Mavericks bounce to the beach and back

Mavericks Athletics held its annual “Dribble Drive” fundraiser on Friday evening, May 18, with 40 players and coaches dribbling basketballs from Carpinteria High School down Linden Avenue to the beach and back, then shooting free throws for two hours. After 11 seasons in Carpinteria coaching youth travel basketball, as well as summer camps, the Mavericks program is going strong. “Our program purposefully runs at a deficit every year,” says Director Ryan Reed, “we just want to make this program available to every kid that wants to play. We coach basketball, but that’s just the conduit to teach character. Character is what we’re building in these kids, and it’s paying off.” Mavericks has players from all over Carpinteria, Santa Barbara, Ventura and Ojai, in grades three through high school.

$183 million granted for 101 improvements

Phase 4 of the Highway 101: Santa Barbara to Mussel Shoals project was awarded $183 million in SB1 funds. The project includes the widening of Highway 101 to three lanes in each direction. Eight of the 16 miles in this area have already been widened— the stretch from Carpinteria to Santa Barbara, now fully funded, is currently in the planning phase. The freeway improvement project includes funding for initial peakhour train use with $22 million in additional rail and bus funding.

Linden avenue overcrossing expected to open by Graduation Day

On Monday, May 21, at 6 a.m. Linden Avenue over the freeway closed for an expected three weeks to connect roadways to the new overcrossing. A portion of Ogan Road leading up to Linden Avenue was also closed to vehicles. The roads are expected to reopen on or before June 8. Pedestrians and bicyclists can use the old overcrossing during the closure. “It’s going well but there is still a lot to do,” said Kirsten Ayars, community liaison for Hwy 101: Linden and Casitas Pass Project.

“Our goal is to have the new Linden Ave overcrossing open by June 8, Graduation Day, if not earlier.”

In other updates, work on a new retaining wall at the corner of Ogan Road and Linden Avenue is nearly finished. While new sidewalk, curb and gutter are being poured, a sidewalk detour is in place along Pacific Village Drive.

New “no parking” signs installed at bluffs

Bluff visitors will note the permanent “no parking” signs installed along Carpinteria Avenue east of Rincon Engineering, as well as several temporary “no employee parking” signs at Viola Fields, as the city attempts to preserve available KARLssoN parking for bluff Temporary “no employee parking” signs have been goers and to work installed at Viola Fields by the city manager. w i t h a re a t e c h firms to ensure safe parking for employees.

According to City Manager, Dave Durflinger, the permanent signs on Carpinteria Avenue will enforce an already existing law, “it is not legal to park on the shoulder of an unimproved road.”

As for the temporary signs at Viola Fields, the city has been working with Procore, in particular, to deter their employees from using the city park’s lot for parking. A provision of the municipal code allows the city manager to manage parking, and with that, Durflinger has installed paper signs in Viola Fields as an interim measure.

“Procore does and will continue to support the city in its effort to deter employee parking along Carpinteria Avenue and at the Viola Fields,” said Noelie LeBlanc, public relations specialist. “We have implemented several solutions, such as providing offsite parking with shuttle service, to ensure that our employees do not park in those areas.”

At an upcoming city council meeting Durflinger will bring a proposal for permanent restrictions to parking at Viola Fields, whether for timed parking or otherwise.

Meet the new librarian

In case you didn’t hear the small-town buzz or catch a glimpse of a new face in the stacks, Carpinteria Library has a new fulltime librarian, Blanca Ramirez. To get to know the town’s newest purveyor of public service and expert guide for book lovers, CVN conducted a Q & A with Ramirez. Read on to learn more about Carpinteria’s new librarian.

CVN: Where did you study to be a librarian and what degrees do you hold?

Blanca Ramirez: I studied for my MLIS at San Jose State University’s online program. In addition to that, I also have a BA in English from UC Riverside.

CVN: Do you have an area of expertise?

BR: My background is mostly in children and teens, but I am excited to branch out and do adult programming.

CVN: Where are you from? How would you describe your hometown and childhood?

BR: I am from Montclair, California which is about 30 miles east of Los Angeles. I would describe it as a fairly typical California suburb. I have three sisters and one brother, so I always had someone to keep me company. I grew up in a close-knit neighborhood and spent my childhood playing with the other kids on my block.

CVN: When did you know that you wanted to be a librarian and why? What led up to that career path?

BR: I was always certain of what I didn’t want to do, but didn’t have a career goal in mind when I chose to become an English major. My sister, who is a teacher, suggested I look into becoming a librarian and I immediately started working towards that goal. I started volunteering at my local library and eventually landed two part-time library jobs while I was working on my library degree. I left those two positions to work as a part-time librarian in Monrovia as I was finishing up my studies. I finally got my degree this past fall semester and was fortunate to land a job here.

CVN: What do you love most about being a librarian?

BR: Every day is different and there is always something to do. I get to be both analytical and creative, so if I feel like I’ve been too much of one thing, I can recharge and do something completely different. Most importantly, I also get to help people every day. I think most librarians will tell you that’s the most satisfying part of the job.

CVN: What kind of reception have you received from Carpinteria?

BR: People have been really welcoming and eager to meet me. For the first week or so, people would come in because they heard about the new librarian. It was the only time I’ve received that kind of welcome, but it gave me the impression that people here really care about the library which is refreshing.

CVN: What are you excited about doing at the Carpinteria library?

BR: I’m excited to start new programming.

I’d like to do programming for the children that come after school, add another story time, start book clubs and do more outreach. I’m also excited to do my first Summer Reading Program here. SRP brings in a lot of people to most libraries, and I’m anxious to see the turnout at Carpinteria.

CVN: How would you describe yourself as a librarian?

BR: I don’t know how I would describe myself because I am still a relatively new librarian. Because of that, I would say I am pretty flexible and an eager learner.

As a librarian, it’s important to not silo oneself but to welcome new opportunities and collaborative efforts. I think that’s the trend most libraries are heading in.

Libraries are supposed to provide access to information, but we shouldn’t just limit that to print materials. We can also provide experiences and opportunities that impact people’s lives. As a librarian, I’d like for the library to not just be a place you can get a book, but a conduit for personal growth and community engagement.

