CWA to hold annual Mother’s Day flower sale

Carpinteria’s local chapter of California Women for Agriculture (CWA) will hold its annual Mother’s Day Plant & Flower Sale on Saturday, May 7. Brightly colored and beautifully composed bouquets of Carpinteria-grown fresh cut flowers will e availa le for purchase. he event provides locals with the chance to grab a thoughtful gift for a mother or mother li e gure in their lives while supporting the area’s CWA chapter. n addition to flowers CWA mem ers will hold a bake sale along with selling other favorite goods from previous years’ sales such as avocado oils and microwave co ies.

All proceeds from the event help fund scholarships for Carpinteria’s Future Farmers of America and 4-H Club members. Carol Nichols has been a member for 3 years ever since she married a Carpin teria avocado and cherimoya farmer and joined her local CWA chapter. For Nichols, being part of CWA is a way to support the local agricultural community. It’s also a social clu she noted while emphasi ing that it’s as much about making friends as it is a out impactful service.

“We’re not just a bunch of old ladies,” Nichols said. “We raise money for scholarships. We go to Sacramento for conventions and we weigh in on topics at the State Capital related to water and agriculture. We go see senators; we speak to representatives we as uestions.

Nichols is also proud of how the Carpinteria chapter helps schools with their gardens, holds farm days and presents at the California Avocado estival each year in the agriculture tent. The organi ation is strong and always wel coming new members, she said.

Water D str t to ra se rates n u

Because of an increase in the Carpinteria Valley Water District’s operating budget and due to the ongoing drought, many local customers will see an increase in their water bills beginning July 1, 2022.

Carpinteria Valley Water District General Manager Robert McDonald told CVN that expenses for the district are going up approximately 10% for the 2022-2023 scal year due to oth inflation and water issues with a e Cachuma. Disregarding the one-time drought expenses, McDonald said the operating budget this year is projected at $8.35 million, compared to last year’s $7.9 million.

“This is a big jump this year,” McDonald said, noting that the district has to put in a pump arge in a e Cachuma due to the la e’s low levels. he la e is going to drop elow the inta e level ecause Cachuma is dropping and we don’t expect a full allocation next year, we have to input more of the state water, which is more expensive.”

“The target (budget) we shoot for is right around inflation although inflation this year was 8%,” he said.

However, McDonald noted that the majority – 99% – of residents in multifamily homes will actually see a decrease in their bills, due to changes in the rate

Librarian, human-rights activist, scholar and father, Eric Castro, is the newest addition to the Carpinteria Community Library team where he joins lead librarian Jody Thomas. Previously positioned in the Santa Barbara Public Library system (SBPL), Castro said he is excited for this new opportunity.

My rst wee wor ing here in Carpinteria has been amazing. I have been able to meet a lot of people and I’m excited to get to now the particularities of this community,” he told CVN. Castro was born in Peru, studied at the National University of San Marcos and rst found his passion for li rary studies at the age of 20. Before coming to the U.S. in 2 n his career he has wor ed with diverse populations, including children in a small village in the San Martin region of the Amazon rainforest. t was very rewarding wor ing with children who were underserved,” he said, noting that the experience allowed him to help around 100 children learn to read, research and explore their interests.

When he arrived in the United States, Castro wor ed several li rarian positions including o s at medicine an and university libraries – including the San Francisco State University Library, where he wor ed for 12 years efore moving to the Santa Barbara area.

For Castro, the library is an important space for the community. When he rst moved to the U.S. it was in the library that he was able to learn and research elements of his new culture.

“Being a patron of a public library myself has helped me understand that libraries are very valuable,” Castro said.

His combined experiences inspired him to create several influential events and projects at the Santa Barbara Public Library, which he plans to continue in his new position in Carpinteria.

In particular, the Spanish conversation group that he created with adult patrons was a “huge success” in Castro’s eyes, and is a program he hopes to continue in Carpinteria.

“I see this as a great opportunity to o er uality li rary services for every group of people in Carpinteria, having in mind the concepts of e uity diversity and inclusion in our programs but in a genuine way, something according to my experience does not always happen in public libraries,” he said.

Carpinteria Lead Librarian Jody homas who also wor ed with Castro at SBPL, said he comes to the library with over 25 years of librarian experience. e is a people person wor s hard and is a good problem solver,” she told CVN. Both Thomas and Castro have big goals following this switch to a municipally owned library, one of which is bringing more people into the library in general.

CITY BEAT New city committee will look into senior services, potential community center

Councilmembers Roy Lee and Gregg A. Carty were appointed to the inaugural senior services ad-hoc committee on Monday the rst o cial launch of the committee after a longstanding push from residents for city ased senior pro gramming.

The committee will look into community needs for a senior community center and return to the council with recommendations for how a senior services program might look in Carpinteria; it will have its report by Dec. 31, 2022.

