotional calls to oppose oil-drilling

and fracking and to protect water quality and local biodiversity. “The plan targets some of our region’s most treasured landscapes, our water supplies, our favorite trails, our scenic views, our wildlife habitat, our tourism and outdoor recreation economy and the communities in which we live and work,” said gabriela Cabello, director of youth and community engagement at Los Padres ForestWatch. “These

lands are the heart and soul of the Central Coast, and one of the main reasons why so many of us call this place home. We cannot let the administration ruin these special places.”

Sandi Pierce of Cate School expressed concern about the process the federal administration has used to identify, evaluate and communicate the impacts of the proposed oil drilling/fracking in Santa

Barbara County, including a proposed site directly behind the school’s campus. “We are deeply concerned about the negative impacts on our school community, and the larger Carpinteria community, from this proposed activity,” said Pierce.

Representatives from Patagonia, Food & Water Watch, the Center for Biological Diversity and the offices of Assemblymember monique Limón and Congressman Salud Carbajal called for an end to the proposed oil-leasing, denouncing the Trump administration and BLm’s draft plan. Supervisor Joan hartmann directed her words to the Trump administration, stating that, “Fracking is a diabolical distraction” that is “…turning our attention away from the real solutions for a clean energy future.” hartmann reiterated, “We have to just say ‘no’ to fracking. We have to just say ‘no’ to an administration that is trying to force this down our throat.”

Water board removes water use restrictions, passes rate increases

at the may 22 Carpinteria Valley Water District (CVWD) meeting, board directors approved next fiscal year’s budget, including a 17 percent increase in capital investments to nearly $1 million. The board also authorized rate increases for average and high water use residents; rescinded 2015’s emergency drought ordinance; officially downgraded the district’s drought conditions from Stage Two to Stage one and lowered the district water use conservation goal from 20 percent to 15 percent.

Reporting on the district’s budgetary requests for fiscal year 2019-20, Assistant general manager norma Rosales noted that water sales are projected to rise some 150-acre feet, from 3,800 to 3,950. Fiftyfour percent of district water is dedicated to agricultural users and 46 percent to municipal and industrial customers. The roughly $7.5 million operating budget saw an increase of just 0.3 percent, while debt service grew by 5 percent and capital improvements by 17 percent, rising some $135,000 to nearly $900,000. Capital expenditure in the upcoming year will focus on the Cater Treatment Plant as well as investments in transmission and distribution systems.

With the board in agreement on the district’s budgetary plans, attention

turned to proposed increases in rates and charges. District staff proposed increases of roughly $2/month for average users consuming 9 hundred cubic feet (hCF), about 750 gallons, $4/month for high users averaging 24 hCF, and $18/month for agricultural high water users consuming 650 hCF each month. Director Korey Capozza sharply questioned the CVWD’s comparatively low rates for high water users and the small one-penny per hCF increase in agriculture rates. agricultural users, who paid $1.94 per hCF this year and will pay $1.95 next, are exempt from water treatment and water quality expenses, and enjoy lower rates. “We are losing the financial incentives to be prudent about water use,” said Capozza, urging the board to consider increasing the premium on high water usage, in line with nearby districts, in order to better reflect conservation goals. Board President Polly holcombe and Directors Case Van Wingerden and Shirley Johnson approved the board vote authorizing the rate increases, Resolution no. 1056, with Capozza abstaining.

SBCC inducts Moorehouse and Lipson Ekola into Sports Hall of Fame

It was a Memorial Day Weekend to be celebrated for Carpinteria’s Pat Moorhouse and Debra (Lipson) Ekola, who were inducted into the first ever Santa Barbara City College Vaqueros Hall of Fame Class on Saturday, May 25. The two athletic standouts were honored along with the 1977 women’s track and field State Championship team, longtime football coach Bob Dinaberg, founder and coach of the school’s athletic program, the late Albert “Bud” Revis, three-sports star Marina Gomez, former Major League Baseball player, the late Gary Woods and former National League Football Player Booker T. Brown. The event was hosted by local broadcaster and voice of the Santa Barbara Foresters’ baseball radio broadcasts, John Martony.

Local Carpinterian and former tennis and volleyball coach, Pat Moorhouse, was among the first inductees into the school’s inaugural Hall of Fame Class.

Moorhouse started her career at Yucca Valley High School, where she was also inducted into the Hall of Fame. With last weekend’s induction, the retired Athletic Department Chair is now a member of five Hall of Fames, including the Santa Barbara Athletic Round Table, the California Community College Tennis Coaches and the California Community College Athletic Association. Coaching both women’s volleyball and tennis, Moorhouse compiled a record of 37844 between the two sports. “I focused on effort versus outcome, because I felt that effort you can control, outcome you don’t always have the control,” explained Moorhouse.