Shades of light

As a cyclist who has been riding these roads for over 45 years, I can’t help notice a growing hostility towards bikes coming from cars. Rick Shade’s rant about clowns in spandex (“Letters,” CVN, Vol. 24, No. 34) sheds plenty of light in my mind when he spews that cyclists can kiss his ass and ride to hell. The next time some poser in his dusty pickup truck wearing his Carhart rancher costume swerves out of his way to miss me by inches, I’ll think of Rick.

One can hardly compare the few weeks of road closures for the natural disaster we endured to less than an hour of closed roads while people line the streets to cheer for the biggest cycling event in the United States coming through our town. We are returning to normal and realizing “life is short.” So, when a “Tour de France” moment comes through the 805 should we really blame our elected officials for not protecting us?

Quite the contrary, we watch and we celebrate that Amgen chose Carpinteria to be part of the event they sponsor. We move on cheerfully because our bridges are being repaired and we see the green on the mountains returning. I find it highly unlikely, but I would be interested to know if any business owners actually lost business due to the Amgen Tour of California.

I see you, Mr. Shade (“Letters,” CVN, Vol. 24,Nno. 34), as one of those who curses when you see a bicycle on the road, but the 805 is a heavily populated cycling community, so we and the Amgen Tour of California are here to stay. Give us the three feet we are allowed and suck it up.

“New normal” includes tolerance

In response to Rick Shade’s letter (“Letters,” CVN, Vol. 24, No. 34), the letter writer’s expertise in helping to clear debris and mud after the floods was commendable. Because he seems like a decent guy, I was shocked to read his hate letter against the Amgen Tour of California in last week’s CVN. It is correct, we are working toward a new normal since December. It is a new normal for our community and it’s a new normal for each one of us since we are all so very diverse.

My passion is cycling; it is my “normal.” I ride for fun, fitness, mental health, to commute and to compete. There are thousands of non-professional cyclists in our area keeping cars off the road, saving gas, staying healthy and boosting the revenues of local restaurants and small businesses through their passion of cycling.

Nationally, politics is very divisive at present. It doesn’t have to be that way in Santa Barbara. And the Auditor-Controller must be independent. I am honored and humbled to have the support of so many community leaders across the political spectrum—Democrats, progressives, independents, Republicans, mayors, supervisors, other office holders and even the ex-mayor of Los Angeles.

If you vote Christensen for Auditor, you will be voting for the protection of your tax dollars and the delivery of services into our communities throughout Santa Barbara County. Perhaps you’ve read about county employee Lynn Hogan who stole nearly $2 million in public funds over the past 10 years. The fact that this went undetected for 10 years means the Auditor-Controller’s office failed to provide or implement proper internal controls. Ten years is too long for any fraud to be perpetrated on the public without detection.

The Santa Barbara County AuditorController is also responsible for monitoring the county’s billion-dollar budget.

As the chief financial officer, the AuditorController creates and maintains financial policies and procedures. Dealing directly with the County Board of Supervisors, the position demands financial savvy.

To meet that demand, I offer over 16 years of experience in municipal law and municipal finance with Santa Barbara County. I offer a JD and Masters in Business Administration with an emphasis in finance, both earned from USC. I am an accountant, an attorney and a finance professional. I now serve as the county’s Chief Investment Officer, managing a $1.6 billion portfolio for the county, public schools and special districts. I literally wrote the county’s first rainy day reserve policy. In short, I am a proven protector of our assets and money. I would be honored to have your vote on June 5.

ebration of an avocado rancher’s passion and expertise, the Amgen Tour of California is a celebration of mine. I’m a huge fan of the Avofest, but some folks in town are not and yes, we hear about it. But your letter demonizing Amgen and the TOC was just boorish and ill-informed.

You vilified our county officials and elected representatives. You also disparaged me and a huge population of Santa Barbara County cyclists. The ATOC is a celebration of our passion; it is part of our “normal” lives as cyclists. We witnessed tremendous athleticism and courage. It was not a disruption, it was a celebration that came through Carpinteria, Summerland, Montecito and Santa Barbara on a Monday afternoon between 2 and 4 p.m. for maximum of 1 to 2 hours in each area.

Please, let’s add tolerance to the list of the “new normal,” because your tolerance of my normal seems as thin as the spandex I proudly advocate for and wear.

On school shootings

Instead of asking what role guns, drugs or mental health may play in school shootings, perhaps we should ask what role the “school institution” may play: confinement, boredom, indoctrination, pressure, bullying, impersonality, etc.

One thing is sure: absent crowded public schools, there would be fewer mass shooting opportunities. Another thing that’s sure: absent the public-school monopoly, humans would still think and learn as they always have, but likely more happily; according to their individual interests and abilities.

They are full of dull, unintelligible tasks, new and unpleasant ordinances, brutal violations of common sense and common decency. Growing pains

I might not live in Carp anymore but its only because it hurts too much. I grew up there and seeing my beautiful town being developed in such a distasteful way is depressing. My great-great grandparents came here and our family has lived here for generations. My 80-year old grandma, Mom and Aunt live in town.

And I would love to live in Carp, but I choose SB because it honestly hurts less since I don’t have to see it every day. This wave of development has me breaking five generations of tradition and not by choice. Who are these bridges for? What is this development the path to? More development? I wish the city council catered to locals like they do tourists, I wish they looked to the past more than their agenda. I wish Carpinteria well as I see it very much under attack. Remember it’s not the OC for a reason. Move there if that’s what you want.

Obituaries

Foster A. Markolf 12/15/1942 – 5/14/2018

Foster A. Markolf passed away in his sleep on May 14 at age 75. Foster fell in love with Carpinteria as a boy when he spent summer vacations at the state park, then he made it a tradition for his family to vacation there. In the 22 years that Foster lived in Carpinteria, he accomplished more for the community than most do in a lifetime.

Foster graduated from Stanford University with a degree in American History in 1964. He served in the U.S. Navy from 1964 to 1968 in Vietnam and China Lake, California and then attended the U.C. Hastings College of Law in San Francisco.

Foster had a rare talent among lawyers; he was well respected for his ability to simplify complex legal issues. His corporate career included time with Shell Oil in Houston, followed by the positions of General Counsel for Memorex and then Sequel, both in Santa Clara, California.

In 1959, Foster went to a World Series game in LA which prompted a lifelong passion for the LA Dodgers and the game of baseball. Dodger blue through and through, he rented a condo in Goodyear, Arizona and had spring training season tickets for the Dodgers for many years.

