Major cannabis research laboratory to open in Carpinteria

The Canadian agricultural company Future Farm Technologies Inc. has announced that it is entering the final planning stages for the construction and operation of a cannabis research and development facility in Carpinteria. The facility will be one of two locations for the jointly owned company that Future Farm is in the process of forming with Rahan Meristem, a global agro-biotechnology company.

The build-out consists of construction of the analytical lab, which will be the core function of the facility, the purchase of its equipment and the recruitment of researchers. Once work is completed in late March 2019, the company will conduct research in areas such as cell culture, molecular genetics, analytical chemistry, phenomic analysis and computation. Future Farms hopes that the Carpinteria team’s findings and ongoing research will lead to “the development of valuable elite cannabis strains for sale to large growers and to highly efficient tissue culture production so that the elite strains can effectively become commercialized,” according to the company’s press release.

In addition to direct sales of elite cannabis strains, the new company will consider licensing the proprietary technology it is developing to sophisticated cannabis growers across the globe. The protocols developed will provide the software, services and processes that set the conditions for elite clone cultivation on a rapid scale to allow growers to realize the highest profit margins possible.

Future Farm has holdings throughout North America including California, Massachusetts, Florida, Maine, Puerto Rico and Newfoundland. The company’s mission is “to advance sustainable agriculture through production of wholesale and retail cannabis products, including hemp.” The company holds an exclusive, worldwide license to use a patented vertical farming technology that, when compared to traditional plant production methods, generates yields up to 10 times greater per square foot of land.

Family Service Agency appoints Alarcon to board

Marisol Alarcon of Carpinteria has been appointed a new board member of Family Service Agency (FSA), the nonprofit social service organization that has served Santa Barbara County since 1899. Other Carpinterians that currently serve on the FSA board are Robin Doell-Sawaske and Marni Cooney. An immigration attorney based in Carpinteria, Alarcon also works with the Santa Barbara County Immigrant Legal Defense Center. She is a member of the American Immigration Lawyers Association and the Los Angeles County Bar Association. In addition to the FSA board, Alarcon serves on the boards of the Santa Barbara County Bar Foundation, Carpinteria Children’s Project, Teen Legal Clinic and Santa BarImmigration attorney bara Women Lawyer’s Foundation.

Breaking news: Another tree falls in heavy winter winds

At 5:23 p.m. crews from Carpinteria-Summerland Fire Protection District responded to a Code 2—a tree down on Beach Club Road. The first engine on scene arrived to find a massive tree had blown over, landing on a truck and house on the 3200 block of Beach Club Road and blocking access to a long driveway with two more homes to the west. The home suffered moderate damage, but the truck and a fence were destroyed.

Near the base of the tree, water bubbled up from the street indicating damage as well.

The engine crew secured the perimeter and evaluated the hazard, finding no life threats. At that point, a firefighter was able to limb up the top of the tree and clear a passage to the house; a firefighter was then able to make entry into the home through an unlocked sliding door in the rear of the structure. No residents were home and the interior of the structure on both floors appeared to be in-tact.

CUSD meeting beset by discord over donations, spending reductions

The Feb. 12 Carpinteria Unified School District (CUSD) Board meeting spotlighted contentious disagreements on several fronts, extending even to an unusual dispute over the approval of the previous session’s minutes. Sitting on the far right of the dais, waging an often-lonely battle, board member Maureen Foley Claffey questioned board budget priorities and Measure U spending practices, the operation of oversight committees, and, most pointedly, the potentially cannabisrelated origins of the Carpinteria Educational Foundation’s (CEF) proffered $8,300 donation for science education at Carpinteria High School.

Sparks flew from the very beginning, as Claffey declined to approve the minutes of the Jan. 22 regular meeting. She questioned the reintroduction of Measure G3, approving the appointment of Clas Lensander to the District Real Property Advisory Committee. After failing 2-1 in the previous meeting, the board decided to bring the motion back since all five members were in attendance. The board voted 4-1, Claffey dissenting, to approve the Jan. 22 minutes.

Disagreement continued with the Measure U report given by Marybeth Carty, chair of the Citizens’ Bond Oversight Committee. Measure U, the 2014 bond issue approved by some 66 percent of Carpinteria voters, provides approximately $90 million in funding for school facility upgrades. Carty reported that the committee was “pleased” with the progress of spending Measure U funds, praising particularly the growth of Gen7 classrooms. Claffey, whose father, Paul Foley, recently resigned from the committee, sharply questioned the committee chairwoman, asking what concrete changes in spending policy the oversight committee has been able to achieve. Carty clarified that the purpose of citizen oversight is to ensure proper spending protocols, and Andy Sheaffer, board chairman, added that the power to shape projects themselves was “beyond the purview of the committee.” The sharp exchange culminated in Carty informing Claffey that she “would be welcome to attend a meeting; I don’t think you’ve ever attended one.”

CUSD Superintendent Diana Rigby presented the results of the biannual California Healthy Kids survey, noting both good and bad news for area students.

Student tobacco, alcohol and drug usage rates continued to decline in 2018. “What really concerns us,” said Rigby, is the increase in feelings of chronic sadness and hopelessness among seventh graders in particular. She then introduced Director of Special Education Kirsten Escobedo, who delivered a well-received report on the structure and function of Individualized Education Plans (IEPs). Escobedo noted the “hugely significant” increases in the number of district students with social and emotional health needs, declaring that the “parent is the most important member of the IEP team.” Rigby praised Escobedo for her “excellent leadership” and her sustained focus on developing strong relationships between staff members, teachers and parents.

The public comment period was dominated by the issue of board member compensation and board member Rogelio Delgado’s musings on ceasing televised board meetings. Jaime Diamond, a mother of three, passionately decried the end of televised hearings, saying that “many people like me watch on Channel 21,” and so YouTube view counts were an unreliable metric for public engagement. She lamented the “time wasted in bickering,” and denounced the idea

When Claffey made reference to a claim in a Dec. 19, 2018 New York Times article of a $28,000 donation from cannabis growers, Rigby quickly countered, “well the New York Times was wrong.” of compensation, arguing that the motivation for board membership should be service to students and community, not financial remuneration. Noting that “it’s clearly making people very angry,” Claffey hastened to clarify her position, stating she was “neither for nor against” compensation but thought the issue merited debate. Late in the meeting, the board voted to maintain the current policy statement, “The Governing Board views board service as a voluntary contribution to the community and elects not to receive the compensation to which it is entitled.” It was a 3-2 vote, members Delgado and Claffey voting against.

