Ryan Zick of Carpinteria recently joined the Santa Barbara law firm Price, Postel & Parma as an associate attorney. Carroll, United States Bankruptcy Judge for the Central District of California. Zick received his J.D., with honors, in 2015 from the Santa Barbara School of Law. Good food gets spotlight for Restaurant Week

Ryan Zick, an active member of the Carpinteria community, is now an associate attorney at Price, Postel & Parma.

Hospice of Santa Barbara recently launched Compassionate Care of Carpinteria, an initiative that provides care services free of charge to community members in Carpinteria. The new program focuses on adults who are facing life-threatening illness or may be working through grief after experiencing the death of a loved one. These patients and their families receive care management, in-home evaluation and support, emotional support, coordination of care, respite care and caregiver bereavement support, and can take part in local education workshops.

Compassionate Care of Carpinteria also offers a variety of bereavement services, and its services are offered to both children and adults in Spanish and English. The program partnered with Carpinteria Unified School District to provide counseling services to students. “Through our many years of service, we’ve been proud and grateful to support families throughout South Santa Barbara County,” said David

Between Feb. 23 and March 4, over 30 restaurants will offer special menus for Santa Barbara Restaurant Week, a first-of-its-kind event showcasing the culinary creativity of the area. Carpinteria restaurants Corktree Cellars and Zookers are onboard for the inaugural event that exposes diners to new flavors and dishes while also supporting Thomas Fire and flood victims. Pre-fixe menus designed for the event will allow restaurants to reduce prices on multi-course meals that highlight their finest dishes.

“It’s about fresh ingredients and our food-centric culture on the South Coast,” said SBRW co-founder Leslee Garafalo. “In creating this event, we reflected on the wealth of fabulous restaurants and what they mean to the community and we’re truly amazed.

It has become as much about the place, as it is about the food that’s so integral to it.”

Restaurant Week has partnered with the California Restaurant Association Foundation, whose program Restaurants Care enables restaurant/hospitality employees to apply for a grant of up to $1,000 to assist them with finances lost due to the natural disasters. A full 50 percent of restaurant registration fees to the event will go toward the fund to support victims.

Southbound Casitas onramp to close, bike path to open

Caltrans contractors are preparing to close the southbound Highway 101 on-ramp at Casitas Pass Road for up to two weeks while ramp improvements are made. The closure will begin as early as Monday, Feb. 26. The Carpinteria Creek bikeway is anticipated to reopen at the beginning of March. Crews are working to make up time missed during the Thomas Fire and repair storm damage. While the closure continues, there is a free EasyLift shuttle that runs between San Roque Mobile Estates and Rancho Granada Mobile Home Park on Via Real and Carpinteria Avenue every half hour from 7:30 to 9 a.m. and from 2 to 5:30 p.m.

Homestead awarded Best Dressed Window Homestead Antiques & Trading Co. won the Best Dressed Window contest for its double displays—a classic red, white and blue homage to President’s Day on one side and a sweet nod to love and Saint Valentine on the other. Eleven businesses from throughout downtown Carpinteria participated in the friendly contest sponsored by the Carpinteria Valley Chamber of Commerce to encourage local shopping.

Marybeth Radley, owner of Homestead Antiques at 943 Linden Ave., was delighted to learn that her windows took the top prize, which includes a trophy and cash.

Coincidently, the shop also celebrated its 20-year anniversary the week of the win.

Radley changes the window display every month or six weeks by choosing a theme and asking each of the shop’s 18 dealers to contribute an item or two that fits the theme. “It’s a full-store effort,” she said.

The contest added significance to this month’s display, but Radley stuck with her usual approach. “I try to work with what I have and do my best with every window,” she said.

In a press release prepared by the chamber, Homestead’s windows were described as “elaborate and lovingly decorated.”

Members of the public cast their votes online and through social media, and formal judging by Chamber Ambassadors took place on Feb. 13. Last year’s winner, Head to Toe came in a close second, trailing just three votes behind Homestead.

Officials say Carpinteria still at risk of disaster

By Peter Dugré New interactive evacuation zone maps for floods and fires posted at readysbc. org make it abundantly clear that much of Carpinteria is at high or moderate risk of catastrophe. Speakers from multiple agencies gathered at Carpinteria High School on Feb. 20 to further illustrate the importance of awareness and outline what has occurred since the Jan. 9 debris flow, and what will happen ahead of and during future heavy rains. In summary, Carpinteria dodged a bullet last time and residents should be ready to act next time.

“It’s only through luck and good planning that a disaster of (Montecito’s) magnitude didn’t happen to us,” said Das Williams, Santa Barbara County First District Supervisor.

The “good planning” portion of what saved Carpinteria from greater catastrophe is the Carpinteria Valley Watershed Project of the 1970s and ’80s that created massive debris basins in the foothills at Arroyo Paredon, Santa Monica, Franklin and Gobenador creeks. The largest basin at Santa Monica was labeled the “hero”

by Tom Fayram, Deputy Public Works Director for the County of Santa Barbara.

“If not for the (Carpinteria Valley Watershed Project),” Fayram said, “we might not be sitting in this room.” Carpinteria High School was inundated in the 1969 flood that motivated the watershed project.

Fayram said the basins were “pristine” ahead of the Jan. 9 storm and worked to perfection. Since then, Army Corps of Engineers personnel have worked around the clock to clear the debris caught in the basins. Santa Monica is still just 50 percent cleared from its estimated 50-foot deep mass of mud, boulders and trees, but has considerable capacity. Additionally, Carpinteria Salt Marsh was “completely silted in” after the storm but has also been dredged by cranes to clear the final outlet for water and debris running down the mountain. The marsh has a couple of areas cranes could not reach, Fayram said.

Robert Lewin, Santa Barbara County Office of Emergency Management Director, said the key for risk assessment

is determining the intensity of a storm.

Rain events predicted to drop ½-inch per hour or more would trigger the county to begin to issue evacuation warnings for risk areas.

“One-half inch per hour is the threshold,” he said. “Intensity of rain is most important in this situation.”

Beginning 72 hours before an expected high intensity storm, planning will begin at all agencies involved in emergency response. At the 48-hour mark, if confidence remains that the area will be hit by highintensity rain, public evacuation warnings will begin to be issued both online at readysbc.org and through traditional and social media. At that point, residents in risk areas should know where they’re going. At the 24-hour mark, residents should leave, and at the 12-hour mark, evacuations should have occurred. That’s when outside emergency responders will begin to enter the area to join operations being staged to provide rescue and relief efforts. Two hours before an expected event, Highway 101 northbound will be closed at Highway 150 and southbound will be closed at Milpas Street. Evacuees should plan accordingly.

Santa Barbara County Sheriff Bill Brown said that areas designated as “recommended evacuation zones” are at some risk, and while it is strongly recommended that everyone evacuates, residents with large animals or who need special care in particular should heed the warning. In “mandatory evacuation zones,” the Sheriff’s Office will instruct residents to leave and anyone who stays behind will do so “at their own peril” and should not expect continued assistance from the Sheriff’s Department. Evacuation warnings will begin 48 hours prior to events.

“The mountains have much more debris to give up. Mountains and canyons are still loaded with rocks, sediment and debris. This is the threat we have. Understanding this, accepting it and preparing for it is what we all must do,” Lewin said.

Officials also said that rogue rain events of high intensity can develop, and in those cases evacuation orders and road closures can be sudden.

These trees are worth a fight

On Thursday, March 1 at 5:30 in the City Council Chambers, the Architectural Review Board will again be discussing the removal of nine healthy, full-grown trees clustered around the Portola sycamore. This urban forest is located on 6th Street near the Carpinteria Sanitary District. These healthy trees are habitat to owls, raptors, butterflies and other wildlife. They deserve to be protected and preserved.

After losing more than 280,000 acres in the Thomas Fire, how can we consider losing more trees?

Stop fussing; build the bridge

Concerning the bridge at Arroyo Paredon, an emergency should be declared. It is a state highway and a valuable corridor for transportation.

I have seen children riding their bikes to school every morning on that road. On weekends, my wife and I use the scenic drive to get to Santa Barbara and back.

Workers who work in the area use the road and, yes, commuters also use the road. And why not? It is a state highway and provides a less congested means to work.

The bridge has been there 110 years, prior to the existing inhabitants. So if they are uncomfortable, they can always move. Shame on them for using the “Environment or Aesthetic looking” as an excuse to delay the construction of the bridge. Mother nature pretty well took care of the environment and the aesthetic-looking creek. All the bridge has to be is functional. Hopefully our county supervisor and state representative will use commonsense and support Caltrans in getting the bridge built and not listen to special groups (which they tend to do). Think what is best for the common everyday person in Carpinteria.

