City holds county’s “feet to fire” on cannabis ordinance Council postures to sue if cannabis concerns not addressed

By Peter Dugré The Carpinteria City Council voted unanimously at a special meeting on Jan. 29 to send yet another letter to Santa Barbara County imploring the county to consider Carpinteria-centric cannabis issues in an ordinance due before county supervisors for a vote on Feb. 6. The Santa Barbara County Planning Commission has already voted to recommend that supervisors approve the final Programmatic Environmental Impact Report that analyzes impacts the newly legal cannabis industry will have on the county.

However, city leaders contend that the county has dismissed their numerous attempts to communicate specific local concerns. Rather, the county report evaluates cannabis industry impacts at a county-wide level and ignores evidence that cannabis cultivation activity is concentrated in Carpinteria Valley and impacts from odor, traffic and security reflect that concentration in the valley and the city.

Mayor Fred Shaw read a statement at the outset of the meeting that included, “(The Carpinteria City Council) is very concerned that the county has not established an adequate understanding of potential impacts or developed regulations that adequately protect public health and safety.”

Councilmembers all noted that the city is not seeking prohibition on the cannabis industry by attempting to hold up the ordinance, but now is the time to assert itself to ensure regulations address local concerns, or as Mayor Shaw stated, “Hold

the county’s feet to the fire.”

City attorney Dylan Johnson said the city has been sending letters to the county since the process of drafting the PEIR began last August, but specific issues have gone largely ignored as the county has opted to approach the ordinance from a county-wide perspective. In December, the city council voted to hire Cardno EIR as a consultant to conduct local-level environmental impact research, since the county would not address environmental impacts at a sub-regional level.

Johnson explained that the city’s series of letters and hiring a consultant also serve as evidence that it has done due diligence throughout the CEQA process, a requirement should the city later decide to take the county to court over the ordinance.

“CEQA requires all issues be exhausted for a potential litigant,” Johnson said.

“They need to be raised during the administrative process.”

The Cardno report, which was summarized at the meeting, identifies specific impacts to Carpinteria’s housing, infrastructure and public safety, and recommends mitigation measures for the county’s consideration. The county planning commission had already recommended that the buffer zone between cannabis operations and schools and childcare facilities be increased from 600 to 1,000 feet and that odor control measures be implemented. The city wants the buffer to also include residential neighborhoods.

The city letter, supported by the Cardno report, also asks that traffic impacts on city roads be addressed through compensation for deterioration generated by tax revenue. Additionally, the city letter asks that cannabis processing that uses flammable material be prohibited on agricultural land in order to prevent industrialization at those properties.

Numerous representatives of the cannabis industry spoke during public comment to ask the council to allow the ordinance to proceed as written. Growers Sofia and Ivan Van Wingerden both said they have installed highly effective odor control mechanisms that use vapor to neutralize odors. The systems, developed by engineer Mark Bryar, have

been approved in San Diego to eliminate odors originating from trash processing facilities.

Ivan said, “These are not masking agents. They actually neutralize odors at an atomic level. That’s why they’re so effective.” He estimated with confidence that the systems eliminate 90 percent of the odor. He has been pressuring other growers to implement such systems even though they’re currently not required.

Other members of the public said anecdotally the odor issue has largely abated over the past couple of months. They believe it’s a result of the installation of the vaporizing technology.

Growers also asserted that cannabis cultivation actually decreases traffic impacts from when the greenhouses were dedicated to flowers. The Cardno report states that vehicle trips per acre increase six-fold.

County warns against eating raw fish and shellfish

Santa Barbara County Public Health Department warns that raw fish and raw shellfish should not be eaten if caught near ocean waters where bacterial levels continue to be elevated, such as Goleta Beach and Carpinteria State Beach. People fishing from a pier or boat close to these beaches should be aware that eating uncooked or undercooked seafood products could expose them to bacteria that can cause illness.

The warning will be lifted when bacterial levels decrease below standards.

City councilmembers each sympathized with the growers who touted their proactive and effective approach to odor control, but still said getting a thorough

ordinance in writing at this stage was the only way to ensure proper enforcement for “bad actors.”

Councilmember Brad Stein suggested calling more specific odor control regulations “the Van Wingerden rule” out of appreciation for what the growers at the meeting had already done in order to address issues in the community.

Addressing the growers at the meeting, councilmember Al Clark said, “You’re ahead of the county ordinance, and we have to applaud you for that, but we also want to make sure everyone else lives up to that standard.”

Soledad Manzo, 85, died peacefully on Jan. 30, 2018 at her home in Santa Barbara, surrounded by her family.

Soledad was one of the kindest people you could ever meet; she opened her heart and her home to many children over the years and she will be greatly missed by all who knew her.

She is preceded in death by her son Ramon (Ray) Manzo. She is survived by her seven children Irma Gonzalez (Jorge), Carmen Manzo, Mary Manzo, Jose Manzo, Lucy Manzo, Cathy Manzo and Martin Manzo; seven grandchildren and 23 great-grandchildren.

Her funeral service will be held at St. Joseph Catholic Church in Carpinteria, followed by internment at Carpinteria Cemetery. Contact Welch Ryce Haider Santa Barbara for details.

Sanitary district office upgrade meets protest Neighbors unite to save trees

By Peter Dugré Neighbors of the Carpinteria Sanitary District’s 5300 6th Street office shuttled to city hall on Jan. 25 to roundly criticize a proposal to expand, raise and formalize the currently nondescript office on the dead-end road. In front of the Architectural Review Board, the neighbors not only lambasted the plan to expand, calling it “the Taj Mahal of offices,” but also took issue with the plan to remove nine trees—three of them towering blue gum eucalyptus. Though some ARB members considered the plan innocuous and generally attractive in appearance, the group voted 4-0 (Dylan Chappell absent) to continue its decision to a future meeting in order to allow the sanitary district and Blackbird Architects time to address neighborly discord.

“I think it’s hyperbole calling it the Taj Mahal of office buildings when it’s a rather modest building, but I think you need to listen to the neighbors,” commented ARB member Scott Ellinwood.

In all, the plan calls for adding 500 square feet to the existing building, raising the ground level six feet and adding hardscaping for greater accessibility.