The board then turned to perhaps the most controversial item on the agenda, the issue of gifts, grants and donations to the district. Small donations from SoCal Edison, the CHS Booster’s Club, and local parent Veronica Nixon ($204 for bowling for the Rincon High School PE class) were approved quickly and unanimously. The next item, however, drew fire. Claffey scrutinized the CEF’s proposed $8,300 donation, a half-match of the $16,600 raised by the Lion’s Club Festival of Trees, demanding to know from Rigby the ultimate source of the Foundation’s gift. Claffey’s fears of cannabis grower involvement were strongly countered by the superintendent. When Claffey made reference to a claim in a Dec. 19, 2018 New York Times article of a $28,000 donation from cannabis growers, Rigby quickly countered, “well the New York Times was wrong.” Sheaffer asked of Claffey, “are you continuing to try to deny the district money?” Claffey responded that “a lot of the people in this community agree... that accepting money from cannabis growers violated our bylaws.” The donation was ultimately accepted by a 4-1 vote, Claffey once again dissenting.

Proposed budget cuts dominated Assistant Superintendent for Business Services Maureen Fitzgerald’s presentation to the board. Fitzgerald outlined a series of scenarios ranging from total austerity to relatively restrained cutbacks and offered board members a menu of 13 options to make the necessary reductions.

Fitzgerald sounded the alarm over rising costs in benefits and pension obligations, with Sheaffer noting that Carpinteria is one of the few districts in the state that continue to meet 100 percent of the cost of employee health premiums. Options for cuts ranged from the relatively minor (the removal of a duplicative independent study course at Carpinteria High, a $75,000 cut in field trip allowances, the reduction of a full-time library media assistant to part-time status) to the elimination of two Full-Time Equivalent teacher positions and the reduction of five teacher assistant spots. The latter two, options 12 and 13, are not endorsed by district leadership, stressed Rigby, but rather were on offer to allow the board the full range of options to decide upon. Claffey and Delgado expressed concerns over union reactions to pro-

posed cuts, and Claffey lamented what she called the “systemic problem” of deficit spending. Rigby responded by acknowledging “you’ve been deficit spending for the last 20 years, (you) have been reducing budgets for the last 20 years,” and described the issue as one that could only be settled, ultimately, at the state level. Claffey pushed for solutions, calling for “having that hard and difficult conversation” about long-term employee benefits and pension cuts, and arguing for a property tax increase to be put before voters, an idea met with some skepticism by Fitzgerald and other members. The exchange ended without a formal motion, as Rigby acknowledged the target number of roughly $982,000 in cuts, a figure which received support from a majority of the board. District staff will present additional options at the next meeting.

Cannabis placards, permits and appeals explained

By Debra Herrick Residents in Carpinteria are accustomed to seeing white placards outlined in red serving as notices of proposed development, but a new crop of placards with case name “cannabis cultivation” are popping up in agricultural areas flanking the Carpinteria city limits.

With temporary licenses set to expire in March, cannabis growers must now apply for the new provisional state license which affords a 365-day permit.

By all accounts, the application process is rigorous, and for some farmers who have owned flower-growing greenhouses in Carpinteria for ages before transitioning to cannabis, it’s the first time their operations have met with scrutiny by state and county regulators.

Dennis Bozanich, deputy county CEO oversees the authorization process of the new licensing of cannabis operations.

Planning and Development’s Deputy Director Jeff Wilson and Supervising Planner Petra Leyva oversee the team of planners that review planning applications for conformance with the cannabis regulations including the Coastal Development Permit (CDP), Development Plan or Conditional Use Permit.

The application begins with growers and the assigned planner agreeing upon a description of the project. Once the description is settled, a white placard is placed at the address that reads “Notice of Proposed Development” and includes the case name “Cannabis cultivation” and the assigned case planner’s name and phone number. Additionally, all neighbors within 1,000 feet of the perimeter of the property will be notified by mail of the proposed development no later than

15 calendar days following the Department’s determination that the application is complete. The County will also publish a notice in a local newspaper 10 days before a public hearing or planning decision. For applications in Carpinteria, these will be published in Coastal View News. Residents can call the county to ask questions, see a copy of the plans and raise concerns.

CDPs are approved or denied by the planner assigned to the case, who verifies compliance with cannabis regulations.

Once the CDP is approved, there is a 10day appeal period.

When a property next to a creek or with biological resources is being considered for a CDP, the county will hold a Coastal Development Permit Hearing (CDPH)—a public hearing with the county zoning administrator. County staff will release a report to the public online one week prior to the hearing date. After the hearing and the zoning administrator’s decision, residents have 10 calendar days to appeal to the Planning Commission. Following that, the Planning Commission’s decision can be appealed to the Board of Supervi-

sors, again, within 10 calendar days.

For some properties in Areas A and/ or B of the Carpinteria Agricultural Overlay district, in lots located in an Existing Developed Rural Neighborhood (EDRN), or that require the use of a roadway located within an EDRN, an additional permit is required (Conditional Use Permit). Conditional Use Permits require a public hearing by the County Planning Commission. When there is a proposed project of more than 20,000 square feet of development, growers will need to have a Development Plan approved by the Planning Commission.

Appeals to the Planning Commission or the Board of Supervisors come with a fee of $628.06 and $668.06, respectively.

We are blessed to live in one of the most desirable places on earth. Here is a question: Are we willing to raise our voices in favor of a change that will improve the environment and our lives locally and globally?

Read carefully, school board

For the last several Carpinteria Unified School District Board meetings, there has been discussion around the acceptance of donations provided by CARP Growers who may or may not be growing cannabis. A comment was made by board member Maureen Foley Claffey that the District should decline donations that fall under the auspice of alcohol or tobacco, citing Board Policy 3290 sections 5131.6 and 5131.62. Claffey would do well to actually read the policy properly, which states that “CUSD shall not promote the use of violence, drugs, tobacco, or alcohol or the violation of any law or district policy.” I don’t see how a donation from our local business owners, who are not violating any state or county law, would be a violation of board policy. Elected officials need to keep their personal beliefs off the dais and respect that Carpinteria is full of generous benefactors who want to support our children and families. For additional “data-driven” material, look up Proposition 10 and 63—funded by tobacco tax, these are services that benefit the children and families in Carpinteria such as early childhood education, family services and mental health. Should we say no to that too? I fully support our local growers and appreciate their generosity.