Tourists unwittingly, unfairly put at risk

How is the City of Carpinteria communicating to its tourist guests about the county’s debris flow risk area map on SBReady.org?

Tourists, even native born and raised locals now living outside the area, are unaware of the existence of this interactive map or identified safety risks.

Moreover, tourists to Carpinteria are ignorant of the extreme high risk designation and its significance to their safety.

Yet taxpayers, via the City, are liable for damages to guests, including injury or death, now that there is “an official warning map.”

They did knowingly choose the World’s Safest Beach after concluding post-fire potential danger only existed in Montecito, based on reading national media.

This experience underscores why advanced communication is a critical safety and liability issue, and why home stays with staff or the owner on the premises, versus absentee owner, is now a safety consideration.

Military parade madness

Historically, military parades have celebrated or remembered the victorious conclusion of a war and welcomed the troops home. It’s an event all Americans can be proud to support.

How different is the military extravaganza Donald Trump seeks at the projected cost of $30 million. For Diane Thorn to call the left “hysterical” for objecting to this “for show” use of military time, personnel and equipment is ridiculous.

Many congressional Republicans and military leader point out that we are the world’s greatest military power and do not need a parade to prove our strength.

To quote Republican Louisiana Senator John Kennedy, “Confidence is silent.

Insecurities are loud.” And Admiral Stavridis, 16th Supreme Commander at Nato and Dean of Law and Diplomacy at Tufts University, remarked, “the idea of a big, showy, expensive parade reminds me of the old Soviet Union.”

Mrs. Thorn should know that all U.S. citizens have the right to express their disagreement with presidential views.

Such dissent is not slander, psychological bias or “abnormalization” (?) as she claims. It’s called democracy.

Don’t leave it up to Trump

On Friday, Special Counsel Robert Mueller announced the indictment of 13 Russians for interfering in the 2016 election. General McMasters, National Security Adviser, stated that, “with the FBI indictment, the evidence is now incontrovertible” that Moscow meddled in the 2016 campaign. Last week, Director of National Intelligence Dan Coats

warned that Kremlin influence operations would continue for the foreseeable future, and that Russia’s next target is the 2018 midterm elections. “Frankly, the United States is under attack,” Coats said, “by entities that are using cyber to penetrate virtually every major action that takes place” within the country.

After the 9/11 attacks, Congress and the president came together in a bipartisan manner to investigate what happened and how to prevent such a thing from ever happening again. So far, the only response from President Trump has been to attack the FBI and to crow that the indictments don’t implicate him. He doesn’t seem to have the slightest concern about the security of the nation. Someone needs to explain to him that being commanderin-chief involves more than just holding cool military parades. A real commanderin-chief would immediately institute the additional sanctions against Russia that Congress authorized last month and ensure that resources are committed to preventing Russian electoral interference.

Since it doesn’t appear that our commander-in-chief will do anything to protect us from Russian interference in our elections (why would that be?), I hope that our state government is taking steps to ensure that our voter database is secure and that our voting system is protected from hackers. As individuals, we have an obligation to be civically engaged and informed on the issues. We should all be contacting our representatives about this critical matter.

Diana Thorn is funny: she writes, “... presidents Jefferson, Lincoln, Eisenhower and Kennedy all observed such (National Memorial Parade in Washington D.C.) parades. Also, an easy Google check on images from the parades during Ike’s and John Kennedy’s time show nary a tank, bomber or missile.

Nothing more abnormal than our president

Leave it up to Diana Thorn to proclaim to the Carpinteria community that Donald Trump is not an abnormal president.

If there is anyone whose existence has defined abnormality, it’s Mr. Donald J. Trump.

His un-American ventures—from calling our press “the enemy of the American people,” to attacking our intelligence agencies and insulting different Americans—denote an instability and ignorance on par with the worst in human nature.

Maniacal, pathological lying and an inability to hold normal press conferences crystallize the abnormality that feeds an embarrassing, impotent output.

Diana Thorn is simply reflective of the classic Trump enabler who, regardless of situation, will defend Trump by remaining silent, acquiescent to the bumbling calculation of Donald’s ignorance.

Trump supporters themselves have reconciled with Trump, inferring that not standing and clapping for him is “treasonous” and that his 2,000 false and misleading claims will not be pointed out.

An authoritarian-esque presidency may satisfy Diana Thorn, but the majority feel differently. Intelligent people throughout history have been burned and manipulated by a cult of personality, and today is no different.

Trump’s complimentary tone toward authoritarians worldwide is not only disgusting, but incalculably un-American.

Thomas Jefferson wrote, “The only security of all is in a free press.” This notion that the press provides a check on those in power is not only scary for Trump, but for Diana Thorn as well.

What a beautiful thing when society can agree to disagree, and not only form a better union, but require that its “leader” upholds and represents the values integral to a transparent and functioning democracy.

The Washington D.C. military arms parade proposed by President Trump has been in the news lately, including the CVN. Let’s put the name-calling and finger-pointing aside and call this parade what it is—a very terrible idea for many reasons. This parade is the individual’s equivalent of throwing a grand party to demonstrate your superiority when your credit cards are maxed out, your debt is rising and your family is hungry. Or your personal tirades have managed to anger, inflame and alienate your friends and neighbors and you choose to spread your vast firearms collection on the front lawn as an added show of intimidation, belittlement and fear. I’m sure there are far better ways to spend millions of hard-earned taxpayer dollars, like providing better services and support for our veterans.

Thomas Disaster: Past, present, future Part three of four

By ERin MakER, City of CaRPintERia EnViRonMEntaL CooRDinatoR For some people, the Thomas Fire and subsequent debris flows seem like they were a while ago. If you haven’t been into an area that was hit hard, it is hard to fathom just how badly areas were hit and how much still needs to be done.

Pictures don’t convey the magnitude of devastation. I have had multiple questions about why State Route 192 is closed, and how long will it take for everything to be cleaned up. The answer isn’t simple.

The flooding and debris flows on Jan. 9 started on the mountain slopes and swept all the way to the ocean. Thousands of tons of mud and debris were transported through the urban area, the largest event of this type in an urban area in California in recorded history. It is the first time all eight of the Urban Search and Rescue Task Forces in the state have been activated on a single event.

As our climate changes, fire season is no longer a few months, but year round.

This increases the risk of flooding shortly after a fire in burn areas, and it is changing the way we plan for all stages of disasters.

By now many of you have probably seen the new interactive evacuation maps, and the redefinition of evacuations. Understanding the risk, as we wrote about last week, is very important not just for individuals and households to be prepared, but also for emergency responders to plan for such events and

I grew up in New England, where precipitation is more frequent, meaning is more common as well. We were taught to never drive through water running across a road and to stay away from rivers during and after rains, as well as in the spring when snow melts. Water can be very deceptive and can carry huge force behind it.

Understanding the floodways as they relate to this area post-Thomas Fire and flood is important for emergency officials and local agencies to plan for future events. Flooding and debris flows change topography. With today’s technology, we are able to collect data and analyze those changes in a matter of weeks. This

topography mapping used to take many months or years.

Thanks to new technology, we can more accurately determine what future rain may bring. We are able to understand flood risk down to a very small scale, which in turn allows us to more accurately plan for how we react before,

during, and after a disaster. With the latest maps, City staff, along with the Carpinteria-Summerland Fire District and Sheriff’s Office, are working on targeted outreach to the community to help everyone understand the risk to their area.

And while technology is an excellent tool, local knowledge is invaluable for what we call “ground-truthing”—refining risk assessments using our knowledge of how each area responds to a rain event, and how tidal influences may or may not have an impact.

All of these factors impact how we are planning for the next rains, and any other type of disaster. Among the myriad planning challenges is how to prepare for road closures and service outages that could leave residents isolated and without services or supplies. We must prepare for as many scenarios as possible in order to keep the community informed and safe.

CUSD proposes tweaks to kindergarten, TK

Carpinteria Unified School District aims to increase student literacy by third grade and hopes to accomplish its goal by adjusting its delivery of kindergarten and transitional kindergarten classes. In a proposal to the CUSD Board of Education on Feb. 13, Superintendent Diana Rigby suggested that by removing one TK class and adding a kindergarten class, the district could accomplish a 20-to-1 student/ teacher ratio in each of 10 classrooms at Canalino and Aliso schools. Also as part of the plan, the K and TK classes would add an hour to the school day to adhere with the schedule of other elementary school classes and each would get an aide in the classroom all day.

“This would significantly influence kindergartner achievement at the end of the school year in terms of literacy and math,” Rigby said. She cited data that currently only one-third of students in the district meet literacy standards by third-grade, which has long been seen as an indicator that predicts success in later years.

The proposal was not up for a vote at the meeting.