Mike Modugno, sanitary district boardmember, explained that the district is facing a deadline to upgrade its office building and is federally required to raise it out of the flood plain. In the recent rains, portions of 6th Street flooded, but water did not reach the current modular office.

In particular, the new 4,100-square-foot design includes four bathrooms, which drew ire from members of the public who noted there are only five staff members in the building. Also, the new office would include a meeting room that neighbors said would be redundant since there are other meeting rooms in the city. For some neighbors, the height would obstruct views, and generally, some said the new layout is imposing and uncharacteristic of the neighborhood.

“The sanitary district is a utility. The new office building should be more utilitarian,” said Leslie Gascoigne during public comment.

The property is well liked and used as an informal park that has served as an access point to a pathway to the beach. Most notably, it contains a stately, protected

Portola sycamore tree, which would remain protected in the plan. Though the sycamore is the prime specimen, neighbors also cherish the three eucalyptus trees that stand up to 80-feet tall on the property. The trees serve as critical habitat for raptors and butterflies, neighbors observed, and given the recent destruction of the Thomas Fire, habitat has become a precious resource for the birds.

Nancy Barry, an ecologist who spoke during public comment, said, “Carpinteria, the town itself, is like a refugee camp (for birds). Every tree counts.”

Though the plan calls for the removal of nine trees, 21 would be added, mostly coast live oaks, to offset the loss. Neighbors considered the addition of oaks an inadequate trade off.

Modugno, architects, the city and an arborist all agreed that the eucalyptus pose

some level of danger. They’re old, tall and situated near a creek that encourages fast growth due to wet, unstable soil. The trees are notorious for sudden limb drop.

“I love those skyline trees. They’re just remarkable, but if they were on my property, I wouldn’t want the liability,” said ARB member Grant Cox. He lauded the area for its unique vibe and said the neighbors deserve a better balance between open space preservation and office upgrade.

Representing Blackbird Architects, Ken Radke commented that if it were not for the proposed building upgrades, the sanitary district would be able to remove those trees without holding a public forum or review.

At the conclusion of the meeting, Radke said, “There’s no way to ignore this kind of heartfelt communication.”

Big picture: City leaders set table for 2018

By PeTeR DugRé Emergency preparedness garnered an outsized portion of the conversation as an apt sign of the times at the City of Carpinteria Annual Work Meeting on Jan. 27 at city hall, where department heads and council members convened for a halfday overview of the calendar year ahead.

Other topics resonating within the walls of city hall are the freeway project, expansion at the railroad platform and Procore parking overflow, among many others.

general strategic initiatives

In a preamble to the meeting, City Manager Dave Durflinger said the general priorities of the city as an organization lie in housing, open space and transportation. Balancing those three initiatives along with economic vitality are how the city will continue to focus its work, Durflinger said.

The freeway widening project remains at the forefront of transportation. The current Linden-Casitas Interchange Project is moving ahead of schedule and will forever alter the way vehicle come and go in the city.

Also, on the transportation front, Amtrak and Santa Barbara County Association of Governments have shown interest in expanding Carpinteria’s railroad platform to enable a commuter rail.

Though in very preliminary discussions, the groups involved have made overtures to the city to double the size of the platform and add another set of tracks near the platform so trains can park and allow others to pass with less of a delay. The final configuration of that project has yet to be unveiled, but routing trains in a way conducive to commuters traveling from Ventura County to Santa Barbara could potentially remove cars from the clogged Highway 101 during rush hour.

Retail on the brink

The council and city leaders had a freeflowing conversation about imminent doom for the retail sector. Nobody has an answer for what the future will hold for the small retailers who are now competing with the ever-expanding world of online shopping. The city proposes greater outreach with businesses and the community at large to buttress economic vitality.

The conversation veered into tourism, which during peak months bolsters the retail sector. City councilmember Al Clark, who was a proponent of restricting vacation rentals to protect the residential stock, said, “Tourism is on the cusp of becoming too much. I think we’re about to be overrun in the summer.”

A hotel project for sister properties on Via Real at the western edge of the city had been proposed along with the city’s idea to build a railroad hotel at the train platform as ways to bring more tourists dollars into the city. Both of those projects have had mixed levels of support as the debate over how much tourism the city can handle continues into another year.

Businesses like the influx of customers, but more people and more development inevitably alter the complexion of Carpinteria.

“The future of retail is going to be really dicey with Amazon taking over the world,” City Councilmember Brad Stein said. “Retail is dead. We have to think outside the box.”

Mayor Fred Shaw proposed potentially having Amazon or another internet retail company have a presence in the city as a clearinghouse for orders. This way there’d be some economic benefit locally even if the retail landscape is as bleak as evidence portends.

Oil property entering decommissioning phase

Chevron has acquired the property formerly owned by Venoco Inc., and will decommission it. “We’re on a path right now with Chevron taking over and the feds taking back leases,” Durflinger said.

“It’s a decommissioning path.”

Although the Trump Administration has opened up federal waters to potential revamped oil exploration efforts, Durflinger said so far there has not been an indication that the appetite is there for expanded exploration in coastal waters here. “That could change, though, if oil prices spike,” he said.

Public works needs money for roads

In a stark declaration of the paramount importance of roads in the city, Public Works Director Charlie Ebeling said, “(Pavement on streets) is our single biggest asset, as strange as it is to think about, that black pavement is worth about $80 million to replace.”

Much of the discussion of the costs of roads and protecting against ongoing deterioration at this point is a thinly veiled pitch to put a sales tax measure before voters. Ebeling said that the nearly $1 million annual expense to maintain roadways is already unsustainable, and that falling behind with maintenance will only make roads worse and more costly.

Public Works is facing a capital expenditure for revamping Parking Lot #2, the lot behind Rincon Brewery that has extensive upheaval from tree roots. Along with that project, the city will improve Cactus Lane, the alley that provides access to the parking lot. In short, in order to adequately care for its “single biggest asset,” the city needs more revenue, and sales tax is the lowest hanging fruit.

Also on the Public Works agenda is the replacement of Carpinteria Avenue Bridge, a project that has had hang-ups with Federal Emergency Management Agency over floodplain issues. Ebeling said he has heeded each of FEMA’s requests and hopes FEMA will see its way to removing constraints to construction.