Foster married Rosa in 1992 and they retired to Carpinteria a few years later.

They bought a property in the beach neighborhood and built their beautiful home on the site.

Foster loved movies, reading, travel and especially all the above while travelling. Initially he and Rosa travelled the U.S. in a fully loaded coach that Foster delighted in driving. In those days, the Dodgers held spring training in Florida, so the Markolfs would drive to Florida each spring. Later the pair took up international travel, visiting Australia, Africa, Russia, India, Europe and the UK. As much as Foster enjoyed the travel, he also loved to research and plan each trip.

Foster could be found every day walking miles of Carpinteria beaches and city streets in his Dodgers baseball cap and shorts. Some of his favorite memories were of rigorous hikes with friends at the Grand Canyon and Yosemite.

Carpinteria would be a very different place had Foster not chosen it for his home 22 years ago. His legal training, encyclopedic knowledge and persuasive eloquence have benefited myriad local causes. He brought his compassion, tireless energy and dogged perseverance

As a member of Carpinteria Beautiful, Foster’s legal expertise and love of art fueled several downtown art projects.

Whitney Abbott’s Linden Avenue art piece, John Wullbrandt’s murals on Wullbrandt Way and Carpinteria Avenue, and the enamel city seal installed at city hall in honor of the city’s 50th anniversary were made possible thanks to the hundreds of hours Foster poured into coordinating with artists, property owners and the city.

In an effort to improve community health and reduce litter, Foster led Carpinteria Beautiful’s two-year charge to bring about the city’s Second Hand Smoking Ordinance in 2011. He was a founding member of the Adopt-A-Spot anti-litter program, and he served two terms as president of Carpinteria Beautiful.

He also believed fiercely in public libraries and spent several years on the Friends of the Carpinteria Library board.

He lent his legal expertise to securing and renewing the lease for the FOL bookstore, which raises funds necessary to the library’s survival. He also led the group’s art committee, its investment committee and could be counted on for anything from moving boxes of books to drafting legal contracts.

In recent years, Foster used his energy and determination to address homelessness in Carpinteria. He was a founding member of the Carpinteria Regional Coordination Committee, which works to meet the housing and service needs of people experiencing homelessness in Carpinteria.

Most recently, Foster chaired a committee working to increase housing opportunities for the homeless. Due in large part to his efforts, Carpinterians without homes have access to a weekly lunch program and laundry service. Foster shared his time and heart and helped give his homeless friends dignity and hope.

Foster is survived by his loving wife Rosa Markolf; his son Derek (Kathryn) Markolf, his daughter Carley (Scott) Kennedy; his step-sons Craig and Tim Parsons; his sister Martha Aubin; and his five loving grandchildren.

He emailed it to some friends and had a decal printed and affixed above his desk in his office. It reads: “Live as if you were to die tomorrow. Learn as if you were to live forever.” No words could better describe Foster Markolf.

Complications from the way he was forced to live ruined him from the inside out. Now he can build that dream house he always wanted. His travels took him from the West Coast to the East Coast, to Canada and Mexico. His big heart and ever-caring love for all, including the homeless people around him, will forever be missed.

Besides Tyla’s and Anthony’s families, others left behind include Todd’s son Michael (Micky), his granddaughter Luna, his brother Kenneth Chapelle and his wife Katherine, and their sons Jacob, Brett and Scott.

Bill Wiederkehr gently passed away on May 3, 2018 at home in Carpinteria, California. He was a native Californian, born at the Presidio in San Francisco to William A. Wiederkehr Sr. and Grace Hansen Wiederkehr. His father was a career Army man stationed at the Presidio when Bill was born. He was raised with his five siblings in the San Gabriel Valley.

Bill served four years in the Air Force during the Korean War as a jet engine instructor, teaching at bases in the United States and in China. After serving his country, he went on to graduate from

He had a special bond with his brother Richie who was with him until the end. The love Jimmy and Nanci had for each other endured for 28 years, through thick and thin. He enjoyed spending time with his boys whether it was camping, watching them play sports, or just a family BBQ. His grandkids meant everything to him and he loved nothing more than having them around. Jimmy also loved spending time with his large extended family both locally and in Northern California.

Jimmy brought a smile to everybody’s face with his witty sense of humor and his heart of gold! In Jimmy’s words, “Never say goodbye… it’s see you later!”

There will be a celebration mass for Jimmy’s life on Thursday, May 31, at 10 a.m. at St. Joseph Church, with a burial to follow at the Carpinteria Cemetery.

Jeff is survived by his wife of 35 years, Sara Mecham, son Alex Mecham (Dolores), daughter Stephanie Mecham, daughter-in-law Jennifer Gonzalez, stepson Tony Gonzalez, brother David Mecham (Randi), sister Carol Brown (Rick), brother Jim Mecham (Jeanne), stepsister Alice Bingham, former wife Connie Decile, five grandchildren and numerous nieces and nephews. He will be missed by all. The family would like to thank Dr. Clark and the staff at Sansum Clinic, Cottage Hospital, Cedars-Sinai and Visiting Nurses & Hospice of Santa Barbara for doing their best. A private celebration of his and his mother’s lives was held May 12 at his home.

California State University, Los Angeles, where he met his future wife Mary C. Grace. They raised their two children in La Canada-Flintridge. Bill enjoyed his graduate work at UCLA and had a successful career in commercial real estate management. He was active in both business and community organizations, including Building Owners and Management Association (BOMA), Los Angeles Chamber of Commerce, Kiwanis, Lions Club, and HELP of Carpinteria.

He and Mary traveled to more than 70 countries, and he always looked forward to visiting the next new place. Bill had a wonderful way with people. His humor and wit were enjoyed by his family and many friends.

Bill is survived by his wife of 59 years Mary; his daughter Mary Grace Gregg and her husband Eric; his son Bill Wiederkehr Jr. and his wife Holly; grandson Evan Gregg; grandson Joshua Wiederkehr; sister Emily Walters; sister Pat Roper and her husband Frank; brother Jim Wiederkehr and his wife Anita; and many nieces and nephews. He is preceded in death by his sister Mary Clark and his brother Richard Wiederkehr. Services are private.

He had a good life.