In order to reduce class sizes in kindergarten, the district would eliminate one of the three TK classes currently offered.

If the proposal is adopted, one TK class at Canalino would be eliminated, leaving one each at Canalino and Aliso.

Rigby explained that there are currently 19 students in each of the TK classes, but a number of those students were brought in when the district voluntarily expanded the ages of students accepted into the program. State law mandates that districts provide TK for students turning 5 between Sept. 1 and Dec. 2, but Carpinteria had expanded the program to allow younger students. If the proposal passes, the qualified TK students would have priority to enter the two classes.

Boardmember Maureen Claffey said that many of those younger students have thrived in the current TK system. She said

that although there’s an added cost of operating an extra classroom, the school district and community at large reap great benefits from preparing as many students as possible for kindergarten. Many working families are priced out of private preschool services, she contended.

Boardmember Andy Sheaffer said providing early admittance to TK is a luxury beyond the school district’s means. “Unfortunately, we’re not in the business of providing things we can’t afford. There’s no funding method for (early) TK. So what happens is we take away resources from students we’re obligated to serve.”

Overall, the shift would not eliminate any classes but would shuffle resources toward kindergarten to accomplish the desired 20-to-1 ratio.

“We’ve taken some very serious steps in terms of our instructional practices, but our infrastructure needs to support our teachers and our practices. It’s not reasonable to have class sizes in kindergarten and TK at 24, 25 or 26 students,” Rigby said.

Budget process rolls along

In a follow up to a school board budget study session earlier in the month, CUSD Business Administrator Maureen Fitzgerald explained why the costs to provide special education have fluctuated so greatly. Starting last school year, CUSD reabsorbed several services it had outsourced to Santa Barbara County. The move was originally seen as a cost-saving mechanism, but the savings have not materialized at the expected level.

Fitzgerald explained that the school district must still outsource some services that it cannot supply and has seen delivery costs increase in order to comply to education code. Savings calculations were based on per-student models, but delivering special education services varies depending on students’ needs, she said. When CUSD began serving 7-of-10

preschool special education students that had previously received outside services, it did not simply take on 70 percent of the costs. In fact, it was less than half.

The bottom line, she said, is that special education is a service the district must provide, but it’s an underfunded service.

The district receives $300,000 annually toward special education and expends $3 million. However, Carpinteria spends less per student than comparable districts and the state average, while delivering what was described as quality service. The district saved some funds by reabsorbing special education preschool, but the savings were not as much as expected.

“We have a very good program, and while it looks like we’re spending a lot, we’re actually doing well comparatively,” Fitzgerald said.

In another budget fact-finding presentation, Fitzgerald showed that the district pays more for water than other comparable districts. The presentation was designed to inform the budget process as board members probe the spending line-by-line to find savings.

District to sell off property?

In a 5-0 vote, the school board formed an advisory committee to recommend what it should do with its properties at Whitney Avenue in Summerland and Bailard Avenue in Carpinteria. Both sites were once seen as potential locations for schools in an expanding school district, but enrollment has not increased for decades. The school board took similar action in 2007 and the committee recommended selling off excess property, but the district never put it up for sale.

“I don’t think it is good practice to sit on unused property when enrollment has not increased in the past 10 years,” Rigby said.

Even if the school district decided to sell the properties, law does not permit the one-time revenue to be used in the general fund, Sheaffer said.

Gregory Skinner 11/18/1947 - 6/1/2017

Greg stepped over the threshold between now-and-after on June 1, 2017 in Port Townsend, Washington. With wit and grit he finally succumbed to a manyyears-long battle with adult-onset muscular dystrophy. Whilst his body did not cooperate with his wishes in later years, his intellect, wit and humor continued unabated during the years he endured this condition. A medical crisis landed him in the ICU and, in consultation with his physicians, he opted out of continued life sustaining medical intervention.

Gratefully, his longtime friends Mardona Anderson and Steve McClellan were with him during this consultation, and remained with him through his peaceful passing some hours later.

A resident of Carpinteria until he decamped with his then wife Barbara (Swing) Skinner in 1968 for the pastures of far-Northern California to attend Humboldt State University, Greg always had very fond and magical memories of growing up there. He remained connected to Carp over the years, and was a frequent viewer of the Carpinteria State Beach Cam. Greg graduated from Humboldt State University in 1974 and traveled north to Seattle, Wash. to attend the University of Washington, where he graduated with a Master’s of Fine Arts, sculpture being his primary media of expression. He was hired as an art professor at the Cornish College of the Arts and eventually advanced to the position of Art Depertment Chair, something that surprised even his “resist authority” mindset. Turns out he was really good at it, and was well respected in the position. Although he and Barbara parted ways in 1974, when he traveled to the far-far north, they remained fast friends, family really, throughout the ensuing years.

Greg is survived by his chosen-family of friends and of the students he taught and influenced. His lovely parents, Jess and Ruth Skinner, passed on many years prior, and are fondly remembered by those who knew them. In late September a celebration of his life and legacy was held in Seattle on the shores of Puget Sound, a place he loved to kayak, attended by friends, former students, and Cornish College current and former presidents and colleagues. If there is an afterlife, somewhere he is body surfing a clear blue curl at Rincon, or paddling up a fjord in the Pacific Northwest. Boogie

Maria De La Luz Ortiz 5/27/1936 – 2/10/2018

This very much-loved woman, mother, grandmother and sister with countless friends and family began her life living with her siblings and parents at a simple ranch in Los Griegos-Luis Moya, Zacatecas, Mexico. She immigrated to the United States as a teenager to Santa Barbara, Calif. She lived with her cousins then with her mother and siblings and attended school at Our Lady of Guadalupe, Santa Barbara Junior High School and graduated from Santa Barbara High School with the class of 1955. She became a U.S. citizen as an adult, and during her later years volunteered at polling stations.

She and her future husband, Juventino Ortiz Jr. met as teenagers and married on her 20th birthday in 1956. Juventino passed away on his birthday in 2015.

They lived in Santa Barbara raising Juventino III, Juanita and Rosana. While working hard to make a better life for themselves and a future for their children, their love for them was a constant throughout their lives.

ing lifelong friendships. She retired to continue her passionate focus on her family with six grandchildren and five great-grandchildren. She was an accomplished bargain shopper at Robinsons and Macy’s, always seeking out birthday or Christmas gifts for family members throughout their lives. She had many friends over the years that knew they were special with each jar of homemade salsa they received.

Maria is survived by her children Juventino III (Virginia), Juanita and Rosana; her siblings Ramon Gutierrez, Cruz Gutierrez, Modesto Gutierrez and Esther (Gutierrez) Jaimes, and her faithful four-legged companion, Nala Marie. She was preceded in death by her parents, Cruz and Guadalupe (Lopez) Gutierrez; and siblings Juanita (Gutierrez) Villarreal and Rutillo Gutierrez, as well as her grandson, Benjamin Aguirre who left her Nala Marie.

Maria De La Luz (“Mary of the Light”) passed away at Sierra Vista Hospital in San Luis Obispo after frequent visits from family and friends both in person and remotely. She found her light and joined her husband who called for her so they could be together on Valentine’s Day. Her light will stay with everyone who knew her and loved her.

Maria’s family wishes to thank all of the medical and nursing staff on 1st/2nd floor Medical-Surgery at Sierra Vista Hospital who were so kind and caring with her. A special thanks goes to Susie Gosnell for her compassionate and energetic help with Maria’s dialysis care at home, always giving her encouragement and love. Bridging the divide

Caltrans submits emergency permit application to SB County

By Christian Beamish Although final bridge plans have yet to be decided upon, Caltrans has submitted an application to the Santa Barbara County Planning Department for an emergency work permit in anticipation of replacing the bridge at Arroyo Paredon on Foothill Road at the west end of Carpinteria Valley.

Citing damage sustained from the Arroyo Paredon debris flow of Jan. 9, Caltrans’ Public Information Officer Jim Shivers described the masonry railing on the north wall of the bridge as “a complete loss” in an email. “Since the north side is no longer present to back up the light weight plastic railing (that had been in place),” Shivers continued, “the structure no longer affords an acceptable level of barrier safety to the traveling public.”

Some residents in the area feel that Caltrans is using the unprecedented natural disaster as an excuse to make an emergency declaration, which allows an expedited permitting and construction process without public input. Additional concerns include the scope of clearing work that has occurred in the creek bed and riparian corridor of Arroyo Paredon since Jan. 9. (For transparency, it should be noted that the author of this article lives near the bridge.)

But Dianne Black Assistant Director of Santa Barbara County Planning and Development, stated in an email Feb. 19, that a staff person “walked the entire area of the Arroyo Paredon bridge and creek corridor and did not see any evidence of excessive tree removal.” Black also wrote, “Caltrans did notify us immediately after the Jan. 9 mudslide of emergency work needed along Highway 192 including in this location… We have not issued them a stop work order. We will work with Caltrans to ensure all procedures have been and will be followed.”