A full proposal for grants for Carpinteria Avenue Bridge should be ready by August.

The recent rains demonstrated that the old freeway bridge over Carpinteria Creek collected debris and caused water to flow out of the creek bed. Ebeling said that it vindicated the city in its message to FEMA about the benefits of raising Carpinteria Avenue Bridge.

Ebeling said now will also be the time to apply for hazard mitigation funding made available by the emergency declaration following the Thomas Fire. The city has been communicating with state and

federal agencies about mitigation measures and will identify areas of the city that may need special attention based on flooding from the last storm, particularly at areas of Via Real and 6th Street.

Ebeling said that the city is actively attempting to get Caltrans to prioritize freeway widening phases in Carpinteria.

Caltrans has yet to decide what’s next after the Linden-Casitas Interchange Project, but he would like to see work continue in Carpinteria in order to “move the bottleneck out of the city.”

He applauded the speed of current work: “It’s remarkable to see a project that size (freeway project) move that quickly,” he said. Contractors have been incentivized to finish ahead of the fouryear schedule, and it appears that a year or more will be shaved off the original timetable.

City leaders did not officially grade the city’s performance in the Thomas Fire and flood but acknowledged that in hindsight the entire episode was a learning opportunity. Of immediate interest, city leaders said communication with the public is critical. With so many sources, it becomes difficult to stay ahead of the rumor mill, and the city has some interest in rethinking its role in making sure the public has access to the best information—specifically in Carpinteria, as opposed to information from farther afield disseminated by other agencies that can lead to watering down of critical messages.

Dumping info is clear as mud

Our entire community mourns with those impacted by the recent debris slide.

We understand that emergency measures need be taken to remove and dispose of the mud and debris. But please do not leave those of us who live at the dumpsite in the dark about health impacts, sanitation issues and other ongoing problems.

Given the acute impact of the dumping, as residents we are simply asking to be informed so that we can make appropriate choices for alternate housing, informing tenants and taking appropriate health precautions.

Unlike the Goleta Beach dumpsite, the Carpinteria dumping is in the midst of a dense residential population, mere feet from many homes and condos at Ash and Sandyland roads. There have been no air quality warnings, yet residents here are developing lingering coughs as a result of the swirling dirt and exhaust from the mud-hauling trucks running 12 hours a day, seven days a week. They pass mere feet from the homes, and dump only 15 to 25 feet away from the homes closest to the dumpsite. The water is testing more than twice the allowable level for coliform bacteria. The mud itself, more concentrated in contaminants, has covered the streets and walkways for weeks. Black dust invades our homes through any crack in a window or door. Residents must navigate the filth to get to their cars, walk their dogs, go anywhere. A number of animals in the neighborhood have become ill from the contamination.

It would all be easier to take if we had some explanation regarding why a landfill cannot be used at this point in the cleanup. KEYT is reporting that the city is applying for government funding to have the roads repaired. Perhaps the city should consider the health of its residents first.

Dubious decision-making

Hello, is anyone home? I would like to know who the genius is that thought that dredging the salt marsh with a dragline crane and transporting the silt with 1,200 truckloads a day was a good idea? The air is thick with diesel fumes and dust, and the roads will need repaving. Before making this knee jerk decision, did anyone consider using a portable floating dredge with a discharge line to the same beach disposal location? It would be at a fraction of the cost of trucking, far less pollution and road damage. Is anyone home?

When the water runs out

On April 22, Cape Town, South Africa will become the first major city in history to run out of water. A combination of drought, climate change and poor planning has led this city of over 4 million to begin preparing for that event. This will lead to water rationing of about 20 gallons of water per day per resident. This water will not be coming to homes, but people will have to go to a government water station and stand in line for their ration every day. They call this “Day Zero.” Can you imagine that happening here?

Because of the Montecito mudslides our water district was forced into using only our precious groundwater to provide us with our water requirements. We share many services with the Montecito Water District such as the South Coast conduit and Ortega Reservoir, and until those and other entities are declared safe we will be relying entirely on our groundwater. Our water district is very well aware of how risky this situation is until we again begin receiving our “anticipated” allotments of water from Lake Cachuma and the State Water Project.

Having to rely on just one source of water lends credence to the urgency of our recycled water program, which seems to be lagging, and the importance of sentry wells to warn us of salt water intrusion, which also seems to be mired. Something you must do is visit the Sanitary District’s facilities at the end of Sixth Street and see for yourself how close we came to a disaster, as the floodwaters nearly reached their office facilities and threatened the plant itself. Climate change and sea level rise will require some very serious planning and will test our leadership to prevent our “Day Zero.”

Sanctuary cities endanger lives

My uncle Gordon was a police officer; I have dear friends in other branches of law enforcement. I also have a god son in the Air Force, and my nephew is a Marine.

What do all of these people have in common? We, as citizens, have asked them to lay down their lives for us. We have asked them to stand between us and danger.

And they have accepted that sacred call.

California choosing to be a Sanctuary state has put every local, state and federal law enforcement officer in danger. As with Kate Steinle, the felon had been in custody, San Francisco refused to hold him so federal law enforcement could peacefully and safely pick him up. He was turned out into the community and he killed Kate. When the felon was in custody, he

was contained and unarmed. He was not amongst innocent people walking on the pier. Immigration officers could have picked him up peacefully without endangering themselves, innocent citizens or the felon himself.

Immigration is under federal jurisdiction for a reason. Each city cannot have its own immigration policy because that creates chaos. The one thing that has always made America different from other countries is that we live under the law. We have ways built into the system to change the law. But we cannot become lawless or we become nothing.

Foiling the flu

It is not uncommon to enter one of the supermarkets and find that they are out of the little hand wipes that one may use to clean the handles of shopping carts. If you are concerned about this, mention it.

Then on the way out ask the check-out clerk for a paper towel and squirt of hand sanitizer which they usually kept at most check-stands. This year is reported to be one of the worst flu seasons on record, and the flu bug is often found on handles.

Keeping an eye on Greenwell

I might have appreciated the dense quiet that settled over Summerland with the freeway closure if it hadn’t been for the earth moving activities along Greenwell Avenue behind my house. The piles of mud and debris that lined the street commanded nearly constant activity.