High School, where she collected eight varsity letters: four in tennis, three in track and field and one in gymnastics. “I was part of the first generation to reap the benefits of high school sports … and scholarship ability,” said Ekola who came

in after the Title IX federal ruling which gave female students equal opportunity to compete. And compete she did. Ekola was seemingly unbeatable during her career at SBCC. In ’79 and ’80 she won WSC Player of the Year, going undefeated in both singles and doubles play. The first year, her partner was her sister Sherrie Lipson. “Debbie was a tremendous tennis player and is still a valued member of the SBCC family,” said current Athletic Director Rocco Constantino. Ekola currently works at SBCC, and has for 36 years.

The event also recognized the ’77 women’s track and field team that, with six members, captured SBCC’s first of 11 state titles. Head football coach Bob Dinaberg was honored for having compiled a 119-62-3 record, leading the Vaqueros to eight conference titles along the way. Volleyball, basketball and track and field star Marina Gomez was honored. Gomez played volleyball under the tutelage of Moorhouse, and as a sophomore, led the Vaqueros to a 30-4 record. Gary Woods, the first centerfielder ever for the Toronto Blue Jays franchise, was also inducted along with Booker T. Brown who played offensive line, once protecting NFL Hall of Fame quarterback Dan Fouts as a San Diego Charger. Also honored was Bud Revis, who worked at the college from ’51 to ’76, and served as SBCC’s head coach of football, basketball and baseball teams and Director of Athletics. Revis was also the Chairman of the Physical Education Department, Chairman of the SBCC Athletics Committee and Commissioner of the South Central Conference.

The inauguration of an SBCC Sports Hall of Fame marks a long overdue recognition for a great community college sports program.

The freshly remodeled Lynda Fairly Carpinteria Arts Center, 855 Linden Ave., will again host a free summer teen arts mural project led by John Wullbrandt for students ages 11 and older on Wednesday, June 19, from 10 a.m. to 4 p.m. The one-day project will produce an agamograph—a mural done in painted strips that incorporates different designs on opposite sides, creating images that merge and change as spectators shift their viewing position. Israeli artist Yaacov Agam developed the painting method in the early 50s and he was awarded the UNESCO Jan Amos Comenius Medal in 1996 for his work. All materials and lunch will be provided. Participants are encouraged to wear old clothes to paint in and to bring their own water bottles. A reception and viewing will be held on Saturday, June 29, following the Independence Day parade. EXPLORING THE VALLEY’S WILD AND CULTIVATED SPACES

ALENA STEEN May every spring be like the last! Our backcountry has received record amounts of rainfall this winter including late showers in May to replenish depleted reservoirs. Lovely, cloudy days for weeks have allowed spring’s wildflowers to unfurl at a leisurely pace. This welcome reprieve from the heat of last summer and the effects of the continuing drought is evidenced in the lush regrowth of the Thomas Fire burn scar, and the lingering harvests of cool weather vegetables at the Carpinteria Garden Park, such as artichokes, carrots, sugar snap peas and more.

As we head into the first weeks of May, many folks at the community garden are beginning to turn over their beds to summer crops such as tomatoes, cucumbers, eggplants, basil, summer squash and corn. Many of these heat-loving crops can prove a little more challenging right along the coast, where cooler temperatures and cloudy skies can invite common garden problems such as powdery mildew and aphids. However, there is much that you can do preventatively, including building healthy soil, watering appropriately, and using observation and intervention before pests become a problem.

The extra effort is so worth the bountiful harvests that can feed you, your family, and your community throughout the summer and into late fall. Growing even a part of your own food in any sunny spot available to you—whether in pots,

raised beds, or the ground—is a powerful way to connect to your own health and the other-than-human world. An organic and biodiverse vegetable, flower and herb garden provides the freshest and most nutritious food possible, while feeding the many native pollinators and honeybees in our urban landscapes who are suffering the effects of habitat loss and over-use of insecticides and pesticides.

Watching plants grow, especially if you have young people with fresh eyes in your world, is a truly magical and lifeaffirming experience.

Growing a summer garden using organic methods takes a little more work in the beginning but rewards you with plants kept healthy throughout the growing season who are less susceptible to pests and diseases thanks to the nourishing and protective benefits of healthy, living soil. To build soil, whether in pots or in the ground, requires the addition of several inches of organic compost stirred into the top layer of soil. Compost, available in bags at the garden store or in bulk from several local locations, softens the hard, marine clay which lies under most of the Carpinteria Valley. “Softer” soil means soil with more oxygen, which is able to take in more water during rain events and irrigation and release the moisture slowly to plants’ roots.