Alex Tuttle, a planner with the County of Santa Barbara, said that Caltrans is following normal protocol in its permit application and noted that in conversations with Caltrans, the road agency’s

A Caltrans bridge design proposed in 2014 was denied by the Santa Barbara County Board of Architectural Review and the Planning Commission. Caltrans’ appeal to the County Board of Supervisors was likewise denied due to concerns regarding the size of the design. County cannabis ordinance clarified

During its meeting on Feb. 6, Santa Barbara County Supervisors discussed many possible amendments to the proposed county-wide ordinance on cannabis, but some items reported in the Feb. 15 Coastal View News as being in the ordinance were not included in the final vote nor language of the new regulations. The following are the zoning restrictions applicable to Carpinteria Valley, which will still require approval

by California Coastal Commission.

• Cannabis growers will have to adhere to a 750-foot buffer from “sensitive receptors” including schools and daycares—not residences, which was discussed but not passed. The buffer is measured from the premises of the growing structure to the property line of the sensitive receptor.

• Nursery growers of immature plants only must adhere to a 600-foot buffer from “sensitive receptors.” These are not budding plants that emit strong odors.

• While nearly all outdoor commercial cannabis cultivation in the Carpinteria Valley will be banned, there are a couple of exceptions at larger properties in more rural areas.

• Among other things, the City of Carpinteria has asked that the county limit the number of licenses it will grant in the area. As passed, the ordinance does not limit licenses (the city wants to limit acreage dedicated to cannabis in Carpinteria Valley), but according to 1st District Supervisor Das Williams, restrictions to the number of licenses will be considered in March.

Garden Park classes

Dealing with grief

Over the course of a lifetime, people experience many instances of grief.

How do we handle feelings of grief and pain from the loss of a loved one, or surviving a catastrophe? Especially, when the pain can be so deep it hurts too much to talk about how we feel?

Grief makes our heart ache, makes our body weak and vulnerable. As we cope with the devastation in our community, we can grieve together as well as alone.

Following the fires and floods, we will need continued support as we work together to recover. Events of mass destruction can lead to grief, anxiety, anger or fear. Grief is a healthy response, not a disease, and the range of feelings it elicits can vary for each person. Symptoms of grief include crying, questioning the meaning of life, guilt, fatigue and stress, to name a few.

The trauma of our public tragedy has caused us to grieve over mudslides affecting our homes and the tragic loss of lives. The key to staying healthy is to move through the process without becoming too stuck.

When loss is sudden or unexpected, grief reactions can be more complicated.

This type of complicated grief can include intense longing or emotional pain, being preoccupied, memories and intrusive thoughts, and difficulty finding meaning. This results from being shocked, stunned or emotionally numb. Untreated, this can result in sleep

disturbance, substance abuse, suicidal thoughts/behaviors, immunologic abnormalities and an increased risk of heart disease and cancer.

Scientific studies define and explain some of the stages of grief. We begin with denying the grief through avoidance, confusion, shock or fear. Next is anger, which manifests in anxiety, irritation or frustration. The third stage is bargaining, where we struggle to find meaning or reach out to others. Fourth is depression and feelings of helplessness and being overwhelmed. The final stage is acceptance. In this final stage, we are able to explore other options and move on to a new plan. As we grieve, we may move up and down through the stages.

Counseling is a solid approach to grief. There are support groups, bereavement groups or individual counseling. Crisis counseling and support are available in our community. Individuals can check with their employer’s EAP program or personal physician to get a referral to a behavioral health clinician.

There are several free counseling services being offered that include: 805 Connect, Hospice, County Public Health, as well as a list of therapists offering free and reduced cost services for those directly affected by the catastrophe. These can be found online.

Take time to breathe, refresh and process your feelings. Pushing them away will not make them go away.

Grief needs its own time and space to heal. Talk to friends, share with others your experience, connect and volunteer to help others. It’s a united effort we can all participate in.

On Feb. 14, Dr. Roland Rotz spoke to the Carpinteria Morning Rotary Club about love, Cupid and the history of Valentine’s Day. The fact-filled presentation entertained and educated the audience about a holiday that is celebrated by many across the world. Though some countries don’t celebrate Valentine’s Day, in the U.S., Canada, Mexico and across Latin America, United Kingdom, Japan and others, people traditionally recognize their special someone on Feb. 14.

MINDING OUR BUSINESS SHANE BRUCE Carpinterian Kevin Twohy is a remarkable man whose life history full of twists and turns recently led to ownership of Carpinteria’s newest gym, Rincon Fitness USA. Twohy began his career providing mobile food services to firefighters, not unlike the heroes who recently saved much of our town from the Thomas Fire. He has served as president of a small town chamber of commerce in Iowa, and most recently worked as First Vice President of the local PlanMember Securities, where he has worked for 15 years. He is a life coach with PAX Programs and a marriage educator. Kevin is no stranger to success as a community leader, businessman and husband. His wife Louisa should know— they’ve been married 38 years.

Kevin and Louisa Twohy, both committed to body-mind wellness, were members at a local gym that closed last spring. The Twohys felt the loss deeply and recognized that others similarly missed the sense of community rooted in a shared space dedicated to health and wellness.

Kevin, a family man, is quick to point out that his primary inspiration comes from his wife. On Sept. 4, 2017, he was having dinner with his family when Louisa suggested that perhaps Kevin could open his own fitness center. He paused, thinking, “I’m good at business, but I haven’t run a gym before.” He thought about other local people on whose gym and fitness expertise he could lean. He reflected on his core values—values rooted deeply in body-mind wellness—and was inspired. He thought of his mentors, Allison Armstrong and Tony Robbins. He drew inspiration from the words of Winston Churchill, who said, “Courage is the first of human qualities, as it guarantees all others.”

Ultimately, it struck him that he could build a gym that would be “the best fitness center in the Carpinteria Valley.” As his inspiration grew, he realized that quality equipment, a clean facility, friendly and helpful staff, and a comprehensive selection of classes would demonstrate that vision. But most importantly, he wanted this gym to embody a sense of community.

If you build it, they will come. Kevin, who lives by the Golden Rule, stated, “My

vision is to help people become the best version of themselves through a healthy body, mind and spirit.” He realized this was really an extension of what he was already doing as a life coach.

Kevin opened Rincon Fitness USA on Dec. 1, 2017. “A few days later, the fire happened,” he said. No stranger to adversity, Kevin had, after all, begun his career serving firefighters, going to where the need was and providing food service for them 24/7. “I believe in going all out by being all in,” he said.

He wasn’t swayed by the setback the Thomas Fire brought. “Then on Jan. 9 we saw one of the worst tragedies we have ever faced in this area,” Kevin continued.

“We now need community more than ever.”

Kevin’s vision for community is now a reality. The brightly lit facility is abuzz with folks using state-of-the-art equipment, chatting about community events and happenings. When you visit you will likely be greeted by Assistant Manager Victoria Rincon. Her surname Rincon is a happy coincidence. Victoria is joined by friendly staff, who will happily give you a tour, show you how to use the equipment, and help you with any other questions you might have about the facility. Independently contracted and certified fitness trainers, such as Lawrence Larsen, with his solid knowledge of exercise physiology (and his charming British accent!), will put together a safe and comprehensive fitness program for you. You might consider a yoga class with Dominique Cavalli or a fun and energizing 40+ Fitness with Janine Ivanilli. For the brave of heart, Cardio Boxing with Damon Shirley-Moore, Zumba and Spinning classes with Rob Burke are fun choices.

Kevin, Louisa, Victoria and the rest of the Rincon Fitness family will host a Grand Opening celebration on the weekend of March 2 to 4 at the gym. Festivities will begin on Friday evening with a live DJ, drawings, prizes, fitness demonstrations and announcements of upcoming programs, such as wellness workshops and free childcare.

Laguna Blanca student directs her future

Camila Lemere is a student filmmaker who lives with her family in Carpinteria and attends Laguna Blanca School. She is also the director of the film “Seven Hours,” which won first prize this year in the Santa Barbara International Film Festival’s 1010-10 Screenwriting and Filmmaking Mentorship and Competition. Written by fellow Laguna Blanca student Jack Stein, “Seven Hours” is a 10-minute short that presents what at first seems to be a love story that could have been, but an unexpected and well-played break in the narrative shows a deeper, more-realized relationship.