Please don’t let one person ruin it for the whole community.

A different proposal

Thank you, parents Holly Minear and Jaime Diamond, for speaking to the Carpinteria Unified School District Board on Feb. 12, addressing two of Trustee Maureen Claffey’s outlandish proposals: reestablishing priorities and “pivoting” funding for Measure U, and funding trustee health benefits (with a cost of $100,000+ annually). Claffey was back-peddling hard on benefits after the comments, claiming it was a policy discussion. But here are her words verbatim from the Jan. 29 budget meeting: “The advantage of having paid benefits is that you attract a much wider and higher caliber net of people willing do this job…

I am one of those people. And in this last election cycle, as you three know (referring to trustees Bray, Green and Sheaffer), nobody ran against you” (as recorded in meeting coverage streamed online, minute 51:20). What? She’s comparing herself to the trustees who ran uncontested.

They’re not as high caliber compared to her, who fought for her seat—and she fought for her seat because of the paid health benefits she thought the district was offering?

Here’s a proposal for board benefits: Rather than diverting funds from our budget, which would negatively impact our children’s education, let’s ask the CARP Growers to support health coverage for our trustees! This is totally on point since medicinal marijuana and CBD are all the rage. Their marketing can be: “Our pot health benefits cover your health benefit pot!” A timely suggestion, considering that Claffey seems to forget who she represents and has been misusing her elected position to launch her crusade against the cannabis industry.

She went as far as maligning CUSD and staff to the New York Times and inviting the local news channel to cover her theatrics on the dais at the Jan. 8 school board meeting. This is a good way to mend fences in the community, get her health benefits and let everyone get back to the work of educating kids.

Is it time to resign?

Is it time to ask Carpinteria Unified School District Board members Rogelio Delgado and Maureen Claffey to resign?

Why? They are asking the district to provide health and welfare benefits to board members costing the district $102,473 a year. Money that would be cut from student’s projects and services. Does a volunteer position warrant being paid $20,473 a year?

Volunteer definition: a person who voluntarily offers a service or undertaking. A person who performs a service willingly without pay. If Delgado and Claffey want pay, they should not be on the board, a volunteer position.

I encourage all community taxpayers to visit CUSD’s website, cusd.net and click on Parent Square. The sight provides

valuable information regarding board meetings, access to budget presentation and other pertinent school information.

Send a letter to board members, board@ cusd.net. Let them know you oppose using student money to pay their health benefits. Include where you feel $102,473 would be better spent. Personally, I’d like to see this money spent on student health and welfare, as loneliness and suicidal statistics are at an all-time high. Suicide is the second leading cause of death for ages 10 to 24. A staggering statistic. Please, if you have the time and energy, volunteer at a CUSD school. Trust me, you will be welcomed with open arms.

On behalf of our incredible board of directors and our hard-working staff, the Carpinteria Arts Center has some major “thank yous” to give. Years ago, a small band of artist visionaries recognized that Carpinteria was home to a creative array of musicians, dancers, painters, poets, ceramicists, photographers, songwriters, film producers and others. This band of artists dreamed of having a state-of-the-art community arts center one day. It would be a center where the community could study the arts, display cutting edge exhibitions, have a safe place where local youth could explore the arts, where the community could attend free summer concerts, purchase fine local artworks, learn more about itself through the magic of art and so much more.

On or about April 1, 2019, that dream will come true with the opening of our new building at 865 Linden Ave. and the revitalization of our courtyard. So many people have helped make this dream a reality—volunteers, donors, members, artists, board, staff, community leaders and others. Though there are too many to list here, we deeply appreciate each one. The community of Carpinteria has gone beyond the call of duty to support the arts. In fact, the community of Carpinteria made a strong statement of support for the arts by exceeding the center’s $3.1 million capital campaign. Further, the construction team has donated over $500,000 in additional in-kind contributions. It’s been a modern-day “barn raising,” and we will be forever grateful to the community.

A young woman of meager means handed us a check for $5 during the capital campaign and whispered, “The arts matter.” Her contribution was a powerful reminder that the Carpinteria Arts Center is your arts center. Hang on tight, though, because in the months and years to come, we plan to unleash some wildly fun and creative events, concerts, exhibitions, summer camps, youth mural projects and more. Our vision is to be among the nation’s premier small-town community arts centers and, with your help and your support, we’re well on our way. Carpinteria has confirmed that it’s an arts community with a bold and brave vision for the future. Thank you, thank you, thank you, Carpinteria!

Obituaries

Kasandra Martell 6/18/1925 – Feb. 10, 2019

Artist Kasandra Martell died at home, surrounded by her loved ones, as was her wish. Less than two months before her death at 93 years of age, she was still living on her own, driving her van to the Santa Barbara Beach Arts and Crafts Show where she sold her artwork every Sunday for close to 39 years. A fiercely independent and private person in life, Kasandra, was born with the name Herlinda Margarita Illescas Tejeda in the town of Tulancingo, Hidalgo, near Mexico City. She changed her name late in life for personal reasons, which she did not care to discuss. She went to Catholic school where she excelled in her studies, impressing her teachers. Years later she would tell the story of how upon meeting her father in a bus, the Mother Superior asked how Margarita was doing in school and became quite upset when she learned that due to family finances and the custom of the day she was kept back from higher education. The Mother Superior exclaimed, “How could you? With such a brain, she should go to college!”

She remained in the town of Tulancingo, where she worked as assistant manager of a bank, married Jose Tello Desentis, a large-animal veterinarian, and had four children. After a courageous (for the time and place) divorce she moved with her four children to Mexico City in 1959.

There she succeeded in running several entrepreneurial businesses, including an atelier that employed a number of women operating knitting machines fashioning sweaters of Ms. Martell’s design, and studying cosmetology and opening a beauty salon where she expertly colored, cut and designed hair-dos popular in the 1960s. She also owned a corner store that sold fruit and prepared sweet corn on

the cob, but her true love was painting, and she started showing and selling her artwork at the world famous Jardin Del Arte, which is credited as being the inspiration for Santa Barbara’s Beach Show.

The Jardin Del Arte was popular with tourists. It was there that Ms. Martell met an American businessman who became a sponsor for Kasandra and her family to immigrate to the United States in 1969.