Soil with compost becomes much more alive—a single teaspoon of rich garden soil can hold more than one billion microorganisms such as bacteria, fungi and protozoa whose life cycles and decay build richer soil over time.

On May 23, Carpinterians from different walks of life gathered for a meal around a long banquet table set on Linden Avenue at the first-ever Carpinteria Common Table. The community event was organized by the Capps Foundation. Diners “were engaged in lively conversations from one end of the table to the other, mixed with the sounds of laughter and music,” said Todd Capps, event organizer.

Foothill Road crosses the whole Carpinteria Valley once again

on Wednesday, May 15, Caltrans opened the re-constructed arroyo Paredon bridge on Foothill road at the west end of the Carpinteria Valley that had been closed since the Jan. 8, 2018 debris flow, when thousands of tons of mud, boulders and tree limbs came down the watershed in an unprecedented deluge after the Thomas Fire. Caltrans representatives had said there were possible speed mitigations they could add to the final project, including rumble strips and possibly additional signage, but they also noted that the rumble strips may have become a noise nuisance as well. Carpinteria Valley Museum of History held their annual Memorial Weekend Marketplace and Plant Sale on Saturday, May 25. Shoppers were treated to artfully arranged flowers, exotic orchids and hanging succulents, along with an array of vintage finds, including furniture, toys, paintings, books, clothing, jewelry and more. Plants were donated by dozens of local Carpinteria nurseries to benefit the museum. Don’t worry if you missed last weekend’s market, the popular old-fashioned flea market is held on the last Saturday of every month. The next museum marketplace will be on June 29 and will feature over 60 vendors.

Junior Warriors kick season off Sunday

CVYAA Carpinteria Junior Warriors will kick off its 2019 season hosting flag football and 7 vs 7 games on Sunday, June 2, at Carpinteria High School softball fields from 8 a.m. to 3 p.m.

Junior Warrior teams include Mighty Mites (ages 5-7), Bantams (ages 8-9), Freshman (ages 9-11) and Sophomores (ages 11-13) and began practicing at the beginning of May. Throughout the season, Junior Warriors play against teams from all age groups from Oxnard, Santa Paula, Fillmore, Ventura, Grace Brethren and San Luis Obispo.

Flag games will wrap up at the end of June, rolling right into the Junior Warriors tackle season that begins on June 17. Sign-ups for tackle are open at carpjuniorwarriors.com and will be available at Sundays’ flag game from 10 a.m. to 1 p.m. next to the concession stand.

CIF playoff divisions announced for both Cate and Carpinteria High School The CIF-Southern Section announced the playoff division placements for all schools for the upcoming seasons.

Cate School will continue to compete in Eight-Man football, while girls volleyball will be playing in Division Six. Boys water polo will play in Division Five and girls tennis will be in Division One. As for Carpinteria High School, the football team will be in Division 12 with the divisions being arranged somewhat differently this year. Girls volleyball will be in Division Eight and girls tennis in Division Three. Boys water polo will compete in Division Four and cross country will also be in Division Four with cross country being determined by a population base of 600 students as the line between Division Four and Five.

9:14 a.m. / Public Intoxication / 900 block Elm Avenue

Deputies were dispatched to a lumber supply company on an intoxicated subject refusing to leave. The man became confrontational with the reporting party. The man was contacted and he was so intoxicated that he was unable to maintain his balance and spoke incoherently. When he was placed under arrest, he was unable to seat himself in the patrol car and had to be assisted. He was booked at Santa Barbara County Jail.

Wednesday, May 22

9:38 a.m. / Auto Break In / 1100 block Vallecito Road

A woman reported parking and locking her vehicle at a church and came back approximately one hour later to find the window had been smashed and her purse was stolen.

10:40 a.m. / Trespassing / Santa Rosa Lane

Deputies were dispatched to a third call on a woman who was trespassing on private property with the caller willing to sign a citizen’s arrest form. She’d been warned twice before to stay away from this property by a deputy, and the woman was booked at Santa Barbara County Jail.

2:15 p.m. / Catalytic Converter Theft / Birch Street

A caller reported that her catalytic converter was stolen from her vehicle between 10 p.m. and 6:30 a.m. on the night of May 22. The vehicle was parked on Birch Street, and there were several other online reports for stolen catalytic converters from the evening of May 22 to the early hours of May 23.

7:54 p.m. / Public Intoxication / 5500 block Carpinteria Avenue

A man was reported to be causing a disturbance and refusing to leave a motel. When deputies arrived on scene and checked the man’s room, he had left the motel. While checking the area, the man was contacted in front of a donut shop.