“CARP Growers” created to uphold best practices

New association endorses Cannabis Tax Measure to raise revenues for enforcement CVN rePOrt When Proposition 64 passed at the ballot box in november of 2017, paving the way for the sale and use of recreational marijuana, Carpinterians in ever-increasing numbers began raising questions about the skunky smell, environmental impacts and cultural shifts that the booming industry would bring. The conversion of numerous greenhouses in the Carpinteria Valley from cut flowers to medicinal and adult-use cannabis has been a complex local issue. at present, 30 percent of marijuana cultivation in the county is said to be in the Carpinteria Valley. While the county and city are both grappling with how to regulate statelegalized marijuana commerce, as well as create and enforce local ordinances, including pressing questions of taxes and fees, a group of cannabis growers in the Carpinteria Valley have formed a professional association which, according to their press release, will guarantee that its members follow the rules and conduct business as mindful members of the Carpinteria community. on May 22, the Cannabis association for responsible Producers (CarP Growers) announced their formation as a trade association that will operate under 501c(6) nonprofit status. according to a press release from the association, CarP Growers members will adhere to all state and local rules, other strict environmental guidelines that go beyond regulations and a code of ethics designed to ensure member farmers are at the forefront of compliance and setting best-practices for the emerging industry.

Membership requires installation of a vapor-phase odor control system along the perimeter of all grow structures. These systems use a biodegradable and nontoxic vapor to neutralize cannabis odors and prevent them from escaping the premises. according to a statement issued by CarP Growers, the association supports county enforcement of the strict cannabis

ordinance and endorses Measure T 2018, the santa barbara County Cannabis Tax ballot measure. The measure will appear on the June 5 primary ballot, and if passed by a majority of voters, will tax the cannabis industry, providing additional resources to enforce the county’s comprehensive regulations, including odor control. CarP Growers contends that enforcement measures “will drive out any growers not following the rules designed to protect the community.”

“We are ready to support the county

and the community by paying to enforce regulations.” said CarP Growers director Graham Farrar, owner of Glass house Farms. “if voters approve the measure, the cannabis industry pays for enforcement, not residents.”

CarP Growers member ivan Van Wingerden stated, “We absolutely want to be well represented as an industry, and part of that is giving back to causes we believe in. at heart, we’re farmers in Carpinteria. We’re connected to this community.”

Sanitary District spares trees at office site

In the end, none of the neighbors to the Carpinteria Sanitary District offices needed to chain themselves to the blue gum eucalyptus trees that CSD proposed to cut down. At a standing-room-only meeting on May 15, the Board of Directors voted 5-0 to retain “most if not all” of the nine trees on the property that were slated to be removed as part of a proposed plan to rebuild a permanent office at the 5300 6th Street site. Neighbors to the property had implored the board to reconsider the plan because three of the trees are giant eucalyptus that together with the other trees comprise a special ecosystem for wildlife and idyllic space for the public.

Plans to chop the trees were motivated by the risk of sudden limb drop, for which the stately eucalyptus are notorious.

CSD General Manager Craig Murray said, “We looked at these trees in a very analytical way. It was risk oriented.

We’ve seen these trees drop limbs … one being 10 inches in diameter and 50 feet in length.” He said after meeting with neighbors and gauging community interest, the district was willing to live with some risk. Building plans called for removal of the nine trees but replacing them at a 3-to-1 ratio with native oaks and sycamores, which Murray said he considered a good trade off on paper. The 400-year-old Portola Sycamore tree on the property, a historical landmark and most beloved of the stand, was never in consideration for removal.

Members of the Board of Directors explained that the current office consists of temporary trailers that were erected in 1991 and the City of Carpinteria issued a deadline of 2019 to build a permanent office at the site. In addition to the city’s mandate, the Federal Emergency Management Agency is requiring that the building be raised six feet. Even without increasing the one-story height of the building, it must grow by six feet to be elevated out of the floodplain. CSD evaluated a cost-scenario of adding a founda-

tion and elevating the current trailers but it made more sense to build a new office.

Building plans have already made multiple rounds at the City of Carpinteria Architectural Review Board, and neighbors have protested each step of the way. The ARB granted approval to send the plans on to the Planning Commission, but advised CSD that it heed neighbors’ comments before the Planning Commission stage of the process, which is coming in June.

The new office at the end of 6th Street where it meets Carpinteria Creek would change the informal and natural environment at the end of the street, neighbors have repeatedly said. Plans call for it to

be five-feet taller than the current building and about 500-square-feet larger, although Murray has pointed out that the deck off of the current building gives it about the same footprint as the proposed office.

At the May 15 meeting, vocal neighbor Louis Hanson said, “It’s like a two-story building right in the face of all the neighbors.”

In addition to wanting to see a more modest plan, neighbors want the building to be closer to the street and to have the highest building elevations on the west side of the property to minimize its obtrusiveness. Neighbors also recommended delaying plans because the FEMA flood map is expected to change in response to raising freeway bridges and the Carpinteria Avenue bridge of Carpinteria Creek as part of ongoing and planned infrastructure projects.

Boardmember Mike Damron, who along with Boardmember Mike Modugno recommended sparing the trees, said that the process of approving the design is far from over and that the spirit should be of compromise. “We’re not going to get exactly what we want, and the neighbors aren’t going to get exactly what they want in this process,” he said.

Modugno applauded the community input and segued into another contentious issue the could soon face CSD: partnering with Carpinteria Valley Water District to create a waste water recycling system. Given that the environmentallyminded crowd attended to save trees, Modugno said, “We hope you’ll all be up here to support recycled water.”

The county Board of Supervisors has cleared away the red tape for Montecito property owners who want to rebuild what they lost in the catastrophic debris flow of Jan. 9.

Voting 5-0 on May 15, the board said that no design review or zoning permits would be required of Montecitans who propose to build back essentially the same house, garage or guest home that they owned before the disaster. Such proposals, known as “like-for-like,” will need only building permits, which do not require notice to neighbors. Building permits cannot be appealed.

In voting on Tuesday, the supervisors brushed aside earlier requests by the Montecito Association, a homeowners’ group, and the Montecito Planning Commission, an advisory group, to delay their decision until after the FEMA map is released next month. These groups had argued that the maps would help the county develop a better strategy for building back a safer and more resilient community.