“I’m happy to see this is in our agenda, and I’m excited to get started on it as soon as we can,” Councilmember Carty said Monday.

The movement to create program-

ming for senior services and a senior community center in Carpinteria has been a long time in the making; it picked up momentum at the city’s annual work plan meeting in January, when several mem ers of the community urged city leadership to formally loo into the po tential for a senior center citing an urgent need for senior services and Carpinteria’s large senior population.

Assistant City Manager Michael Ramirez told the council in March that the 2 . of Carpinteria residents are older than 60 – eight points higher than the state average. He added then that the data supports the need for senior services in Carpinteria.

Slight decrease in homeless persons in city, per county report S t. Freddy Padilla retires rom Sheri ’s

Kimberlee Albers, the homeless assistance program manager at the county of Santa Barbara, told the council Monday that as of the 2 22 point in time count there were 21 homeless individuals in Carpinteria, compared to the 39 in 2020.

However, she noted that 10 additional persons were counted living in vehicles in the Toro Canyon area; the area was counted because people living in vehicles in Toro Canyon are likely to seek services in the city of Carpinteria she said.

Albers said the county is a year into its homeless community action plan; current hurdles she said include the lapse of the eviction moratorium and a lac of available beds.

“We are hearing anecdotally about families losing their homes or having to move out of the area that have een here a long time,” Albers told the council, noting that the program needs to nd a site to further house homeless individuals.

“Our shelter system has not yet recovered from the pandemic she said. “While we have brought on beds throughout the pandemic, we were still slightly lower than we were in 2020 in the num er of eds that were availa le and we still see a hesitancy in the population experiencing homelessness to enter a congregate shelter out of fear of Covid.

Albers also emphasized to the council there is oth a need for a safe par ing lot in Carpinteria and for an additional num er of shelter eds.

CalTrans hands over former Whitney property to city

The council approved a cooperative agreement between CalTrans and the city of Carpinteria on Monday ma ing way for the former Whitney property – a . acre property located east of Casitas Pass oad and west of Carpinteria Cree – to e ac in the hands of the city within a few months.

Per the agreement Cal rans has given the city 3 for the esta lishment of an agriculture preservation program sta con rmed Monday.

Councilmem er Carty uestioned sta a out the possi ility of a privacy fence on the property. Pu lic Wor s Director ohn lasin said the city hopes to uild a privacy wall on the north end and City Manager Dave Durflinger said sta have already egun to draft concepts for the property.

Librarian Jody Thomas told the council there are issues with plumbing, lighting and termites at the li rary and City Manager Dave Durflinger said the city is currently in negotiations with the county over maintenance responsibility. The city leases the ma ority of the Veterans all comple from the county.

Parklet program extended to end of calendar year

he city’s temporary par let program has een e tended to the end of the cal endar year, the council voted Monday.

The program was initially launched in mid-2020 in response to the Covid-19 pandemic, allowing local businesses to use privately-owned driveways and city rights of way as seating for outdoor dining. ince the eginning of the program 1 permits have een issued for usinesses operating in the city right of way 21 permits were issued for privately owned outdoor spaces.

Donna DeLibro

Beloved realtor Donna Marie DeLibro passed from this Earth on Nov. 10, 2021.

After overcoming health challenges throughout the years, including a kidney transplant in 2001, she died following a brief illness.

Born and raised in Bridgeport, Connecticut, Donna graduated from Faireld niversity with a .A. Degree in history before moving to Santa Barbara in 1981 with her mother Lucia “Chickie” DeLibro. Donna attended Santa Barbara College of Law before starting a nine-year career at Bank of America.

In 1991, Donna received her real estate license and for the next 30 years, served clients working at Century 21 Butler Realty and since 2018, Keller Williams Realty. Everyone could always count on Donna to be there every step of the way through real estate transactions and beyond. She was an important person to many and was extremely helpful and considerate. She was quick to answer questions or provide a referral for

a service and always listened patiently.

Donna was independent but worked well with a team. She was respected and liked by colleagues. She could also be erce and strong when needed. he was dedicated to her craft and to helping a wide network of clients and coworkers, many of whom became lifelong friends who she treated as family.

Donna enjoyed sending and receiving handwritten greeting cards for all occasions. She excelled at baking, most especially pies, which she would share with friends. Donna was a selfless caregiver as well, caring for her mother, Chickie, until her passing in 2008. Donna loved animals although mice terri ed her. he would often care for friends’ pets while they were out of town or when needed.

Donna cherished and fussed over her huge, fluffy Ragdoll cat, who is now living with friends, and, like all of us, misses her terribly.

Donna was laid to rest with her mother at Carpinteria Cemetery. She will live in our hearts forever.

Teresa Alvarez, executive director of the Carpinteria Children’s Project, has received the county’s Women’s History Month Service Award, the Santa Barbara County Board of Supervisors announced this week.