Lemere, a senior at Laguna Blanca, also directed the short “When the Lights Go Out” in last year’s SBIFF, and was pleased to not only have been paired with her friend Stein in the competition’s selection process this year, but also to have had a full month to film and edit. In previous years, competitors were tasked with completing their submissions in 10 days. “It’s great to be working with another Laguna student because of the accessibility it provides,” Lemere told her school paper. “Jack and I are able to communicate with each other whenever and wherever we choose, and it’s so much more convenient than my situation last year!”

Citing a love for movies that she inherited from her father, Lemere says that she has grown passionate about filmmaking in her own right—particularly the art of directing.

“My biggest inspirations are creative, innovative, driven, passionate women in the film industry like Greta Gerwig and Gina Rodriguez,” Lemere said in an interview.

She says films like “Ladybird,” “Moonstruck,” “Flipped” and “The Florida Project” are what she loves to watch and hopes to create one day. Recently accepted to the Film Production program with an emphasis in directing at Chapman University—a program with a six percent acceptance rate—Lemere looks forward to honing her skills, while her future audiences await the movies she is sure to make.

“Hell or High Water” supports disaster victims Tello opens second exhibit as gallery owner

By DeBrA Herrick On Saturday, Feb. 17, Palm Loft Gallery opened the benefit show “Hell or High Water” in support of four families from Carpinteria’s foothills who lost their homes or art studios in the Thomas Fires or the subsequent Jan. 9 mudslides. The exhibit title evokes not only the devastating natural events of the fires and flashfloods, but also the perseverance of artists to create despite hardship. “The man of genius is he and he alone,” writes Stendhal, “who finds such joy in his art that he will work at it come hell or high water.”

“Hell or High Water” is the second exhibit to open since long-time gallery director Arturo Tello acquired ownership of the Palm Loft Gallery in September of 2017. Tello, originally from Tulancingo, Hidalgo, Mexico, moved to Carpinteria in 1979 and has managed the gallery since 2005. He practiced art in a variety of forms before arriving in Carpinteria and establishing his mastery in landscape painting. Over the years, Tello has cultivated an artistic and songwriter community at the heart of the gallery through hosting new shows, concerts and songcircles. “I am very happy to continue to manage the gallery,” he stated. “I think that it is a real asset to the community.

The exhibit is the latest in an ongoing practice of benefit shows put on by the Oak Group. For the exhibit, Tello has selected one of his own pieces that depicts crisscrossing paths leading to a grouping of native trees. The leaves on the trees bending and blending with the wind softly portrays the force of nature which commanded the Thomas Fire’s spread.

“The wind, we were really at the mercy of it,” recalls Tello as he reflects on his selection of this painting for the exhibit, “any change in the wind would have really affected Carpinteria, any change in the wind…”

Diana: Hearing the music come on and knowing it was my turn to walk down the aisle with my dad. I had tunnel vision and was only looking at Morgan. In the middle of our ceremony we were able to pause, turn and lock eyes with all of our family and friends and thank them for being there to celebrate with us. This was incredibly special and humbling knowing everyone was there for us and there to support our next step as husband and wife.

Morgan: The weather was absolutely perfect as I was standing under the arbor. Hearing the music come on and seeing Diana for the first time as she was coming down the aisle is a memory that stands out from the rest. It was surreal and better than I could have ever imagined. It signified the realness of what was to come, the beginning of our journey as husband and wife.

What did your guests say was their favorite facet of the event?

Diana: The ceremony, hands down. Almost everyone said it was one of the best ceremonies they’ve ever attended and that our friend Danny did an amazing job officiating and capturing who we are as individuals, as well as the love and connection between us. They also said it was perfect weather and a beautiful venue which really helped set the mood for the entire day.

Did your wedding include special details that reflected your individual personalities?

Diana: Both Morgan and I love to be outdoors (especially at the beach or hiking) and travel and love our dogs. We are also obsessed with sunsets. One of our favorite places to go is Hawaii. We incorporated these things by placing pictures of our travels at the guest sign in table, used a Hawaiian/beachy theme throughout our wedding (can be seen in the bouquets, men’s leis, table settings and arbor), and picked green as our color to represent our love for nature. We also had my 12-year-old black lab, Pongo, as our ring bearer.

Families are invited to enjoy eating out at participating restaurants who will donate a percentage of the sales from the day to C.E.F. “Dine Out for Carp Kids”.

What was most stressful leading up to the wedding? How did you cope with that stress?

Diana: Finding a dress! I am already an indecisive person as it, but I was in the middle of studying for my Physical Therapy Board Exam and finding a dress was not a priority. Finally I found one less than two months from our wedding day.

Did you have to put out fires during the event? Looking back, could those have been prevented?

Diana: No! Everything was so smooth and fell into place perfectly.

Our day-of coordinator did an amazing job!

Why did you choose your ceremony and reception venues? Did they work well with your vision?

Diana: We have both ran, hiked and taken our dogs to Elings Park for the last 10 years and felt that this was a perfect place to represent us both as a couple and as individuals and our love for Santa Barbara County (where we met). Not only that, it has amazing views of both the ocean and mountains, our two favorite things, and a place we could watch the sunset!

What part of the meal did people enjoy most? Was there anything on the menu that you would skip if you had a redo?

Diana: DJ’s California Catering killed it! The entire meal was amazing.

Their bartenders did a fantastic job preparing our requested signature cocktails and serving at our open bar. They were also the set-up and clean-up crew and were so professional. Everyone commented on how great the service was. And it was so cool to hear the staff say that this was one of the best groups of people they’ve been able to serve and that there was such a great vibe; they could really feel the love and connection between everyone.

Weddings can end up feeling like they’re for the guests instead of the bride and groom. What did you do to ensure that the day was wonderful for you?

Diana: For starters we planned the entire wedding ourselves. The venue, food, florals, décor, etc. were all things that we loved and felt represented us. Secondly, we told each other to stop every so often to make sure we were present in the moment and take everything in.

What is your top piece of advice for couples planning a wedding?

Diana: Take your time, there is no rush and start talking to your family and friends who have already planned a wedding! I had plenty of time to plan (a year), and that’s probably why I didn’t feel stressed. And my friends and family were a great help. Start by prioritizing (venue, food, photography, etc) what is most important to have at your wedding; this will immensely help you to stay within your budget, as well as focus on what will make the day perfect for you.

Get a day-of coordinator so you can actually enjoy your special day! I enjoyed planning all the details leading up to the wedding; however, if this is something that is stressful for you, hire a coordinator to do all the planning as well.

Siren song: Local firefighters talk Thomas d The firefighters of Carpinteria-Summerland Fire Protection District battled the seemingly endless Thomas Fire in December, and then, when the flames finally subsided, the Jan. 9 storm violently swept the mountains into our communities and sent the firefighters back out around the clock to keep us safe and to help our devastated neighbors in Montecito. We waved and cheered as they drove through our ashdusted streets. We watched them covered in mud on our screens. We placed our trust in them, and they put their lives on the line for us—over and over. Here are the memories they took from these disasters, the ones they’ll never forget.

What moment stands out most to you from the fire?

Dave Baker, Captain

on the Thomas Fire I was assigned as a Task Force leader. I spent 14 days on incident. It was my job to supervise and keep safe the personnel responding on five brush trucks from Carpinteria, Montecito and Santa Barbara City Fire. This fire was extremely active at all times of day, especially at night. We were involved with the firefight and responsible for protecting, la Conchita, Gobernador Canyon, Toro Canyon and Viola/Bella Vista, and we finally hooked the fire near Parma Park and East Mountain Drive in Santa Barbara.

Despite the long days of work with minimal rest, it was especially refreshing to have so much community support. Whether it was food and water delivered to the station or support and assistance from local businesses. We fight fire throughout the state every year, and we are good at it. Fighting fire in our own back yard was difficult because we know these homeowners, we know the roads, we know the properties. We extended ourselves to our fullest to ensure minimal impact was felt throughout the area.

Logan Foster, Firefighter Paramedic The unprecedented fire behavior. While hiking through some of the coastal brush, I was amazed how dry it was. The smaller branches seemed to snap with ease. There was plenty of dead brush, but even some of the living brush had extremely low moisture. once the fire hit the brush, it would take off. Trying to keep a small spot fires in check was no easy task. Even multiple tanks of water from the engine didn’t put a dent in fires that could ordinarily be knocked down with one tank.

I was also impressed with our local resources. Together we were able to adapt to the fire as it pressed through Carpinteria and Montecito. It was a situation where we needed everybody engaged. We have a unique area that local knowledge plays a major role. Firefighters have died here in the past. Having dispatchers, crews, chiefs and support working around the clock made a major positive difference in our community saving lives, homes and property.