The Montecito Association, Montecito Planning Commission and county Planning Commission also had recommended that the board require design review by the Montecito Board of Architectural Review for any proposed changes in the exterior design of rebuilt structures. Such checks and balances, they said, would allow neighbors to have a dialogue about privacy, views, noise and even sunlight.

But the supervisors wanted to speed up, not slow down county review for the debris flow victims. Under the circumstances, neighborhood aesthetics does not trump people’s “ability to survive,” Williams said, adding that lengthy delays in rebuilding could effectively exile them from their community.

On May 15, the board said design review would be required only if the exterior design of a proposed structure was “substantially different” from what it was replacing.

Supervisor Janet Wolf recalled the difficulties her own family faced after their home burned down in June, 1990, during the Painted Cave Fire on Highway 154.

Wolf said she wanted to remove any “glitches along the way” for Montecito residents who lost their homes.

“It was important for us to get back to some sense of normalcy,” Wolf said. “You just don’t want roadblocks.”

At the Carpinteria Valley Chamber of Commerce State of the Community on may 18 attendees heard compelling reports of a shaky economic terrain, but mayor Fred Shaw defined the zeitgeist, “We’re still standing.” the mayor gave an overview of the impact of the mudslide and fires on Carpinteria, including mention of the fire and law enforcement agents who worked 24/7; the streets empty of shoppers and diners; the 3,000 truckloads carrying 28,000 cubic yards of debris, and the dredging project that just finished in the salt marsh. And yet, Shaw remarked, “not a single business closed permanently as a result of fires and flooding.” the beach is now clear, Caltrans has moved ahead the expected finish date on the Hwy 101 bridge project, and a commuter train line has been added.

While the city has a history of fiscal conservatism, it is nevertheless facing an economic shortfall in coming years, according to the mayor. one possibility, suggested Shaw, is implementing a sales tax, which received about 65 percent support from the 650 residents polled. About half of the revenue from this tax would be from visitor spending. the city council is still determining if a tax on the November ballot will be a sound idea.

A mayor’s dream

Shaw has long held a dream to make the beach-end of Carpinteria safer for kids who cross the tracks on their way to and from Aliso elementary School, home, the beach and so on. Shaw delightfully announced that CA Senate bill 1 will fund a new Amtrak platform and a pedestrian undercrossing at holly Avenue. “it’s one of my dreams to make getting across the tracks safer for these kids.”

Shaw also announced that funding had been secured to begin constructing a third lane on highway 101 in the Spring of 2020. We will continue to be the “envy of other coastal cities,” said Shaw.

It’s shaky, but getting better

das Williams began his presentation with a bit of dire news. In addition to the $30 million pension deficit, the county now faces the expenses of recent natural disasters: $24 million in cleaning and debris removal. the county will not have all expenses reimbursed. “if the mountain comes down fast, we have a state of emergency,” said Williams in reference to the limited economic responsibility covered by FemA, “if it comes down slowly, we have a fiscal problem”— in other words, the county foots the bill.

Williams urged the audience to “buy more chocolate, buy less gas.” What did he mean? the community needs to support its businesses, such as Chocolats du Calibresson, a Carpinteria-based shop, among others, and contribute to the economic vitality of the community. “We lost people forever in this community,” said Williams. “Living in this community, you can start to think that darkness does not touch us here, but it touched us here.”

Williams went on to implore the community to vote yes on measure t, the cannabis tax. “You don’t want me to prepare a budget that doesn’t include a cannabis tax. it would be really bad.” According to Williams, the money accrued from measure t would allow the community to move from a “reactionary enforcement regime” to a “proactive enforcement regime.”

Think of the library

in his summary remarks, Williams crystalized his sense of an urgent need for fiscal change by directing attention to the Carpinteria Library. the operating expenditure for the Carpinteria Library is $389,000 annually. The fiscal shortfall next year will be $147,000. By Williams’ assessment, this shortfall puts the library’s fulltime staff and hours of operation in danger. Williams asked that the city step up again to help the library, and that residents vote yes on both a county-level cannabis tax and a city-level sales tax.

Williams also encouraged everyone to donate to the Friends of the Carpinteria Library. “this year will be the toughest year for the library,” concluded Williams.

New counselling center at CMS focuses on students

BY ChriStiAN BEAMiSh dropping into the new counselling center at Carpinteria middle School one immediately sees groups of students utilizing the board games, couch and lounge in the room—clearly enjoying the space and the company of their peers. And that is precisely the goal, says Stephanie Reece Stahl, who, with her colleague megan Kruk, serve as school-based counsellors at CmS. “the idea behind the (counselling center),” Stahl said, “is to be more proactive and more available to students.”

Good360, an organization that partners with companies to source highly needed goods to support people in need—in this case, the student community of the middle school after this chaotic year of fire and flood—partnered with Sonos and hasbro to transform a classroom into a counselling center. Furniture from Restoration hardware in the form of bookshelves and lounge chairs, as well as sound equipment from Sonos and games from hasbro constitute the major upgrades, but personal touches of

motivational signs and words complete the room.

School counsellors have traditionally focused primarily on helping students keep track of credits and perhaps college programs, but more recently the role has come to include social/emotional, and career development as well. Stahl and Kruk survey the entire student body at the beginning of the year to determine where the greatest needs are. “We’re a hub for any kind of resource or support students may need,” Stahl said. in addition to being a space for students to enjoy during their lunch hour (no food in the room, please!), the counselling center also offers afterschool homework support on tuesdays and thursdays. the emphasis on the recently established counselling center is part of a school-wide effort to help students thrive in all aspects of their lives. An upcoming three-day student workshop led by Just Communities aims to bridge differences among those of diverse backgrounds and cultures to strengthen the local community and advance social justice.

Fire followers—After the burn, the bloom

FIELD NOTES

EXPLORING THE VALLEY’S WILD AND CULTIVATED SPACES

ALENA STEEN Walking the burn zone five and a half months after the Thomas Fire is a testament to the regenerative power of our fire-adapted landscape. The front range is awash in color—bright greens, purples and yellows unfold against a stark backdrop of ashy mountains and the jagged black limbs of shrubs. Masses of showy blooms such as big-flowered phacelia (Phacelia grandiflora), California bluebells (Phacelia minor), several species of lupine (Lupinus spp.) and the brilliant yellow flowers of non-native mustard blanket the mountainsides. Big-flowered phacelia is especially eye-catching, with purple blossoms almost as big as your fist on slender stalks four to five feet tall forming a carpet beneath burnt branches. In the middle of the day, when temperatures are warmest and winds are least breezy, native pollinators and honeybees busily bury their faces in blooms. While the flush of new growth and flurry of insect activity is striking, it is not a surprise—California’s landscapes have been shaped by fire for thousands of years.