The award was conferred to one organization and one individual from each supervisorial district. Alvarez was selected from the county’s rst district.

“I am honored to have suggested Teresa Alvarez to be honored with the 2022 Women’s History Month Service Award on behalf of the First District,” First District Supervisor Das Williams said. “Teresa is an incredible advocate for the children and families of Carpinteria and dedicated to accomplishing the best education and social outcomes for our community.”

Alvarez graduated from the University of California, Santa Barbara with a degree in sociology and holds a master’s degree in psychology from Antioch Santa Barbara. She lives in Carpinteria with her husband Brian and their sons, Nico and Enzo. She has held a leadership position at the Children’s Project since 2019, when she began her term as the associate director efore ecoming the nonpro t’s executive director in 2021.

The resolution honoring Alvarez notes that she has over a decade of experience wor ing for nonpro ts particularly in the eld of care for children and families.

Egg decoration workshop raises money for Ukraine PHOTOS BY ROBIN KARLSSON

Over the weekend, Carpinteria locals decorated traditional European eggs at the Lynda Fairly Carpinteria Arts Center – and as a bonus, raised over $700 for a Ukraine relief nonprofit, Razom.

Led by Danuta Bennet, who learned the art of egg-decorating as part of her family tradition, Carpinterians decorated eggs using a wax-resist method, creating colorful motifs and honoring traditional egg decorating methods.

Art Center volunteer Geri Campopiano said the class was “really well received.” “It’s quite a process, it makes this beautiful design,” she said.

Campopiano added that local Nadia Lyhitchenko, who sold Kiev-style borscht at The Food Liaison to help raise money for Ukraine earlier this month, dropped by the sold-out class to discuss the symbolism eggs have in Ukrainian culture.

“The (participants) I talked to loved it… They were just so thankful that they could do something to help, and they loved learning the process,” Campopiano explained, noting that when the $45 perperson class was first announced, it sold out quickly.

Arts Center opens summer camp registration

Registration is now open for the Lynda Fairly Carpinteria Arts Center’s Arts by the Sea summer camp.

The center provides daily activities for children between ages 6 and 12 with day camps beginning on June 20. This year the center is o ering ve one wee camps and one two wee camp. Children will e plore hands on art music sessions and performing arts sessions. At the end of each wee campers host an art e hi it and give a live performance for family and friends.

Cravens brothers launch makers market SPE CE

Carpinterians Tristan and Lucian Cravens have always had a passion for art and design; Lucian currently studies at the Rhode Island School of Design, while Tristan has studied art at Carpinteria High School, where he is set to graduate this spring.

Looking for a way to contribute to their community while combining their passions for art and business, the brothers decided to start a makers market, and they called it Cravens Market. he Cravens’ rst mar et was held in late February and they’ve held pop-up mar ets every aturday since at Linden Ave. “We’ve got a passion for business, and we were thinking of ways to combine the two,” Tristan told CVN. “It was (my brother) who thought of it – we have such a great location, and we have a market for local artists and artisans.” The brothers hold the market at their grandmother’s house downtown.

The two are firm on keeping their market limited to local artists, to put Carpinteria at the forefront of the artisan

community, with a preference for vendors who make their own goods. While Tristan said they didn’t know what to initially e pect the rst mar et was more successful than we thought it would be,” and that was an experience to be able to “help support other locals who need a place to expose their art.”

“We didn’t know what we were expecting,” he said. “It was a lot of fun.”

The first market had five vendors and other artists reached out to sell their works, which range from custom jackets to driftwood art to hand pressed seaweed.

They encourage vendors to check out their website, thecravensmarket.com, to learn more about how to apply to be a part of the market.

“We’re always looking for more vendors. We want to help expand our market,” Tristan said. “It’s a hub for anyone who wants to show their art. We hope to make an impact.”

The brothers’ next market is Saturday, April 30, with six planned vendors.

Tristan said they plan to soon sell their own items, but for now, they are happy to showcase the talents of the Carpinteria community.

Canalino Elementary School teacher Kathleen Tomscha took her second-grade class to the tide pools on a recent eld trip giving students the opportunity to chec out little critters and learn about their habitat through experience.

Carpinteria dad Charlie Freund is spearheading a summer camp at UC Santa Barbara: a STEM-based summer camp organized by U.S. Sports Camps.

Freund, who has over 20 years’ experience with STEM-focused youth camps, serves as the partnership director of youth enrichment brands at U.S. Sports Camps.

“Camp is a chance to try something new e some ody di erent and have experiences that forever shape our education and personality,” Freund said.