Michael Gallagher, Battalion Chief a couple of things really stood out, really made that fire different than the others I’ve been part of over the past 31 years. Firstly, being part of the effort fighting the largest fire in California’s history and that it was in our backyard, threatening our community, our homes and businesses, our families. CSFD responds statewide and beyond all fire season long, but this felt personal. and with that, at one of many times that things got frisky, there was a moment that I thought, “If we don’t stop it here—if we lose that house, we’ll lose this road, we won’t be able to save this neighborhood and we could lose a big chunk of Carpinteria.”

The other thing that stands out is the overwhelming support and appreciation we received from our local businesses and community members. Coming off the line to Fire Station 1, we’d find freshly made meals from local restaurants, caterers and residents filling our kitchen. So many homemade treats with notes of thanks showed up every day that we had to set up another table for them the training room. alyssa and the crew at The Food liaison personally delivering meals to firefighters on the line and at the staging areas and drop points throughout the fire. The Polo Field allowing us to stage hundreds of engines, dozers and crews on their pristine turf. The signs across the Highway 101 overpasses and the hugs and handshakes from all the people we’d run into in town really humbled me. It reminded me what an honor it is to do this job.

During the fire, it was most impressive how many resources were available to help control the path of the fire. Talking as well as offering localized information with the fire crews from other cities felt great and necessary to help with operations. They applauded our efforts as well in our wildland prevention program.

Kenan Marting, Firefighter The generosity of the community stood out most to me. The amount of donated meals was amazing, as well as the countless letters and cards from all ages showing their appreciation for the efforts made on the fire.

Noah Tunney, Captain The support from the community. Throughout the entire incident, we had food being delivered to our stations. We were seeing signs, receiving cards, waves and thank yous everywhere we went. We really appreciate all of the support from this great community.

Rolf Larsen, Hazardous Fuels Technician The afternoon and evening when it became apparent the fire crews were successfully “backfiring” along Bella Vista and ladera lane and Viola lane to protect the structures south of that location. It served as a real affirmation that the collaboration between residents and the fire district on wildland fuel mitigation projects (defensible space) was going to pay dividends.

Gabriel Aubert, Firefighter Paramedic The moment that stands out most was the fear and uncertainty that I saw in the eyes of the citizens of Carpinteria and Summerland. It hurt me deeply to the core and motivated me and my co-workers to work that much harder, longer and with more vigor to serve and protect. Many of us love and are honored to protect these great communities and would gladly give our own lives to do so if need be.

I can honestly say I was driven to tears most days because of the gratitude of the citizens of Carpinteria and Summerland. We as firefighters often shy away from the limelight, but to have the citizens we serve check on us to make sure we are oK was so humbling. To those that read this I want to express my undying gratitude to you for letting me serve you in the communities of Carpinteria and Summerland.

The early morning of Feb. 9 in Carpinteria/Summerland area was unbelievable. out on front lines of patrolling the creeks and roads, the amount of debris flow I saw from the rain shows how quickly things change, like a road or bridge made unable to cross. leaving the area of ladera and East Valley road after both bridges east and west of ortega ridge road were out, led to helping with closures at Via real and the Toro Canyon Creek and then onto a freeway closure at Carpinteria avenue. Thankfully our training and experience as well as public safety skills helped provide services to all.

I was thoroughly impressed with how the incident commanders provided strategic detailed duties to all of the fire department personnel to help insure the public safety to all the citizens of Carpinteria/Summerland area for that incident.

What moment stands out most to you from the flood?

Dave Baker, Captain on the Montecito Debris Flow I was assigned as the lead Safety officer of the incident. I was on incident for 15 days. I was part of a small amount of resources that were prepositioned the day before the event. as the lead safety officer it was my responsibility to identify the hazards associated with the debris flow/flows and communicate how to mitigate those hazards. This was not the normal incident and became very stressful when so many firefighters and civilians were engaged in rescue efforts. With so many different operations going on from helicopters, boats, heavy equipment, K9 and ground resources, I am extremely proud of the fact that there were no significant injuries resulting from their efforts. Many of us worked hard at communicating the hazards to both firefighters, police officers and the general public.

There was one day I was patrolling the incident and I found an elderly man walking through the mud on Jameson lane. I asked him why he was walking through the neighborhood. He explained that he had run out of medications and needed to borrow some from his neighbor. I asked him why he had not left the mandatory evacuation area, and he replied that he was afraid to leave his cats alone and they were not able to be taken with him. I negotiated with him and agreed to feed his cats and empty the litter box in return for him and his wife leaving to get the necessary care they needed. I fed cats every two days for two weeks until he was allowed to return to his home. This is one example of many, many extraordinary stories of local firefighters and police officers doing more than what is expected to take care of the public. I was involved with live rescues and body recoveries. The destruction was something I will never forget.

More than anything else, I am proud of everyone that stepped up in this time of need—from the first responders to the neighbors. We are truly blessed to live and work in such a caring community.

The magnitude of destruction and how fast it happened. I went from kissing my wife goodbye and leaving home to about two hours later trying to navigate through a slurry of mud and debris above my waist with my crew on a potential rescue hoping that we would be able to make a difference. In the time to come we would find ourselves going to different locations evacuating people, mitigating the hazards we could and assessing the damage. our daily responses never changed as we continued running EMS calls and everything else we would normally be dispatched to. above all I was impacted by the response of our community. you came and dropped off food and care packages while we had our hands full doing the best job we could do for you. other times you were out helping neighbors evacuate and checking up on each other. The flow of support never stopped from individuals and businesses alike. We appreciate our community. This is what makes all of us so great and strong.

The look on the faces of the first responders coming off the first couple of days of that event. They didn’t look like the same guys I had known the week before. I’ve never seen that in the fire service. It reminded me of the thousand-yard stare that combat veterans get. and I kept seeing it throughout the incident. Folks were really affected by that work, by the loss and the enormity of the destruction. Unlike the fire, there was an incredible sadness that went with that work. Everyone either experienced it personally or heard the stories while being part of it. The incident did a great job of providing peer support, and I give a lot of credit to those folks who knew they were affected and needed help, and sought it. That goes counter to the fire service tradition, but a lot of those first responders took that home with them.

The early morning hours of Jan. 9, while patrolling on the Fire District. at about 2:45 in the morning it started raining like I have never experienced before. My partner Todd Jenkins and I were driving west across Bella Vista to romero Canyon road and were experiencing light to moderate rainfall, not much of a water flow across roadway at romero trail head. Halfway down romero Canyon road we began experiencing extreme rainfall; we had to stop the vehicle on romero Canyon because visibility was bad due to massive rain deluge.

The rainfall subsided somewhat after 5 to 10 minutes. It was still raining as we entered ladera lane, heading north towards the mountains, when the sky suddenly turned crimson red. Surreal! It was not known at that time that this was the result of the gas pipeline explosion over in Montecito.

Within approximately 30 minutes, by about 3:15 a.m., both eastbound and westbound travel on East Valley road was blocked by debris/mud flow.

Carpinteria-Summerland Engine 62 and ourselves were unable to drive west on East Valley road due to debris/mud flow just west of ortega ridge road. Both units headed over ortega ridge road towards Summerland. at about 5:30 a.m., our assignment changed to direct southbound traffic off Highway 101 at Carpinteria avenue due to debris and mud blocking roadway near Casitas Pass road.

Scott McMann, Captain We knew the hard rain was coming, so the department up-staffed. When I went to bed Monday night at the fire station in Carpinteria it wasn’t raining hard yet. about 3 a.m. the rain woke me up, and shortly after that a text from Chief rampton came in saying that we were to get up and go patrol the hazard areas. as I got the crew up we were toned out for multiple structure fires in Montecito. This was puzzling because we were thinking flooding not fires. as nick Koepenick, Brian lombardi and myself pulled out of the station in E-361 we could see a glow in the sky over Montecito; it was raining hard. When we passed the risdons 76 gas station on Santa Monica road, sheets of water poured off the pump awnings. Highway 101 was vacant at that time, and as we headed towards Montecito the glow in the sky didn’t dissipate. rolling through Summerland, dispatch informed us that they would no longer be dispatching Carpinteria units and we were to move off of channel 11 (our main channel) and use channel 12. This was not good. Bad communications is always listed as a contributing factor in firefighter deaths and injuries. one of our Battalion Chiefs then came over the radio and told us to cancel our response to Montecito and patrol in our district. We turned up ortega ridge road and went over to East Valley and turned toward Toro Canyon. Driving over ortega ridge we could see down into Montecito and saw one large house almost completely involved in flames, other than the rain, not a drop of water was being put on the fire. The heavy rain was having no effect on the fire—it was rippin’!

Just past ladera lane we ran into a wall of mud and huge boulders blocking East Valley road. no one was around, and it was eerily quiet. We reported the road being blocked then got out and checked all of the houses around the mudslide. no one answered their doors, and still no one appeared. after checking the houses in the area, we drove back toward Summerland. Driving back over ortega ridge almost an hour later, the house we’d seen burning earlier was still burning fiercely. at that moment, I knew bad things were happening in Montecito and I felt a sense of dread for my brothers over there.