Kasandra’s great passion in life was her art. She believed in furthering her artistic knowledge and attended many artist’s workshops and classes to sharpen her skills and learn new techniques. Many patrons over the years collected her work, from celebrities like Richard Nixon and Frank Sinatra to lucky tourists who got good deals at the beach show. She traveled around the world to visit museums in pursuit of continuing her artistic education and spent extended periods of time painting and learning in Canada and Spain, and even showed her work in Japan. Kasandra is best known for her mastery of seascapes, floral still-lifes and landscapes, but she especially loved to learn and experiment with an endless variety of techniques. She believed that her passion for art was what kept her young.

Ms. Martell lived in Carpinteria for several years, where her son Arturo Tello, also a painter, still resides. Although Ms. Martell enjoyed walking from her home at the San Roque Mobile Home Estates to the Carpinteria Bluffs, she missed life in a larger community; so, in 1993 she purchased a home in Santa Barbara, where she had easier access to city living, theatres and bookstores.

Kasandra Martell is survived by her four children, Griselda Tello (Robin Yarbourgh) from Madera, Jose Antonio Tello (Yolanda Rivera) from Riverside, Rosalba Tello (James Diaz) from Austin, Texas and Arturo Tello of Carpinteria.

She is also survived by her eight grandchildren, Jordie, Yolanda Margarita, Veronica, Farah Christina, Antonio Joseph, Michael, Alexandria and Austin, as well as four great grandchildren, Julian, Rio, Joaquin and Liam.

Although the family is scattered geographically, Kasandra kept in close daily telephone communication with her family and they were happy and blessed to drop everything and be at her side during her short transition. It was Kasandra’s wish that she would be remembered through donations to St. Jude’s Children’s Research Hospital. A celebration of her life is planed for April 26 at the Palm Loft Gallery in Carpinteria. Detailed announcements will be made.

JoAnne Elaine Castro Dommeyer 8/3/1953 – 2/8/2019

JoAnne Elaine Castro Dommeyer of Santa Ynez Valley received her Golden Wings when she passed away on Feb. 8 at the St. John’s Pleasant Valley Hospital.

She is now set free to dance in Heaven, reunited with her beloved husband.

JoAnne was born on Aug. 3, 1953 to Eleanor and Fred Castro. She was raised with her six brothers in a love-filled household in Carpinteria, California.

Growing up by the beach, JoAnne had a special and deep connection with the ocean. In her time at Carpinteria High School, JoAnne was a song leader, participated in drama and became involved with the Chicano Student Rights Movement. She was president of M.E.C.H.A and a proud member of the Jr. Brown Berets. She graduated from Carpinteria High School in 1971, and shortly after she married her high school sweetheart Donald J. Dommeyer.

JoAnne was a loving and devoted wife.

She and Don moved to North Carolina where Don was stationed in the army.

They returned to live in Summerland and eventually moved to the Santa Ynez Valley to raise their family on a little slice of heaven in Los Olivos.

JoAnne found joy in staying deeply involved in her children’s lives and being of service to others. As her five children grew up, she coached many of the sports teams they played on, touching the lives of their teammates and their families. She poured love into making delicious homecooked meals for family and friends.

JoAnne and Don would often open their home to friends in need by offering a bite to eat, love, care and a place to stay.

JoAnne often said that she wanted her home to be like a lighthouse shining light to those in need.

One of JoAnne’s favorite pastimes was playing slow-pitch softball. Many years were spent on the field with the village of people that helped shape her family. Some of her closest and dearest friends were her teammates. JoAnne was an outstanding pitcher and known for remaining calm under pressure. She had a grace about her and kept her cool in the toughest situations. She had a love for the sport that she passed down to her five children. She applied her athletic skill and talent to coach her kids’ sports teams. She was loved by all the children whose lives she touched. She coached T-ball, middle school and high school softball, as well as, AYSO soccer, volleyball, cheerleading and Girl Scout Advisors.

JoAnne showed her creative side through her paintings, cards and poetry writing. She filled journals with her insights, songs and wisdom. She was the go-to sign maker for many community events.

JoAnne loved the Lord with all her heart and developed an unwavering faith that fueled her soul during the most difficult times. For many years she was a member of the Santa Ynez Foursquare Church and served as a deacon. She played the bongos on the worship team, hosted Bible studies and prayer nights.

Her can-do attitude, punny humor, gentle softness and empathetic understanding made her a lovely, beaming light within the community and beyond.

As a mother and grandmother, she was patient and remained calm, kind beyond words, caring and loving. She prided herself in leading by example and had a way about her that encouraged others to learn, grow and become the best version of themselves.

In 2008, she was diagnosed with a rare form of Parkinson’s disease called Multiple Systems Atrophy. For years JoAnne remained cared for in her home; although her body fell into severe decline, her mind, heart and faith stayed strong.

JoAnne was eventually admitted to Sub Acute care, where she lived out the rest of her days. During that time, she enjoyed holiday trips to Carpinteria, the occasional trip to the beach, and found joy in hearing stories about the lives of her family and friends. JoAnne continued to show an unparalleled strength and positivity, that shined through her existence like rays of sunshine, full of faith that the Lord was always with her and using her in his plan.

JoAnne is survived by her five children Denicia, Erika, Bobby, Caydi and Christiana Dommeyer, her three grandchildren Anthony, Mikey and Sydney Gills, her six brothers Louie, Eddie and Bobby Calderon and Danny, Freddy and Abel Castro.

Friends and family that would like to gather for a Celebration of Life, please join the family on Saturday, March 23 from 1 to 6 p.m. at Santa Ynez Valley Presbyterian Church, 1825 Alamo Pintado Road, Solvang.

the summerland shore f r a n d av i s I’m filing this under notes, although it’s so much greater than a note. It’s a whopping 50+ page document. “Summerland: Vision, Priorities and Long Term Strategic Plan” was recently released for public perusal. The plan was prepared by Summerland resident John Heil after six months of study and preparation.

As the former president of Lawry’s Foods, Heil brought an executive vision to creating a plan for shepherding Summerland into a thriving future. It was a daunting task, involving many interviews with locals, businesses and tourists.

The interviews formed the basis for the main priorities outlined in the plan: fire prevention and emergency preparedness; revitalization of the business district; the Evans undercrossing; oil on the beach; creating an elevated sense of community; beautification of Summerland; increased

traffic concerns; pedestrian undercrossing, signs and parking; homelessness and social concerns and specific neighborhood issues.