In honor of the upcoming Mother’s Day, I knew I’d want to share a special pastry from my childhood that my mother would make for our family. She made so many mouthwatering desserts, it was hard to decide which recipe to share. Her Bubblegum Ice Cream, Kahlua Cheesecake, Popovers and Apple Upside-Down Cake all crossed my mind, but I decided to share this very approacha le a ordable and delicious Chocolate Saltine o ee recipe. his to ee is insanely delicious and makes the perfect Mother’s Day treat for all the amazing moms out there. I prefer to eat it cold right out of the refrigerator or freezer. This dessert is so addictive, as a child I couldn’t stop sneaking piece after piece, all the while my mom scolding me to save some for the rest of the family.

My mother kept it simple and didn’t add any toppings to the chocolate. I decided to elevate it a bit and top it with pistachios flower petals and sea salt. ou can get creative and top it with your favorite nuts, dried fruit, seeds or chopped

Chocolate Saltine Toffee

candy – but honestly, the basic recipe is quite scrumptious too.

Yields 1, 18” by 13” cookie sheet

Ingredients

48 saltine crackers 1 ½ cup butter, cold cut in cubes 1 ½ cup brown sugar 3 cups, good quality, chocolate chips 2 tsp vanilla extract ½ cup chopped and lightly toasted pistachios cup flower petals Pinch of maldon sea salt

Process:

Preheat the oven to 400F and line a baking sheet with at least a ½ inch edge with parchment paper. Place a single layer of saltine crackers on the parchment paper and set aside.

In a small saucepan over medium high heat, whisk butter and brown sugar together until emulsi ed ring mi ture to a boil and continue boiling for 3-5 minutes, stirring constantly until mixture reaches an amber caramel color.

Remove from heat and stir in vanilla extract. Immediately pour mixture evenly over saltine crackers; you can use a nonstick spatula to even it out.

Bake at 400F for 4-6 minutes or until bubbly.

Remove from the oven and sprinkle with chocolate chips. Let sit for a couple of minutes, then smooth chocolate out with a spatula. op with pistachios flower petals and sea salt. Let sit for 30 mins then place in the refrigerator.

Cool completely, break into pieces and enjoy!

UNPREDICTABLE WILDERNESS CHUCK GRAHAM I could barely keep pace with the two tiny island foxes. I thought if they too o into a full sprint they would e di cult to trac ut having spent so much time with them in the past they’ve always allowed me to stay close just enough as they frolicked wildly inside Scorpion Canyon on Santa Cruz Island.

We began at the old corral where we keep our kayaking gear for guided trips.

May une and uly 2 22 in the corral was their home from when they could barely walk up until they were weaned from their cranky mom. I called them the Corral Pups. ven after all these months when their mother does come around the pups still attempt to greet her with a ection their tails flu up ears droop in submission. owever from the loo s of her she appears as if she’s on her last legs. t showed last year while she diligently performed her motherly duties. She appeared passed her prime then ut physically she continues to wea en and she’s always snar y around what elieve to e her last litter. he good thing is elieve they inherited their father’s energy his colors his personality and his playful tendencies. hey’ve adopted all his goodness and it shows every time ’m around them. ’ve en oyed all their precocious ehavior how they are so unafraid and continuously have allowed me to follow along.

The rough housing commenced with a wrestling match in the grasses surrounding the corral. Then they bolted down the dirt road toward the ocean.

Camera in hand ran light footed after the pair until they settled inside the old Gherini ranch house. Inside the fenced area are many trees and with their cat-like tendencies they thoroughly displayed those physical traits li e ’ve never seen efore. As the wrestling match continued in the front yard of the ranch house the tangled somersaults and ear tugs were broken up with all out sprints up into every tree surrounding the historic ranch house. ver the years ’ve seen many island fo es clim ing the old g trees that were planted in corpion Canyon 1 years ago and the island cherry trees two seasonal food sources that help sustain the island fox population in Scorpion Canyon during September and October. owever to simply clim trees as easily

as a cat for the pure joy was something seldom seen. For two hours I followed along. counted at least seven di erent trees they scaled hoisting their small four pound frames without much e ort their bushy tails acting like a rudder to counter-balance their nimbleness on the narrowest of limbs. They clambered along the fencing surrounding the ranch house ut also the trellis ehind it. heir energy new no ounds and it was good to see it hadn’t waned. hadn’t seen these island fox pups play like this in months so as followed along their raucous ehavior ept me on my toes. didn’t want to miss a thing camera at the ready. They took a break from their tree climbing antics and were back on the grasses playfully beating the snot out of each other. owever the trees ec oned and efore new it they were scaling more trees. The largest fig tree inside the fences was used for a game of tag the back-and-forth chase through the thick limbs ended in rolling tumbles on the green grass and then migrated over to the old fruit trees near the visitor center. hat shorter tree re uired more nesse and they lost interest quickly.

It became apparent that they enjoyed the more vertical trees all the way up onto the loftiest limbs. I could hear their semi retractable claws clutching the bark as they hoisted themselves upward resting momentarily as they balanced in between the most sheer spindly ranches.