The distinctive plant community that covers the front range of the Santa Ynez mountains is known as coastal sage scrub.

Plants are mostly soft, fragrant shrubs that survive the long, dry summers with the added moisture of the marine layer.

Coastal sage scrub includes the familiar white, black and purple sages, as well as California sagebrush and several species of sumac and buckwheat. Climbing higher into the mountains, the slopes become steeper and rockier and the plants change as well. This is chaparral, the taller and pricklier neighbor of coastal sage scrub, home to shrubs such as ceanothus, manzanita and chamise. Both coastal sage scrub and chaparral sustain many unique species of plants, animals and birds found nowhere else in the world. These ecosystems also hold a history of evolution with

In the Santa Ynez mountains, the greatest agents of ecological change were the Chumash who have lived in the Santa Barbara area for at least 12,000 years.

The Chumash sporadically burned the mountains behind their coastal villages.

These burns increased wildflower cover which was an important source of edible bulbs and seeds. Sporadic burning created a patchwork of vegetation types which promoted the greatest biodiversity of plants and animals for food—the greatest number of species thrived in the edges between recently burned and older plant communities. In tending their wildlands for food production and accessibility, the Chumash helped create a host of plants co-evolved with fire, including many of the wildflower species now blooming wildly in the Thomas Fire burn zone.

Fire following plants only appear in the first few years after a wildfire. Many of these plants need the heat and chemistry of fire to trigger germination. They are adapted to take rapid advantage of the ashy fertility that follows a fire, as well as the few precious years of sunlight before the larger and denser coastal sage scrub or chaparral canopy returns, shading out flowers at ground level. Most fire followers are annuals, meaning their life cycle lasts for one growing season. Once the summer becomes hot and dry, annuals die back and set seed that can wait in the soil for decades until awakened by another fire.

Butterfly mariposa lily (Calochortus venustus) bloom along the Franklin Trail. The bulbs were an important food source for the Chumash, who regularly burned the hillsides to promote the growth of favored food plants.

While many species in the Santa Ynez mountains flourish after fire, the historic fire regimen is changing rapidly. Core samples of sediment deposits from the Santa Barbara Channel reveal that large fires historically burned about once every sixty-five years. This interval has drastically decreased as bigger and more catastrophic human-caused fires rage more often in the backcountry. More frequent wildfires may greatly change the composition of our mountain habitats. Many species of coastal sage scrub and chaparral, particularly those that re-sprout from stumps, need years to recover from fire.

Decreasing fire intervals mean that a second fire following just a few years after the first may kill these vulnerable plants, leaving open spaces in the landscape for non-native plants such as yellow mustard and annual grasses to invade.

The historic Thomas Fire has left much

for us to consider as inhabitants of a fireprone landscape in a changing climate.

This spring, if you are able, walk into the mountains to meet the ephemeral fire followers. The dizzying fragrance of ash and sage and the spills of bright color down the slopes are glorious and fleeting. The Franklin Trail in Carpinteria’s backyard is a lovely walk. Further afield the backcountry of Ojai, which is pure chaparral, has many recently burned trails to explore. Check out the Ojai Valley Land Conservancy’s web site at ovlc.org for trail information.

Writers Group to hold first annual Carpinteria Festival of Books

The Carpinteria Writers Group will host a Festival of Books on June 10. At the event, local authors will speak with visitors, display and sign books for sale. The festival is open to the public. There is no entrance fee, and there will be complimentary refreshments. Books on sale will include children’s books, young adult fiction, mysteries, memoirs and travel and self-help books.

Formed ten years ago, the Carpinteria Writers Group meets Tuesdays from 10 a.m. to noon at the Carpinteria Library. Members read passages of their work and other members provide feedback. All literary genres are represented including non-fiction, memoirs (enhanced or not), essays, poems, novels, self-help books, screenplays and blogs. The group welcomes new members. The Writers Group announces its first annual Festival of Books to be held on June 10. Local author Michael Ahn will read from his work, Inspired by Patricia Houghton Clarke’s photos, “Comeuppance.”

Stuart Carey and Patricia Houghton Clarke show new work visual artist Stuart Carey puts paint to her photographic canvases and forges them into powerfully blended works called metamorphographs. This collaborative process begins with the singular photographs of Clarke, who captures images that are at once universal yet deeply personal. Carey’s process may include enhancing the entire work with color or highlighting a small part of the image, obscuring the rest by using a variety of media, including acrylic, oil, metallic paint and/or ink. The result is a visual and intuitive “metamorphograph,” blending the artists’ visions and emotional tone into a unique image.

The exhibit will run from June 9 to July 1 at Patricia Clarke Studio, 410 Palm Avenue. An opening reception will be held on June 9, at 7 p.m. and an artists’ talk on July 1, at 1 p.m.

Artist Lety Garcia said that she didn’t hesitate to contribute her pieces to the show when Markolf asked. “I love to support books and reading, and I wish to support the Carpinteria Library in a way that promotes its longevity and gives the next generation of readers access to books,” she said. Hella fun raises record funds at the Kids Auction Photos by Debra herrick

On Saturday, May 19, the United Boys & Girls Clubs of Santa Barbara County held its 34th annual Carpinteria Kids Auction. Dudes and dudettes had a primo time at the 80s fun and games-themed jam. The posse legit supported the kids, bringing in over $130,000 gross, a sweet record. Jamie Collins, VP of operations, recapped, “the money raised will help support over 600 youth that are served annually at the Carpinteria Club. It’s inspiring to see the community come together to support the Boys & Girls Club and invest in our future generation.”

Savory Chèvre Crepes

chef Randy Randy GRaham Chèvre is the French name for cheese made with goat’s milk. Fresh goat cheese is soft, creamy, tangy, and easy to spread or melt. When it is mixed with fresh spinach and a little onion or garlic powder it makes a super-tasty filling. Baby asparagus provides crunch. Good stuff!

The crepe pancakes can be made ahead of time, covered, and stored in the refrigerator until ready to assemble and complete the crepes. Same for the filling.