Front loaders, with their beep beep beep, backed and filled, scooped and dumped.

Dump trucks once again lined the road, this time to haul away the heaped earth.

I watched a loader scoop up a big shovelful and dump it over the side into the arroyo. Brush and branches crackled, and a plume of dust rose. Once common, that kind of dumping into our little canyon had ceased a few years ago, so I was surprised to see dirt and rubble go over the side. It destroys the plants that stabilize the steep embankment and sends a mess into the watercourse. I saw this happen only once, so maybe it was a one-time thing.

A couple of days later a crew arrived to place fiber rolls the length of the road edge and set up a fence of black plastic at the roadside’s edge. Yay! This will protect the bank and creek from a runoff of silt and contaminated debris left by the dirt pile during the next rain. Kudos to the county for taking this extra precaution to protect the Greenwell watershed!

Summerland and Montecito are close neighbors. Part of Montecito wraps around and even dives into Summerland, earning us the dubious distinction of sometimes being labeled “Baja Montecito.” But it’s sharing a water district that truly joins us. That linkage has impacted our community in ways that we are still dealing with.

Emergency alerts from the Montecito Water District instructed us to boil our water before use. The Red Cross set up a distribution site for water supplied by Montecito Water District at the post office parking lot. We were told not to brush our teeth with tap water and either not to bathe in it, or, if we did, not to let water get into our eyes or mouths.

It was rumored that our water might be turned off altogether. We received alerts about high chlorination levels needed to clean out the lines and again warned about drinking or bathing. A check of the website revealed the chlorination warning didn’t apply to Summerland.

All Summerland businesses that used water closed down, and the Red Cross continued to give out drinking water even after the freeway opened. For more than three weeks we didn’t trust what came out of our taps. Our water connection with the evolving tragedy next door kept us on edge, any sense of routine fled.

We carried home cartons filled with small bottles of water. We drank water labeled Culligan, Niagara, Arrowhead and Thirster, along with cans of lightly carbonated water from Oskar Blues Brewery. Strangest of all were bottles labeled “Maryland State Fairgrounds, Home of the Maryland State Fair.” That water was bottled in Toronto, Ontario.

How did Summerland end up with Maryland State Fair water? Not surplus, rejects. Under a small picture of a Ferris wheel and a racehorse was a Toyota sponsorship emblem. Tiny print read “Resented by Toyota.” A little misprint that probably sent Toyota into fits and resulted in Canadian water shipped to Maryland being repurposed as disaster relief in California.

The Red Cross was still manning a post, giving out water through last week.

They told us they’d be there as long as the water emergency persisted. With the highway patrol enforcing a road block at the post office intersection even after the freeway opened, an emergency aura lingered in the air.

About that quiet

Summerlanders couldn’t stop exclaiming over the quiet that descended over the town with the freeway closure. We became the peaceful village we were before those four lanes settled into our lap sometime in the 1950s. You could hear birds sing, neighbors talking in their yards, dogs barking, roosters crowing, tree leaves rattling in a breeze.

Everyone I talked to recounted the unique experience of hearing waves crash on the beach. I went out to stand in the street one night just to hear that sound, far down at the bottom of the hill, the ocean’s voice, unsilenced.

State Lands was due to start work capping the leaky oil well on Summerland’s beach on Jan. 31. That old abandoned well has rendered the beach unusable for several years, a hazard zone of stinky and sticky goop and tar. Work has been postponed due to high surf and unhealthy water quality. The tentative new start date is Feb. 26.

Mud gets a workover at Carpinteria, Goleta beaches State agency requires frequent testing for toxics and sand quality

By MeLinDA BuRnS as convoys of trucks continue to dump mud daily from the Carpinteria salt Marsh onto the beach at ash avenue, the quality of the mud is coming under increasing scrutiny. as of last week, the Central Coast regional Water Quality Control Board, a state agency in san luis obispo, began requiring the county to sample the quality and size of the grains in the truckloads of mud going to Carpinteria Beach and Goleta Beach in the wake of the catastrophic Jan. 9 debris flow in Montecito.

“Maintaining the beach habitat the way it previously was is desirable,” said Phil Hammer, a senior environmental scientist for the Water Quality Control Board. “Initially, we weren’t requiring testing because it was essentially a rescue operation. now that we’re more in a recovery mode, it’s appropriate to look more closely at what’s being placed on the beach.” so far, the testing shows that only 15 percent of the mud content is undesirable clay or silt—well below the 25 percent maximum that the board has used as a standard for other projects, said Hammer.

The sampling will continue at least every two or three days, he said.

The board also is requiring the county to sample the truckloads of mud at the beaches in Carpinteria and Goleta every two or three days for toxics such as petroleum hydrocarbons, pesticides and heavy metals. Here, too, the mud is meeting board standards, Hammer said. last month, testing on the Montecito debris flow itself, conducted by a consulting firm for the county, detected levels of two substances that could pose a health risk to cleanup workers—fecal bacteria, potentially from untreated sewage, and chemicals found in gasoline and motor oil.

Weekly county tests for bacteria in the surf zone continue to show extremely high levels of bacteria, including fecal bacteria, in the waters off Carpinteria Beach at ash avenue and Goleta Beach.

Santa Barbara Channelkeeper, a nonprofit group, is performing the same tests on a daily basis.

portant it is to figure out whether there’s human waste in the mud,” said Patricia Holden, a UCsB professor of environmental microbiology who is leading the DNA study. “I’m hoping we don’t find high concentrations of human fecal markers. It’s human material that is mostly likely to be harmful to people and cause disease.”

Holden estimates she’ll need $100,000 for a three-month Dna study, and she’s raised only $27,000 to date, from UCsB associated students.

“It’s expensive work, but it’s unequivocal to me that it has to be done,” Holden said. “This is something that takes a lot of expertise. Ideally, we’d be able to chart the course to clean water again, once the disposal stops.”

Holden said her team has been studying sources and types of people pollution at Goleta Beach and other beaches for two years, compiling a unique database that will be useful in this emergency.

The state requirement for monitoring the claylike material in the mud is important, too, because very fine particles provide more area for viruses and bacteria to cling to, Holden said.