As sunset approached and dewy shadows crept across the width of Scorpion Canyon they nally grew weary and their ehavior shifted. he si lings settled in their territory in the canyon o ering countless places to ed down. ogether they wandered o underneath the thickest coyote bush and low-growing lemonade erry native island flora o ering shelter for the largest land predator on the largest most iodiverse isle o the California Coast.

Also, State and County heath orders and guidance calling on residents to stay at home and implement social distancing continues to result in a severe decline in consumer spending and tourism, which has had significant negative impacts on revenue for most small businesses in Carpinteria; and

On May 8, 2020, the County Health Officer issued County Health Officer Order 2020-8.1, which further clarified the lower-risk businesses eligible to be open for limited operations countywide; and

W H EREAS, on March 4, 2020, Governor Newsom declared a state of emergency to make additional resources available, to formalize emergency actions already underway, and to help prepare the effects of the Novel Coronavirus (“COVID-19”) pandemic; and

W H EREAS, on May 18, 2020, the City Council enacted Resolution No. 5977 establishing requirements for wearing face coverings at certain places and in certain circumstances as an additional health protection measure in response to the COVID-19 pandemic in order to protect the public health and safety of members of the public; and

W H EREAS, on March 11, 2020, Governor Newsom and California Department of Public Health (“CDPH”) officials recommended that non-essential gatherings should be postponed or cancelled statewide until the end of March in order to implement social distancing guidelines intended to protect all individuals, particularly those who are at high risk of severe illness from the COVID-19 virus, and to slow further spread thereof; and

W H EREAS, on May 21, 2020, the County Health Officer issued County Health Officer Order 2020-8.2, which allowed essential businesses and lower-risk business that may remain open with modified operations and social distancing to open or open more fully with self-certification. Although the State and County entered Stage Two of the State’s Resiliency Roadmap, which loosened some public health and safety restrictions and allowed essential and lower-risk businesses to re-open with certain protections in place, these businesses remained severely restricted and experienced corresponding significant adverse financial impacts; and

W H EREAS, on March 12, 2020, the County of Santa Barbara (“County”) Health Officer declared a local health emergency exists countywide due to an imminent and proximate threat to public health, within the meaning of Health and Safety Code Section 101080, by the introduction of the COVID-19 virus and directed cities countywide to implement Governor Newsom’s social distancing guidelines; and

W H EREAS, on May 26, 2020, the City Council adopted Ordinance No. 744, enacting the Temporary COVID-19 Outdoor Business Permit Program (“Temporary COVID-19 Outdoor Business Permit Program”) to allow business to operate in the City’s right-of-way and in other privately-owned outdoor spaces to encourage social distancing and economic activity during the COVID-19 pandemic; and H EREAS, on August 28, 2020, Governor Newsom announced the Blueprint for a Safer Economy Plan, which replaced the State’s Resilience Roadmap and established new guidelines for business operations to encourage social distancing and economic activity during the COVID-19 pandemic; and

W H EREAS, on March 16, 2020, Governor Newsom declared in Executive Order N-28-20 that the economic impacts of the COVID-19 pandemic have been significant and could threaten to undermine Californians’ housing security and the stability of California businesses; and

W

W H EREAS, on March 17, 2020, the CDPH and County Public Health Department directed all bars, nightclubs, pubs, breweries, and wineries to close immediately as well as restaurants and other food facilities offering onsite dining should immediately transition to only offering delivery or take-out service as part of the public health effort to slow the spread of the COVID-19 virus; and

W H EREAS, the City Council recognizes that the Temporary COVID-19 Outdoor Business Permit Program, adopted via Ordinance No. 744, has assisted businesses to continue economic activity during the COVID-19 pandemic; and

W H EREAS, on March 17, 2020, the City Director of Emergency Services issued a Proclamation of Local Emergency by the Director of Emergency Services for the COVID-19 pandemic (“Proclamation”); and

W H EREAS, on May 10, 2021, the City Council approved and adopted urgency Ordinance No. 746, amending Ordinance No. 744, extending the Temporary COVID-19 Outdoor Business Permit to remain in effect until 11:59 pm on December 31, 2021; and

W H EREAS, the City’s Proclamation was found necessary and ratified by the City Council at its regular meetings on March 23, 2020, via adoption of Resolution No. 5954, and re-ratified by the City Council on April 13, 2020, via adoption of Resolution No.5954, May 13, 2020, via adoption of Resolution No. 5969, June 8, 2020, via adoption of Resolution No. 5980, June 22, 2020, via adoption of Resolution No. 5985, and July 13, 2020, via adoption of Resolution No. 5989, in order to utilize all resources necessary to respond to the COVID-19 pandemic and receive any state and/or federal funds that may be available; and