Heil addressed each priority with suggestions for ways to best accomplish goals. Priorities will be adopted by committees charged with working on specific areas detailed in the plan. The onus for keeping track of the effort and assuring forward motion falls on the Summerland Citizens Association (SCA) as the only official organization in town.

At the SCA meeting last week, board chair Gordon Morrison announced that committee chairs and co-chairs would be announced soon. The fire protection and emergency preparedness committee had already been formed, with Suzy Cawthon named to lead the committee with John Heil as co-chair.

Summerland’s strategic plan will be online for all to read soon. It’s an interesting and impressive read. Some of my favorite sections involved suggestions for concise descriptions and slogans that might describe or represent the town.

“Summerland…our name says it all” was a good one. More of a loser was “Summerland, as the ocean rises, our home values go up.”

The long-term plan represents a prodigious effort that spotlights many avenues for Summerland to move forward. As Heil states, “There will be no simple answers and few quick fixes.” He has provided a framework for the important work to begin.

What’s new at the harbor seal rookery?

It’s been a busy week at the Seal Sanctuary. Cold, windy, wet weather made it a challenging week along with two other events: Saturday a sailboat washed ashore west of the pier. Multiple agencies and personnel worked to ensure safety to the environment. By 4:30 p.m. the boat was towed off the beach with little disruption to the seal population. On Sunday and Monday an emergency electrical conduit repair was performed; before beginning work on the beach, workers received training and later oversight by consultants Padre and Associates. Volunteers played an important role educating the agencies involved and in watching over visitors. It is especially important that the seals receive as much protection as possible now that birthing season has arrived. There were some minor disturbances to the seals, but hopefully the electrical conduit is now fully repaired.

Overlook visitors this week included scout troops from Los Angeles and Agoura, a class from Antioch College, as well as visitors from Germany, the United Kingdom, Italy, China, Canada, Norway, Oregon, Vermont, Minnesota, Nebraska, Ohio, New Jersey, Rhode Island, Massachusetts, Wisconsin, Virginia, Texas, Iowa, Michigan, New York, Arizona, Florida and Colorado.

Disturbances

The harbor seals were disturbed by a low flying blimp and about 20 seals moved to the water during the sailboat incident. During the electrical work there were two minor disturbances—when old piping was being removed it got caught in the wind and made banging sounds, and when workers started an electrical saw. The oversight staff from Padre and Associates quickly alerted the workers so the disturbances were minimized.

The film’s theme was “community makes a difference.” From the oil spill of ‘69 that blackened Santa Barbara’s beaches and gave birth to the environmental movement to the debris flow and the heroism of the bucket brigade, the film showcased how communities came together to respond.

We dared pouring rain on a Saturday to see an early morning showing. Our daughter Katie had a small role (she looked good) describing her all-electric vehicles and household and the value that going electric contributes to the planet. Lee Heller of Summerland was another familiar face, and it was good to see much-loved Bob Duncan of Carpinteria alive and holding forth in the film.

aged to cart away a lot of storm detritus from our beach not long ago only to have a whole new raft of stuff delivered to the sand. Most of the new debris is actual driftwood—broken and uprooted plants and trees freighted down the overflowing creeks. And, thankfully, there’s little evidence of the heart-rending household goods and lumber ripped from houses by the first serious debris flow.

I actually prefer a driftwoody beach, maintaining a more natural balance.

Most of the beaches in Northern California sport driftwood fringes. It’s nature at work—rivers and creeks depositing dirt and silt necessary for sand buildup, along with driftwood to anchor that sand and provide a haven for the bugs and critters that seabirds feed on. In Summerland people construct fanciful sculptures, huts and forts from the driftwood. Eventually, given time, waves will reclaim a lot of the wood, move it farther south or grind it into the toothpick size bits we’re already seeing.

Nitpick: Attending that rainy early morning showing meant we couldn’t get back home. With the freeway closed due to mud invasion, we spent a long day trapped in Montecito. Where all businesses except the Honor Bar were closed. We had a long, leisurely lunch there, outside under a heat-producing umbrella. Roger ordered a shot of rum for his hot tea, so he was a contented man.

We milled up and down Coast Village Road, stopping to chat with other trapped travelers. Sharing calamities, even minor ones, does bring people together. A couple holding tickets for an Elton John concert in L.A. finally gave up and headed back to Santa Maria. It was nearly 5 p.m. when we finally got home after carefully fording a virtual mud flat on Highway 192.

Notable: The return, on Feb. 24, of the Farmer and the Flea. The well-received swap meet and farmer’s market (hours from 10 a.m. to 3 p.m.) returns from a winter break to Summerland’s post office parking lot. The event is scheduled to repeat every fourth Saturday of the month, and March 24 is up next.

A new “shopper loyalty card” is being added by organizers as an enticing incentive. Those getting eight stamps for purchases over $10 will receive a unique Farmer and the Flea tote bag.

For the February market, artist Jeremy Harper returns, along with Santa Barbara Soups, Empowered Bakery, Wild Heart Ojai and more makers and vintage finds.

DJ Jack Roy will provide music to enhance the shopping experience.

Notable: During one of those cold nights a couple of weeks ago the water in our birdbath froze over—just a flat glass pane for the poor birds to peck through.

This is not supposed to happen in Summerland.

While Carpinterians have enjoyed a few dry days of sun after the recent flurry of rains, watersheds impacted by the Thomas Fire remain vulnerable to increased runoff, according to a statement released Feb. 19 from Santa Barbara County Public Works. Winter storms continue to bring a significant amount of rocks and sediment into the debris basins above Montecito and Carpinteria. Emergency efforts to clear basins and prevent flooding and debris flows have the County Flood Control District implementing ongoing sediment placement at Carpinteria Beach at Ash Avenue since Feb. 4. The District began depositing sediment at Goleta Beach this week (Feb. 19) as well.

In creating maximum capacity in the watersheds as a safeguard against future storms, the District is placing coarse sediments on Carpinteria’s Ash Avenue beach. Flood control basins located at the base of the foothills protect residential communities from damaging winter storms by trapping trees, boulders and mineral sediment that could cause flooding or deadly debris flows.