We spent the rest of the night patrolling the fire district and trying to keep people off of Highway 101. numerous minor accidents were occurring on the freeway and then a slide completely covered the northbound lanes just past Santa Claus lane.

We helped with several minor rescues, changed a flat tire on the car of a citizen that was stranded and responded to a possible structure fire off of Bailard avenue and ran into one blocked road after another throughout the night.

Daylight brought more of the same. Internet and cable TV were out, so we really didn’t know what was happening in Montecito. news trucks from l.a. started appearing at the mud-blocked roads looking for a dramatic story and filming us as we drove through the mud helping people stranded in their cars. We tried to avoid the news crews, but at one point a camera was shoved in my face and the reporter asked if I could tell them anything. I said, “Please stay at home. Don’t go to work. Don’t go to school. Don’t go to the store. Stay off the roads!” Many people were driving around aimlessly because people in Carpinteria couldn’t go north or south. We were asked over and over, “How do I get to Santa Barbara? How do I get to Ventura?”

Most of the department stayed at work over the next five days, searching our district for anything like what happened in Montecito. Fortunately, we found little of that between Carpinteria and Summerland. In some ways, I felt the most useful thing I did all week was ask the news to have everyone stay home. I don’t even know if it aired, but I know that the people who did stay at home were glad to see us when we checked on them. lots of people and companies in the community kept us fed during the long weeks of the fire and mudslides; that appreciation was awesome and felt great.

Mount Carmel packs lunches for bucket brigade

Parents and middle school students from Our Lady of Mount Carmel School and Church came together Feb. 16 to make sack lunches for Bucket Brigade volunteers working in Montecito. The lunches included hand-printed thank you cards made by kindergarten through fifth-grade students. “We are so grateful for the hard work of so many helping with the recovery and healing efforts in our community. This was a great opportunity for even our youngest students to thank our community volunteers,” said Principal Tracie Simolon. Spearheaded by school parents and students with the parish’s youth ministry program, Church Director of Faith Formation Sarah Mack commented, “Since our students couldn’t dig with the Bucket Brigade, they created their own brigade—the Sandwich Brigade.” In just a little over an hour, the Mount Carmel crew assembled 170 sandwich lunches to be distributed on Saturday at Manning Park.

Devoted sports photographer passes away

Longtime Carpinterian Bill Swing, 74, died on Feb. 20 after a brief illness.

Swing volunteered countless hours photographing athletics at Carpinteria High and Cate schools, and donated tens of thousands of masterful photos to the schools, the students and Coastal View News over the last couple decades.

A fixture on the sidelines of the playing field wearing his hooded CHS sweatshirt or Hawaiian shirt and holding a Canon camera, Swing “did it for the kids,” as he modestly stated every time his efforts were acknowledged. His right leg was amputated in 2002 due to complications of diabetes, but nonetheless Swing tolerated long hours in the wind, rain, freezing cold and blazing heat to capture the young athletes in competition. It wasn’t uncommon for him to spend most of the day behind his camera and then most of the night editing and organizing photos on his computer.

Pat Cooney, athletics director at CHS, said that Swing’s passing leaves “a great void in the Warrior family.” Swing acted as the school’s photo-historian for the last decade, through which he left a legacy well documented in the photographs that he shared. “Each photo is a testament to his generosity, professionalism and creative talent,” Cooney said. “However, the most challenging aspect of (Swing’s) passing is that his importance to Carpinteria High School goes much deeper than the photographs. (Swing) struck bonds with coaches, officials and teachers while taking a true interest in students.”

Swing never sought recognition for his efforts, preferring his place on the sideline behind his lens. But occasionally the spotlight found him. He was honored as Presidio Sports’ Volunteer of the Month in 2012 and dubbed a “Warrior Hero” in 2016. He was scheduled to be honored by the CHS Boosters Club at the 2018 Carpinteria Chamber of Commerce Community Awards Banquet in March.

each sport from each local high school received his attention several times a season. “He was so giving of his time to Cate and our student-athletes,” said Cate Athletics Director Wade Ransom, “that he got to know hundreds of our students over the years. His wonderful photographs adorn walls, offices, refrigerators and every imaginable space around the homes and campus of Cate.”

Over decades spent honing his sports photography skills for the benefit of the community, Swing developed a technical precision and artistic eye that enabled him to capture split seconds of fast-paced play in all types of lighting. “(Swing) quietly took beautiful and artistic images that captured the magic and emotion of athletes in the battle of sport,” reflected David Powdrell of the Carpinteria Photography Club.

Though Swing mainly focused his lens on sports, he readily availed his talents to academic and extracurricular events: awards ceremonies, freshman orientation and graduations, among many others. In 2013, he took to the sky in a plane piloted by Frank Isaac to capture a photo of hundreds of Carpinterians lined up to represent 93013 on Linden Beach.

His photographs appeared on dozens of Coastal View News covers over the years, and filled the sports section every week.

He supplied discs of photos to CHS and Cate School in order to share his work with yearbook staff, students and their families. “(Swing) has traveled on Cate busses, vans, Yukons and even the boat to Catalina to help capture special moments for our students and teachers,” recalled Ransom. “Fresno, Catalina Island, Los Angeles, Riverside, it didn’t seem to matter how far we traveled for a special game or playoff match, Bill Swing was there. His kindness, generosity and good nature were unparalleled.”

Swing is survived by his son Tyson Swing and wife Rosana Swing, who has also generously dedicated her time to local sports photography. A celebration of life will be announced in an upcoming issue of Coastal View News.

To celebrate Bill Swing’s 73rd birthday, the Carpinteria High School basketball team and cheerleaders honored him during a December 2016 game.

In the second round of CIF playoffs, the Cate School girls basketball team trounced Victor Valley Christian in a 4618 victory on Feb. 17. A delighted home crowd celebrated the win, which came a few days after the Rams had defeated Village Christian Academy in Santa Maria.

The Rams got inside the paint for high percentage shots early and often, and when freshman Deborah Brittain gathered a pass from junior Sarah Polowczak for a lay-in, the home team jumped out to a 12-2 lead with 3:34 still left in opening quarter. “Sarah Polowczak played incredible defense and shut down Victor Valley’s best player (freshman Abigail Gerbracht),” said Cate coach Amy Ven-

ditta. Back-to-back buckets by Polowczak and Brittain bumped the lead up to 16-2.

Brittain finish the game with seven points, while Polowczak knocked down four.

Both defenses tightened their play in the second quarter, as the Rams held the Royals to just two points. It looked as though it would also be a low-scoring quarter for the home team also, but when freshman Lily Zanze’s mid-range shot dropped through the bottom of the net, Cate had tallied another double-digit quarter, and the lead grew to 27-6 by the end of the first half. Zanze would lead all scorers with 14, also pulling down eight rebounds.

left in the third. Hover ended up with five points on the day. However, when junior Elle Smith followed in a missed shot off the break, and Zanze laid in another one for two, the Rams were up 37-13, tacking on a free throw to go up 38-13 at the end of the third. Smith had 13 points, finishing as the second-leading scorer in the game.

Smith’s six in the opening quarter helped jumpstart the Rams to the early lead.

By then, Cate had squelched any threat by the Royals. “(The Rams) were definitely focused, our passing has gotten better over the last three weeks,” said Venditta.

Cate missed out on a significant portion of its season thanks to the duo of local natural disasters, but Venditta said, “We finally came into our own with three games left in the season.”

She also got a few steals and fast breaks during key times in the game to up the Rams’ intensity,” Venditta said. The sophomore registered six points; senior Laura Vences and freshman Annabella Lucente rounded out the stat sheet with two apiece.

Although senior Maisie Oswald and freshman Jasmine Ross did not score, their rebounding and passing contributed in the win. Gerbracht led the Royals in scoring with seven for the game.

Cate headed to the quarterfinals against Eastside Christian in Fullerton on Wednesday, Feb. 21 at 7 p.m. The result of the contest was not available before CVN went to print.

Cate School head football and baseball coach Ben Soto has been named a national finalist for the 2018 Double-Goal Coach Award by the Positive Coaching Alliance (PCA) presented by TeamSnap.

About 800 youth and high school coaches from across the country were nominated for the award, with roughly 120 coaches named finalists. According to the website, the PCA gives the Double-Goal Coach Award to coaches from throughout the U.S. who strive to win, while also teaching life lessons through sports.