W H EREAS, on November 10, 2021, the City Council approved and adopted urgency Ordinance No. 749, amending Ordinance No. 744 and superseding ordinance 746, extending the Temporary COVID-19 Outdoor Business Permit to remain in effect until 11:59 pm on June 31, 2022; and W H EREAS, on January 10, 2022, a peak in the community case rate of COVID-19, was observed in the County due to the spread of a the significantly more transmissible SARS-CoV-1 B.1.1.529 “Omicron” variant of COVID-19; and

W H EREAS, the Proclamation invokes in the City all powers and mechanisms set forth in the California Emergency Services Act (Government Code sections 8550, et seq.), City ordinances and resolutions, and all other applicable state and federal laws to be used by authorized City personnel; and

W H EREAS, on February 7, 2022, the California Department of Public Health updated their guidance for the Use of Face Masks to take effect on February 16, 2022, requiring unvaccinated person to wear masks in all indoor public settings, requiring universal masking in only specified settings, and recommending continued indoor masking when the risk may be high; and H EREAS, on February 16, 2022, the County Health Officer issued County Health Officer Order 2022-10.1 Superseding and Replacing Health Officer Order No. 2022-10, which requires unvaccinated person to wear masks in all indoor public settings, requires universal masking only in specified settings and recommends continued indoor masking when risk may be high consistent with CDPH guidance; and

W H EREAS, on March 19, 2020, Governor Newsom issued Executive Order N- 3320 for all individuals living in the State of California (“State”) to stay home or at their place of residence, except as needed to maintain continuity of operation of federal critical infrastructure sectors and additional sectors as the State Public Health Officer may designate as critical to protect health and well-being of all Californians (hereinafter called “essential businesses”); and

W H EREAS, many events countywide were and continue to be canceled, postponed, or implement social distancing due to the orders and recommendations at all levels of government to restrict large gatherings amid concerns over the spread of the COVID-19 virus, and these cancellations, postponements and social distancing cause a loss in revenue for the associated vendors, organizations and businesses, loss of income for the W

W H EREAS, as of April 15, 2022, the COVID-19 case and hospitalization rates in the County have declined and community transmission was categorized as “Low” based on the U.S. Centers for Disease Control and Prevention’s (“CDC”) indicators; and H EREAS, COVID-19 case and hospitalization rates the County may rise at any time, especially given the anticipated increase in travel and events during the summer season, that may require further social distancing measures and impact local businesses; and

H EREAS, the continuation of the Temporary COVID-19 Outdoor Business Permit Program remains necessary to provide businesses with opportunities to encourage social distancing and to promote economic recovery from the negative impacts resulting from the COVID-19 pandemic and its variants; and W H EREAS, the City Council recognizes that the Temporary COVID-19 Outdoor Business Permit Program must be flexible and responsive to changing conditions associated with the COVID-19 pandemic, the state of emergency, or governmental response, including modifications to public health and safety directives, social distancing guidance, and business operation conditions, in order to effectively achieve the dual public health and safety and economic goals of the City during and following the COVID-19 pandemic.

T H E CIT Y CO U NCIL O F T H E CIT Y O F CARPINT ERIA D O ES O RD AIN AS F O L L O W S: Se c t i o n 1. In c o r p o r a t i o n o f Re c i t a l s .

All the recitals set forth above are true, correct, and valid, and are hereby incorporated and adopted as findings of the City Council as though fully set forth herein.

Se c t i o n 2 . F i n d i n g s . The Council hereby finds, determines and declares that this Urgency Ordinance adoption pursuant to Government Code Section 36937 is necessary because: A. Commercial activity and businesses are essential to a vibrant and healthy community, and this Temporary COVID-19 Outdoor Business Permit Program provides flexibility to local businesses to re-open and remain open while protecting the health, safety, and welfare of members of the public during the ongoing COVID-19 pandemic; and B. Without the amendment and extension of the Urgency Ordinance, there is an increased risk of a substantial impact to local businesses, causing further disruption by delaying local economic recovery, and imperiling the lives or property of inhabitants of the City; and C. The Downtown “T” Encroachment Permit Program was established for local businesses within the Downtown “T” in order to apply for a permit to conduct certain business operations within the City right-of-way, which provided a framework for the portion of the Temporary COVID-19 Outdoor Business Permit Program applicable to the City right-of-way and other privatelyowned property, but requires certain modifications to streamline the approval and implementation of permits with all due speed during and following the COVID-19 pandemic; and D. CMC Chapter 14.64 establishes a temporary use permit to allow businesses to engage in temporary uses on privatelyowned property that provides a framework for the Temporary COVID-19 Outdoor Business Permit Program applicable to privately-owned property, but requires certain modifications to streamline the approval and implementation of permits with all due speed during and following the COVID-19 pandemic; and E. The City Council recognizes the Temporary COVID-19 Outdoor Business Permit Program may continue to require that certain temporary exceptions to the requirements of CMC Chapter 12.02, the Downtown “T” Encroachment Permit Program, and CMC Chapter 14.64 may be necessary, as determined by the Director of Emergency Services through, additional rules and regulations, as described in Section 6 herein; and F. For the immediate preservation of the public peace, health, and safety, the Council finds that it is necessary to adopt this Urgency Ordinance amending Ordinance No. 744, as amended by Ordinance No. 746 and 749, that established the Temporary COVID-19 Outdoor Business Permit Program, for all of the reasons set forth in the recitals above, which and are incorporated herein by reference.