Preheat oven to 375 degrees. Prepare a 9 x 13-inch baking dish with cooking spray.

Add all batter ingredients (milk through wheat flour) to a blender and blend until smooth. Refrigerate for one hour prior to making crepes. Using a small crepe pan (or frying pan), make eight 8-inch crepes (they should resemble thin pancakes).

Wrap them in plastic or put in a baggie to keep them from drying out. Set aside.

Blanch spinach leaves by dropping them in boiling water for 1 minute. Pour spinach into a colander and rinse under cold water to stop the cooking process. Drain, chop, and place spinach in a large mixing bowl. Add lemon juice, cheese, onion and garlic powders, nutmeg, salt, and pepper.

Mix to combine.

Place 3 tablespoons of the spinach mixture in the middle of each crepe. Layer two of the asparagus stalks over this.

Once you have all the fillings in place, pull the bottom half of the crepes over to meet the top half. Then, pull the top of the crepe back, curling your fingers under the filling. This will form the filling into a roll.

Tightly roll the crepes and place, folded side down, in the prepared baking dish.

The crepes should be open at both ends.

Cate tastes bitter CIF payback from de Toledo

Following a big come-from-behind, tenth-inning victory over Vasquez last week in the first round of the CIF Southern Section Division VII playoffs, the Cate School baseball team hosted de Toledo on May 22. Although the Rams defeated the Jaguars 10-1 last year in West Hills, the outcome was much different this time around as the numberthree- ranked team in the division scored nine runs in the first four innings for a 9-2 victory to advance to the third round.

It was a tough day for the home team right from the start. Sophomore pitcher Dalton Phillips plucked de Toledo’s leadoff hitter, junior Adam Neinstein, on the shoulder, putting him on first.

The Jaguars followed with two more singles, and although junior shortstop Jack Deardorff’s throw to third cut down a runner at third, the visitors still came away with a 4-0 lead after the top half of the first, then tacked on three more runs in the second to build a 7-0 lead.

“The Rams fell behind early and were never able to get back in the ballgame,” said Cate Assistant Coach Dave Soto.

Trailing 8-0 in the third, senior Patrick Armstrong singled to center with one out. With two outs, junior Ethan Cassulo singled him home, and the home team was on the board, but still trailed 8-1 after three. Cassulo came in to relieve Dalton, giving up just two runs in five and 1/3 innings to keep the de Toledo hitters at bay. But when the Jaguars added another run in the fourth, the lead grew to 9-1.

Senior Emily Burns reached second on an error for the Rams to start the bottom of the seventh, and freshman William Deardorff also singled to put Cate runners at first and third. Armstrong then picked up his second hit of the day, knocking in the run to make it 9-2.

However, the lead was too much for the Rams to overcome, and they finished the season with a 9-8 record overall. “Cate did scrap out seven hits on the day, but couldn’t string enough together to get anything going offensively,” explained Soto.

For the Rams, it marked the first time in four years since joining the Frontier League that they made the playoffs.

Armstrong had two hits to lead the team and Burns also picked up one of the seven hits for the Rams. Burns and Phillips also made a couple of sparkling defensive plays in the field.

With Armstrong and Burns the only graduating starters, the future looks bright for Cate. “Coming back is not going to get it done, we need to work on things that we need to get better, just because you’re older, doesn’t make you better, they (the team) know that,” said the longtime head coach, as the Rams baseball program continues to progress.

WEEK IN SPORTS LEFT, on May 18, Carpinteria High School seniors Amanda Blair and Bernardo Cardona signed with the College of New Rochelle in New York and Notre Dame, respectively. Between them, the two athletes earned 13 Varsity Letters (three in Cross Country and two in Track and Field for Cardona; and four in softball, three in golf and one in basketball for Blair). Blair will play softball for the College of New Rochelle and Cardona will compete in Cross Country and Track for Notre Dame. Additionally, both athletes were among Carpinteria High School’s top academic performers in the class of 2018.

May 17 – The Carpinteria High School softball team in the CIF Southern Section’s Round One playoffs lost to fifth-seed Mary Star of the Sea in San Pedro, 5-0. Amanda Blair gave up four hits, and struck out four, while walking one for the Warriors. “We outhit the Stars, 6-4, but didn’t put enough together in one inning to score some runs,” said Carpinteria coach Henry Gonzales. The Warriors loaded the bases in the fifth and seventh innings, but were unable to bring home a run. The Stars scored their runs in the fifth on four errors and two hits. “I’m very proud of our girls, they came together and showed great character throughout the season,” said Gonzales whose team finished 14-7 overall.

Track and Field

May 19 – The Carpinteria High School track and field team competed in the CIF Southern Section Divisional Track and Field Finals at El Camino College in Torrance.

“Successful day for the Warriors, everyone earned a medal,” said Warriors coach Van Latham. Wyatt Stevenson was third in the 100 meters and fifth in the 200 with times of 11.01 and 22.39 seconds. The boys four x 100 relay finished fourth with a seasonal best 43.56, the fourth-fastest time in school history. The team consisted of Solomon Nahooikaika, Saul Hernandez, Roderick Hutchinson and Stevenson. Shaya Alexander was sixth in the triple jump with a personal record, equaling a previous leap of 34 feet, eight inches.

May 18 – The Cate School baseball team knocked off the Vasquez Mustangs in the first round of the CIF-SS Division VII playoffs by a 5-4 score in ten innings. Heading into the top of the seventh inning, the Rams trailed 4-2. “That’s when the rally really kicked into gear,” said Cate Assistant Coach Dave Soto. The Rams down to their last two outs, saw junior Jack Deardorff get hit by a pitch, and after sophomore Dalton Phillips singled, freshman Daniel Panadero singled to cut the deficit to one. “The rally continued when senior Emily Burns hit a ball that the Mustang second baseman was unable to handle, scoring the tying run and sending the game to extra innings,” explained Soto. It wasn’t until the tenth that the game-winning run came across, as junior Ethan Cassulo doubled to put runners on second and third. The Mustangs walked Phillips intentionally and were able to strike out the next batter, but Burns then singled to center to knock in the winning run. Phillips’ three hits on the day were matched by senior Patrick Armstrong. Freshman William Deardorff also doubled for Cate, and the victory improves the team’s record to 9-7 on the year. “The gloves were on all afternoon for Cate, as William Deardorff, Dalton Phillips and Will Anderson made great plays all game long,” said Soto. “This young group of men and ladies (I have three young ladies on the team) have shown “grit” all year long. Bishop Diego handled us pretty good, but other than those two games, we have battled and played hard all the way to the end,” said Cate Head Coach Ben Soto. “Great job turned in by my coaches, and outstanding job by this core of young men and ladies who came out this year,” exclaimed the longtime coach, as the Rams host a second round match versus de Toledo of West Hills.