The county’s disposal permit from the U.s. army Corps of Engineers expires on Feb. 20. Yet according to county Public Works, the thick slurry of mud and boulders that surged down from the mountains into Montecito on Jan. 9 left behind more than 2 million cubic yards of mud and debris. about 400,000 cubic yards of mud and debris trapped in flood control basins on the major creeks is being trucked to Buellton by the army Corps.

The county has dumped another 50,000 cubic yards from Montecito’s creeks and public roads at the two beaches in Goleta and Carpinteria.

How much of the remaining mud—6 feet high at some locations—will be left in place by Montecito property owners is anyone’s guess. It’s thick and wet and can’t go into the county’s Tajiguas Landfill on the Gaviota Coast, said Scott McGolpin, county Public Works director.

“You can’t compact it, and water mixed with trash is not a good thing,” he said. “and there is not enough space for it.”

Tajiguas is scheduled to close by 2026.

Two million cubic yards of mud and debris from Montecito would use up seven years’ worth of municipal dumping, McGolpin said.

Maybe some of the property owners who were not affected by the debris flow could each accept five or six truckloads and work it into their landscaping, he said.

“That’s the ultimate hope, that we could get people to reuse this dirt and accept higher elevations, rather than truck it off,” McGolpin said. “To move it to where?”

A second patrol car met the Carpinteria deputies at the Summerland post office, as Highway 101 was still closed at Montecito. Deputies advised the man that he should tell them if he had any additional contraband, since bringing drugs or paraphernalia into a correctional facility is a felony. When the second deputy arrived at the Santa Barbara County Jail with the man, custody deputies found more heroin and Alprazolam pills on his person and he was charged with the felony.

On Jan. 11 at approximately 3 a.m. on Holly Avenue, a deputy saw a parked van occupied by a man who, according to the deputy’s report, “appeared to slump down in the seat and avoid eye contact.”

The man’s vehicle had no front plate, and as the deputy approached, the man started the van and turned the tires toward the street to leave. The deputy stopped him before he could do so. The officer was later advised by dispatch that the man’s driver’s license was suspended, and he 84-4428 charged him for the offense.

A search of the man revealed a hypodermic needle in his pocket. The deputy placed the man in handcuffs at that point and discovered what appeared to be a counterfeit $10 bill. How did Hustlers for Humanity begin?

My twin brother and I were new to Santa Barbara. We asked ourselves, “How can we team up for service?” We had teamed up in the past for things like sports. We felt if we created a team for service to the community, great things would happen. “Team up” would be our approach.

We decided to have some fun and use our creativity to design a structure and pitch a team approach. We took our idea to the Earth Day festival in 2014 and launched it to strangers. We called it our Earth Day birthday. The response was fun and wonderful. People said, “What

Our membership list continues to grow—it’s now more than 450. We have a new age approach focused on engaging millennials in service. Our members are all ages—some up to 75 years old, but we’ve mostly designed it to make younger people enthusiastic to engage.

Your main chapter is in Santa Barbara, but you have members from Carpinteria and other nearby cities. Would you like to see more activity in Carpinteria?

I would absolutely welcome new members and nonprofits in Carpinteria.

And I encourage starting a Carpinteria chapter. Many of our members work or live in Carpinteria, but we just haven’t established a chapter there. We have a new Isla Vista chapter starting. Someone who lives there asked, “How can we start recruiting?”

Please describe your goals for 2018.

First, we want to be a major organizer for people who want to get involved in post-disaster efforts in this area. We’ll be a key organizer for rallying residents to help.

Second, we’ll be gathering to choose a service project for the year. We’ll be suggesting ideas in the next couple of months and talk about new opportunities and where we’re going.

February is a short month, so you may not have as much free time as usual. But you can volunteer as your schedule allows, thanks to a variety of opportunities provided by Santa Barbara Hustlers for Humanity.

The nonprofit group emails its members whenever another nonprofit needs help for an event, and you sign up as you can. Hustlers help out at events from coastal cleanup days and charity runs to wine classics and arts fundraisers.

The Hustlers’ purpose is to make volunteering fun and easy and to create a team environment based on service in Santa Barbara County. The group currently has members from Carpinteria, and it would like to start a Carpinteria chapter in the future.

Daniel John Colantonio, president of Hustlers, explains this unique group and its exciting plans for 2018.

How did you do you find volunteer opportunities for your members?

At the beginning, we knew there was a food bank event coming up that needed volunteers. While we were at that event, I met a woman who ran another event, and she invited us to volunteer. More people saw us volunteering, and it spiraled. It started with me contacting the nonprofits.

Now organizations approach us more than I approach them.

The next generation of automotive engineers tested their mettle with wood and wheels last weekend. Cub Scouts of all types—tiger, wolf, bear and webelo—participated in the Jan. 27 Pinewood Derby, a contest that identifies the speediest handmade racecar and honors the maker. Warriors girls de-frock Bishop

BY ALONZO OROZCO The Carpinteria High School girls soccer team met rivals Bishop Diego yesterday afternoon on the Warriors’ home pitch, walking away with a dominant 7-1 victory. The Warriors scored two first-half goals before adding five more in the second half. Carpinteria’s record improves to 3-6-3 overall and 2-3-3 in the Frontier League with the win, while their league foe Cardinals fall to 0-3 overall and in league.

The Warriors got off to a slow start but possessed the ball the majority of the first half at the Bishop Diego end of the field.

About midway in the first half, freshman Zahea Hamadi worked her way through the Cardinal defense, blasting the ball past goalkeeper Tabby Phillips to give the home team a 1-0 lead. “We had a little shaky start for the first 10 minutes, but once we calmed down, we started playing some solid soccer and moved the ball around nicely,” said Bryant.

Bryant’s squad, who came in with only 13 players in uniform, got a little thinner when junior Yaneli Silva was forced to leave the game after getting hit in the face. Yet Carpinteria ended the half on a positive note when senior Alejandra Alvarez found sophomore Aly Springer, who deposited the ball in goal to give her team a 2-0 lead at the break.

However, the Cardinals ramped up the pressure in the second half with Natanie Earle and Julia Gregson firing shots on Warrior keeper Laura Valdez.