Se c t i o n 3 . U r g e n c y Ne e d . Based on the foregoing recitals and findings, all of which are deemed true and correct, this Urgency Ordinance is needed for the immediate preservation of the public peace, health, and safety. This Urgency Ordinance shall take effect immediately upon adoption in accordance with the provisions set forth in Government Code Section 36937.

Se c t i o n 4 . Am e n d m e n t . This Urgency Ordinance hereby amends and supersedes Section 11 of Ordinance No. 744 to read as follows: “ Se c t i o n 11. Ef f e c t i v e D a t e a n d T e r m i n a t i o n . This Urgency Ordinance shall become effective immediately and shall remain in effect until 11:59 pm on December 31, 2022, or it is terminated by the City Council.”

This Urgency Ordinance hereby also supersedes and replaces urgency Ordinance Nos. 746 and 749.

Se c t i o n 5. Sc o p e . Except as expressly amended and superseded by this Urgency Ordinance, all other sections, subsections, sentences, clauses, phrases or words of Ordinance No. 744 remain in full force and effect.

Se c t i o n 6 . Se v e r a b i l i t y . If any section, subsection, sentence, clause, phrase or word of this Urgency Ordinance is for any reason held to be invalid and/or unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Urgency Ordinance or Ordinance No. 744.

Se c t i o n 7 . Ef f e c t i v e D a t e . This Urgency Ordinance shall become effective immediately.

Se c t i o n 8 . En v i r o n m e n t a l D e t e r m i n a t i o n .

The City Council finds that the adoption and implementation of this Urgency Ordinance are exempt from the provisions of the California Environmental Quality Act (“CEQA”) under CEQA Guideline Section 15061(b)(3) in that the City Council finds there is no possibility that the implementation of this resolution may have significant effects on the environment. The Urgency Ordinance would amend Ordinance No. 744, that established a Temporary COVID-19 Outdoor Business Permit Program, similar to existing permit processes, which is solely an administrative process resulting in no change to the environment.

Former Tobey House still charms Linden Avenue Most recently operated as a vacation rental, the quaint structure on the corner of Linden Avenue and Eighth Street claims quite a long history.

Y.E. Thurmond built the home in 1887 on the ussell anch o Casitas Pass oad near ions Par . n 1 a re destroyed the White Sulfur Hotel on Linden Avenue, and property owner H.J. Laughlin had the Thurmond house moved to the site.

The structure acquired its long-time name the o ey ouse in 1 when Warren and May Tobey moved in. The Tobeys raised two generations of children in the corner house before it was sold once again.

After the Tobeys, the building began serving a commercial purpose. Everything from a surf shop to a tattoo parlor was operated there. More recently, it was Heart’s Delight then ollyhoc Cottage. everal years ago, it became the Linden House, a three-bedroom vacation rental, and now operates as the Providence each ouse.

Warriors win Citrus Coast League with two big wins

Carpinteria boys tennis has found its stroke this season, with coach Charles Bryant leading the team to a 14-4 overall record and an outright Citrus Coast League championship.

The boys continued that success last week with two decisive league victories over Hueneme and Malibu. Carpinteria is now 8 -1 in Citrus Coast League play.

Against Hueneme, the Warriors were missing a few players but were still able to dominate in doubles, taking all nine sets. Seniors duo Ben Persoon and Z aiden Juar ez were one of three sets of partners to go 3-0.

“Each duo did a great job of being consistent and working their way to the net,” Bryant said. “I thought they were solid all around but really had a great chance to work on their volleys and overheads.”

Max Stone was a perfect 3-0 in singles, and did not drop any games against his opponent. The Warriors took the win 12-6, claiming at least a portion of the league victory with just one game remaining.

Coach Bryant was most impressed by the players that didn’t win, but showed a lot of competitive spirit, like Sean Collins. “Although he did not win a set, he got better against each opponent and almost pulled off a big upset,” Bryant said. “He was serving well and hitting a lot of balls which was great for his con dence.

For Senior Day, the Warriors hosted Malibu and claimed an outright league title. “We ended up playing one of our best matches of the year to send our seniors out with a 13-5 win and a Citrus Coast League Championship, ryant said. We had to shuffle our lineup a bit due to injuries, but the boys really responded with a solid win performance against a very good team.”

feat as just a few days before, sweeping singles 3-0 without dropping a game, while both Ryan Souza and roy immerman nished .