Constructed 50 years ago, the Santa Monica Basin is considered the “crown jewel” in the south coast Santa Barbara County system, according to information provided in the City of Carpinteria’s e-newsletter The Current. Its capacity is far greater than the other basins in the system, and it is credited for saving Carpinteria from potentially disastrous flooding and debris flows on Jan. 9, 2018, when an intense rainstorm followed the massive Thomas Fire.

The County is following emergency permit protocol for the sediment removal operation. Most of the material arriving at Ash Avenue has come from the Santa Monica flood control basin, though in the beginning of the operation some sediment was delivered from Montecito. Approximately 7,000 cubic yards of sediment has been deposited at the beach. Dump trucks place the sediment,

and bulldozers move it into the tidal area where high tides, surf action and current help to disperse the material.

One challenge related to the operation is the mess. Dozens of daily truck trips cause muddy streets, are noisy and add traffic. These effects are particularly noticeable in the beach neighborhood.

In response, the County brought in a fulltime street sweeper and installed rumble plates at the exit of the job site to reduce the mud being transported onto city streets. Additionally, the County is altering its delivery methods to reduce mud on the street and better control truck traffic.

The City of Carpinteria is working to mitigate these nuisances in cooperation with the County, which is responsible for the costs and management of the sediment placement project.

Secondary benefits of sediment placement

Protecting homes and infrastructure from storm damage is the primary purpose of the emergency operation, but the project offers the additional benefit of re-nourishing the beach with materials that would naturally be conveyed to the coastline without the flood control basins functioning as coarse sediment filters, according to the City. Unlike beaches in less mountainous areas, Carpinteria’s coastline should naturally have a steady supply of coarse sediments. High-velocity stream flows in the area would regularly transport coarse sediments to the beach if the flood control basins didn’t act as filters that allow only fine materials to pass through. While the basins play a critical role in protecting private and public assets, over time they contribute to beach erosion that can put coastal homes and beach areas at greater risk of flooding.

As the threat of sea level rise increases, so does the need for renourishing local beaches.

The City intends to work with regulatory agencies and BEACON (Beach Erosion Authority for Clean Oceans and Nourishment) to pursue a permanent permit for a regular program to help stabilize the beach with sediment from the flood control basins in the local watershed. Historically, these mineral sediments have been transported to upland disposal sites.

Water quality

The sediments deposited this year differ dramatically in content from those deposited after the Jan. 9, 2018 storm event.

At that time, sediment dredged from the Carpinteria Salt Marsh was deposited at Ash Avenue. The marsh’s fine silt with high organic content is distinct from the coarse mineral sediment currently being removed from the Santa Monica and

other flood control basins in the region.

Materials from the upper reaches of the watershed are also far less likely to be contaminated by urban and agricultural influences such as fertilizers, pesticides, oil from roadways and pet waste.

Santa Barbara County Environmental Health workers have recently placed warning signs at Carpinteria City and State beaches, informing beach users that recent ocean water testing results exceeded one or more state health standards at those locations. Water testing takes place near the mouth of the Salt Marsh and Carpinteria Creek where inputs from urban and agricultural runoff is likely to be highest. Elevated levels of bacteria have been recorded at various times at Carpinteria beaches during this rainy season prior to the start of sediment placement.

Procore employees completed four months of Community Emergency Response Team (CERT) classes and graduated from the program on Thursday, Feb. 14, after completing various life-like emergency response scenarios. The volunteers from Procore join over 400 other people who have completed the City of Carpinteria’s CERT program since its inception in 2008. Volunteers are prepared to render aid anywhere in the community in the event of a large-scale disaster. The City of Carpinteria CERT program is offered to the community through a partnership with Carpinteria Summerland Fire Protection District and Santa Barbara County Sheriff Department, and includes nine units: Disaster Preparedness, Fire Suppression, Medical Operations (part I and II), Light Search and Rescue, Team Organization, Disaster Psychology, Terrorism and Disaster Simulation. A Teen CERT class is scheduled the week of March 25, during Spring Break.

Working to develop a local and sustainable water supply

The next phase of the Carpinteria Advanced Purification Project (CAPP) is underway, with preliminary design of this project that will produce up to one million gallons of water per day—enough to cover one quarter of Carpinteria Valley Water District (CVWD)’s water needs.

This phase of the project comes after six consecutive years of moderate to exceptional drought in the Carpinteria Valley and extensive analysis by CVWD, Carpinteria Sanitary District (CSD), and the City of Carpinteria to maximize water resources. In 2016, the agencies evaluated several recycled water project designs and determined that indirect potable reuse (IPR) using purified water was the most feasible option. Potable reuse is the planned introduction of purified water either directly or indirectly into a water system for future drinking water purposes.

The project, now in design, involves taking water that has already been highly treated at the CSD Wastewater Treatment Plant (WWTP), purifying it in a newly constructed Advanced Water Purification System, then delivering it through a pipeline to injection wells for storage in the groundwater basin. This new facility will allow us to capture, clean and reuse this valuable resource rather than discharging the treated water to the Pacific Ocean. CAPP will provide a dependable, drought-resistant and locally controlled water source.

At the existing WWTP, treated water would be purified by utilizing a multistep treatment process including membrane filtration, reverse osmosis and ultraviolet/advanced oxidation. The purified water would be injected into the Carpinteria Groundwater Basin to replenish groundwater levels and would be pumped out months later by the District’s drinking water wells. This technology is being utilized throughout California to develop renewable water sources. CAPP will help the District augment our exist-

The years of drought, wildfires and flooding that Santa Barbara County has experienced recently have emphasized the need for a diversified water portfolio. Lake Cachuma reached an historic low at 7 percent capacity in the summer of 2016, and even with above average rainfall this winter, the reservoir is only around 50 percent capacity. Decreases in these surface water supplies have resulted in more dependence on our groundwater resources. After the debris flows in 2018, we saw firsthand that local water supplies are the most reliable during a disaster. In addition, imported water from the State Water Project is expensive

and deliveries are unpredictable. Added to these challenges is the Sustainable Groundwater Management Act, which will likely bring changes to the way in which groundwater is managed and used in the Carpinteria Valley.

On Jan. 24 of this year, CVWD and CSD held a public scoping meeting at the Carpinteria Veterans Memorial Building to introduce the proposed project details as well as the ongoing environmental analysis conducted as part of the California Environmental Quality Act. A Public Draft Environmental Impact Report will be available in June 2019, at which time a public meeting will be held for community members to review the report and provide comments. A project website— CVWD.net/CAPP—has also been set up to provide up-to-date details and to take questions and comments.