Valdez calmly pushed aside Bishop Diego’s efforts from a pair of corner kick opportunities to keep their South Coast rivals off the scoreboard. “I am getting a lot of support (defensively), and better communication,” said Valdez.

for a 6-1 lead. “Everyone gets involved when we play this way and it is hard to focus on one or two of our players,” said Bryant.

The Warriors would tack on yet another goal in the 77th minute for the seventh and final goal. Carpinteria hosts Villanova this afternoon, Feb. 1, with the kickoff at 4 p.m.

“I feel all of our losses have made us focus to come as a team together,” said senior co-captain Alejandra Garcia.

January 24 – The Carpinteria High School boys soccer team lost to Fillmore, 4-1. The Flashes scored with seconds to go in the first half, then took a second-half, 3-0 lead.

Luis Garcia found Eddie Mendoza in the 77th minute of regulation for the Warriors lone goal. “Today we beat ourselves by not capitalizing on scoring opportunities the entire game, and also making crucial defensive mistakes,” said Carpinteria coach Leo Quintero. “Both ends of the spectrum were completely off today,” he added.

January 26 – The Carpinteria High School boys soccer team traveled to Ojai to play Nordhoff and came away with a 1-0 win. It took 73 minutes into the game for the Warriors to get on the scoreboard. “Vincent Gonzalez found the back of the net after a bang-bang play in front of the Nordhoff goal, it proved to be the game winner,” said Carpinteria coach Leo Quintero. Cristian Estrada finished the game with four saves and the shutout. The match included “another great defensive performance lead by Abel Gutierrez and Edgar Mendoza,” added Quintero. The Warriors now have a Tri-Valley League record of 4-1-1.

January 29 – The Carpinteria High School boys soccer team in a makeup game postponed by the mudslides, hosted Nordhoff and remained undefeated at home this season with a 4-0 win. Gabriel Barajas first scored in the 25th minute in a play that started with the Warrior keeper up the left flank. Four touches later Barajas finished off a pass from Saul Hernandez for a 1-0 lead. Four minutes later on a free kick taken by Luis Garcia outside the 18, Barajas once again found himself in front of the goal to make it a 2-0 lead. In the 55th minute, Garcia scored his second goal of the season with a left-footed strike. Mario Jimenez came off the bench and scored when he struck the ball across the field from left to right and shot it into the top righthand corner of the goal from about 35 yards out on an assist by Saul Hernandez, his second assist of the night. Cristian Estrada and Adrian Gonzalez teamed up at goal to combine for the shutout.

January 25 – The Carpinteria High School girls soccer team suffered their second loss in Frontier League play, losing 2-0 to first place Nordhoff. “We stayed in the game due in large part to our keeper, Laura Valdez, and center back, Alejandra Garcia,” said Warriors coach Charles Bryant. “Aly Springer did a solid job when she was back there as well,” added Bryant.

January 27 – The Carpinteria High School girls soccer team ended up with a 0-0 Frontier League game draw against Cate. Last week, the two teams deadlocked in a 1-1 tie. “Both teams struggled to get any quality chances, but I was disturbed by not just our poor first touches but also our poor choices when we did have control of the ball,” said Warriors coach Charles Bryant.

January 29 – The Carpinteria High School girls soccer team lost a Frontier League match at Fillmore, 5-1. “It is just not getting any better for us lately; we lost our center midfielder, Aly Springer, before the game even started, and it kind of went downhill from there,” said Warrior coach Charles Bryant. Zahea Hamadi got Carpinteria’s only goal, putting in a ball around the six-yard box. The Warriors got down 2-0, and by halftime it was 3-0. “I give Fillmore a lot of credit … they looked stellar in the first half and really took it to us,” said Bryant. Carpinteria is now 2-7-3 overall and 1-3-3 in the Frontier League.

January 24 – The Carpinteria High School girls water polo team took on defending Tri-Valley League Champion Foothill Tech, falling by a score of 14-1. Sadie Mead

produced the Warriors lone goal, while goalie Kate Gay put up 13 saves. “Although overmatched, the Warriors showed excellent poise and resolve, fighting for every shot and loose ball until the final buzzer,” said Carpinteria coach Lance Hoffman.

January 27 – The Carpinteria High School girls water polo team fell to Malibu by a score of 20-5. Freshman Cassidy Hajducko led the Warriors with three goals, while first-year senior Kelsee Taff made a goal-line steal for a score and Amy Perez added the last goal for the squad. “The Sharks took an insurmountable 15-1 lead into the final quarter of their game in Carpinteria on Friday, and while the final 20-5 score was a sound defeat for the Warriors, the team fought back in the final period with four goals in a valiant effort,” said Carpinteria coach Lance Hoffman.

January 28 – The Carpinteria High School girls water polo team had matches against Ventura, Pacifica and Foothill Tech’s JV team in the Oxnard Novice Tournament, the Warriors—absent their most experienced members—took early leads against Ventura and Pacifica, en route to 10-6 and 10-1 victories to earn a championship berth against rival Foothill Tech. “A back-and-forth contest saw Carpinteria take an early lead, until a Foothill comeback left the Warriors facing a deficit as the fourth quarter began, trailing 4-2,” said Carpinteria coach Lance Hoffman. The Warriors came back with senior rookie Kelsee Taff making five of her nine steals for the game in the fourth quarter.

Taff’s steals led to a trio of fast-break counter attacks from Jessica Cruz and Kassie Quintero that gave Carpinteria the lead. A shutout in the final frame from freshman goalie Kate Gay, who had 21 total saves on the day, slayed the Dragons and secured a 5-4 victory and the championship for the Warriors.

January 25 – The Carpinteria High School boys basketball team beat Santa Paula in a road game, 54-36. The Warriors got off to a 19-6 lead. Cian Figueras nabbed eight points in the period. In total, Dom Sturdivan led Carpinteria on offense with 15 points and six rebounds. “The Warriors continued the full court defensive pressure throughout the game, which kept the Cardinals from getting in to any offensive rhythm,” said Carpinteria coach Henry Gonzales. “This was an excellent bounce back game for us that will help us gain momentum,” added Gonzales.