“For over 20 years, Cate has been lucky to have Ben Soto as one of our master coaches; his impact on decades of young people has been substantial,” said Cate School Athletic Director Wade Ransom. “All of us who have witnessed his unique combination of kindness, passion and understanding as he uses athletics as a teaching tool for a success- cate School head football and ful life, realize how special he truly is.” baseball coach Ben Soto.

Fifty coaches will be selected to win the award, which comes with: a cash prize, a certificate, recognition on PCA’s website, newsletters and media campaigns and an invitation with a guest to accept the honor at PCA’s National Youth Sports Awards and Benefit on April 28 at Stanford University’s Maples Pavilion.

February 15 - The Carpinteria High school girls soccer team dropped a CiF First Round game at Montebello, a team that improved to 19-3-2 overall, by a score of 1-0.

The only goal came on a free kick from about 25 yards that found the upper corner of the net. “one of the (Carpinteria) players that really stood out to me this game was Yaneli Silva. She was hobbling around during the warm-ups (as she tweaked her quad), but easily played her best game of the year,” said Warriors coach Charles Bryant. “ (Silva) and Aly Springer were so solid in the midfield today,” added Bryant. it was the last game for Laura Valdez, Alejandra Alvarez, Alejandra Garcia, Aisha Duarte, Yovanna Ahedo and Abril Jimenez, as they are graduating seniors.

Carpinteria finishes the year 7-8-4 overall.

Boys soccer

February 16 – The Carpinteria High School boys soccer team took 66 minutes to score after falling behind 1-0 in the 35th minute to Chadwick of Palos Verdes, then scored three goals in a 14-minute span leading up to the final whistle to steal a 3-1 win. angel orozco opened up the scoring for the warriors with an assist from Jose Jimenez. Cesar Perez then assisted Gabriel Barajas in the 73rd minute, and Solomon Nahooikaika assisted Jimenez who made it 3-1 in the 77th minute. “I believe it speaks volumes and is a testament to our style of play when five different players combine for three goals …,” said Carpinteria coach Leo Quintero. Cristian Estrada finished with five saves at the goal keeper position. “We did not fold to the late goal in the first half by Chadwick; and kept chipping away at the Chadwick goal until we found the results we needed, great team win today,” said Quintero. The next CIF playoff opponent for the Warriors will be St. Margaret’s from San Juan Capistrano in another away match.

February 14 – The Cate School boys basketball team lost a CIF playoff game to Nogales of La Puente, 65-39, after a four-hour bus ride, traveling 100 miles. The Rams were six for 21 from the free throw line and missed 14 layups. “I’m proud of these guys, especially the seniors: Marko Pliso, Patrick Armstrong, Andy McHarg, Desmond Castillo and Chris Bennett (who was out all season with a shoulder injury),” said Rams coach Andy Gil. “These seniors were part of my first group at Cate School three seasons ago, and were able to make the playoff quarterfinals last season, and this season take second (place) in a tough league after missing 33 days of the season due to fires and floods and make the playoffs …,” explained Gil whose team played only 13 games this season.

February 15 – The Cate School girls basketball team beat Valley Christian 43 to 25 in its first CIF playoff game in Santa Maria on Feb. 15. Elle Smith finished with 21 points for the Rams. Sarah Polowczak registered six points for Cate, and Maya Blattberg, Piper Brooks and Lily Zanze all chipped in four points apiece in the win.

CHS athletes honored at football banquet

The 2017 Carpinteria High school football team had its annual awards banquet recently. Due to the recent fires and floods, the banquet was pushed back from the original date. Team captains Jose Alvarado, Terrell Richardson and David Torres were recognized, and Leo Vargas was named the team’s Most Valuable Player. Alvarado was also named the Warriors Outstanding Defensive Lineman, and Torres the Outstanding Offensive Lineman. Outstanding Offensive Backfield honors went to juniors Vance Keiser at quarterback and Brady Sturdivan at wide receiver, along with fellow senior, wide receiver Richardson.

Junior Chris Ramirez and sophomore Jacob Macias were also named as Outstanding Defensive Backfield performers at the defensive back and linebacker positions, respectively. Senior Luis Vasquez received the Most Improved Player Award, and the Coaches award went to senior Justise “Tugs” whittenton. special awards were also given to All-Time Warrior Boosters: Ed Rubio, Dan Cordero and Rich Medel.

Two hundred people attended the ceremony held in the high school gymnasium, where parents helped serve “Gonzales BBQ,” prepared by Bobby, Henry, Pancho and Ray. A special recognition was given to “Team Mom” Jennifer Jimenez for her countless hours of work for the 2017 Warriors.

Full moon fever

Wracking my brain trying to figure out where to position myself for that rare event of a super moon, blue/blood moon and lunar eclipse, a simultaneous solar systematical natural wonder that hadn’t occurred since 1866—I had to force myself to choose.

I finally settled on the Carrizo Plain National Monument. How could I go wrong out there? So, I left late morning on Jan. 30, but I had to take Highway 101 up to Highway 58 because Highway 33 beyond Ojai was and will remain closed for some time due to the Thomas Fire and its muddy aftermath.

I hadn’t been to the Carrizo Plain in nine months, and it never ceases to amaze me how beautiful it is across the grasslands. I arrived at 2 p.m. and had some time to look for wildlife. I headed up to the Selby Campground and was immediately rewarded with approximately 20 Tule elk bedded down in the tall grass, their teardrop-shaped ears peeking above swaying blades.

As I continued up to the campground, the plain broadened to my right where a couple hundred elk grazed. It was a rare glimpse into old California, a scene set 300 years prior. Taking in the calm, I gauged where the super moon might rise above the Temblor Range to the east.

Just before 5 p.m. the massive full moon rose above a nameless peak in the Temblors, growing brighter as the sun sank behind the Caliente Mountains.

The sky morphed from orange into pink, then a deep purple and eventually into a royal blue. I found myself shooting across toward the Elkhorn Plain, where I almost needed sunglasses on the moonlit plain.

I reluctantly left the Carrizo Plain at 8:30 p.m., and hoped for the best as I turned toward the Guadalupe-Nipomo Sand Dunes National Wildlife Refuge, the next step in my 24-hour odyssey.

Seventy miles later and grasslands far behind me, the dunes shined brilliantly in the moonlight. With my camera pack strapped tight and my headlamp burning bright, I jogged along the Santa Maria Rivermouth and then cut south for one of the most breathtaking places on the Central California Coast.

A lone coyote trotted out in front of me, its detailed prints adding to a busy runway of animal tracks across windgroomed dunes, the only blemishes across the largest, most intact coastal dune complex on the West Coast.

For a while I wandered, descending steep troughs of sand and navigating around fish hook-shaped dunes. Then I selected a spot with the super moon directly overhead and the surf thundering in the background. I fired a few frames and bugged out of there just after midnight.

The blood orange lunar eclipse was set to begin just before 3 a.m.

I raced along Highway 135 knowing I needed to be somewhere with a good view of the lunar eclipse. I decided on the Franklin Trail and climbed to Frank’s Bench. I thought I might see some other lunar lunatics, but gratefully I was the only one there just before 3 a.m. There I sat not sure what to expect. I tried to nap but it was too bright and I was anxious.

When would the moon turn?

Around 4:30 a.m. the eclipse began, the bright moonlight fading fast. For the hour between 5 a.m. and 6 a.m. the lunar eclipse peaked, living up to its blood red/ orange reputation and total darkness finally settled over a sleepy Carpinteria.

Carpinteria Arts Center is done looking like a diner with art on the walls. On Feb. 20, the local nonprofit shifted into its remodel phase, an effort that will transform the former Cajun Kitchen building into a proud art center complete with galleries, offices, classrooms and a catering kitchen.

On Feb. 17, before construction began, boardmembers, volunteers and other friends of the Center gathered for a goodbye to the current gallery. Wielding paintbrushes, they splashed color on the walls, which were torn down to the studs three days later.

The CAC’s capital campaign has raised $2.96 million toward its $3.1 million goal to purchase and remodel the Cajun building and create an endowment for the arts.

The group aimed to conclude fundraising by the end of 2017, but the fire and floods necessarily shifted community focus. CAC co-chair David Powdrell said that community support for the center has been phenomenal. “We’re looking for any potential donors to help take us over the top,” he added.

Powdrell described the remodel as a modern-day barn raising. “So many incredible tradespersons have stepped up to donate their services to our project. Architects, general contractors, electricians, painters, landscape designers and many others in the trades have agreed to donate some or all of their time to support the Carpinteria Arts Center remodel project. Carpinteria is, in fact, the most incredible community in the world!”

CAC hopes to have the new center open by late June, at which point it will offer painting, music, dance, poetry, photography, ceramics and more. “The arts are alive in Carpinteria,” Powdrell said, “and by late 2018 we hope to become among the premier small-town community arts centers in America!”