CVWD will finish the CAPP Preliminary Design Report and the final Environmental Impact Report before the end

of the year and then will begin to seek funding, including State and Federal Grants, as well as low-interest loans in an effort to reduce the impacts to rates. The current schedule calls for the final CAPP design to be completed by December 2020 and the construction of pipelines, injection pumps and the Advanced Water Purification Facility to be finalized by the end of 2023.

CAPP will provide a safe, reliable and renewable source of water for future residents and businesses. A website is being developed for the project that will provide answers to frequently asked questions and contain information about the project as it progresses. While the sediment placement operation could be a contributor, bacterial levels typically increase in ocean water after storms as a result of outputs from creek mouths and storm drains, and in addition to Carpinteria, four Santa Barbara area beaches are under warning status for bacterial levels that exceed health thresholds during the last weekly test, which took place on Feb. 11.

At this time, all Santa Barbara County beaches are open. At beaches that are under warning status, members of the public are advised to stay at least 50 yards away from creek mouths and storm drains due to probable high bacterial levels in those sources.

Ouwehand play to open at Carpinteria Library

In March, six historical women will come alive to celebrate women’s history month with the Santa Barbara and Carpinteria libraries in a theatrical presentation by DramaDogs of monologues written by Terre Ouwehand of Carpinteria. The women dramatized in monologue are Rachel Carson, Marian Anderson, Margaret Sanger, Harriet Tubman, Jeannette Rankin and Lutah Riggs.

“Monologue is a unique theatrical experience,” said Ouwehand. “The audience has a passive role to play—they are the character each historical woman is talking to—for example, Congress, a reporter, a potential supporter.”

The six monologues can be read in Ouwehand’s book “Voices from the Well: Dramatic Portraits of Extraordinary Historical Women,” available from the Book Den, 15 E. Anapamu St. and online at oldhandpress.com.

Show performances are Friday, March 8, at 4 p.m. at the Carpinteria Library, 5141 Carpinteria Avenue, and Sunday, March 10, at 3 p.m. at the Central Library, Faulkner Gallery, 40 E. Anapamu St., Santa Barbara. All performances are free, no ticket required.

The rules and customs change. I wait until they have a new address and send my gift there.

Dubbed “The Battle for the 192,” the Cate School and Carpinteria High School boys basketball teams collided in a CIF-SS Division Five-A quarterfinal matchup on Valentine’s Day. Originally to be played at Sprague Gym on Cate’s campus, the game was moved down to Warriors Gym when both schools’ athletic directors agreed that the larger CHS facility would better accommodate an anticipated large crowd. In front of boisterous student sections and cheering parents on both sides, the neighboring schools went back and forth, until a pair of Warrior seniors, Noah Nuño and Chris Ramirez, took charge in the final quarter, eking out a 51-46 Carpinteria comeback victory for a trip to the semi-finals.

In a physical first quarter in which the Warriors’ Ian Reed received a cut above the eye, the Red and Black got the jump on their crosstown rival, largely due to Reed’s three-pointer, to go up 9-2 enter-

ing the second. A three-point bomb by Nuño upped the lead to 14-2 with 6:43 till the half. But Cate whittled away at the lead, and when the Rams’ Tega Umukoro drove the lane for two, the lead was down to 25-19 going into the third. “I wasn’t actually concerned … even when we were down a bunch,” said Rams’ coach Andy Gil whose wife and former CHS girls basketball coach, Amy, delivered their first child (a boy) early that morning. “I kept telling them when the shots start falling, the game’s going to turn,” explained Gil. And, things definitely turned in Cate’s favor in the third. After briefly capturing the lead, the Rams trailed again, 32-31. A lay-in and-one opportunity by Mason Oetgen gave his team the lead again near the end of the quarter. Oetgen missed the subsequent free throw, but his teammate Scott Holmes chased the ball down near midcourt

and nailed a long three at the buzzer to put Cate up 36-32 going into the fourth.

The warriors’ Ramirez attacked the basket in the final quarter, his lay-in and pair of free throws narrowing the score to a two-point deficit. Two more free throws—one by Ramirez and one by teammate Matteo Handal—tied the game, but Cate’s Ethan Cassulo knocked down one from the charity stripe to put the Rams up 39-38. Nuño then drew a foul and converted two foul shots to put his team up, 40-39. With a little over two minutes to play, Nuño knocked down a trey to put Carpinteria up, 43-39. “I love the moment, I love going out there performing ... ,” explained Nuño of his shot that sent the crowd into a cheering frenzy.

“None of this would have been possible without the mentorship I received from Joby Nuñez who recently passed after a fight with cancer,” explained Adam of his coaching career. “His son Danny is my best friend and Joby was a second father to me since sixth grade,” the firstyear Carpinteria coach concluded.

Unfortunately, the road ended for the Warriors on Saturday, Feb. 16, with a 6332 loss to Oakwood in the semifinals in North Hollywood.

February 19 – The Carpinteria High School boys tennis team improved to 2-0 with their 15-3 non-league win at Pacifica. “In singles, we did a great job of working the points and waiting for openings, and in doubles we tried to be more assertive at the net and force mistakes with our pressure—well, one of our doubles team anyhow,” said Warriors coach Charles Bryant jokingly of his doubles team of Solomon Nahooikaika-Anderson/Kirby Zapata who went 2-0 on the day. Luke Nahooikaika-Anderson/Esteban Zapata also went 2-0, and Corban Pampel/Ian McCurry did one better, recording a sweep at Number-one doubles. In singles, Cameron Gralewski and Austin Stone went 3-0, while Carlos Costilla went 2-0 at Number-one singles before being subbed out.

“I was happy with our play, but now we will have to really step it up a few notches as we have the defending CIF champs coming to town on Thursday,” explained Bryant of Ventura who has been moved up to Division-One since taking home the CIF title. Carpinteria is now 2-0 overall.

Softball February 12 – The Carpinteria High School softball team beat Bishop Diego 12-0 in their season-opening win. Marisa Mata had three runs batted in and pitcher Victoria Gonzalez blanked the Cardinals to seal the victory. The Warriors are 1-0 on the year.