Of all the teams competing in the Beach Bash Tournament in Huntington Beach May 19-20, the Carpinteria United 10U All Star girls had the best record in the pool stages of the tournament. The team’s accumulated points afforded them a spot in the consolation final, and the girls placed fourth overall in one of the largest tournaments they have participated in.

Officially sanctioned by the USA Pickleball Association headquartered in Surprise, Arizona, the Santa Barbara Riviera Tournament was held May 19-20, and Paula Galbraith from Carpinteria brought home top honors in both 65 plus and 3.5 mixed doubles divisions. Pickleball combines elements of badminton, ping pong and tennis and is easily learned but becomes a fast-paced, competitive game for experienced players.

The Carpinteria United AYSO Girls 14U Soccer Team returned from the May 19-20 Huntington Beach Bash Tournament with the second-place trophy. The team played their first two games on Saturday, starting with a 9-0 win against Ontario and a 0-0 draw against Diamond Bar. On Sunday, Carpinteria United played a highly physical game against Hacienda Heights and secured a spot in the finals with a 3-2 win. In the Championship, a battle against Rancho Cucamonga ended with a 1-2 loss. “Going into this weekend’s tournament, our primary goal was to earn a fourth game in the finals. We played each game with a “must win” attitude to commit ourselves to the confidence needed to press hard every time we touched the field. Student artists display work at Howard School

The Howard School held its annual art show on Friday, May 18. Art Teacher Rebecca Stebbins hung hundreds of unique art pieces created by students from preschool to eighth grade throughout the school year. Wall-to-wall, the Girls Inc. gym was transformed into a colorful gallery of exuberant children’s art. A selection of pieces across age groups will be in the September Art Walk at the Natural History Museum in Santa Barbara.

Fifteen members of the class of 2018 were inducted into the Cate School Chapter of the National Cum Laude Society on May 15. “The seniors we recognize tonight are remarkable young scholars,” said Cate Director of Studies Lisa Holmes of the School’s Cum Laude inductees. “One reason they have experienced success has been their orientation to challenge. They have each been willing to struggle with ideas and to summon the determination to work through complex problems and arrive at authentic solutions.”

Students are selected for induction based on the quality of their academic work and for demonstrating good character, honor and integrity in all aspects of school life.

Ambassador Nina Hachigian, who served as the U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN) under the Obama administration, gave the Cum Laude address. Currently the Los Angeles Deputy Mayor for International Affairs, Hachigian offered sage advice in her parting words, “While you are on the sometimesrocky journey of life on this planet, do be kind to each other. That’s good advice from a practical point of view… but it’s also the easiest way to make the world better.”

Students, teachers and families from Carpinteria Family School combined their efforts this Spring under the tutelage of Musical Theater International to bring Disney’s Aladdin Jr. to the Carpinteria Middle School Auditorium May 18 and 19.

Dating possibly to the ninth century, versions of “The Thousand and One Nights” trace their lineage to ancient India and Persia, with manuscripts found in Aleppo, Baghdad and Cairo. Although not found in classical Arabic texts, the story of Aladdin was published in Les Mille et Une Nuits by its French translator Antoine Galland in 1710, and may have been told to Galland by Youhenna Diab, a Syrian scholar from Aleppo who was living in Paris in the early eighteenth century.

Local Rotary clubs planted 94 trees in the flood damaged Carpinteria Creek. The project was funded by the rotary clubs of Greater los angeles, who helped purchase the Sycamores, Toyons and Coast live oaks that were planted by the rotary Clubs of Carpinteria, Carpinteria Morning and Carpinteria Sunset. rotary Club members from Santa Barbara, el Segundo, San Bernardino and Seattle were also on hand to help with the planting. volunteers from the City of Carpinteria staff, Boy Scout Troop 50 members, love peace Harmony Foundation, Tree Musketeers Foundation, Dominos pizza, Gran vida and family and friends also came out to help. wade Nomura organized the event with the cooperation of rotary president Barry enticknap and City Manager Dave Durflinger.

The creek corridor was literally stripped clean of vegetation by the floods following the Thomas Fire, and the 94 newly planted native trees will re-establish the riparian plant community that was there before the floods.

Disturbances

The seals were frightened into the ocean by work on the pier, three different people walking on the beach, and two dogs off leash. There was also one helicopter disturbance, birds, a hang glider and a boat, and three unknown disturbances.

Natural History Notes

Harbor seals are solitary mammals, but they do occasionally go to a haul-out space that is shared by other pinnipeds. The adults rarely interact with each other or with any other species. They usually maintain a space of one meter from other each other. if they are touched, they respond aggressively by growling, snorting, flipper-waving, head-butting or biting. Although, the young harbor seals do interact with each other far away from the adults. Harbor Seals become less playful as they mature.

There have been many observances of mating recently. Males are sexually mature at 3 to 7 years of age, when they reach about 165 pounds. Females also become sexually mature around the same age of 3 to 6 years, when they reach approximately 110 pounds. During mating season, sexually mature harbor seals express mating behavior and copulation occurs. The gestation period takes from 9 to 11 months, and most pups are born between February and July. The pups are born either on land or in water near the shore. Generally, females give birth to one pup per year, but multiple births are possible. The average pups are between 75 to 100 centimeters long and weigh about 18 to 26 pounds. right after birth, pups are capable of opening their eyes and following their mother.

Greg and Mira Goulart of Carpinteria announce the engagement of their daughter Deborah Goulart of Carpinteria to Travis Greene of Carpinteria, son of Matt and Marie Greene of Bellflower, California.

Goulart is a 2014 graduate of Carpinteria High School. She is a wedding photographer. Greene is a 2014 graduate of Westmont College. He is a youth pastor at Reality Carpinteria Church.

The wedding will be held on September 21, 2018 in Carpinteria.