January 26 – The Carpinteria High School boys basketball team dropped a Tri-Valley League game away versus Malibu by a score of 81-47. The Warriors made six threepointers in the first, with Cian Figueras and Terrell Richardson hitting two each, as they stayed even with the Sharks by the end of the first stanza at 20 to 20. “The second period shifted to more of a defensive battle in which they outscored us by four to take a 34-30 lead at the half,” said Carpinteria coach Henry Gonzales. The second half was a different story. “Our effort was still very good, but the execution fell off some, and they were able to start to take advantage of their (bigger) size,” said Gonzales.

January 29 – The Carpinteria High School boys basketball team lost a Tri-Valley League home game versus St. Bonaventure, 75-44. The Warriors down by five in the first half, gave up two three-pointers to trail 38-27 at the break. Roderick Hutchinson came off the bench to score nine points for Carpinteria. “These games are pivotal for us to be able to make the playoffs, we look forward for the challenge,” said Warrior coach Henry Gonzales. Carpinteria is overall 2-7, and 2-6 in League.

January 25 – The Carpinteria High School girls basketball team played Santa Paula at home for the second round of league play, falling to the Cardinals by a score of 6826. The Warriors top scorers were Kayana Diaz with 11 points and eight rebounds, Kaela Kelley with six points, and Amanda Blair and Ruthie Vazquez with three points apiece. Jasmine Gilbert and Jocelyn Esquivel also collected six and seven rebounds, respectively. “My girls did a great job on defense tonight and really had Santa Paula frustrated,” said Carpinteria coach Amy Gil. “I’m really proud of all the progress we’ve made with so little practice due to the fires and floods.”

January 24 – The Cate School boys basketball team beat Villanova, 62-53. Marko Pliso led the Rams with 26 points, while Khadim Pouye contributed 13. Patrick Armstrong was able to pull down eight rebounds and come up with four deflections.

“We had a terrific second quarter, forcing Villanova to play faster than wanted, which led to great ball movement and easy layups,” said Cate coach Andy Gil.

January 26 – The Cate School boys basketball team beat Grace Brethren, 59-43. Cate improved to 5-2 overall and 4-2 in the Frontier League, getting 27 points from Marko Pliso. “We got off to a strong start both halves, jumping out to a 20-8 first quarter start and never looking back,” said Ram coach Andy Gil. “Good opportunity to get everyone in the game, and work on our ball movement.”

Basketball games benefit disaster victims

An Alumni Night benefit for the Thomas Fire and flooding victims will be sponsored by the Carpinteria High School Boys & Girls Basketball programs on Friday, Feb. 9.

Players will make donations, and donations from the public will be accepted at the door. Starting at 4 p.m., the frosh teams will be compete against their family members.

At 6 p.m., the junior varsity teams will play CHS faculty and staff. The Rams opened the second with Charlie Morris distributing the ball to Buba Fofanah, but his shot was turned away by the Santa Paula keeper. The Cardinal keeper also made a save on Bailor Jalloh’s penalty kick, and before Cate could find the back of the net, Santa Paula countered in the 53rd minute to make the score 4-0. The Rams ended up netting one when Harry Corman’s throw connected with Fofanah in a seam who fired one past the keeper. The Cardinals put the finishing touches on the game in the 77th minute with a goal, as Cate was pushing forward to score.

January 26 - The Cate School boys soccer at home tied Grace Brethren, 4-4. In the 11th minute, Jack Deardorff launched a throw that was nodded on by Charlie Morris to the far post where Buba Fofanah knocked it in. And in the 22nd minute, the Rams added to their lead when Harry Corman set up Fofanah for another goal.

Grace struck back with a penalty kick six minutes later, but the Rams pushed their lead back to two goals when Bailor Jalloh got on the end of a Ben Jessup throw to the far post. The game eventually went into overtime, where Cate got on the board in the first frame with Fofanah scoring his third goal to complete his hat trick. Grace came right back, though, and evened the score again in the 87th minute.

January 29 - The Cate School boys soccer team headed to Simi for a league match against Grace Brethren, where the Rams prevailed, 4-1. After a few scoring attempts, the Rams got on the scoreboard when Bailor Jalloh and Buba Fofanah combined at the top of the box with Fofanah beating the keeper on a shot in the 14th minute. At the 29-minute mark, Jack Deardorff was able to slip a ball through to Fofanah, who beat the keeper to give the Rams a 2-0 lead going into halftime.

Carpinteria may have a skatepark in the future. Or it may not. But the onus lies with the nonprofit Carpinteria Skate Foundation, which had entered a Memorandum Of Understanding with the city to design a concept for a park adjoining city hall. Parks and Recreation Department Director Matt Roberts said that a concept design was recently delivered but isn’t final, and must work its way through the city’s review process.

City Councilman Gregg Carty said the public thinks the city has dragged its feet, but Durflinger said it wasn’t so. Durflinger also predicted that the city may have to take the helm in finding grant money to complete the park, because it’s unclear if Carpinteria Skate Foundation will be able to organize and fund it alone.

Roberts briefed the council on very preliminary discussions by SBCAG to put a second railroad track at the Caripnteria platform. Roberts would like the expansion to incorporate an undercrossing into the beach neighborhood.

The acquisition of Bluffs 3 by Santa Barbara Land Conservancy has made possible another leg of the coastal trail, which Roberts envisions ultimately connecting Santa Claus Lane and Rincon Point with trails. The empty lot on Bluffs 2, near Viola Fields, is also about to grant a right of way, further filling in the eastern edge of the pathway, which would be completed if S&S Seeds grants a right of way and the pedestrian bridge down to Rincon County Park is finished.

Roberts said that a 10-kilowatt solar power system on the city pool building will soon power the pool’s ozone cleaning system. “It’s a nice story. Our pool will basically be sanitized by the sun,” he said.

Other Parks and Rec projects: Casa del Sol park at Carpinteria Avenue and Concha Loma; restoration of Creek Park, which was flooded.

City Hall temporarily moving

A July groundbreaking is anticipated for an upgrade at city hall, which has been on the city’s agenda for years. City staff will be moved to temporary trailers for six months. Durflinger said that he will be in discussion with Chevron to see if the city can lease some of the adjoining property for temporary offices.