“They had a purpose on the court and were both constructing points well, ‘ ’ Bryant said. “They both went 2-1 on the day but showed a lot of smarts in how they played.”

Against Malibu, two of the doubles duos swept their matches, with Persoon and junior Connor G ralewski teaming up for a 3-0 performance. “I was very happy with how Ben and Connor played,” ryant said. en has gained a lot of con dence and his game has skyrocketed lately; he has a lot of extra MPH to his groundstrokes and his volleys have a good ‘ punch’ to them. Connor on the other hand is really seeing the game well; he defends and digs out balls and then turns around and goes on the offensive.

He is tough to get the ball past as he has such quick hands and a good feel for the game.”

The Warriors will play in the Citrus Coast League Championship tournament this week, and will nish with a Friday afternoon non-league showdown with crosstown rival Cate, who also secured a Tri-Valley League Championship with a 15 -3 win over Thacher.

Both teams have an 8 -1 league record heading into the matchup. The match will be held at 4 p.m. on April 29 at Cate School.

After sweeping Malibu in both the boys and girls categories for a dual meet, three of Carpinteria’s top-performing athletes competed in the Santa Barbara County Track and Field Championships over the weekend, with two Warriors making it onto the podium.

Carpinteria defeated Malibu 83-43 in the boys competition, and 95-36 in the girls competition, enough for both to move to 3-2 in league meets.

At the county championships, sophomore Wes Chung earned a chance to compete after a strong year running the hurdles. Senior Mateo Handall earned third place in the 400-meter, while junior standout Ainslee Alexander took the top spot in the triple jump with a distance of 33’7’’.

The next day, the arriors hosted alibu for the final meet of the regular season with seniors iper Clayton, Lana lmore, Augie hea er and atthew Lamberti celebrating their final meet in their high school careers. Clayton and hea er were each co-team captains for three seasons of their four years at Carpinteria. “Their leadership and hard work provided motivation to those around them and will be missed greatly,” said coach Jon Otsuki. n enior Day, both the boys and girls finished with a win for the arriors, with the boys score 97-67 and the girls taking the win 94-64. rin tsuki and freshman iccoletti both claimed two victories each. For the season, tsuki has now met CIF consideration times in every possible event, and has achieved three automatic qualifying times.

“I am so proud of her accomplishments in such a short period of time,’’ said Coach on, who is also rin’s father. “Dancing was her passion and now swimming has replaced it.” He said she started training as a swimmer less than two years ago when her dance studio shut down during Covid, opening her up to her newfound passion for the water. “She is very driven to say the least.”

The arrior swimmers will now prepare for Citrus Coast League Championships this week in Malibu.

Carpinteria boys olleyball holds heading to C F

The Warriors continued to roll through competition with their tenth 3-0 sweep over the year, this time in the final game of the season over ueneme.

“This gives us a final League record of 5- and the Citrus Coast League championship,” said coach Mickey Caughey. “Are we happy? You betcha!”

The arriors are now - overall, and out of the eleven regular season victories, ten have come by way of 3-0 sweeps. Carpinteria has also maintained the top ranking as the team in CIF outhern ection Division 5 for four weeks in a row.

“And of our three losses, two came from Division teams and one from a Division 4 team,” Caughey said. The Warriors were able to test their mettle against higher division teams in three local invitational tournaments the Dos ueblos Invitational Tournament, Bishop Diego Classic Tournament and the anta Barbara Karch Kiraly Tournament of Champions.

The Warriors will host the winner of the wildcard match between Crossroads and alesian on Thursday at p.m. All ticketing for playo games will be done through the GoFan app.

Carpinteria was locked at 5-5 against the Hueneme Vikings heading into the bottom of the th inning. The team’s one senior, adison ora, had pitched all innings, striking out a career-high batters and giving her team a chance for some magical late-game heroics in her final home game before she’s o to play at id-America Christian University on a softball scholarship.

Amarisse Cargo had a monster day at the plate, with four hits on six at bats, including a single, two triples, and a home run to help keep the Warriors in the game. But it would be ophia Thomas providing the game’s biggest hit with a sacrifice y in the thirteenth inning to score the winning run and claim the team’s third win of the year.

As a team, the arriors tallied hits in the game, with Caden Lemere and Camargo finishing with four hits each.

Carpinteria will play one more game on the road at Fillmore before finishing the season.

Carpinteria visited Bishop Diego for a crosstown non-league game that took two extra innings before the Warriors escaped with a 7-5 after nine innings.

Hunter Garcia reached base in the ninth inning and scored the eventual winning run on a wild pitch, while Talon Trumble provided one more insurance run by driving in Oscar Velazquez o an RBI single.

“It was a really good high school baseball game,” said coach at Cooney. “Competitive pitching, ashes of o ensive production, small ball, and some really good defense on both sides.”

The Warriors return to league play with a home-and-away series this week against Hueneme.