He was highly intoxicated and unable to care for his safety or the safety of others.

After being arrested, the man continuously yelled racial slurs and profanities at deputies. He was transported to Santa Barbara County Jail and booked for a warrant and public intoxication.

12:44 a.m. / Under the Influence of a Controlled Substance / Via Real

While travelling westbound on Via Real a driver stopped his vehicle and prepared to make an illegal U-Turn. As he attempted to make this U-Turn, another driver attempted to overtake him believing he was about to park. The two vehicles collided. One driver suffered minor lacerations to his forearm and declined to be transported by ambulance.

A man called 911 four times stating that people were hiding in the parking lot and were threatening him. When deputies responded, they determined that the man was suffering from hallucinations, most likely due to methamphetamine use. He was arrested and transported to station 39 where an exam was conducted, and his urine tested positive for methamphetamine. The man was transported and booked into Santa Barbara County Jail.

A man was seen riding his bicycle in the area and a deputy made contact with him. The man stated that he may have a methamphetamine pipe on him. A search resulted in a methamphetamine pipe and a useable amount of methamphetamine being found. A record check also showed that he had two active arrest warrants.

The man was transported and booked into Santa Barbara County Jail.

The victim reported that an unknown suspect(s) smashed one of the windows to his vehicle and stole items. The suspect(s) stole the items from the vehicle as the victim ate lunch at a nearby restaurant.

A man reported his rear license plate was stolen sometime between 9:40 and 10:17 a.m.

Deputies responded to a call about multiple people fighting. After the situation calmed down, it was determined not to be a fight but rather a family trying to avoid additional family members from driving drunk. ORDINANCE NO. 19-2 AN ORDINANCE OF THE BOARD OF THE DIRECTORS OF THE CARPINTERIA VALLEY WATER DISTRICT REDUCING THE STAGE TWO DROUGHT CONDITION TO A STAGE ONE DROUGHT CONDITION AND AMENDING WATER USE RESTRICTION REGULATIONS WHEREAS, the Board of Directors on May 13, 2015 adopted Ordinance 15-2 Amending and Superseding Ordinance 15-1 and Declaring a Stage Two Drought Condition and Establishing Water Use Regulations to be effective during a Stage Two Drought Condition; and WHEREAS, the Board of Directors on December 12th, 2018 extended Ordinance 15-2 Declaring a Stage Two Drought Condition to be effective through December 2019 unless rescinded; and WHEREAS, Ordinance 15-2 required certain mandatory restrictions and prohibitions on water use and, required certain mandatory actions by water users, and established a structure for the District to assess penalties to violators of said requirements and prohibitions, and WHEREAS, rainfall in the recent winter has reduced the potential for short term water shortages by refilling Lake Cachuma to above 100,000 AF, and WHEREAS, rainfall in the recent winter has provided some recharge to the Carpinteria Groundwater Basin improving the potential for the groundwater basin to recover from the 7-year drought, and WHEREAS, as the Board of Directors finds that the restrictions and prohibitions set forth in Ordinance 15-2 are no longer appropriate. and WHEREAS, it is still in the best interests of the customers of the District for the District to have regulations in place to manage water demands in order to prepare for potential additional dry years until Lake Cachuma and the local groundwater basin have fully recovered, and

BE IT FURTHER ORDAINED that if any section, subsection, sentence, clause or phrase of this Ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this ordinance. The Board hereby declares that it would have passed this Ordinance and each section, subsection, sentence, clause or phrase thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be unconstitutional or invalid.

BE IT FURTHER ORDAINED that this Ordinance is an urgency ordinance. It is necessary that the restrictions set forth in this Ordinance be adopted as set forth herein in order to protect the supply of water for human consumption, sanitation and fire protection.

BE IT FURTHER ORDAINED that this Ordinance shall take effect on July 1, 2019 and terminate on July l, 2020.

WHEREAS, in order to protect the water supply for human consumption, sanitation, and fire protection into the future, that during this drought recovery period the following voluntary water use recommendations shall be in effect, and

Cub Scouts honor their own

Twelve Cub Scouts from Pack 50 were honored on Friday, May 3, in a special candlelight ceremony in front of their families and peers. The fifth graders completed their highest rank as Cub Scouts, and earned their Arrow of Light badges, which were awarded by Den Leader Tim Gray. Five of the boys have been in Gray’s den since the first grade. Eight of the boys officially crossed over into Boy Scout Troop 50 of Carpinteria, and one crossed into Santa Barbara Troop 26. They are looking forward to attending their first Boy Scout camp this summer as part of the troop.