Procore parking spills onto Bluffs 3

The perimeter of the Bluffs 3 preserve’s daily conversion into a spillover parking lot for nearby Procore has become a hot topic throughout town, Councilmember Gregg Carty noted. City Manager Dave Durflinger said it’s a sensitive situation—while the cars jammed onto the city street is undesirable, Procore’s presence in the city is highly desirable. “We’re going to be patient but want to see solutions,” Durflinger said.

He said the problem is partially because of Procore’s modern approach to its workspace. “The way people work has changed. It’s communal. They have bean bags, laptops. It’s amazing how many people are crammed in there,” Durflinger said. The office parks had not been built anticipating the number of people that would work in those spaces. Procore is also occupying the public lot at Viola Fields, Durflinger said, and the city is trying to wean it off of that habit.

Community Development Department anticipates busy spring

Related to the Procore parking problem, Community Development Department Director Steve Goggia said the empty lot on Bluffs 2 next to S&S Seeds could soon see some action and Procore could be the tenant. Architect Barton Myers appears ready to propose a project at the property, which is owned by movie producer Ivan Reitman. If planned in conjunction with Procore, the space could be used for desperately needed parking.

Goggia also said a proposal for 700 Linden Ave., the former hardware store that has been vacant for almost a decade, appears imminent. Via Real hotels are still in the planning pipeline and will soon reemerge for review, and the slice of land at the top of Bluffs 3 has not been acquired and preserved, so that landowner will likely soon propose a development there. “We’ve got a lot of projects knocking at our door over the next couple of months,” Goggia said.

Community Development is also still chipping away at its scheduled General Plan update, due out in 2020. That undertaking will also include new information regarding predicted sea-level rise and its impact on the city.

Coastal View News recently celebrated 23 years of local news—a milestone we reached thanks to the support of the community. On the first Thursday of each month CVN publishes the Honor Roll to thank readers and advertisers for their generous support. Since 2009, this support has played a critical role in keeping CVN in the stands each week and full of local news that cannot be found in any other news media. I had a good time catching up with Kinsey Milhone, recently. Milhone, Sue Grafton’s private investigator, is hired by a dying millionaire for the sure-to-be-dull babysitting gig of his recently paroled daughter, Reba. Kinsey finds herself entangled in a complex money-laundering scheme when Reba decides to slip her and take revenge on the two-timing lover for whom she had gone to prison.

The situation gets increasingly tangled as Kinsey maneuvers to save Reba, and herself. Meanwhile, Kinsey’s bachelor landlord and his brothers wrangle over a lively widow. And Kinsey has to decide whether to risk romancing a sexy cop who just so happens to be following Kinsey’s charge.

Coastal View News • Carpinteria, California in its resistance to the pressures to deny “the commonness of humanity.” The Nobel Laureate who wrote “Playing in the Dark” and the exquisite passages that relate a story “not to be passed on” in “Beloved,” continues to deconstruct notions of race that exclude others.

Morrison delves into very real and persistent dangers for blacks alongside complex notions of racial purity that are not limited to whiteness. Drawing personal experiences together with slave owners’ diaries, slave narratives and fictional depictions of race, Morrison asks, “What is race (other than genetic imagination) and why does it matter?”

Her inquiry is particularly relevant today as mass migrations of displaced people cross borders and powerful voices encourage people to fear one another. If “the human project … is to remain human and to block the dehumanization and estrangement of others,” what gets in the way of “accepting each other—one to one”? How are we trained to lose sympathy for each other?

Art Center workshop deadlines are here

The registration deadline for two Carpinteria Arts Center workshops—Underwater in Watercolor and The Artists Tool Kit—Setting Up Instagram—is Thursday, Feb. 1.

The watercolor workshop will be offered on Saturday and Sunday, Feb. 10 and 11, from 9:30 a.m. to 4 p.m. each day, with a focus on methods for “atmospheric water effects.” The cost is $209 for non-members and $190 for Arts Center members. The Artist’s Toolkit workshop will be held on Saturday, Feb. 10, from 9 a.m. to 1 p.m., and presenter Mary-Gail King will demonstrate how to get started using Instagram to promote one’s “brand.” Participants should bring a laptop or iPad if they own one.

South Coast animal encounters inspire visiting children’s author

Children’s author C. Porter Stone (her nom de plume), and husband David Purdy live most of the year in the Shenandoah Valley of Virginia, but spend each January and February in Carpinteria enjoying the usually crisp, clear skies of winter in California. She published her book, “Lessons Learned from my Animal Friends” in 2017, based in part on encounters she has had with animals in the Carpinteria/Santa Barbara area. Long an animal lover, Stone compiled five stories about creatures both in Virginia and California—each with a theme. A pony, seal, penguin, bear, and blacksnake each become characters that demonstrate aspects of diversity, disabilities, bullying, obedience and kindness. “The book was written for young children,” Stone told Shenandoah Living magazine last September, “and each story promotes a value.” Her book is available via email at clpurdy62@ gmail.com/.

Doing away with the usual feel-good sentiments of self-help books, Carpinteria resident, author and psychotherapist Merle Yost has summed up the knowledge and insights of 25 years of therapeutic practice in his newest book, “Facing the Truth of Your Life.” Yost provides exercises and chapters covering spirituality, being a victim, how to parent healthy children and the many faces of shame and how it complicates all relationships. “‘Facing the Truth of Your Life’ is about walking through your pain,” Yost writes. “It is about understanding how you became you, how to discard what you were taught about yourself, and how to find out who you really are.” The book is available on Amazon, Kindle, iTunes and Audible.

Local student filmmaker debuts documentary at SBIFF

Daniel Chein, a student filmmaker from Carpinteria, will have the local premiere of his award-winning short documentary “Basha Man” at the Santa Barbara International Film Festival on Feb. 6 at 4 p.m. and Feb. 7 at 1 p.m. at the Fiesta 5 Theater, 916 State Street, Santa Barbara.

“Basha Man” was shot in Guizhou, China in the summer of 2015, and focuses on a rural mountain community facing rapid development. Told through the perspective of a local resident and village tour guide, the film explores authenticity, performance and a changing landscape. “I felt tourists left with a superficial impression of the village—had I only stayed there a few hours, I probably Daniel Chein’s documentary will would have too,” Chein said. “Instead, what be screened during the Santa I found was something quiet, a place filled Barbara Film Festival. with history and memory.”