Boys volleyball February 19 – The Carpinteria High School boys volleyball team started off their season playing a match against the Cate School Rams, falling in three sets, 25-14, 25-19 and 25-22. “Stepping up to take the role of setter for the night was Miguel Enriquez,” said Warriors coach Dino Garcia, who praised his player for performing very well under pressure. “Outside ‘go-to’ hitter Number-nine Liam Slade had some power hits,” Garcia added, referring to Slade who had six kills and five digs in the game. Middle blocker, Number-six Luis Zamora helped the Warriors with seven kills. Nathaniel Flores, Number-nine, also a middle blocker, ended with three blocks and four kills.

With an overall record of 0-1 and a Citrus Coast League record of 0-0, Carpinteria will hit the road on Thursday night for a volleyball game against Orcutt Academy.

Girls water polo February 13 – The Carpinteria High School girls water polo team visited the Flintridge Prep Rebels in Pasadena for their semifinal CIF game, falling by a score of 9-6. Their trip to the final four is the furthest that any Warrior water polo team has ever gone. Boys basketball February 16 – The Carpinteria High School boys basketball team in Saturday night’s CIF-SS FiveA semifinal game fell to Oakwood by a score of 63-32. “Their big guy (Aidan Oliver) was just too much as he scored 30,” said Warriors coach Corey Adam of the Gorillas’ junior center-forward. The Warriors were also 0 for 12 from the three-point line and 10 of 20 at the free throw line. “We’re a small team and if we can’t knock down threes, we’re going to struggle,” explained Adam. In the third quarter, Oakwood hit three three-pointers, as the Gorillas increased their lead from 12 to 21 points. “I›m really proud of my guys, they›re a resilient group and they grew exponentially this year,” concluded the first-year Carpinteria coach.

February 19 – The Cate School baseball team dropped their season opener to the sixth-ranked team in Division Six, the Faith Baptist Contenders by a score of 4-1.

The game only went six innings because of a lack of sunlight. Senior Jack Deardorff got the start for the Rams, and went four innings, yielding two hits, two runs, while striking out seven. Freshman Tyler Tom made his debut in a Cate uniform, throwing two innings, allowing two hits, two runs and striking out two. Senior Ethan Cassulo had the team’s only hit on a single to right field. “Senior McCarthy Willet and junior Will Anderson both made some nice plays defensively for Cate,” said Rams assistant Dave Soto. The Rams play today, as they welcome the 10th-ranked team in Division Six to Cate Mesa, the de Toledo Jaguars with the first pitch at 3:00 pm.

Boys volleyball February 19 – The Cate School boys volleyball team opened up the season with a non-league, three set win over Carpinteria, 25-14, 25-19 and 25-22. “We enjoyed a first commanding set, leading the whole way with some really great rips from junior Theo Mack and senior Cullen Barber to set the tone on the outside,” said Rams coach K.C. Collins. “Setter Sebastian Richardson, Class of ’19, took initiative to move the sets around and get more hitters involved; while our defense picked it up at the end to finish out the match,” explained Collins. Senior Jojo Broussard, Mack, Barber and Richardson combined for 27 of the 30 digs in the match. Next up for Cate, is the first league match at Laguna Blanca on Thursday, Feb. 21, at 5 p.m.

Members of the Carpinteria High School boys volleyball team and a couple of their parents went down to the John Wooden Center on the UCLA campus in Westwood to see the Brigham Young University men’s volleyball team take on the Bruins on Jan. 9. After the game, they met up with Cougar Head Coach Shawn Olmstead, also from Carpinteria. Among the players on the trip were Dylan O’Neill and Ryan Nakasone, key members of the Carpinteria High School boys basketball team who made it to the CIF-SS FiveA semifinals.

Compromise is not a dirty word CVN

a monthly muse melinda wittwer I have decided that I am a gray person, and I’m not referring to the color of my hair. So many times, life issues or decisions or choices that one has to make require serious consideration. How will you support yourself? Who will you marry, if you marry? What is your religious belief? Will you be a courageous person, an honest person, a kind person––all of these, none of these? My dilemma is that because I rarely see things as all black or all white, I am often stuck in the gray area that is middle ground.

Most people agree that stealing from others is wrong, as do I. Yet if I were homeless with a hungry child to feed, I very well might steal some food hoping to come back at a later time to pay for what I stole. Also, murder is wrong. Yet many people, me included, would go to great lengths to protect our loved ones

Is it too much to ask that we be willing to discuss both sides of an issue? Or to realize that if we reach consensus everyone becomes a winner? if they were seriously threatened. Every day we hear about the conflicts between Republicans and Democrats. Scientists debate global warming and how we can slow its progress. Educators take sides on how schools should be run. Doctors face ethical problems as very old or critically ill patients ask for help with dying. And the list goes on and on.

On an in-service day I attended during my teaching career, we had to take a personality test. After our whole staff answered all the questions and tallied our results, we were broken into three main groups. The first group consisted of the cut-and-dried teachers. They believed there was a right way or a wrong way to do things with little wiggle room. These people got things done, followed the rules, and always “colored within the lines.” The second group of people contained the artists, the creative souls that

looked for unique ways to express themselves, rarely followed all the rules, and could get things done but not often in a straight line. And then there was the third group, my group. These people were the mixed group, somewhat creative, tried to follow the rules and do their required duties, but they could see that sometimes exceptions had to be made. I was in this group—the group that could usually see the gray area, the pros and cons, that were involved in sorting out most problems.

I find being able to see the gray area makes life a bit more difficult. I find it easy to be the devil’s advocate because all issues have at least two sides and sometimes many more. I’ve been told that when facing a hard decision, sit down and write out the positives and negatives, see which list is longer, and then go with your gut. The problem with that though is I’m not sure my gut is always right.

But what happens when a group of individuals has to work on solving a problem or politicians try to pass a new law or cities try to write policies to help draft building codes or solve health and safety issues? How do we get opposing sides to venture into the “gray area” so some sort of consensus can be reached?

How do we teach the art of compromise?

Having lived through the Vietnam era, President Johnson was never one of my favorites. Yet this leader knew how to get things done—how to get opposing sides to sit down and pound out a compromise.

This strength allowed him to get more civil rights bills passed than any other president and for that he has earned my respect.

Is it too much to ask that we be willing to discuss both sides of an issue? Or to realize that if we reach consensus everyone becomes a winner? Maybe instead of being a red state person or a blue state person, we should all enter the state of gray and at least be willing to come to the table. Who knows? We just might learn something new or change our minds or get someone else to change theirs.
